highway 101 in santa clara. you do see mostly green. north 101 will be red chicklets but will be open from de la cruz and highway 87 up to lawrence. we'll talk you through your alternates. they are taking you north, kari. you have much better news as far as the forecast goes. it will be slightly warmer today as we begin a warming trend. as we head out to dublin and check out how the morning shapes up, we'll be in the upper 40s, a chilly start, and it makes it into the mid-70s as we go into early this afternoon and eventually reaching the low 80s. we'll see some spots reaching the mid-90s. more on that in the forecast coming up in a few minutes. breaking news to start off this morning. firefighters are still at the scene of a brush fire that briefly threatened homes in eastern contra costa county that started before 2:00 this morning. burned about five acres before firefighters got it under control. no word yet of a cause. now live to capitol hill where president trump is confirming the task force will be disbanded in the coming weeks. he's also standing by his position to reopen the country as soon as possible despite the risk of more deaths. this comes as government scientists speaking out on a whistle-blower complaint. let's check in with "today in the bay's" tracie potts live in washington. there's a lot going on. >> reporter: there is a lot happening. we'll tell you about the whistle-blower complaint but we begin with president trump's overnight interview with abc where he talked about the personal toll dealing with the coronavirus is taking and also the fact despite more than 70,000 deaths at this point. >> american medical workers who -- >> reporter: the coronavirus task force is disbanding, according to the vice president around the end of the month. >> we're now looking at a little bit of a different form and that form is safety. >> reporter: in an abc interview president trump acknowledged that reopening may lead to more deaths. >> it's possible there will be some because you won't be locked into an apartment or house. there is nobody -- i don't sleep at night thinking about it. >> reporter: do not account for mitigation. meantime a government scientist is speaking out in a whistle-blower complaint saying he was forced out because he resisted efforts to fund potentially dangerous drugs including hydroxychloroquine, frequently promoted by president trump. >> time after time i was pressured to ignore or dismiss expert or scientific recommendation and instead to award lucrative contracts based on political connection. in other words i was pressured to let politics and croneyism drive decisions. >> reporter: he's expected to testify before congress. >> we'll be eager to hear the testimony that is presented. the last thing we need is political interference into science. >> reporter: in a statement health and human services say they're deeply disappointed dr. bright has not shown up to the job he was re-assigned to. but his attorneys say that's because on medical leave, he's had health problems as a result of all of this. president trump is defending his decision to let dr. anthony fauci talk to republicans but not democrats. president trump says the democratic house committee that wants to have fauci testify, that they are full of trump haters, as he put it, and the testimony is a setup. live this morning, i'm tracie potts, "today in the bay." >> all right. always so much to follow. 5:05. a look at the latest numbers of covid-19. we are shy of 9,000 reported cases. now 328 deaths. we're getting a clear picture of what life will look like as shelter at home orders loosen from san francisco to drive-in movie theaters in san jose. that's where we find "today in the bay's" kris sanchez joining us this morning. going to get used to some changes coming up, kris? >> reporter: hi there, marcus. for a lot of folks these are welcome changes. the west wind drive-in theater but the bulk of other businesses will reopen. we're getting some new information tomorrow. and then the reopening starts on friday. small business owners are getting ready like the owner of this flower shop. retail can reopen starting friday with restrictions, of course, like social distancing and mask requirements. this morning on the "today" show talking about what the new normal will look like there. i need to make sure all the patrons are spaced out by six feet. you have this lineup to socially distance much like at a grocery store. >> reporter: there are some restrictions that could remain in this county because there's not a 30-day supply of ppe for health care workers they can use in event of a spike. contra costa county taking a wait-and-see approach. governor newsom will unveil the specifics for the plan tomorrow. it could be a confusing time for all of us but we will track all of that information and make sure you know it when we do. kris sanchez, "today in the bay." >> businesses in sacramento are itching to reopen. some places like flower shops are ramping up safety precautions just in time for mother's