>> i'm not going to answer. i don't need your mockery. >> no, it will be a fun super bowl. hey, tom brady is the greatest of all time, no doubt. but let's start in washington this hour and the breaking news. the u.s. government shuttered for a third day with hundreds of thousands of federal employees forced to stay home today without pay. >> law makers failed to reach an agreement on a short-term plan. >> if there's no deal on immigration by then, mcconnell is promising to take up immigration on protecting young immigrants brought to the country as children. but he's still trying to sell the idea to democrats. >> the shutdown should stop today. so let's step back from the brink, let's stop victimizing the american people and get back to work on their behalf. >> well, i am happy to continue my discussion with the majority leader about reopening the government. we have had several konss, talks will continue, but we have yet to continue on a path forward that would be acceptable to both sides. >> earlier in the day president trump fired off a tweet calling on them to use the nuclear option, passing with 51% majority instead of the needed 60%. republican leaders rejected his idea. >> so each side has been trying to blame the shutdown on each other. >> but 48% are pointing the finger at president trump and the republicans. 28% say the democrats are at fault. the shut down forcing some national parks and monuments to scale back services or close all together. but two of the most popular sites will continue to be open. >> after shutting down over the weekend the statue off liberty reopens today at the expense of new york state which will cover the $65,000 a day needed to operate the statue and neighboring ellis island. >> and arizona is using state funds to keep grand canyon open. we'll have the latest on the shutdown throughout the morning and we'll hear from white house press secretary sarah sanders on gma. and it was a weekend of protests on behalf of the rights of women and others. the major event sunday was a rally in las vegas that kicked off a year long voter registration drive. its focus was this year's midterm elections and the marches around the world marked the anniversary of president trump's inauguration. there were thousands of people in washington , d.c. >> reporter: across the country huge crowds, hundreds of thousands packing in, calling for change. from philadelphia to san francisco, dallas to toronto almost 200,000 people in new york alone. stretching for as far as the eye can see, people lined up to march for blocks here in new york city. this year's march falling on the one year anniversary of president trump's inauguration. the president tweeting about his success. celebrate the historic milestones and unprecedented economic success and wealth creation that as taken place. >> marching for his future, really. >> reporter: some protesting the president's policy. others, joining the growing me too movement and the times up campaign as more women come forward, breaking their silence on sexual harassment and assault. in l.a., celebrities turning up in force. nattily portman opening up about her own experience at just 13 years old. >> comments about my body to threatening, deliberate statements served to control my behavior through an environment of sexual terrorism. >> and scarlet johannson taking aim at actor james franco who recently denied allegations of sexual misconduct. franco wearing a time's up pin at it golden globals. >> how could a person publicly stand by an organization that helps to provide support for victims of sexual assault while privately preying on people who have no power? i want my pin back, by the way. >> reporter: viola davis calling for all americans to stand for each other. >> your job as an american citizen is not just to fight for your rights, it's to fight for the right of every individual. >> reporter: ava williams, nbc news, new york. police are looking for a purse often interest in a pair of pipe bomb blasts in central florida. no one was hurt. the bombs went off in an area not normally used by customers. they found at least five other devices in a backpack. they're trying to find a man seen leaving the mall after the explosion. investigators are hoping he may have been captured on surveillance cameras. this weekend's attack has now risen to 18 civilians. the taliban now claiming responsibility. the 12-hour siege forced many hotel guests to take drastic measures just to stay alive. here is jennifer eccleston. >> reporter: new images revealing a terrifying escape from the intercontinental hotel. look as panicked guests shimmied down bed sheets, one falling at least three stories. afghan's s.w.a.t. teams battling six heavily armed men, killing the militants during the 12-hour siege that left at least 18 dead, most of them foreigners. the taliban claiming they are soldiers stormed the luxury high-rise late saturday. i heard the attackers saying shoot them, survivors