it is 40 minutes away from san antonio. jay gray is there with what we know about the investigation. jay? >> reporter: families and friends continue to gather overnight. >> i cried so much. i don't even have any tears left. >> reporter: there is emptiness in this small texas town, a gnawing pain after 26 were killed, ten or more wounded, gunned down during a sunday morning service at the first baptist church. >> rapid-fire, just boom, boom, boom, boom, boom. >> reporter: the victims range from 5-72 years old. 26-year-old devin patrick kelley burt through the front doors and opened fire. >> he was dressed in all black, tactical-type gear and wearing a ballistic vest. >> reporter: spraying the congregation then went outside. kelley ran to his vehicle. johnny following close behind. >> i did what i thought i needed to do, which was, they said there was a shooting. i pursued. >> reporter: police joined in. after a brief chase, kelley crashed. he was found dead inside. he received a dishonorable discharge from the air force and jail time after he was convicted after assaulting his wife and their child. this community searched for strength. >> the guy only -- we are more unified now. it gives us reason to bring us more together. we will grow stronger. we will defeat this. >> reporter: following the deadliest mass shooting in the history of the state. jay gray, nbc news, sutherland springs, texas. >> we will continue to monitor any developments on the story. social media is being updated around the clock. updates live, on air, as soon as they come in. developing in washington this morning, more charges could be coming in the russia investigation. multiple sources tell nbc news, investigators have enough to bring charges against michael flynn and his son. interviews with witnesses are set to get more information about flynn's lobbying work. the special counsel wants to know if flynn or his son laundered money or lied about overseas contact. money that russian state television paid flynn in 2015, following an event where he sat next to vladimir putin. lawmakers say they also want answers. >> we are pursuing leads wherever they lead and certainly he is one of the people that we need to talk to. >> we want to be engaged in all areas of that and ask both of them every question we can get out. >> investigators are also looking at flynn's influence with turkish officials. if michael flynn is willing to cooperate to help his son, it could limit his legal consequences. president trump continues his trip to asia today. today, the president is meeting with japan's president, shinzo abe. on the agenda, trade in north korea. abe backed trump's position that all options are on the table. president trump is headed to south korea tomorrow. scott mcgrew is going to break down president trump's trip to asia in our checks and balances segment coming up at about 5:45 this morning. 5:04. details on the late night fire on an east bay apartment complex. this started around 10:30 near the san leandro bart station. everyone in the six-unit complex got out okay and most of the damage was limited to one unit, which was destroyed. neighbors woke to flames and smoke pouring through the doors. >> their door and our door are right across from each other. we just breathed deep and ran down the stairs. came out here. >> firefighters say two family cats and a pet snake did not survive. right now, no word on the cause. the firefighters believe it may have started in the kitchen. a mobile home park is shut down this morning with asbestos concerns after the wildfires. we took you to the mobile home park on "today in the bay" as the fire was ripping through that area last month. it is on mendocino avenue, north of kaiser permanente medical center. it destroyed 140 of the 160 homes. the area is off limits until at least wednesday, pending lab test results. east bay leaders plan to celebrate the reopening of a bridge that washed away last winter. heavy storms took out the bridge in january. it runs over the creek near castro ranch road in contra costa county. the east bay times reports the bridge reopened last thursday. the north bay's new smart train service may eventually serve a wider network spreading to solano county. that plan invisions smart trains stretching from navato to, perhaps, fairfield where they could hook up with amtrak's line. the time frame on that is still at least 20 years away. >> just 20 years, huh? let's take a look now this morning, it's 5:06. it's in the low 50s as you get ready to head out the door. we are getting used to an earlier sunrise this morning, happening at 6:39. it's also a clear and cloudy start, cloudy and cool start, i should say in san francisco. 45 degrees in the north bay. heading out jogging this morning in livermore, it's only going to be in the mid-40s at 6:00 or 7:00, then a gradual warm up for the rest of the day. that's good running weather. as we look at the high temperatures for this afternoon, in the low 60s in napa and santa rosa, 62 degrees. san francisco, hopefully stays in the upper 50s with breezy wind. inland areas up to 65 in san jose. we will have a little bit of a warm up before rain moves in. more on that in a few minutes. mike is now checking in on fremont. >> kari, we had that earlier crash that cleared to the shoulder over there. 