Youve been there all day and this evening as well. Reporter most likely throughout the week, i spoke to the spokesperson, he cant recall the last time a cruise has ever docked here at the port of oakland, but here she is, the grand princess arriving today around noon. This is a cruise ship that has been out at sea for several days waiting for the signal to dock filled with passengers just itching to get out, and now is when were going to see this logistical behemoth go into overdrive. Federal, state and county officials are working together to get all those passengers transported to a safe facility where they can be quarantined. The port of oakland was never on the itinerary for the roughly 2,300 passengers aboard the grand princess cruise ship, but just listen to the cheers that broke out when they got closer to the iconic cargo cranes of the oakland seaport around noon today. Thank you oh, its beautiful. It never looked quite so good. He says he cant wait to breathe in fresh air and stretch his legs, but hell have to be patient. A spokesperson for the States Office of Emergency Services says the disem bank occasion process will take several days. Families with children will also be able to get out quickly. Sky ranger flew over a fleet of ambulances as well as tents set up where medical staff in protective gear will screen all the passengers. Next in line to get out, all the 900plus passengers from california. Some will be bussed to Travis Air Force base. Others will be flown to a base in san diego where they will all be tested for the virus and isolated for 14 days. Its going to be a bit frustrating to be so close to home. Im sure theyll take care of us. Next group to get off, all the other americans flown out of oakland. They will spend their quarantine period at bases in georgia and texas. All were greeted by a few curious onlookers trying to offer a little encouragement. Back out here live, you are looking at live images of those chartered buses. They are lined up just outside of the cruise ship waiting to get those passengers out, and judging from the images from our sky ranger, it appears people are being split by their nationalities, americans on one side, canadians on another. Its been a very fluid situation with things changing by the hour. You can just imagine these passengers are exhausted. Theyve had cabin fever for a while. We are on deck seven on the grand princess. Stay back where you are. And we are quarantined. We will be disembarking soon headed to Travis Air Force base. We will be quarantined for 14 days for the coronavirus. Luckily neither mom nor dad nor any of the kids have so far shown any symptoms of the virus. A long process for them. Were awaiting words about the first coronavirus death here in the bay area. We mentioned the victim, a woman in her 60s died at El Camino Hospital in mountain view. She had been sick for a few weeks. Lets take a look at all the cases in the bay area, marin county has its first confirmed case, but Santa Clara County still the big trouble spot here. Nbc bay areas Damian Trujillo joins us in san jose this evening with the latest in this first death, damian. Reporter yeah, there was supposed to be an update about 6 00 today, raj, they since switched that to 7 00. Its a fluid situation also here at the Emergency Operation center, which also serves as a Sheriffs Office in Santa Clara County. They made the announcement just before noon today about this first fatality in this area. Again, the victim was a woman in her 60s. She was a third patient diagnosed with covid19 in Santa Clara County, but she was the first in the county not to have traveled to affected countries nor did she make contact with anyone who traveled to those areas, meaning she contracted covid19 in the community. And its those Community Transmission cases that worry Public Health officials. Thats because they cant pinpoint exactly where or how the patient contracted covid19. I called the Coroners Office this afternoon to see if they released the name of the patient. They told me the department of Public Health would be doing that from here on out. The director of Public Health said today in a statement, we are facing a historic Public Health challenge, and this is a difficult time for the entire county. Again, were waiting for word from the Public Health officials. I saw the interim director of the Emergency Operations center walk into the Sheriffs Office around 4 00. They gave us a 6 00 time frame forthem to come out. Now theyre saying its going to be closer to 7 00. Thats the latest here in san jose, im Damian Trujillo nbc bay area news. We will be following that News Conference a bit later. Among the many events and conferences being canceled, Tony Robinson is out. Downtown san jose where the motivational speaker was scheduled to hold an event on thursday. Tony robins postponed that event. About 12,000 people were scheduled to attend. His Organization Says its working on finding a new date. With coronavirus cases ramping up in the bay area, ridership on Public Transit is dwindling. As you might expect, b. A. R. T. And muni are now trying