day. many nonessential stores have turned to curbside pickup to keep businesses going. workers at one sacramento shoe store plan to be flexible with customers but they plan to follow all of those safety precautions. >> we're going to be taking employee temperatures as they come in. we're going to require masks of all employees as well as customers entering the store. >> if all goes well the second phase may happen as soon as next week. another silicon valley city is considering its own requirements. they will vote on a new requirement for many visiting and nonessential business going outside. palo alto online says it comes amid concerns santa clara county is not going far enough. cupertino and milpitas issued similar requirements. leaders in two parts of the bay area plan to hold virtual town halls today to answer questions about the pandemic. one is in santa clara county. they will get under way at 6:00 tonight. also lafayette plans to hold its own event. the bay area is inching back to some kind of new reality with the reopening of a number of outdoor activities. the kayak rental in sausalito is open again after being shut down for six weeks and there are a sea of new rules like limiting the number of kayakers per hour, disinfecting equipment after each use and reservations available online only. owners say they're also monitoring this upcoming weekend. >> it will be reamly nice, it's mother's day. we don't want to create a scenario we'll get overrun. we're going to close early on saturday and sunday to preempt that. >> tennis is no match for the virus. only contra costa county is back in the swing of things. five more counties may allow it by friday. this is without the use of water coolers on benches. meteorologist kari hall has been tracking that. it has been nice enough to be out there, it really has been nice the last couple of days. >> we've seen a lot of people outside jogging and cycling, of course. those activities are fine as long as you're at a distance from other people. as we check out our temperature trend at 9:00 we're at 60 degrees. it will be a cool start to the morning. normally we're up to 72 degrees but we can see that trend reaching into the low 80s for today. as we take a look at our micro climates it will be warmer than yesterday for the inland valleys as we reach up to 85 in napa. 84 in morgan hill. a peak that will reach the top on friday. we'll talk more about that coming up. mike, you've been watching the roads with the traffic alert. what's new? claims. today adp, which prints and handles paychecks for so many companies around the d, will give us a sneak peek at the number on friday and we expect it's going to be pretty bad. to that you can add almost 2,000 jobs at san francisco's airbnb. very few people traveling, of course, that's left the staff with little to do. cutting a quarter of its employees. apple says its conference held in june will not go forward this year. this is another blow to the tourism and hotel industry. very few people expect anything to be back to normal by june. so this is a rather late decision by apple. we may be in lockdown but the laws will still apply and the state's attorney general says uber and lyft are not following the new law ab5. xavier becerra suing the ride sharing company, accusing them of ignoring a new law that requires them to classify drivers as employees and not contractors. the difference gives drivers more rights and privileges. uber for its part says now is the time to make it easier for people to work and not more difficult. elon musk said his workers need to get back to work. he's on the cusp of a huge payout. long before the virus he and his board worked out one of the most lucrative contracts in history. cnbc says musk has hit those targets to get a $706 million payout. now musk didn't create tesla but he certainly turned it into the most popular electric car company in the world. and, marcus, you may have seen this on twitter, musk and his girlfriend have given birth to a healthy baby boy. this is their first and musk's fifth. they have named the child, according to the mother, xae-12. it's not clear what they will be calling him for short but apparently that is the young man's name. >> my grandfather used to say come here, son. thanks, scott. it is national nurses week and many companies want to say thank you. now through may 10, subway will donate a 6 inch sandwich to health care workers with every order placed through post mates. nike is offering up to 20% off. not only is it national nurses week but the day is on the 12th. chipotle a offering up a free burrito but they have to sign up first. dunkin' donuts is throwing in a doughnut on the house. a new jersey artist working to personally thank essential workers. his time working out and volunteering with a special needs school. but since both are closed he actually decided to use his skills to bring smiles to others faces. a lot of people coming together working to make sure people smile during this difficult time. >> we've enjoyed some weather and