fox news alert. president biden set to speak at any moment from woodside, california where he has just wrapped up a meeting with president xi of china. is expected to a question so we will cut to the president as soon as he takes the stage. today was supposed to be gavin newsom's day. after a romantic first date in beijing where xi showed gavin his exquisite birds, intertwined trees and customs of bargains gavin thought he was a shoe in for a second date. he was flying into san francisco. when gavin found out he grabbed the broom and cleaned up. sorry vagrants, i have a date. he waited for xi at the airport, marveled at him as he descended on the tarmac and the way gavin looked at xi is how taylor swift looks at travis kelce. in beijing, images of xi and gavin were plastered all over the billboards. and then gavin turned san francisco into chinatown. killing millions of americans with covid and fentanyl was water under the bridge. gavin was ready to take the relationship to the next level. until he found out there was someone else. joe biden. the president flew in on air force one. now newsome had competition. when xi saw joe they couldn't keep their hands off each other. as joe likes to bragg he spent more time with xi than anybody else. not to mention the fact that xi has bribed the biden family. the chemistry was unmistakable. >> i never doubted what you told me in terms of the candid nature in which you speak. >> i still remember our interactions vividly and it always gives me a lot of thoughts. >> we just got the readout from the biden team about the president meeting with xi. the meeting lasted four hours and xi did almost all the talking as xi usually does. at one point biden wished xi's wife a happy birthday and she was embarrassed because he forgot his wife's birthday was coming up. she complained how china was getting bad press in the u.s. media. china gets great press. xi must be watching fox. and then they talked about the weather. that's not a joke. biden, after hours of listening, begged to china to help us out with global warming. and then biden asked are you going to invade taiwan? china said no. biden then asked why are you guys so secretive about your nuclear weapons program? xi did not answer. he was very secretive. biden never mentioned covid. biden asked xi, can you guys stop buzzing our aircraft and our ships? xi said we will have our military talk about it. from the readout of this meeting it sounds like president biden listen for three hours, talked for one and nothing much came out of it. but the lunch was spectacular. biden order for xi. ravioli, artichoke crystal, chicken, california gold rice pilaf, chard broccolini and brussels sprouts. and for dessert of coarse almond meringue cake, praline buttercream and concord grape sauce. delicious. as xi taste buds were exploding gavin's heart was thinking. let's be honest. gavin did not stand a chance. biden is the one that has been bribed. biden is the one who didn't pop the spy balloon. biden is the one who covered up the lab late. biden is the one who stored classified documents in chinatown. gavin will have to work a lot harder. especially after biden announced he is dropping sanctions on the chinese if they promised to crack down on fentanyl. that's right. that's the one deal the biden team claims they cut today. the chinese police state can keep operating so their slaves can build cheap iphones for apple and xi pinky promises he won't sell fentanyl to the cartels. it's not what you would call the art of the deal. that's the biden doctrine. accused trump of cozying up to dictators while you bend over and pay them. biden just paid the iranians another $10 billion. and that is on top of the $6 million he just paid them. and after biden's tough talk on russia, he has been caught buying sanction russian oil from middlemen, fueling the russian wore machine while selling weapons to ukraine. why is biden always on both sides of the action? he is paying the palestinians and the israelis, the russians and the ukrainians, the chinese bribed his family and he drops sanctions. chinese spies steal our trade secrets and the biden family defends the spies in court. the united states has so much economic and military leverage over china, but we can't use it because china has leverage over our president. china is in a demographic death spiral. the real estate markets blowing up. the gdp is dragging. investors are souring. now is the perfect time to squeeze the chinese. but since the president is compromise, chinese behavior isn't changing and chinese profits are still flowing to corporate america. it's a win-win for everyone except the american people. joining me now, outnumbered co-host and former press secretary kayleigh mcenany. you are probably on some of these big summits, these big dinners, lunches, meetings with president trump. do you see any differences between now and then? >> there is a huge difference. president xi new that president trump meant business. he knew that because as a terrorist because of president trump's tough talks. he knew that because president trump strength on the world stage. one thing that xi did not do to drum. he never didn't answer the phone. the lead up to this meeting, jesse, was present biden's phone calls not being answered. as you pointed out gavin newsom was welcome. a congressional delegation for the first time in eight years. xi is not picking up the phone. blinken heads over to china and in the great hall, this