54. san jose 60. and get ready for that expected heat. it is extending all the way across the west coast. today we have a heat advisory, tomorrow that excessive heat warning begins, so does the red flag warning for most of the bay area especially those higher elevations where it will be extremely dry. we are also talking about some record breakers today's. looks like today we are going to see high pressure building and it's going to in fact break some records today in concord, but tomorrow several areas could see temperatures well into the triple digits. 110 to 115. this is dangerous heat we're talking about. keep all those activities to your early-morning hours. typically this time of year, san francisco should be about 70, oakland 75, san jose 82. but look what we are getting instead. 7 to 9 degrees above average. concord 16 degrees above average expected so you are going to be that record-breaker today. the record was set back in 2005 at 98 degrees. we'll surpass that today. kpix 5's jessica flores is live in livermore. there are safety concerns there because of this dangerously -- the dangerous weather conditions that are coming our way. >> reporter: good morning. right now it's cool. i know this is the only time i'm going to shiver today. here in livermore we are going to see 104 today possibly 114 tomorrow. so it's going to get really hot out here and if you have to do any yardwork or exercise at this early-morning hour is the best time to do it. national weather service you use a heat advisory today and a heat warming tomorrow through monday. those warnings mean risk for heat-related injuries is very high. the warmest will be saturday when almost all of the bay area specifically inland are higher elevations you understand that heat advisory or excessive heat warning. temperatures beat out the top temperatures from 1952. the bay area air quality management district says the hot temperature combined with light wind and vehicle exhaust are expected to create unhealthy smog levels so the district issued a "spare the ailer" artan d work from home, take public transit or carpool. as temperatures reach triple digits, look inside your car before locking it. make sure your children and pets aren't left in the back. check on elderly, friends and neighbors. drink plenty of water. don't wait until you're thursday because that's too late. limit outdoor activity. try to schedule labor day weekend activities in the morning if you can and if you don't air-conditioning, find a place to cool down. here at the robert livermore community center is a good place to go, get a drink of water, watch tv. you can see text your local libraries and community centers for their hours. look out for sunday, monday because a lot of places will be southbound 680 on the right side of your screen there as you approach north main street, we are getting first reports of a lane that's blocked. this is in the westbound direction of highway 24 right before the caldecott tunnel. there may be slowdowns there. no delays over at the bay bridge toll plaza. back to you guys. >> thank you. explosions have been reported at a chemical plant northeast of houston. this is a picture captured by a local resident. flooding from harvey knocked out refrigeration units and backup generators inside that cool organic peroxide. once warm, the chemicals ignite. 10 police deputies and at least 11 other people were taken to the hospital after inhaling fumes. doctors say there shouldn't be any long-term health effects. authorities have set up a mile and a half evacuation zone around the facility yesterday because officials at the plant predicted this would happen. and thousands of people remain stranded along the gulf coast where dire warnings have been issued to resident on the texas/louisiana border. don champion has the story reporter: elderly residents of southeast texas were evacuated to safety overnight. less than 12 hours before, they had to be rescued from several different nursing homes in the beaumont area. volunteers are still searching for stranded residents. >> we got about 10 people out. it's real bad. i don't know what's going to happen. >> reporter: to the north in tyler county, floodgates were opened yesterday leading to this ominous evacuation warning from emergency management officials on facebook telling residents who didn't heed evacuation orders to, quote, write their social security numbers in permanent marker on their arms so their bodies can be identified. the loss of life and property is certain. don champion, cbs news, houston. donations are pouring in from all over the country to help those affected by harvey but the better business bureau is warning people to be on alert for scammers. during a disaster, scam artists will call, text and send fake emails asking for donations. people also can fall prey to look-alike websites. experts say it is important to vet any charity before you donate. and the red cross is accepting donations by phone, email and text. we have all the information on cbssf.com. today is international overdose awareness day. here in california, drug overdoses are the leading cause of accidental death. anne makovec is live in the newsroom to tell us how lawmakers are trying to combat the problem. >> reporter: they are trying to shine a spotlight on it using this overdose awareness day to bring awareness to a bill that would provide safe drug injection sites. it would allow 8 california counties to come up with legal framework for safe sites including san francisco, alameda and santa cruz counties. they are called safe consumption services where users could shoot up drugs in a controlled environment. the bill as authors say the sites would help prevent fatal drug overdoses, prevent transmission of hiv and hepatitis "c" and provide an easy entry point for drug and mental health treatment. >> this is gonna allow, um, health professionals to go and seek out these drug users and, you know, offer them treatment in one location. >> reporter: opponents of this bill largely law enforcement and district attorneys argue that this bill may have an impact on crime in the areas surrounding the sites making attractive targets for criminals who would take advantage of impaired victims. and also that it would create further conflict between federal and local drug laws. the bill is now in the senate where its authors including scott weiner trying to gain more traction on it. anne makovec, kpix 5. authorities in sacramento say a veteran deputy is dead after he was involved in a shootout. robert french was with the sacramento sheriff's department for 21 years. he