great deal-making president sat on the sidelines. >> reporter: the white house claimed trump was behind the new bill. lawmakers said bipartisan debate got it done. >> we want to negotiate and get to a place, and we're hopeful we can do that the next couple of weeks. >> reporter: success will hinge on the major sticking point for the democrats, the fate of d.r.e.a.m.ers. the more than 800,000 undocumented immigrants brought to this country as children. >> to all the d.r.e.a.m.ers who are watching today, don't give up. >> reporter: members of both sides now say republican leader mitch mcconnell has pledged he will bring a neutral proposal on daca to the table for debate. >> it would be my intention to take up legislation here in the senate that would address daca, border security, and related issues. >> reporter: lawmakers have a little bit more time to determine the future of immigration laws in this country, giving themselves until march 5th. the pressure is on though and democrats' only option would be to threaten another shutdown which could cost them. here in the bay area the closed signs are still up at national parks and landmarks despite the agreement in washington. >> abc news reporter cornell brown shows us many federal employees are anxious to get back to work. >> we have missions to accomplish. >> reporter: the coast guard base on yerba buena island plans to welcome dozens of furloughed civilian employees back to work tuesday or wednesday after a deal was reached to end the three-day government shutdown. officials say monday was tough without those employees to manage the workload. >> so far we're already seeing the impact of not having all of our civilian force on base today. >> are you back to work? >> no, no, no. >> reporter: no word for the national parks service, when it plans to reopen attractions like san francisco's maritime national historic park on the hyde street pier. a park employee we spotted inside said everyone is on standby. >> everybody is really interested and anxious. i think most folks really would love to come back to work. >> reporter: sean neagle's nonprofit relies on the park service to operate. for now, he's losing business. >> we run an overnight field trip program on the ships. we do need federal employees in there kind of looking after the facility. so we're all kind of one big family here and need each other. >> reporter: sunday the road to ft. point was closed. it's part of the golden gate national recreation area. that didn't stop folks from going around the gates. today is a different story, yellow police tape, lots of signs around keeping people away from ft. point. >> it's a minor inconvenience. it would be nice if folks got back to work. >> reporter: muir woods could reopen tuesday, they've been closed to the public. many locals and tourists are hoping to return soon. nearly every democratic senator considering running for president in 2020 voted against reopening the government. senators bernie sanders, elizabeth warren, cory booker, kamala harris, and kristin gillibrand voted against the spending measure. many liberals were furious and accused senator schumer of selling out the base in the immigration fight. breaking news in castro valley. i-580 is closed, actually just moments ago it reopened near the stroe bridge overcrossing. it started at 7:30 when a person was spotted on the overcrossing. officers have just rescued that person moments ago. traffic is backed up in that area. now might want to avoid it for the time being. it's going to be a mess for a little while. developing news now, a standoff in the south bay as a man wanted by police has been holed up inside his holt room for over 30 hours. police identified a man with outstanding felony warrants at the wyndham garden inn on silicon valley boulevard in san jose yesterday afternoon. they tried to contact him, he barricaded himself in his room. officers were forced to evacuate an entire wing of the building to keep guests safe, some forced to sleep in the lobby. the hotel is continuing to operate as the standoff continues. it is a case that has rocke. and now we're learning they are in fact related. last thursday a stolen pickup truck slammed into a truck driven by a mother with her two young children inside. now tonight both have died, and noah asatisfied dough, a distant relative, is charged with murder. he appeared in court today and abc 7 news reporter laura anthony picks up our story. >> reporter: 23-year-old noe sauce seat toe made his appearance in the courtroom. police say he was at the wheel of a stolen truck that slammed into a pickup, killing two little girls. >> translator: my son was scared to go to jail. >> reporter: outside his relatives spoke to reporters, revealing their family is distantly related to the cordozas, who lost the 4-year-old and 2-year-old in the accident. >> he's alone. he hasn't talked to anyone. >> reporter: sauceito's sister did not want her face shown. >> even fit wasn't family it hurts. they're little girls. it's a family that's been struck by strategy. nothing we can say or do can bring that back. >> translator: i'm so sorry to the family, my condolences to the family, it really hurts. >> we're asking to continue mr. sauceito's arraignment -- >> reporter: he's charged with two counts of murder along with auto theft, drug possession, and evading police. >> blowing through an intersection at 60 to 70 miles an hour, driving that fast when they