room of pump and circumstance, blinken is at the edge of the table while china reaches the e-mail accounts unclassified e-mail accounts of some around blinken. this is the lead up to the meeting. biden was begging for this. i believe xi looked him in the eyes, sized him up and said i have a year and two months until president donald trump could be president again. is now the time to take taiwan? do you believe president biden showed the strength, the resolve, the american greatness in those four hours to deter president xi knowing donald trump very well may be back in the white house? i think not. >> we don't know what happened because we will just get spin from the readouts. you are saying that xi is playing newsom off joe? newsom is the new guy he is grooming and he is just making him jealous of each other? >> yes. this is what he does. he plays american domestic political games. no doubt he welcome newsom knowing the domestic political climate for president biden as people say present biden is too old and deserves a primary challenge. he is deeply unpopular. he welcomes newsom. the first time he did it in a decade welcoming an american governor. he metals and political issues because what did he do the first time his diplomats sat down with biden's diplomats in alaska? he lectured america about black lives matter. that's what his diplomatic team did. blinken, instead of saying you are committing a genocide, he said we have since we are contemplating as a nation. i can tell you trump did not do that. pompeo didn't do that. we didn't apologize to xi's diplomats. that's what biden did. he knows how to stir the domestic political pot. that's exactly what he was doing with gavin newsom. >> what is the fentanyl deal they claim they cut? it doesn't sound like a deal to me. sounds like china will break their word and there is no way to enforce it. >> right to. so a genocidal dictator, that's what he is and what he is doing to the uighurs in china. it's a genocide. he says, okay, i will curb fentanyl, something that makes me money, something that he is glad is pouring into the united states because it weakens us as a country. we will take his word. it's akin to taking the word of hamas in the israel-hama wore. is having a relationship with him, of course. he's a massive world power. but we are taking his word on fentanyl and giving him all of this in return, this that is happening on the side of a pack. we didn't say you are having the meeting here. we rolled out the red carpets. look at this building and this room. we roll out the carpet for president xi. >> across time. brett, you know how these things are. you get into the room. one side speaks and there is a translator. at last four hours and then they both come out and say this is what we said and this is how we pointed the finger. how do we ascertain actually what happened here? >> yeah, good evening. you have to read between the lines and you have to hear what each man says about it in questioning. obviously there is not a lot of questioning with president xi always. we will hear from president biden momentarily. his twitter feed, x speed, he called it the most constructive and productive discussions we have had. what does that mean? to your point about the fentanyl deal, we don't know the structure of that deal. we have heard outlines of it. it's important to point out that china has backed away from similar promises before. there would have to be some trust but verified in the words of president reagan. as far as bringing up other conversations, we haven't heard any of that. the origins of covid, the spy balloon across the u.s., the building of a spy site in cuba. all of those things as far as any readout we have seen haven't come up. the interesting thing, just to counter kayleigh a little bit, is that china is vulnerable currently in their economy. it has slowed. president xi will meet with american ceos later to try to get investment back into china. they are hurting. the ability to put the u.s. boot on the neck of china is there. the tariffs haven't been taken off but they have been loosened much like the sanctions have been loosened on iran, but they are still there. >> the boot could be on the neck and you are exactly right. orbit america wants the boot off but the american people and most politicians even in both parties want the boot on. especially after what they have done with fentanyl and covid and stealing the trade secrets. so where is this going to shake out? >> i think we have to see. we have to see what happens tonight, what comes out of it. we will get some details. it's not all happy talk and rose-colored glasses. we have to get to the heart of the specifics and hopefully reporters in that room will ask some of those specifics including jackie who does a great job pressing the administration on that. i do think there are a lot of details that we just won't know. i think that some of the critics of the administration point to that table and how secretary carey who is the climate change advisor who is three seats over from president biden. it wasn't the defense secretary. climate change is a big push for president biden with the chinese president. there is a lot that the u.s. could get to. the question is what did he get? and what is this meeting deliver? >> i know jackie is a good reporter, but do you think anybody will ask about the potential compromise of biden, of the biden family considering the fact that millions of dollars have flowed in from