880 and alvarado. slowing near the dumbarton bridge. focusing on that stretch of the nimitz, it is moving smoothly. slowing registering from the toll plaza to the side of the roadway. 880, typical. crews move through the area. that may be what's going on now. the rest of the east bay and the tri-valley, we are looking at clear roadways as far as chp is concerned. i want to talk about the altamont, that's moving on time. no delays out of the central valley. bart's 41 trains are running on time, including the trains at dublin park station. good stuff here. we'll take you to travel times as well. the north bay, quick before i talk about this, north bay, we had an earlier crash and car fire still on the shoulder, north 101 near petaluma. not a major issue. as far as the travel times southbound moving smoothly, including highway 37 which has everything open right now. there was a deadly crash earlier overnight and will be open for access now. now, back to a shot at palo alto. the light in the shot. bright here. kari talked about, we had that time change. you are going to get sunrise earlier in the commute as far as timing goes. before 7:00, we have to bring sunglasses and you may see the sunrise. 101 and 280 from around the bend. be careful there. back to you. >> very bright. thanks a lot. 5:09 right now. coming up, the new way you can let them know how your trip went and how it leads to improvements. a leak of see krets. connect to facebook investor to russia. first, take a live look now. this is dublin. people on the road getting their workweek starpted. it is now 5:09. you are watching "today in the bay." mike traffic tease good monday morning, it is 5:12. as you get ready to head out, a chilly start. you may have to go back in. grab a warmer jacket with mostly cloudy start as we check out the temperature trend, we will be in the upper 40s at 9:00 and low 60s today. that's cooler than where we should be. we will have more sunshine in the forecast and then some rain. more on all of that coming up in five minutes. we'll have more traffic, trust me. right now, mild slowing out of the altamont pass. 5:13. teens from sonoma county will be assessing fire damage. the appraisal will process fire damage reports and lead to adjusted property tax bills. muni riders can rate tlar ride. it's a recently launched feature on the muni app. it includes on time performance, comfort and rider etiquette. they plan to provide the data and track satisfaction. >> if we get enough data, pass it on to the transit department. we want to create heat maps. besides ranking rides, they can give a thumbs up or thumbs down for the overall experience. if riders have a serious complaint, they are encouraged to call 311. leaders on hand to break ground on a caltrain station. crews will upgrade the south station. it will include a boarding platform and under pass. jerry hill is expected to attend at 11:00 a.m. gas prices are going up. here is the national average. a gallon of gasoline jumped seven cents in the past two weeks. the average is now $2.58. overnight, we looked into a crisis in california. that state gas tax went into effect last week. statewide, the current average is $3.21. gas in san francisco was the highest in the country at an average of $3.25 a gallon. 5:14 now. new financial documents leaked over the weekend connect the biggest investor to the kremlin. >> they are calling the leak the paradise papers. >> this is a new version of that. "the new york times" in cooperation with the international investigative journalists were able to connection a major investor in facebook and twitter with companies and banks tied to the kremlin. here we see file video of them in the blue sweater and mark zuckerberg together at an event in san francisco. the times says milner invested hundreds of millions of dollars in russian government money. the times is quick to point out there was nothing inherently illegal in that. sovereign funds pay for all kinds of things in silicon valley and found no connection between milner and the kremlin campaign to influence the 2016 election. there's nothing unusual about an international investment firm accepting it from sovereign, meaning countries. meanwhile, the saudi prince who invested so much in twitter is under house arrest in saudi arabia. over the weekend, they confined 11 princes. another was killed in a helicopter crash. he has been invested in twitter and lyft. he owns the four seasons. the tech crunch calls him silicon valley's favorite royal. he was the second investor in fox news. we look at the ratings for "stranger things" on netflix. the first day it was out, 361,000 homes watched the entire nine episodes of the entire second season. 