instagram, with a caption that reads, my dreams in which i'm dying are the best i've ever had. garcia describes gonzalez as a quiet kid who mostly kept to himself. >> i didn't even know he'd ever do anything like this. >> reporter: because gonzalez is a minor, he's not eligible for the death pen a he will be here tomorrow morning at 8:00 for the arraignment. reporting live in santa cruz michelle robert nbc bay area news. >> the police department outline. the timeline of this arrest and it took them about 24 hours. the 911 call came from maddie's mother at 6:08 when she was reported missing. and then monday evening at 7:55 the body was found inside that recycling bin. adrian gonzalez was arrested. for more coverage you can go to our website, we have in depth coverage of this case and download our app. it is hot as an oven all across the bay area. and in the east bay, the temperatures actually got a tie at 106. live look right now at the conditions in dublin. you can see it is a little hazy in the distance. a lot of that has to do with the heat. we have team coverage for you. and jodi hernandez has more on the danger that these temperatures cause for firefighters. but we start with jeff ranieri and how much more can we expect jeff? >> the worst heat today was right across the east bay. now as high as 107 degrees in brentwood. pleasanton 105. pet at that pet a peta luma 103. we have a few outliers here 106 in north brentwood. pittsburg 105. then check it out, right near oakland and alameda, temperatures beginning to drop into the low 70s. that's because we had the colder, westerly wind beginning to move in. 60s right now across a lot of san francisco. we're tracking the fog rolling in right now and also the possibility of thunderstorms. coming up in about 15 minutes. >> we will see you then. clearly the hot weather is a dangerous mix for firefighters. now we've learned of a new fire that flared up in lake county. this fire has burned 150 acres near morgan valley and rocky creek road. in fact the people who live nearby are being evacuated. then there's rag fire still burning at lake berryessa. they had a flare up yesterday. evacuations there are still in place, because the flames are still threatening several homes. nbc bay area's jodi hernandez joins us live in solano county. what's the latest on that rag fire? >> reporter: we haven't got and official update but things are looking much much better. it is 106 degrees out here right now. i can guarantee you, it is much much hotter up on the hillside where firefighters have been battling this stubborn blaze. but despite the hot, dry condition, they appear to be making progress and that's exactly what people in this area have been praying for. >> i could be called a tree hugger. that would fit, because i love these olive trees. look how healthy they are. >> reporter: barbara comfort shows us her family's centuries old olive grove. the flames have already reached her family's property. >> it is very very vesful. very stressful. something you love is being destroyed. >> but it's a critical point for us. this is a critical day. >> reporter: with low humidity on their hands, firefighters say keeping the fire from making its way down this hillside and down into the valley has been a tall order. >> if we can hold it right here obviously, this is before we get into some of the residential areas and the mixed canyon area and blue ridge area. we want to hold it here. >> reporter: and this is how they're doing it. choppers have been dipping into lake berryessa all day dropping load after load onto the fire. while fixed-wing planes smother the hotspots with retar dants. martin thomas has been closely watching the progress. he's ready to evacuate his boss's 38 horses if it gets much closer. >> we are ready to go. four or five trucks and trailers ready to go. >> reporter: so far firefighters seem it to be winning the battle, and folks are grateful. >> i thank them from the bottom of my heart. they've been nothing but perfect as far as i'm concerned. i love them all. i really do. >> reporter: we're back here live looking at just how dry it is out here on the hillside we're standing on. and, again, you can see the hillside that has been burning for the last couple of days. a much different scene. it is smoky and black, but the orange flames have disappeared. they were there this morning. so firefighters really have made a lot of progress, but as of now, the mandatory evacuation order is still in effect. reporting live in sew law though county i'm jodi hernandez, nbc bay area news. thank you, jodi let's take you to the east bay. an 8-acre fire ignited there around lafayette. it started around 4:00 notice morning and did force a family out of their home. this is along deer valley road. they worked to get the fire contained. it worked. they did it in three hours, and no one was hurt. you can track the heat in your neighborhood. download our app and click on weather on the drop down menu. tonight an exclusive interview with an insider, exposing a problem with the san jose police department. officers in the sexual assault unit say they're overwhelmed. san jose investigated 268 forcible rape cases in 2013. that number jumped to 301 actual rapes by force last year. and officers say this upward trend continues in 2015. nbc bay area's robert