it's been nice and sunny. warmer today. a couple days of some summer heat around the bay area. where we're starting this morning it's much warmer in santa rosa compared to yesterday at this time. as we look to the tri-valley, livermore at 47. we're in the mid-50s. some of these high temperatures today will be well above normal and we're usually in the low 70s in early may. normal is about 72 and in livermore looking at a high of 81. usually highs in the low 70s. you can see how that compares to what's normal for this time in may. a couple storm systems that intense area has been active for our friends. as we look at more high pressure that heat just gets much higher. it's moving to the east. as we go into the weekend another low dipping in. showers going into next tuesday so a lot of changes ahead. we'll see our temperatures really hot, peaking as we head to the end of the week reaching up to 94 degrees inland. much cooler on saturday and that cooling trend continues on mother's day. also watching for that chance of rain by next tuesday. heading out on the roads what's going on for drivers coming through the south bay? >> yeah, everything except the south bay is great. we will take you down there. unfortunately, my saddest part of reporting is talking about someone hit and killed on the freeway, just off the freeway or just before that. two right lanes closed. the coroner has been called to the scene. jammed up to santa moss expressway. the freeway north of lawrence or at lawrence you're just fine and you can take 237 over to the scene or 280 as traffic is light everywhere else. we're continuing to follow the report of a pedestrian that was hit in santa clara. slowing south 87 has cleared up and slowing 85 southbound. there may be a slower group of trucks moving through because i've seen those sensors change through that portion of the south bay with no reports of any problem. we do still have that construction, veteran boulevard and the overnight closure possibly until 8:00 and two boys, about 11 years old, were in a cross walk when they were struck by a car. two of the victims died at the scene. the other two died at the hospital. the driver stayed at the scene and is cooperating with investigators. new fallout in the photo sharing scandal tied to kobe brian's crash investigation. you may remember deputies were suspended because they shared unauthorized photos. a new bill seeks to make such a thing a crime punishable by up to one year in jail. first responders who violate the privacy of deceased victims. his wife left an emotional post on instagram yesterday. it was also her birthday. she says only a day before she found an envelope left behind from kobe that she waited to open. inside was a special personalized card. her post reads in part, missing the love of my life and my sweet mamacita. referring to their daughter gianna. supreme court justice ruth bader ginsburg is recovering in the hospital. doctors at johns hopkins are treating her for a gallbladder condition. the court says the 87-year-old ginsburg is still working. she plans to join other justices via phone to hear arguments. ginsburg has beaten back cancer four times. new legal ruling co state reports 326,000 cases and more than 25,000 deaths, but the curve there is flattening, and governor cuomo is considering reopening areas upstate after may 15th. in the meantime the new york city subway system is closed down for cleaning. every train and station is being cleaned to keep riders safe. the first time ever new york has experienced a planned subway system closure. amazing on 101. that's right. if you have to travel up through the silicon valley into sunnyvale we're looking at this problem northbound 101. we have your right two lanes closed so half the freeway is blocked. word of a pedestrian hit and killed in that area just by that off ramp. there's an investigation. the coroner has been called, and in my experience it takes about 90 minutes after that call happens at this early hour. i'm looking at 6:30 for the lanes to reopen. we'll take you to lawrence expressway. do allow extra time. the rest of the freeways are moving smoothly. you have changes in the weather as well. >> slightly warmer today but we do still have the cool start. over to concord and how our morning will shape up. mid-70s. as we go into the rest of the morning, sunshine into the mid-70s by early in the afternoon. as we look at our high temperatures we'll have some spots especially in some of our valleys reaching a degree or two warmer than yesterday. still not too bad. our temperatures will ramp up by tomorrow into friday. more on that and how hot it gets coming up in the full micro climate forecast. deputies are revealing details about a shooting of a woman they say shot at them with a rifle on main street and half moon bay. she later died from those injuries. south of the downtown area. they say the woman was impaired and refused the orders to drop her gun. her description is vegas they have not identified her. >> california is seeing its first