while we were sleeping, most of us were led out of the red flag warning, it's still in effect until 5:00 for solano county. fire conditions are tapering. that's from sutro tower, that's the marine layer. it's back. napa valley, visibility of less than a quarter mile. possibility of isolated drizzle not only this morning but tomorrow morning and sunday morning. mainly 60s along the coast and just 70s elsewhere. sprinkling of 80s for fairfield, yucaipa. an update on the big weather event coming up next. critical fire dangers return sunday which means that the potential for more power shutoffs next week. here's a look at the current outage map. right now there's scattered power shutoffs in northern california. pg&e is expected to turn the power back on from this week's event later today. the utility says more information about possible shutoffs this sunday will be available by 8:00 tonight. right now on our website we have tips on how you can prepare for a power outage, everything from the supplies you need to have on hand to ideas from your food going bad. you can find more than a dozen tips on abc7news.com. just 11 days until the end of voting. more than 45 million of us in america have already done so. president trump returns to florida for two rallies and joe biden is going to be talking about covid-19 and the economy in delaware. last night was critical in the race for the white house. the candidates went head to head in their final debate. here's liz kreutz. >> reporter: with vice president joe biden wearing a mask as he walks on to the debate stage and president trump without one, the two candidates clashed from the get go as they met face-to-face for the last time. it started off with coronavirus and how best to open the country amid the pandemic. >> if you have a restaurant, you need plexiglass dividers. you need to be able to trace. >> these are businesses with no money. putting up plexiglass is unbelievably expensive. it's not the answer. you're going to sit in a cubicle wrapped around with plastic. >> reporter: the candidates sparred over health care, national security. the attacks got personal at times with the president going after biden's son, hunter. one of the most heated debates came over immigration when kristin welker asked about separating children at the border. >> kids were ripped from their parents arms and separated. now they cannot find over 500 sets of those parents. those kids are alone. nowhere to go. nowhere to go. it's criminal. >> they are so well taken care of, they're in facilities that were so clean. >> reporter: the president then transitioned to attacking obama era immigration laws. >> catch and release is a disaster. a murderer would come in, a rapist would come in, a very bad person would come in, we would take their name, we have to release them into our country. >> reporter: the debate was much less chaotic than the first one two weeks ago. there were fewer interruptions thanks in part to the debate commission muting the mics. the final heated exchange came on the topic of race. >> i am the least racist person. i can't even see who is in the audience because it's so dark, but i don't care. >> abraham lincoln here is one of the most racist presidents we've had in 34modern history. >> reporter: character was also a focus of last night's debate. both campaigns appear happy with their candidate's performances last night. both are claiming victory. liz kreutz, abc7 news. as far as debate watch parties went, you had to get creative because of the pandemic. in san francisco we had our first drive-in watch party. [ honking ] >> last night supporters were honking in favor of joe biden at this drive-in debate. some people watching the debate out of their trunk say there were some surprises. >> i think trump is acting more civil than i thought he would. >> i would say very surprising compa compared to how the first -- even through the honking here. compared to the first debate, just being able to actually hear each individual talking. >> we talked to a san jose state professor who says knowing the mics could be turned off helped both candidates. abc news was fact checking both candidates during the debate to find out which claims hold up, you can go to abc7news.com. alameda county is easing restrictions on indoor businesses starting today. the economy is something we're focused on in our effort to building a better bay area. amy hollyfield is live with what we can expect. good morning. >> good morning. well, if you're in alameda county and eating outside this weekend and you get cold, there's a chance there could be room for you inside. starting today in alameda county restaurants can increase capacity inside. they can now have 25% capacity oth or fewer than 100 people. that formula applies to movie theaters, indoor worship services, gyms and fitness centers. all of them can have a few more people inside. the mayor of oakland gives the credit to residents for being diligent. >> all these indoor activities like climbing walls, bowling alleys, these are going to start to be allowed to reopen at 25% capacity and all that because you have done such a great job keeping that social distance, wearing the mask. >> indoor stores and malls can even allow more people. they can increase capacity to 50%. the state cleared the county to make this move more than a week ago when it moved alameda county into the orange tier, but the