weekend with the details in a few minutes. liz. >> immigrant communities are on edge this morning following i.c.e. raids across the state that we mentioned including here in the bay area. abc7 reporter luz pena reports that some are calling these arrests politically motivated. >> he's getting ready to go in. >> reporter: this is one of 125 statewide apprehensions i.c.e. reported this week. all undocumented immigrants with prior convictions. >> it is totally inappropriate, especially during a pandemic. >> reporter: san mateo county supervisor denounced these arrests and called them a political tactic 25 days from the election. >> and this is purely about politics, and it's purely about the administration appealing to their base of voters. >> reporter: i.c.e. categorized their operation as one free of politics and responded in part, i.c.e. takes many factors into accounts when targeting and arresting individuals including their criminal and immigration history. now the latest arrests reported here in the bay area by ice took place in this apartment complex in daly city. the person arrested was a 29 year old from guatemala with several duis. another arrest took place in san jose. yolanda chavez described the agonizing moments when i.c.e. agents tried to enter her daughter's workplace in the south bay. now her daughter is refusing to go outside. >> they're not showing a judicial warrant to families to conduct an arrest. they're basically printing on a paper and stamping it and saying that we're taking you. >> reporter: immigration advocates say i.c.e. agents are tricking people into giving up information. they're seeing an crazy of calls to the bay area rapid response network. >> 24 hours a day, seven days a week, we have advocates, legal on is rights section. developing news now, president trump plans to give a speech from a white house balcony today at an event with 2,000 people invited. in an interview with fox news, the president says he's no longer taking medication to fight the coronavirus. trump says he was tested yesterday, but results of that test have not been released. and this comes as abc news confirms that two more members of the white house residence have tested positive. we'll have more on today's event coming up in our next half hour. now let's get to covid-19, the numbers of daily coronavirus infections is headed in the wrong direction. there were more than 350,000 new cases reported worldwide yesterday. that is a new daily record. california had a little more than 3,800 diagnosed cases. that's about 800 higher than the daily average. the 14-day positivity rate is at 2.6% here in the state. that number is a good indicator of the transmission rate. >> even though we are lucky to have sort of a late summer, once we hit winter, we're going to have some issues once that weather comes in. >> dining outdoors during this time of year can be very unpredictable so in an effort to build a better bay area, san jose and the silicon valley organization are teaming up with doordash to help restaurants prepare. a abc7 news reporter amanda del castillo explains how the money will be a critical lifeline as the weather returns. >> we're still months away from the official start of the winter season, but small business owners know it's never too early to begin preparing, especially during the pandemic. >> even though we are lucky to have sort of a late summer, once we hit winter, we're going to have issues once that weather comes. >> $5,000 in grant money meant to help delivers cover the cost of heating equipment, tents and more. >> for the quote we got for a tent, it doesn't quite cover it. i would say it's about 60% of what we would need, but that would help us, of course, with any costs that we can get, any grant that we can get we're appreciative for. >> reporter: on october 16th, restaurants can apply to receive part of the $150,000 being dedicated to san jose. doordash, the mayor's office and the silicon valley organization partnering to provide a little relief. >> at the end of the day, what we really need is a significant amount of federal investment if we're going to be able to keep folks afloat through this pandemic. >> reporter: doordash is making these grants available in select cities across the u.s., and the bay area that includes san francisco and san jose. the company said in part this initiative will provide critical financial support to keep restaurants going through the cold weather, adding our city's restaurants are finally starting to move forward and we have to help them maintain the momentum. the silicon valley organization adding the move means economic growth for san jose and a small step forward for small contcontt truth is we're going to need many hands to lift this village up and to be able to help other small businesses survive this winter season. >> reporter: grant recipients are expected to be notified by the end of december, in san jose, i'm amanda del castillo, abc7 news. on the peninsula, stanford's football team began its preseason practices at woodside high school. the cardinal are working out in woodside because right now santa clara county is not allowing on-campus practices at stanford because of covid-19 restrictions. and fitness clubs now have the okay to reopen in alameda county. 