describing a grizzly scene inside the hotel. militants with ak-47s, grenades and suicide belts, mowing down and specifically targeting foreigners searching floor by floor for victims. some of the victims pilots and flight engineers. this the latest in months of torrential violence directed by the taliban and isis. the state department which warned americans to stay individual lent near afghan hotels, just days ago, is condemning the attack. jennifer eccleston, abc news, london. >> what a terrible scene out of afghanistan. we're turning to weather in the u.s. there are major rain and snowstorms in the forecast for much of the country today. >> so take a look at the rain from the gulf coast up to the great lakes. but near blizzard-like conditions are moving east to denver and into the midwest. >> there's been a run on snowstorm supplies at minneapolis stores and several school districts announced classes are canceled today. one of the rescues from the denver area was a deer from a frozen reservoir. >> look at him. >> he was too tired to move, so firefighters grabbed him by the antlers and pulled him to safety. frds we got the forecast from accuweather's, paul williams. >> good morning. this winter storm is growing quickly and stronger. the cold side is going to create heavy snow, flight cancellations and plans disrupted throughout the entire midwest. the amount we are watching out for, a foot and a half in some areas, including minneapolis to portions of iowa, going to nebraska, touching into kansas as well as colorado. up to a foot and a half. and drifts a little further to the north creating an icy mix throughout the great lakes region. portions of the east coast and speaking of the east coast, icy conditions kick in for up state new york, vermont and new hampshire and heavier ice in bangor, maine. and this wave of cold air filters its way to the east. kendis, maggie. >> so a rough couple days from the midwest to the east. so, a true power couple is coming together to help girls around the world. >> nobel winner and ceo apple tim cook are launching, think different. the goal is to improve education for girls worldwide. apple's funding is expected to to help programs in latin america and india. and a man in blue stood out during a half marathon in california. >> pasadena officer wants to be the youngest full-time police officer to complete 100 full marathons and 100 half marathons. the 43-year-old ran his 123rd half marathon sunday. >> he did it wearing his police uniform. he finished all 13 miles with all of his equipment including a vest, work boots and of course a gun. that's about 25 extra pounds of equipment and he raised money for a pair of charities. so what did you do this weekend? moms don't take sick days... moms take nyquil severe. the nighttime, sniffling, sneezing, coughing, aching, fever, best sleep with a cold, medicine. police in washington d.c. are searching for this man who was caught on surveillance camera. setting the counter of a convenience store on fire during an attempted robbery. the suspect, you can see it there, the suspect reportedly demanded cash and when the employee refuses, he poured a liquid on the counter and set it on fire. no one was injured. now we're turning to the chaos on a popular street in san francisco after a mini van barrelled down the sidewalk not stopping for about a half mile. >> dozens of pedestrians were running to get out of the way. here is stephanie with the latest. >> reporter: this surveillance video capturing the terrifying moments as a mini van careens down a busy sidewalk in san francisco. people inside taking cover. watch as witnesses in the cell phone video chase down the mini van trying to stop the driver. >> he was moving slowly enough to where people were trying to open the door and trying to get the driver out. he wasn't responding or stopping. >> reporter: kenneth water was behind the wheel. they say he jurve jumped the jur curb, driving on the sidewalk, barely missing the pedestrians, hitting this deli. police say water kept driving past stop signs and through multiple intersections, hitting parking meters and trees on the sidewalk. at one point reversing and even driving on the wrong side of the road until he was stopped and arrested. other than property damage, no one was hurt during the chaos. police say the driver told him he had had issues with his brakes. he faces multiple charges including attempted murder and driving under the influence. stephanie ramos, abc news, washington. >> very lucky nobody else was injured in that. so in case you missed it a 66-year-old woman whose been dubbed the serial stow away struck again over the weekend. >> without a boarding pass or passport, but this time she's gone international, making it from chicago to london. >> as soon as she got off the plane she was arrested and flown back to the u.s. where she faces charges of criminal tress passing and theft. the tsa, still trying to figure