Michelle kingston spoke with the attorney ernie of the professional Beauty Federation california about this plan. Salons are unable to reopen here in Alameda County, not even outside on the sidewalk. We certainly can sympathize with folks that say. Now if and we have 53,000 licensed establishments thats day spas hair salons barbershops nail salons. If we all decided to help with that were going to reopen. Im not really sure what the 58 county Health Departments and the governor could do about it. The professional Beauty Federation of california is not endorsing this decision to reopen august 17th, but says they understand the reasoning behind the decision. Where exactly where it is either. O ne legally or ways every day and have we have. Now. Were really getting any other option. The salon owners are frustrated not understanding why so many businesses have been able to reopen but they have not theres 621,000 individuals licensed by the california state board of barbering and cosmetology all of whom have hundreds of hours of formal education and training in cross contamination disinfection protocols sanitation procedures we know how to keep our clients safe Alameda County Health Officials said in a statement that they do not intend to open any new sectors at this time and well continue to monitor developments in state and local indicators to inform next steps if any of the salon owners are fined for violating the shelterinplace order. Really big win and just a huge relief for tenants across the city center still paying their rent. For for those who cant they should lose their homes. The small Property Owners of San Francisco weighed in on their failed attempt at suing the city over the eviction ban saying in part quote we are very disappointed in this decision were not looking for ways to evict people we simply well as of coping with the pandemic were not enough of an obstacle for students with back to school in Virtual Learning looming and the days ahead, many students are at risk of falling behind because they do not have access to the internet at home kron fours rob rob fladeboe reports on an effort underway in the south bay. Of our children. Having to sit in a burger king parking lot at 10 00pm to finish their homework because they do not have broadband at home. Providing equitable access to the internet not only supports learning. And also promote access to services and opportunities for health. Wellness and safety this partnership is something that we can expand throughout the rest of the city to this county of santa clara and really become the model for the state in the state of california and across the nation. The city council this summer approve the 8. 2 Million Dollar covid19 Digital Inclusion plan. Well rove andrew hill and silver creek high schools in san jose rob fladeboe kron 4 news. Coming up next on the kron 00 04am morning news mysteriously missing for more than a month. The latest on a bay area woman and what her family is asking for. Plus california is the first state in the u. S. To surpass half a million cases. Well governor newsome says its not all bad news, why he says the numbers are going in the right direction. And after the break Tropical Storm messiahs has hit the carolinas and part of the east coast and now good morning welcome back Tropical Storm. The science is causing havoc on the east coast, North Carolina got blasted monday night and now other states in the region are getting ready for some rough conditions. Money pain has more. The worst of the weather picked up early this morning as he said he has moved through North Carolina causing those stuck outside in it to quickly develop a plan. Ecs packing a punch as it barreled through North Carolina i had a local couple times day is really bad out a heavy winds and rain in Wilson County causing drivers to pull off the road seeking shelter at hotels and has been running around for outlook, a for hotel room because. Its bad out here uk driving needs. One man coming in all the way from new bern to escape the i couldnt see. We will never allow it aside from the news. Fever. Well so. In wayne county to Emergency Shelter set up for people with nowhere else to go with screening questionnaires and Temperature Checks with the reading under 99. 5 needed for entry you notice any of our shelters, we have a screening measures to go into place. Downside of that is our shelter capacity is sometimes cut in half now. So really this Hurricane Season urging people to stay at home if they can. Well that was a money pain reporting and weve just learned that at least one person has died in North Carolina after a tornado hit. Early this morning at least 3 other people are still missing and dave theyre dealing with not only a Tropical Storm but now tornadoes he also locally Severe Weather somewhat common by a land falling hurricanes, good morning and good morning, everybody of the good news about all of this is not only is it no longer hurricane strength in the dust a Tropical Storm strength but its a quick mover all of this orange you see here thats under technical Tropical Storm warning zone to give everybody the heads up that we were having hearing. But this particularly happens when these storm systems hit landfall because when there verse oceans. They tend to be very stable and stable means you dont get a lot of prof of a lot of a tornado tornadic activity with that. But now over land at the possibility, max winds at last check at 70, very strong Tropical Storm at that look how quickly this thing moves all the way by tonight. Its barreling into prosecute ad and border into come back and within the next about 48 hours or so not really much of a factor except way up north there of course that tropical air has to be disseminated to the atmosphere. But at least it takes it on its way to minimize flooding. One other final point about this is the tropical systems in the Tropical Atlantic caribbean also along the gulf of mexico for the u. S. Coastline. This is about 40 of the rainfall budget this time of year so its calculated that we get some of tropical like system back on the home front. Theres your fog going on here even in the foreground as this fog repositions itself it will start to actually expand a little bit lower 60s line up the east bay shoreline 50s up to the north 63 for antioch there you see the ball that happening before it starts to mix out by midmorning in 10 oclock you can see pretty good except along the peninsula is where it may hover if future cast for all of this again we clear out during the afternoon comes back tonight with drizzle thats more aggressive and that drizzle lingers into the afternoon Santa Cruz Mountains tomorrow peninsula coast even along the east bay shoreline. You may be somewhat overcast are mostly cloudy tomorrow, it looks like as were just trying to get rid of this moisture because of this little cut off low. So future cast winds they take to pick up this afternoon and this evening. And they remain tonight to tomorrow morning all part of the Onshore Program 65 San Francisco, 71 for open 78 san jose across the wider geography reaching for one 90 there in antioch but forget about it going forward, everybody is dropping into the 80s and even 70s for some of the inland valleys well a bit more in your 4 zone forecast coming up in a bit actually. All right sounds good. Thank you. Dave were checking in on the traffic around the bay area if youre getting ready to head into San Francisco. We have a little bit of a backup here at the bay bridge toll plaza and some of these folks are our folks that were stuck out on 24. We had an accident west of the caldecott tunnel that was blocking several lanes so that caused the backup through oakland into the tunnel and into orinda and now some of those folks are just now making it up to the bay bridge toll plaza, so yes, there is a minor way stacked up from the 80 overcrossing but still moving well across the upper deck to downtown. All right lets check in on some more bridge us we have the san mateo bridge westbound 92, a little busy a little crowded, but no the trouble spots here from the east bay over to the peninsula. We havent had any issues at all so hopefully well stay nice and quiet still under 30 minutes off to one o one will update bart we have residual delays after a little fire out near south Hayward Union city well talk about that coming up next marty.
