milestone means that the red tier expands to all c.unties with daily case counts up to 10 per 100,000 people in the next 2 weeks the federal government is sending california more than 3 and a half million doses. the next 8 milestone will be reaching 4 million distributed doses in those vulnerable communities. at that point, state leaders plan to make rule changes for the least restrictive orange and yellow tears for reopening the blueprint change means the final 2 bay area county stuck in the purple tier. >> have been given the green light to events contra, costa and sonoma counties qualified for the less restrictive red tier after vaccinating enough of their communities. while the change on the map already appears the new tier status will actually take effect on sunday. and here's a reminder of what that means for people indoor dining can resume with 25% capacity. retail stores can expand up to 50% capacity indoor attractions, movie theaters can open at 25% capacity. jim said they can open indoors at 10% capacity and up to 3 households of people can gather together indoors. the new vaccine distribution plan announced last week by the governor is designed. so those shots reach people in the poorest zip codes in the state. but. >> bay area lawmakers say the solution leaves other bay area residents out in the cold and they're calling for changes kron four's. dan kerman has details. >> last thursday. the governor announced that 40% of all vaccine coming to the state would be funneled to those living in the poorest zip codes since many of those areas are seeing the highest rates of covid-19. that's a way we're going to make real progress. >> as it relates to advancing our cause. this cause i think should all of us in california. that's the cause of equity. but state lawmakers from across the bay area say this plan to create equity is in fact detrimental to those living here because only 2% of bay area residents fall under those affected zip the index city was based on. >> income in zip codes. >> let's in kerr county completely out. so here we have even today, 51% of the cases. the new cases in soon, the kerr county, for example, are among the evening out here. a lot of people driving by honking showing their support for these protesters and other people driving by not so supportive regardless, these protesters say they're going to continue to show up. >> i thought about it. it's about a 5050 ratio, or screaming there. there are angry. they're flipping you off. and the other 50%. >> or or trump supports every monday and friday you'll facing multiple felonies. but a hate crime is not one of them. our forces. made you spoke with a criminal law professor about what is and what is not hate crime. >> the suspect arrested for the murder of a 75 year-old asian american man in oakland has been charged with multiple serious felonies by alameda county district attorney nancy o'malley however, he is not be charged with a hate crime just about possible reasons, hate crimes are not charged in some criminal cases even though the public assumes or believes racial bias was the motive of the crime. of course, sometimes terrible things happen to people of color or women that related to their protected characteristic. >> so one possibility is that there was insufficient evidence that the crime was motivated by bias. another possibility. that if somebody is already being charged with a very serious crime. then it might be sort of. unnecessary. to add a. if they hate crime enhancement. >> vicious hate crimes against asian jose investigators say grab the woman by her neck through her back to the cement and yelled explicit words at her. police say people in the area stepped in and prevented him from getting away. santa clara county's dia says try showed bias towards an asian person through his explicit language. >> a wild coyote responsible for 5 attacks on humans in the east bay has been captured and euthanize the area tonight. things begin to shift gears a little bit in the atmosphere. by that i mean is setting in that nice northerly wind. the warms up. >> now we're seeing a little bit of a sea breeze or start to see that haze forming inside the bay in a couple of patches of fog along the coastline. i think we'll see more of that for tomorrow. couple the patches of fog trying to move into san francisco right now. we'll see more of that by tomorrow morning. storm have moved out all the way to southern california. again, they saw another round of some rain. but this is all going to start to shift a little further the east even for them. i think they clear out for tomorrow around the bay area. the winds stay been kind of breezy toward the afternoon. i think we'll see those winds kind of kicking up again by tomorrow afternoon to 22 miles an hour in san francisco 20 at sfo. 21 in san carlos 60 in oakland. all that shore breeze at this hour. temperature wise. you've got 56 degrees in oakland is currently 51 cool in san francisco got 50's around much of the bay area after what was a gorgeous day tonight. if you're stepping outside. yeah, be the pair to plant some cooler temperatures number dropping off into the 40's mostly clear skies. so we'll see an increase in some of the low clouds and the fog, especially along the coastal sections. so that being said, we are going to see some changes coming our way. it looks like the next couple days as high pressure kind of takes over at least for another day that will bring some sunshine in our direction, at least for tomorrow after that, guess what, we've got another chance of rain. i think that one comes bearing down on the bay area probably by sunday afternoon starting out the north bay then sweeping across the rest of the area into monday morning. this also a very cold storm. we could see snow levels all the way down to 2000 feet. late sunday night and into monday. all right. we'll send those photos and yeah, it will be easing restrictions on wineries and breweries kron. 4. sarah stinson is in sonoma county with details. >> if you're planning on heading to sonoma napa counties this weekend and you want to get a glass of wine or do a wine tasting starting tomorrow. you don't have to order food and alcohol vendors don't have to offer it to you no matter if they're in the purple or red tiers sonoma county is currently in the purple tier. and if you want to head to say roast winery again, you don't have to order food. these wineries can now focus on what they do best. and that's serving up their best glass of wine. this goes for breweries and distilleries to they've been able to stay open throughout most