the san jose city council did passed that controversial gun liability insurance ordinance that we were telling you about yesterday with kron 4 sarah stinson. so she's covering this this morning because as a first of its kind in the nation and we want to know what does it mean moving forward? hi, sara. >> daria city leaders in san jose in favor of this one of its kind law. they say they're proud to leave the country in preventing gun violence. what this new law will do once it goes into effect will require gun owners to get liability. insurance will have to provide proof of that. then also to pay a $25 annual fee. now the the tame mass shooting was 8 months ago today. and that was the driving force for city council members to pass some kind of legislation that would prevent gun violence 8 months ago. and they've already just pass this type of legislation. know it was on may. 26 when samuel cassidy shot and killed 9 of his co-workers. >> although custody legally owned his guns, the shooting sparked new calls for gun control. and that's been done last night. police officers wile be enforcing this by asking for proof of insurance every time they encounter someone with a gun. the new law also gives officers the right to seize a gun from non abiding owners. annual fee will go directly to supporting community-based organizations working to reduce gun violence, suicide prevention and gun safety classes after the ordinance passed last night. the mayor wanted to thank the city council for continued commitment to reducing gun violence in its devastation in the community releasing in part the statement on your screen, city leaders in favor of this hope. cities follow, by example. >> particularly congress and washington, which has been unable to do action. and then wyland says so. it's important that local municipalities come up with plsns that work in our communities i think this is a great first step in that other cities will look to our model and follow once put something in place and we show that it works. >> city council will continue to discuss this newly passed law on february 8th and it could go into effect by august 8. now the mayor, san jose says he's fully ready for any legal battles that may come from those against it. i'm sarah stinson reporting live. daria, back to you. right is might not be the end. we will see about what happens in court. >> thanks a lot, sarah. it's 7, 0, 4, in the east bay health officials in contra costa county believe the omicron variant. >> has pete there they say the case rate actually peak. they think back on january 9th, the hospitalizations, pete, at the end of last week. now they are still warning that hospitals are very, very full. the county currently has 281 covid patients in the hospital. they expect fewer hospitalizations in the coming weeks. currently, there are 29,000 active covid cases in contra costa county. a tentative deal is now on the table between the oakland educators association and the oakland unified schools to keep teachers from walking out of the classrooms. educators had threatened to strike and health sickouts for weeks over their concerns over covid safety. this tentative deal calls for weekly testing of students and staff at all the schools. and if there's a limited supply, the tests will be prioritized to those who have been exposed to the virus. the deal also provides access to n 95 masks and better ventilation in the classrooms and more outdoor spaces for students to eat the deal still needs to be voted on and approved by the union and the school board. the city of san francisco is taking new steps to protect people from being evicted. the board of supervisors just passed an ordinance. it's the first of its kind in california. kron four's camila barco is live in san francisco with more on that. hi, camilla. today for good morning, daryn. so, yeah, this legislation gives renters more time to prevent them from being evicted. basically what this legislation says is that tenants have. >> 10 days before they can be legally evicted. and here's how it works. landlords are going to be required to provide a warning at 10 days before beginning the eviction process. and now this gives a tenant the opportunity to fix a problem that led up to the eviction in 10 days and prior to the covid-19 pandemic, a landlord could begin the eviction process after 3 days. if a renter it did pay. or for some other reason us. but now this legislation gives tenants time to resolve any dispute before their landlord turns to eviction and it's going to help divert disputes between a tenant and the landlord. the author of this legislation and dean preston, he's part of the san francisco board of supervisors. he says it will prevent thousands of evictions as we know the pandemic has forced many people to lose their homes and barely make ends meet. he says the laws put in place to stop evictions during the pandemic has been successful. and because of that, he says data shows that overall evictions in san francisco were cut in half. now, daryn, the san francisco board of supervisors unanimously passed this legislation this week. but this still has to be side by mayor london breed before it goes into law. now, back to you. thanks, camila. good to see you this morning. and thanks for that info. >> it's 7, 0, 7 right now, governor newsome and state lawmakers have reached an agreement to revive a law to