know, as everybody would know, the driving through an intersection on a red light could result in a death, likely to result in the dead of another human being. >> reporter: sauceito's girlfriend told us he is a father of a little girl, nearly 2 years old. >> he loves his daughter. an officer called me and told me the only person he wants to talk to is his daughter. >> reporter: as they left court the cordoza family did not have much to say except to mourn the loss of their girls. on facebook the cordoza girls' uncle says camilla's organs are being donated to help four other children. witnesses stepped in and helped san francisco police capture a man wanted for attacking a store clerk. police released this video today showing the attack eight days ago in a store on turk street in the fillmore. witnesses were able to pull the man off the clerk and call police. they identified the suspect saying he began choking the store clerk for no apparent reason. police booked brian holtz of stockton on charges of aggravated assault on burglary. you'll hear from a homeless man who helped rescue the clerk on abc 7 news at 11:00 on channel 7. developing news in riverside county tonight. a skydiver was killed after hitting the roof of a house. first responders had to use the ladder of a fire truck to get onto the roof and bring the body down. a witness said it looked like the skydiver's main parachute did not open. this happened in perris about 4 1/2 miles from a big skydiving center. it's not known if the victim was associated with that center. california highway patrol officers say enough is enough. that's the heading on this chp facebook video showing a suspected drunk driver slamming into a stopped car and officers. the bay area chp is launching an immediate crackdown with all available staff patrolling freeways and looking for impaired drivers. in the past month, five officers have been hit by cars while dealing with motorists on the freeway. they include officer andrew cammalleri, killed on christmas eve while responding to a crash in hayward on interstate 880. officer martin linedway whose legs were broken as an suv slammed him as he worked a crash in concord. both incidents involved drivers being accused of bees under the influence. what's in a name? plungee when it comes to san francisco and the controversy pitting columbus day against a day to celebrate native americans. the clash goes before board of supervisors their recovery from the aftermath of north bay fires that burned half the buildings on campus. >> the people matter most. the schools, not the buildings. it's the people. and we were able to sustain our school. but is great to be together. >> reporter: more than 600 students in the same place for the first time in 15 weeks. >> i mean, this is our first really natural disaster that we experienced. and it definitely hit us in a way that we would never expect. >> not only did the school burn down, but one-sixth of the students here lost their homes in the fire. >> it's something i never thought would happen. but it did. you know. just got to deal with it. >> reporter: today vanessa, formerly of fountain grove, blended in. same for natty shea -- it was a lot in one day. really stressful. but i have my family, that's really all i need. >> reporter: surviving a firestorm, staying together. those lessons were never on the curriculum for this year at cardinal newman high school. they are now the lasting ones. the addition of more officers patrolling the golden gate bridge resulted in a record number of people saved from possibly taking their own lives. last year the bridge patrol team assisted 245 people on the bridge because they presented a suicide risk. that's 61 more people than in 2016. the span security detail numbers 36 officers, up five from last year. that number is larger than some marin county police departments. last year abc 7 news anchor natas natasha zuves did a story about two men who survived jumping off the bridge. we've posted it on our website abc7news.com. if you are considering going to monterey for beach comb organize kayaking, you may want to postpone. a massive raw sewage spill into monterey bay is keeping several county beaches closed. this after nearly 5 million gallons of raw sewage spilled into monterey bay. it came out of a county waste water managemet facility in marina. officials blame equipment failure. the public is advised to avoid contact with ocean water until friday. the monterey bay aquarium has tested the seawater flowing into its facility and found no contamina contaminants. >> nothing kills a good time like raw sewage. is quiet. we are tracking another storm system in the next 48 hours. behind this current system, temperatures were cool today. only managed to get into the mid-50s for afternoon highs. below normal for this time of year. we've cooled off into the 40s in a lot of spots. 46 in fairfield. 49 in san mateo. 