was called to a scene at the ramada inn yesterday to check out a stolen car when he and other deputies arrived two women reportedly led them on a chase and back to a room at the hotel. the women told them a suspect who was involved with a stolen car ring was inside the room. when the deputies knocked on the door, the suspect fired back. >> the suspect went to the back balcony of the room, exited with a high-powered rifle with a large capacity magazine, and began to engage our deputies in the back. >> we're told two other chp officers and the suspect were shot. at last check, the suspect was in critical condition. time now 5:09. a bay area teen has turned his hone family's kenny choi. around the bay area, the weather is set to grow dangerously warm today as the workweek winds down. record shattering temperatures are around the corner. kpix 5's jessica flores reports. >> reporter: right now it's cool in livermore. you can see i'm wearing a jacket but this is pretty much the only time that it's going to be cool if you want to do some gardening or exercising. this is the perfect time to do it because it's about to heat up very quickly. tomorrow 114. that's why the national weather service is issuing that heat advisory today. heat warnings through monday. the bay area air quality management district says the hot temperatures combined with light wind and vehicles exhaust are expected to create unhealthy smog levels. the district has issued a "spare the air" alert asking folks to work from home if they can and asking folks to take public transit or carpool. the national weather service issues that excessive heat warning when they expected likelihood of heat-related injuries. officials want to remind folks, look inside your car before locking it. make sure children and others aren't in the back. drink plenty of water. don't wait until you're thirsty. limit outdoor activity. try too keep activities in the morning or evening if you can. if you don't have ac, head to your local mall, library or community center to cool down and here's some places across the bay area that are open as cooling centers. for free. willow pass center in concord, campbell community center centennial rec center in morgan hill. and the mountain view public library. there are many cooling centers across the bay area. that's a couple here in livermore. we have the robert livermore community center behind me. again, you can go in there for free, watch tv, enjoy the air- conditioning. if you don't want to crank up your own ac but some of the community centers will be closed sunday and monday because of the holiday so you want to check your local library . jessica flores, kpix 5. yeah. neda, it's going to be a hot one. so in livermore people need to keep cool and keep hydrated. go to the mall or cooling centers. >> or head to the coast where it will be more comfortable at the coast. even the coast is going to be in the 80s. the heat is on today but it's not going to be near as bad as what we are about to get friday and saturday. cooler at the coast. sunny at the coast. friday, saturday, expect some record breakers to hit our area. we are talking triple digits but in the upper triples. 1 so to 115. that's why we have a heat advisory today but then that excessive heat washing starts friday through saturday because of the inland temperatures. keep hydrated and bring your water with you everywhere. there is high pressure in place. we are getting more high pressure, stronger in the pacific and that one is heading our way come tomorrow. so today we have that high pressure but there's a second one. this ridge that's heading towards us, today our average should be in the 70s for san francisco. 75 oakland. 82 for oakland today. san jose 91. concord the records will be broken. the record was set back in 2005 at 98 degrees. today that temperature is going to reach 103 for concord today. coming up we'll talk about the heat and when we'll get a break in just a moment. michelle. thank you. two explosions have been reported at a chemical plant just northeast of houston. the incident is being blamed on the extensive flooding in the area from harvey. >> we could hear some pops and then we could see the flames in the smoke from the distance. >> flooding from harvey knocked out refrigeration units and backup generators inside. 21 people went to the hospital after inhaling fumes, 10 of them deputies but they shouldn't have any long-term problems. workers and residents at the plant have thankfully evacuated the area. at least 29 people are now confirmed dead as a result of harvey. the worst of flooding this morning is centered about 90 miles east of houston. today houston's fire department will begin a block by block search of thousands of flooded homes to find anyone who is still trapped. countless pets have been rescued and shelters all over the country are helping. shelters in seattle, chicago, colorado springs and a number of other cities have welcomed dogs and cats who were separated from their owners. and gas prices are expected to keep rising after the nation's biggest refinery to shut down yesterday. experts say the u.s. has lost more than one-fifth of its capacity as a result of harvey. it could be days or weeks before things return to normal. vice president mike pence travels to texas today. president trump will make a second point later this week. there are still so many people in need of help. the red cross is accepting donations by phone, email and text. we have all the information and a list of our charities on our website, cbssf.com. there's new information about a fire in butte county. a man has been arrested for reportedly starting it. investigators say that he let an illegal campfire get out of control it. spread into several neighborhoods near lake oroville. at least 10 homes have been destroyed and at least 5 others damaged. the fire has burned nearly 3200 acres. it's about 10% contained. let's check traffic. time now 5:36. jaclyn, how are the roads looking right about now at 5:36? >> well, it's very busy. we are tracking a new accident and it is blocking at least one lane. slowing on southbound 880. as you approach tennyson, we do see speeds drop below 15 miles per hour. this is this is an overturned vehicle into san lorenzo. your travel time from 238 to highway 84 about 17 minutes just jumped into the yellow. here's a live look at 880 right now. this is just south of hesperian. headlights southbound. still looking okay right here. but it is starting to get a little crowded. so be prepared for some slowdowns. san mateo bridge looking good. it's getting busy but we are still