>> we're not fighting our war. we're fighting the war of all civilized people. >> on wednesday, president biden will visit israel. he's coming here at a critical moment. >> there's more threats today from the lebanese militant group hezbollah. 17 mortar shells were fired in northern israel. two guided missiles injuring soldiers in the north. there's a sense that israel has to be prepared for this to develop in to a multi-front conflict. >> day 11 and now new questions about a strike on a hospital in gaza. hundreds are reported dead. israel says they do not target hospitals and believes islamic jihad is responsible. all this as president biden visits the region time. welcome. i'm charles payne in for neil cavuto, this is "your world." let's go to mike tobin with the very latest. mike? >> charles, the latest on this hospital strike is that the israeli defense force susit was an errant missile that hit the hospital resulting in hundreds of civilian casualties. the palestinian health ministry run by hamas says it was an israeli air strike that hit that hospital. all of it playing out over a very desperate situation. situations like a parent and learned yesterday that her daughter is a hostage held in the gaza strip. >> charles: what it is like when you learn you remember child has been taken hostage? >> it's the worth nightmare for every mother in the world to know that her child has been taken hostage by animals. you don't know what they're doing to her. do they give her food. where she sleep. this is the worst nightmare in the world. >> martha: did you know she was alive after the attack? >> no. i didn't know she was dead or alive. i knew nothing until yesterday. i saw this video. the first reaction is screaming and shouting. the other reaction is the happiest moment in my life. the third reaction after everybody went home and i sit alone and watched the video, i couldn't stop crying. i see my baby in pain. >> surrounding states were quick to blame israel for the air strike on the hospital. mahmoud abbas dropped out of his planned meeting with president biden for tomorrow in protest. charles? >> charles: mike, how is that explosion at the hospital in gaza impacting israel's military operations? >> it certainly could take a lot of momentum out of israel. certainly removes some of the moral high ground. you can see now that the israeli defense forces challenging this claim. the initial claim that it was an israeli air strike. you have information that it was a palestinian islamic jihad missile fired from back in the gaza strip. didn't carry all the way out. that struck at the hospital. that is the information coming from israel. so the facts will be very consequential in terms of israel's momentum to conduct this ground offensive. charles? >> charles: thanks, mike. israel says they do not target hospitals. so what exactly is being done to determine who is at fault in day sears is here with me, former seal team 6 commander. they've investigated this and come up with islamic jihad, an errant missile, which by the way at least 30% are known to have misfired in the fast. not far-fetched. obviously a lot of debate about this. >> yeah, absolutely. israel is having to fight two dimensional war here. they have to fight a physical war and the war on the information space. you know how things can get so emotional. it's hard for israel to change people's minds even with substantial evidence out there. they'll believe what they want to believe on the pro palestinian side and on the pro israeli side, they believe what they want to believe. so there's no good options for israel at this point. >> charles: to your point leading up to the ground invasion a lot of protest in western cities, major cities. a lot of articles have been written, commentary has been written and cease firing. israel has to fight through that as it trying to make sure hamas can never again attack them the way they did two saturdays ago. >> that is the challenge that israel faces. they have played this tit for tat small conflict back and forth on both borders, the north and the south with gaza and with lebanon up north and a little bit with the west bank. they're over that. this large of an attack on israel that was initiated by hamas, israel can't allow that to go on. once they pulled out of the gaza strip, they allowed hamas to gain momentum and make plans and allow them to rearm. now they realize the error of that. there's no way for israel to come back for this other than to completely decimate hamas. >> charles: the other wild card to this are the number of hostages. a total of 199. at least 13 americans. we know also that some u.s. troops, 2000 u.s. troops will be in the middle east. this seal team six could be in the vicinity as well. what is the the game plan? how do we get the hostages back as safe as possible? >> well, for the u.s. right now, the primary role is kind of advising where they can. we've had close relations with israel throughout the year. so they'll advise them as best they can, provide intelligence support, things like that. key to any hostage rescue operation, the very first thing that has to preempt everything is you have to know the location of the hostages. after that, everything is driven from there. usually you have to get -- once you know the location, you have to have an area that you