provide workers with up to 2 weeks of paid sick leave while they recover from covid. we had it the covid, you know, sickly thing in addition to regular sick leave and then they lost. and then we all got waste expired. september last year. and then we're like when it covid to go away. we need this. so this new agreement revives the sickly. hold on. whoa, actually. hold on. it. revives the sick leave back it up. so it's through september of this year, although sea so because we just everybody knows suddenly need leave and that went away. so this legislation is likely to be fast tracked and get to the governor's desk in the coming weeks. so that's pretty soon. it's going to apply to businesses with at least 26 employees so will apply to smaller businesses. i know this has been a big problem where people go ike. i can't i don't have the same time. how much opposed to, you know, have kind of a wrist traffic this morning. also have lows to visibility. you'll get there with the sunshine, though. we are seeing clear skies above all that fog on the radar. and that's where we're heading this afternoon. lots of sunshine to look forward to actually going to be a really comfortable day. a lot like yesterday, even a little bit warmer than yesterday was high pressure ridge going to win out into next week. we were looking at a system that could possibly week and it just enough for a switch up. doesn't look like it's going to happen. long-range forecasts are showing that your first week of february is going to remain dry much as we have over the past few weeks for the north bay. a calmer afternoon today. the rest of us will remain calm as well. and that is going to set us up for some super nice weather later on solid 60's for most of the bay area and for the south bay. we're going to be looking at temperatures climbing well into the mid to upper 60's for areas like santa clara, san jose and campbell, 67 for your daytime highs. east bay temperatures low to mid 60's for u union city and fremont at 65 oakland and berkeley at 63 north bay. a little calmer just a little bit cooler than yesterday. still comfortable in the 60's, though. you look ahead at our next 7 days, temperatures remain solidly in the 60's all the way through january, which ends on monday of next week. and then tuesday starts off with just a touch of a cooler. feel. but really not a lot of change. we're still going to be staying dry into the new month. let's get to those issues we're seeing across the south bay. the most notable is on northbound. 85. we have that road closed due to a traffic collision with injuries on 85 northbound at south the anza boulevard, all lanes being closed and it is being of highly recommended that you avoid the area there. you can see that you're going to be a standstill in the strait of closure as you head up towards cupertino. my recommendation is to just stay on one on one. if you can all the way around the south bay, it's going to be such a better option for you. we actually do have some debris in the roadway on 87 northbound. so if you're planning on heading on that when there's already a delay there, your best routes are one on one. and if you insist on getting aid, 85 just get off at 17, then take to 80 over. you'll be able to continue on to 80 or get back on. 85 up to one o one much better than you will be if you are just staying on. 85. the bay bridge starting to see a little bit of a backup there. 13 minutes at the toll plaza and we are looking at things moving along, just fine at the san mateo bridge, richmond center fell bridge 14 minutes and look at that. there's the sunshine that was darnya's going remote learning didn't quite know exactly what their long-term plans were had to figure things out with with work. maybe people are still switching jobs over the last year and moving into a job that is more remote friendly or allows them to move to a cheap area and keep the higher pay. so we see a lot of that happening. >> that's the way covid has changed. the game is now suddenly you can work remotely and maybe leave a high cost, you know, living place. and that's why a lot of people are moving. they're thinking this train just trend is going to continue because exactly that. the fact old. it's hot there. 7.23. right now. i like james siri. state lawmakers are trying to cigarette sales. we're going to tell you about this new legislation. 7.26. right now. state lawmakers introduced an effort to ban the sale of cigarettes. >> and other single use tobacco products. the bill would ban the sale of single use vapes and tobacco filters which are found in most cigarettes and some cigars. local authorities are going to be responsible for the enforcement if it passes and violators could face a civil penalty. a 500 bucks. lawmakers say the single use products pose environmental issues, noting that throughout california cigarette litter forces, public agencies to spend 41 million dollars a year to do cleanup. officials say if this is passed, the bill does not yet have a date nevado at 37 dublin sitting right above freezing at 33 degrees. cloverdale at 35. so it is chilly. just don't forget your jackets. you'll be good to go today. speaking of the south bay, let's get a look at those roads because it is a rough one along highway. 