Now to a developing story here at home, a california Highway Patrol officer is recovering this morning after being seriously injured in a Chain Reaction crash in the east bay. Today in the bays pete suratos is live in martinez with what happened. Pete, this happened while that officer was writing a ticket. Reporter yeah, good morning. Yes, that chp officer was simply doing his job last night when it took place and the last time we checked in with chp we know that he was in recovery at a local hospital and when you hear the details of this incident, you realize hes lucky to be alive. Lets show you the scene from highway 4 overnight after this all took place. According to chp theyre saying the officer was parked on the side of the highway writing up an accident report involving an suv which was parked on the side of that highway. While this is taking place chp says another driver hits that parked suv, that suv flips over and eventually rolls on to the officer. Now, this collision pushed the officers parked motorcycle into traffic lanes causing a Chain Reaction involving eight cars, shutting down the highway. Our crews did speak with a driver in one of those eight cars who helped get the suv off of that officer. And then the motorcycle with the officer was spinning right in front of me, i swerved to get out of his way to the far right lane and thats where i got hit by this white truck thats up there and they went to the hospital. When i pulled over here i heard him screaming. Now, that officer may have suffered a broken leg, but he is expected to survive. Three more people were taken to a local hospital for injuries as well. Happening today the man accused of killing a chp officer on Christmas Eve will be formally charged. 22yearold mohammed ali was allegedly speeding while drunk and on drugs when he slammed into the back of a patrol vehicle on 880 in hayward. He will be arraigned today. Chp officer Andrew Camilleri died in the crash. He was a married father of three. Happening today, possible changes coming to San Jose Police department. Today the city council will study a possible expansion of civilian oversight. Today in the bays kras sanchez is live at city hall. What would happen today possibly . Reporter we expect that theres going to be a very lively debate this evening, marcus, as the Police Officers association and the Police Department itself push back against some of these additional oversights that a lot of Community Groups want. Now, the San Jose Police department is already subject to the review of an independent Police Auditor, this is an office that was created way back in 1993, but its long been the complaint that the auditor has no teeth and can only make suggestions about change, but not demand them. The former independent Police Auditor, former judge cordell once told me that her power really rested in her relationship with the chief at the time, which was a good relationship, however, she recognized that, you know, there was no formal power there. So here is how that could change now. Today the council is going to consider expanding the independent Police Auditors oversight giving the auditor power to hold the department accountable rather than just make suggestions. Also open up for review complaints filed by officer and staff, these are Department Initiated Investigations which had been off unavailable to the Police Auditor. Right now they only conduct jefr sight over civilian filed complaints. Also granting the independent Police Auditor access to Body Worn Camera video. Happening today four people are filing a claim against cal and the city of berkeley arguing police did not adequately protect them when tensions boiled over during a protest last year. The plaintiffs claim they were physically attacked and injured by mass protesters and police did not move quickly enough to stop it. Their attorneys plan to talk about the lawsuit at a News Conference on campus later this morning. The school has not issued a comment. Its all about perspective. Getting hot thinking about it. But its cold outside this morning, you might want to step outside the door. Its also starting out with some wet weather in parts of the bay area with some patchy fog. Weve been watching this first wave of rain moving in and a round of three and series of three storms that will be moving in. This first one will not cause a lot of impact here across the bay area. We are going to see the scattered light showers moving through within the next hour or two. If you dont see any rain, we are not going to see any more for the rest of the day. Weve seen most of the showers moving across the north and east bay and becoming more scattered. A spotty light shower or two expected over the last couple of hours. We have dense fog in parts of the bay area this morning. Looking at halfmoon bay where the visibility has dropped down to a half of a mile. We are seeing dense fog across parts of the Sacramento Valley and also patchy fog across the north bay. We will be watching out for that and then we will get partly to mostly cloudy skies today, a little warmer in the south bay compared to the rest of the bay area, low to mid 60s, 65 in pleasanton and 59 degrees in san mateo today. 