>> here's a look at live doppler 7 showing a new band of moderate to heavy rainfall pushing onshore right now. it's raining heavily in the north bay right now. as a result of that we have flood warnings in effect. the napa river near st. helena will crest above flood stage tomorrow morning. in fact six feet above flood stage producing flooding along river banks and the river near napa will crest ten feet above flood stage tomorrow morning, also producing flooding along river banks. and there's a flood warning in effect until 10:45 tonight for this area right along highway 101 from just south of hillsberg to petaluma. this is for small stream and creek flooding and localized street flooding, that's occurring right now. the storm impact scale, the storm ranks 3 on the impact scale through tomorrow morning. we expect an additional half inch to inch in haand a half on of what we've already had. you can see another surge of strong storm activity into the late night hours into the early morning hours. looks like another very messy commute tomorrow morning, dan. >> spencer, thanks very much. in the north bay, there is flooding in many areas and just about an hour ago we learned the guerneville school district will be closed tomorrow. this video was taken in marin city earlier today. you can see cars driving through root in water near donahue street. the street is now clear. abc 7 news reporter wayne freedman is live in santa rosa with a look at some of the other problems he's seen. wayne? >> reporter: we're having one of those problems right now, that band of moisture that christian was talking about, we just got belted by it. you see the walkway down below there, it is closed. santa rosa creek is higher than it's been a long time right now. last time it overflowed its banks was 2005. there are concerns that it could happen again. let's begin with the systems fire marshal, paul loewewenthau. julie wallach took one look of valley ford road and wanted nothing to do with it. >> it's a lot of rain. >> reporter: have you seen people try to go through it? >> no! >> reporter: we did, though. a quarter mile gauntlet tempted by one truck that looked and sounded like a boat that somehow made it across, even though another car didn't. flooded or not, there was no easy driving today. automotive carcasses or those destined for critical care do they dotted the region, from a school bus to a suv sitting on the brink of a mudslide in san rafael to highway 101 back in petaluma. the wrecking yards picked up a lot of business based on what we saw today. yet this caused the longest disruption, a eucalyptus tree that fell on east washington boulevard. nobody hurt, but it scared quite a few. >> lucky that nobody was underneath. >> exactly, no reports of any cars that were hit or damaged or anything. >> reporter: well, the rain is still here at this point. we are waiting. in the last hour, the sonoma county sheriff issued a flash flood warning. that would include santa rosa creek behind us. they'll be keeping an eye on it. we're hoping more rain doesn't fall. but it will fall. live in santa rosa, wayne freedman, abc 7. >> you are right, wayne, thank you. bad weather forced the oakland zoo to close to visitors. but as you can see in this video provided by the zoo, the elephants certainly enjoyed the mud and the solitude. the weather is wreaking havoc on the roads and conditions were exacerbated in one neighborhood this morning. a sinkhole nearly swallowed that suv on santa maria and redwood road. firefighters rescued the driver. crews are bracing for a busy night in the south bay with more rain moving in. abc 7 news news reporter chris nguyen is live at anderson reservoir tonight. chris? >> reporter: hey, dan. officials are releasing water from anderson reservoir. wow, it's an impressive sight. they want to make sure it doesn't reach capacity. the city and the water districts say they're ready to respond to potential flooding throughout the area. in the south bay, water gushing from anderson reservo instantly becomes an attraction. but with heavy rain comes concern. almost two years ago, neighbors in some parts of san jose faced disaster as water released from anderson dam caused nearby coyote creek to flood. garrett's home was in the flood zone. >> it's scare. you don't think living in such a big city like san jose, something like this could affect you. but with a reservoir that big so close to home, it's something you have to think about. >> reporter: local officials estimate the flooding caused nearly $73 million in damage. valley water has since led year-round efforts to remove downed trees and invasive vegetation in the creek. >> all five of our sandbag stations have been fully stocked. cities in the county operate an additional 19 sandbag sites. >> reporter: city leaders appeared at city hall with valley water today to outline their joint emergency action plan. >> our new wireless emergency system allows us to push texts to cellphones in