honda is at police headquarters where some officers are worried that victims aren't getting the justice they deserve. >> reporter: that's right, raj. many police officers will tell you that sexual assault cases can be some of the toughest to investigate. and the longer it takes, the more difficult it can be to solve. in our story you'll hear a police insider speaking for many who says some detectives are juggling up to 60 cases each. san jose police patrol officers and a sexual assault unit combined to stop a man who assaulted two women. but sources including some members of the sexual assault unit say the arrest is just one case in a huge growing case load. an officer who works with the sexual assault unit asked us to hide their identity and says it's reaching a breaking point. >> detectives carry between 45 and 0660 cases. we overwhelmed with our cases, and we're afraid that these suspects may reoffend. >> reporter: now two shifts every month, detectives have to work as patrol officers. plus, the officers who follow up on convicted sex offenders on megan's list are having trouble keeping up with home checks and their undercover operations. >> the longer the case goes the longer that person that suspect is still out there. obviously, the victims are not getting their justice. >> it's a new reality that we actually are facing as a police department right now because all our detective bureaus are not immune to the idea of large case loads. >> reporter: so at this point, the sexual assault unit detectives will continue to be drafted into patrol duty as well as the on-call and overtime obligations. police officials emphasize that the city and union are still trying to work out the pension and benefits issues to help in recruitment but emphasize until that happens there will be no change in scheduling. robert honda, nbc bay area news. memorial service began this afternoon for sergeant scott lunger, the hayward police officer killed in the line of duty. a public viewing started at 4:00 this afternoon at the chapel of the chimes in hayward. a 15 year veteran was shot and week ago. the public is invited to attend his funeral tomorrow at oracle arena. his casket will be escorted and the procession will head north to a street and 880, ending at oracle and traffic will be stalled at times. >> scott really liked the ceremonial part of things. he liked it big. and he liked it bold. and that's exactly how we intend to do it tomorrow is to honor him in a big, bold, law enforcement way. because the one thing that we would want scottnot want scott to be is disappointed. >> we want to give you a live look at oracle arena. the public is urged to arrive early. now while this is public burial services for sergeant lunger will be private. p'sit's a long shot but they're giving it a try. san francisco and los angeles are in discussions to host the 2024 olympics as a joint bid. sources within the bay area big committee and the usoc tell us that it's a real possibility. however. a lot will have to happen in the next six weeks. the usoc reached out to the san francisco bid committee immediately after severing ties with boston on monday. the usoc will now vet this unique concept of a joint bid with the international olympic committee beginning this weekend in koala lumpur. a protest here in san francisco as bicyclists slow down traffic in the lower hait. we'll tell you why, coming up. also kids seriously hurt at a summer camp when a tree comes crashing down. the answer to why this tree fell is puzzling investigators. and it's happened again. ride tonight. bicycle riders slowing down traffic in lower haight. the bicyclists don't feel like they should have to stop at every stop sign like motorists do. >> reporter: they have certainly slowed down traffic here. bicyclists who feel that they have been targeted by police at the park station are showing their dissatisfaction with the police by show being them exactly what it's going to be like if they stop at every single stop sign. the police have been targeting bicyclists for blowing through stop signs and this is the response as they slow down traffic on the popular bike route known as the wiggle. they frequently don't obey the same traffic rules as drivers. they use the opposite lane to slide by cars waiting to turn on octavia, and riders often cruise through stop signs. they say that the laws for cars should not apply to them. this is the author of a book. >> it is more efficient and safe to greet it as a yield and carefully roll through. not blow through, but roll through. >> reporter: san francisco police have a different take. they say they have been getting complaints from drivers, and they've within handing out citations to cyclists. >> i think that's something that should stop. >> reporter: this supervisor thinks the stop sign law should change. that idaho has the right idea to allow them to roll through stop signs. >> i do it when i'm riding my bike. >> reporter: some admit there are abuses. >> i see some bicycle behavior that is not safe. >> reporter: it leaves drivers like stan ong shaking their heads. >> sometimes i might not be able to see it. if it hits, it might be really dangerous. >> it's a complicated issue. >> reporter: henderson says the protest will likely slow traffic through the lower haight but bring attention to the