drivers who are getting ready to head out the door and through palo alto. northbound 101 we have an accident looking serious. it's blocking at least three lanes at this point just past embarcadero. traffic is starting to back up towards oregon expressway so our travel times still in the green and -- but we keep getting new reports of more lanes being closed. so heads up there. avoid it if you can. chp isn't on scene yet. over at the bay bridge toll plaza, metering lights, 17 minutes from the maze into san francisco. republicans are racing to pass a tax overhaul bill before the end of the year. the senate unveiled its plan. kpix 5's jackie ward explains. reporter: it's being touted as a bill to offer billions of dollars in tax cuts but one that was most likely to raise federal taxes for californians. the senate version creates 7 tax brackets instead of 4, fully eliminates the deduction for state and local taxes, preserves deduction for home mortgage interest and high medical expenses and delays the reduction in the corporate tax rate from 35% to 20% until 2019 senate republicans need nearly every party member to vote for this bill because democrats do not support it. >> when a party rolls out a legislative plan there should be trumpets and bands but the public knows already that the bill favors the wealthy. >> reporter: on the other side of thecapital, house republicans made last-minute changes to their bill before sending it to the floor. tax policy center a nonpartisan think tank in washington estimates by the end of the decade, more than a quarter of individual taxpayers roughly 38 million people would see their taxes go up. in california, more than a third of us use the deduction that the bill will eliminate. on average they get an $18,000 deduction from their federal taxes. if the full house and senate passed the bills, a conference committee would need to resolve the differences between the two versions. in the newsroom, jackie ward, kpix 5. there's more fallout following the deadly wine country wildfires. a lawsuit is filed on the behalf of a family of a mendocino couple who died in the fire last month saying pg&e failed to maintain electrical equipment, trees and vegetation to prevent contact with electric power lines. many families believe power lines caused the fires. state regulators say pg&e reported at least 17 electrical safety incidents in eight counties the weekend the fires broke out. but the exact cause is still under investigation. that fires killed 43 people. after the wine country wildfires, there may be upcoming improvements to the alert system in the city of oakland. kpix 5's jessica flores joins us live from oakland to explain how the system works. reporter: the oakland hills fire ripped through this area 26 years ago this month the same month that the north bay fires ripped through wine country. this is a wake-up call for people to be prepared. the oakland fire department has a new way you can do that, by signing up for their new alert system where they can reach out to people within seconds of an emergency. now, it's called the ac alert system. the city has been piloting the program for months. it basically works like a reverse 911 call. the city's fire department send out emergency notices to people affected by a fire in a specific area. the city can send messages about evacuation orders, shelter in place orders, about severe weather, even about a red flag warning. >> i have it on my cell phone, home phone. >> if we can't reach you, then we can't alert you. >> reporter: if cell phones and land lines are knocked out, the city can blast out the alert as a last resort with sirens. they hope as many people go to acalert.org and sign up for the new alert system. it's free and confidential. live in oakland, i'm jessica flores, kpix 5. a highly publicized fatal shooting in san francisco. jose ine next week closing arguments will start in the murder trial centering around a highly publicized fatal shooting in san francisco. jose inez garcia zarate an illegal immigrant is accused of killing kate steinle in 2015. jurors could go into deliberations as early as next week. zarate faces a maximum sentence of 15 years to life if convicted. social justice advocates are going after the oakland police department over an immigration raid in august. they say the police chief lied about the raid and whether or not it was a deportation matter. oakland's sanctuary city policy prohibits local law enforcement from getting involved in federal immigration investigations. mayor schaaf is standing behind the police chief and says she is convinced the raid was part of an ongoing criminal investigation aimed at preventing human trafficking. president trump is in vietnam this morning as he continues his 12-day trip to asia attending the asia-pacific economic forum. the question of the week will be whether he will or not meet with vladimir putin. >> one lingering question was answered as president trump touched down in vietnam. the fourth stop on his asian tour. white house press secretary sarah sanders said the president isn't scheduled to meet with vladimir putin. the kremlin says the two leaders will meet on the sidelines one way or another. >> there's no formal meeting scheduled