locations. again, everybody, i'm kevin caught live in washington. and i'm marianne rafferty, live in los angeles. a shelter in place order remains in effect as law enforcement look for suspect robert card, the person of interest. he's a firearms instructor who was recently treated at a mental health facility. >> joining us now is fox news correspondent bill manoogian, who has been covering this for us all evening. bill, what can you tell us? what's the latest on or actually, we're going to go to david spunt first. david, what can you tell us as far as the justice what the justice department is doing at this hour right now? >> marianne, there's a heavy police presence, federal and local police presence right now. the lewiston, maine police department is essentially handling this investigation with the help of the maine state police. >> but the fbi is out there in droves. we are talking about swat teams, evidence response teams, hundreds of different uniformed officers looking for this person of interest whose name is robert card, 40 years old. >> i took a look at a bulletin and internal bulletin sent out via the state of maine to all local police in maine to be on the lookout for card. it says that he is a firearms instructor. he has a experience with the army national guard in sarcoma . and over the summer, he was in a mental health facility after hearing voices, a very, very fluid scene. right now, the number one priority for authorities is to find this man as soon as possible. as far as numbers of people that have been injured and killed, a law enforcement source has told local officials on the scene it's at least 22 people, but numbers can fluctuate. so it's important to see that going on. and we're told that dozens of people are injured now as they look for this man and this manhunt is certainly active right now. >> marianne? all right. thank you, david. david spunt for that for that update. david spunt, been covering this for us all night. >> now we go to kevin for the very latest from our correspondent, bill miller. and kevin. >> yeah, i want to check in with bill. bill has also been on the story all evening long. >> bill, you have been monitoring this scanners. >> i know you've also had a chance to see law enforcement have a couple of different news conferences. >> what can you tell us at this hour? kevin unfortunately, the portland press herald is reporting at 22 confirmed deaths right now. this is now officially the deadliest shooting in the history of the state of maine. and that number could go up. the local sheriff out there, the androscoggin county sheriff eric samson, talking to that newspaper, confirming at least 22 fatalities, dozens of others injured as well. we're waiting to get a concrete number on that. as david just mentioned, the suspect, a 40 year old man named robert card. david laid out his extensive background, military training, firearms instructor, apparent mental health issues. there are going to be a lot of questions as to how he got this firearm, this rifle. he was seen on camera walking into a local bowling alley. police confirming this shooting happened several hours ago at two separate locations. one was a bar and grill, which we have learned it was industry night at that bar and grill, meaning discounts for people who work in the hospitality industry. the second location was this bowling alley. that's where you see these images right here where the suspect walked in with that rifle. and we've learned that on wednesday evenings at 6:30 p.m., that bowling alley actually has a bowling alley going on with two person teams. so you can imagine that bowling alley likely full of people if there was some sort of a league going on at the time. now, again, police describing the guy on your screen right now as their person of interest. they didn't go as far as calling him the direct suspect tied to these shootings yet. however, they say this is the only guy they're looking for right now. it needs to be highlighted. >> they still don't have this guy. they may not know where he is right now. he is not in custody hours after this shooting, hours after at least 22 people are dead. they are still looking for this guy. they have found the car, the vehicle of interest. if we can pull up that photo. it's believed to be the car he was driving earlier this evening, a subaru outlet on a subaru outback excuse me. police announcing they found that vehicle in the lisbon area. that's about 15 minutes to the southeast of lewiston where there is still an active law enforcement search going on. there's been a police helicopter searching that area. we can tell you that the fbi is on scene and responding, helping the maine state police and that all schools have been canceled. that is the lewistown public school system announcing that all schools in all classes will be canceled tomorrow. obviously, that's a good call, given the fact that they still have not found this mass shooter yet. but a lot of questions going into this evening now, is that death count, unfortunately going to rise? and what what led up to this man somehow possessing this rifle? did he have this gun long before his mental health issues started arising? as recently as this summer, he was reportedly in a mental health facility for two weeks before he was released. so those questions will likely be answered by the atf eventually once they come on scene and once this guy is either in custody or taken down by law enforcement, what we often see with these mass shootings is once the atf is able to get the firearm the shooter used, they do what's called an emergency trace. and that's when they essentially do hyperspeed with their resources. and they're able to very quickly figure out where was this gun purchased, what was the chain of custody on it, or does it even have a serial number? is it potentially a ghost gun or built at home with a lower receiver that sort of thing. so a lot of questions to be answered on that front. in the meantime, though, unfortunately, 22 people confirmed dead and that is direct from the county sheriff out there talking to the portland press herald, saying at least 22 people are dead and that number could rise because dozens are injured. and the portland press herald reporting that at 22 confirmed fatalities, again, this is now the deadliest shooting in maine's history. we'll send it back to you. >> and one of the deadliest shootings in american history. we heard mentioned earlier, bill, and thank you. 29 was the total number of deaths last year in the state of maine by murder. and now we're looking at 22, at least in a single circumstance. bill, back to you shortly. we want to turn now to paul moreau, retired nypd inspector attorney and founder of ops desk. >> org. paul, i have a million questions for you, but i think you want to begin at the obvious place, which is what's happening at this hour. i know we're still looking for this, this gunman. and whenever there's this sort of protracted period where we haven't seen a vehicle on the move, two things come to mind. he's either holed up somewhere or perhaps on a lived himself between now and at last check when he was apparently shooting at dozens of people. what's your thought on that? so right now, one of the keys to go beyond the obvious of what's going on with the search, which i think most of us understand intuitively. and certainly if you've watched the news or seen any of this sort of stuff before, you understand. but the the key now is organization. there is going to be a command post set up. there's going to be one person. that person is in charge. this is very important because, as bill said, there are a ton of law enforcement officers and agents out there from a myriad of jurisdictions. that's when things can go south and that's when people can be running into each other in the middle of the night. it's dark now and you want to make sure that this thing is well organized, that you're looking in areas where you have some indication that he might be at first because you don't want to look in places that may not be very fruitful and you just want to make sure that you're going very, very methodically, because with this kind of a response, law enforcement is trained to respond towards the danger. they run towards the shots, they run towards where they're needed. they need help. and unfortunately, that intuitive response sometimes can lead to things going a little bit sideways. so right now, i get the sense that it's being locked down. they're doing this thing very methodically. they're using every asset that they have, and they're also doing stuff behind the scenes. >> they're looking at his life ,the look, interviewing his relatives. they're looking online, they're looking at his social media to try to do what they can to get into his phone. he probably has his phone with them. and they're doing things like even looking into computer servers and things like that. so they're going very far afield to see if they can figure out, is there someplace he's holed up? is somebody helping him? does he have another vehicle? does he have somebody who might give him a vehicle? does he have a bone? does he have something, anything like that that could lead to why they haven't gotten him yet? because with such a large response fast, you'd have to think that normally we would think that they might have gotten them already. >> yeah, that's what i would be thinking as well. let me ask you a two part question. what challenges are posed if this makes its way to daybreak? and then i think the second question is, who are we really dealing with? i mean, this would seem to me, paul, to be the worst case scenario of somebody who is well-trained with firearms, someone who is extremely familiar with the terrain. this is almost a worst case