(james) for decades... last call has been two a-m. but one state senator believes the time is outdated. scott weiner has announced a new plan to introduce a bill that would change last call to four a-m. he sees financial and social benefits to moving closing time. weiner's first attempt died in committee earlier this year. so... he reworked the plan. weiner's new plan is limited to six cities... including san francisco and oakland. ( darya ) the san francisco board of supervisors has approved new marijuana regulations. their decision came down late last night. the move will allow adult use of cannabis starting in january - when the state law kicks in. coming to an agreement on pot regulations has been a controversial topic in the city.. the supervisors defeated measures that would have restricted the use of cannabis... including buffer zones of one thousand feet from schools and daycares. ( darya ) the san francisco board of supervisors also voted to reverse the sale of a street that was sold at auction. presidio terrace -- was put up for auction after the homeowners association did not pay the tax bill.. the street sold for 90-thousand- dollars.. the homeowners in that neighborhood filed a lawsuit once they found out their private street was sold. the tax was only 14- dollars a year. ( james ) a menlo park man is arrested for possessing child pornography. and it was his wife who turned him in. matthew coda and his wife were in the process of adopting a child. coda told his wife that he had a prior record for possession of child porn. police say his wife had a friend look at coda's computer and the friend found more than 3-thousand child porn images. his wife then called police and he was arrested at s-f-o while returning from his thanksgiving holiday. ( james ) and in fairfield... this man has also been arrested accused of being in possession of child pornography. he is jeremy marney. police served a search warrant at his home after being tipped off that he may have been sharing child porn. .( darya ) another big story we are following... investigators say a former san leandro police officer has admitted to having sex with a 17-year-old girl. former officer marco becerra met the girl while he was working in the department's explorer program. the program is supposed to give teenagers an advantage if they want to start a career in law enforcement. the 26-year- old resigned last month after confessing to the relationship. becerra pleaded not guilty to three felony counts of unlawful sex with a minor. ( darya ) in the north bay... police are looking for a man who robbed a cellphone store at gunpoint in santa rosa. the thief went in to a boost mobile store on the 700 block of stony point road with a gun demanding money. police say the crook then fled the store with the money. no one was injured during the robbery. ( james ) a seven- month old baby is in serious condition this morning after being hit by a car while in a stroller. it happened yesterday afternoon in san pablo .. near el portal and mission bell drives. police say a car hit a mother pushing the infant in a crosswalk. both were taken to the hospital. the driver is reportedly cooperating with police. ( james ) after the north bay wildfires... thousands in the bay area helped by donating millions of dollars. now... we're learning more about áwhen that money will be spent. the north bay fire relief fund has raised 22 million dollars. it plans to spend áall of that money by may 31st. that's when other groups ástart spending their money. this money has to last for áyears... through the relief... recovery... and rebuilding stages. non-profits say they'll also need that money to help with things like mental health. ( james ) various fundraisers... including the kron four telethon with the salvation army... have brought in a total of 50 million dollars to help fire victims. (james) and another relief concert is being planned for victims of the north bay firestorm. this time-- the red hot chili peppers are going to headline. the concert is being put on by "band together bay area" they are the same organizers who put on the concert earlier at at&t park... with metallica headlining. this concert will be on december 14th at the bill graham civic auditorium in san francisco. tickets cost 100-dollars and go on sale on friday. ( darya ) happening now... two men are recovering from their injuries after a stabbing in san francisco. it happened on portrero avenue... near the san francisco general hospital. police say two men in their late teens approached the victims and got into an argument. the attackers left the scene... and returned with a third person. one of the attackers stabbed both of the victims... before running away. one victim is suffering life- threatening injuries while the second victim is expected to recover. the attackers are still on the loose. ( darya ) people in the south bay being warned to keep their cats inside ... after two cats were shot in the head with arrows.( james ) as kron4's dan kerman reports ... the vicious attacks happened in san jose's willow glen neighborhood. catowners who live at san jose's willow glen creek apartment complex are becoming a bit more protective these days. sot kate kimball/cat owner 06-11it's scary to know someone is walking around with a bow and arrow shooting animalsthis disturbing image shows a feral cat with an arrow lodged in its head. the cat was discovered near this apartment complex back in october sotlike that's just wrong.. it makes me sadthis cat survived but a week ago, another cat, this one that lives in one of these apartments also was shot in the head with an arrow. sot capt. jay terrado/ san jose animal services 31-38we're very concerned because we don't know what's going to happen next is it going to be a cat is it going to be a person?the second cat also survived but it prompted a resident to post notes around the complex warning others of what's happening.. san jose animal services says both arrows have the same characteristics so the two incidents may be connected. sotsomeone is intentionally doing this to these cats so that's part of our investigation trying to figure out who it is and how to prevent anymore cats from being harmed.standup dan kerman /san jose 104-114those who live in this complex tell us it has been vandalized several times in the last month, they don't know if that's related to the cats. in san jose, dan kerman, kron 4 news. (james) and an animal cruelty arrest has been made in fairfield. police say keith hebert is accused of killing a kitten. the investigation began when police received a call from a local animal hospital that a weeks-old kitten was dropped off with significant injuries. ( james ) a big international story we are