24 hour fitness welcomed back its members at all 11 of its locations in the county including this club right here in pleasanton. officials with the chain say they're closely following official health guidelines and have their own additional cleaning protocols. club managers will also be keeping a head count limiting occupancy. and san francisco needs to rethink its permitting process as part of its economic recovery. that's according to a new report. the city's economic recovery task force says it needs to be simplified so businesses and small businesses specifically can launch quicker. an example could be a new cannabis dispensary that just opened on o'fer ral street. that owner says she started this process of opening in 2017. another recommendation is for the city to keep the little p k parklets that have popped up for outdoor dining. they say it encourages more parking spaces to be turned into restaurant space. >> i really like all the outdoor dining. i think it was one of like the things that come with covid. >> of course that will make it harder to park and go to those restaurants, so it will be a tricky situation all around. the report also mentions keeping an eye on empty office space and hotels and and checking it out. san francisco firefighters are paying tribute to one of their own. a memorial for jason cortez now sits in front of fire station 3 on post street. cortez died tragically in that training accident on wednesday. the 13-year veteran most recently worked as a firefighter paramedic at station 3, and his fellow firefighters also placed that black wreath there on one of the station's fire trucks. our heart goes out to his family. we're going to take a live look at sfo here, san francisco international airport has closed two of its four runways for repaving through friday. so keep that in mind if you're traveling. the airport says about a third of its arrivals and departures can expect delays from 9:00 a.m. to noon and 5:00 to 8:00 p.m. the work was originally scheduled for 2022, but airport officials decided just to get it done now because of reduced flight schedules, which are down about 60% from this time last year. pretty smart, lisa, to move ahead with homeowners a break. vote yes on 15. welcome back. protesters are going to gather today to call for justice for a man shot and killed by a napa sheriff's deputy this week. 47-year-old juan garcia of napa died after being stopped for a traffic stop. garcia got out of the car and approached the deputy while keeping his hand behind his back. when asked to show that hand he didn't, his family says garcia was shot eight times. the sheriff's office says they will release body camera footage next week. the protests will be held at veteran's park today at 1:00. a new report finds that drug overdose deaths in san francisco have already surpassed last year's staggering numbers. the medical examiner's office says around 470 people have died from accidental overdoses in just the first eight months of the year. that averages to about two deaths every day. fentanyl is to blame for most of these fatalities. last year there were 441 overdose deaths through the entire year. the report says san francisco could see 700 jooverdose deathsy the end of this year. san francisco unified has dropped a bomb shell proposal. the board announced they may switch an elite high school's system to a lottery what the future may hold for lowell high school. >> reporter: lowell high school in san francisco's sun bel district is a nationally recogni recognized school. because of the pandemic grades and scores have mostly been eliminated so the proposal is that all entering freshmen would have an equal opportunity to attend through the public school lottery system. >> this is o'mow an exciting opportunity for us. >> gabriella lopez is a former sfusd teacher and vice president of the san francisco board of education. she says on october 20th, the board will vote on an admission policy change for one year, but. >> would you like to see lowell a part of san francisco's general lottery system beyond this school year into the future? >> yes. and in any future vote, if that comes up, i will vote yes. >> right now most of lowell's students are asian american. >> one thing that i've been hearing from the actual student body at lowell is more representation in the african-american community, of course, and the latino community. >> it is been our family's dream for him to attend this school. he lives within walking distance to this school. he attended lake shore elementary, which is next door. >> rowena's son is in 8th grade and has always wanted to attend lowell, his father's alma mater. >> i'm feeling right now that the hard work that my son has really strived to achieve was all for nothing. >> reporter: she says she has little faith in sfusc's lottery system after her son didn't get into any of his middle school choices. >> i'm getting choked up. we're trying to do our best for our children, and lowell was los of those options. >> and next week we're going to have a report card on schools in the bay area. our building a better bay area education team will working. join us starting monday. fire investigators have seized equipment belonging to pg&e as it looks into the cause of the zog fire in shasta county. the fire has killed four people, burning more than 56,000 acres.g pg&e recently emerged from bankruptcy caused by financial fallout from several devastating wildfires caused by its utility. the utility released this statement saying, quote, we recognize the tragic losses sustained as a result of this year's fire season and are thankful, as always, for the who have worked tirelessly to s contain the fires and protect the lives and property of california residents. meanwhile, in the north bay, firefighters are makiingwaing h on the glass fire. containment is up to 78%. the wildfire has burnedg 67,00 acres or 105 square miles. this has been a destructive wildfire destroying nearly 700 homes in napa and sonoma counties. cal fire says it expects to have the fire fully contained in a couple of weeks. and today fema will be closg its aid center in santa rosa for survivors of the august wildfires. the deadline to register for disaster assistance grants has been extended to november 21st. so after today, services must be accessed online and you can do that at disasterassistant.gov, with the fema app or by calling the fema help 800-621-3362. maoving on, a newly reopene san francisco cafe has been hit by a vandal and a