an affected area. we have purchased and are ready to deploy loud speakers for warningpurposes. >> reporter: steady rain in san jose is keeping these crews on the go. the department of transportation, barricaded off this sinkhole at bailey and santa teresa to make it safe for passage, just one of dozens of calls that came in for service. the city actively cleaning up problem spots throughout the day. lessons learned as crews are put to the test. >> all that planning's been done now. we've got communication ready in multiple languages. and it's a matter of implementing a plan versus trying to create a plan. >> reporter: the city is encouraging residents to sign up for alert sec. that's the county's mass alert system via text. we're at anderson reservoir tonight, chris nguyen, abc 7 news. >> chris, thank you. on the peninsula, the storm has toppled trees and triggered mudslides. it's also delayed thousands of air travelers. you're looking live at a very wet sfo. airlines have canceled or let's say delayed 470 flights and canceled 164. abc 7 news reporter vic lee is live on 101. vic, how is it looking for drivers? >> reporter: well, i'll tell you, we are really flying here on 101 as we approach the santa ma san mateo turnoff. let me adjust the camera angle. we're moving really well. we've noticed a little sprinkle in the air but the public works department in the county tells us there were no major problems today. the downpour on the peninsula came mostly overnight. a light rain fell in the morning. just light enough to make it fun for youngsters like ellie and her little sister julia. >> i can play in the puddles. the wind blows my umbrella sometimes, it flips around. >> at my school there's a very big puddle about my tree. >> reporter: there was minor flooding, mostly on streets that always seem to flood. but none of this deterped the postal worker, through rain, snow, sleet, and hail, as the saying goes. but there's one road that may have stopped deliveries, old la honda road. a section was closed. part of the narrow road had slid during the recent storm. last night's rain took out even more pavement. old timers here seem to take all of that in stride. >> they're big trees here. things are going to fall, things will be, you know, like they are. but it's part of being up here. >> reporter: the heavy overnight rains caused trees to tumble. here in foster city, a huge eucalyptus came crashing down next to townhouses on foster city boulevard. fortunately it fell ay from the homes. same thing here at the science and technology park on the 1300 block of willow road and menlo park. a big old pine fell in the parking lot. amazingly, it missed the cars. not far away in atherton, a big tree branch took out a power pole. its lines dangle precariously low. crews responded immediately. well, we're back here live on 101 as we approach -- in san mateo, as we approach the dorie avenue exit. now starting to sprinkle a little. we've noticed a little light rain here. but, you know, the traffic is moving well, life is good. until the next storm, tomorrow. vi vic lee, abc 7 news. >> it will change quick, vic, thanks. parts of san francisco are a soggy mess. abc 7 news reportertoday. lyanne? >> reporter: it's pretty good, but let me tell you, it's a little loud out here, dan, because of this city truck which was removing a lot of the debris from that storm drain. so that's why, again, a little loud. but let me tell you, this afternoon this area was perhaps the most chaotic of all of san francisco, ain both directions. people tried to drive through these waters and some cars actually got stuck. one man called it a river. water got into the tail pipes and eventually into their engines, and that was it. they could not move. others saw that the flooded area was very dangerous and decided to get around it by driving on the grass. well, that grass is so saturated that their cars gottuck in the mud. the only way out of there was to be towed. >> we've got one, two, three, four, five, six, seven vehicles stuck right now. >> i'm trying to get back on 280 north -- excuse me, 280 south. and i got stuck in the dirt. >> reporter: have you done that before? >> no, this is the first time. >> reporter: late this afternoon those drains that were blocked were unclogged. water then began to recede very quickly. we want to also show you other parts of the city. now, here's video of 280 southbound near cesar chavez. parts of that interstate were so flooded it caused a major backup. not far from there on tollen street, some drivers took a major risk by driving through here. back live, things are sort of back under control here on alemane boulevard. puc crews have been out here since 3:00 this morning, doing what you just saw, trying to clean out, clear out those storm drains of all debris. live in san francisco, lyanne melendez, abc 7 news. >> lyanne, thank you. because this is a strong storm and it impacts the entire bay area, our team coverage will