to reassure riders theyre doing all they can to stop the spread. Riders used to dealing with dirty trains and buses before the outbreak arent buying it. Sonja shin is live for us. Reporter b. A. R. T. Saw an 8 drop in ridership last week. Each one of them is doing more to clean the trains and the stations, but thats been little comfort to many riders. Its kind of scary. I saw someone like wiping, you know, the partition, but thats it. So its like very unsafe. Reporter b. A. R. T. And muni on their busiest days are responsible for moving hundreds of thousands of riders around the bay. Both say theyve stepped up cleaning and disinfecting to try and stem the potential risk of exposing riders to coronavirus, but many riders say it doesnt feel like enough. Theres still more we could do. They could let us know that, you know, when youre shutting down the train at 12 00, what are you doing . Are you disinfecting it . Are you just washing it down to do the normal things . Reporter a b. A. R. T. Spokesperson told nbc bay area news theyve gone from cleaning and disinfecting trains once at the end of the night to about every hour at the end of every train run, and stations are being cleaned with hospital grade disinfectant as often as possible. But i dont see a second person, so i dont know, but you know, they should clean more. Especially like going to international airport. Reporter its a similar story at muni where vehicle and station railings, hand are also cleaned about every four hours. Live in San Francisco, sonja shin nbc bay area news. A local couple quarantined on the grand princess says airbnb refused to refund their upcoming stay even though the coronavirus outbreak does fall within airbnb isnt taking the situation seriously. Airbnb says its support teams are swamped in light of the covid19 quarantines. The passengers family says though that may be the case, it seems airbnb isnt consistently following its own refund policies on disease outbreaks. The couples niece who was not on the cruise booked an airbnb in barcelona for the next leg of their vacation, but her aunt and uncle will now be quarantined somewhere for another 14 days, so she canceled the airbnb but says the San Franciscobased Company Refused to give her a full refund without an official document from the cruise line with their names on it confirming the quarantine and the length of it. According to airbnb policy no documentation is required for a refund when its the result of a disease outbreak. She says she was disappointed in airbnbs spons. You talk to a claim handler and cannot feel listened to, let alone the claims person never responded to say im sorry this is happening. You know, even the host was apoll jet skpik wa apologetic and wanted to start with that. And after we reached out, airbnb issued a full refund saying this case did, in fact, fall under their extenuating circumstances policy. They apologized for the delay calling it a mixup. Weve been watching the passengers get off the ship in groups for several hours now. We have heard from one passenger who reached out to under the us that all the tickets have been given out for passengers who will disembark today. Passengers got off, originally the first ones diagnosed with the coronavirus, and then passengers with children, and the next group of passengers to get off will be california residents who will then be taken to Travis Air Force base. You can see some of those medical workers in their full gear, protective gear. Theyve been going through looking at patients. This is live right now. They say these activities will subside at nightfall because no more patients can be seen in the dark, and no more people will be taken off the ship. You can see here right now, theres a couple getting a little closer to that medical personnel there. Theyve come out of that tent, and theyre being given some sort of paperwork, which will then presumably it tells them exactly what their next location for quarantine is supposed to be, whether theyre going to be in california, at one of the bases here, or whether they have to be sent someplace else. Well continue to monitor the situation. Again, another group will start tomorrow going through the same process until all the passengers have been taken out of the ship. A moment earlier from today, new video from the passengers on the same ship as it actually traveled under the Golden Gate Bridge this morning. Some of the people on board couldnt help but cheer. She also has a message for the bay area. I hope that the hate on social media stops. Were coming into the port of oakland for help and to be rescued, not to infect a city. Now, denise told us shes been on vacation since february 21st and at sea for the past nine days since leaving hawaii. Has the state of california been caught flat footed in its response to this crisis. Weve learned nearly the entire batch of those protective facemasks so old the feds wont let doctors and nurses wear them. Lets bring in our Investigative Reporter Jaxon Van Derbeken. How many masks are we talking about here . Theres 21 million of these masks. Theyre called n95 masks because they filter out 95 of the particles that can get people infected, including the doctors, and these are just simply too old. I think most people dont know theres an expiration on these masks. What happens if a mask is too old . Do you have to chuck them away, or can they be reused at all . Well, the mask itself isnt the problem. Its this elastic band. It can get brittle ask snap. Because doctors use them all the time, the idea is to keep them from using these older masks and limit them to lower priority uses. So its the band thats the issue. 