can secure and come in and have the vac of surprise. this is going to be extremely challenging in gaza. hostages can be all over the place. they can be in all of these different alleyways and tunnels. it's extremely challenging. i think there's still -- most people will lay their best bets on a negotiated peace to get the hostages outs. this is already problematic. >> charles: of course, not long ago, a lot of folks are upset about the hostage deal with iran. the $6 billion and, you know, going back to what had been i thought a steadfast rule of america not to negotiate hostage, for that sum of money. will that cast a shadow over this at all? >> it's going to be used as a political stool, a political sledge hammer. you're right. you can't negotiate for these hostages. once you do that, you encourage more hostage taking. where does it end? don't get focused on the $6 billion. it's a lot. do your own research, do the work, look around and iran has been enabled for a long time. we took the foot off the gas when we had iran backed in a corner and we allowed them to get back in to oil, to get back in to all sorts of trade with china. we allowed them to start their uranium program back up. all sorts of things that we left iran alone when we had them on the ropes. the $6 billion is icing on the cake. >> charles: thanks, dave. thanks very much. >> thanks, charles. >> charles: so the head of u.s. central command is in israel today. this ahead of the president's visit tomorrow. the u.s. continues to beef up its presence in the region. i want to go to rich edson at the pentagon. rich? >> the pentagon says the united states is trying to fulfill israeli requests as quickly as possible. that's on top of an increased u.s. presence there. we're talking aircraft carriers, munitions, war planes and the potential for a few thousand troops heading to that region. first, i want to get to the pentagon's reaction to the bombing of a hospital in gaza. this reaction that we got was during the pentagon briefing. it was before the idf came out and blamed islamic jihad for this all. at the time deputy press secretary sabrina singh said it just happened so she had no information to share. she has confidence that israel is complying with the rules of war as the u.s. continues sending arms there. >> we did not put preconditions on israel when it came to providing security assistance. democracies like israel and us should follow the law of war and will follow the law of war in protecting innocent civilians and directly targeting where these known terrorists are. >> martha: the pentagon says secretary lloyd austin has given the order to place about 2,000 troops on ready-to-deploy orders giving them 24 hours to deploy to the middle east. officials say commanders are deciding which units to put on standby. separately a u.s. defense official says the 26th marine expedition ordinary unit and 2,000 marines and sailors is moving closer to israel. that unit is a rapid response force. centcom's commander met with the israeli defense minister. there was a briefing on operational developments. they want to ensure that israeli forces have what they need and to ensure that this fight does not expand to other actors in the region. back to you, charles. >> charles: thanks. meanwhile, president joe biden is heading to israel. what impact will that have as it heads for a ground conflict in gaza? go to peter doocy with the it least. peter? >> the president's plan to talk to all the stakeholders involved in this war is already changing before he even leaves the united states because the leader of the palestinian authority, mahmoud abbas is cancelling his planned sit-down with mr. biden. just a few hours after what looked like a friendly enough meeting with the secretary of state. >> i'm thinking about it. >> already. >> thank you. >> since president biden won't engage with hamas directly, abbas backing out will make it tougher to talk to the palestinian side about getting humanitarian aid to people still in gaza. the president's trip prep today included a call with a bipartisan group of senators that just got back from israel including chuck schumer who says hostage rescue a priority but the u.s. troops won't go in to gaza to get them. >> israel has never said it wanted u.s. troops. the u.s. government is working hard to send human tear ukrainian aid so that we can help the people in gaza that are suffering and to try to free the hostages. we need that humanitarian aid. >> as far as we know, president biden is still here at the white house. we don't have any details about the timing of his trip for security reasons. charles? >> charles: peter doocy at the white house. thank you. so what impact will this visit have? we want to go to florida republican congressman, mike wants that joins me now. congressman, thanks so much. again, starting to break down even before it begins. your thoughts on what the impact will be. >> that's incredibly inclear, charles. it's unclear what the goals of this visit are. all that we continue to hear out of the administration is on the one and they support israel's right to destroy hamas and defense itself, but on the other hand, we keep hearing these lectures about at hering to the laws of war and add hering to the geneva convention. does israel has a long history of human rights abuses or targeting