gunshot wounds. the young woman has been identified as 19-year-old clair orton. she is a 2014 graduate of los lomas high school. she just completed her first year of studies at san diego state university. the young man who died is 21-year-old scott burdick. he's a 2012 graduate from high school. he had a prior dating relationship with orton. again, police stress at this point it's being investigated as a murder-suicide. they do not think there are any suspects at large or any danger to the community. laura anthony, abc 7 news. >> laura, thank you. oakland police believe a car was going at least twice the speed limit when a driver lost control and crashed into a funeral home. deshaun raven died in the back seat. they believe the driver was spieding last night and lost control near 37th street. a woman walking by was injured. the car took out a palm tree parking meters and then hit the funeral home. >> i thought it might have been another car. it woundsonded like two cars. >> please are looking for the driver and another passenger who ran away. funeral arrangements are being made for the five victims found dead inside a modesto home. dr. amanda cruz her two kids rachel and elizabeth, the suspect's mother and a 5-year-old family member were all found on saturday. family friends and former pasht erer patients of dr. cruz gathered for candlelight vigils. the suspect martin martinez, is also the main suspect in the death of the 2-year-old son back in october. he died of head injuries. it was an emotional morning as the father of kate steinle spoke. >> her alleged kill ir is a kwucted fell ed convicted felon. >> they took aim at sanctuary city policies. here's matt keller. >> reporter: the words were difficult to say and difficult to hear. >> suddenly a shot rang out. kate fell and looked at me and said help me dad. those are the last words i will ever hear from my daughter. >> reporter: the father of kate steinle testified before the senate judiciary committee in washington, d.c. on immigration enforcement policies. on july 1st she was shot and killed near pier 14 on the embarcadero. the man accused of shooting her francisco sanchez had been deported five times before the shooting. the san francisco sheriff's office did not inform u.s. immigration officials upon his last release. >> unfortunately due to disjointed laws and basic incompetence of many laws, the u.s. has suffered a self-influcted wound in the murder of our daughter by a person who should never have been on the streets of this country. >> reporter: the senator supports a bill requiring state and local law enforcement to notify federal officials of an undocumented immigrant who has been convicted of a felony when being released. >> the man who killed kate is a classic case of multiple felonies and prior deportations. and a simple phone call would have been enough. but that did not happen. >> reporter: matt keller, abc 7 news. abc 7 news reporter chris into early morning hours. by afternoon tomorrow, at least partly to mostly sunny skoois. cool at the coast. mild inland. low 60s into mid and upper act80s. i'll have a further look in the forecast in a few moments. did you feel it? some had an early wake-up call thus morning. a 4.0 earthquake rattled nerves. >> i thought the house bounced. it was boom! i was like -- >> i didn't feel it. >> and then no aftershocks. i was like, did i just dream that? two miles east of fremont was the epicenter. janet oh with reaction from fremont. >> reporter: this 7-eleven was already wide awake when the 4.0 earthquake hit. he and others say it felt much stronger than the magnitude recorded. >> reporter: the quake struck along the hayward fault line. many woke up at 2:41 this morning surprised. >> it woke almost everyone up on the house. >> it was on the heyward fault that we expect to rupture in the next big earthquake. there have been 14 aftershocks. a 2.7 was the largest. >> reporter: this man slept through it all. >> she goes i can't believe you didn't feel it. i didn't feel a thing. she got up and called her friends in castro valley and they were talking about it for like an hour. >> reporter: fremont police got tons of calls from scared and nervous residents. luckily no injuries or damage reported. however, b.a.r.t. systemwide faced up to a 30-minute delay due to track inspections by rush hour, everything was back to normal. >> i'm relieved because there won't be so much congestion. tons of people on b.a.r.t. in the morning. people won't be late for work. >> this is another reminder to under prepare norcal. a fire ripped through a duplex late last night around 11:45 near york and alameda streets. crews were able to get the fire under control within 20 minutes. it was red tagged. no injuries reported. the cause of the blaze is under investigation. a u.s. police officer shot a dog after it attacked an employee. the employee was walking to work at the mint bltding when a pit bull ran towards her. the dog then went after a homeless man and jogger. the officer shot the dog in the leg. the dog then ran back to its control. animal control tracked down the dog. the leg may require investigation. they'll investigate whether the dog will be returned to its owner. the u.s. justice department announced it's formerly dropping its criminal prosecution of the former san