state's color coded system allows for a county to move at its own pace and make the final decisions. alameda county has chosen to be more careful and take it slow, but today they are clearing the way for this new orange tier restrictions. reporting live in pleasanton, amy hollyfield, abc7 news. >> thank you. a big day for kids of all ages in san jose. the city is reopening nearly 300 playgrounds. they've been closed for seven months because of covid-19. so amenities like basketball courts, picnic areas will reopen in the coming weeks. you have to wear a mask, that's required. the city is also asking everyone to an tsanitize equipment beford after use. to make sure everybody gets a chance to play, officials ask that you limit your visits to 30 minutes. we made it easy for you to keep tabs on the rules and what's open where you live. this interactive reopening tracker is on abc7news.com. in the east bay, some tense moments in oakland when a grass fire broke out during windy red flag conditions. the flames could be seen burning along the 583 freeway. when the winds pushed the flames towards some apartment buildings, the oakland fire department called in more help. one building was damaged. oakland fire says it started in a homeless encampment. >> all right. we have to talk about it. we're going to have a couple of nice autumn-like days today, tomorrow and for most of sunday. but then when you get to sunday night, that's when everything starts to change. it's the winds that are so strong. dangerous, aggressive if you will. they will rake us with 70 miles per hour gusts at the highest peaks, up to 50 miles per hour where most of us live. all of us under a high wind watch. 4:00 sunday through 10:00, 11:00 monday morning is when we'll have the fastest most dangerous winds. the fire threat will be even broader than that. it will start at 11:00 sunday morning until 11:00 tuesday morning. 48 hours of critical to extreme fire conditions. that is everywhere except for the coast, san francisco, the bay shoreline and down into the south bay. if you're heading out right now, 51 to about 57 across a cloudy san francisco. a little bit of drizzle is possible. american canyon, 49. a bit of fog. 49 in pleasanton. most of us in the 50s. if you're going to be learning from home, working from home, exercising, a wonderful day to be outside. enjoy it. the let's talk more about the morning commute. you can see a few cars on 87 in san jose. what are you seeing, jobina? very high creeping out of the sacramento valley and into solano and napa counties. look at this explosion of extreme fire conditions as we head to bed at 11:00 sunday night. so while we're sleeping sunday night into monday, that is going to be one of our most dangerous times for fires. >> all right. we'll continue to look at that. thank you. new details in oakland, a six-hour standoff with a double murder suspect finally came to a peaceful end. yesterday at around 11:00 in the morning, the gunman barricaded himself in this shoe store, took a hostage and opened fire. after several hours, police were able to negotiate the employee. the suspect remained agitated firing more rounds. a few hours later they coaxed him out bringing him into custody. >> we will continue to demonstrate to our community that we are serious about reducing the violence. for those that responsible for the violence, we will seek to take you into custody. >> police say the suspect was wanted in connection to a double homicide last week on 84th avenue. oakland unified school district is apologizing for releasing a survey that included a historically racist term for people of asian dissent. the communications director said we are sorry for anyone who saw it and felt the crushing weight of historic racism associated with the word. district officials are working to find a digital security issue that may have led to the problem. ousd will send a replacement survey out soon. a california appeals court ruled that uber and lyft violated a state labor law but this will not have an immediate impact. the ruling says that the ride hailing companies misclassified their drivers as contractors instead of employees and that goes against assembly bill 5 which grants fair wages and benefits to workers classified as employees. this issue is on the ballot. if prop 22 passes next month, the companies would be allowed to classify drivers as independent contractors. happening today, marin county hosting a drive-through halloween spooktacular. this is happening at the marin center in san rafael. they're setting up for family friendly haunted surprises and activities. all of this will be done as you stay in your car and you drive through a series of lands that feature dinosaurs, skeletons and more. there's also halloween-themed fair food like pumpkin and ghost candy apples. this starts today. it goes from 4:00 to 9:00 p.m., it runs through halloween weekend. and there is a cost, though it's relatively cheap. it's 10 bucks per car. this however is free. i mean, if you want it. jack in the box is getting into the practice of mask giveaways. as you can see from the picture on your screen, it smells like chicken. specifically it smells like their new chicken sandwich which actually is not chicken because it's plant-based. so they're giving these away as long as supplies last on their website. jk jack in the box is testing the sandwich in a handful of restaurants. because