thief in the course of a week. a man stole several toys from toy boat by jane on clement street in the inner richmond. the dessert and sandwich shop was sold to a new owner over the summer and reopened three weeks ago. owner amanda michael says the thief came in thursday pretending to be a worker who was there to look at repolice stationing -- at replacing a vi vandalized window. >> the neighborhood, the community, everybody's been so sp supportive. we've had people dropping off toys to donate. it's definitely been like a pretty rotten experience, you know, like it's a bummer to have sat happen but it's inspirational to see how people help. >> michaels says she would love for the thief to just return the toys. the question is who is doing that? all right, italian heritage weekend festivities are happening this weekend in san francisco. that is a singer that serenaded people in washington square with italy's national anthem. many of this year's activities will be virtual due to the pandemic, and that includes an online celebration to replace the traditional parade through north beach tomorrow. and the annual vernal heights outdoor cinema season kicked off in san francisco. due to covid-19, it is now a drive-in affair at al mayny market plaza. people came in their cars to watch various short films featuring san francisco's stories. movie goers were encouraged to bring takeout from local restaurants. another screening is planned for next friday. it is free but online reservations are required. i think that is one of my favorite things, lisa, that's come out of the pandemic. is this throw back to these drive-in movies. it seems so fun. c >> and kind of ding on the street european style. that's fun. we are looking at some weather that will contribute to a lot of outdoor dining, perhaps, as we get into next week. today, though, the coolest day out of the next seven as a cold front is situatedg to the nort of us draping a lot of clouds our way. live doppler 7 picking up on the cloud cover across the entire bay area. to the north, that's where the rain is. it is slipping south into the northern sacramento valley perhaps today and north of i-80, but for us maybe a little bit of drizzle. here is what was hurricane delta cra across the southeast spinning the rain, the possibility of flooding, flasflooding and isolated tornados. but theater level continues to reseed as -- recede as we get into louisiana today. the most activity has been in mississippi and western tennessee. that's where we're looking at anywhere from four to six inches of additional rainfall. you can see the track of that low pulling up the moisture through the carolinas into virginia, and it's just going to be kind of a mess there the next 24 hours. they had been hit particularly hard with at least ten named storms for 2020 acrosshe southeast. right now it is 59 in san francisco, 53 in santa rosa, 63 in concord, and a live look outside, these sprinkles may be a tray showstray shower. starting tomorrow thanks to the wind shift, that's going to keep us dry and a stretch of dry and warmer weathers we get into the weekend ahead. those gusty winds arriving as soon as late tomorrow night. as we look at our clouds throughout the rest of the day today, you'll notice a little bit of green here on the screen, and that could be an isolated shower. here we are 5:00, and finally that front pushes through into tomorrow. look at the cloud cover. just gone, and in terms of our smoke forecast, today the winds first coming out of the south, then shifting to the northwest, so we have a spare the airg alt as we're expecting a little more smoke to come into the north bay. this is sunday, no spare the air yet, but that could change, and thers another look at that system missing us to the north. as it pushes to the north and east, here's where we get those northerly winds, at least ten degrees warmer tomorrow. that's going to bring numbers up where they should be. 73 in livermore, 81 tomorrow, 87 on monday, lots of 90s from tuesday into next weekend. highs today below average in oakland by a few degrees. 76 is where you should be this time of the year. 71 in santa rosa. the accuweather seven-day forecast, cool today, lots of clouds. tomorrow it will be warmer, kind of nice out, but those winds will get a little gusty by later on in the day. that continues into monday, and the pattern is for that dry and periodic offshore flow through the rest of the week with 70s at the coast, 80s around the bay. so back to the shorts and opening the windows. hopefully the air quality will stay kind of good. it has been pretty good. we have to watch that high fire danger. >> i've still been noticing allergies from the smoke. it seems to be going to have to wait a little longer now to catch a new show. producers are now offering refunds and exchanges for shows through may 30th. that doesn't mean that that's the date for performances to resume, but theaters are preparing. broadway closed on march 12th canceling all shows including 16 that were scheduled to open. in london, west end productions won't reopen until 2021. that is such a blow and devastation for the theater communit okay, this year's rock and roll hall of fame induction ceremony will feature some star-studded guests. we're talking about bruce springsteen, miley cyrus, hour, let's get another quick look at the weather with lisa argen. >> a lot of cloud cover out there. unfortunatel no rain, and we'll look for the clouds to dominate the sky this saturday with cooler than average conditions. it is 59 in san francisco, 62 in oakland with upper 50s in san jose. another view of the city looking pretty nice there with low 50s in santa rosa, 60 in livermore. so as we look at the conditions up in the north bay, 57 degrees, 88% relative humidity, and it has been pretty good to get that i 78% containment for the fire, but unfortunately the weather will note