francisco giants slugger in connection with the balco steroids scandal. he was convicted of two years in prison based on rambling testimony he gave to a grand jury. an appeals court threw that out in april. prosecutors said today they'll not reinstate those charges. bay area transit ageses are gear agencies are gearing up. >> b.a.r.t. will be suspending service to completely rebuild one section of track between the west oakland station and trans bay tube. the first shutdown will take place august 1st and 2nd. once the work is done b.a.r.t. trains will be able to single track during major service disruptions in the trans bay tube. >> right now we're stuck with two one-way roads. we want two roads that have bidirectional traffic. >> buses run every 45 seconds between the trans bay terminal and scrap metal fire triggered a hazardous materials fire in carson. putting water on fires involving metal can be dangerous so firefighters let the flames burn. businesses within a block were evacuated as a precaution. apple reported a quarterly profit boost of 38% with the iphone the key to the success. they sold 47.5 million phones in the last quarter up about 35% from a year earlier. apple did not release numbers for the apple watch. despite the reported profit, apple shares slid nearly 9 points today. now at $122 a share, due to apple's revenue outlook for the quarter falling short of expect aigss. there's better news for facebook. its stock hit an all-time high today hitting just under $100. analysts raised their price target citing higher confidence in the video advertising. facebook is worth $275 billion. the ceo mark zuckerbrg is now the ninth wealthiest in the world. csu trustees approved an across the board 2% pay increase today. csu executives pay is about 25% below similar university systems. a proposed 2% increase is currently booeg lyly being negotiated. the city council voted to prohibit using esigs in and near facilities, in workplaces and public places like bus stops and public atm areas. smoking is already illegal in all of those areas. if you are looking for a job or know someone who is we have a great opportunity. the next abc 7 job journal job fair is tomorrow in contra costa county from noon to 4:00. it is free. the bay area, the weather has been enjoyable for the most part. on the other side of the country, people are sweating it out again. a heat wave has people in its grips for a third straight day. marci gonzalez is outside in new york city with a look at how the soaring temperatures are impacting millions of people there. >> reporter: we fell a few degrees short of this being a heat wave in new york city. it's been pretty uncomfortable especially for those living farther south. another day of oppressive -- >> it's awful. very very hot. >> reporter: -- brutal -- >> this is treacherous. >> reporter: -- scorching temperatures. >> it's hot! too hot to breathe. too hot for anything. >> reporter: a heat advisory in ten states from texas to virginia where it feels like it's in the triple digits. the extreme heat buckling roads, igniting power lines and leading to some close calls. this woman in kansas smashing the window of this car after spotting a toddler accidentally locked inside. >> what's if she dies. what if i can't get her out. >> reporter: the girl okay. her caregivers ticketed and possibly facing charges. there are other serious risks posed by this intense dose of summer especially for the elderly. including those in new york coping with power outages. >> we want it to come back on. >> reporter: the hottest horrendous winter there. summer in new york can be brutal. >> oh, yeah. high humidity. factor in with the extreme heat makes it oppressive. we don't have that problem here. live doppler hd. much gusts at sfo. breezy in many locations as well. winds between 15 and 20 miles an hour. it's 16 degrees cooler in novato at this hour than it was yesterday. santa rose a13 degrees cooler. 10 at livermore and san jose. cooled down across the bay area rather significantly. clouds over downtown san francisco. low clouds moving inland overnight. spotty drizzle is possible. and cooler and breezier. satellite radar showing good-bye remnants of dolores and welcome to cooler, drier air moving in. that pattern is going to establish itself and holds for a few days. 7:00 this evening, coastal clouds at that point. and they'll increase overnight into tomorrow. coastal clouds lingering with nice refreshing on-shore flow. cooler inland tomorrow. the cooling pattern continues. low clouds and fog at the coast and locally across the bay. temperatures in a more comfortable range. upper 50s to 60. maybe just above 60 in inland locations. then tomorrow a few lingering clouds. that onshore breeze will provide more cooling. high temperatures from mid to low 60s. 70s around the bay and maybe a couple upper 80s in inland locations. thursday will be the coolest. temperatures rebound on friday. it warms up over the weekend. highs will hold in that range for the next few days into next week. more seasonable mid-summer pattern coming our way over the weekend. up next -- the large apparent murder-suicide. sky 7 hd was over the neighborhood on holton court where the bodies were found inside the girl's parents' home. take a look at the growing memorial outside the modesto home