for them. they are going to be in the same place so they are going to bump into each other and say hello, certainly possible. in terms of a scheduled formal meeting, there's not one on the calendar. >> the president is attending the asia-pacific economic cooperation or apec summit. he urged business leaders to push back against north korea's nuclear ambitions. >> the future of this region and its beautiful people must not be held hostage to a dictator's twisted fantasies of violent conquest and nuclear blackmail. >> the president also spoke trade and again as he did earlier in the week in china blamed his predecessors for unfair deals. >> for this day forward, we'll compete on a fair and equal basis. we are not going to let the united states be taken advantage of anymore. >> the president went on to say the countries that abide by the rules of the world trade organization may partner with the u.s. those that don't will no longer be tolerated. ♪[ music ] >> and the first lady is wrapping up her trip to asia. she stayed behind one more day in klein to visit the beijing zoo and the great -- in china. she is on the way back to the united states. governor brown is taking the lead on climate change in the world. he will be part of a roundtable discussion with representatives of the world's leading scientific academies in norway. now to santa clara county where one community wants to recruit residents to help get drivers to slow down. gilroy city leaders are looking to hand out radar guns to civilians. anne makovec reports from gilroy. >> reporter: can you imagine the neighborhood fights that could break out over this? it is called the citizen speed watch program. it could give average citizens the power right now that only police have using radar guns to catch speeders. it was the mayor of gilroy who brought up this idea recently. the idea of training residents civilians to use a radar gun. they would check them out from the police department work in pairs, and then turn violators in to police. officers would then send the registered owner of a vehicle a warning. >> my goal is to empower residents to take control over speeding in their neighborhoods. >> reporter: the mayor says this is just one of several ideas to catch speeders and that the police department may come back to say, this plan won't work. they will discuss it at the city council meeting monday. we checked, this is happening in a couple of places in the u.s., rockville, maryland and cheyenne, wyoming. maybe could you add gilroy, california, ee -- maybe you could add gilroy, california, eventually to the list. live in gilroy, anne showers on hi-def doppler right now mainly in the north bay. how long they will last and what to expect for the weekend still ahead. >> plus, in our tech report, the help facebook is now offering for apartment hunters. that includes cultivation facilities, testing laboratories, retail manufacturing hayward is going green. the city council just voted to allow marijuana businesses including cultivation facilities, testing laboratories, retail dispensaries and manufacturing sites. hayward is one of several cities across the state rushing to approve local regulations before the january deadline when the state will start issuing temporary licenses for recreational marijuana businesses. plans are moving ahead tonight for a massive new development at the port of oakland. port commissioners have given industrial real estate giant centerpointe properties the initial okay to develop the former army base on the property. the vision, a new $52 million logistics facility. it would be the first phase of a larger seaport logistics complex. vote is at the end of the month. if approved work begins next year creating hundreds of construction a permanent jobs. tomorrow morning caltrans will complete the demolition of the old bay bridge. they will implode the final two piers. expect rolling closures just after 7 a.m. caltrans says the project is ahead of schedule and it's been able to cut the total cost by $10 million. kudos to caltrans. a lot of people appreciate that. >> they do. all right. let's get a check on traffic today. hopefully it's a little lighter because -- well. >> school is out and looks like we have the "friday light" conditions on some of our bay area roads. so we are tracking some slowdowns though and this is not going to look good for drivers heading along 101. an accident, this is in the northbound direction right at embarcadero road in palo alto. you can see the speeds drop below 10 miles per hour. your travel times just to go from 237 up to highway 84, dumbarton bridge is 25 minutes. that's an additional 15 minutes to allow yourself this morning and likely to get much slower. looks like chp on the scene. three lanes blocked with multiple vehicles involved in the crash. not looking good. past that though, through san mateo, 101, right near hillsdale, traffic is fine in both directions. reports of an accident along eastbound 80 as you approach 780, one lane reportedly blocked. our sensors still showing green. we are starting to see slowdowns on westbound 37. toward the bay bridge toll plaza, starting to get sluggish along the eastshore freeway. but our travel times remain in the green. over at the toll plaza itself, we have the backup. it's right to the maze. and it's about 18 minutes heading into san francisco. right now 580 and 37 that's where we are seeing our sensors in the yellow. 