scenario. those two separate questions, your thoughts? all right. so i would say, you know, daylight is always going to be better, right? you just can see more and it depends on what the terrain is. he's left lewiston apparently, or at least, you know, according to that's where his car is and putting aside the situation we had at the hospital where there seemed to be some indication he had returned to the hospital. he's probably well outside of lewiston. and as time goes on, you have to expand the perimeter. and we saw this with one of the escape stories that we saw recently down south where there was an initial perimeter and then authorities had to expand that perimeter because after a day they hadn't found them. and he was spotted ten, 20 miles south of where they thought he could possibly be with. as time goes on, you have to start to think that way because you have to say to yourself, you know, we've really covered this particular area and we're not finding him. so as time goes on, you've got to think a little bit more grandiose. you have to expand all that. secondly, as far as the worst case scenario, i couldn't agree more. what a nightmare. you have a guy who's a trained firearms instructor. he's very comfortable with firearms. he knows how to be calm when he's using them. he knows how to do things like aim, shoot, reload, things like that. things that people who are very comfortable with long guns know how to do. and, you know, obviously he does. and at the same time, you have these mental health issues, not his in nuance. i've been doing some research. maine has what's called a yellow flag law. it's different from the red flag laws that have that about 20 states have around the country. and what that means is that if he's got mental health issues, the police or the prosecutors can go through the civil process. they have due process in place, which is very important because we have a second amendment in this country. and that's right in the constitution. to overcome that, you need due process. so maine has this thing in place, but it's limited only to the police and the prosecutors who can initiate it. that's why it's called a yellow flag and not a red flag with a red flag. family. somebody close to this person can do that. so there's a possibility there's a possibility that because he went into his facility, if the police and prosecutors didn't know about it, if there was nothing criminal, it could explain why somebody who was in mental distress is still in possession of these firearms. >> you know, that's almost like being baker acted down in the state of florida. i've heard of these different laws. and you're right. you you're hoping that somebody along the way will be able to make a determination to protect everyone else. and obviously, in this circumstance, he happened to get out and unfortunately, he has access to firearms. >> paul, we'll be back with you throughout tonight. your insight has been invaluable. we appreciate it very much. thank you. but for now, we're going to take it over to mary and she has more. >> marianne. yeah. and kevin, as you said, robert cardwell, train familiar with the terrain. law enforcement has their work cut out for them. let's turn now to fox news contributor ted williams, former d.c. police detective and defense attorney. ted, what do you think? law enforcement is focusing on right now since they did find his car already? is it possible maybe he switched cars and he's trying to get out of the area? >> you know, there is always that possibility, mary. and i got to tell you, what they're doing now is probably working backwards from the location of where they found that car. and liz, but there's always a positive reality that he may very well have had another car stashed to that location and drove to that location and perhaps maybe have driven away from that location. so what they're doing is they are looking at all of the video feeds in that area that led to where that call was discovered, because those video feeds will tell perhaps what help a movement this guy may have made after he left that car. >> listening made you know, also we heard earlier that perhaps law enforcement, law enforcement is talking to relatives, talking to friends, maybe trying to figure out is there some place he would have gone if he was going to get out of this area? >> correct. there and it's very important that law enforcement backtrack in an investigation of this nature. for instance, i'm sure they have gone back even to a mental institution that this guy was alleged to have been housed in for at least a week or so are talking to people in that institution. they're talking to the family. i'm talking to friends and you're talking to associates. because one of the things that a person always do, unfortunately, when they are in criminal jeopardy is perhaps this guy. and remember, he's only considered a person of interest, and that is he may communicate with some family member, a friend or social. so law enforcement is well on alert that that may materialize. and quite naturally, they are looking clear to see if he has a, let's say, a cell phone. and they are also looking to see if he should use that cell phone. and if he does, they are looking at what cell phone towers that cell phones could very well ping. and that will also help them to bring this person of interest in. >> right. i am sure they are on top of that as well. any communications that he might be making. fox news contributor ted williams, thank you so much. we will be coming back to you later in the hour. >> thank you. >> now we have some breaking news to tell you about out of israel, where the military is carrying out a large incursion into the gaza strip. fox news correspondent alex hogan joins us live now from tel aviv with the latest. >> alex. hi, mary. so what we're learning this morning from the israeli defense forces that this was one of the largest carried out missions into the northern gaza strip using tanks. and this took place overnight. this comes after word that we heard from israeli prime minister benjamin netanyahu last night saying that a ground incursion really could happen whenever israel feels that it is time to do so. so, again, disregarding some of the conversations about whether or not that would happen and netanyahu saying it really was up to when israel decided to do so. so this morning, more about what we're learning from the idf. the forces say that their soldiers went in. they were able to target and strike not only infrastructure, but also terrorists. according to, again, the israeli defense forces. they also say that their soldiers then retreated, exiting the area this morning. and what we've seen in recent days, we have heard sirens even last night here in tel aviv. one rocket from gaza actually landed about five miles from where i'm standing, destroying several apartment buildings and creating a massive hole in one building. and all the other side of the conflict. gaza has been repeatedly hit in the last two weeks with conditions that are becoming increasingly dire. the u.n. has continually warned that about half of the population there, more than a million people are out of their homes. the u.n. is also warning of the conditions concerning fuel shortages and, well, some aid has managed to be brought in. u.n. aid workers are warning that some of the food supplies that are brought are simply inadequate, that it is things like rice and lentils that would need to be cooked, things that, of course, would require water and fuel, which so many of these residents simply do not have so international daily. there has been major outcry for improved conditions for humanity and aid and relief for people there. a very different story for what a lot of israelis will wake up to this morning with this of this new incursion. this is what the idf is saying about this this morning, that this is preparation for a new stage of dead. a manhunt underway for 40-year-old robert card, who is still at large at this hour. >> fox news correspondent molly line just arrived at that scene. she joins us now live from lewiston, maine. molly, what can you tell us right now? well, i can tell you, we just got here and it is eerily quiet across this community. there are very few vehicles moving around, a lot of dark houses. and of course it is the middle of the night. but you can tell that the shelter in place is being taken fairly seriously. we also saw law enforcement personnel sort of strategically place throughout this city, essentially really just lurking in the shadows all over this community. they have spread out quite some distance on the travel up here from boston, even before you cross over into maine, just on the other side of the bridge there near kittery, a significant law presence begins to show just how wide the circle is here. even coming up, low and lower in boston to new and massachusetts all along the highways, you could tell that there was this law enforcement presence. and as we got closer and closer to this community of lewiston, you could see more and more law enforcement lights moving around. it's very clear that this is being taken seriously and the assets are considerable, are moving in here to the community here in lewiston. i'm just outside of the central maine medical center. this is where many of the victims of this mass shooting event were brought. we're waiting on updates as to how they're doing and further numbers, more confirmation about that. so we're keeping an eye on the activity here. it's calmed down just a little bit. we haven't seen the ambulances coming in or out in the last couple of moments, that's for sure. earlier this evening, when we first arrived into the community, there was a group outside of a hotel. they were cleaning up some glass. they