place to call home just is impossible for thousands of people who are falling into homelessness. one stepping-stone to help them is the so-called navigation centers. we talked with one woman who's made it inside a navigation center, and she's wondering what's next. jean elle reports the housing crisis is making it harder for the homeless to navigate out of those centers. >> i've just went from the shelter into the navigation center. >> this navigation center at 5th and bryant is home for 63-year-old jen crist. she says her plight started with a knee injury that left without a job, broke, evicted and then a couch surfer with no place to call home. >> you know, you can't pay rent, and good-bye. disorienting. you know, it's like you're used to being able to do what you want to do when you want to do grateful to be out of a much larger homeless center in a place where there's help handling complicated paperwork for financial aid and housing, but she is ready for her own place where she can get back on her feet. >> we're still discussing the possibility of a knee replacement versus knee fusion type stuff. >> reporter: we asked the department of homelessness in support of housing about the wait. >> the housing crisis makes all hoff this harder. >> reporter: crist and thousands of others begin their path towards housing at shelters and navigation center with the goal of moving into city funded housing or subsidized limited. >> that will help people who were formerly homeless get a great and safe and affordable place to call home. >> reporter: for mayor london breed creating new options is a priority. she w more than 8,000 people living on the street, the city can't build its way out of this crisis. on top of that there is less financial assistance available. >> a subsidy, and we don't have enough of those to go around. when we have the resources, we can find apartments. >> while the city works to expand services at all levels, people like crist wait. >> no different than everybody else, you know, it's just something kind of derailed and that can happen to anybody at any time. >> reporter: jean elle, nbc bay area news. >> getting back to really our top story, the wind. it's better than it was. it's not going, right? >> the concern i guess from here on out for the north and east bay hills from some of the trees that had damage from the stronger winds today will be impacted by gusty conditions around the higher hill tops into tuesday morning as you're about to see in our futurecast going hour-by-hour. right now we can show you all these pretty views around the bay because the winds are behaving. 58 degrees, you see the water there across bay bridge, underneath it, it was white caps all afternoon. the wind blowing it all over the place. so things have calmed down considerably, at least bayside. 15 miles per hour winds out of the northeast closer to san francisco. san jose gusty earlier. you may encounter some branches or not roads as you drive into work tomorrow morning. 55 degrees, wind speed down to ten miles an hour. regionally speaking, contra costa. six miles per hour near dublin win sheltered valleys may er try to get in the upper 30s to 40s to start. i think there will be enough wind mixing in milder air to the lower elevations that will probably start the day mostly in the 40s. check out the highs tomorrow, actually kind of warm out there, especially when you consider it shouldn't be as windy around places like san jose. highs in the upper 60s. 70s closer to santa rosa and mid-60s from san francisco to oakland. let's break down the timing: the two expiration dates for the wind advisory, which has been extended inland. 7:00 a.m., coast, peninsula, the inland east bay valleys and santa cruz mountains. those wind advisories will go away. it may impact the first part of your morning commute, ongoing issuin issue s, north bay hills, same areas that saw the stronger winds: higher hill tops of the north bay. your wind advisories will continue through 11:00 a.m. on tuesday. you kind of see the pattern setting up here. notice for the morning, most of the gusts confined to the higher hills into monday night and tuesday, we're still seeing a few areas along the diablo range and maybe closer to half moon bay seeing those breezy tuesda a lot better, obviously, as the wind speeds start to calm down. unfortunately it would be nice if we could get some rain in here, instead of these inland tracking systems. you can see that steep pressure gradient built between high pressure to the west and low and southern california. that kicks out by tuesday. wind speeds come down, but that blocking high is going to take a lot of the punch out of any incoming storm that tries to drop rain. the best chance might be right there on sunday, but as you're about to see, these rain totals don't look all that good. maybe we get a few showers saturday night into sunday. that map, by the way, out to the 17th should have three to four inches of rain on it. it clearly doesn't. that one chance of showers early next sunday is about it. as we see temperatures actually warming up the next two days, a few 70s will be possible. in fact, we could still see 70s through about wednesday and cooling as we head towards next weekend as we unfortunately will be talking about more wind as opposed to rain totals.