27 minutes between 205 and the dublin-pleasanton interchange. this is a live look at fresh snow in the high country. this is "sierra at tahoe" and you can see we do have just a little bit of snow up there. we are going to see hey rain- snow mix throughout the day as we see showers pass through. in fact, you can see this on hi- def doppler, as well. the area there in the pink is the rain-snow mix, the white is the snow. we are seeing that up the west slope of the sierra today. back down here in the bay area we are seeing scattered showers to start the day mainly a north bay event once again. novato seeing light to moderate rainfall. san rafael moderate for you right now. we will continue to see these showers passing through the northern portion of the bay area over the next couple of hours. and then some scattered showers farther south as well as you start off your day. temperatures in the 50s and 60s right now. unstable air thanks to this area of low pressure. the front passed through yesterday. that's weather we saw most of the rain. but we are still going to see scattered showers. that's at least the first half of the day because of unstable air. as it passes through, so will the shower chances. timing them out with futurecast here, we are getting breaks in the rain and then scattered showers starting in the north bay and spreading south later on today. and then we'll start to dry out by this evening. and a beautiful weekend in store. here we are saturday, we see plenty of sunshine as well as for sunday. it's not until sunday night into monday that we start to see the showers beginning first in the north bay sunday night, and then we'll see them spreading farther south on monday. so three things to remember as you head out the door this morning. shower chances continue with a sun/cloud mix later on today. the weekend looking good for now nice and dry. then chances of showers will be late sunday in the north bay. monday a wet start to the workweek but then we get sort of off-and-on showers similar to what we have seen this week through the better part of your workweek. sunrise rosa, rohnert park, petaluma, all seeing moderate rainfall right now. and it will be continuing to move south to sonoma, napa, st. helena, yountville, light rain for you now, more moderate showers crossing over 101, 12 there, highway 1 as well, inverness heavy rain. and again light rain down near novato. and san francisco, as you can see, rain over the golden gate, mill valley, bolinas, san road, traffic is slowing down below 5 miles per hour. the backup continues to stretch as you make your way out the door this morning. be prepared for those slowdowns. it looks like the backup is beyond san antonio at this point. and it continues to stretch so we are looking at a travel time 47 minutes as you make your way from 237 just to go up to the dumbarton bridge there. you're going to want to avoid 101. you can use el camino or if you want to take it over to 280, and that's moving right at the limit. hat's a check of your traffic; over to you. fire investigators believe that electrical equipment may be to blame for the wine country's most destructive fire but pg&e said it wasn't theirs. the tubbs fire wiped out neighborhoods in santa rosa. pg&e filed the report in response to preliminary reports on the cause of the fire pointing to electrical issues. but cal fire is not commenting on the report yet. an important deadline is pushed back for napa county residents affected by the fires. people who lost their homes now have until monday to file their right of entry forms. the original deadline was yesterday. the forms are needed to allow the federal government on to burned-out properties to start cleaning up. oakland has had its share of wildfires. now the city has taken a closer look at its alert system. jessica flores reports from oakland. >> reporter: good morning. we are in the oakland hills. it was 26 years ago when that fire ripped through the oakland hills where i am right now. and then now we're dealing with the north bay fires. it's a wake-up call for folks to be prepared. the oakland fire department is launching a new emergency alert system that can notify folks of a fire within seconds and can notify them of any emergency. it it is called the ac alert system and works like a reverse 911. they can send out orders about sheltering in place, severe weather, even red flag warnings. it's been working for several months. it's in a pilot program so far. >> to have some kind of alert, whether it is a block away or a mile away, i'd like to know. >> reporter: it has limitations. the system's limitations if land lines or cell phones are knocked out. it doesn't work but the city has the sirens system that it can use as a backup. meanwhile, the oakland fire department is asking folks to sign up for this new emergency alert system. you can do so at acalert.org. it's free and confidential. reporting live, i'm jessica flores, kpix 5 . now to details about the texas church shooter. according to cnn, a woman who was in