of the pandemic so long as they provide a meal. so this is a huge change. it was hard at first for alcohol vendors who never previously served meals to customers. some didn't have their own kitchens. so they had to get creative partnering with food trucks or they would have to remain closed if they were in a county that was in the purple or red tier which sonoma and napa counties were in majority of the pandemic. this is what your experience is going to look like if you do visit a winery that is in the purple or red tier. for now. they still have to serve people outdoors. customers have to make reservations and you can only say for 90 minutes wineries breweries and distilleries can only stay open until 8 o'clock. if they don't serve food in the orange tier things start to open up a bit more for these affected businesses. they may also resume indoor operations at 25%. yellow tear gets even better. they can increase capacity to 50% as for bars. well, they're still getting the brunt of it bars that don't serve meals in the purple and red tier counties. >> must remain closed these restrictions begin to loosen tomorrow and it makes it a lot easier to hop from winery to winery. if you're planning on doing different tastings this way. you don't have to order food at each location declaration that all americans should be eligible for coronavirus vaccinations by. >> may. 1st the goal will require more doses to arrive at a faster pace. california home to nearly 40 million people has the capacity to vaccinate 3 million people per week, but the state is getting about half that number of doses by april. first there are plans to ramp up weekly shots to 4 million people. the white house's coronavirus coordinator today says that there will be enough supply between the pfizer moderna and johnson and johnson vaccines to give shots to all adults by the end of may. sure hope so. for the first time the johnson and johnson vaccine was available. >> at san francisco city college vaccination site today while the city college site is not expecting more j and j vaccines next week. they are expecting 13,000 doses of pfizer and moderna vaccines to arrive and they say they're confident there will be a dramatic increase in doses within the next month by the end of the day, ucsf. which country. you've got all that fresh powder to ski on temperatures in the upper 40's in the south like also to truckee be aware, though we do have storm system bearing down on california and the high sierra nevada will bring some snow there. so if you're leaving late on sunday, be prepared. bring those chains. you may need them outside right now. we do have mostly clear skies a little. some patchy fog has gathered along the coastline. we'll see more of that fog along the way. but watch this. this this storm system off the coast line that will eventually impact are a lot of part of the weekend and here comes barreling in on sunday afternoon bringing a chance of rain late in the day and then overnight that cold air going to sit there mix into the bay area, too. so that is going drop the snow levels way down to maybe about 2000 there's a possibility again on monday. this is a cold system coming in at this time of year. we could see some very unstable air moving overhead and maybe some more thunderstorms and hail. and of course, that snow as well. behind that looks like the atmosphere still staying pretty active. you can see those storm systems off the coastline. still a long way on the forecast, but certainly looks like the latter part of next week could be on the wet side. alright temperatures for tomorrow will take just a bit of a hit. this. we'll see more of a sea breeze kicking in that will bring us back down the 50's along the coastline, you'll find some 60's. maybe some mid 60's, the warmer spots, but no 70's by tomorrow afternoon over the next couple of days daylight savings time kicks in sunday. looks like that will be the day where we do see some of that cloud cover roll in again with a chance of showers late in the day. chance lingering showers on monday support releasing this picture on social media of them kneeling in solidarity, middle schools, adding that language of this kind is an affront to the lessons. we try to teach our students. would be selection continued in the trial of derek chauvin. white former police officer who kneeled on floyd's neck and who has been charged in his death. on the peninsula now, san mateo police are warning about a series of phone scams where the callers are impersonating detectives and asking. >> for gift cards. officials say the callers phone number may appear legitimate, but they emphasize police will never ask for money gift cards or personal information over the phone. investigators say if you do get a call, hang up and block the number you can also report the call to the federal trade commission. >> friday night lights high school football is back in the bay area starting tonight, several schools, they're hosting their first games in more than a year. kron 4 sanaz tahernia explains. what's the same and what is different. >> 450 days ago, the last high school football season ended in california starting friday. the new season kicks off with some modifications. the field of play will look the outside the lines will be a little bit like but but hopefully there's a lot of smiles leo lopez is the vice president of the athletics department over at dulles, south high school. they're playing their first game in over a year against saint mary stockton saturday night and definitely look different this season. there's a lot of new new items from testing too. protocols that way. we have to play the game. california schools, resuming football season are required to follow the state's department of public health covid safety protocols student athletes will be regularly tested in screened for covid-19 each student athlete will only be allowed. 2 spectators from their immediate household only fans and must maintain physical distance in the stands while wearing their masks at all times. i we're a great spot for our athletes and not just the dalles a high school but all across the state of california to be a law for them. but they wanted to do something they love. and it's been a difficult road. we're all excited to see kids at not just football and all sports. so it's been it's been a for all the coaches staff student athletes parents just to try to get this together just just fingers crossed that things go smoothly despite the restrictions, lopez says he's just happy to have the kids back on the field reporting in the newsroom.