45 in cloverdale. antioch a temperature of 49. so here's the call from accuweather. the next 12 hours we'll have that fog developing first through the delta, spilling into the bay. so fog will be dense in spots after midnight. it's going to linger around for the commute tomorrow morning. allow some extra time and cool spots certainly away from the coast with temperatures in the 30s. the winter jacket is certainly needed. take a look at your 12-hour planner on your tuesday. we'll have areas of dense fog early on. there's your cool temperatures inland starting out in the upper 30s. tomorrow it's a drier day. it's also going to be a warmer day compared to today. by 4:00, temperatures little bit more moisture and wind with it. this one will rank a 2, a moderate storm here on wednesday. light to moderate rain. and widespread, .5 to 1 inches of moisture with this system. along with rain, also rather breezy winds. at times 25 to perhaps 35 miles per hour. so future weather, we'll time this system out for you. start this off wednesday morning. the morning commute getting under way, 5:00. we're dry, we'll have the clouds on the increase, and likely the rain not going to start falling until the early afternoon. wednesday, 2:00, we have those showers first in the north bay. and this entire system will slowly sink to the south. it's likely in the afternoon we'll have those gusty winds nearing 35 miles per hour. the evening commute gets under way. it will be the best chance south of the golden gate. especially into the south bay. the system is a quick mover, it's out of here before the day is over on wednesday. it will bring snow to the sierra. a winter storm comes to personal privacy. also the growing concern over potential bombs hidden on passenger planes coming to the u.s. the growing frenzy over crypto currencies like bitcoin. you'll meet the people who are pr today is the first day california is issuing federal real i.d. cards. on october 1st, 2020, you'll need that card if you're flying. >> as melanie woodrow explains, the cards are not without controversy. >> reporter: for the first time today the california dmv is issuing federal real i.d. cards. beginning october 1st, 2020, driver's licenses and identification cards will need to be real i.d. compliant. for anyone boarding a domestic flight. >> it's the first day in the rollout. so far things are going pretty smoothly. >> reporter: u.s. passports, military i.d. cards, and other tsa-approved i.d.s will still be accepted at airports. the change is not welcomed by everyone. >> the main point of the real i.d. act is to threaten and intimidate states into participating in a national i.d. data base. >> reporter: for some there are privacy concerns about information that could be uploaded to that database. >> and probably could and would use that for immigration enforcement, witch hunting of people whose citizenship would be challenged. >> reporter: at the dmv, the focus was on making sure people know they can apply for a federal real i.d. card and how to go about doing it. you must apply in person. customers need to show proof of identity, proof of social security, and proof of residence. >> sort of a mad rush to make sure that i have all the different documents required in order to complete this. >> there's a lot of different documents needed. we made sure to bring backups of some of them, especially like social security information and the proof of residency. >> reporter: you will not need a federally compliant real i.d. to drive, apply for, or receive federal benefits, enter a tral facility that doesn't require i.d., or visit a hospital. >> there is a concern over bombs being placed in cargo on planes bound for the u.s. the tsa is demanding more advanced screenings from five countries in the middle east. abc news reporter pierre thomas has more. >> reporter: tonight, new concerns about terrorists determined to put bombs on planes headed to the united states. the tsa putting in place emergency regulations today based on "recent information" aimed at stopping terrorists from detonating a bomb in the cargo hold of commercial planes. airports in five middle eastern countries getting that extra scrutiny, including egypt, jordan, and saudi arabia. this hole blown through the side of a jet from a suspected laptop bomb smuggled onto the plane in somalia reminder of how creative the terrorists are becoming. the new tsa order in part as a result of a foiled plot to down a commercial plane uncovered in australia this past summer. >> we could well have had a catastrophic event in this country. >> reporter: diabolical plot, smuggling the bomb inside of a meat grinder. vice president mike pence is calling on the palestinians to come back to the negotiating table, but it looks at this point like a nonstarter. the vice president made the remarks in his address to the knesset in jerusalem. he gave the first indication of a time frame for moving the u.s. embassy from tel aviv. >> that united states embassy will open before the end of next year. >> moving the embassy to jerusalem is opposed by palestinian politicians, some of whom demonstrated in the knesset. palestinian president mahmoud abbas was speaking to european foreign ministers asking them to recognize palestine. palestinian leaders say the trump administration's decision to recognize jerusalem as the capital of israel shows america is no longer impartial in the region. president trump slapped a huge tariff on imported solar panels today. panels or parts shipped to the u.s. will have to pay a 30% tax. a u.s. solar industry group says american solar companies rely on foreign-made parts for 80% of their supply. that group is projecting tens of thousands of job losses. the tariff will gradually drop to 15% after four years. the cost for an average residential system will likely rise by about 3%. the president also put a tariff on foreign-made washing machines as well. former governor arnold schwarzenegger is taking on the trump
