are seeing out there this morning is fog. it's hazy. visibility will be a problem. look at the view of coit tower. yet again that fog is lingering around the bay and it's working its way all around. it was clear earlier and now you can see this glow coming out of the tower there with the fog that is hanging low. so low clouds are out there. showers in the north bay. patchy fog in the morning hours. widespread rain by lunchtime today. satellite-radar with cloud coverage. there is mist so you may see it on your windows this morning but the raindrops are not going to get here just yet places like san jose dropping down to a half mile. the airport most likely will be impact this morning by fog. and petaluma 1.5-mile visibility there. same with napa and santa rosa. the east bay, south bay, everyone is going to get fog. here's the futurecast. by 9:00 this morning we'll start to see it work its way toward concord and fairfield and by about noon, 1:00 p.m., it will move through places like san jose where it could be stronger. more coming up. we continue to track this rollover crash in the north bay. a traffic alert is in effect southbound 101 as you approach rodeo. it's still again blocking two lanes, two lanes of traffic able to get through that stretch. so you can get through there but it's going to be at reduced speeds. we are seeing the speeds drop around 20 miles per hour. if you want to avoid that, you can use the surface streets. the backup stretches near donahue and that's right where you can exit there and take bridgeway over to alexander and then you can reconnect with 101 but that will cost you some time. you may just want to stick to 101. it's foggy out there as neda said. here's a live look at 101 near north petaluma boulevard. we are starting to see some slowdowns building on our travel times in the yellow. two officers in pennsylvania were shot and taken to the hospital. jackie ward has more. >> reporter: we don't know much but the local district attorney is saying that several officers have been sent to the hospital. this happened during 17th and mulberry street. officers are working to clear a home in the area where they believe the unidentified suspect may be. harrisburg police say they do have a person of interest. our affiliate station cbs 21 has a reporter on scene who says the police chief told them the officers involved are okay. we are still unhere is if they were shot and hit. michelle. reports of upcoming immigration raids by the federal government government are raising concerns in the bay area. the rumor of this threat is that right now federal immigration authorities are preparing a major sweep around northern california and here in san francisco. they are looking to arrest about 1500 undocumented people but so far, immigrants. >> we'll enforce the law without apology. >> reporter: as of january 1, california is a sanctuary state and policies mean that local governments will not cooperate with federal immigration authorities when it comes to immigration enforcement. bay area politicians really digging in their heels now as the message from federal officials causes fear within many immigrant communities. >> we are very clear about what our values are here in oakland. we are here to protect all our residents regardless of where they came from. >> reporter: oakland this week doubled down by voting to ban police from helping to keep the area around raids safe in case something goes wrong. san francisco police chief bill scott reiterated his position at a police commission meeting tonight saying: >> reporter: the stated attorney general is holding an event this morning to remind the local jurisdictions of their rights and responsibilities when it comes to sanctuary status. that's happening at 11 a.m. live in san francisco, anne makevoc, kpix 5. a uc-berkeley student detained recently by immigration agents will soon be heading back to cal. luis mora was taken into custody in san diego county almost three weeks ago. he accidentally drove into an i.c.e. checkpoint. an immigration judge released mora on a $1,500 bond so he could return to school. he was taken into custody because he had overstayed his visa while visiting from colombia. mora could still be deported. this morning, house republican leaders are trying to find enough votes it avert a government shutdown before tomorrow night's deadline. conservatives refuse to fall into line as the battle to reach an immigration deal continues. house lawmakers could vote to fund the government beyond friday deadline since divisions are hindering the effort to find a long-term solution. talks went late into the night on the senate floor. >> compromise solutions are not out of reach. but for now, congress needs to keep the government running. >> reporter: it would fund government for one month reauthorize the children's health insurance program for six years and delay several obamacare tax provisions. but it doesn't protect the thousands of illegal immigrants from being deported something