civilians? no. if he's plan is to lecture israelis after suffering as they currently are, frankly i hope he doesn't go. so that's one piece. i have to tell you, on -- i have personally been shot at by terrorists from inside of schools, rockets from inside of hospitals to deliberately generate a response. that act in and of itself shooting at people from inside a civilian facility is a war crime. so we need to all take a pause and figure out what just happened in terms of this explosion or these deaths that happened in gaza. >> charles: i want to follow up on both points. we heard from a spokesman about following the law of war, which seemed like an odd thing to say. it's a given. democracies follow the law of war. also, the notion early on about of israel not occupying gaza again. sort of an overture or warning that seemed odd, again, maybe -- is the white house in a precarious position where they have to appease everyone in this case? >> if you look at the squad's messaging in the last few minutes, maybe that's what they're pandering too. you can't talk out of both sides of your mouth. israel has a right to defend itself and destroy hamas. i hope conversations are happening in terms of what happens after. but those should be things like well, will the u.n. go in? or will the gulf states step in and live up to their rhetoric of supporting the palestinians and actually help in or refugee camps? we need to get the civilians out of there. to lecture israel publicly, it's unwarranted. just doesn't make any sense to me unless it's political pandering. >> charles: representative waltz, you referenced to your green beret experience. we thank you for your service. this is highly advertised to be a potentially -- we still don't know what happened at the hospital. the idf says they have an idea. it's not far-fetched. these rockets do have a poor report on targeting. we didn't know part of the game plan would be to use places where civilians gather and putting israel in a really difficult public relations position with the rest of the world. >> that's right. they're doing that and they have done that. again, i've had terrorists shoot for me literally standing behind women in hijabs and burqas hoping we would shoot back. those are all war crimes in and of themselves. that's what we should be denouncing period. full stop. so they're dleb -- deliberately knowing the media, the u.n., europeans and others will get weak-kneed. my question for the biden administration, if you're going to go over and sit down with the israelis, how long are you committing to stand with them. how firm will you be as they respond because they have clearly -- israel clearly cannot continue to have this terrorist organization existing next door where they can only do this again in the future. >> charles: again, i think of the visit to ukraine, which was mostly a photo op. before i let you go, you eradicate hamas. what happens next? what happens with that void? how do we deal with this giant void? from what i understand, the people i've interviewed, the people i know and spoken to, the palestinian people would love to see hamas gone as well. >> well, right. hamas violently took over gaza from the palestinian authority years ago. so it's rooted in violence. it was rooted in a violent takeover that the palestinian people didn't want. they're the ones that suffer in the end. either they have corrupt leaders that send international aid including ours off to swiss bank accounts. arafat died a billionaire. or you have terrorist organizations. if the gulf states, the u.n., the biden administration, that's their focus, let's get them out of the way rather than lecturing israel that is going to do what they have to do even if the terrorists are baiting them to hitting schools, mosques and other sides. terrorists target civilians deliberately, send suicide bombers in to crowds. israel and the united states and others do everything we can to avoid the civilian casualties. >> charles: sometimes they use their humanity against us. thanks, representative waltz. >> martha: thank you. >> charles: the situation on capitol hill, still no speaker. so now what? >> yeah, that's a lot of noise. be clear, i talked to people over the weekend. jim was focused on a mission of changing this town. he's working with his colleagues. we can't of course what outside groups and constituents say, a lot of support across america for jim jordan. he's one of the most popular republicans in the country. he polled in a poll today, 48 favorable to 15 unfavorable. compare that to speaker mccarthy or mitch mcconnell. jim jordan have very popular. here's the thing. i'm going to stick with jim as long as it takes. i'm not going anywhere. my message is we're going to change this town. i do not work for approapriator or the members of the arm services committee. i work for 750,000 texans that want to us change washington. that's my message to my colleagues. i love them. ly work with them. i work for my constituents. i'm going to work with them, not for them. i work for my constituents, not my colleagues. >> charles: scalise dropped out relatively quickly. how many more rounds could this go? this next round, do you need to see the needle move? you need to see less resistance? if there's more, would it feel like abort mission? >> yeah, no. right now we