21 million expired masks. What happens now . Well, whats going on now is they distribute these masks out, but theyre telling people only use them as a last resort in the medical try to limit the demand for the real masks that arent expired so doctors have them available when they need them. If i have a mask, is there a little date like a milk carton that tells you its expired or still valid . Its on the carton. Its not on the mask itself. Its typically on the carton and usually the expiration is about three to five years from when it was made, so theres obviously a question for how long these could remain in store. Now, one more point to make is that the state says that its storing these in such a way that the elastic is preserved, but the fed so far arent willing to let these be used in medical situations. There is not a single case of the coronavirus on the uc berkeley campus, but administrators decided to take a proactive step anyway. Cal suspended most inperson classes. It will last through spring break which ends march 29th. All campus events involving groups of more than 150 people will be canceled or postponed. Last week stanford became the First University in the state to cancel classes. The order will stay in place for two more weeks this quarter. Stanford canceled its april weekend visit for newly admitted students. Uc davised announ uc. Every hour were getting new developments with all of this. I know, because a lot of people have severe colds l, flu like symptoms, theyre very similar. Body aches, fever, those are all symptoms of the coronavirus. What should you do if you think you may have it . For starters just dont panic. The majority of the cases of the coronavirus are mild and actually people recover. Symptoms are not that severe. Then call your doctor, dont go in. Most of the time all you need is advice on how to treat your symptoms at home, and you dont want to expose others if you do have the virus by going into the doctors office. Your doctor will let you know if you need to go to urgent care or the hospital. There are precautions or steps to take so you dont contaminate others. The president s task force today reiterated people at most getting risk of seriously ill or need hospitalization are the elderly and or people with underlying medical conditionsmeconditions. The average death for those dying from the virus is 80 years old. There are a lot of myths circulating on facebook, whatsapp, twitter, the World Health Organization and other medical expert says they are false. One out of taiwan thats gone viral, you should check yourself every morning. If you can hold your breath for ten seconds, you dont have the coronavirus, that is false. If you drink garlic water, hot garlic water, it will kill the virus. That is also false. Were seeing something circulating that Drinking Water every 15 minutes will flush the virus out of your mouth. As we mauove through tomorrow morning, there is slight chance, 11 30 we could see spotty showers moving up to the peninsula and the south bay, and we keep that chance of maybe some scattered showers here into 5 30 tomorrow. I think its overdoing it just a little bit, but just know as we head through tomorrows forecast to expect the possibility of some spotty showers. Now, with that weather system to the south, thats going to help to pull up warmer air from the south. Temperatures go warmer tomorrow. More than three years after his body was found in a shallow grave at sonoma state university, a break in the murder of curt kimberly. Sheriffs investigators have arrested 20yearold daniel carrillo. He was arrested as he was being moved from California Youth Authority in stockton to Sonoma County in a separate case. Kimberlys body was found back in november of 2016. He had been stabbed multiple times. At this point we dont know what the motive or even if the men knew each other. Cracking down on side shows in contra costa county, several Law Enforcement agencies came together to break up several side shows on saturday. This was a live look now from our nbc bay area sky ranger. What happens next . Well, its the long process of unloading and processing all the people. That process is underway. Weve been seeing it unfold for the last several hours now. This could take up to three days just to get the 2,000 passengers and about 1,000 crew members off of this ship. And a crew from all around the world and passengers are on the ship, so getting them to their spot of quarantine, its going to be a lot of people and a lot of paperwork and a lot of logistics here. A number