following....north korea says it now has a missile that can reach any part of the united states. north korea launched another missile test yesterday. this is video from previous missile launches. the missile was in the air for almost an hour before landing near japan. u-s intelligence agencies believe that the missile could hit just about anywhere... including the east coast of the united states. president trump says he is handling the situation. (darya) in national news...an alleged serial killer has finally been caught. tampa police say they've made an arrest in four murders that happened in one neighborhood. the suspect is howell donaldson who worked at a mcdonalds. tampa police received a tip from a mcdonald's manager about donaldson who went to work with a gun in a bag. that's when detectives were able to link donaldson to the murders. (darya) reno police have shot and killed a man who opened fire at a high rise building. the building is the "montage" which is right downtown. no one was injured in the shooting. police have not released any other details about the gunman or a possible motive. ( lydia ) the jury will try to reach a decision in the trial for the man accused of killing kate steinle in san francisco. the jury has deliberated about 20- hours so far. jose garcia zarate is charged with murder. garcia zarate's lawyers argue that he should be found not guilty since he believes garcia zarate found the gun and it went off by accident. the prosecution says the shooting was intentional. ( james ) the teen accused of killing an 8-year-old neighbor in santa cruz... is being charged as an adult. adrian gonzalez was in court yesterday. detectives say gonzalez lured 8-year-old maddy middleton into his apartment back in 2015... and raped and murdered her. defense attorneys say they plan to appeal the judge's decision to try gonzalez as an adult. they believe he can be rehabilitated. the prosecution, however, says the judge made the right call. ( james ) gonzalez will be back in court in february. (darya) more than 150 people are still without gas this morning after a gas leak and explosion in san francisco. it happened monday near mission street and interstate 2-80 in the bernal heights neighborhood. the fire department believes that the explosion came from the garage on the lower level of a three story house. it blew out the windows of the house and the garage door was blown off. most of the people without gas this morning are on the east side of the 39-hundred block of mission street. right now, crews are still trying to figure out the cause of the leak. (darya) north bay police arrested two men for three burglaries but say they could be connected to many more. the sonoma county sheriff's office says the men may be linked to 20- other car and home burglaries this year. it was these surveillance pictures that helped police catch them. detectives say back on november 1-st the two were caught on camera searching inside a home. the owners reported more than 2-thousand dollars worth of items were stolen that day. police used the images to identify the men and later arrested them at their home. ( james ) in the east bay... police are searching for a specialized tricycle used for students with disabilities. the tricycle was purchased earlier this month by del amigo continuation high school in danville. sometime over the holiday break, someone broke into where it was stored and took it. the stolen tricycle has a small amount of white paint on the right seat. it also has a tendency to make a screeching sound when the left foot brake is applied. (james) police in mountain view are looking for a man who fired shots into the downtown area. it happened near villa and castro streets. witnesses say a man was inside a burgundy toyota tundra and fired shots into the air. police say they found shell casings at the scene. they think this may be related to a fight that happened in the area. (darya) new this morning... a woman is recovering after a fire at a duplex in san leandro. it happened just before midnight last night on san rafael street. a woman had to be taken to the hospital for smoke inhalation but is expected to be okay. investigators are still trying to figure out how the fire started. (darya) a big story we are following this morning... small cracks have already appeared on the brand new concrete spillway on the orovile dam. federal regulators asked water officials to explain the cracks on the dam's new spillway. they said that steps taken to build a more durable spillwaycaused the cracksand that they were anticipated. however a california berkelely engineering professor says cracking in high-strength reinforced concrete structure is never expected. the spillway failed last winter forcing the evacuation of nearly 200-thousand people. ( darya ) another big story we are following... investigators say a former san leandro police officer has admitted to having sex with a 17-year-old girl. former officer marco becerra met the girl while he was working in the department's explorer program. the program is supposed to give teenagers an advantage if they want to start a career in law enforcement. the 26-year- old resigned last month after confessing to the relationship. becerra pleaded not guilty to three felony counts of unlawful sex with a minor. (darya) after the north bay firestorm -- thousands of bay area residents stepped up to help -- and donate. this morning - we are looking into how all those donations are being used.(james) the north bay fire relief fund alone has raised more than 23 million dollars for fire victims. kron4's spencer blake explains how and when that money will be spent. (reporter)right now the question is less of which organization will distribute money to what needsand more of looking and the timeline of needs - who will spend money on the three stages of relief, recovery, and rebuilding.