ready to ride thank you, mark. a familiar sight in santa barbara county oil near the coast. this is right near uc santa barbara barbara. it is roughly 1,000 yards off shore. officials aren't calling it an oil spill because they're not sure what is causing it. the ocean is prone to natural seepage. a broken pipeline spilled back in may. and it created a 9-mile oil slick. two young children are in critical condition after a 75-foot tree toppled onto them in southern california yesterday. several campers were walking through the park in pasadena when the tree suddenly came crashing down. >> all of a sudden people started to run and screaming, and they started to call 911. >> six other children were hurt as well. at this point, no word on what caused that tree to fall. fire department says that the tree looked healthy and showed no signs of stress and it was also relatively no wind when it toppled. well changes at the top. northern california's top federal prosecutor has announced he is stepping down. melinda hague announced today he is resigning. president obama appointed her in 2010. she's presided over a long list of high-profile cases but also sparked protest for cracking down on medical marijuana dispensaries. she has not revealed any foourt plans. her last day is september 1 and no replacement has been named as yet. a mountain lion has been spotted near the stanford campus. the latest sighting happened just after midnight near mayfield street. public safety officers searched the area but couldn't find the air animal. another animal was seen on july 9th. this is individual overthe mountain lion captured in san mateo back in may. animal experts caution that if you come face to face with one of these mountain lions, don't run. make some noise and try to make yourself seem bigger. let's turn things over to jeff ranieri. in pleasanton you couldn't go outside. it was a stay-indoor day. >> it was. one of our hot els temperatures at 105. let's go and get a look and put into perspective. we dug back into the files. it was not the hottest dave the year. it went to livermore with 108 degrees, that was one of the top days we've had so far this year. you can see this now makes the seventh day at 100 degrees and/or higher since june 1est. so yes, it has been hot out here. you've had the ac on a lot. let's get you outside to the sky camera network. tri valley coming in at 96 degrees. and i cannot get enough of this view tonight, look at this in san francisco, the fog rolling on in. and that is definitely going to have an impact on our forecast as we head throughout tomorrow. you've probably seen a preview at the bottom of the screen of the cooling temperatures we'll see as soon as our forecast for thursday. so let's go ahead and get a look. and you can see, as we take a look at the south bay peninsula and tri valley temperatures will be backing out of the low 100s. we'll have an average of 93 towards san jose and san francisco, downtown back towards the mission should be averaging right around 71 degrees. with temperatures cooling off, you have to be concerned about the uv index tomorrow. it does decrease an a little bit but still expected to be 10. make sure to have the spf out. we're tracking the possibility of thunderstorms. we'll let you know the best chance and overall how much we'll see the temperatures cool in the next live look now at the bay bridge where a lot of excitement earlier today. our cameras were there for a tour of the new $55 million facility near the toll plaza. the state-of-the-art maintenance complex has been there for three years. it's been three years in the making actually. it will consol daetz all of the maintenance facilities which have been in five different places until now. it will improve response time for problems on the bridge. and the modern building could be a change for the better. >> we do want to turn this area from an industrial-looking area into a true gateway, something that will really announce the presence of the east bay. >> the project also includes new signs for the bay bridge trail which leads to the bike path. it's not the professors it's the football coaches. about two dozen employees of the uc system are millionaires. this is according to newly released payroll information. the highest paid. jim mora ucla's football coach. $3.5 million annual salary. berkley's coaches made the top ten. both earn $1.8 million last year. tedford is no longer coaching at cal but is still getting paid because of a guaranteed contract. back to school shopping is about to get under way. but before you hit the stores for supplies you might want to think twice about what you're buying. recent studies show that certain supplies backpacks and lunch boxes may contain toxic chemicals. they found traces of asbestos in crayons imported from china. it is important to go green and choose items made from natural or recycled materials. >> i would do all i can to avoid fountain pretty hot in the south bay, but in the east bay, that's where people were getting fried with temperatures as high as 107 degrees. team coverage for you. meteorologist jeff ranieri standing by with how hot it got. but we begin with christie smith in livermore where we know it got really really hot. >> reporter: it's still hot in livermore. at 6:30, this is one of the places where kids