>> hello, this is special edition of "outnumbered," i'm molly line. tammy bruce, dr. nicole saphier, kara frederick and retired nypd inspector paul mauro. >> harris: thank you for joining us today, overseas in israel, the government reached an agreement with hamas that could reunite roughly 240 hostages held captive in gaza with their families. prime minister netanyahu and other key ministers will hold a news conference about two hours from now. the hostage swap is part of a four-day ceasefire deal between the two sides. hamas will release 50 kidnapped women and children. of the group, three of them are americans. in exchange, israel says it will release 150 palestinian prisoners. both sides made it clear the war is not over and ceasefire is only temporary. jeff paul is live in tel aviv with more. jeff. >> yeah, molly, this is the first time we hear from prime minister netanyahu and other government officials after they spent six hours working into the early morning hours of today to agree to this hostage deal. they will get back 50 hostages, women and children and as many as three americans. the israelis are going to free up to 150 palestinian prisoners. when this upon has, this is happening over a couple of days, four to five days, 10 to 12 people at the same time and each day they do that, there will be a pause in the fighting. prime minister netanyahu has been under increasing pressure of family of hostages begging him for weeks for some sort of action. the very families say focus needs to be on how the israeli government can bring everyone home. >> it is kind of hard to wrap your head around a situation like this, try to focus on the positive. hoping everybody is safe to some degree and is being kept healthy and well. every person that comes home is a huge thing. >> hamas released a statement regarding the agreement saying we affirm that our fingers remain on the trigger and victorious fighters will remain on the look out to defamation our people and defeat the occupation. for civilians who call gaza home, they are running low on essentials just to stay alive. the pause in fighting could allow fuel, clean water to get in, many suffering because of the war are welcoming news of the agreement. >> we have been waiting for it for over a week. we have been waiting for a ceasefire everyday. ceasefire, ceasefire and nothing was happening. >> now that ceasefire is set to begin around 10:00 a.m. tomorrow here local time. we could start seeing the first batch of hostages be released same day on thursday. in past releases we have seen hostages go to rafah crossing to egypt and then flown back to israel to the hospital and get checked out and you can count on israeli security officers questioning them once they are healthy enough and what they saw while in gaza. molly. >> may have helpful information, hope mothers get what they are praying for. as this unfolds, you think of mothers and they want their children back. you also think of the opportunity this gives for hamas to booby trap the gaza strip, your thought on this deal? >> paul: i like the way "wall street journal" threaded the needle. this is not for us to say, these are israeli families and that makes everything else subservient in a macro sense. look at our policy in middle east and undeniable since biden administration has come in, we have blown the middle east, we had nowhere near this turmoil and left a vacuum where hamas knew they could take 10 american hostages at least and kill 32 americans. i go back to something i said on the show previously, why is the leadership of hamas, which lives in luxury, billionaires in qatar, why are they sleeping soundly in their beds and not indicted? we have the jurisdiction and crimes, they should be indicted here in the southern district and we should be pressuring qatar from the get go. qatar, we have a number of college campuses there, ivy league schools, half dozen, our largest mideast base, we are probably half their economy. we have leverage there. our immediate reflex, no negotiate and sometimes you need to punch in the nose. >> you brought up the "wall street journal." we have a headline out of that in dealing with iran, joe biden is too accomodating. this fox news poll in dealing with iran joe biden is too accomodating, 16% say about right, 7%. echoing sentiment you made there. kara, your thoughts. >> kara: look at the biden administration, they extended iran sanction for $10 billion. they freed up $6 billion for the other hostage exchange, way too accomodating, i agree with 72% of the surveyed. when it comes to tactical pause, my mind goes back to military strategist, i taught military history in england for a year. when something like this happens, you go in with overwhelming force. this is disproportionate eventing, 150 palestinians, i think they will be militants versus 50 women and children. you go in and have to destroy and eradicate hamas. israel, tactical pause will help hamas, they will refit, double up and entrifrn next round of fighting. >> mike pompeo said it is a