government shutdowns. but thankfully we got it done for its bigger mccarthy pulled another rabbit out of the hat. >> some conservatives are outraged. they just oppose interim bills on principle. that is because those bills renew old funding on a temporary basis. >> unfortunately now will have 45 days of the same bipartisan muscle memory of straight up-and-down vote whatever is and is good with us. that is what we are 33 chilean dollars and that in our country is crumbling. >> worked with democrats could have consequences for mccarthy. gop florida representative matt gates tried to hold a vote things not in the house bill the senate already approved. how likely would you say it is the senate votes yes on this deal? >> .i think it's almost certain the centers the staff i have been talking with i don't see anybody that is planning. the probably a few senators that do. it's going to be brought up and i do think it will pass. this bill spends more than what we were spending. spending has increased in your federal government, not decreasing is not the same but they did get the $16 billion for disaster relief. some of that is much-needed. but we never do in this country is pulled from another budget. we appropriate more that's what this bill did. jon: what about winners and losers here how do you assess that you are out of congress now you can take a step back. who are the winners and the losers in this negotiation? >> i look for people on the outside government employees are troops and that sort of thing to just continue to get their checks should not be breaking news. i think what is wrong is the idea we don't both of the normal regular appropriation process. i thought it was pretty rich leadership in the house of representatives said we need more time to go to the appropriations process or they just got back from a four or five week recess. they should have been doing those appropriation bills one at a time and regular order. that was the promise they did not do it that is why a lot of conservatives 20 or so are really upset and has continued the status quo never ending continuing resolutions and on the buses. that is why i think on monday the drama will be focused back on kevin mccarthy. will they have a call to the chair to try to replace him? jon: there were fireworks you might said capitol hill today as democratic new york representative jamaal bowman, who is a former educator a former principal high school principal is my understanding, pulled a fire alarm. here is footage of it. an image taken from videotape. jamaal bowman is said to pulled a fire arm's part is an attempt to slow down the voting process. your thoughts on what happened here? >> allegation as he pulled out alarm. again i don't think a school principal would have a pretty good indication of what a fire alarm looks like as opposed to a button to go up or down in an elevator. the house there the cannon house office building was evacuated during government proceedings. so if it was a normal person not a member of congress with the b charge? yes. i think this person if the evidence shows depends what he told the capitol hill police he should be charged he should beat not just a reprimand by the house of representatives but potentially charged. >> some members of congress are saying he should be thrown out of that body. let's listen to mike a republican from new york. >> it is absolutely outrageous. number two it is potentially criminal. number three, i have been working tirelessly to keep this government-funded. i've been in meetings of the republicans, democrats, working to make sure we got a bill on the floor today to avert a government shutdown. that any member of congress would think it is appropriate to pull a fire alarm to try and delay congress from doing its business is shameful. it is unbecoming and he should strongly consider resigning from congress if he did that. jon: do you think there's anybody on capitol hill or anybody at least the house of representatives who thanks that what he does appropriate? >> i doubt it. you'll see a lot of democrats rallied to his support. but again would a normal citizen if nobody's above the law if they're going to live by that principal and disrupting government proceedings we saw that is what generous six was all about, right? to do so with hours before a government shutdown to try to put a kibosh on that unilaterally by pulling a fire alarm, i have got to tell you republicans better be disciplined. get the evidence, look at the evidence make sure they go to the adjudication the right way. don't just jump to the final conclusion yet. go through that process but there is a still shot what i'm told there's a video of this happening. let's see how it all plays out. jobe sick. but how plays out with house speaker kevin mccarthy. there are some republicans who have said they do not like this 45 day stopgap measure. mats and gates in particular are public in a florida has said he wants to introduce legislation to vote on the speakers standing. his speakership. what do you think? >> he became spe speaker mccarty after nearly 15 boats or 15 votes or so for part of the promise was h are going to go through regular order of the house passes a budget and the 12 appropriation bills come to the floor what at a time and every member is given an opportunity to offer amendments. that has not happened. that should have started happening back in about may or so in order to get through it. here they come up to the end of september say we have not had enough time despite the 45 week recess that we just had. and now we need another 45 days to go through that process. a lot of people aren't buying it. there are a lot of people that look at that and say i don't think you ever planned to do that you were always going to do a crn omnibus. that is the what washington has already worked. guess what happened spending would up it didn't go down and that's why conservatives are frustrated, white there is a 33 trillion-dollar debt at this point. >> what is going to change and 45 days? >> nothing. i think a monday you're going to see it matched gates try to get that microphone get recognized by the chair and potentially call the chair. i don't know what happens from then. i don't think there is anybody else who can rally the support and has the support in order to be the speaker it will be the drama republicans likely will bring to the floor and make life difficult because they are upset kevin mccarthy did not live up to his promise he said he would do. jon: is a little bit of what matt gaetz had to say today. >> what would have been adult is putting up spending bills in the spring and the summer. that being the adult women would realize we should not have taken august outside of washington d.c. we should've been here in the nation's capitol funding or government. so we are at this point because kevin mccarthy bit multiple contradictory promises about the budget topple into different groups of people made one to house conservatives in general to secure the position. he made another promise to present but emit a third promise altogether to house appropriators. whether or not kevin mccarthy faces a motion to vacate is entirely within his control. all he had to do was comply with the agreement that he made with us in january. jon: obviously tempers are getting a little hot on capitol hill. final thoughts congressman? >> if i'm at the time when they made that deal kevin mccarthy agreed to allowing a one person to call