in the green in both directions as you make your way between 880 and 101. president trump launched his push for tax reform simplifying the rigged system. yesterday in missouri, he didn't provide any specifics. but in april, the president proposed cutting the corporate tax rate to 15% and lowering the top personal income bracket to 35%. senate democrats will never support any tax reform bill to cut taxes for the wealthiest. meanwhile, u.s. senator from california kamala harris just announced that she intends to support a congressional effort to expand medicare to all americans referring to vermont senator bernie sanders' medicare for all proposal. the bill is essentially a single-payer healthcare system. it would expand the federal medicare program to all americans. she is the first senator after sanders to publicly endorse single-payer healthcare system. the california supreme court is expected to decide how much information gathered by license plate readers should be made public. kpix 5's katie nielsen is live in fremont to explain why some people are concerned. katie. >> reporter: if you look behind me you can see a series of cameras. they are not there to catch people running red lights. instead they are reading the license plates of passing cars. police say they are able to use the data to alert nearby officers to stolen cars, the cars linked to crimes like burglaries or robberies or missing children cases. they are not just catching bad guys. they are rotting the license plates of thousands of innocent people -- also reading the license plates of thousands of innocent people leading to worries about who has access to the information. >> we are just using it to solve crimes. we are not monitoring them in real time. >> reporter: in a few hours the california supreme court is expected to decide if police must disclose all data recorded by license plate readers as public information or if that information is protected by laws that keep records from investigation private. [ inaudible ] ten cameras around the city. only about two years ago. many other bay area cities use similar cameras. some are mounted on patrol cars and others are stationary like here. >> how long does the police department keep the data recorded from the license plate readers? >> right now the city of fremont keeps the video for 30 days but the data recorded from the license plate readers is stored for a year. >> thank you. 20 years ago today princess diana was killed in a car crash in paris. her death shocked people around the world. the gates of kensington palace are covered with photos of the late princess on the eve of the anniversary, princes william and harry brought flowers and thanked well-wishers at the palace. princess diana was 19 when she got engaged to britain's prince charles and over the next 17 years, she became the most photographed woman in the world. some including her sons believe that the paparazzi are to blame for her death. >> people that chased her through the -- into the tunnel were the same people that were taking photographs of her while she was still dying on the back seat of the car. >> while there are many conspiracy theories about the princess's death, french investigators say that the driver was speeding and driving driving. three times over the legal limit under french law. princess diana's humanitarian efforts around the globe are seen by many as her most enduring legacy. she was the patron of more than 100 charities. she was 36 when she died. record setting heat arrives in the bay area, one south bay city is considering a new spot for residents to cool down. ♪[ music ] >> and shooting heroin is obviously against the law state and federal. but it may soon be allowed in city-sanctioned sites. we'll explain next. reportedly robbed a driver at gunpoint. it happened on monday.. at the intersection o newark police are looking for suspects who robbed a driver at gunpoint. it happened on monday at the intersection of cedar boulevard and central avenue. the victim says that two men walked up pointed a gun at his head and got into the car. they got out a few miles later but did get away with some cash. police released this sketch of one of the suspects. if you recognize him, call police. some lawmakers are trying to combat a drug overdose problem across the state. kpix 5's anne makovec is live in the newsroom to tell us how they are raising awareness today. >> reporter: it is international overdose awareness day and they are using it to promote a statewide bill that would allow for safe drug injection sites. the bill would give 8 california counties the right to come up with the framework for safe sites including san francisco, alameda and santa cruz counties. the bill's authors say that these sites would help prevent fatal drug overdoses and transmission of hiv and hepatitis "c" as well as provide an easy entry point for drug and mental health treatment and it would take drug users off the streets. >> even in broad daylight you can just walk by somebody who is having a full body convulsion with a needle sticking out of their arm. >> reporter: opponents, mostly law enforcement and district attorneys, argue that it may increase crime near the sites making aattractive targets for criminals who could attack impaired victims and create conflict between local and federal drug laws. the bill passed the state assembly and is now in the senate where its authors including scott weiner are trying to gain more traction on it today. anne makovec, kpix 5. >> how much would the program cost? >> reporter: that's an interesting question because according to the bill, it would cost nothing. that's because the new law would only allow cities and counties to create their own framework for the sites and the figures on how much taxpayers would have to pay for the centers would be up to your local government. >> thank you. the company behind america's biggest indoor family waterpark hopes to break ground in gilroy. great wolf lodge is in a 60-day negotiation agreement with city leaders over a resort for 700 family suites, shops and restaurants. the shop would go up next to the gilroy gardens family theme park. some parents don't want it. >> gilroy is a simple town. it's already growing so much. just to have another huge park to bring in a lot of people, i don't know. i'm unsure. >> a city worker couldn't answer the questions about the fine print due to a clause in the negotiation agreement on disclosing information. but if the deal is struck, construction could start as early as december 2019. 5:46. let's check traffic and weather. jaclyn, how are the roads?