continue. >> next we're live in mill valley where some streets are underwater. and homes are on the brink of flooding. and at 6:30, see how close b.a.r.t. is from reaching a major milestone. and all this week, abc 7 news is following the bay area b.a.r.t. experience. see what it's really like to ride now and what track the transit system will take next. 7 news reporter kate larsen. >> reporter: this is the low lying part of mill valley. you can see the street is completely flooded. it has been rising a bit in the past few minutes. it's better than it was earlier. this house had water completely covering the front lawn all the way to the front door. as the rain let up this afternoon, it went down. as you just mentioned, the high tide is upon us right now. the concern is that this new bout of heavy rain combined with the high tide will flood not only this home but the ones across the street and down around the corner. so a lot of these folks have sandbags and are anxiously waiting to see what mother nature will bring this evening. of course we'll keep you posted too. kate larsen, live in mill valley, abc 7 news. abc 7 news weather anchor spencer christian is here with the forecast. >> let's start with doppler 7, which has been lit up, as you've been saying, all evening long, with the green and yellows and oranges representing the heavy downpours that are fairly widespread right now. you can see a large batch of those downpours offshore moving in on the bay area right now. let's see where some of the heaviest rain is inan rafael to richmond. we have a path of heavy showers continuing up into parts of lower sonoma and napa valleys as well. we have some significant rain here. it looks like it's going to be expanding later tonight and into the overnight hours. the storm ranks 3 on the storm impact scale. it's a strong storm. it will continue through tomorrow morning producing an additional half inch to inch and a half of rain on top of already-saturated ground. we'll have wind gusts, 45 to 60 miles per hour. current temperature readings are in the low to mid-50s in the north bay and other locations it's a bit milder right now with temperatures in the low obvioobvious60s. a live view at pier 15 in san francisco looking back at the skyline. it will be another stormy commute tomorrow morning and w'll have a mixed wintry -- a mix of wintry precip coming our way friday through sunday as colder air comes in. we'll see cold showers at bay level and probably some light snow in our higher peaks. a drier pattern begins next week. i can't wait for that. let's talk about flooding. the rushing river at guerneville will crest above flood stage tomorrow afternoon. and moderate flooding is expected there, nearly six feet above flood stage as a matter of fact. and the navarro river near navarro in mendocino county is expected to crest around noon, nearly 10 feet above flood stage. our forecast animation starting at 11:30 tonight. notice how widespread the moderate to heavy rain will be, mainly in the north bay. it will become more widespread overnight, hitting all portions of the bay area as the morning commute against the under way. it's going to be another wet, slippery, and a hazardous morning commute. by midday tomorrow, certainly into the afternoon hours, we'll see the storm winding down and weakening. the late afteronnd evening tomorrow. additional rainfall by 5:00 p.m. tomorrow, we'll see anywhere from half an inch to an inch over much of the peninsula, the south bay and east bay, one to two inches likely of additional rain in the north bay. we still have a high wind warning in effect for higher elevations of the bay area until 10:00 tomorrow morning. and a wind advisory for the lower elevations, those around bay level, until 10:00 tomorrow morning. still the possibility of downed trees and power lines and more power outages to bear that in mind. wind will be gusting, again, 45 to 60 miles per hour. in the sierra, winter storm warning is in effect until 4:00 a.m. saturday. we expect three to six feet of additional snow. even higher totals up in the peaks. overnight here in the bay area, under stormy conditions, low temperatures, mid-50s, highs tomorrow as the storm winds down, upper 50s to about 60. the accuweather seven-day forecast, so happy valentine's day with our stormy morning tomorrow. perhaps it will be weather you'll love by evening. friday, saturday, and sunday, as the colder air comes in we'll have that wintry mix i was talking about with storm activity ranking only 1 on the storm impact scale friday, saturday, and sunday, and then monday, president's day, we kick off the week with sunny skies and drier conditions which will likely last a bridge. check this out, you can see the center tower is flashing. it's been going on since around 6:00. we've reached out to caltrans to find out exactly what that malfunction is. we're waiting to judge decided a man already serving a sentence for kidnapping denise huskins will stand trial