57 degrees on the embarcadero and 60 degrees today in santa rosa. If you are traveling on know someone who will be traveling there may be problems boston down to dallas. Theres snow and ice and some really cold temperatures as we bring you back home we are going to have these storms rolling in over the next few days and then our next round of rain moves in by thursday with some scattered showers and heavy sierra snow. We may have wind gusts in the sierra over 100 Miles Per Hour and a lot of snow dumping in the sierra. So i will have more on that coming up. Mike gets us out on the roadways with some of that fog that may be affecting some of the drivers. May be an issue for the north bay, youve been showing folks and warnings folks. We see that, just the tip top of the screen through san rafael and further north. Over here close to the bay the roadways are great, look at these speed sensors. Over in the outer east bay area and trivalley, thats where we may have some mist and drizzle still having damp roadways coming out of the altamonte pass where there is fog that is starting to move farther east for most of our viewers it wont be a problem. Concord and benicia bridge and carquinez bridge moving smoothly. The richmondsan rafael bridge we will look over here and we see mist over the course of the morning, still some sheen on the roadway, there is a little puddle and that will be the conditions around many spots throughout this east bay and north bay. Some fog through san rafael and the bay bridge toll plaza it looks like they just turned the metering lights on a few minutes ago we see the build starting to form. Weve seen some clear visibility in parts of the bay area, other areas can barely see anything at all. We have had this weak weather system pushing through that brought in some rain for the north bay and parts of the east bay, but skipping the south bay. As we get a closer look its still mostly cloudy and a little bit of light rain here and there, but nothing major at this point. We are also seeing some fairly clear visibility right now taking a live look outside in San Francisco. This round of rain moves out and then we move to thursday with our next round of rain moving in. Looks to be a more potent system with some widespread downpours and some sierra snow that will be quite heavy. We will have two more systems moving in after this first one passes so i will have the details on all of that and also a look ahead to the weekend in about seven minutes. A College Park High School Wrestler is reportedly paralyzed from the neck down after he suffered an injury during a Junior Varsity match. Yes, last wednesday ryan joseph, he is a 16yearold sophomore here at College Park High in pleasant hill, was competing in that wrestling match when something happened. He suffered a very serious spinal cord injury and right now is paralyzed from the neck down and unable to breathe on his own. According to a go fund me page set up by someone who appears to be ryans friend, ryan is currently receiving care in the trauma icu at john mere in walnut creek, which is the next town over. The go fund me page is trying to raise half a Million Dollars for ryans medical expenses, so far the page i just checked has raised just over 20,000. Its about an increase of 1,000 over the past hour or so. According to the page ryan is unable to receive visitors right now but cards are welcome. The page talks about ryan and his family. Ryan is well known by friends, teachers and coaches for his charm, exceptional wit and humor, im quoting from the page. His parents are kristen and tom. This morning were learning about the people who have died from the flu in california. That includes a san jose mother, Katie Oxley Thomas died just two days after being diagnosed. She was a 40yearold mother of three. She started feeling sick around new years day. On january 2nd she went to an urgent care, then to the hospital. Her boyfriend said she continued to get worse. From the time i took her to the hospital to the time she passed was about 18 hours. Its scary how fast it happens. And it doesnt matter how old you are. She was very healthy. And health Officials Say the flu season is on track of being the worst in decades. They urge anyone who has not gotten a flu vaccine to get one as soon as possible. Authorities in the north bay are investigating a shooting. It happened a little before 8 00 last night near cooks school park south of highway 12 in santa rosa. A 17yearold was shot but managed to drive to a nearby Medical Center for treatment. Her injuries not considered lifethreatening and Police Providing no other details. This morning officers across the bay area are on the lookout for a man at the center of a wild chase that ended in the south bay. That pursuit began in San Francisco and ended right by a sunnyvale golf course yesterday. Officers say the suspect was in a stolen truck then crashed. Before officers began their pursuit the owner of that truck says he was chasing the driver first. He spotted his truck on 101 and then called 911 while his friend was recording this video youre watching right here. When the chp tried to stop the suspect they say he drove on to 237 the wrong way and crashed that truck near the golf course. Officers never got him and he took off and is still on the loose. Now to a horrifying story out of Southern California. Today we could learn new information about a disturbing investigation involving 13 children. Allegedly being held captive by their parents. Many questions remain unanswered right now. It all happened in the city of perris about 20 miles south of riverside. You see it where it is here. One of the daughters escaped and called for help. Christine kim from our sister station knbc is live with more on how this all unfolded. Reporter good morning, laura. This is really a shocking story. Not only for those living in this neighborhood, but it has gotten nationwide attention and it is especially disturbing for those who know the parents and the 13 children. Now, we spoke to a wedding officiant who married david and Louise Turpin in las vegas in 2011 and said he has seen the family several times since then, telling us he would see the children smile, they were quiet but there were no warning signs he saw that would indicate what sheriffs deputies say they found on sunday. Several of the 13 children shackled to their beds with chains and locks and held in dark smelly conditions in their perris home. Neighbors thought the family was odd but say they never suspected that the house was an alleged torture chamber. They looked very unnutritioned, we white like they never got sun at all. Very sad. They would never come out. When you would see them out they would always stand there watching them. One day when i was driving in, 10 30, 11 00 at night they were out cleaning the front yard and they were like you could tell that they were cautious, that they didnt want to look at people. 