said a man had come there earlier in the night and had smashed the glass the front of that hotel with a sledgehammer. so so there were broad concerns all across this community about what's happening. it's unclear if that is linked in any way to this, but it's very clear that the people here are on edge and very concerned about this person still being described as a person of interest. robert card, 40 years old. he's from a nearby community about dawn, which is about six miles away. that community is on the way, is lisburn, which is the community where the vehicle was discovered earlier this evening, where law enforcement said they found that vehicle, that the suspect had been linked to. so the circle here goes from lewiston, but it broadens out and broadens out. and the law enforcement presence from here in this community goes well, well beyond. back to you. and mollie, just one quick question. you know, as you said, this is a community on edge. i mean, they must be pretty terrified right now. they're all sheltering in place, wondering if this person of interest might still be around. he's armed and dangerous. i can imagine that as we go into tomorrow, the town will probably still be closed down. are you hearing anything as far as schools being closed down or things that for tomorrow? absolutely. major concerns here in the community and things are still being assessed. keep in mind that a lot could change between now in the morning as the law and law enforcement continue to work, work swiftly to find this person of interest. finding that person of interest would change things consistent significantly here. so i guess the question is how swiftly they can make that happen. they didn't give an indication at the evening press conference that they had a very specific small circle that they were looking for this individual. you know, there are these communities here in lewiston, of course, the areas where the shootings occurred and broadening out from there, where the car was found, of course, and various. and they're also reaching out to various family members. we know that because some of our staff earlier this evening managed to reach a family member of robert karas, who confirmed that law enforcement had spoken with them and were there. so we know that they're they're looking at the places that they know this individual is familiar. but at this point in time, they haven't given a specific indication of a last sighting or anything along those lines. but finding this individual would certainly give us some give this whole community a significant piece of mind. it could possibly change what the morning looks like. but right now, this lockdown is in place and that is the way it is. back to you. and yet, molly, it sounds like they're leaving no stone unturned and. we'll check back in with you as the morning wears on. kevin, over to you now. right, mary, thank you again from boden. >> all across the state, eyes are watching, trying to figure out exactly what happened here. we want to turn down to steve rogers, retired lieutenant detective for the nutley, new jersey, police department. he's also a former member of the fbi joint terrorism task force, as well as a retired u.s. naval officer. a couple of things i want to run your run by you, my friend. >> i want to talk about resources to try to find this man. we're looking for heat signatures. we're looking for drone technology. tell me what the the tiktok would be at this hour and what steps might be taken to try to locate him. >> well, to begin with, as your reporter just mentioned, no stone will be left unturned. there's no doubt in my mind that although there has been no talk of a terrorism nexus, probably isn't at this point. but that doesn't mean that the joint terrorism task force is not involved. they're going to be looking closely at this individual. the forensic analysis, collaborating with other police, law enforcement agencies of his computers, his phones, etc., because one idea that goes through my mind, because he does have a mental health problem. who was he talking to online? was he encouraged? was he radicalized? this is very, very important to law enforcement to get closer to him and to find out motive. in addition to that, contrary to what a lot of people may believe, they want to get him alive. i mean, he is probably got information in his mind that will lead up to perhaps answering questions. why did you pick these two targets? and more importantly, i believe, did you talk to anybody? this was well-planned. this wasn't an overnight idea that he had. this was well-planned. so all of this is so very, very important. to answer those questions and to get closer to him, whether they'll be able to capture him. >> i want to drill down on his profile for just a moment. but before i do, let me get some logistics worked out. are we looking at maybe road closures? basically, you can't get in or out of the state of maine by way of main road and then you sort of close the dragnet into to the last place, the last known location? is that how we would sort of approach a circumstance like this, steve? >> well, you would have it, as the fbi agents said earlier, they're going to widen the perimeter and yeah, there may be road closures. but course, what is of most important to law enforcement right now is to protect people. so if they have to close roads, if they have to look at whatever it takes, there'll be a lot of air assets up looking for this individual. and look, he may be watching us right now. so law enforcement is going to be very, very meticulous and careful as to what they put on the air. and they're going to do everything good to capture him. you know, you were hoping individual like this would turn himself in, but who knows what he's up to. but law enforcement is going to use every asset possible, including including widening the perimeter and the wider the perimeter it gets, the more people are going to have to be locked down. >> and that's the thing you're talking about widening the perimeter. i mean, we could be talking about as far away as presque isle and trying to get all the way up to near the canadian border. you also have to consider areas to the south that portland, which is a little more than 35 miles away or even as far as far as i-95 heading down toward boston. >> obviously, steve, we're going to be with you throughout the evening. and we thank you so much for your coverage of a mass shooting and manhunt underway in near lewiston, maine. >> let's bring back paul mauro. he's a retired nypd inspector and founder of ops desk .org. paul, you know, we've talked about what law enforcement must be doing at this hour, you know, trying to zero in on where the suspect might be at this hour. >> right. so the key now is the backwards look. and as some of your prior guests have alluded to, there's a lot going on here at once. of course, the main thing here is the manhunt and all the assets that have been deployed. we talked about it a little bit earlier about how this has to be very organized. as time goes on, you might have to expand the perimeter. simultaneous with that, you're going to have to do a very deep dive into this guy's life, because what you want to know is as much about where he might go, who might help him, where he might seek refuge. so what do we know about him? we know that he was a firearms instructor. we know that he was former national guard. so that means someplace there is a file on him with the national guard. so i suspect somebody got a national guardsman out of bed in the middle of the night here and said, we're going to pull a file. who did he have? is his next of kin for a notification if, god forbid, something happened to him and things like that. and they're going to do everything along with the more obvious things, which is look at his social media, if he has one, try to see if he's got a computer you can get into. >> i suspect he has his phone with him, but maybe he's got another phone that's there. maybe you can get into his cloud. >> there's a whole host of things that you can do if you're sitting where they are. they're a little hamstrung by the fact that it is almost two in the morning. and, you know, a lot of places you're going to have to you know, you have to get people out of bed. you can have to wake people up . but that is the nature of the game. and law enforcement, trust me, is not going to bed tonight until they get this guy. so right now, it's a very deep intelligence dive. they are looking very hard at any indications of where he might be. you know, like, for instance, his dmv file. first thing, you'd one of the first things you'd want to do is say, does he have a car? well, we know he did have the white subaru. does he have access to another car or does he have any other vehicles to him? does he have an atv so they can go off roading right here? the car was found in lisbon, maine. that's a there's areas there. there's a place called miller park there that has all kinds of hiking trails. is he known to frequent that area? you got to know these things. otherwise, you just running around in the dark and you have all this law enforcement bumping into each other. that's why, as i said earlier, it is a command post, is a controlling mind that's running all of this in a methodical way so that it doesn't go bad and that you do everything you can to get him as soon as possible. >> and, you know, i was talking to ted williams about this earlier, that you just mentioned it, the possibility that because they found that other car, maybe he has another vehicle. and do you think they're involving law enforcement in other states to make sure he doesn't cross state lines and really get away and make this job much more difficult? >> well, as molly lynch said earlier, she saw law