come to cool off. we had a chance to speak with folks who run summer youth programs. they make plans for these types of hot days early on but some visiting it was more than they expected. kids cooled off in downtown livermore early today. the expectation the heat would turn up again. >> between yesterday and today, even at8:30 this morning, what a difference. i knew this was going to be a lot hotter. >> reporter: by noon, unofficial temperature readings showed triple digits. about the time this cyclist said he and his friend got turned around mountain biking. >> i needed to get some shade from this heat. this heat is really up there. >> reporter: he rested while his friend went to the car and essentials. >> my ice-cold gatorade and water. and we're going to head back home. >> it's been challenging, close to 100, little more or little less each day we've been here. >> reporter: the summer apprentice program has been held out on monday. >> we don't do any out-in-the-sunshine vigorous activities. >> reporter: they say summer programs take the heat into consideration when the camps are set up. they tray to be out of the direct heat in the main part of the day. >> we have some camps here that have been somewhere else but now they come to the pool for the hot part. or we go into the air conditioned gymnasium. >> reporter: and we are starting to feel a breeze kick up here in ranieri is here with us and this is arizona hot. >> it is high and the humid italoity is low. let's take it right back towards contra costa and alameda county where we have been tracking the hottest temperatures, and we are having an extremely difficult time cooling off in brentwood with 105 degrees. pittsburg at 101. out of the low 100s here from lafayette down to dublin now in the 90s. right over towards the bay, 69 in alameda, and that's all from this cooler ocean breeze. that's helping to drop temperatures to the mid-80s in downtown san jose and we're also beginning to see the cooling effects of the westerly wind. you head to redwood city and it's 87. we'll be talking more about the cooler temperatures that are now arriving in san francisco and what it means for the forecast tomorrow in about 25 minutes. >> okay. jeff thank you. following an extremely violent weekend, more changes are on the way for the san jose police department. sjpd will now partner with other agencies in the area that have more visibility on the streets. damian trujillo is in one of the areas designated gang zones. >> reporter: none of the weekend violence happened in the five gang zones police have identify like right here where i'm standing, but police are working hard to keep that violence from repeating itself. he's too busy learning about job retention skills. so don't ask ramon why the streets of san jose are so hot right now. >> i haven't been out on the streets lately because i've been working. so i don't know. >> reporter: and that's been the city plan. make sure teenagers don't know why the streets are hot. it's coping hundreds of them busy in summer job programs. >> to make sure that hey you know they stay safe, and secondly that they calm things down. we are experiencing this violent crimes, and part of it is that guns are so readily available in the community as well. >> reporter: last weekend was especially violent in san jose. attempted rapes a police chase, two homicides and two attempted homicides. >> we were told maximize farce manpower. we're using all available units. >> reporter: still, the command staff is leaning on more overtime and other agencies like probation and stale parole to help keep the streets safe. >> the chief and his command staff got together to ensure that we have a plan to curb the violin for this coming weekend. >> reporter: and if it means redesignating the department's five gang zones, they'll do it. >> even though we have these hotspots identified and we've found a new trend, we will adjust. >> reporter: ramon samora says he adjusted finding a paycheck more alluring than hanging out on the streets. the troubling part is the last two homicide victims may have been innocent by standers. two people caught in the middle of san jose's violence. some international news now. it appears there's finally a break in this case. the mysterious disappearance of a malaysia airlines jumbo jet. this plane has been missing for more than a year. a piece of airplane wing washed ashore. there's one missing triple seven in the world right now, and that's malaysiaen airlines flight 370. it disappeared last year after taking off from koala lumpur with 239 passengers and crew. a traffic stop turned deadly, and now a police officer's charged with murder. today a grand jury indicted a white police officer in ohio for killing an unarmed black man. >> the prosecutor had harsh words for the police officer today. he said the shooting was totally unwarranted and without question it was murder. >> this is the most asinine act i've ever seen a police officer make. >> reporter: prosecutor joe dietzers is expressing his dismay over this traffic stop. the body cam video shows the officer pulling over a man for a missing front license plate. the driver sam due bose. when due bose resisted getting out of the vehicle, the over lost his temper and shot him in the head. the car then rolled down the road stopping at a