85. we had a traffic collision with injuries and that has the roadway still shut down. now we have that backup stretching on 85 all the way from south boulevard right around cupertino all the way to the intersection of highway 17. my recommendation is avoid 85, if you can, if an option for you is just taken one. 0, one, stand 1, 1, all the way around. highway 87 also has a backup due to some debris in the roadway. if you do need to get on, 85, just make sure you're hopping off by highway 17 from there. you'll be able to take to 80 and either connect with 85 or continue on to a tee up the peninsula. whatever you do, just a half of 85 this morning that will not serve you. well, the bay bridge, 13 minute drive back up on the maze. just getting there to the toll plaza. but starting to ease actually a little bit. there's your fog in the san mateo bridge and there's your sunshine on. the richmond center fell. and as daria noted, a beautiful one of the golden gate. you can think daria for that one. she cleared it out for no fog on the golden gate. now i'd all you know, you don't need to say thank all right, 7.32 right now and >> getting to the news that we're following breaking news to tell you about. 3 people are hurt. there was a stabbing in san jose and this happened in a home in the 2100 block of to avenue. >> the 3 victims are in the hospital. now. they have non life threatening injuries. and right now police are on the scene. investigators are collecting evidence. we'll give you more updates as we get more details. that's all we know at this point. on the peninsula. police are investigating another smash-and-grab robbery involving a jewelry store. it was at that hand franmil and san bruno kron four's. dan thorn has the details. >> san bruno police say these types of crimes that happened twice at the mall in the last week. groups are rushing in and using tools to smash open cases and stealing things. but in one case, a store owner was actually able to fend them off. >> store owners are on high alert at the 10 for all san bruno police sharing these pictures of a group accused of smashing display cases at a jewelry store and stealing an unknown amount of merchandise monday night. it was the second time a jewelry store was targeted at the mall in less than a week. that's crazy that people would like have to resort to things like >> i don't know the solution is, but it's kind of tragic that these students are happening at all. >> shoppers like ariel nigam say smash-and-grab crimes have made going to the mall a little uncomfortable jewelry and high-end retail stores across the bay area have been seeing a recent increase in these robberies on that scary. think that this would happen here. police say despite one man in this group of one of the robbers being armed with a gun on friday, a store owner was able to keep them from taking off with any of his stores jewelry. a display case was destroyed. but once the store owner drew his own gun, the group ran off. police say fortunately no one was hurt. it's unclear if these 2 cases are connected. some shoppers suggests that right now people should be keeping their eyes peeled while out at the malls. just people have to watch out for other people. >> you know, we have to say something, you know, god gave us a mouth to speak. definitely if i see something going on >> san bruno police have not identified any of the suspects. and so far no arrests have been made anyone with any information about these crimes is encouraged to give them a call. reporting in san francisco, dan thorn kron, 4 news. >> it's 7.34, and the alliance for asian-american justice filed a federal lawsuit response to hate crimes against the asian community in san francisco and district attorney chase up with dean is the subject of that lawsuit. the alliance says the da's office is not doing enough to prosecute those who commit hate crimes against asian americans and pacific islanders since the pandemic began, asian americans have had to endure encounters that sometimes turned violent. prono lee experienced this in 20. this man experienced this in chinatown. he was beaten and threatened and and his son was beaten to and he says just horrible. >> allow the adult male attacker to plea to a misdemeanor. with one year of probation. the attack was the most brutal. terrifying and humiliating experience of my life. >> the alliance for asian american justice filed a civil lawsuit on his behalf and they say the suit isn't about money isn't seeking money. instead, it's asking for restored of justice and an apology from the da's office. we reach out to the da for comment, but we have not heard back. as the chinese american community in san francisco is preparing to celebrate the lunar new year. we have a report on the number of hate crimes now against the aap i community police chief bill scott is concerned about the rise in crime. he held a press conference in china town and says there's been a six-fold increase in the past 2 years, 8 incidents were reported 2019, 9 in 2020 and then last year, a huge jump. police investigating 60 crimes against the aap i community san francisco mayor london breed says it's time to make changes. >> it is time to change it with a number of investments we make in nonprofit agencies that help support our seniors in this community. and it is time to change it with the number of investments that we must make in the police department in our ambassadors programs and other things that will continue to make sure that in this year 2022 that those numbers decline just as significantly as they rose. >> chief scott says more than half of last year's incidents were committed by the same person who police arrested last august. 