terrible conundrum, your thoughts, tammy? >> tammy: the conundrum would be saving innocent people, that is point of eliminating hamas. you want the innocent people home. hamas and terrorists know that. they take individuals for this. no one is suddenly being humanitarian or nice or coming to their senses. this has been part of the plan. it is part of the terror, dripping people out, 10, 13 at a time. holding people back. giving two-thirds will still remain hostages in gaza. for the families, that is more terrorism, for people held, more terrorism, who will be let go, who will not be? 1993 it is 43% and now dipped down to 40%, highest since 1993, 30 years. police recorded 2nine homicide, 35% increase compared to last year. the district has not seen this many murders in two decades. d.c. statistics, 35% increase in homicide, 67% increase in robberies. motor vehicle thefts up 96%. since we're in washington, d.c., of course both sides of the aisle continue to blame each other. watch. >> we've been very serious on dealing with the crime that we have seen across the country and we'd love to work with republicans on this. they have not been serious on this. the president put forth the american rescue planned and signed it into law and put billions into communities to help mayors and governors deal with crime in cities and states. according to fox news poll, democrats receive 41% when asked which party would do a better job on crime. republicans beat democrats 53%. regardless of party, crime is a problem no matter republican or democrat, independent. there are concerns from police about district attorney across the country and policies because police department, fbi can only arrest people, it is up to da's to make sure people stay behind bars. >> tammy: thank you. this is fascinating, it is about party, it is about policy. this did not just get delivered by leprechaun, my favorite delivery service. it is not what da's will charge, it is police knowing policy and whether or not it is worth policy with revolving doors. you have this. i think local news is key, we know what national news shows with problems in large blue cities. like inflation, people in their own neighborhoods watch local news and see what is going on locally. if you are afraid because you live in a blue city, you answer more polls, isn't that what we're dealing with, personal experience and especially women are having close to home, normally is not the issue, but it is now. >> it is funny, our offices are just a few blocks away from where david was standing there. during the day i get worried around capitol hill, my head is on swivel, i'm very concerned about my personal security and i never prepandemic, you have cognition of it, never really think in a way that is so immediate. i was worried about him doing that hit there, not looking behind him. you are right. i expect to see that number more lopsided, it seems leftist policies never connect their ideology to outcome of policy. they will keep voting leftist and vote to defund the police, police force is short 500 members and we're seeing on our streets and in the day, regular life has changed. >> this is what we see when it comes to defunding the police, nature of how many police there are, if they are empowered and local politicians have their backs, we see this trend moving through, it is psychological, as well. >> absolutely. part of what is going on, the government gives us numbers, it is not as bad as the '80s, but it is all in your head. people don't think it is, we see products locked up. telling us numbers aren't as bad as the '80s and '90s does not bring solace and women are concerned about walking alone at night more than men. we normally were, that is a normal state because of the situation and dynamic. to your point about the argument that numbers are better. this is like apples and oranges when you have different, you are not even having people arrested or on the books, crime will unnaturally and artificially look lower than what was happening in the '80s when we were arresting people. like baseball today versus babe ruth. what babe ruth accomplished without steroids and other things, you can't compare the two. >> the metrics don't work. and women, in new york subways that is lifeline of this town. there are ways safety engender prosperity. people in the nightlife industry can't get people, particularly women to work anymore, they can't take the subway late night, they close 10 or 11:00, there goes the city that never sleeps. 1993 is name checked there, broken windows policing began and it worked and big move in academia to discredit broken window policing and they disconnect cause and effect of let's recognize something. it is going to get worse. we're going down in cops and closing jail, especially in new york city. let's see how it works, you wanted this. >> budgets are affected, nicole, you see this as a doctor, what women come in with, situations on the street, professional woman going back and forth from home, having to go in. what is your take?