democrats say is a nonstarter. >> these "dreamers," these people protected by daca, have shown us over and over again why they have earned our confidence and trust. they work so hard to be part of this country. >> some house conservatives oppose the temporary spending measure unless republican leadership commits to a more conservative immigration bill and promises a boost to defense spending. within the democratic party some lawmakers up for re- election don't want to be blamed for a government shutdown. >> and if there is a shutdown, it won't impact essential services like social security, airport security, air traffic controllers or the postal service. but thousands of federal workers will be furloughed. muni is going forward with plans to remove the l train stop on 17th street right in front of safeway. riders say the move will make it harder for seniors and people with disabilities to get their groceries. that's because the next nearest stop is two blocks away. muni says the stop will be removed starting next month. bart will soon start carrying passengers on the first cars in its fleet of the future. jessica flores reports. good morning. well, just this week, state regulators approved a 10-car fleet after a series of setbacks over recent months and really over the last year. now that fleet of the future could be coming soon to bart stations. the entire 60-car fleet was supposed to start running in 2016. then the deadline was pushed back to the end of 2017. then because the delivery delays, bart reduced the number of cars set to launch from 20 to 10. in november, the 10-car train failed to pass state testing. bart said it had some hardware issues. train doors failed to open. and the train was only registering three cars instead of ten cars. now the california public utilities commission says the 10-car train passed the test last week and can start carrying passengers. >> if you think about it, that's where we're supposed to be already. you have to roll it the flow and hopefully it works out, i guess so to speak. >> hopefully the trains work. >> get me to work. that's all i care about. >> reporter: it's unclear when the other 50 cars will be all delivered and tested. bart officials say the entire project is set to cost $2.5 billion. now, at this moment, bart officials have not indicated when the 10-car train will launch. but in the past they have said as soon as it's approved, they will start running the trains. reporting live in san leandro, [ laughter ] well, today would be an accident day for riders to use mass transit. it's foggy and we're expecting some showers as we'll hear about shortly. but we are also tracking no delays for bart now. 56 trains in service. let's take it over to the roads. we are tracking some slowdowns along 880 heading out of san leandro. you can see we're in the yellow just under 20 minutes for drives on highway 84 heading over to the dumbarton bridge. we had an earlier fog advisory. but they are canceled. if you are heading westbound a little under 20 minutes. we had reports of an accident westbound 92 at industrial. looks like they have already managed to clear that activity out of the lanes. so not causing a backup along that stretch. it's just getting crowded. very foggy at the bay bridge. this is a bird's-eye view of the upper deck that incline as you are making your way out of oakland and you can see it's going to be a difficult ride for many drivers heading in and out of the east bay and over to san francisco. so give yourself some extra time. we are a full house over at the bay bridge toll plaza. metering lights are on and traffic backs up beyond the maze. we are seeing that stretch to the eastshore freeway. this is interstate 80 right at powell so as you get ready to head around that berkeley curve we are seeing a big backup. we had earlier reports of an accident over at the toll plaza. not blocking any lanes. but you know how that goes. one little hiccup and we have all big delays in the yellow and red so again, be safe out there. hat's a check of your traffic; over to you. i want to show you though a live view of san jose now because the fog is getting pretty dense there. usually the south bay doesn't see it as much but we have been dealing with this the past couple of days and yes, it is definitely not being shy today. here's a view of coit tower as well you can see though low clouds just hanging around the bay but it looks like some of those low-lying valleys are the ones that will see the fog the most. showers, we are expecting rain to reach the north bay here this morning. the next few hours by about 8:00, 9:00, expect to see more rain and patchy fog in the forecast and widespread rain by noon. satellite-radar definitely showing cloud cover all around our area. a few areas of mist not hitting the ground. i want to show you how low visibility is now in san jose 1 1/2 miles. hayward a half mile. concord 2.5. petaluma 1 1/2. santa rosa, as well. pretty low visibility all around. now, the rain futurecast