enforcement presence increasing as she drove north. so i'm sure all of law enforcement in the new england area, any place that's reachable by him, they're going to be on alert. they all know. but trust me, they all know about this car. they've all seen that bulletin that was put out and they're they're aware of it. and as every minute goes by that he's not apprehended, arguably he can get further away. and so you've got to notify everybody in the area. i'm sure they're tracking this. i would be notifying, you know, not only every law enforcement i could and obviously federal law enforcement going to make sure the border patrol knows. all right, because you're up in maine. he's not far from canada. you've got to think outside the box. you don't know what's on this guy's mind, but you've got to make sure anybody involved could know, including anybody against whom he might have a gripe. and this, again, goes back to the intelligence you can gather about his life. he apparently doesn't have any priors. his scrapes with law enforcement or with, i should say, the government seemed to be limited, at least according to the reporting we have now, to the mental health, two weeks stay and it's not clear that law enforcement was even involved in that, which is a bad break, because had they been, maybe they would have got the, you know, the guns and done the civil process needed to take those long guns away from him. so it's going to be a lot of questions. they're asking these questions now. but really, you take care of that on the back. and right now it's all about finding out where this guy could be and making sure he doesn't hurt somebody else. >> yeah. paul moreau, thank you for that. this is shaping up to be a massive manhunt with a lot of moving for law enforcement. >> kevin olson, this back over to you now. all right, marianne, thank you. >> let's turn now to former fbi investigator bill daily. bill, thank you so much for spending time with us this morning. this is such an important storyline. people want to know what happens from this point moving forward. you heard paula allude to it now with the area of concern expanding from, say, bad or no, portland all the way up to the canadian border. the feds really and local law enforcement as well, really have their work cut out at this hour, don't they? >> they certainly do, kevin. and, you know, probably say one thing, but law enforcement to look at is exactly how much of a head start did he possibly get. now, if the assumption is, is that he's actually left the area, you're saying how long before they actually came upon his vehicle, if he had another vehicle or if he was commandeered another vehicle, stole one? or at worst, even carjacked one. you know, how far could he have gotten outside of where they perhaps had their perimeter, where they're doing roadblocks? so, you know, they're going to start looking at that kind of timeline going backwards. but i'd probably say one of the things that i think both of your guests previously have said this is that really putting this man into focus is kind of going into the into his computer. finding out, did he have any burner phones? was there something else that he was talking about with regard where he may go, what he might do, where he would, where he likes to frequent? did he have a hunting cabin? was there someplace that he would go to that law enforcement could start to look to find out where he may be? so we do have this kind of dragnet, assuming that he may be on the moving and moving on the road with some type of a vehicle. on the other hand, he could be very close at hand and it makes it even more challenging for law enforcement because as i think our guests have all said and we know that you said earlier, kevin, is that, you know, this is a once you get outside of some of these smaller towns, it's a very dense forested area and very remote dirt roads. there are all kinds of places where he might go. and for law enforcement to try to come upon him, he may have the advantage if he if he so wants to engage, even gunfire. >> boy, you really made a really interesting point, and i'd love to have you unpack it just a little bit further. what can we learn if i see a computer, it may not mean very much to me, but for a seasoned investigator like yourself, what are you looking for as you take a look him as you collect his communications? >> well, first of all, and i think this is where with fbi supporting state and local law enforcement comes into play, is that they do have the resources to very quickly respond. they could do a forensic analysis on a computer, even a password protected, get through that password and find out, you know, he may be saying who did he communicate with? does he have any files on there? they talked about, you know, his maybe in, you know, what he would envision doing. perhaps there could have been some type of a written document. some people may call it a manifesto. we just don't seem to have some psychological issues. so what was he thinking trying to get behind that and maybe that may give them some visibility as to where he may be. was he still local or has he kind of looked to kind of expand to get out of the state? >> this is always for us who don't get a chance to talk about these issues fairly often. it's fascinating because obviously it's like putting together a puzzle, and that's part of the real challenge for law enforcement tonight. you're trying to put together all the pieces to locate this individual and to neutralize this individual. if this person is still on the move, as you point out, if perhaps somehow he has decided to down. bill, thank you so much. we appreciate your alert. >> nearly two dozen people are dead and dozens more injured after a mass shooting in lewiston, maine. it's a horrific scene for first responders, but also for those emergency room personnel that are taking care of victims at this hour. >> our next guest, fox news medical contributor and family and emergency doctor jeanette nash. >> what? and just this week you attended a course on caring for victims of mass shootings like this one. what can you tell us about what these medical personnel are going through right now, trying to save people? >> hey, marianne. yes, you know, in times of mass shootings, mass casualty situations, it's very important that you follow protocols that you have learned during your training, because whenever there is a mass shooting for it's a very chaotic situation and there is no room for confusion. every minute matters in a mass casualty situation. it's what's called the golden hour, the first 60 minutes of what happens when you're in a trauma can make the difference between and death. and so, for example, the emergency department in maine, the maine medical center, they have about 43 beds in that e.r. with two air doctors on call tonight. and so usually have maybe anywhere from, you know, 20 patients, 30 patients at one time. but when you have multiple people coming in all at once with wounds such as, you know, bleeding, hemorrhaging fractures, unconscious, that's when it can become a problem. and that's when the role of triage comes into play. the e.r. doctors, the nurses have to determine who is most critical, who needs attention first, who will die if they're not receiving. you know, blood transfusions are sent straight to the operating room or have ivs placed or certain other interventions. so it's a matter of knowing the protocols, following triage protocols, determining who is most urgent, who can wait, who needs to be seen first. so a lot of steps involved, but, you know, it's sad that we see this happening. my heart and, my prayers go out to the people in this community. we do know that. this shooter has a history of mental illness and that seems to be what is the underlying cause here. you know, it seems like this hospital wouldn't be that big. i mean, lewiston is a fairly small town, a town of about 30,000. so, you know, what kind of challenges does that cause and how do they handle it if they get overwhelmed? that's a great question. i actually spoke to the hospital and they are on diversion right now. and they did tell that they are decompressed. >> so they're handling it very well. fortunately, they're a level two trauma center. what does that mean? that means they have access to the specialists that they need. for example an orthopedic surgeon or a general surgeon. most commonly with gunshot wounds. and we saw in the photos it looked like the shooter was using an ar-15. so this can be a high velocity injury. usually we see these injuries most commonly, about 50% of them to the abdomen. and so when you have injuries to the abdomen, to the intestines, you know, to the liver, we worry about internal bleeding. and so that is the concern and the challenge when you have multiple injuries and you have to determine are they bleeding internally, they may come in awake and alert, but five, ten, 15 minutes later, they can go unconscious and before you know it. you're performing cpr, basically, you know, in life support, advanced cardiac life support on these patients, even though they may looked fine a few minutes earlier. so it's a challenge to understand that the mechanism of injury, where that where they were, where the gunshot wound entered their body, where leave their body. and again, with this type of weapon, it tends to cause more damage to the tissues and to the organs because it's a higher velocity type of that transmits higher levels of kinetic energy. therefore causing more tissue damage to the organs. so that can a challenge, but immediate intervention, we call it start simple triage, transport where necessary. and that's what usually helped, saved many lives. all right. thank you, dr. jeanette nationwide. and you're watching