hour. but then they go to 20. this is 101 on whipple avenue. if you want to get around this mess, you can always get off at 84 woodside. take that to camino, or shoot on over towards 280 and take that further north. but the whipple on-ramp to northbound 101, that remains open. so if you are doing just the little detour of using veterans, you can still get back on whipple avenue. 16-minute travel time to sfo. back over to you. today, president trump is expected to officially release the framework of his immigration proposal. last week, the president said he was open to a path to citizenship for 1.8 million dreamers. but in exchange, he wants $25 billion for a border wall. and family limits for immigration. kpix 5's joe vazquez looks at how they got in undetected. >> the sign hung over yerba buena. it reads, danger, sanctuary city ahead. a reference to the ordinance that accepts immigrants, regardless of their citizenship status. some call this a white supremacist organization that helped organize the rally in charlottesville last year. the group's founder, nathan do mego, of oakley, made headlines earlier in the year, when he punched a woman during a rally. it was unclear how long the sign was on the tunnel before caltrans got to it midmorning. and how did someone get access to an area that is patrolled by coast guard and police. despite this sign, this fence is wide open to a construction zone that has access all the way to the top of the tunnel. >> they got up there. no one saw them. there was no alert that happened. >> reporter: jeff harp says the white supremacist group does not appear to be much of a threat to the public. instead, they'll be focusing on how a group had access to an area where so many people are driving. >> what if someone had gone up there and wanted to do harm during the commuting hours? it would have been pretty simple. >> reporter: identity europa said in a statement, quote, our citizens must be warned of the conflict that demographic culture brings. we also follow the law, unlike the very crooked sanctuary cities. a live grenade in benicia. police say a boy took it to his father. police advise the public to steer clear of the area. this is not the first time a grenade turned up in benicia. last april, road crews found this one near highway 680. grammy awards held this year in madison square garden. he beat out front runners, jay- z. nikki battiste has a look at the year's winners and buzz performances. it was a magical night for bruno mars. he took home the top three grammys. best song, record of the year. >> those songs were written with nothing but love. >> featuring u2 and comedian dave chappelle. he then won for best rap performance. >> this is love. i appreciate every single one of you all. >> doesn't feel real. doesn't feel like i'm here. i probably won't process this for like another seven years or something. >> reporter: main stars kicked the night off here, wearing white roses. they say to show support for the time's up and #metoo movement. >> it's about equality again. it's about respecting women. >> reporter: hosted by james corden, the night was filled with poiniant moments -- poignant moments. kesha performed. and they performed the national suicide prevention hotline. and eric morris, who performed at the route 91 harvest festival, paid tribute to those this year. >> patty depone performed broadway classics. there today. bay area is going to be above average for the next several days, so get used to clear conditions and warm conditions. let's look outside right now. this is the view of berkeley from uc berkeley. the tower of science. looks like all we're seeing now is high clouds. here's our satellite radar, just showing some of the thinner clouds that are out there. but this is why our temperatures are not super cold this morning. they're in the 40s and even some spots of 50 degrees this morning. and our visibility is okay. looks like pretty not foggy out there at all. we're just seeing high clouds across the area. except north bay. santa rosa, down to half mile. and 3 for napa and some fog may work its way into our valley location. you'll continue to see higher clouds. there may be a bit of fog through the north bay that will last through that hour. and by afternoon, those pretty high wispy clouds. and then clear skies tomorrow. and on into the rest of the week pretty much. here's a view of coit tower. 53 degrees in san francisco, thanks to the high clouds, keeping conditions a bit warm. 49 degrees in oakland. livermore, 45 degrees. temperatures in the 40s and 50s. afternoon highs will be a lot warmer. i'll explain that coming up, jaclyn. we are tracking a fatal crash. this is along northbound 101, as you're approaching whipple. the crash happened a few hours ago. the coroner is still on the scene. they have reopened one of those lanes. so three lanes remain closed along northbound 101. only one lane of traffic getting by at this time. if you would like to bypass the slowdowns, you can always get off at woodside. you can take woodside to veterans, and then reenter 101, by using the whipple avenue on- ramp to 101. or take that to el camino. or 280 and head up north that way. southbound lanes, not seeing any impact from this crash at this time. but do expect delays heading northbound. here's a live look at your ride, a little further north. this is right near hillsdale. in san mateo. nice and quiet conditions. we are tracking this. a semi has one lane blocked. then your ride continues to be sluggish. 