the air force with devin patrick kelley the shooter says that he told her he bought animals on craigslist to use for target practice. she says he also expressed a fascination with mass murders and would joke about wanting to kill somebody. the pastor of the first baptist church says that the building will be demolished. the first funerals for the people killed will be this saturday. a judge has dropped a final charge against an ex-oakland police officer accused of having an inappropriate relationship with a prostitute. that charge against ryan walterhouse was a misdemeanor county of engaging in an act of prostitution. according to the "bay area news group," walterhouse's attorney says the charge was dismissed because prosecutors cannot locate the prostitute involved. at the state capital state senator tony mendoza is facing sexual assault allegations, a woman who met with him about a job in august. the "sacramento bee" reports that three staffers who knew about or reported the incident were fired in september and signed confidentiality agreements. the california legislature now says it has investigated 14 complaints of sexual harassment since 2012 but neither chamber is saying how many those investigations resulted in disciplinary action. republican u.s. senate candidate from alabama roy moore is facing sexual misconduct claims from four women. one claims when she was 14, moore asked for her phone number, picked her up in his car and kissed her. on a second visit he allegedly took off her shirt and pants and removed his clothes and then touched her and guided her to touch him over his underwear. it's too late for the gop to nominate another candidate for the special election. >> it is possible for another candidate to enter the race as a write-in candidate but no other name will appear on the ballot besides judge roy moore and doug jones. >> moore called the allegations completely false and says he won't give up the fight. senate and house republicans just unveiled be enough to derail the football team's plans. but the raiders may have to pay millions more each year. the "san francisco chronicle" reports under the house version of the bill, any new bonds issued for professional stadiums would no longer be exempt from federal taxes. that's a provision the raiders and local leaders in nevada banked on when they drew up how this project would be financed. time writer cases semiconductor allegations are being directed at comedian louis ck. five women came with the sexual misconduct allegations. the alleged cases an accusations go back to 2002. louis ck's new film called "i love you, daddy" was set to premiere in new york last night about a father who tries to prevent his 17-year-old daughter from having a relationship with a 68-year-old filmmaker. now they canceled the premiere. the comedian canceled last night's appearance on the late show with stephen colbert. so far, no comment from louis ck's rep. time now for a look at what's coming up later executive, fierce competition from lyft is cutting into uber's profitability. over the next six months, uber plans to spend more to keep up with lyft. uber says lyft is spending a lot on subsidies to keep the price of rides artificially low but lyft says the subsidies are part of uber's strategy and that uber customers have switched to lyft because, quote, ethics matter. new details emerging on disney's upcoming streaming service and a big setback for uber in europe. >> with more on these stories, here's kcbs radio's financial reporter jason brooks. >> reporter: good morning. disney had a tough 3rd quarter. its revenue fell by 2.7% disappointing earnings continuing to see weakness in its broadcast cable business and also in espn featuring possible layoffs on the way with reports that it could be laying off another 100 workers. a lot of people cutting the cord a problem with disney especially for espn. they plan to address that with their upcoming streaming businesses. no details so far but bob iger says disney will charge substantially less than netflix. disney is going up, netflix down 2% on the news. uber had another set back in london. it's already facing a loss of business in that city because of corporate business practices over the past year. and now it's lost an appeal as it was trying to avoid giving drivers employee rights like paid vacations. that can send uber's costs soaring higher throughout the united kingdom and set precedent for other employee lawsuits against uber across the world including in the u.s. and in canada. stocks are lower again this morning sold off a bit yesterday on the senate republican plan to postpone corporate tax cuts until 2019. dow down about 50 points. nasdaq down 7. s&p down 5. back to you. >> thank you. san francisco scrambles to come up with marijuana policies. there's a chance those policies will vary by neighborhood. the "san francisco examiner" reports there's strong opposition to marijuana in the chinatown area, although most of san francisco widely supported proposition 64. prop 64 kicks in statewide january 1st making recreational marijuana legal under california state law. to get drivers to slow down, one south bay city may be looking to residents to help by arming them with radar