china in the biden family member bank accounts? >> i will take the under on that question. >> so it's all going to be about china may be israel and maybe ukraine. we are not going to get anything insightful then? >> listen, i've been to these press conferences all over the world and covered the white house. there are really good questions from both sides. but it usually doesn't get that pointed. you find out the real details and nuggets behind the scenes after the press conference. we will see. we will see what president biden brings to the table. they have to talk about something because it was a big meeting and they have been trying to get it for a long time. gavin newsom had the sit down in beijing before president biden south of san francisco. i think there is going to be something that comes out of this. the question is whether china is in a position that they are asking for things from the u.s. a sickly, to remove the tariffs. >> it is now a year away from an election? you can't ignore that. we just had a fox news poll that said trump is up 4. trump is up i think the last 8 of 10 national polls. there he is up 4 points on joe biden in a foxhole. the president has been facing calls from his own party, from the media. maybe now you don't run for reelection. he's in a tight spot. >> clearly. you are seeing all these articles about concerns and whispers and democratic circles. you saw what david axelrod said publicly about president biden and maybe he should not run in '24. there is a lot of pressure on the president and trying to get something out of this meeting that shows his foreign policy chops is something that i am sure he wants to do. listen, the world is in a bad plays as far as hotspots around the world. critics of this administration point to things like the afghanistan withdrawal and how it happened as emboldening world leaders in different hotspots and different photos of the u.s. i think this is a big meeting and so far we haven't heard anything substantial that is coming from it. we will see. >> the american people are hungry for something substantial to come out of the meeting between the president and china. there is a lot of bad taste left in the american peoples mouths after the last couple years with the chinese even before that. rating are factories and jobs. this president seems to dance around the world. he is now over in israel and has been to ukraine. now he's having this big summit with the chinese. a lot of people are looking around and say, hey president, what about us? what about the border? what about the streets? what about prices? does he understand that? >> he has to look at the polls to understand it. he is underwater on all those issues, all the main issues. except on abortion, which democrats have positioned themselves well around the country. but on immigration, crime, the economy, how people feel about the economy, the bidenomics message is not working. listen, you can't have the fbi director on capitol hill saying that china is the greatest threat, stealing secrets and also attacking essentially through the use of fentanyl coming into mexico. you can't have that and not have deliverables out of this. we will see. they may come to some conclusion, but the fentanyl deal will have to be looked at closely. >> you can't have the fbi director saying that and the president saying climate change is the greatest threat. take us into this room. you have the two flags. the president has been at lunch. it has been four hours. he's taking a long time. i am sure blinken is there and carrie is there. i don't know if i see the treasury secretary. is that her? it's hard to tell. what is it like in a room here? >> it is tense. you are waiting for the big moment the treasury secretary was at the president's left at the big table for the meeting. the commerce secretary was there. she is probably in this room as well. all of the officials on both sides kind of line up before the principles principals get out there. i think you will have a lot of talk much like the tweet that we saw, the x post, the constructive discussion over four hours of meetings. you're going to have a lot of spin about what that looks like and their relationship and how well it has been. then you will hopefully get some details about what is coming out of this thing. >> we are hearing he will do a 15 minute monologue and then he's going to take a few questions. a 15 minute joe biden monologue. are you ready? >> sounds exciting, jesse. >> i am just as excited as you are. we've seen the president have the cue cards where he has the picture of the reporter, the name of the reporter, the reporter's agency. is this the kind of scripted press conference we have grown to expect or is the president feeling good about himself? he is in sunny california. he's just had these one on ones with pretty much a superpower. he could get loose. when he gets loose and he is off script and not discipline, that's when we get the real joe biden. sometimes we get the truth. >> listen, he will have a list of questioners, traditionally, that doesn't include the question. although we have seen examples of topics being talked about. traditionally the white house reporters who cover in the press pool will have a name. but is not a pre-negotiated question. as you can expect, he is probably going to take three or four questions. i don't think it's going to be a long drawn out press conference. we have seen the president handled these long press conferences. as