for rape. >> matthew muller is serving as his own attorney. >> reporter: the newlyweds reliving the nightmare muller crime the vallejo police department initially called a hoax. the judge found muller will have to face all six felony charges including rape and false imprisonment. he's already serving a sentence after pleading guilty to a federal charge. huskins recounting in painful detail muller raping her twice. describing the room where muller kept her blindfolded for 48 hours and testifying after the second rape, she felt drained, defeated and helpless. >> i can't believe what she had to go through. >> reporter: while muller was allegedly drugging and rang huskins, quinn had various tasks he had to perform to prepare a ransom. >> they were really brave. i was so proud of both of them. >> reporter: muller did not cross-examination quinn or huskins. >> i'm sure they were relieved. >> reporter: muller telling the judge, i don't know how i'm supposed to put on a case. >> matthew muller has been put on discovery but because he decided to defend himself, there are logistics around getting him everything. >> reporter: muller's wife, who married him after the arrest but knew him from before the kidnapping, says she still loves and stands by him. >> if you got to get right to it. at this moment we've got heavy rainfall moving onshore, a long line of showers as a matter of fact, moderate to heavy rain moving into golden gate, marin county, solano county. it's wet, and the storm will continue to expand. the storm ranks 3 on the storm impact scale. we expect another half inch to an inch and a half on top of an already-saturated bay area. gusts 45 to 60 miles per hour. the forecast animation takes us into early tomorrow morning. starting at midnight, you can see that during the overnight hours the rain will expand and all portions of the bay area will likely be wet and receiving moderate to heavy rainfall as the morning commute gets under way. but the good news is that by midday into the late afternoon hours, we'll see the storm winding down so the evening commute might be a little bit easier and the seven-day forecast looks like this. the storm ranks 3, once again. it will continue to hold that ranking into the beginning of valentine's day. then we have cold air coming in the next three days into the weekend bringing us mixed wintry precipitati precipitation. >> spencer, thank you. we're devoting this week to b.a.r.t. >> we posed commuter concerns to b.a.r.t.'s top brass today, a day after abc 7 news reporters and producers rode the system from the start to end of service. many stations and trains appeared clean and orderly but in some locations we found trash, drug use and people who appeared to be homeles. >> fare evasions are top of the list for passenger concerns. there is a major obstacle in reaching total system-wide coverage. >> the cost would be astronomical, almost equivalent to having a police officer on every corner. that would be over 100 officers on one shift. >> upgrading fare gates could cost 15 to $20 million. >> or even more. replacing the whole fare gate system is estimated to cost around $200 million. >> surprisingly expensive, actually. i-team reporter dan noyes took the last shift and the last train, wrapping up 1:00 this morning. >> boy, i saw your tweet when i was crawling into bed. how was it that late at night, dan? >> it really was something, kristen and dan. i started in the east bay, pretty tame, escalators and bathrooms out of service. then i came across the bay to the civic center station and met benjamin. what type of drug was it, was it crack? >> no, fentanyl. >> oh, fentanyl. you smoke fentanyl, i didn't realize that. >> you can smoke it, some people shoot it up. i just smoke it. any time that i've had the police come up and see me, they always just say, hey, put that way, or they say, you know, sometimes they don't even make you leave the station, they're just like, hey, put that away. >> a lot of drug use here, drinking, smoking on the trains, you know. a lot of times b.a.r.t. police aren't around when things are going on. >> i haven't seen a single bart police officer all night. >> and you won't. and you won't. you rarely will. >> you see a lot of weirdos sometimes. but other than that, don't nobody really bother you. >> we have such an issue with the mentally ill. there was a guy walking right next to the tracks for the longest time, i was worried about him falling in. >> sometimes they're clean. it depends on who's been on the b.a.r.t. if there's been homeless people, then it's not really that clean, it might have an odor to it. other than that, b.a.r.t. is actually pretty clean. >> all these people are having to crowd down the stairs because the escalator's not working. take a look. do you take b.a.r.t. a lot? >> actually this is one of our first times, we drive here. no issues, no problems. >> safe enough, clean enough? >> it was a little dirty but it was safe. >> you're selling