guns. anne makovec is live in gilroy this morning with the details on the plan. anne. >> reporter: people here in gilroy say speeding is a major problem. so they are looking at all options including giving everyday people the power that right now only police have, using radar guns to catch speeders. it is an idea that was proposed by gilroy's mayor training resident civilians to use a radar gun. these people would check out the guns from police, work in pairs, and then turn violators in to police. officers would then send the vehicle's registered owner a warning. >> speeding is happening all over the city, and we cannot hire enough police officers just to do enforcement. >> reporter: now, this idea is in the very preliminary stages. it's going to be discussed at a city council meeting on monday. the mayor says the police department may come back to say this plant won't work. it is in effect is causing big delays for drivers. what should typically take 10 minutes for drivers, we are tracking delays that are building up to close to 45 minutes. and the travel time continues to climb. that's all due to this crash blocking three lanes. northbound 101 just past embarcadero road. traffic is backed up to 237 at this time. so right now, actually, we are tracking a delay of over 1 hour. again, 76 minutes, normally takes 10 minutes with no traffic. you're not going to want to get on 101 this morning heading into palo alto. if you want to use el camino or 280, those are your best bets. and moving at the limit. but el camino is much slower with stop lights so give yourself some extra time heading out the door. no estimated time as to when the lanes will re-open. past that, 101, this is near sfo, 380, you can see traffic doing just fine in both directions. the roadways a little slick, a little wet. if you are making your way across the golden gate bridge, you can see that sheen on the pavement so be careful. take it slow. but speeds moving at the limit in both directions along that route. not the same over at the richmond/san rafael bridge. we have the backups developing along 580 near marina bay parkway over to sir francis drake. about a 15-minute ride. bay bridge toll plaza, 17 minutes from the maze into san francisco. and your drive times look like this. highway 37 seeing the usual slowdowns. 680 in the yellow. not too bad. and your ride heading through the south bay from hellyer to san antonio just under an hour and again, another little over an hour as you make your way into palo alto. so again, avoid 101. that's my advice for the day. let's send it on over to julie for a check on the forecast. >> that's generally my advice to everybody in the bay area. just avoid 101. your life will be easier. we are looking at showers out there on hi-def doppler this morning. we definitely see the heaviest rainfall in the north bay to start but we are seeing some showers spreading slowly farther south so heaviest rainfall towards novato right now, san rafael, mill valley, richmond seeing moderate rainfall. hercules, vallejo, as well. berkeley, get ready for showers here over the next 15 minutes. so as you take a look outside, you can a low clouds and fog cloud deck and we have definitely have showers around. 67 in concord. 54 san jose. 55 santa rosa. an area of low pressure brought us a front yesterday, passing through, bringing heavy rain and now just unstable air mass. that's going to keep us unsettled through today. showers start to taper on this evening and then a beautiful weekend in store. futurecast times out the rain for us. again, scattered showers into the afternoon. then tonight tapering off. plenty of sunshine and clear skies saturday and sunday. sunday night, things start to change. showers move back in sunday evening, and then they will slowly spread south into monday. showers continue with a sun/cloud mix later on today tapering off. this weekend looking dry with a chance of showers late sunday for the north bay. and then a wet start to the week for everybody on monday. sunrise today 6:44. sunset 5:01. high temperatures extended forecast shows showers today tapering off this afternoon, dry for saturday and sunday. it's sunday night that we start to see showers in the north bay spreading south on monday. tuesday dry, rain wednesday. this is what we like to see this time of the year. just a little rain, a break and enough to dry out, absorb that moisture and a little more rain. we'll take it. back to you guys. department launches an emergency alert system. i'll have the details coming up. i'm jessica flores live in the oakland hills where the oakland fire department has launched an emergency alert system where they are able to notify folks within seconds in case of an emergency. it's called acalert. the city has been piloting the program for months. it basically works like a reverse 911 call. the city's fire department send out emergency notices to people affected by a fire in a specific area. the city can send messages about evacuation orders, shelter in place orders, about severe weather, even about a red flag warning. >> to have some kind of an alert, whether it is approximate to a block away or a mile away, i'd like to know. >> reporter: if cell phones and land lines are knocked out,