a lot of people are asking when is it going to get here? here's how it times out. 8:00, 9:00 in the north bay. noon into san francisco. afternoon commute south bay will see rain. the rain totals look like this from a half to inch for the north bay. about a quarter inch expected for the peninsula. then south bay could get less. santa cruz mountains though could get up a half inch of rain from this storm system. so here's the headlines. widespread rain after noon today. then the big surf, big waves today and tomorrow. storm coming with sierra snow and high winds across the higher elevations. here's another cool view of those low clouds this morning blocking most of the "salesforce tower" right now. 52 degrees right now and 53 in san jose. 51 for santa rosa and sunrise this morning at 7:22. most likely we will not get a view of that. our temperatures this afternoon look like this. mid-50s along the coast. low 60s for the south bay. also mid- to upper 50s for the east bay. a few degrees cooler than yesterday. we'll notice it across the south bay. temperatures hit the upper 60s yesterday but now we're closer to where we should be this time of year mid- to upper 50s across the northern portion of the region, lakeport, clearlake into the low 50s. we have cold air coming with this system. and that's why we are going to see good sierra snowfall, as well. but you can see it churning out there in the pacific ocean. high winds also and that's what's going to cause that high surf. look at these wave heights. by the time we get to later today and tomorrow, these waves are going to be reaching our area so you can definitely see them pounding against the washington-oregon coastline. and it's going to get rougher for us as well later on this afternoon. our seven-day forecast shows the rain chances will ease up by tomorrow afternoon. you may see that sun and then saturday, a dry day. sunday, monday another storm. wednesday also another storm next week. michelle? apple's ceo tim cook says you will soon be able to turn off the system that slows iphones as the battery gets older. the changes are expected sometime next month. for now, the cupertino-based company is cutting battery replacement costs. apple is facing several lawsuits after it admitted that iphone software updates slow down some phones with older batteries. google will start penalizing websites that load slowly on phones in june. in a blog post, the tech giant says it will down-rank very slow websites under certain conditions. the update will only affect pages that deliver the slowest experience to users and it will only affect a small percentage. google has been prioritizing page speed for years. instagram is now testing a new type feature. it lets user share clips instead of photos and videos. it posted this video on youtube. type feature shows up as an option alongside the usual features like boomerang, super zoom and rewind. it also comes with several fonts to pick from. so who remembers the teddy dog? verge of staging major immigration raids in the bay area. good morning, it is thursday, january 18th. i'm kenny choi. >> i'm michelle griego. anne makovec joins us live from san francisco to explain how local authorities are responding. anne. >> reporter: guys, this is causing a lot of concern all around the bay area and northern california. today the state attorney general is set to speak to local jurisdictions about their rights and responsibilities when it comes to our sanctuary status. of course, that status means that local authorities will not cooperate with federal authorities when it comes to any immigration enforcement actions. it's meant to prevent people from living in the shadows and as of january 1st, california is a sanctuary state. bay area politicians really digging in their heels as federal officials send a message that i.c.e. raids are imminent. >> we are very clear about what our values are here in oakland. we are here to protect all of our residents regardless of where they came from. >> reporter: now, the rumor is that the feds are preparing for a major sweep in northern california sometime over the next few weeks. they are looking to arrest more than 1500 illegal immigrants. the acting immigration chief is also talking about punishing sanctuary cities and states on a broader scale. >> i have asked the department of justice to look at this. are these sanctuary cities do we hold them accountable? are they violating federal law? there's more to come on that. >> reporter: san francisco police chief bill scott addressed the threat of i.c.e. raids at the police commission needing last night saying: >> reporter: we see the cities and county continuing their messages. we have heard from mayoral candidates about this here in san francisco and just this week oakland voted to prevent local law enforcement from even helping protect the citizens around federal raids in case something goes wrong. but as we hear more of these messages, more of this rhetoric, it only seems to inflame the