7.37. and investigators have identified the armed person shot and killed at sfo last week. they say it was 37 year-old nelson zito. and this all happened last thursday. we told you about it were an armed man was as of those international terminal and officers confronted him just outside the bart station entrance. and they say they tried to calm him down, but then they opened fire because they say that man continued to be a threat. and he was shot and killed in a bystander was injured by flying bullet. investigators are still looking into how that man got into the terminal. >> the doggie. that's her doggie. this reunion 10 days without her french bulldog the bulldog was stolen from the owners at gunpoint in castro valley. >> and you see here, alameda county sheriff's office returned t tow the dog to his owners. and you can see how grateful they are to see him again. investigators say they have made several arrests >> and you know, your bill gophers. and james was saying he loves the fact that it gives them chance to kind of what he exercises his muscles. he said as far as you know, photography goes in his eye and i just love seeing the shots is a great way to wake up, john. yeah, definitely they're than san jose. is that wow. its own kind of pretty darned way. it looks like a giant and i don't think the framing is all that great. if we're going critique it. yeah, no, no. their names winds normally is like pretty buildings in the background here. but just can't see him because of that gray. the frog. >> really shrouding the south bay, especially so while areas like the golden gate san francisco are starting to see some clearing south bay inland areas, you're still in the midst of the gray and we are going to be that way for a little bit longer. sunshine prevails later on today. >> repeat of yesterday, starting the morning. great ending the day on a sunny, really mild note. this high pressure ridge, unfortunately going to be winning out into the first week of february. i've been alluding to the potential of a change of pace come the first week of february that would have maybe brought a chance of rainfall. well, most of our long-range forecasts are now projecting that we will be holding on to this high pressure ridge that's keeping things mild and dry. not just for this weekend weekend, but into next week. so don't expect a lot of changes here. now, the north bay was a bit breezy yesterday. today's going to be a calmer one. so you're going to join the rest of the bay area. this calm, dry, mild forecast that we have this afternoon. daytime highs today will be well into the 60's for the south bay is actually going to be a little bit warmer than it was yesterday. that's going to take some parts of the santa clara valley from really cool. and foggy morning to highs near 70 in santa clara campbell in san jose. the east bay really not much of a change from yesterday back into the low to mid 60's while the north bay, as i mentioned, a little calmer, but also a touch cooler. no more of those mid 60's mostly down into the low 60's tomorrow, friday, saturday and sunday, much the same as today is about to be. we do see that modest cool down as we transition out of monday into february on tuesday. but as i mentioned earlier in your forecast, know, sizable chance of rainfall is ahead. now we've had some issues in the south bay this morning. 85 continues to be the biggest problem that you're encountering in your bay area commute. if you are looking to get from the south bay on up into the peninsula, pretty much every other route is going to be a better one because we do have that traffic collision with injuries on california. 85 northbound at south to anza boulevard in san jose. all lanes are closed on 85 here. so if you can maybe just stick to one o one, that's been one of our smoother out this morning. 87, there is actually a traffic incident on that one as well as you head towards downtown san jose. so it started to result in a backup. so many people are getting off. 85 in on the highway. 17 that and that one is being backed up. now, another good option for you is to stay or close to one on one and then maybe just reversed to a tee up the peninsula to whatever you do. i would avoid that. 85 commune as it is backed up. it is blocked and you don't want to get off on to the city streets that are also going to be feeling the hit there. now, the bay bridge easy go. 14 minutes. fog is sitting above us. so visibility is an issue. san mateo bridge is indeed foggy. but look at the sunshine over the richmond center fell gorgeous way to start the day. there. maybe not quite as pretty as the golden gate bridge, but hey, it's going gate. it's hard to be 27 minutes from 37 to the tolls. >> back to i like your yellow instructive air. oh, yeah, i'm trying here. i find very helpful and in football, too. so what i what i want when i watch football. i mean, when i seconds of football, i like when they circle the things and then they show you. this guy goes here and then this guy goes because i don't know what's going on. and the haha, i do know there's a game and it's a big one at the sunday. the niners and the rams. and you know, who didn't want to go to the super bowl?