of them will be flown out of oakland, international, and that is causing some concern for other travelers who are afraid of being exposed to the virus. Marianne favro joins us live from the airport. Theyre supposed to run this operation so theres no interaction between those crew ship passengers and just regular passengers at the airport. Absolutely. In fact, were about two miles away from the main terminal, so there will be no interaction between the Cruise Ship Passengers and people who are flying out of Oakland International. Now, this is a very busy scene right now. Just in the last hour we saw this calita airplane pull up here at Oakland International. They pulled up and they put up a ramp right next to it, and weve been watching as theyve been fueling up the plane and also loading up a lot of supplies. We dont know exactly which passengers are expected to board this plane, but we do know this same airline has been used to transport Cruise Ship Passengers to Travis Air Force base in the past skps past, and weve learned that two buses are now on their way with crew ship passengers here in Oakland International. Again, let me be very clear that this north field of the airport is nowhere near the main terminal. Still, some passengers we talked with today do have concerns. Reporter at Oakland International today, carryon gear included masks for some passengers while many fliers say they know the Cruise Ship Passengers from grand princess will not be mingling with them in the main terminal, they still have concerns. I actually want to know why they picked oakland because there are a bunch of other ports. I would really like for someone to tell us why they sent it here to ek oakland. The people have to get off that ship. Theres no two ways about it. Yeah, im glad this area is welcoming them, and theyll im sure theyre doing everything they can to keep them separated. Reporter this area in the airports north field, about two miles from the main terminal is where some Cruise Ship Passengers are expected to board a 737 to head to a military base in texas or an air force base in georgia. Its also where some International Cruisers will pick up a ride to their home countries. Some passengers tell us a group of canadians will leave tonight. After meeting with the Coronavirus Task force, he announced a possible payroll tax cut to help businesses and protections for hourly workers worried about missing a paycheck if they have to selfisolate. Going to be working with companies and small companies, large companies, a lot of companies so that they dont get penalized for something thats not their fault. With more than 60 people in 33 states and washington, d. C. Testing positive for the virus, there have been discussions on whether to close the capital. Speaker nancy pelosi advised precaution and prevention, but not panic. Financial markets around the world took another nodse dive. The dow jones experienced its worst point drop ever down more than 2,000 points. The drop after the opening bell was so drastic, wall street halted trading for about 15 minutes. Investors are also concerned about a possible oil war between saudi arabia and russia. President trump did say he would meet with wall street executives on wednesday. Many of our local Companies Taking a big hit. Apple losing 100 billion in value. Microsoft, 84 billion in value. Microsoft has a big campus in the bay area. Google or alphabet, which is googles Parent Company says they lost 60 billion. Amazon and facebook also lost billions of dollars in value. Our political analyst Larry Gerston is with us. Health and politics, this is intertwined whether you like it or not. Regardless of what the president has done if hes made missteps so far, can he change that tone tomorrow, the next day and so forth . Theres still a lot of time left in this. This president has been known for being pretty consistent whatever he does. What we really have here is a test of leadership. Leadership is most important in the case of crisis. If you dont have a crisis it doesnt really matter. People go along with what they normally do. Lives can change, everything in front of them can change, and thats when the president has to be forthright, tell it like it is. Do not hide anything. Do not deceive, and thats when look, its Something Like the whole idea of like having a Fire Department. We dont use the Fire Department very often, but when you need it, you better have it, right . And thats how it works in the case of being prepared for a crisis. So there has been a lot of criticism of president trumps handling of this from misinformation to not really giving it the weight that he should, and not really being forthcoming and that that has really damaged the markets and damaged the confidence of the country. Yeah, the market gets into this, too, because markets need certainty. We need to know where were going economically, and when the economy goes into a tail spin and your not even sure why and how long, thats when the markets plummet, you know. We see more than 5 trillion now in losses on everyones 401 k and what have you. You can imagine what