government. the threat remains! live in san francisco, anne makovec, kpix 5. time now is 6:32. right now, we are on storm watch as light rain is going to move through the bay area. we are going to get a live look outside. also at the hi-def doppler where you can see some green. it's still way up north there. but it's coming. >> i believe everything you say. we are seeing mist because of the low clouds. >> just enough to ruin the hair. it's that kind of weather today. hi-def doppler as he we see the rain coming down across the northern portion of fort bragg and garberville still getting raids. it's hanging there and will move towards sonoma county shortly. so let's time it out on the futurecast. so by about 7 a.m., 8 a.m., parts of sonoma county maze the rain. then by 1:00, 2:00, that's when san jose could get some of that rain. santa cruz mountains, as well. so as far as rain totals go, it's not too impressive of a storm. what you will notice though temperatures are going to be cold. we are going to be pretty chilly the next few days especially in the mornings. our temperatures are going to drop down into the 30s here by friday, saturday morning. that live view, we just saw it cloudy, foggy, now it's clearing up so the fog is swirling around the bay right now. visibility is impacted. we have been seeing fog all around the bay area this morning. and it's impacting some drivers' commute so be careful out there. we are seeing the delays build along northbound 101 heading through morgan hill. no reports of any accidents or stalls along this stretch but it's just jumping into the red so we are looking at delays that continue to build as you head further north 101 right near north first street. we are seeing the usual slowdowns. 85 starting to see a few brake lights as you make your way up towards 280 there and here's a live look at 101 at north first street. crowded in the northbound direction. everyone has been on their best driving behavior in the south bay. it's been quiet but we are definitely seeing slowdowns. that's a check of traffic. back to you guys. a pair of close calls at sfo in recent months is prompting an airline to conduct a safety review of its operations. according to the "bay area news group," air canada says it's looking to improve its pilot training and expect its arrivals and departures at sfo. this review comes after a series of mishaps involving the airline at sfo last year. last july an air canada jet came close to crashing into four other planes when the pilot mistook the taxiway for the runway next to it. president trump's attorney says that the president is eager to speak to special counsel robert mueller for his russia investigation. ty cobb says that the president wants to put the matter to rest. mueller hasn't made any formal request to interview our president. the house intelligence committee interviewing current and former staff this week about the investigation. white house communications director hope hicks is expected to be interviewed tomorrow. delegates are standing against sexual harassment at the capital. state senator tony mendoza is facing a political challenge from 20 delegates from his senate district who petitioned yesterday to make it harder for him to earn a state democratic party endorsement. the move comes as senator mendoza is being investigated for sexual harassment allegations. mendoza says he disagrees with the actions of the group seeking to block his endorsement. in just a few hours the california couple who held their children captive in their own home is scheduled to appear in court. kpix 5's jackie ward is in the newsroom with more. >> reporter: david and louise turpin face torture and child endangerment charges for keeping their 13 malnourished children prisoners in their home. bail is set at $9 million each and it's not clear if the suspects plan to enter a plea. one of the children managed to escape and alert authorities sunday. the teenager had photos to support her allegations. the horrific discovery is putting a spotlight on the homeschooling the parents operated inside. assemblyman and former teacher jose medina is working on legislation giving state officials the power to check on homeschooled children. >> the law now is, there is no reason for anyone to -- to come into the facility. >> current law only requires that homeschools and private schools register with the agency but it doesn't approve, monitor, inspect or oversee them. critics say child abuse should not be blamed on homeschooling. the homeschool legal defense association said in a statement in part, hasty legislation based on one family's horrific and criminal behavior that has nothing to do with homeschooling would be unfair to the thousands of law-abiding families in california who work hard to provide a safe and lovelying educational environment for their children. neither law enforcement for child protective services had ever been called to the home in the past. in the newsroom, jackie ward, kpix 5. a bay area deputy has been