time goes on, his aides would like him to move on. >> as time goes on you see karine jean-pierre signaling that it's time to leave and wrap things up. brett baier, thanks so much. we will sue tomorrow at 6:00 eastern. joining me now, "fox news @ night" anchor trace gallagher. what is the color like in san francisco? >> it is clean. very clean. the cleanest it has been in years. but the press conference and news conference, we are here at the moscone he center in san francisco and union square. right in the heart of downtown. the news conference and the xi meeting today was down about 35 miles from here near stanford university. that is where they are and that is where the news conference will happen. that's where a lot of stuff will happen for the rest of the night. we are up here. but san francisco is very clean. i want to put one note on the conversation you and brett were having about fentanyl. a lot of people, we have done a lot of research on this. we are near the border and cover the border a lot. this mental coming out of china is not a government to government thing. most of the stuff comes on the black market. it is really questionable as to whether or how much power president xi has over stopping these chemicals to make fentanyl when they go to the cartels. we should also point out that they don't just get their chemicals from china. they get them from elsewhere. because the southern border is wide open, the point might be moot anyways because the cartels are still going to procure these chemicals. they will still make fentanyl and ship it across open borders. that is kind of one of the tricky things about this. if we drop sanctions, how much of a return will be get for a bargain there? i think that's extraordinarily questionable, jesse. hispanic china is a police state. i don't believe they don't know everything going on in that country. looks like the president is now approaching the podium. let's now listen to joe biden. as you know, i just concluded several meetings with president xi. some of the most constructive and productive discussions we have had. i've been meeting with president xi since bin vice president over 10 years ago. our meetings have been candid and straightforward. we haven't always agreed, but they have been straightforward. today the on the groundwork delayed over the several months with diplomacy between our teams. we've made some important progress, i believe. first, i am pleased to announce after many years of being on hold, we are restarting cooperation between the united states and counter narcotics. in 2019 you may remember china took action to greatly reduce the amount of fentanyl shipped directly from china to the united states. but since that time, the challenge has evolved from finished fentanyl to fentanyl chemical ingredients and pillow presses which are being shipped without controls. by the way, some of these bills are being inserted and other drugs like cocaine. a lot of people are dying. more people in the united states between the ages of 18 and 49 die from fentanyl than from guns, car accidents or any other cause, period. today with this new understanding we are taking action to significantly reduce the flow of precursor chemicals and till pressers from china to the western hemisphere. it will save lives. i appreciate president xi's initiative on this issue. we test our teams to maintain a policy with law enforcement coordination going forward to make sure it works. i also want to thank the bipartisan congressional delegation of china led by schumer in october for supporting efforts of this effort so strong. secondly, and this is critically important, we are re-assuming military to military contact, direct contact. as a lot of you press know and follow this, it has been cut off and worrisome. that's how accidents happen and misunderstandings. we are back to direct, open and clear communication on a direct basis. vital miscalculations on either side can cause real trouble with a country like china or any other major country. i think we are making real progress they are as well. thirdly, we are going to get our experts together to discuss safety issues with artificial intelligence. as many of you who travel with me around the world every major leader wants to talk about the impact of artificial intelligence. these are tangible steps in the right direction to determine what is useful and not useful, what is dangerous and what is acceptable. moreover, there are evidence of cases that i made all along. the united states will continue to compete vigorously with the prc. we will manage that competition responsibly so it doesn't veer into conflict or accidental conflict. where it is possible, where our interests are coincide, we will work together like we did on benzan all. that's with the world expects of us. the rest of the world, not just people in china and the united states. the rest of the world expects that of us. that's what the united states will be doing. today president xi and i exchange views on regional and global issues including russia's refusal and brutal wars to stop the war and war of aggression against ukraine and the conflict in gaza. as always i raised areas where the united states has concerns about the prc actions including detained and exit band of u.s. citizens, human rights and corrective course of activities in the south china sea. we discussed all three of those things. i gave him names of individuals who are being held and hopefully we can