16 million people watched at least the first episode on average. on average, people watched three episodes at a time. i know in my home, we are rationing. >> you are? >> one per day. yes, exactly. that's all we can -- i hate when you get to the last one and you don't realize it's the last one. >> yeah, you are like, oh, no. >> wait for systems moving in. we may be opening the storm door here. at least we are taking a break now. the seven day forecast coming up at the bottom of the screen. we will have a couple more days of mostly sunny skies. we start out with clouds now and cool temperatures looking at the highs today, reaching the upper 50s for the coast and low to mid-60s for the inland area. as you are getting ready head out and making the day or getting the day started in the peninsula, palo alto, the school day forecast in the low 50s this morning. you will see clouds to start out. by the time the kids head out for recess, clear and sunny. walking home from school, only in the low 60s. then, of course, as we get used to the time change, we have to keep in mind the after school activities like football practice in the east bay. it's going to be cool. the sun will be setting shortly after 5:00. if you are going to pick them up around 6:00, it is going to be dark and they have to turn the lights on and cool temperatures, too. make sure they are prepared for a drop in the temperatures for the evening. as we go through the week, we have an approaching storm system moving in wednesday. this will bring the next chance of rain with the possibility of showers in the north bay, rolling to the south as we go into wednesday night and continuing into thursday with round after round of rain through friday. it looks foggy to end out the week. much cooler, too. it clears out just in time for the first part of the weekend. our high temperatures in san francisco will only reach into the upper 50s to low 60s with gusty winds. we may have that cause ziing is as far as the trees and leaves and maybe brought down after the storm system on wednesday. that's something we have to keep an eye on. inland areas catch a break from the temperatures for today and tomorrow, then turning back to very cool temperatures for the rest of the week. i'll have more on that. mike says there may be slowing for the north bay. >> that's right, kari. i should phrase this delicately. great flow of traffic, all green. no problems for the tri-valley, a build out of the altamont. this is for the north bay. southbound 101, a deer that was apparently hit several times from what chp says. they are making sure the roadway is clear. that may be from 580 to sir francis drake where it should be clear. that's the activity that was going on out there. sounds like everything should be calm. over here, the other side of the bay, a smooth drive. approach the bay bridge, see the slowing kick in here. now, a live look out. 5:24. top red cross executives are confirming $6 million in donations vanished without a trace. the money was meant to fight the deadly ebola virus. an investigation found the missing money was part of $124 million donated over two years. it was to fight the epidemic in africa. it was blamed on fraud, including collusion between staff members and workers in sierra leone. they plan to do a deeper audit. millions of dollars coming to the east bay. representative barbara lee says six cities in alameda county will receive grant money for the housing crisis. oakland, alameda, san leandro, albany, emeryville and piedmont receiving money. the annual dream force conference by sales force kicks off this morning. they were closing streets last night. they expect more than 170,000 people to attend and 10 million will watch online. a lot of big name guests will be in town including former first lady, michelle obama, ashton kutcher and rapper will i am. >> sounds like a fun event. >> always a big time ever, consumers plan to do the majority of shopping online. that's the holiday shopping. ministores are fighting back trying to draw you in. >> brands like walmart, target, sears and others have announced things they are going to do for the month of november to make sure they are going to drive that consumer into the stores. >> can't wait to see what that is. the study found 6-10 people will will help get you going this monday morning. it's a cool start. we will see the high temperatures in san francisco, 59 degrees. we will have a chance of rain in the forecast for wednesday and thursday as we skip ahead to the weekend. we will have a couple days of dry weather, but still, it's going to be wet at times as we go through the week. i know it's monday, but we are already thinking about the weekend. i'll have a look at the weekend forecast in about seven minutes. mike takes us out at the bay bridge with an early back up. >> some folks, yeah, it's monday. they are eager to get their start. the time change gets them up on time. the back up forming five-seven minutes earlier than we see. that's the toll plaza. look at the map, you see slowing. the upper east shore freeway seeing slowing. the rest of your bay shows that smooth flow of traffic. over to you. >> we continue to follow -- thank you, mike. we continue to follow the tragedy in the small texas town of less than 400 people were so many questions remain after a gunman opened fire inside a church. 