The man arrested after this wild and frightening ride through San Franciscos Castro District made his first Court Appearance. It all started when 70yearold kenneth rotters minivan jumped the curb and rolled down the sidewalk for more than a block. Nbc bay areas Christie Smith has more. Reporter it is a breech Court Appearance this afternoon, with a public defender describing a potential problem with the brakes on the minivan, while prosecutors describe what they call an attempt to flee. Cellphone video shows a portion of the chaos as the minivan rolled down the sidewalk this weekend and sent people scattering. Were lucky nobody got hurt. Reporter at this deli on castro street, theyre open, but boarded up after the frightening incident. His son was behind the register when the minivan hit the window. We should consider that people like this should be not driving in the first place. Reporter he says the repair will cost thousands of dollars. It cost me a lot of money, a lot of my business. Reporter 70yearold kenneth rotter, identified by police as a transient, entered a not guilty plea today. Charges include seven counts of assault with a Deadly Weapon, vandalism, and dui. Police say he stated he had trouble with the brakes but also saying he backed up. Any time you have an assault with a Deadly Weapon case involving a vehicle, youre going to bring all of that in court. And the movement of the car is going to be important to prove or disprove a particular case. What it comes down to is no one was hurt. It appears he was trying to avoid hitting anyone. And i dont believe that he had any intent to hit anybody. Reporter were told that investigators are still trying to locate victims in this incident, that is, people who had to jump out of the way of that vehicle. Today, bail was set at 100,000. A man found on fire in a San Francisco alley has died. A woman in San Francisco spotted the man on fire yesterday near the 24th Street Mission b. A. R. T. Station. She ran to a nearby coffee shop and asked them to call 911. She grabbed a bucket of water and dumped it on the man. Police are calling it a suspicious death. Theyre asking for anyone who has helpful information or Surveillance Video to please come forward. A story Getting International headlines, back in court and being told to stay away. A judge in the child torture case in Southern California ordered the parents to stay away from their 13 children. David and Louise Turpin were in court again today in riverside. The judge issued a protective order. The turpins cannot contact any of their kids by phone, miami, or regular mail. It also means the parents cant stop the kids if they want to testify against them. The turpins are still behind bars. But if they bail out, the judge told them, they cannot go within 100 feet of their children. The case came to light last week when one of those kids escaped and called 911 outlining years of abuse. A city manager on leave tonight after being accused of Sexual Misconduct. A woman says she endured years of unwanted conduct by city manager chris zapata. Nbc bay areas Jodi Hernandez is live at city hall with more. Reporter that woman said its taken a lot of courage to come forward, but she says what happened to her is unacceptable. Afraid. Afraid. Reporter thats how rose johnson says shes feeling as she deals with what she calls Sexual Harassment at the hands of a city employee. Johnson, the head of a wellknown san leandro nonprofit, says she endured years of unwanted contact from san leandros city manager. The city manager used his position to pressure me into a relationship with him. Reporter johnson says she depended on city funding to keep her nonprofit afloat. She says city manager chris zapata insisted they hold meetings about that funding in her car outside a san leandro location where she says he would give her gifts and make inappropriate comments. She says during one meeting he held the key to her getting a loan, a suggestion that johnson says crossed the line. I got out of the car as fast as i could. I blew here to my office, my sanctuary, and fell apart. Reporter johnson says when she rejected zapatas advances, he began to badmouth her, leading her to file an official complaint with the city last month. Last week, zapata released a 23page letter denying the allegations. Now the city council has placed zapata on paid administrative leave while they investigate. He shouldnt be leading our city. Now to another big company, googles plan to build a massive new campus in downtown san jose was met with a lot of protests today. Protesters are angry with city leaders because of negotiations going on between san jose and google about building that big new headquarters downtown. They say if google builds in san jose, the people who live there now will be left out in the cold. We are here to stay reporter theyre called san jose rising. And theyre worried about housing. We are here because our community is hurting. Reporter so worried about google building its planned 6. 8 million square foot campus in downtown san jose, the group marched outside google headquarters to deliver a message. If theyre going to come to san jose, they are welcome. But they need to come and be a good, responsible neighbor. Reporter asking the tech giant to come to the table to help with, among other things, Affordable Housing and legal representation for those who might lose their homes because of rising prices. We have asked google to come to our town halls. Weve invited them to every Community Meeting we have. They havent showed up. So were showing up today to google saying, hey, were going to come to you if youre not going to come to us. Reporter while Silicon Valley rising delivered a letter outlining its requests to google, the probusiness Silicon Valley Leadership Group urged san jose to welcome google and the benefits a tech giant can bring. First, we have an iconic, wellrespected company like google who wants to invest an additional 20,000 highskill, hightech, highwage jobs right in downtown san jose, right where it belongs. Reporter a battle between growth and those worried theyll be left out of the tech boom. Now, google released a statement earlier this afternoon saying this is a long term project, and they plan to work with the city to try to find something that will work for both techies and local residents. Sky high rents have made it impossible for teachers to live in the city. The board of supervisors voted unanimously to back a new plan to provide housing for those teachers, built on countyowned land in palo alto. It calls for nearby School Districts to partner on funding this new complex. The newest members of baseballs hall of fame were introduced, and barry bonds was not on the list. Reporter he voted in favor of replacing london breed last night and today, at an unrelated event with breed, argued her position as board president , supervisor of district 5, and acting mayor would have given her an unfair advantage in this junes mayoral election. Reporter london breed said the vote to get rid of her could in fact help her win the job in june. Ive gotten so much support, so many people who are excited about my campaign. A lot more donations. Reporter as for the new interim mayor mark farrell, he spent part of his first full day on the job touring a fire scene and offering a blunt answer to questions about the citys immigrant sanctuary policy, telling reporters, we will fight the Trump Administration tooth and nail. Student activists are taking credit for a big win after the regents delayed voting on a proposed tuition hike to add 300 per year for each student, more for out of state students. At todays board of regents meeting, several regents argued the hike is necessary, saying enrollment is at an alltime high and the state is not providing enough money. Students pushed back, even criticizing the timing of this vote. And to discuss a vote on a tuition increase at such a volatile time in our schedule shows that youre not interested in hearing our voices. That is a month of rent. That is ten textbooks. That is more than a hundred meals. The activists say todays delay by the regents is unprecedented. The regents say theyll now take up the issue in may. Chances are you were once a toys r us kid. But theres a very good chance your children wont be. Nearly 200 toys r us babies stores are shutting down nationwide as part of a bankruptcy reorganization plan. Nine of those stores are in the bay area, including two in san jose, one in san rafael, six in the east bay, and one in fairfield. An injured otter was spotted in a Business Park disoriented and wandering around. The sea otter was found to have missing teeth and damage to its mouth. You see the xrays, they show the river otter had been shot multiple times with pellets. They had to euthanize the otter. San francisco could soon be the largest city in the country to ban fur sales. The board of supervisors will vote next month on this proposed ban. It includes clothing and accessories. Right now theres just a couple of businesses in the city that actually sell fur. Berkeley voted to ban fur sales last year. It appears more of us warming up to the idea of Driverless Cars. A survey released from triple a shows 63 of americans are still afraid to revise in a driverless vehicle, but thats less than last year. Triple a says some of the mistrust may come from reports of teslas crashing while in autonomous mode. Even though tesla is being billed as a level 3 type autonomous technology, thats still not a fully autonomous car. I think theres confusion with the public about exactly what this technology means. One big roadblock from the survey, only 13 of those surveyed say they would feel completely safe sharing the road with autonomous vehicles. Newscasters and meteorologists, zero percent are afraid.