get them released as well. no agreement on that. no agreement on that. i also stressed the importance of peace and stability in the taiwan strait spirit it is clear that we object to beijing's nonmarket economic practices and disadvantage american businesses and workers. we will continue to address them. i named a number of those. i welcome the positive steps we have taken today. it's important for the world to see that we are implementing the approach and the best traditions of american diplomacy. we are talking to our competitors and just talking and being blunt with one another. there is no misunderstanding. as a key element to maintaining global stability to the american people. in the months ahead we are going to continue to preserve and pursue high-level diplomacy with the prc in both directions to keep the lines of communication open including between president xi and me. he and i agreed when we pick up the phone and call directly and we will be heard immediately. now i'd like to be able to take some questions if i may. i am told that dimitri of the financial times has the first question. >> reporter: thank you. as an irishman i apologize for bringing the rain. >> i wouldn't have called on you if i had known that. i'm teasing. go ahead. >> reporter: given that america is playing a key roll in two major global crisis, the ukraine and gaza, does that alter your previous commitment to defend taiwan from any chinese military action? did xi underlined the conditions where they would attack taiwan? >> look, i reiterated what i said since i've become president and whatever the previous presidents have said. we maintain the agreement that there is one china policy. i am not going to change that. that's not going to change. and so, that's about the extent to which we discussed it. next question. sorry. bloomberg. >> reporter: thank you, mr. president. it appears among other issues that your agreement with president xi over fentanyl will require a lot of trust and verification to ensure success curbing the drug close. i am wondering, after today and considering all you've done in the past year, would you say mrt president xi? secondly, if i good on taiwan. if you and your administration have warned president xi and china about interference in the upcoming elections. i am wondering what with the consequences be if they do in fact interfere in the election? >> i had that discussion with him too. i made it clear i didn't expect any interference at all. we had that discussion as he was leaving. look, do i trust? i trust to verify as the old saying goes. that's where i am. we are in a competitive relationship with china and united states. but my responsibility is to make this rational and manageable. so it doesn't result in conflict. that's what i'm all about. that's what this is about. to find a place where we can come together and where we find mutual interests. but most importantly from my perspective the interest of the american people. that's what this is about. that's exactly what we will do. you know, we are in a situation where we agreed that fentanyl and its precursors will be curbed substantially and the pillow presses. that's a big movement. by the way, i guess i shouldn't identify where it incurred. john, i know two people near where i live the kids woke up dead. the young man did or not inserted in a drug he was taken fentanyl. again, i hope we don't have any experience with knowing anyone. this is the largest killer of people in that age category. you know, i guess the other thing i think is most important is i spend more time would president xi then any world leader just because we were vice presidents. his president was president who. i'm not making a joke. they thought we should get to no one another. it wasn't appropriate for the president to deal with the vice president. if i am not mistaken we met 68 hours face-to-face just us with a simultaneous interpreter. i think i know the man. i know his modus operandi. we had disagreements. he has a different view than i have on a lot of things. but he has been straight. i don't mean that good, bad or indifferent. just straight. as i said, the thing that i find most assuring is he raised, and i fully agree, that if either one of us have any concern, mr. ambassador, any concern between our nations or happen in our vision we should pick up the phone and call one another. we will take the call. that's important progress. i'm embarrassed. i think it cbs, but i can't remember who from cbs. i'm sorry. >> reporter: thank you, mr. president. >> i apologize. >> reporter: you continue to stress--[indiscernible] >> first of all, none of it did end up in a conflict. number one. number two, you might recall i did a few little things like get the quad together, allow australia to have access to new submarines moving in the direction. our actions speak louder than words. he understands. >> reporter: [indiscernible] >> look, we did discuss this, by the way. we can't let it get out of control. here's the situation. you have a circumstance where the first war crimes being committed by hamas by having their headquarters, their military, hidden. that's a fact. that's what happened. israel did not go in with a large number of troops. they did not read or rush everything down. they have gone in with their soldiers carrying weapons or guns. they were told--told, let me be precise. we discussed the need for him to be incredibly careful. we had a circumstance where you know there is a fair