street sheets? >> yes, to help people get housing. >> i want to see how it is for those people who have to commute very late, or early in the morning. >> this is the end of the line, the train is now out of service. all passengers must exit here. >> all that shot on my cellphone. so many questions. but documenting these issues and approaching the powers that be is a start, dan and kristen. >> that's fascinating. you were on the system about eight hours yesterday. >> that's exactly right. >> and you didn't see a b.a.r.t. police officer one time? >> i didn't see a single police officer the entire time. >> the entire eight hours? >> the entire eight hours. there were other reporters and producers who did see b.a.r.t. officers so they are there. but you can go an entire day riding and not see a single police officer. the one woman in the story who works for muni, she said that she'll go a week without seeing a b.a.r.t. police officer. she's on day in and day out. >> because you were taking the very last train, what happens to the folks when they get off at the last train? do they stay at the stations and try to sleep there? do you see more of that, because of the hours? >> it was the saddest thing, kristen, because that last train, a lot of people were asleep. there weren't that many people on there. it looks as though they were homeless, they had their belongings, they're asleep, they actually closed the doors and they have to come around and rouse them up. so i watched them, and the station closes, the gates come down, so they have to leave. and i watched them going out into the rain, into that cold rain last night. and it's heartbreaking to watch. seriously, bigger issues at play here, and no easy answers. >> right. it's reflective of what the region is facing as a whole. all right. >> good job, dan. >> thanks, dan. b.a.r.t. will reach an historic milestone by the end of the year when its trains reach into san jose for the first time in its history. abc 7 news reporter david louie looks at what's ahead to bring b.a.r.t. all the way into san jose. >> reporter: the sound of a jackhammer is music to the easter of san jose residents who have been waiting for action, not words, that b.a.r.t. is coming. initial work to map underground utility lines and do soil sampling is under way along downtown's santa clara street where the future downtown station will be built. >> this is something that's been missing from the b.a.r.t. station, it should be connected to one of the most important centers in the bay area. >> reporter: b.a.r.t. will make its long-awaited entry into santa clara county by year's end, by going from the existing warm springs station to milpi s milpitas. those stations are mostly completely while track and signal communications are being tested. the president of the vta board took a tour of one of the stations the other day. vta is in charge of the construction as the transit agency for san jose. >> the testing will be done in that environment and integrated with the b.a.r.t. system. that's about another 90-day process. and then following that comes the actual simulated service testing and training of the operators which is another 90 days or so. >> reporter: that puts the project at least three years later than originally planned, in part due to rigorous testing of equipment. >> when our residents and riders get on the b.a.r.t. lines in santa clara county, they can be confident they're going to be as safe as possible. >> reporter: as b.a.r.t. comes to downtown san jose, the mayor is very concerned about some of the issues we've been highlighting in our week-long series about b.a.r.t. such as fare cheats, sanitation issues, and drug use in the stations. that's why he prefers san jose police to patrol the four new b.a.r.t. stations in his city. >> having local police officers at the station that understand the local community and can understand also when there's communication that needs to be had about who's coming and going and who's been engaged in crime and who has not. >> reporter: there are still seven years to hammer out the details. the next phase is continuation to a station downtown near market street. from there, b.a.r.t. will stop at diridon station before making its way to the city of santa clara. five miles of the six-mile route will be underground. roll the clock back at half a century and look at how b.a.r.t. construction disrupted traffic and pedestrians. after many meetings and public input, vt a will avoid that by using an extra tunnel. the downtown station will be at ground level. >> we would have had to excavate from the top down, that's the eventual opening up santa clara street and digging down. we would have put plates over the top so cars could drive as we're building the station box and then we restore the area later. >> reporter: altogether, b.a.r.t. to san jose is 16 miles long, costing $70 billion for construction. voters approved the funds, beginning 19 years ago. projected daily