25-minute travel time, between 205 and 680. and not too bad of pay backup affecting the toll plaza. that is a check of your traffic. take a look at this. new video, recently released of a police officer, run over, during a side show in richmond. that police officer is now out of the hospital. kpix 5's john ramos is telling us that police are trying to hunt down the driver. in the sunday morning light, the tire marks were unmistakable. about 1:30 a.m., a large side show occurred in marina bay parkway. bruce brown lives nearby. and says it went on for a long time. >> you could hear the police sirens come on. but it took them a long time. they were having fun out here. >> reporter: the intersection is only a few blocks from richmond police headquarters. and when the first patrol units arrived, the 40 to 50 cars in the area began scattering. an officer stepped into the street to confront one of the drivers. and that's when it stopped being fun. >> he was struck by one of the vehicles. he actually landed on the hood of a car. and rolled up onto the windshield. and then rolled off the car, onto the roadway. and then he was narrowly missed, getting ran over by other cars passing. >> the driver sped off and never came back. the officer identified only as an eight-year veteran, working the graveyard shift, was taken to the hospital with cuts, abrasions and possible broken bones. they believe he will fully recover. but police here are clearly tired of the notion that side shows are just some kind of innocent fun. they've warned for years, that crowds watching 5,000-pound vehicles, spinning out of control, is a recipe for disaster. for some, what happened here has driven that point home. when we went to bed, it was just a crazy night. kids or somebody having fun. but the fact that a police officer was hurt? >> whoever was behind the wheel of the black or dark-colored sedan, now faces multiple felony counts. and investigators are studying surveillance and body camera footage from the scene. and they're asking for help to identify the driver. >> things like these are completely uncalled for. we just need the public to help us out on this one. >> reporter: in richmond, john ramos, kpix 5. time now, 4:41. crews rush to repair a broken water main, causing a huge mess in one bay area city. plus, at it again. where marilyn hartman turned up this time, before police took her into custody. jose state campus campus polic repairs are under way, but classes will be in session today, after flooding on parts of the san jose state campus. campus police say a pipe apparently broke near dormitories on the east side of campus yesterday. so far, let's not cleared what caused that to fail. a pipe opened up and caused water to burst yesterday. but katie nielsen shows us that the repairs could take a while. the break created a fast- moving river of water and mud, down highlands boulevard, rushing under cars and through yards. the extreme pressure from the thousands of gallons of water ripped the street apart. >> the water was pushing upward, like it was pushing apart. and the sinkhole just collapsed inward. >> it was orchestrated chaos, as crews lowered a new, 12-inch water main, into the 8'teen -- 8-foot-deep hole. >> the water will come in and flow underneath the asphalt. >> reporter: crews say they don't know why the massive water pipe failed. >> it was installed in 1976, so it's actually a relatively new pipe, by water pipe standards. and it appears to be in good shape. so like i said, i really don't know what caused the failure. >> reporter: once crews had the new section of pipe in place, it took less than an hour to finish the repairs. workers say the water is safe to drink for those residents in the area. >> that's why we've maintained that positive water pressure throughout this process and then flushed the line. so now everyone should be good. because we do have disinfectants in the water. >> katie nielsen, kpix 5. a serial stowaway. police discovered marilyn hartman in chicago. a judge had warned her to stay away from airports. but yesterday, she turned up at o'hare international. hartman has a history of sneaking onto airplanes. last week, she snuck on a flight from chicago to london. elon musk wants wants to shi show a flame thrower. musk is selling these things for $500 apiece. he posted this video on instagram, firing the bright blue flames from the gun. he's selling them to raise money for his tunnel construction project. look at that. pretty cool. >> that does not look safe to me. >> no. >> i don't want people like shooting flames out. >> i hope the tunnel project works. >> it may protect it from zombies. >> maybe. maybe. there is a red flag warning. so don't go using flame throwers out there. parts of southern california. it's going to be dry out there. here's a look at what you can expect for today. as we start this workweek, get ready for pretty good conditions. looking at a cloudy start for the day. and it will be clear later on this afternoon. and it will be clear for the next few days. as high pressure takes over through february. pretty much we are ending january on a very sunny and warm note. and it's going to last through pretty much the next 10 days. as this high pressure takes ahold of california. right now, our temperatures are in the 40s for concord. 49 in oakland. and santa rosa, a little cooler. 42 and 53 degrees for san francisco. a bit warmer, for this hour, at least. here's a look at our wind speeds. getting a bit of a wind here. high pressure really does impact our wind direction. and that means it's going to feel a bit dry out there perhaps. but wind speeds are not too intense right now, between 3 to 6 miles per hour. and that's about it. note expecting those winds to pick up too much. but it's going to be an offshore wind out there. satellite showing the high clouds are in place. we'll see that through most of the morning. but then by afternoon, things should clear up nicely. things are looking good. north bay is the only area that is now seeing fog. half mile visibility in santa rosa. and high temperatures look like this. for santa rosa, 66 degrees. look at santa rose a69 degrees. these conditions are above average. we're in the mid-60s. and here's where we should be. in the upper 50s. so yes, our temperatures will be about 7 to 10 degrees above average. 