not approach cars or make contact with him in any way. >> a massive active shooter manhunt underway this hour in lewiston, maine. it follows the shooting death of at least 22 people in several locations. again, everybody, i'm kevin caught live in washington. and i'm marianne rafferty, live in los angeles. a shelter in place order remains in effect as law enforcement look for suspect robert card, the person of interest. he's a firearms instructor who was recently treated at a mental health facility. >> joining us now is fox news correspondent bill manoogian, who has been covering this for us all evening. bill, what can you tell us? what's the latest on or actually, we're going to go to david spunt first. david, what can you tell us as far as the justice what the justice department is doing at this hour right now? >> marianne, there's a heavy police presence, federal and local police presence right now. the lewiston, maine police department is essentially handling this investigation with the help of the maine state police. >> but the fbi is out there in droves. we are talking about swat teams, evidence response teams, hundreds of different uniformed officers looking for this person of interest whose name is robert card, 40 years old. >> i took a look at a bulletin and internal bulletin sent out via the state of maine to all local police in maine to be on the lookout for card. it says that he is a firearms instructor. he has a experience with the army national guard in sarcoma . and over the summer, he was in a mental health facility after hearing voices, a very, very fluid scene. right now, the number one priority for authorities is to find this man as soon as possible. as far as numbers of people that have been injured and killed, a law enforcement source has told local officials on the scene it's at least 22 people, but numbers can fluctuate. so it's important to see that going on. and we're told that dozens of people are injured now as they look for this man and this manhunt is certainly active right now. >> marianne? all right. thank you, david. david spunt for that for that update. david spunt, been covering this for us all night. >> now we go to kevin for the very latest from our correspondent, bill miller. and kevin. >> yeah, i want to check in with bill. bill has also been on the story all evening long. >> bill, you have been monitoring this scanners. >> i know you've also had a chance to see law enforcement have a couple of different news conferences. >> what can you tell us at this hour? kevin unfortunately, the portland press herald is reporting at 22 confirmed deaths right now. this is now officially the deadliest shooting in the history of the state of maine. and that number could go up. the local sheriff out there, the androscoggin county sheriff eric samson, talking to that newspaper, confirming at least 22 fatalities, dozens of others injured as well. we're waiting to get a concrete number on that. as david just mentioned, the suspect, a 40 year old man named robert card. david laid out his extensive background, military training, firearms instructor, apparent mental health issues. there are going to be a lot of questions as to how he got this firearm, this rifle. he was seen on camera walking into a local bowling alley. police confirming this shooting happened several hours ago at two separate locations. one was a bar and grill, which we have learned it was industry night at that bar and grill, meaning discounts for people who work in the hospitality industry. the second location was this bowling alley. that's where you see these images right here where the suspect walked in with that rifle. and we've learned that on wednesday evenings at 6:30 p.m., that bowling alley actually has a bowling alley going on with two person teams. so you can imagine that bowling alley likely full of people if there was some sort of a league going on at the time. now, again, police describing the guy on your screen right now as their person of interest. they didn't go as far as calling him the direct suspect tied to these shootings yet. however, they say this is the only guy they're looking for right now. it needs to be highlighted. >> they still don't have this guy. they may not know where he is right now. he is not in custody hours after this shooting, hours after at least 22 people are dead. they are still looking for this guy. they have found the car, the vehicle of interest. if we can pull up that photo. it's believed to be the car he was driving earlier this evening, a subaru outlet on a subaru outback excuse me. police announcing they found that vehicle in the lisbon area. that's about 15 minutes to the southeast of lewiston where there is still an active law enforcement search going on. there's been a police helicopter searching that area. we can tell you that the fbi is on scene and responding, helping the maine state police and that all schools have been canceled. that is the lewistown public school system announcing that all schools in all classes will be canceled tomorrow. obviously, that's a good call, given the fact that they still have not found this mass shooter yet. but a lot of questions going into this evening now, is that death count, unfortunately going to rise? and what what led up to this man somehow possessing this rifle? did he have this gun long before his mental health issues started arising? as recently as this summer, he was reportedly in a mental health facility for two weeks before he was released. so those questions will likely be answered by the atf eventually once they come on scene and once this guy is either in custody or taken down by law enforcement, what we often see with these mass shootings is once the atf is able to get the firearm the shooter used, they do what's called an emergency trace. and that's when they essentially do hyperspeed with their resources. and they're able to very quickly figure out where was this gun purchased, what was the chain of custody on it, or does it even have a serial number? is it potentially a ghost gun or built at home with a lower receiver that sort of thing. so a lot of questions to be answered on that front. in the meantime, though, unfortunately, 22 people confirmed dead and that is direct from the county sheriff out there talking to the portland press herald, saying at least 22 people are dead and that number could rise because dozens are injured. and the portland press herald reporting that at 22 confirmed fatalities, again, this is now the deadliest shooting in maine's history. we'll send it back to you. >> and one of the deadliest shootings in american history. we heard mentioned earlier, bill, and thank you. 29 was the total number of deaths last year in the state of maine by murder. and now we're looking at 22, at least in a single circumstance. bill, back to you shortly. we want to turn now to paul moreau, retired nypd inspector attorney and founder of ops desk. >> org. paul, i have a million questions for you, but i think you want to begin at the obvious place, which is what's happening at this hour. i know we're still looking for this, this gunman. and whenever there's this sort of protracted period where we haven't seen a vehicle on the move, two things come to mind. he's either holed up somewhere or perhaps on a lived himself between now and at last check when he was apparently shooting at dozens of people. what's your thought on that? so right now, one of the keys to go beyond the obvious of what's going on with the search, which i think most of us understand intuitively. and certainly if you've watched the news or seen any of this sort of stuff before, you understand. but the the key now is organization. there is going to be a command post set up. there's going to be one person. that person is in charge. this is very important because, as bill said, there are a ton of law enforcement officers and agents out there from a myriad of jurisdictions. that's when things can go south and that's when people can be running into each other in the middle of the night. it's dark now and you want to make sure that this thing is well organized, that you're looking in areas where you have some indication that he might be at first because you don't want to look in places that may not be very fruitful and you just want to make sure that you're going very, very methodically, because with this kind of a response, law enforcement is trained to respond towards the danger. they run towards the shots, they run towards where they're needed. they need help. and unfortunately, that intuitive response sometimes can lead to things going a little bit sideways. so right now, i get the sense that it's being locked down. they're doing this thing very methodically. they're using every asset that they have, and they're also doing stuff behind the scenes. >> they're looking at his life ,the look, interviewing his relatives. they're looking online, they're looking at his social media to try to do what they can to get into his phone. he probably has his phone with them. and they're doing things like even looking into computer servers and things like that. so they're going very far afield to see if they can figure out, is there someplace he's holed up? is somebody helping him? does he have another vehicle? does he have somebody who might give him a vehicle? does he have a bone? does he have something, anything like that that could lead to why they haven't gotten him yet? because with such a large response fast, you'd have to think that normally we would think that they might have gotten them already. >> yeah, that's what i would be thinking as well. let me ask you a two part question. what challenges are posed if this makes its way to daybreak? and then i think the second question is, who are we really dealing