57yearold David Allen Turpin and his wife Louise Anna Turpin were arrested sunday after the couples 17yearold daughter called the police saying she had escaped from her home, claiming her 12 brothers and sisters were being held captive by their parents. Some children were malnourished and thought to be younger, but several are 18 to 29 years old. All the children are at hospitals being treated. The parents are being held on 9 million bail each. State law allows local governments to authorize recreational use, but they dont have to. Tonight City Councils in Mountain View and milpitas will ask to extend temporary moratoriums prohibiting pot sales. If you want to go to those meetings, the Mountain View one is starting at 6 30. The milpitas meeting starts at 7 00. Transportation leaders in San Francisco will vote on a new Pilot Program to limit parking permits. If approved it would cover a small section of Bernal Heights where a majority of residents agreed to be part of the trial run. Visitors there will have to pay to park. Each household will be limited to two permits with a maximum of one per person. The city allows up to four permits per household currently. You had a big event yesterday. I did. So if you are not seeing the rain now, you probably wont see any as this system continues to move out, but we are still left with the cloudy skies and patchy fog, as we take a live look outside at those wet roads in san rafael and Poor Visibility due to the fog. All clear and dry as we take a live look outside in san jose and youre getting dressed this morning you do need still a nice warm jacket and maybe a hood in case it starts drizzling or you get caught in one of those spotty light showers. You see this long stretch of clouds extending well off towards the west. We will see more rounds of rain moving in. Our next system will be moving in on thursday and that will bring in some scattered showers and heavy sierra snow. All of these areas where you see the blue, thats heavy snow coming down and another storm system right behind that from sunday into monday will bring in some more rain and sierra snow. We talked about how low that snow is, right now for the central sierra around lake tahoe its only at about 29 of normal, but let me show you whats in the forecast here, we will have the potential of getting 51 inches of snow in twin bridges over the next seven days. Lots of snow and several feet possible with 100 mile per hour gusts in the ridges. We will be tracking that over the next few days. Mike, now you have some better news for the bay bridge . I do. We had that disabled vehicle mid span, thats always a red flag for the morning commute. The bay shows a great drive, pretty much everywhere you look, the bay bridge is the slowest spot. Also on the east bay and expected by that stall on the bay bridge is the toll plaza and the span. New this morning, police in Northern California are searching for a murderer after a missing mother was found dead. Karen garcia was last seen alive on saturday night at a friends house. Two days later her family reported her missing. On sunday night she was found dead inside her car which was parked at a Shopping Center in wood land. Police are looking for garcias exboyfriend, 21yearold Salvador Garcia jr. They say they found evidence of a murder inside karens apartment. It is the second tragedy to hit the womans family recently. A week ago karens younger sister and four others were killed by a wrong way driver on i5 in yolo county. Two daughters are together in heaven, you know, and thats the only thing that i can say, they probably can help ease the pain in a sense for karen and her sister, they are all together in heaven. Such loss for this family. Investigators say the suspect and karen had a twoyearold daughter together who is now staying with karens mother. Happening today putting a stop to Human Trafficking in the south bay. The Santa Clara County board of supervisors will meet today to issue a Human Trafficking awareness proclamation. They will also talk about launching a new ad campaign focused on Human Trafficking in the restaurant, hotel and cleaning service industries. Just last week we told you about california having the highest number of Human Trafficking cases in the country. This is a map from a nonprofit showing the bay area, los angeles and san diego are among the major hot spots for Human Trafficking. The number of cases in california has been on the rise. In 2012 there were nearly 500 cases reported, last year there were 1,300 cases. The wintery weather sweeping the northeast and midwest creating thick chunks of ice that are jamming major rivers, flooding roadways and homes. This is the scene in kent, connecticut, west of hartford, authorities saying there is a mile long ice jack in the river on the area and officials have declared a state of emergency. As we get on our way meteorologist kari hall, youre tracking whats going on weatherwise, weve seen some fog and you said spots of rain. Not everyone has seen the rain this morning. For the south bay were pretty much missing out on this first round of rain, but we will have some more on the way if we are hoping to get some water on your plants this morning. As we get a look at the radar we can see that that round of showers quickly moved through the east bay and north bay and has now pushed off to the east with some spotty light showers and a lot of patchy fog all around the bay area. Here is a live look outside in san jose where we didnt get any rain, its mostly cloudy. We will see the clouds linger throughout the day with highs in the low 60s. We will talk about when we will get some showers in the forecast, thats coming up in just a few minutes. Mike is tracking the changes at the bay bridge. Usually changes are a bad thing but its good because we had early slowing becaucaused b disabled vehicle. Its backed up across the 880 overcrossing and folks coming off the berkeley curve. Thats the worst, the berkeley curve down out of emeryville for 880. Starting to show orange, we do see slower driving off of 580 and 24. Thats the build straight in toward the toll plaza itself.