out how did she do it? nothing, ever. >> we are going to break it down later on. the new york post was calling it on their front page, the worst super bowl ever. so they're excited about it. >> i don't listen on the haters. let's start with the breaking news on the government shutdown. it is entering a critical day for it. day three after lawmakers call it a night without reaching a deal. >> senate will be back at it today, returning to capitol hill where senate majority leader has called for a vote at noon today. they will continue immigration talks until february 8. but, it's not clear if democrats will agree to hold off on addressing the plight of hundreds of thousands of young immigrants. we have the latest. >> senate stands adjourned until 10:00 p.m. >> reporter: in the end no deal. >> the shutdown should stop today. >> reporter: senators sent home and told to come back monday for a noon vote to reopen the federal government. >> i thought we were going to avoid the mess we find ourselves in today. >> reporter: it's not a long term fix. >> you just got to commit to it. >> reporter: but moderate senators are working out an agreement that would reopen the government and allow more time to hammer out issues about border security. >> makes you shake your head. who comes up with ideas like this? >> i agree with majority leader mcconnell, the trump shutdown was totally avoidable. >> reporter: senate majority leader, chuck schumer agreed with funding the wall in exchange for immigration reform. in return dems want legal status for some 800,000 so-called d.r.e.a.m.ers. undocumented immigrants who came into this country as children and face deportation by march, unless congress acts. the shut down's impact has been felt closing key national parks, furloughs for hundreds of thousands of workers is imminent and others, like the military, will have to work without being paid. >> thanks to zachary. welcome to zachary here at abc news. so i just went down to d.c. over the weekend -- >> in the thick of it. >> i was right in the heart of it. i drove down -- >> drove down shut down avenue. >> and shut down avenue was wide open. everything was open. you had the women's march that took place over the weekend. so people out in force. but when i've been in d.c. the previous shutdowns, you know, the lincoln memorial was shut up, you couldn't jog through the national zoo. everything was still -- it didn't feel any different as of yet. i think today and going forward will be critical. a lot of people will not be heading into the capitol. >> this one does feel like politics back and forth. >> yeah. we'll see how long it goes on. but, the white house, in the meantime, is fighting back at republican senator lindsey graham after he said president trump is not being well served by his staff. >> graham specifically called out stephen miller as an outliar on immigration, accusing him of derailing talks and concepts that cannot possibly get them to 60 votes. >> but, a white house spokesperson said graham is the outlier. and siding with illegal immigrants over american citizens. >> we'll have the latest on the shutdown throughout the morning and we'll hear from white house press secretary, sarah sanders on gma. first, there is severe weather that is moving across the upper midwest. blizzard conditions are expected. you can see the strongest storm system is just east of denver right now. and forecasters warn that the snow will be fast enough for roads to go from wet to slushy to snow covered in minutes. the storm already left its mark to the west. we have the report. >> reporter: get ready. there's a new round of blizzard warnings from colorado to minnesota. in southern utah, they are digging out from a foot of snow while blowing snow in wyoming forces these truckers to pull over and chain up. this is what it looks like in eastern colorado. i-70 so dangerous, it's shutdown in both directions. dozens of flights canceled at denver international airport. those making it in are delayed up to two and a half hours. >> it's a mess right now. everyone is trying to get on to planes. >> reporter: minnesota is set to get hit next. shelves stocked with shovels and salt. the key ingredient for state crews, ready for up to a foot of snow. >> it's snowing during rush hour. what happens is the snow gets packed down by cars and begins to freeze. the temperatures are going to drop a little bit, too, i believe. so it could make for very slick conditions. >> reporter: in the northeast a thick fog caused ice jams like this one in pennsylvania. along the connecticut river, the coast guard is breaking up ice so boat traffic can get through. it's still relatively mild out here but still cold enough for the falls to be frozen behind us. between 7:00 and 9:00 a.m. is when the snow will be falling, just in time for the commute. abc news, minneapolis, minnesota. >> it looks cold out there. >> yeah, it does. she says it's mild out. >> you mentioned the messy