have 200 votes for jim jordan. let's be very clear. that's a very significant number. speaker mccarthy lasted 15 rounds when he had a relatively similar number. we're going to go continue to have conversations. this is much bigger than one man. i'm sticking with jim through this until jim decides what he's going to do. he's my friend. he's an agent for change. let me be clear, i'm not going to move off of the need to change. this town must change. you know it, charles. $33 trillion in debt? wide open borders, fentanyl pouring in, china empowered. funding chinese company to undermine our national security. not doing what we need to do to push back on russia with our energy industry and sending unlimited checks to ukraine. we've let this world go in to flames while the biden administration is endangering israel. what are we doing? what happens next? how does it play out? >> well, the foreign minister of iran, charles, has already said they're not going to sit by as a spectator if in fact the idf goes in to gaza. i think that's the plan. the question is whether or not mr. biden is going to be persuasive when he lands in tel aviv tomorrow. what is the message that he's carrying? is he saying you need to back off from going in to gaza? i don't think there's any appetite in israel, but across the region and because of the media spin, you know, the muslim world is all up in arms against israel. so, you know, what we find is that it's -- the israelis have to make up their own mind. they can't listen to outsiders. they understand, they've been battling this since the 75 years ago when they first game a nation in 1948. so this enemy is not getting any easier. in fact, iran, not only with our help and the mine we pour in to their coffers, but they're becoming more debtly with hezbollah and hamas and the houthis and they own nuclear program which threatened the annihilation of israel. we have to be rationale here. the ground battle will be bloody, it was cause a lot of people to rethink what is going on. if israel doesn't do it now, look out for the door in the future. >> charles: we've got -- i want to bring in i.d.f. suppose person lieutenant colonel here with us. we're just now discussing this huge task is of a ground invasion, of all the other potential war games outcomes that could be -- many are afraid that hezbollah gets involved, syria gets involved, iran gets involved, russia gets involved. it's inevitable the whole world gets involved. how do you think it could play out? >> hi. thank you for having me. the situation is indeed dire. when we fight one iranian proxy, hamas in gaza, then of course all of the other iranian proxies and the grand master of terror itself, iran, are watching. there's definitely a lot at stake. there's many risks for it's and israel. it's up close and personal. our civilians are the targets here of these murderous attacks. we saw that sadly on saturday, october 7. what we're doing now is focusing our military capabilities on one hand in gaza. that is the primary area of operations where we are striking hamas. they'll military infrastructures. we're hunting their commanders and doing a lot to degrade their military capabilities in preparation for the next stage of operation. while that is going on, we're also defending along the northern border and retaliating against strikes coming from the north by hezbollah. >> charles: moments ago, the israeli president, netanyahu, said the attack on a the gaza hospital was a barbaric terrorist attack. islamic jihad is being blamed for it. media outlets around the world are standing back not ready to assign blame, this is going to be a major issue that could be recurring as particularly the ground invasion happens. what are your thoughts? >> yeah, my thoughts on this are that first of all, it's sad when a hospital is struck or explodes and people die that are not related to combat. that's first thing. second thing, we never target hospitals. third thing, we analyzed the events that occurred around that hospital and according to our military intelligence, analysis, what happened was that it was a failed rocket that was fired by the islamic jihad, a smaller, terror organization in the gaza strip. they fired a rocket, misfired and exploded and landed on the hospital. that's what happened. >> charles: colonel, before coming in to the weekend, you heard folks calling for a cease fire, asking israel not to go to the great lengths that has been suggested to eradicate, to root out completely once and for hamas. is there any chance that israel might change their way through this as the death toll builds up? >> this is all centered around that -- whatever happened at that hospital. we don't know if it's from the islamic jihad side or the israeli side. both sides are pointing fingers. both sides say they have data to back up what they're saying. the last ten days, hezbollah has been harassing the israeli civilians in the northern part of the country. if they're declaring a day of rage tomorrow, probably in response to this hospital, we can expect those cross-border attacks will continue. now, that whole area along the northern border from the tip of the galilee peninsula to the coast has been evacuated along a 2 kilometer border. so there won't be that many people in the line of fire unless hezbollah decides to go for an