working in ours direction for some cooperating s conditions. in fact, we're going to see the winds turns offshore and really see some warmer temperatures beginning tomorrow. right nor quality is good. it's a spare the air alert today. with poor air quality in the north bay, we have wind shift and smoke pushes into the far north bay. otherwise temperatures in the 60s allowing for not much heating by noontime. as we get into the late day, a few peeks of sun, mid-70s for our warmer inland right lant las we'll talk about a warmup coming up. developing news this morning, delta is now a tropical storm and continues to weaken, but it's still a major rain threat to louisiana. it made landfall near where laura hit just over a month ago. abc news reporter el wwin lopez has more. >> reporter: delta slamming into the gulf coast as a category 2 storm, making landfall near creole, louisiana, only about 12 miles where laura came ashore just six weeks ago. this storm blasted parts of the pelican state with 100 miles per hour winds. roofs were ripped off buildings, trees and power lines toppled. in lake charles, people still trying to recover from laura. homes covered in blue tarps from that storm now barely clinging on after delta. saturated by back to back s storms. >> we're along the vermilion river in lafayette, louisiana, where we're already seeing the banks growing here as delta rolls in, the fast moving storm expected to do some damage before it moves northeast. but before it strikes the mid-atlantic, we could see up to 11 feet of life-threatening storm surge along the gulf coast. >> it is very clear that southwest louisiana is going to get more of a punch from this than we would like to see. >> elwin lopez, abc news, lafayette, louisiana. and today president trump plans to hold his first in-person event at the what house since being hospitalized with covid-19. there's still a lot of confusion surrounding his illness with little word from his doctor on his condition. here's abc ns congressional correspondent mary bruce. >> reporter: one week after he was hospitalized and questions swirling about whether he could be contagious, president trump is planning to resume in-person events. >> i feel better now than i did two weeks ago, it's crazy.s i recovered immediately, almost immediately. >> reporter: though the president insists he's no longer taking medications doctors still haven't answered questions about his symptoms. the president back in the west wing at first said he would trel to florida saturday r a rally, but now planning to speak to supporters from the balcony on the south lawn of the white house. dr. anthony fauci labeled one of trump's last big white house events a superspreader. >> we had a zssuperspreader eve in the white house, and it was in a situation where people were crowded together and were not wearing masks. so the data speaks for themselves. >> reporter: at least 34 people in the white house orbit have now tested positive. trump spent two hours on the radio with rush limbaugh acknowledging last week he was not in great shape. >> i might not have recovered at all from covid. >> reporter: but now he insists he's cured thanks to the experimental antibody treatment trump received, a treatment only given to about ten people >> i can tell you it's a cure, and i'm talking to you today because of it, and you know, because i think i could have been a bad- i could have been a bad victim. >> reporter: dr. fauci pushing back saying one case does not mean the aintibody treatment isa miracle. >> i think it's a reasonably goodhance that the antibody he received, the regeneron antibody made a significant difference in the positive course. when you have only one yau. >> reporter: trump's doctor saying the president is devoid of any indications to suggest pro impression of illness adding i fully anticipate the president's safe return to public engagements. in reality we know very litt about his true condition. the white house is refusing to say when trump last tested negative which would help the american people know where the president is in the course of the virus. in an interview overnight in vallejo are on administrative leave after they were heard complaining about their students. >> staff members will say oh, you know, these kids are so technologically advanced. i'm like no they're [ bleep ] not, no they're not. >> if you're impressed that a kid can rerd a tiktok, it's literally one button. >> a parent who was recording heard her son being bad mouthed. >> i was heartbroken, confused had heard that come out of a teacher's mouth. other students were still logged in. other parents were logged in as well commenting like do you know that you guys are being still recorded. >> the vallejo city unified school district sent a statement reading quote, vcusd takes all student and parent complaints very serisly. we will evaluate our policies and procedures for online instruction and will address any specific complaints regarding the appropriate conduct of our faculty and staff. we regret that any students were offended by this incident and we will work carefully to resolve northwest, and for us maybe a few sprinkles, an isolated shower but really more likely will be a lot of cloud cover and just limited sun today. live doppler 7icking up on the clouds. san jose 101, kind of pretty out there, 59 downtown. it is 62 in oakland, 57 mountain view, good morning, san jose, 59 there with upper 50s on the coast, and our roof camera showing you just a little bit of sun there. today numbers will be even cooler than yesterday in the low 60s downtown. of year, 53 up in the north bay, 56 in napa. it is 60 by the delta with the southwest wind at 15. that will be switching around and we'll look for a little bit more smoke entering the nort bay. santa cruz, 55 degrees. high near 70, you can see some some along the central coast. overall, we're going to see a