with? i mean, this would seem to me, paul, to be the worst case scenario of somebody who is well-trained with firearms, someone who is extremely familiar with the terrain. this is almost a worst case scenario. those two separate questions, your thoughts? all right. so i would say, you know, daylight is always going to be better, right? you just can see more and it depends on what the terrain is. he's left lewiston apparently, or at least, you know, according to that's where his car is and putting aside the situation we had at the hospital where there seemed to be some indication he had returned to the hospital. he's probably well outside of lewiston. and as time goes on, you have to expand the perimeter. and we saw this with one of the escape stories that we saw recently down south where there was an initial perimeter and then authorities had to expand that perimeter because after a day they hadn't found them. and he was spotted ten, 20 miles south of where they thought he could possibly be with. as time goes on, you have to start to think that way because you have to say to yourself, you know, we've really covered this particular area and we're not finding him. so as time goes on, you've got to think a little bit more grandiose. you have to expand all that. secondly, as far as the worst case scenario, i couldn't agree more. what a nightmare. you have a guy who's a trained firearms instructor. he's very comfortable with firearms. he knows how to be calm when he's using them. he knows how to do things like aim, shoot, reload, things like that. things that people who are very comfortable with long guns know how to do. and, you know, obviously he does. and at the same time, you have these mental health issues, not his in nuance. i've been doing some research. maine has what's called a yellow flag law. it's different from the red flag laws that have that about 20 states have around the country. and what that means is that if he's got mental health issues, the police or the prosecutors can go through the civil process. they have due process in place, which is very important because we have a second amendment in this country. and that's right in the constitution. to overcome that, you need due process. so maine has this thing in place, but it's limited only to the police and the prosecutors who can initiate it. that's why it's called a yellow flag and not a red flag with a red flag. family. somebody close to this person can do that. so there's a possibility there's a possibility that because he went into his facility, if the police and prosecutors didn't know about it, if there was nothing criminal, it could explain why somebody who was in mental distress is still in possession of these firearms. >> you know, that's almost like being baker acted down in the state of florida. i've heard of these different laws. and you're right. you you're hoping that somebody along the way will be able to make a determination to protect everyone else. and obviously, in this circumstance, he happened to get out and unfortunately, he has access to firearms. >> paul, we'll be back with you throughout tonight. your insight has been invaluable. we appreciate it very much. thank you. but for now, we're going to take it over to mary and she has more. >> marianne. yeah. and kevin, as you said, robert cardwell, train familiar with the terrain. law enforcement has their work cut out for them. let's turn now to fox news contributor ted williams, former d.c. police detective and defense attorney. ted, what do you think? law enforcement is focusing on right now since they did find his car already? is it possible maybe he switched cars and he's trying to get out of the area? >> you know, there is always that possibility, mary. and i got to tell you, what they're doing now is probably working backwards from the location of where they found that car. and liz, but there's always a positive reality that he may very well have had another car stashed to that location and drove to that location and perhaps maybe have driven away from that location. so what they're doing is they are looking at all of the video feeds in that area that led to where that call was discovered, because those video feeds will tell perhaps what help a movement this guy may have made after he left that car. >> listening made you know, also we heard earlier that perhaps law enforcement, law enforcement is talking to relatives, talking to friends, maybe trying to figure out is there some place he would have gone if he was going to get out of this area? >> correct. there and it's very important that law enforcement backtrack in an investigation of this nature. for instance, i'm sure they have gone back even to a mental institution that this guy was alleged to have been housed in for at least a week or so are talking to people in that institution. they're talking to the family. i'm talking to friends and you're talking to associates. because one of the things that a person always do, unfortunately, when they are in criminal jeopardy is perhaps this guy. and remember, he's only considered a person of interest, and that is he may communicate with some family member, a friend or social. so law enforcement is well on alert that that may materialize. and quite naturally, they are looking clear to see if he has a, let's say, a cell phone. and they are also looking to see if he should use that cell phone. and if he does, they are looking at what cell phone towers that cell phones could very well ping. and that will also help them to bring this person of interest in. >> right. i am sure they are on top of that as well. any communications that he might be making. fox news contributor ted williams, thank you so much. we will be coming back to you later in the hour. >> thank you. >> now we have some breaking news to tell you about out of israel, where the military is carrying out a large incursion into the gaza strip. fox news correspondent alex hogan joins us live now from tel aviv with the latest. >> alex. hi, mary. so what we're learning this morning from the israeli defense forces that this was one of the largest carried out missions into the northern gaza strip using tanks. and this took place overnight. this comes after word that we heard from israeli prime minister benjamin netanyahu last night saying that a ground incursion really could happen whenever israel feels that it is time to do so. so, again, disregarding some of the conversations about whether or not that would happen and netanyahu saying it really was up to when israel decided to do so. so this morning, more about what we're learning from the idf. the forces say that their soldiers went in. they were able to target and strike not only infrastructure, but also terrorists. according to, again, the israeli defense forces. they also say that their soldiers then retreated, exiting the area this morning. and what we've seen in recent days, we have heard sirens even last night here in tel aviv. one rocket from gaza actually landed about five miles from where i'm standing, destroying several apartment buildings and creating a massive hole in one building. and all the other side of the conflict. gaza has been repeatedly hit in the last two weeks with conditions that are becoming increasingly dire. the u.n. has continually warned that about half of the population there, more than a million people are out of their homes. the u.n. is also warning of the conditions concerning fuel shortages and, well, some aid has managed to be brought in. u.n. aid workers are warning that some of the food supplies that are brought are simply inadequate, that it is things like rice and lentils that would need to be cooked, things that, of course, would require water and fuel, which so many of these residents simply do not have so international daily. there has been major outcry for improved conditions for humanity and aid and relief for people there. a very different story for what a lot of israelis will wake up to this morning with this of this new incursion. this is what the idf is saying about this this morning, that this is preparation for a new stage of molly, what can you tell us right now? well, i can tell you, we just got here and it is eerily quiet across this community. there are very few vehicles moving around, a lot of dark houses. and of course it is the middle of the night. but you can tell that the shelter in place is being taken fairly seriously. we also saw law enforcement personnel sort of strategically place throughout this city, essentially really just lurking in the shadows all over this community. they have spread out quite some distance on the travel up here from boston, even before you cross over into maine, just on the other side of the bridge there near kittery, a significant law presence begins to show just how wide the circle is here. even coming up, low and lower in boston to new and massachusetts all along the highways, you could tell that there was this law enforcement presence. and as we got closer and closer to this community of lewiston, you could see more and more law enforcement lights moving around. it's very clear that this is being taken seriously and the assets are considerable, are moving in here to the community here in lewiston. i'm just outside of the central maine medical center. this is where many of the victims of this mass shooting event were brought. we're waiting on updates as to how they're doing and further numbers, more confirmation about that. so we're keeping an eye on the activity here. it's calmed down just a little bit. we haven't seen the ambulances coming in or out in the last couple of moments, that's for sure. earlier this evening, when we first arrived into the community, there was a group outside of a hotel. they were cleaning up some glass. they