i always do epstein's girlfriend has been released despite maxwell's legal challenges. it showed she denied being a part of sexual abuse of teenage girls. >> reporter: in this morning's "gma" first look, after months of fighting to keep depositions sealed, this morning newly unsealed testimony shows what maxwell said in 2016, denying part in jeffrey epstein's alleged sexual abuse of girls. barry levine has been investigating the allegations at the heart of these cases and says epstein needed the help of someone like maxwell to earn the trust of his alleged victims. >> they were able to present the front window of this salon and then it's not done yet because it starts jumenning up and down the various stations hitting the glass probably because the deer saw its own reflection. the owner said the buck was still in there when she got to work four hours later. see that? the deer -- to give this deer credit, the deer jumped out the same way it jumped in, which i think is very polite. the owner just opened the shop last month and had to close for a day to clean up the mess. >> probably the least that deer could do after all of that. >> what do you think the deer was after? >> in the 11:00 this morning. mount diablo has 32-mile-per-hour winds. everyone else 12 or less. look at that oakland hills, you're in the middle of the marine layer. that's why there's the possibility of a drizzle in our hills this morning because of the marine layer. you can see the clouds clinging to the coast. low to mid 60s there. 67 in richmond. 70s just about everywhere else. a few 80s holding on in ukiah, fairfield. that's it until late next week. we'll talk about the potential fire event sunday night into monday. >> thank you. just a few minutes ago vice president mike pence and second lady karen pence joined the millions of americans who have already cast their ballots early for the november election. so this is video of them from about 15 minutes or so ago when they finished voting in downtown indianapolis. later today the vice president will be going to pittsburgh for a campaign appearance. president trump and joe biden return to the campaign trail today as well hours after clashes in their final debate from the november election. by all accounts it was a more conventional debate than the chaotic first meeting. faith abubey is live in washington, d.c. with a breakdown of all the key moments. >> reporter: good morning. it was a more civil debate with substance, but it also gave voters a chance to understand exactly how different both president trump and former vice months. >> i say we're learning to live with it. we have no choice. we can't lock ourselves up in a basement like joe does. >> people are learning to die with it. anyone responsible for that many insisting he's better for the job. >> if he gets in, you will have a depression the likes of which you have never seen. your 401(k)s will go to hell. >> what is on the ballot here is the character of this country. >> reporter: in their closing arguments, trump telling voters economic success will unify the nation. biden saying if elected he would represent every american and address systemic know, it's embarrassing. the idea that we had a presidential debate where you had to mute the microphones? i mean, come on. if that's where we are starting from that, it's not a good place to be. it controlled both sides. it also gave joe biden his two minutes to get out there and say what he wanted to say. it gave trump his. they still ran over each other's times. >> abc news was fact checking hi, good morning. restaurants can now serve more people here in alameda county, they have the outdoor option. now they can open inside to a limited capacity. they can let in 25% of their capacity starting today. that's an option for restaurants. if you're headed out this weekend to eat, you know you have both options, in and out. they can have 25% capacity or fewer than 100 people. that formula applies to movie theaters and indoor worship services, gyms and fitness centers. all of them can have a few more people inside. the mayor of oakland gives the credit to residents for being diligent saying social distancing and wearing masks has really paid off. >> we have got to keep doing that because if those test results don't stay where they are, if they don't get better, alameda could roll these privileges back. so let's keep it going. >> so the county is in the orange tier, it can fall back to the red tier in it doesn't meet the requirements for two consecutive weeks. the thank you. we heard a lot of promises about a potential coronavirus vaccine last night from the presidential candidates. let's talk about facts and the fda just having a meeting where they're discussing the progress from these major manufacturers. jobina fortson is at the live desk with more on what they discuss discussed. >> hi, reggie. everything is moving in the right direction in terms of finding a vaccine for the virus, but we are not there yet. so here's the very latest information. we'll pull it up for you. the first large scale vaccine trial happening in the u.s. has hit its target enrollment of 30,000 participants. that's the vaccine being developed by moderna. if all goes well the company's president says the vaccine could be available on the market by december. pfizer has lowered the age of participants in its trial to 16 years old. the company wants at least 