number of hamas terrorists. hamas has already said publicly that they plan on attacking israel again like they did before. they were cutting babies heads off to burn women and children alive. and so the idea that they will stop and not do anything is not realistic. this is not the carpet bombing. this is a different thing. we are going through these tunnels. they are going in the hospital. if you notice, i was mildly preoccupied today. i apologize i didn't see everything. but what i did see i haven't had confirmed yet. i asked my team to answer the question. what happened is there also bringing in incubators. they are bringing in other means to help the people in the hospital. they have given the doctor, i am told, the doctor is an nurses and personnel an opportunity to get out of harms way. so this is a different story then i believe was occurring before. what have you've got? washington post? i think that's right. >> reporter: mr. president. more than 11,000 palestinians per month. >> i am sorry. you are breaking up. >> reporter: israel's war on gaza has killed more than 11,000 palestinians in just over a month and created a humanitarian disaster. israeli officials have said this would go on for months or years. have you community communicated to prime minister netanyahu any time frame for how long you're willing for israel and this operation? are you comfortable with the operation going on indefinitely? is there any deal underway to free the hostages? thank you. >> yes, no, working backwards. look, i have been deeply involved in moving on the hostage negotiations. i don't want to get ahead of myself here because i don't know what has happened in the last four hours. we have gotten great cooperation from the countries. i have spoken with them a number of times. i think the pause that israel he has agreed to is down to getting into too much detail. i will stop, mr. secretary. i am mildly hopeful, mildly hopeful. with regard to when is this going to stop, i think it's going to stop when hamas no longer maintains the capacity to murder, abuse and just do horrific things to the israelis. at least as of this morning they still thought they could. i guess the easiest way for me to say it is i take a look. the idea that the israeli defense forces acknowledges they have an obligation to use as much caution as they can going after targets. it's not like they are rushing to the hospital knocking down doors and pulling people aside and shooting people indiscriminately. but hamas, as i said, plans on attacking israel again. this is a terrible dilemma. so what do you do? i think israel is also taking risks themselves about their folks being killed and one to one going through hospital rooms and halls. one thing has been established. hamas does have headquarters, weapons, material below the hospital. i suspect others. but how long it's going to last, i don't know. look, i have made it clear to the israelis and to the war cabinet that i think the only answer here is a two-stage solution. we've got to get to the point were there is an ability to even talk without worrying about whether or not we are just dealing with hamas engaging in the same activities they did on the seventh. but i can't tell. i'm not a fortune tell your. i cannot tell you how long it will last. i can tell you it will end until there is a two-stage solution. i made it clear to the israelis that it's a big mistake for them to think they will occupy gaza and maintain gaza. i don't think that works. and so i think you will see efforts, i shouldn't go into any more. those are thanks we are negotiating with arab countries and others about what the next steps are. anyway, thank you all very much. appreciate it. >> thank you. this ends the press conference. hamas said they plan on doing the same thing again. what they did on the seventh. they want to slaughter israelis. they want to do it again. they have said it out loud. they are not kidding about it. they are not backing off. and so i asked a rhetorical question. i wonder what we would do if that were the case. >> reporter: [indiscernible] >> what i meant was i am doing everything in my power to get you out to. coming to help you to get you out. i don't mean sending military in. is that what you thought i might mean? i was not talking about military. i was talking about you are on our mind every single day, five or six times a day. i am working on how i can be helpful in getting the hostages released and have it. of time where there is a pause long enough to let that happen. and somewhere between 50 and 100 hostages there, we thanks. >> reporter: [indiscernible] >> you are darn right it is. that's why i will not stop until we get them. [ crosstalk ] so as the president after a four our meeting with president xi, the white house promised they would take many more questions than that. they said there would be about 45 minutes to an hour. it was less than a half hour. the president walked away from the podium after not really bringing much to the table. he said that there was an understanding with the chinese on fentanyl. it didn't sound like a deal to me. he mentioned ai. he mentioned resuming military to military contacts. other than that, i didn't hear much at all that the president accomplished aside from listening to the chinese and wagging his finger with nothing much left to show for it. let's bring back anchor and executive editor of special report brett baier. how do you interpret what we just saw they are?