said a man had come there earlier in the night and had smashed the glass the front of that hotel with a sledgehammer. so so there were broad concerns all across this community about what's happening. it's unclear if that is linked in any way to this, but it's very clear that the people here are on edge and very concerned about this person still being described as a person of interest. robert card, 40 years old. he's from a nearby community about dawn, which is about six miles away. that community is on the way, is lisburn, which is the community where the vehicle was discovered earlier this evening, where law enforcement said they found that vehicle, that the suspect had been linked to. so the circle here goes from lewiston, but it broadens out and broadens out. and the law enforcement presence from here in this community goes well, well beyond. back to you. and mollie, just one quick question. you know, as you said, this is a community on edge. i mean, they must be pretty terrified right now. they're all sheltering in place, wondering if this person of interest might still be around. he's armed and dangerous. i can imagine that as we go into tomorrow, the town will probably still be closed down. are you hearing anything as far as schools being closed down or things that for tomorrow? absolutely. major concerns here in the community and things are still being assessed. keep in mind that a lot could change between now in the morning as the law and law enforcement continue to work, work swiftly to find this person of interest. finding that person of interest would change things consistent significantly here. so i guess the question is how swiftly they can make that happen. they didn't give an indication at the evening press conference that they had a very specific small circle that they were looking for this individual. you know, there are these communities here in lewiston, of course, the areas where the shootings occurred and broadening out from there, where the car was found, of course, and various. and they're also reaching out to various family members. we know that because some of our staff earlier this evening managed to reach a family member of robert karas, who confirmed that law enforcement had spoken with them and were there. so we know that they're they're looking at the places that they know this individual is familiar. but at this point in time, they haven't given a specific indication of a last sighting or anything along those lines. but finding this individual would certainly give us some give this whole community a significant piece of mind. it could possibly change what the morning looks like. but right now, this lockdown is in place and that is the way it is. back to you. and yet, molly, it sounds like they're leaving no stone unturned and. we'll check back in with you as the morning wears on. kevin, over to you now. right, mary, thank you again from boden. >> all across the state, eyes are watching, trying to figure out exactly what happened here. we want to turn down to steve rogers, retired lieutenant detective for the nutley, new jersey, police department. he's also a former member of the fbi joint terrorism task force, as well as a retired u.s. naval officer. a couple of things i want to run your run by you, my friend. >> i want to talk about resources to try to find this man. we're looking for heat signatures. we're looking for drone technology. tell me what the the tiktok would be at this hour and what steps might be taken to try to locate him. >> well, to begin with, as your reporter just mentioned, no stone will be left unturned. there's no doubt in my mind that although there has been no talk of a terrorism nexus, probably isn't at this point. but that doesn't mean that the joint terrorism task force is not involved. they're going to be looking closely at this individual. the forensic analysis, collaborating with other police, law enforcement agencies of his computers, his phones, etc., because one idea that goes through my mind, because he does have a mental health problem. who was he talking to online? was he encouraged? was he radicalized? this is very, very important to law enforcement to get closer to him and to find out motive. in addition to that, contrary to what a lot of people may believe, they want to get him alive. i mean, he is probably got information in his mind that will lead up to perhaps answering questions. why did you pick these two targets? and more importantly, i believe, did you talk to anybody? this was well-planned. this wasn't an overnight idea that he had. this was well-planned. so all of this is so very, very important. to answer those questions and to get closer to him, whether they'll be able to capture him. >> i want to drill down on his profile for just a moment. but before i do, let me get some logistics worked out. are we looking at maybe road closures? basically, you can't get in or out of the state of maine by way of main road and then you sort of close the dragnet into to the last place, the last known location? is that how we would sort of approach a circumstance like this, steve? >> well, you would have it, as the fbi agents said earlier, they're going to widen the perimeter and yeah, there may be road closures. but course, what is of most important to law enforcement right now is to protect people. so if they have to close roads, if they have to look at whatever it takes, there'll be a lot of air assets up looking for this individual. and look, he may be watching us right now. so law enforcement is going to be very, very meticulous and careful as to what they put on the air. and they're going to do everything good to capture him. you know, you were hoping individual like this would turn himself in, but who knows what he's up to. but law enforcement is going to use every asset possible, including including widening the perimeter and the wider the perimeter it gets, the more people are going to have to be locked down. >> and that's the thing you're talking about widening the perimeter. i mean, we could be talking about as far away as presque isle and trying to get all the way up to near the canadian border. you also have to consider areas to the south that portland, which is a little more than 35 miles away or even as far as far as i-95 heading down toward boston. >> obviously, steve, we're going to be with you throughout the evening. and we thank you so much for your coverage of a mass shooting and manhunt underway in near lewiston, maine. >> let's bring back paul mauro. he's a retired nypd inspector and founder of ops desk .org. paul, you know, we've talked about what law enforcement must be doing at this hour, you know, trying to zero in on where the suspect might be at this hour. >> right. so the key now is the backwards look. and as some of your prior guests have alluded to, there's a lot going on here at once. of course, the main thing here is the manhunt and all the assets that have been deployed. we talked about it a little bit earlier about how this has to be very organized. as time goes on, you might have to expand the perimeter. simultaneous with that, you're going to have to do a very deep dive into this guy's life, because what you want to know is as much about where he might go, who might help him, where he might seek refuge. so what do we know about him? we know that he was a firearms instructor. we know that he was former national guard. so that means someplace there is a file on him with the national guard. so i suspect somebody got a national guardsman out of bed in the middle of the night here and said, we're going to pull a file. who did he have? is his next of kin for a notification if, god forbid, something happened to him and things like that. and they're going to do everything along with the more obvious things, which is look at his social media, if he has one, try to see if he's got a computer you can get into. >> i suspect he has his phone with him, but maybe he's got another phone that's there. maybe you can get into his cloud. >> there's a whole host of things that you can do if you're sitting where they are. they're a little hamstrung by the fact that it is almost two in the morning. and, you know, a lot of places you're going to have to you know, you have to get people out of bed. you can have to wake people up . but that is the nature of the game. and law enforcement, trust me, is not going to bed tonight until they get this guy. so right now, it's a very deep intelligence dive. they are looking very hard at any indications of where he might be. you know, like, for instance, his dmv file. first thing, you'd one of the first things you'd want to do is say, does he have a car? well, we know he did have the white subaru. does he have access to another car or does he have any other vehicles to him? does he have an atv so they can go off roading right here? the car was found in lisbon, maine. that's a there's areas there. there's a place called miller park there that has all kinds of hiking trails. is he known to frequent that area? you got to know these things. otherwise, you just running around in the dark and you have all this law enforcement bumping into each other. that's why, as i said earlier, it is a command post, is a controlling mind that's running all of this in a methodical way so that it doesn't go bad and that you do everything you can to get him as soon as possible. >> and, you know, i was talking to ted williams about this earlier, that you just mentioned it, the possibility that because they found that other car, maybe he has another vehicle. and do you think they're involving law enforcement in other states to make sure he doesn't cross state lines and really get away and make this job much more difficult? >> well, as molly lynch said earlier, she saw law