26 people were killed, more than 20 injured in sutherland springs. devin kelley was behind the shooting sunday morning. he died after a brief chase with officers. there are reports an armed man confronted the suspect, possibly mitigating the carnage. the woman who lives across the street from the church is talking about that on the "today" show. >> the neighbor was outside, actually in our driveway, exchanging gunfire with the shooter across the church. i told my husband, well, if that's him, you need to get down. immediately after that, the shooter got in his vehicle, spooked by the gunfire from the neighbor. he sped off through a busy intersection down. the neighbor ran across the intersection to another vehicle that had witnessed it. i think everyone saw him in the vehicle. they followed him. >> police are trying to figure out if the shooter died from a self-inflicted wound or shot by the man who confronted him. as for the victims, their identities are not being released. they range from 5 years old to 72. back in the bay area, some churches say they have already invested in security. san francisco's third baptist church installed security gaits and hired guards. the reverend says he is not taking any chances. >> what this gentleman did at church, he was encouraged to do it. he felt he had a right to take his pistol, whatever weapon he used and go to church. >> our coverage of the texas church shooting continues in the next hour. our coverage continues right now online at there's also a story here at home. right now, the investigation continues after a law enforcement vehicle was broken into and thieves took off with guns, ammunition and fbi jacket. kris sanchez is live in san mateo with what we are learning about the latest crime. kris? >> reporter: hi there, laura. we know we are talking 800 bullets, body armor and also a jacket with the letters fbi on the back. all of it taken from a sheriff's deputy's car in san francisco. it happened friday night in the tenderloin and it was a sheriff's deputy car from san mateo county, an unmarked car parked in the tenderloin. why san francisco? it is unclear why the deputy was there. we know he is assigned to a special fbi task force. the weapons were locked in the trunk of that unmarked car. the thief or thieves broke a window and got in. >> first is going to be a shotgun, a weather based 12-gauge pump action with a brown stock, the second is an ar-4 black in color. there were also 40 mags containing 40 rounds each that were stolen. >> reporter: now, our investigative unit examined bay area police agency records for stolen guns. the san mateo county sheriff's deputy department alone reported 58 guns lost or stolen over a five-year period ending in 2015. a new law took effect this year exempting them from securing their weapons in a locked trunk or safe box in their vehicle. that deputy was supposed to have them locked up. the police department isn't saying whether or not him having those weapons in his trunk qualify as adhering to that law. we'll continue to ask questions. in redwood city, kris sanchez, "today in the bay." >> thanks for the latest, kris. >> speaking of that law, it was nbc bay area investigation that helped lead to that new gun law. senator jerry hill says there are six months stolen gun investigation was a factor in writing the bill, the senate safety gun bill. it went into effect in january. it requires state, local or federal law enforcement officer who leaves a gun to lock it up out of sight. you may recall kate steinle was killed by a stolen gun in san francisco. happening today, they lay out the case in their murder. the prosecution rested in the case showing the jury the defendant intended to shoot and kill steinle on pier 14 in san francisco in 2015. prosecutors tried to show the jury the gun, which was stolen, could have fit in the clothes garcia was wearing that day. the defense claims the shooting was an accident. 5:36. today, we are expecting to learn new information about the investigation into a walnut creek teacher accused of improper contact with a minor. "today in the bay's" bob redell is live with the reason parents in another district are being alerted about this arrest. bob? >> reporter: the man who was arrested, good morning to you, marcus. michael had been teaching science here at walnut creek intermediate school behind me and before that a substitute teacher in martinez, where he lived. both school districts sent letters to parents over the weekend to indicate the charges do not involve current or former students. the letter indicates that martinez police arrested him on friday in martinez on charges of child pornography and other related offenses. 