arrested accused of orchestrating the violent beating of an inmate inside the local jail. deputy joseph bailey has been charged with a felony stemming from an incident last october. they say he was angry at an inmate for mouthing off to him so he allegedly allowed inplates to jump him leaving him with a fractured nose and lip. bailey is a three-year veteran. the alameda county sheriff's office says the assault is anist late incident. time now 6:38. one country is working to recover this morning following the deadly wildfires. the action one lawmaker is taking to try to prevent future fires. >> bart trains are getting an upgrade the first part of the revenue is expected to take a hit and reimbursement from the federal government remains uncertain. in the wake of the fires, a new bill introduced by bill dodd of napa seeks to reduce wildfire risk from downed power lines requiring utilities to adopt policies and procedures for proactively deenergizing power lines during strong weather. several lawsuits blame pg&e for starting the wine country wildfires but investigators haven't determined the cause of the fires yet. search-and-rescue teams in montecito are still working through the debris lot of by last week's mudslides. crews are shoveling and poking through that mud still determined to find three people still considered missing including a 2-year-old child. at a community meeting in santa barbara, officials lined the stage as evacuees thanked them. fellow evacuee ron blitzer worries what this will all mean for his neighbor. people who work in coffee shops and car stores and restaurant and hotels will all be out of work so we need to do something for them. >> most of the homes impacted by the mudslides do not have water or power yet. caltrans says that it could be 5 days before this work on the 101 freeway is done. 6:43 [ crosstalk ] amazon has just released a new list of 20 finalists for the company's new headquarters. joining now is kcbs radio's financial reporter jason brooks. it looks like just one california city made the cut. >> reporter: that's it. the bay area failed to make the cut. several cities were looking for the second amazon headquarters including concord, fremont, richmond and oakland. but the only city in california that made the final list of 20 is los angeles. amazon looking at several other cities across the country including atlanta, dallas, new york, chicago, boston, washington, dc. toronto the only city outside of the u.s. on the list. amazon plans to spend $5 billion on that second headquarters and will staff it with about 50,000 workers. apple yesterday announced that it's going to build a second headquarters as part of its plan to spend $30 billion on u.s. infrastructure over the next five years. that includes building new data centers and adding 20,000 new workers. couple of key economic reports out. housing starts fell over 8% in december according to the commerce department. there was a big drop in initial jobless claims down by 41,000 to 220,000. that's the lowest level since 1973. stock market started out in record territory but taking a bit of a breather after the dow closed above 26,000 for the first time. blue chips down about 20. nasdaq down 5. s&p sierra right now. a storm forecasted to move in this morning could bring several inches of snow to the area. the most recent snow will help put a dent in the snowpack. >> it will. we can't wait to see how much snow comes down in the sierra. jaclyn showed you the rough commute this morning. at least there isn't rain. but it's happening to the north. redding will get some rainfall. rain now on the hi-def doppler. you can see it way up there but it's going to move down. what we are seeing is just a mist out there. you may see a few raindrops but it's not going to be the type that will cause any measurable precipitation this morning. later on you will see it. visibility a concern. this is aing about problem in san jose. 1 1/2, 2.5, livermore improve at 2.5 to five miles. airports could face delays and north bay driving is tough going with low clouds. here's the wind speeds right now. winds picking up. calm in san rafael and santa rosa so the fog is linger. the bridge is covered in fog. 52 degrees for san francisco right now. 49 in livermore. 52 in oakland. get ready for colder air to settle in. across the south bay today, temperatures upper 50s, 10 degrees drop from yesterday in the upper 60s across the south bay. 58 for the high in san francisco. 55 will be the high in santa rosa. early-morning lows will be chilly. cooler friday morning. here's what's associated with the storm system. we'll have sierra snow, high surf, colder air, wind and the rain isn't even the main part of the storm. the rain totals are not that impressive the next couple of days. here's the amount we'll most likely see. >> the snow is going to be pretty impressive. so it's a colder storm, that means low snow levels, could drop as low as 3500 feet. donner summit could see about 15 inches. 8 inches for