where five people were murdered over the weekend. coming at 5:00 how the father of one of the victims tried to warn his ex-wife about the accused killer months ago. the family of kate steinle are in washington d.c. pushing for immigration reform. almost every seat was taken during the powerful testimony. in response to the pier shooting one san francisco super superviseor introduced a new package proposal at a meeting today. cornell joins us with details. >> reporter: they urged city leaders to hold a hearing about the sanctuary city policy. it's unlikely the sheriff will get his wish on that. one had something to consider. >> we've needed a thoughtful look at what happened and a common sense approach to ensuring the situation will not happen again in san francisco. >> reporter: the tragic murder of kate soon toteinle is more about public safety. >> it was a failure of public safety that the sheriff's office did not communicate. >> reporter: it appears to be more of a mandate for the sheriff. they want the sheriff to rescind his departmentwide gag order because of san francisco's sanctuary city status. better communication might have prevented francisco sanchez from ever being brought here on a 20-year-old drug warrant. >> part of that is the discretion for law enforcement personnel to communicate when they deem appropriate. >> reporter: they want legislation mandating the sheriff receive confirmation from the d.a.'s office before a prisoner is transported to san francisco. the warrant for sanchez was dismissed days after he arrived at the san francisco county jail. the sheriff wasn't talking today, but his legal counsel was. >> to the fact we can come up with a plan to allow the sheriff to know he's within state and federal law. that's what we're seeking. >> reporter: cornell bern ard, abc 7 news. the u.s. flag atop the white house is flying at half-staff in remembrance of seven service members. president obama issued an order to lower the flag thus afternoon following criticism it wasn't done earlier. u.s. flags flown at all public buildings, including military posts will fly at half-staff until sunset saturday. >> the white house has set up a twitter account to promote the iran deal. it says the historic iran deal sux succeeds in verifying iran cannot obtain a bomb. the account urges people to tweet their questions and promises to set the record straight. police in texas plan to release dash cam footage of a confrontation between an officer and woman who later died in custody. sandra bland they contend committed suicide in jail. her family believes she may have been murdered. brandi hitt has more. >> reporter: this captures the moment jail personnel realize sandra is dead, found hanging in her cell just three days after her controversial arrest. the 28-year-old activist pulled over for failing to signal a lane change. and when forced to get out of her car, the arresting officer says she began swinging her elbows at me and kicked me in the shin. >> she felt her arm had been fractured. >> reporter: the jail claims her health was intact. >> there were no reported injuries by ms. bland and no additional medical treatment was requested. >> reporter: at 7:55 a.m. officers claim bland asked to make a phone call. that call was never made. at 8:58 a guard discovers bland. a trash bag was wrapped around her neck. >> wasn't much of anything there. >> reporter: texas rangers are leading the investigation. but civil rights leaders want more. >> i'm here to tell you discrimination is alive and well in waller county. an investigation has to be done by the department of justice. >> reporter: the district attorney's office says it's too early to determine if this was murderer or suicide. sandra bland's the woman used a microchip reader on confirm was her dog. the company charged to protect your identity was charged today. lifelock claims it will alert customers as soon as it detects friday. the ftc said they failed to protect customers data, iron ironically even putting them at more risk of theft. they paid $11 million to settle similar charges five years ago. a company representative disagrees with the new charges and says this time they'll contest them in court. citigroup is fighting to refund millions to consumers for deceptive credit card projects. they offered credit monitoring but charged them during the free trial period. they were also accused of selling identity theft services and failling to perform those services. they'll refund the nearly 9 million customers who paid for testimony for kate steinle's family. they came out to d.c. to share her story with the goal of preventing a tragedy like hers from happen again. jim soon toteinle shaird what he'll remember most about his late daughter. >> kate had a special soul, a kind and giving hard the most contagious laugh and smile that would light up a room. >> reporter: kate was killed not too far from her apartment. >> suddenly a shot rang out. kate fell and looked at me and said, help me, dad. those are the last words i will ever hear from my daughter. >> reporter: the steinle family is in washington, d.c. to push for reform. for felons to be deported. the suspect had been deported back to mexico seven times. san francisco's sanctuary policy helped protect him from being deported once again. >> your local