33 years old, a substitute teacher for martinez unified in 2013 and 2014 and a science teacher here at walnut creek intermediate for three years. the east bay times reported he has been removed from class here and placed on administrative leave. reporting live in walnut creek, bob redell, "today in the bay." >> it always makes parents on high alert. thank you for updating us on that and making it clear for us. san mateo city counsel with whether to merge the fire department with neighboring cities. they voted to form an agency with other cities. the move is expected to save money for all cities. happening today, another sign santa rosa is slowly getting on track. the looser burbank center for the arts reopens today. >> the remaining space was undamaged, a quarter of it was damaged in the fires. that includes the building that was a school for students with autism and $120,000 worth of instruments used by students. the box office opens today and the performance set for wednesday. over here, the commute looks standard. we have a couple thing that is are a little unusual. the tri-valley and east bay, not yet. a crash southbound 880 and washington. that's basically where 238 meets the freeway. may be an issue. a crash and two vehicles involved have moved to the shoulder. you see the slowing out of hayward and castro valley. we are pretty much on schedule for a typical commute as far as the build goes there. the bay bridge, an early start at the toll plaza. got started early, now back to the normal build. some folks were able to benefit from this point, it looks like we'll have at least one day to enjoy time out there. here's a live look outside at squaw valley, a resort there that enjoyed snow over the weekend. there will be more snow on the way on friday. going to be a cool weekend, but we will have clear weather on saturday and sunday. then, as we are checking out the forecast, plan to get out of town this weekend for the long holiday weekend. some kids are out of school on friday. if you are going to head further south, it's going to be in the low 70s. a beautiful weekend ahead there. we will talk about what's ahead for us so sad. young, too. 5:44. teachers in san francisco reached a tentative contract. if approved, the raise will take place beginning next school year. it affects teachers and others represented by the union. it could go up for vote next year. more details. we are loosely calculating the impact it may have on teacher's salary. the website lists california's public teacher salary during the 2015-2016 school year at $77,000. if you add 16%, it's $89,000. the new contract wouldn't come in the form of a salary increase, but annual bonuses. once recreational marijuana becomes legal january 1st, it won't be cheap. taxes and fees are expected to drive up prices. a small bag costs, on average, $35. once legal, it could cost $50 to $60. prices for high-end marijuana is expected to increase 70%. the cost of medical marijuana is expected to rise, but not as steeply. some fear high prices will keep people in the black market. another one of president trump's adviserers may be facing charges, soon. he said in nyc, looks like another attack by a sick and derranged person. tomorrow, virginia goes to the polls. the presidency and the state of the democratic party. the commentator and former republican points out, trump has historically low approval ratings. the republican party is more unpopular than ever and democrats could lose virginia. we are interested in what you have to say about to 60 degrees today and lower 60s for the north bay. sonoma, 63. as you are getting started this morning, getting dressed, it will be another morning for something nice and warm like a jacket. you can probably wear long sleeves all day long and be comfortable. as we go through the week, we'll have a couple weather systems moving in. the first arrives on wednesday with the next significant chance of rain starting out with rain from the north bay, moving to the south bay during wednesday evening and scattered showers thursday and possibly lingering into friday as well. it is going to be a soggy and sunette led end to the week. looking at the possibility of getting a tenth inch of rain for parts of the south bay, much higher for the santa cruz mountains as well as the north bay. we'll continue to monitor that. it is going to be windy. this may have the potential to bring down trees and a lot of leaves as well with the rain coming down. a couple days of a break, then by sunday, another system moving in that could bring rain back to the bay area. there's going to be a lot to watch each day. keep checking in. mike, you are tracking a crash in palo alto? >> yes. southbound 101. on the live shot, you see the willow off ramp here northbound. slowing down a bit is typical. the southbound side does move smoothly. the crash on the map shows farther north than the camera can reach. no slowing on the sensors either. it's probably on the shoulder because it's been there a few minutes. we'll keep tracking that. overall, the rest of the commute moves nicely. a build for san