drop in weekly deaths since the outbreak began according to numbers from the "l.a. times." coronavirus deaths last week fell nearly 10% statewide from 542 to 495. as we slowly reopen testing, testing, testing. bob redell joins us live with an update on new sites opening up. how close are we to the governor's goal of getting more tests to reopen the state? >> reporter: governor newsom has indicated we need to be testing between 60,000 and 80,000 a day. we're about halfway there. if you look at the latest numbers from the university of washington's institute for health metrics and evaluation, you can see according to the covid-19 website, california reported just over 32,000 new tests. that's at least 50% short of the governor's goal. it is 4.3% increase from the day before. the governor has a goal to add more than 80 community test sites statewide, one in fremont on your tv screen. two more sites coming online later this morning. one on white road and another on day road in gilroy. both will be running from 7:00 to 5:00. governor newsom will allow some businesses to reopen later this week, this as the state just reported its first week over week decline. in another positive development researchers at pfizer say a covid-19 vaccine could be available by september. the human trial for that vaccine is already launched. the vaccine will attempt to reprogram the virus and instruct our bodies to make proteins associated with the virus. reporting live, bob redell, "today in the bay." bob, thank you. tomorrow can't come fast enough for thousands of business owners when the governor unveils his blueprint on phase two of the reopening of some nonessential businesses. governor newsom focused on small businesses saying that he knows times are tough right now but he doesn't think reopening will look normal. >> we're not going back to normal. it's back to a new normal with adaptations and modifications until we get to a vaccine. >> some counties will be able to keim their own strict guidelines in place and some may follow through with their own new guidelines. we want to talk about three counties now openly defying california's shelter at home. the two now feeling the heat from the governor right here, yuba and sutter counties. the governor not so happy what they're doing here. they're allowing businesses like restaurants and hair salons to reopen this week. he is not saying the same thing about modoc county here. the reason for that is this is a remote area with a population of under 9,000. new numbers illustrating how dire the jobless situation is in california right now. governor newsom says the state has dispersed more than $10 billion in unemployment insurance since march 15th who are self-employed. the governor says he plans to include more protections for those workers. agreement must be reached by june 15th. struggling palo alto small businesses may be in line for some financial help from the city itself. councilmembers this week approved grants of up to $10,000 to be handed out to a lottery system. the city launched with half a million in city funds but corporations and individuals can contribute. new for you that morning the dmv now plans to reopen its offices as soon as this month, but under new restrictions. the opening will roll out in phases, of course. "the sacramento bee" reporting that appointment only services will be the first priority. workers will be required to wear protection. the dmv rolling out new service that is can be completed online and we're talking about title transfers and registration renewals. good news for you this morning out of el camino hospital. >> that's right. so we want to see if you notice anything different at all about ls alongside. in the cafeteria. they are using supply chain connections to try to help save their workers a trip to the store. >> they can find toilet paper, paper towels, the coveted cup of noodles, which i guess is something very important to people in their households right now, and they have an easy time finding those things. we're doing produce, a variety of produce items. eggs, milk, butter -- pretty much anything tt people ask us if we can g to get it. >> the one item even the hospital couldn't nail down, sanitizing wipes. i keep looking and asking. i have a supply but it's dwindling. >> it's cool to see they have the toilet paper and paper towels because i have been to the store the last three times and i have yet to find paper towels. >> really? i'll talk more about that, at least we are still seeing mostly clear sky and temperatures that are starting out in the mid-50s. we'll see it warming up as we go into today and our trend is looking like whatever outdoor activities you're doing riding your bike or going for a run, probably do that early in the day before it really starts to warm up. some of our inland spots reaching the upper 80s today. we'll talk about when it hits the mid-90s coming up in the forecast. mike, you've been watching that traffic alert in the south bay. >> i have, kari. the bad news we have is someone has died