corner. >> he wasn't dealing with someone who was wanted for murder, okay he was dealing with someone who didn't have a front license plate. i mean this is a pretty chicken crap stop. i mean you don't have to shoot him in the head. >> reporter: in a police report the officer said he was being dragged by the car and had to fire his weapon. but the video doesn't appear to show that. >> he didn't do anything to that officer. no one deserves this. so i'm angry but i'm as pleased as i can be that wore' actually going to get some kind of justice for sam. >> reporter: the officer's attorney says the second tape shows his client on the ground. >> he felt like his life was in danger. >> reporter: he was fired from the police department today and turned himself in after he was indicted on murder charges. if convicted, he faces life in prison. >> this is just one in a string of cases where unarmed black men have died at the hands of police officers. no charges against police in either of those case. this past year freddie gray and eric garner. in those cases officers were indicted. today family of sam due bose say thank goodness for this cam because they don't think there would have been a charge. the senator behind the new vaccination law is fighting for his job. opponents are trying to recall sacramento senator richard pan. they're gathering signatures to get him out of office. he is the one who presented legislation to keep kids vaccinated. >> he's just trying to protect children and protect our schools and keep children safe from preventible illnesses. so as a constituent and a mom, i think that this is pretty misguided and outrageous. >> vaccination bill was signed into law in june by governor brown. 40,000 sits must be collected by december 31st for that recall to appear the world. the minnesota dentist who paid to shoot and kill cecil while on a hunting trip in zimbabwe has had his practice closed for now. and the two men accused of helping him lure the lion out of the national park were in court today. >> reporter: a collection of stuffed animals left at the office of walter palmer the dentist who killed the lion earlier this month. >> these are lions used to being around people. it's not going to show fear. if you went into a hunting concession area it might be more skittish, so there's no sport. >> reporter: the killing sparking anger around the world, emotion overwhelming many on social media, including jimmy kimmel. >> the big question is why are you shooting a lion in the first place. do you want to make this into a positive, you can -- sorry -- okay i'm good. >> reporter: according conversation officials the lion was lured away from the game preserve, shot with a bow and arrow and after being stalked he was killed with a gun. skinned and beheaded. the dentist says he had hired professional guides and had proper permits. adding i had no idea that the lion i took was a well-known local favorite. a game park owner and hunter appeared in court charged with poaching. in a statement. palmer add i deeply regret my pursuit of an activity i love and practice responsibly and legally resulted in the taking of this lion. but those regrets picture to show you guys in a minute. the top temperatures brentwood at 107. petaluma 103. los gatos, 101. and south san jose also at 99. let's get to the photo. the fog is now coming in at about 1500 feet. and that's definitely going to be cooleringing cooling our temperatures off. peninsula at 81. out of the low 100s to the east bay at 96. and we can get a reverse angle shot of this fog right now moving in san francisco. swallowing up the golden get a bridge and the entire skyline right now. let's go ahead and move on to the morning forecast. and when the colder air gets in here 59 for the north bay. temperatures overall the micro climate forecast we'll drop five to yes, 10 degrees tomorrow. we'll feel it here. we'll have morgan hill at 93. but, at least, it's not the 100s. heading to the beaches, a lot cooler as well. san francisco, upper 60s to low 70s. so a lot of you who do not have ac in the peninsula relieved coming our way for thursday. notice the increased cloud cover for some of these micro climates. down to 39 tomorrow in the north bay. east bay you'll have 75 and oakland, 90 in fremont. and instead of 105 in pleasanton like today, down to 97. here's the reason why temperatures will be dropping. high pressure that brought the heat the past two and a half days begins to kick off towards the east. that will make way for this trough of low pressure to develop offshore. not only will that help increase the fog at the coastline but we hope it will pump up moisture mainly bringing humid conditions with a slight chance of showers in the bay area. as you see throughout friday humidity moving up from the south. the bulk of the moisture will say to the south of fresno but we think a small branch of this could break off and maybe impact areas near san francisco also for san jose. so let's take you into the weekend forecast. the humidity will likely linger all the way through saturday and sunday. even though temperatures are keerl, it's going to feel muggy with mid-80s in the south bay. tri valley with 90 by sunday. >> ooh, it is amazingly hot. here's what's coming up next. you hear that you have bleeding in your brain. what comes to mind?