inventory of rockets, which would escalate this to a level it's not been so far, this will present an enormous challenge for president biden. he's coming here to talk to president netanyahu. he wanted to get a read from israel for the ground operation in a way that will to the best of israel's ability to limit the potential for civilian casualties. then he was going to go to jordan to talk to king abdullah and mahmoud abbas. we were reading the tea leaves, is that meeting to discuss a way forward in gaza after hamas is gone? now mahmoud said that he will not go to that meeting. so that really is going to put a monkey wrench in to what president biden was attempting to do tomorrow and the day after. >> charles: john, could the meeting have covered refugees? from what i understand, abdullah, they've been firm about jordan and egypt not accepting any refugees. this -- it has all the ear marks of a major humanitarian crisis building up at some point. >> really is curious you hear from the arab nation against the plight of the palestinians and they're unwilling to accept any of them in to their countries. what is more about, is getting aid in to gaza to palestinians in south gaza and creating safe zones so that they will have a safe haven away from the fighting. which is why -- the loss of life in this hospital explosion is terrible. it also couldn't come at a worst time because it really is going to butt more and more pressure on israel to cede to a cease fire, more pressure on president biden to put pressure on israel for a cease fire. so the way forward at this point has been muddied by all of this as if it wasn't muddy already. >> charles: john, thanks very much. be safe out there. >> you bet. thanks. >> charles: a new report says there a 70% chance that the israel hamas war could spread. why that could mean higher gas prices here in the u.s. next. sure. am i ready for retinol? to the other -- embargo and solidarity with the palestinians or whatever? yeah, it raises tensions. it raises greater uncertainty. >> charles: upside bias and 73 the entire world, the yom kippur war, that was a -- we had two recessions as a result of that. he hoped that a technician like salary but won't be drawn into something like that. when oil runs out. they will be part of the international community and financial community. you are hoping they give this lip service but don't go any further than that. >> and there is not that solidarity with the palestinians. there has been over a long period of time and that was an actual war. the arabic countries declared war on israel and then weeks later they had the oil embargo. one thing to watch out for, getting some information is by all accounts, china is stockpiling oil. china is very concerned about it has gotten very limited supply. it imports 20 million euros of oil. if there is a serious disruption, china will have a bigger problem. at least we are self-sufficient. china needs that also. so i'm hearing in this word on markets that china is dramatically increasing its demand for oil and that is probably also -- >> charles: it also helps russia, right? i was reading the euro, putting. 90 bucks a barrel and one point. they are making a lot of money on such a run which is using that money. >> we impose sanctions on russia. they invaded ukraine. all the european countries pretty much did, too. cut off russia from world markets, pretty well all of that at court of the financial markets. they are trying to freeze some of their overseas assets. all of that has been the conversation by the fact that the oil price has gone up. they are visibly healthy financial shape despite the fact that they are being treated as an international pariah. >> charles: you have a country like india, the largest democracy, well educated, buying oil at, you know, you know, it has been ruled by everyone else. i want to ask you, i got about a minute or so. report just came out during this hour that the biden administration is considering a request of a range of $100 billion for ukraine israel and others. this spending, the government spending, we start buying yields erupt today. the 10-year yield up 15 basis points. this is problematic, isn't it? >> it is. it is a huge problem. charles, you have been covering this a lot. i think there's for the recognition that not only is the federal deficit out of control. we are at $33 trillion worth of debt. that is going to have to be paid over a long period of time. the double whammy is that interest rates are much higher. so the cost of servicing the debt will be higher. it is kind of like a self perpetuating or self enforcing problem. look, you can argue about the defense. i think we are entering every dangerous period in the world where we're going to have to spend a lot more. the u.s. has been hearing a lot of defense spending. it is going to have to do it. was a side -- it is right to give it to ukraine or israel, and i think's role in particular is a deserving place. that will create further problems for the deficit. >> charles: and although these programs are not. reduction act, they are in the pipeline and big spending still to come. thank you very much. thank you very much for joining us. make sure you catch me on the fox business network, "making money with charles payne." the focus is on israel and i will leave you with the five. ♪ ♪
