unanimously approved it wednesday, coming up s! and 30, we break down how it could put money in your pocket. happening today, santa clara county, the epicenter of coronavirus here in the bay area is expected to give an update on the outbreak. that comes as san jose predicts 2000 people in the county will die from covid-19 from june despite the statewide stay-at- home order. jackie,some discrepancies they are about those numbers. >> reporter: yeah, exactly. that number, the 2000 people who may die in the county by june, that is terrifying. that is what san jose city manager is saying is best case scenario. he presented by number among others to a city councilmember recently during the race their recent meeting. in his report he revealed to other graham scenarios, you don't a death toll of 16,000 in santa clara county alone if the community did nothing to stop the virus and nearly 6000 there was low compliance. he predicts i will be 2000 deaths of 70% of the public obey all orders. >> you can see even and that best case scenario we are looking at the order in the next 12 weeks, 12 -- 2000 deaths in the next 12 weeks.>> reporter: that projection of higher than the current nationwide total, we asked deputy city manager for an interview to explain those numbers for us and instead, the city manager released a statement saying in part, quote, the information is based on the city of san jose projections and our preliminary estimates, they show how effective the counties orders are and how we can save a lot of lives if the community is diligent in following the counties health orders. santa clara county is distancing itself from this report, the public health department seeing the model shared by the city of san jose rejecting deaths in future case counts of covid-19 was not produced, reviewed or vetted by the county of santa clara. we will be hearing more from the county health officers later on this afternoon at 3:30. the u.s. tops the list for the most coronavirus cases in the country. >> there are more than 36,000 cases in the united states. we have yet to hit the peak, that has medical experts urging americans to take this shelter in place order seriously. help is on the way on the left we're looking life at the port of los angeles where the navy hospital ship, mercy, is expected to arrive sometime this morning. the massive ship was originally slated to dock in washington state but was redirected by president trump at the request of governor newsom. we will have more details on what details the staff the board will provide in the entering. there are new cases that bay area fire departments. 15 other employees will also be tested. a berkeley firefighter has also tested positive for covid-19 both patients are recovering at home. out of fourth of the people tested at a testing center monday have coronavirus. according to city officials, 54 of the 207 people tested have positive results. topper five was overhead the makeshift clinic yesterday as people waited in long lines for their chance to get tested, but, most were turned away because of new requirements. you must now have a fever of 100 degrees or higher, have difficulty breathing or shortness of breath. firefighters are checking temperatures and are under orders to limit the number of patients. >> if you are not meeting those criteria, just please go home. if the symptoms get worse please come back. avellino labs based in the park are taking longer than expected to process the test, the lab processed 100 samples yesterday, it has the capacity for 370, hoping to get back up to speed within a couple of days. preparations for an alternate covid-19 care site are underway right now in contra costa county. the clinic will be at the alhambra high school in martinez, officials say they expect a shipment of beds and medical equipment to arrive within the next few days. in a statement, martinez unifies says as we support the care of patients in our community, know that prior to any students or staff use of the facilities, the entire school campus will undergo a comprehensive cleaning process. contra costa county officials say they are also preparing pittsburgh health center to possibly serve as an alternate care site. new this morning, some sonoma county inmates now out of jail in an effort to limit the spread of covid-19. officials say about 200 nonviolent detainees who were waiting for trials on misdemeanor offenses had been released. they are expected to return to court at a later date. 25 prisoners already sentenced with less than 60 days left to serve relet free. more inmates are also going free early in alameda county. a judge made the order to release an additional eight inmates from the santa rita jail, who are considered low risk to the public. she says they are vulnerable to getting the virus because of their ages are health issues. a total of 322 inmates had been released early from the jail since the shelter in place order began. san francisco's new guidelines for essential businesses to make sure they are complying with the social distancing requirements, businesses are now required to establish. calls to keep customers at least six feet apart, place signage outside to remind people to keep their distance and also limit the number of people inside. >> they are limiting the amount of people in the store, so you have obviously more space, but at target today, there's no maximum amount of people allowed inside so it was a lot more cramped their. >> we had clear at all, what i'm hearing is is suggesting that people shop only on certain days depending on their last names. people whose last names begin with the letters a- m, which shop on even numbers days in those with last names and national park areas have gone into effect. those closures include the golden gate bridge welcome center and the presidio visitor center, also clear close, national monument, stinson beach parking in alcatraz, no word on when they will reopen. and overnight, san francisco closed several beach parking lot to prevent big crowds from gathering. the marina green mop, ocean beach lots are all off light, not seeing a lot of delays but a heads up if you plan on taking 680 this morning. take a look at the roadways in south bay now, this trouble spot southbound on 87. things are moving nicely with no delays as you work your way through their. there are a number of changes happening with mass transit, vta is down to reduced schedules starting on monday, light rail service is still suspended but that reduce of service for seven days a week for their buses will begin on when monday, please do plan for that. other changes to public transit you want to be aware of as for bart, they are on the reduced schedule from 5a until 9:00 pm at night and they are recommending that writers get to the train station, get in the system at least by 8:45 in the evening to at least catch that final train. as for caltrain, they are basically cutting down the trains to at least 50% during the week. there