that does to a society economically. In terms of the president misleading people, hes done some things that have left people scratching their heads. For example, he said the disease would be gone in a matter of days. He said anyobody who wants to gt a test can get one. He said its a simple matter of people going to work if they feel pretty much okay, and dont worry about whats around you. All of these things the cdc and others have just gone crazy over because these things are not true, and thats what leads people to worry and thats what gets us back into that area of great uncertainty. Nothing is more important to our lives than our health, and with uncertainty impinges on your health, youve got a problem. Hes a tactician. He wants to win this next election. Will he do enough in the next several weeks to turn it around . Its an interesting question. This came up in Foreign Affairs quarterly last january. The president has cut funds tremendously for even the cdc, for the health care budget, for the National Security council doing things abroad in order to watch health care crises there. All of these areas that we need hes cut on and recommended more cuts in the next budget, so first thing hes got to do is think back over those cuts. The next thing hes got to do is think what can he do to assure people, tell them the trauth. Were not going to have kits until x, y, or z. You cant go fly, a big argument happened between the executive branch and cdc over whether people should be warned about flying, especially people over 60 years of age. You have to get on the same page, and you have to be truthful, and thats what the president has to do, and thats a hard thing for him to do in times like this that threaten his survival. Orange county opened 200 bed shelter built in 28 days. Oaklands keep oakland housing program, blocked 2,000 families from being evicted. All say a more statewide situation is critical. We know that we need housing. We know we need more affordable housing. We know we need protections. We know we need temporary housing. We also know that we need political will. All the mayors agree they need a regular stream of funding to pay for their various strategies. The goal of todays meeting with the governor is to figure out how much they need. We have some breaking news now, san jose state has now canceled its classes. All three of the bay areas biggest universities have now canceled classes. The president of san jose state says all classes are now suspended through this friday, and then beginning next week, most classes will resume online. It will stay that way until the end of the month as the states decision comes after days of pressure including a student petition calling for the universitys closure. As we mentioned earlier in this newscast, stanford and uc berkeley have also suspended inperson classes. Some companies are selling products that claim to treat or ward off coronavirus. The federal government told several of them their sales pitches went too far. All right, so the food and Drug Administration is the one that took note of all of this. Let me show you some of the products theyre talking about here. There are teas and herbs and drops and such. The thing is, federal regulators say theres absolutely no evidence any of these things work with coronavirus. One of those warning letters that the fda sent out today was to televangelist gjim baker. His tv show is selling a product called silver solution and claiming it can stop coronavirus. Youre saying that silver solution would be effective. Lets say it hasnt been tested on this strain of the coronavirus, but its been tested on other strains of the coronavirus and has been able to eliminate it within 12 hours. The fda told baker hes selling unapproved new drugs in violation of federal law. We reached out to bakers producers as well as the doctor who you just saw on that show. We did not receive a response from either of them. Scientists are feverishly working on coronavirus treatments, real ones, but nothing beyond treating flulike symptoms is available or approved just yet. Todays fda advisory makes that perfectly clear. It says there currently are no vaccines, pills, potions, lotions, lozenges or other prescriptions or over the counter products available to treat or cure coronavirus 2019. While the coronavirus is disappointing some south Bay High School students, forcing the cancellation of their weekend trip to disney land, the students at the choir at cuperti cupertinos homestead high booked to perfect at disney but the school opted out of participating because of the virus concerns. Choir members were to travel by bus. The Fremont Union High School District is working to get the students money refunded. Most districts around the bay area have canceled their extracurricular activities. Jeff ranieri joining us again talking about the weather changes happening. Rainfall chances are coming back as we head through the next seven days. Were going to go ahead and detail that for you as we head into our micro climate forecast. We are looking at a storm system offshore, and weve been telling you that