3,000 older teens enrolled. an fda vaccine advisory committee met yesterday. experts from around the country joined on a livestream for the hearing. the panel assured them the agency would enforce a minimum efficacy standard before considering any vaccine for emergency clearance and also would require strict follow-up testing. if we don't take measures to restore confidence in this, all these people have told us they won't take this vaccine. >> members of the panel voiced concerns about the perception that the agency is under intense political pressure from the white house to approve a vaccine quickly. the panel included experts in the field but a stanford infectious disease expert says the key word is ed a advisory. remdesivir is the first and only drug approved as a covid-19 treatment. that approval just came yesterday. gilead sigh yen ciences makes t. remdesivir can shorten the temperatures. let's go into our east bay valleys and look at these 40s throughout the tri valley. heading up in elevation, 53. you head out highway 4, we have mid to upper 50s. definitely a cold morning there if you left the windows open. even cooler than up in the north bay where we have 49 in napa, 50 everywhere else. 50 in los gatos, mid to upper 50s for the bay shore. let's look at that fog. you can see it's thickest right now at our reporting station in napa. that means vallejo, american canyon, napa, highway 80, 39, 29, 112, all of those could have issues with reduction in visibility throughout the morning commute. here's emeryville, 55 degrees right now. that is my biggest concern with your commute the fog out there this morning. all right. let's look at our high wind watch. this is when the winds will be most december tric destructive. not only will we have a psps but also going to have the winds that could knock out some power from 4:00 sunday to 10:00 monday. but the fire threat is going to remain in a broader scope, 48-hour timeframe of critical to extreme fire conditions from 11:00 sunday to 11:00 tuesday because of those gusts at 50 miles per hour where most of us live to nearly 70 up in the hills. more on that coming up. first, let's get over to jobina and find out the all-important question for friday. is it light? >> oh, yes, it is, mike. thank seasnsors there, hardly a red line coming out of tracy there. a couple spots there at the toll plaza which i will show you with our live camera. i want to bring in a commuter alert for fairfax-bolinas road, it's closed between highway 1 and the meadow club until monday. here is the toll plaza, no metering lights on according to the chp and it is moving nicely. mike showed you a live picture of 80 family is searching for answers this morning after a deadly drive-by shooting this week that claimed the life of a young woman pregnant with her second child. 19-year-old sereinate henderson was in the driver's seat of a car on prince street near ellie a ellis and berkeley when she encountered a hail of gunfire. the young mom, son and siblings were in the car with her. they were not hurt. they were boxed in by two cars when the shooting started. >> it was a black car that pulled up behind us, and a white car that pulled up on the side of us. the white car pulled up on the side of us and just opened fire. >> berkeley police have not announced any arrests. they have not announced a motive. like many other bay area cities, berkeley is seeing an uptick in shootings and violent crime this year. city officials vowed to launch a regional effort to address gun violence. scott peterson will return to a courtroom today. this comes after the state supreme court's bombshell decision to re-exam anyoine his murder conviction. the court found a juror failed to disclose another legal issue that might have disqualified her from a peterson case. today's hearing will say whether peterson can provide his own lawyer or needs a public defender. he was sentenced to death row for murdering his wife laci and unborn son in 2002. it's unclear whether he will appear in person or by video from san quentin. in the south bay, the milpitas city council voted to sue over governor newsom's project home key. this is a program for homeless housing during the pandemic. the "mercury news" reports the move puts pressure on santa clara county who decided to use their funds to convert a 146-room extended stay hotel in milpitas. it appears the lawsuit will be filed against santa clara county and jamboree housing, a non-profit developer. it's unclear if milpitas will file suit against the state. okay. this turkey that's notorious for terrorizing residents of one of oakland's neighborhoods has officials. officials were able to bait gerald with kibble and sunflower seeds. a wildlife expert pretending to be a frail old woman was finally able to grab gerald. shortly after his capture, officials released the bird back into the wild in the east bay hills. >> the turkey is in a wild area. he was situated with other turkeys where he will be safe. so, yeah, definitely feels like the best possible outcome. >> california's department of fish and wildlife helped to secure gerald's new home. reggie and mike, it wasn't enough they gave him his little mix of kibbles and sunflower and to 63 along the coast with that lack of sunshine making it feel cooler. mid 60s for downtown, south san francisco, sausalito up into the north bay coast. 73 to 78 through the north bay valleys.