7 above average for san francisco. san jose, about 10 degrees above your normal conditions. if you are heading out to eureka or redding today, here's what particular loose like -- looks -- what it looks like for your forecast. at nighttime, still will be pretty cool. especially once we get more of that clearing, which we are expecting to see, especially late tonight. so early tomorrow morning, conditions could feel a bit cooler than they do right now. we have this warm weather in place right now, because of this high pressure out there. you can see the direction that is going to send our winds, basically from the dry land over to san francisco. so that's what we'll continue to feel. and then the future cast shows that this high pressure is really going to be the story all the way through the middle of this week. even into the middle of next week. any storms are being pushed well to the north. so canada is getting them. washington and oregon also seeing some of the rain. but california is going to stay dry. there is critical fire danger because of that. for us, though, we don't necessarily have those conditions. winds aren't going to be too strong for us. future cast showing high clouds until about noon. then 3:00, 4:00 this afternoon, a bit of clearing. then looks like we'll stay clear. all the way from wednesday, thursday, into the rest of this weekend. into next weekend. here's that seven-day forecast. that is looking very summer like, i would say. probably not a san francisco summer. but is definitely warmer than average all the way through the weekend. so conditions will feel pretty comfortable. jaclyn. thank you, neda. chp remains on the scene of this deadly crash we reported. two lanes are open. the other three remain closed. northbound 101, approaching whipple. you can see the slowdowns already at this early morning hours. we have speeds that drop just below 15 miles per hour. again, two lanes are open. so you are able to get through that area. it will just being at a reduced speed. you can always exit 84 woodside. take that to veterans. and reenter, on-ramp is open. if you'd like to bypass that, you can take it over to el camino and to 80, and head north that way. we were tracking an overnight closure that caltrans had in place. our sensors just went to green. this was right at broadway terrace. they were scheduled to wrap up by 5:00. looks like they finished a little early. we'll take it over to 680. this is as you're making your way through danville area. and we are tracking a couple of earlier problems. really not slowing things down at this point. but you may see some flashing lights. northbound 680 at lagawrna. we had a deer. this is northbound 680. again, not slowing anyone down. that is a check of your traffic. back to you guys. time now is 4:50. a coast guard crew, involved in a $700 million drug bust is back in the bay area. the new tool, helping them crack down on smugglers. investigators are still trying to determine the cause of a deadly hello, good morning. here's a look at your afternoon highs today. look how warm it's going to be across the south bay. 70 degrees expected for morgan hill. 69 for you in san jose. fremont, 68 degrees. those are pretty comfortable conditions out there. we should get some clearing this afternoon. but for now, we are looking at high clouds out there in the forecast. 62 will be your high in pittsburgh. 62 in antioch. around the bay, temperatures in the mid-60s. 10 degrees above average for most folks today. even across parts of the north bay, conscience will be warm. 67 in windsor. that's a look at your afternoon highs. jaclyn. we are starting this monday morning off with a deadly accident that has three lanes closed along northbound 101 in redwood city. right before whipple avenue. two lanes opened. chp hoping to have all of those lanes reopened by 5:00 a.m. in the next minutes or so. we'll let you finish those lanes remain closed any longer than that. back to you. investigators are still trying to determine the cause a deadly fire in santa clara. it happened and ripped through some of the condos on clyde avenue yesterday. >> we looked out the window and we could see the fire right there. it's pretty scary. we thought they would come over and reach where we live. >> took firefighters about a half an hour to contain that fire. no other injuries were reported. a coast guard crew, involved in several high- profile buses at city has returned to social media. they report how they have been successful at the war on drugs. >> reporter: at more than two months at sea, coast guard members were greeted by excited family members. people like the comps. >> she doesn't know we're coming. and it's her birthday. >> reporter: the men and women of the coast guard had plenty to show for their efforts. working with the counterparts and the multi national task force, they made drug busts, seizing cocaine from smugglers. >> we know why they go out there. and we're the ones left at home. there's good sides and bad sides to that. but to see what they're doing is great. >> the captain had nothing but praise. >> i think this is important to know that this is the best crew in the world. >> he said there has been a dramatic increase in smuggling by sea. in 2016, the coast guard set a new record, bringing in over 500,000 pounds of cocaine. and while there may be more of them, smugglers may be hard to find. the ocean is large and boats are getting smaller. but the coast guard is testing a new scan weapon. it's a drone and in the air is basically invisible. >> the ones we have on board with fly for 12 hours plus with very little fuel. and provides us great eyes in the sky. >> reporter: still, captain nathan moore says, once a smuggling boat is located, the real work begins. >> it's typically done in open water, oftentimes at night. you're trying to catch them before they know that you're there. so it can be very dangerous. >> reporter: while confiscating 47,000 pounds of cocaine is worth celebrating, captain passorelli says it's just a starting point. the goal is to use the smugglers and the evidence to break up criminal networks. >> criminal organizations are not just smuggling cotain. they -- cocaine. they are truly international criminal organization. >> reporter: melissa caen, kxi -- kpix 5. the 99 ranch market has fired a couple. a woman claimed that the meat vendors used a cart from costco to transport the raw meat into 99 ranch. the video went viral. and they filed a complaint against their meat vendor. costco says all of their carts were sanitized.