this would develop for days now, and the problem with this right now is it looks like the heaviest rainfall is going to be headed towards southern california, so away from us, but there is still the possibility of a few spotty showers in the forecast, and as youll be able to see in that scrolling sevenday forecast, we have an increasing chance as well by this weekend. In fact, some major changes coming our way for that upcoming weekend. Theres the center of the storm system offshore. You can see the counterclockwise spin around the center of low pressure. Thats helping to pull up some moisture towards los angeles. Also into san diego, but we might actually get a few of these bands moving up here into the bay area. A closer view shows high clouds cover for us right now, and even by 11 00 tonight, the bulk of the activity continues to remain to the south as i just mentioned. We could see a little bit of this spinup by tomorrow morning down towards the south bay, also the peninsula, and well keep that chance here as we head into tomorrow evening. I think this is overdoing it a little bit. As ive been mentioning, just be ready for the chance of scattered showers tomorrow and youll be good to go. Youll be ahead of the game. Okay . As we move into tomorrow morning, temperatures in the upper 40s and also low 50s. We got a mix of some sun, ask also clouds coming in. 47 in the east bay, 49 in San Francisco and the north bay at 47. With that storm system off to the south, its also going to help to bring up warmer air from the south. So were going back into the 70s tomorrow. So might feel kind of strange outside with some of this high cloud cover moving in, and also these milder temperatures. Low 70s East San Jose over to lo lo los gatos. 67 in san mateo, 70 in palo alto, 58 in the mission skprgs for the north bay, 73 in napa, and a lot of changes coming in my sevenday forecast. I want to spend some time on it. Pull up a chair, get comfortable. Hopefully youre already steeea and focus in on what were looking at. Tomorrow a 55 chance of spotty showers. By wednesday a 50 chance. Not locked in for big rain the next two days. Were dry thursday, friday. Then by saturday notice in San Francisco down to a colder 55. A chance for some showers in the evening. The better bet of measurable rainfall this week coming as we hit sunday. 5 100 of an inch to a quarter inch at this point. Low snow could go down as low as 2,000 feet on sunday. Our local mountains could get some snow on sunday and a lingering shower into monday. Inland valley temperatures from the 70s during the workweek down to the 50s this weekend with that chance of some rain and a big warning if youre headed up to the sierra, i dont want you to get caught offguard. Severe snow possible on sunday, maybe one to three feet possible in one single day. That is good news to help us out with the drought, but dangerous if youre headed that way, its going to be very treacherous. Well continue to track that as we get closer. Major league baseball, the nhl, nba and Major League Soccer will now ban the media from their locker rooms. The decision was made after the leagues consulted with Infectious Disease and Public Health experts. Heres the deal now, reporters will have access to players and coaches in designated locations outside of the locker rooms. However, players must remain at least six feet from reporters. Lets also check in one more time at the port of oakland where thousands of passengers and crew members are getting off that cruise ship that docked a few hours ago. Nbc bay areas melissa colorado has been at the port all day. This is the grand princess cruise ship. Theyve been doing their hours long process of passengers leaving the ship. Are they done for the day or is it still going on . Reporter no, this is still going on. Were hearing from some passengers still aboard the grand princess. Theyve got their luggage ready. Theyre packed. Theyre ready to go. They dont know if todays the day theyre going to be leaving. Thats because the screening process is so methodical. I wanted to direct your attention to all of that activity right next to the cruise ship. You can see a line of ambulances, a line of chartered buses ready to go. Weve also had new video that just came into the newsroom. My colleague cheryl hurd says she saw two buses lever tave tht of oakland. The driver was wearing a macsk and protective gear. State officials have told us buses were charted to get some of the passengers out to Travis Air Force base in fairfield for that 14day quarantine period. We also have video of chp officers escorting the buses out of the port of oakland. Clearly this is an all hands on deck situation with multiple california agencies playing a role here. Someone else we saw here at the port of oakland, mayor libby schaaf. During a press conference she assured the people of oakland they would not be exposed to these passengers. So clearly this is an all hands on deck situation, the federal, state, the county, and local officials trying to figure out the logistics to get all of these two passengers safely out of the cruise ship.