will be some schedule changes and longer spaces in between trains and the metro will now be serviced last two weeks. we do have one trouble spot and petaluma if you are trying to access that east washington on- ramp onto 101 we have reports of a broken down vehicle blocking that number two lane from the left. blocking the lane trying to change a tire, expect some activity in that area until they get that completely out of the lanes. east washington street southbound as you get onto one- to-one. 101 looking good in both directions. other trouble spots has now been cleared over to the right shoulder. breaking news taking a quick check on the board, wall street, the dow taking another serious dive this morning, down about 800 points. we are going to be monitoring these numbers all morning long. here is alive look at capitol hill where the house of representatives is starting to discuss an unprecedented $2.2 trillion economic rescue package. congress members are expected to vote on it today. it aims to help businesses, hospitals and ordinary americans make it through the coronavirus crisis. the bill cleared the u.s. senate earlier this week among the highlights of the plan, checks of $1200 per adult and $500 per child. house speaker nancy pelosi is confident it will be approved. >> it will pass with a strong bipartisan support. >> in addition to direct payments to most americans, the bill would expand unemployment benefits and provide a program for small businesses to keep making payroll while workers are forced to stay home. >> is the number of coronavirus cases keeps growing in new york, the healthcare system is being stretched thin and now a lot of retired medical professionals are volunteering to join the reserve corps to help in this crisis. an example, jane vidal served as a primary care physician in public health leader for decades. she tried to retire just a few weeks ago as the coronavirus outbreak was escalating. >> in a funny sense come i feel lucky that i have this way of giving back and being part of the response. >> the doctor is helping more people will answer the call to help if they can. cases also skyrocketing in louisiana and experts worry that mardi gras could be to blame. the outbreak is in new orleans where thousands of people gathered for the end of the celebration, as of last night the city has nearly 1000 cases. happening today, the ship mercy supposed to dock, to alleviate stress for hospitals treating covid-19 patients. they will be providing a wider range of services, care of instruments at the port of los angeles with the very latest. >> reporter: that massive navy ship is going to dock here as early as 8:30 this morning. behind us right now you can see port police actually keeping watch over the area. we know government gavin newsom will be here as well as many public health officials. now, the mission of this ship will be to treat non- coronavirus patients. we have some video of the ship as it was on its route from naval station san diego. it left on monday. this is going to lift the burden from the hospitals so they can treat those with covid- 19. this will be considered a transfer site which means that patients who are already another california hospitals will be brought here. california is expected to see a surgeon cases in coming weeks with the state meeting 50,000 hospital beds. the murphy has 1000, 12 operating rooms and 800 navy medical personnel and support staff. it will be able to provide a wide range of services including critical care for adults. many of the personnel on board have not worked together before but were told they have been going through drills to get ready for this. the patient that will be treated here will be brought in ambulances. >> patients will be rotated out of regional hospitals on a case- by-case basis. the temple in which that occurs will occur over several days, it won't be a rush of patients coming in at one time.>> reporter: here at the port, things will continue to run normally. officials will say this will not be impeded, they've got to bring in things like food and much-needed medical supplies and we are told that this ship, which again is expected to arrive this morning, should be up and starting to operate by predicts that 2000 people in santa clara county alone may die from now until june from the coronavirus. he says that is best case scenario, he presented that number among others to city council members in san jose, city manager dave sykes reports that he will reveal two other more grim scenarios, a death toll of 16,000 and then a clearer county alone if the community did nothing to stop the virus and nearly 6000 deaths if there was low compliance. he predicts there will be 2000 deaths if 70% of the public obeyed all orders. >> the next three weeks are critical. even with full compliance, we are looking at a high into the right exponential growth of the epidemic.>> reporter: that projection is higher than the current nationwide total. we asked deputy city manager for an interview to out at oakland this morning, the city council expected to hold a special teleconference at 11:00 am on the agenda, an infection moratorium, emergency ordinance and accepting cdc interim guidelines on homelessness to try to prevent covid-19 from spreading. new this morning, hayward now has a $5000 grant program to help small businesses impacted by covid-19 stay-at-home orders, the program is open to businesses with 25 or less employees. this includes restaurants that are independently owned, the funding freeze up to 76 grants of $5000 each awarded on a first-come first-served basis. application materials are available on the city of hayward's website. patients who have recovered from covid- 19 are now starting to share some sixth successful treatment stories. a palo alto resident tells her she was eligible to use an antiviral drug developed to treat ebola. she got her treatment at the stanford healthcare, one of 20 sites across the country conducting this clinical trial and actor daniel dakin says and antimalarial drug worked for him. he claims it has been successful in korea's fights against covid-19. all of these treatments so far have not been fda approved, though, to patient. >> doctors say the ultimate goal is to create a vaccine clinical trials have begun, but their success is going to be determined by how the virus mutates. happening today, the city of cupertino will accept donations of medical supplies needed at kaiser permanente's hospital in neighboring santa clara. non-vented goggles, face shields, hand sanitizer, masks, gowns and sanitizing wipes are among the items requested. donation bins will be set up at cupertino city hall and the cupertino library, both on torrey avenue. san francisco taxi drivers are calling on the city for relief as they are seeing their business really decline. the taxi workers alliance is requesting san francisco wave permit fees for drivers until june and extend the waiver for the next two years upon the