as a result of the crash in santa clara early in the morning so northbound 101 has two lanes blocked and this cause as big backup. there's been another fender-bender. so that will be an issue out of san jose. north of there you're okay if you jump on at lawrence, no problem. the rest of the bay you have green sensors. we do have the rest of the major freeways showing green. the quarantine outside this area may have other places looking pink. check this out. time magazine tweet this had video of over 100,000 flamingos. later on it shows a bigger shot just off the coast in india. scientists think the lockdown there may have made things more peaceful for the wild live so they're looking at a 25% higher group of lawn ornaments -- i mean flamingos, than usual. from the philippines, the waters are filled with tomato jellyfish. these are jellyfish swarming off the coast. the website talks about that and how, again, the quieter environment may make these ce u to the top for tomatoes. >> i was trying to get closer to the monitor we have to see them. wow. >> isn't that amazing, though, you see wildlife come out, our air clearer? there are some positives, some silver lines we can find in this, too. >> thanks, mike. 5:41 this morning. reopening. still ahead here on "today in the bay," the california beaches that are now giving the green light and starting to allow visitors again. but some states are reopening even before they hit the target on the disease and the dangers that's going to bring. plus, the nfl already coming up with a ticketing game plan for the 2020 season as we wait to learn the season schedule. but first -- ♪ you know the music. we've been playing it often because we are celebrating bay area graduates who are going without an official ceremony this year. this is our last week for our great grads segment. we want to say a special congratulations to these high school students. good for you. you did it. we want to thank everyone who sent in pictures of graduates and, again, congratulations to all of you. we're behind you. you're watching "today in the bay." -hi! ♪ ♪ ♪ ♪ they're our neighbors. and they're our friends. they are forever our heroes, too. at prudential, we're fortunate to know and serve them. and we're grateful to the heroic men and women working on the front line to move our nation forward. to all the heroes, we thank you. right now at 5:45 we are starting out with a nice, cool morning in cupertino. low 80s by today and gets even hotter tomorrow. i'll have more on the forecast coming up in a few minutes. 5:45 this morning. new overnight chp investigating what cause add deadly crash in san leandro at about 1:00 this morning when a car crashed into the rocks. sadly one person died. another is now in the hospital. there's no word on that second person's condition. and it is wildfire prevention week and happening today people in the north bay have a chance to learn what pg&e is doing to prevent the fires. the utility is holding an online event for customers in sonoma and napa counties. it plans to cover planned power shutoffs and the impact on communities. one family is celebrating finally going back to their home after they were involved in that butte county wildfire. greg and teresa vincent lost everything during the 2018 fire. they were living in an rv but their luck has certainly changed thanks to the help of a nonprofit they were welcomed back to live in one of 39 new affordable homes built in paradise. >> never seen this much excitement about one homecoming into a community and it's a lot of fun and today is all about the vincents. >> the vincents will be able to move into their new home in just a couple weeks. southern californians will have more access to more coastline. most city run beaches got the green light to reopen under certain limitations. supervisors have agreed to draft plans to reopen county beaches. so far beaches are allowed to reopen for walking, jogging, even swimming, but not sunbathing. president trump continues to urge america to reopen for business. >> sometimes, scott mcgrew, faster than the recommendations he actually made. that's right. the white house sent out a series of steps that states should reach, a series of goals. some have reached the goals but others are opening without it, things like declining death, that kind of thing. the white house this morning talking about disbanding the coronavirus task force, all of the things that may give you an impression we're putting the disease behind us, but the data does not support that. here is the president. >> well, because we can't keep our country closed for the next five years. you can say there might be a recurrence and there might be. most doctors or some say it will happen and it will be a flame and we're going to put the flame out. >> the president is using the word recurrence but we're still in the middle of the occurrence. yesterday 29,000 americans were diagnosed with covid-19 for the first time. more accusations about why america ticontinues to fall behd in testing per capita.