(pkg) the devastating north bay fires happened seven weeks ago, but they're still fresh on everybody's mind in the bay area..collectively, various fundraisers, like the kron four telethon with the salvation army, for example, have brought in 50 million dollars to help fire victims. "what we have to do with all of that generosity is assure that we are spreading it out over what may be a number of years."elizabeth brown, president of community foundation sonoma county, says in most disasters, 75 percent of funds raised come in immediately, and are given out immediately.that's part one of the timeline - relief.the north bay fire relief fund, for example, raised 22 million dollars, and plans to spend áall of that money by may 31st. that's about the time that other groups will just ábegin spending their money for the mid-term phase, or recovery. "you don't know yet what you don't know in some ways, and you have to be patient and learn what really your long-term strategy will be." think of it this way - tipping point community raised 17 million dollars through the band together benefit concert - and just announced another concert coming up on the 14th, because the fires are still so recent.but if organizations were to run out of relief money too quickly, it would be virtually impossible to have a successful fundraiser, say three years after the fires happened.around that time, these nonprofits will be trying to help with things like mental health."this was really a collective, traumatic experience, and i think things like post-traumatic stress - you don't see that immediately, so that's one of the things i think we're going to need a lot of mental health support for the victims of the fire."brown says the meeting today was a good first step in laying a strategy for distributing all the funds. ( james ) the teen accused of killing an 8-year-old neighbor in santa cruz... is being charged as an adult. adrian gonzalez was in court yesterday. detectives say gonzalez lured 8-year-old maddy middleton into his apartment back in 2015... and raped and murdered her. defense attorneys say they plan to appeal the judge's decision to try gonzalez as an adult. they believe he can be rehabilitated. the prosecution, however, says the judge made the right call. ( james ) gonzalez will be back in court in february. (darya) more than 150 people are still without gas this morning after a gas leak and explosion in san francisco. it happened monday near mission street and interstate 2-80 in the bernal heights neighborhood. the fire department believes that the explosion came from the garage on the lower level of a three story house. it blew out the windows of the house and the garage door was blown off. most of the people without gas this morning are on the east side of the 39-hundred block of mission street. right now, crews are still trying to figure out the cause of the leak. (darya) north bay police arrested two men for three burglaries but say they could be connected to many more. the sonoma county sheriff's office says the men may be linked to 20- other car and home burglaries this year. it was these surveillance pictures that helped police catch them. detectives say back on november 1-st the two were caught on camera searching inside a home. the owners reported more than 2-thousand dollars worth of items were stolen that day. police used the images to identify the men and later arrested them at their home. ( james ) another big story this morning ... state senator scott weiner is renewing his effort to change last call in california from 2 a-m to 4 a-m. ( james ) the teen accused of killing an 8-year-old neighbor in santa cruz... is being charged as an adult. adrian gonzalez was in court yesterday. detectives say gonzalez lured 8-year-old maddy middleton into his apartment back in 2015... and raped and murdered her. defense attorneys say they plan to appeal the judge's decision to try gonzalez as an adult. they believe he can be rehabilitated. the prosecution, however, says the judge made the right call. careful analysis of everything that was presented to reach his conclusion and his record is clear, so i feel very confident that is the the correct decision and that is one that's going to withhold scrutiny in the appellate courts.">( james ) gonzalez will be back in court in february. (darya) more than 150 people are still without gas this morning after a gas leak and explosion in san francisco. it happened monday near mission street and interstate 2-80 in the bernal heights neighborhood. the fire department believes that the explosion came from the garage on the lower level of a three story house. it blew out the windows of the house and the garage door was blown off. most of the people without gas this morning are on the east side of the 39-hundred block of mission street. right now, crews are still trying to figure out the cause of the leak. (darya) north bay police arrested two men for three burglaries but say they could be connected to many more. the sonoma county sheriff's office says the men may be linked to 20- other car and home burglaries this year. it was these surveillance pictures that helped police catch them. detectives say back on november 1-st the two were caught on camera searching inside a home. the owners reported more than 2-thousand dollars worth of items were stolen that day. police used the images to identify the men and later arrested them at their home. ( darya ) this morning ... charles manson's former prison couselor at san quentin speaks out about the infamous mass murderer and cult leader. ( james ) manson died in prison last week after spending 46 years behind bars. kron 4's ali reid reports. pkghe had the power to scare the hell outta yaformer prison administrator edward george got to know charles mansen on a personal level during his years at san quentin.he liked the reputation of being the most evil guy in the world, the most dangerous.george took the time to get to know the man behind the evil. we kinda created a bond where i kept trying to figure out why he did what he did.he says even while in prison mansen was manipulative.things that were borderline to approve, i'd say let him have it so he could tell me more about the family and people that were in the family.in 1971, mansen was convicted of 9 murders, and sentenced to death along with 4 of his followers which was downgraded to life when california banned the death penalty. while getting to know mansen, the former counselor says he spoke to at least 5 psychiatrists that told him mansen was by no means crazy he's just an evil guy. a sociopath. that was the diagnosis.the killer threatened to butcher george a number of times, saying he had family on the outside that would carry out the deed. the former counselor said he blatantly ignored the threats. but not all the officers in the prison unit did.they didn't want to stay in the unit. he threatened them and said he had people out there that would kill them and their families, and they transferred. over the years, mansen wrote edwards hundreds of letters to stay in touch. the two men had a bond, where they even took photos together. edwards wrote a book on mansen after retiring.i could never fathom how he could do that. except he had that charisma.standup george stopped taking mansen's calls about 3 years ago saying with multiple calls per day from the convicted killer, it was starting to get extremely expensive.reporting live from vacaville (darya) some surprises in football. for the raiders, for the niners, and the giants. and also the coach famous for saying "you play to win" ... might get back in the game.