commute. let's find out where this morning's commute will be the messiest. >> here is paul williams. >> a monster of a winter storm brewing quickly right now. hazardous travel, blizzard conditions and travel plans disrupted. icy conditions making its way to iowa, going to central portions of wisconsin. look for heavy snow to kick in monday. windy conditions surrounding this as well. and the amount? we'll break that down a little bit later on. there is a lot to get to, especially coming from capitol hill because they have been busy over the weekend, not getting anything done. the government shut down will extend into the work week. >> a senate vote was scheduled for today at noon after lawmakers wrapped up a busy day of negotiations without hammering out the comp mice. the latest proposal will fund the government for another two and a half weeks with a promise to take up an open debate on security in the near future. we have more. >> reporter: overnight shutdown drama on the senate floor. >> the shutdown should stop today. >> reporter: majority leader mitch mcconnell tried to move up a vote to end the government shut down. top senate democrats, objecting. >> we have yet to reach an agreement on a path forward that would be acceptable for both sides. for that reason i object. >> reporter: mcconnell proposed the senate democrats fund the government through february 8th. if no agreement for the young, undocumented immigrants, the d.r.e.a.m.ers, by that time -- >> it would be my intention to proceed to legislation that would address daca, border security and the related issues. >> reporter: that pledge not good enough for democrats looking for more assurances from gop leaders. there are also concerns on both sides about whether president trump would sign off on an immigration deal. >> do you really think you can come up with an agreement by the 8th? >> i don't know. i mean, i hope we can, but i'm doubting it because that relies on the white house to actually work with us on this and we haven't seen that, yet. ♪ >> reporter: emotional demonstrators at the capitol sunday night, demanding a fix for the 800,000 undocumented immigrants brought to the u.s. as children. >> i'm not going to wait any longer. i'm sure that nobody here wants to wait longer. >> reporter: weekend negotiations appear to center around president trump's southern border wall. sources say the ultimate compromise in the senate would give the president full funding in exchange for protecting the d.r.e.a.m.ers. >> would house democrats support such a plan? >> all of the money he wants for his wall? oh, come on. by the way is that 20 billion going to be paid by mexico? >> reporter: mcconnell scheduled a vote for noon today, which means the shutdown will continue. a weekend deal would have a minimum impact but on this monday morning the nation and 800,000 furloughed federal employees will feel the shutdown. maggie and kendis? >> thank you. while some states are scrambling to not feel the effects like keeping some of the biggest tourist attractions open in wake of the government shutdown. >> the statue of liberty is reopening to visitors today. new york's governor paying $65,000 a day to keep the statue and ellis island up and running. >> and the grand canyon is not shutting down either. the governor of arizona is using state funds to keep it open to the public. >> and a lot of the mall is open in washington. i was there over the weekend and you can still, basically get through to the lincoln memorial and plenty of sites there, as well. millions of americans were there on the national mall and then some, participating in dozens of sit-in marches, women's marches, over the weekend with an eye on the midterm elections. >> this year, there was more talk about activism, and not just for women's rights. >> we can open the door for women, we can open the door for minorities, immigrants and everyone in this world. >> the largest of sunday's events was in las vegas. the rally there lasted more than six hours. organizers say las vegas was chosen because nevada is a battleground and for so many key issues, that state is important. as a major senate race this year as well. >> we go now to the latest winter storm marching across the u.s. >> the forecast is for blizzard-like conditions from nebraska to michigan. stores in the twin cities are working hard. several school districts have already announced they're closed today. >> minnesota drivers are being warned about difficult driving today such as they already have in eastern colorado. a section of interstate 70 east of denver is closed off. >> more than 200 flights in and out of denver were canceled yesterday. dozens of flights to and from minneapolis have been canceled for today. >> paul williams is tracking it. paul, good morning. good morning we're expecting heavy snow throughout portions of nebraska, portions of south dakota, kansas, iowa, going into minnesota as well as wisconsin. now the amount?