enforcement presence increasing as she drove north. so i'm sure all of law enforcement in the new england area, any place that's reachable by him, they're going to be on alert. they all know. but trust me, they all know about this car. they've all seen that bulletin that was put out and they're they're aware of it. and as every minute goes by that he's not apprehended, arguably he can get further away. and so you've got to notify everybody in the area. i'm sure they're tracking this. i would be notifying, you know, not only every law enforcement i could and obviously federal law enforcement going to make sure the border patrol knows. all right, because you're up in maine. he's not far from canada. you've got to think outside the box. you don't know what's on this guy's mind, but you've got to make sure anybody involved could know, including anybody against whom he might have a gripe. and this, again, goes back to the intelligence you can gather about his life. he apparently doesn't have any priors. his scrapes with law enforcement or with, i should say, the government seemed to be limited, at least according to the reporting we have now, to the mental health, two weeks stay and it's not clear that law enforcement was even involved in that, which is a bad break, because had they been, maybe they would have got the, you know, the guns and done the civil process needed to take those long guns away from him. so it's going to be a lot of questions. they're asking these questions now. but really, you take care of that on the back. and right now it's all about finding out where this guy could be and making sure he doesn't hurt somebody else. >> yeah. paul moreau, thank you for that. this is shaping up to be a massive manhunt with a lot of moving for law enforcement. >> kevin olson, this back over to you now. all right, marianne, thank you. >> let's turn now to former fbi investigator bill daily. bill, thank you so much for spending time with us this morning. this is such an important storyline. people want to know what happens from this point moving forward. you heard paula allude to it now with the area of concern expanding from, say, bad or no, portland all the way up to the canadian border. the feds really and local law enforcement as well, really have their work cut out at this hour, don't they? >> they certainly do, kevin. and, you know, probably say one thing, but law enforcement to look at is exactly how much of a head start did he possibly get. now, if the assumption is, is that he's actually left the area, you're saying how long before they actually came upon his vehicle, if he had another vehicle or if he was commandeered another vehicle, stole one? or at worst, even carjacked one. you know, how far could he have gotten outside of where they perhaps had their perimeter, where they're doing roadblocks? so, you know, they're going to start looking at that kind of timeline going backwards. but i'd probably say one of the things that i think both of your guests previously have said this is that really putting this man into focus is kind of going into the into his computer. finding out, did he have any burner phones? was there something else that he was talking about with regard where he may go, what he might do, where he would, where he likes to frequent? did he have a hunting cabin? was there someplace that he would go to that law enforcement could start to look to find out where he may be? so we do have this kind of dragnet, assuming that he may be on the moving and moving on the road with some type of a vehicle. on the other hand, he could be very close at hand and it makes it even more challenging for law enforcement because as i think our guests have all said and we know that you said earlier, kevin, is that, you know, this is a once you get outside of some of these smaller towns, it's a very dense forested area and very remote dirt roads. there are all kinds of places where he might go. and for law enforcement to try to come upon him, he may have the advantage if he if he so wants to engage, even gunfire. >> boy, you really made a really interesting point, and i'd love to have you unpack it just a little bit further. what can we learn if i see a computer, it may not mean very much to me, but for a seasoned investigator like yourself, what are you looking for as you take a look him as you collect his communications? >> well, first of all, and i think this is where with fbi supporting state and local law enforcement comes into play, is that they do have the resources to very quickly respond. they could do a forensic analysis on a computer, even a password protected, get through that password and find out, you know, he may be saying who did he communicate with? does he have any files on there? they talked about, you know, his maybe in, you know, what he would envision doing. perhaps there could have been some type of a written document. some people may call it a manifesto. we just don't seem to have some psychological issues. so what was he thinking trying to get behind that and maybe that may give them some visibility as to where he may be. was he still local or has he kind of looked to kind of expand to get out of the state? >> this is always for us who don't get a chance to talk about these issues fairly often. it's fascinating because obviously it's like putting together a puzzle, and that's part of the real challenge for law enforcement tonight. you're trying to put together all the pieces to locate this individual and to neutralize this individual. if this person is still on the move, as you point out, if perhaps somehow he has decided to down. bill, thank you so much. we appreciate your alert. >> nearly two dozen people are dead and dozens more injured after a mass shooting in lewiston, maine. it's a horrific scene for first responders, but also for those emergency room personnel that are taking care of victims at this hour. >> our next guest, fox news medical contributor and family and emergency doctor jeanette nash. >> what? and just this week you attended a course on caring for victims of mass shootings like this one. what can you tell us about what these medical personnel are going through right now, trying to save people? >> hey, marianne. yes, you know, in times of mass shootings, mass casualty situations, it's very important that you follow protocols that you have learned during your training, because whenever there is a mass shooting for it's a very chaotic situation and there is no room for confusion. every minute matters in a mass casualty situation. it's what's called the golden hour, the first 60 minutes of what happens when you're in a trauma can make the difference between and death. and so, for example, the emergency department in maine, the maine medical center, they have about 43 beds in that e.r. with two air doctors on call tonight. and so usually have maybe anywhere from, you know, 20 patients, 30 patients at one time. but when you have multiple people coming in all at once with wounds such as, you know, bleeding, hemorrhaging fractures, unconscious, that's when it can become a problem. and that's when the role of triage comes into play. the e.r. doctors, the nurses have to determine who is most critical, who needs attention first, who will die if they're not receiving. you know, blood transfusions are sent straight to the operating room or have ivs placed or certain other interventions. so it's a matter of knowing the protocols, following triage protocols, determining who is most urgent, who can wait, who needs to be seen first. so a lot of steps involved, but, you know, it's sad that we see this happening. my heart and, my prayers go out to the people in this community. we do know that. this shooter has a history of mental illness and that seems to be what is the underlying cause here. you know, it seems like this hospital wouldn't be that big. i mean, lewiston is a fairly small town, a town of about 30,000. so, you know, what kind of challenges does that cause and how do they handle it if they get overwhelmed? that's a great question. i actually spoke to the hospital and they are on diversion right now. and they did tell that they are decompressed. >> so they're handling it very well. fortunately, they're a level two trauma center. what does that mean? that means they have access to the specialists that they need. for example an orthopedic surgeon or a general surgeon. most commonly with gunshot wounds. and we saw in the photos it looked like the shooter was using an ar-15. so this can be a high velocity injury. usually we see these injuries most commonly, about 50% of them to the abdomen. and so when you have injuries to the abdomen, to the intestines, you know, to the liver, we worry about internal bleeding. and so that is the concern and the challenge when you have multiple injuries and you have to determine are they bleeding internally, they may come in awake and alert, but five, ten, 15 minutes later, they can go unconscious and before you know it. you're performing cpr, basically, you know, in life support, advanced cardiac life support on these patients, even though they may looked fine a few minutes earlier. so it's a challenge to understand that the mechanism of injury, where that where they were, where the gunshot wound entered their body, where leave their body. and again, with this type of weapon, it tends to cause more damage to the tissues and to the organs because it's a higher velocity type of that transmits higher levels of kinetic energy. therefore causing more tissue damage to the organs. so that can a challenge, but immediate intervention, we call it start simple triage, transport where necessary. and that's what usually helped, saved many lives. all right. thank you, dr. jeanette nationwide. and you're watching