to vacate the chair. i said at the time i thought the numbers far too low should be 12 or 20 or something like that we are going to see that play out next week. itjoit's for six or eight days d opportunity for us to raise the funds but have the funds set aside in the capitol improvements so we can continue making sure we are ready for not the storms of 1000 year old of the storms of 100 they been speaking here. vivek ramaswamy it wrapped up just a short time ago but decided not to address california, here is why. click southern california's policies have been a disaster just doesn't the biden industry has been a disaster. i mention either brighton or california in that speech because as i said i am leading us to something. but several other presidential candidate spoke today she mentioned, jon, donald trump, tim scott ron desantis all spoke as well. they did not hesitate to bring up california and some of the lesser popular policies taking place out here, take a listen. >> california it was once a symbol of american success, today under the radical left of fascist the marxist that run your state that is who's running our state. bad people. it's becoming a symbol of the put america first? it's all right if republican and democrats joint get together to do what is right. if somebody wants to make a motion against me, bring it. there has to be an adult in the room. i am going to govern with what is best for this country. i do not understand to understand that. i went 15 rounds for the same individual that voted against us even having a more conservative stopgap measure. the same individual who threatens that delayed us from getting her bills done. did the same thing during the speaker's race. that is okay, he has a right to do it. but i am going to be a conservative that gets things done for the american public. jon: going to be interesting to see it happens later tonight. and then it next week when lawmakers return to capitol hill. las vegas police have made the first arrest in connection with rapper tupac's murder between davis was taken into custody charged with murder yesterday of more than 27 years after the drive-by shooting that stunned involved in the incident. they could use all that against him then. >> police eight members of tupac's entourage beat up davis' nephew in a fight in vegas. and remand davis orchestrated the plan to kill tupac but he was just 25 years old at the time of his death. authorities say he did not pull the trigger but he planned the attack these suspect 6-year-old davis is now charged with murder. finally a break in the case here's a reaction. >> it feels great. i could not believe i was so happy las vegas decided to go forward with it. like i said 26 years ago we told him who did it and sure enough that is who they arrested for the case. they're going forward with the case. >> davis remains in custody without bail but it's expected to appear in court in the next few days. jon: a while, that case it seemed unsolvable for so long. christina coleman thank you. retail theft is raging out of control in major cities across the united states. the latest high profile incident took place in philadelphia with two nights of organized smash and grab robberies. the big real tellers like apple store and legal limit along with smaller liquor stores as well. meantime target announced it is closing nine stores in four states because of safety concerns over that same kind of retail theft. let's break and a former toys "r" us ceo and target vice chairman gerry. there were some arrests at the philadelphia smash and grabs. but it does not seemed like it's doing much to dent the problem. >> know that get us there were some arrests. but frankly we need to learn that these are not victimless crimes. they are violent crimes. nknowledge of store employees bt customers. bebeyond that there are severe consequences beyond some of the products being stolen. it took a lot of work to get these stories into some of these locations. not only that but they are critical to the success of the urban areas. they provide places to buy groceries, to get pharmacies. they provide low priced products that are not available otherwise in these areas. they provide employment. when these stores are closed there's really very little left but it is terrible when this happens. it is snus just someone stole some seventh little crime but not before prosecuted for which is what some prosecutors and local jurisdictions seem to think that if the criminals do not go to jail this will continue. it is like a party for them it is free stuff. >> would put up on screen the losses that retailers suffered most recent numbers from 2022. $112 billion worth of goods stolen. no wonder target has decided to close those nine stores in four states. they are seeing stuff walk out the door. >> is not just target, walmart closed four stores in chicago earlier this year. nordstrom closed up flagship store in downtown san francisco. it is happening across the country in major cities. again the consequences are severe. it is a violent crime. keep that in mind it is violence in. we have to remember that. sometimes people take it like it's no big deal, the stores are big companies the insurance companies will pay. they are just hitting big companies are hitting small companies it's a really big deal. think about harlem losing a target store. what that means for the community. it's absolutely unacceptable that has to stop. jon: what do communities do to try to prevent this kind of thing? >> it really starts with the prosecutors, local governments. they have to prosecute people who commit these crimes and may actuactually spend some time in jail. they actually have to pay for it. right now you have the old beretta song don't do the crime if you can't do the time. they are doing the crime they are not doing the time we have to change the mindset it's okay to take some things. it is no big deal. it is a big deal because the consequences are so substantial. beyond that we need more police in order to deal with it. police can take care of this if ththey are allowed to boot frany the police and the stores are afraid to confront on the people selling the products because they do not want to have people's cell phone say look the ststostore is being a violent te stopping or the police are doing the wrong thing. they are preserving the veneer of civilization in those pictures you look at them did they look like a civilized place to you? it looks like absolute mayhem and again it is a stop. jon: it is dangerous for the store employees even the shoppers. >> i have heard plenty of shoppers who look up the surveys to the buying more the internet they do known to deal with it. they do not want to be part of that when they go out to pick up a few items. it's easier to come to the door and keep the door locked into ready to open it. it is just no good. some of this is organized crime and we need to go after that to to track down where the products are ending upraised lot are being stolen fence them through marketplaces on the internet. that will also help it. >> it would be nice to elect some district attorneys who believe in putting these people in jail when they get caught doing this kind of stuff. too many of them do not. gerry were going to have to say of things you a debbie's trying to do is we need to preserve some the jobs that might be lost because electric vehicles don't require as many people to build them. >> nevertheless tax credits largely non- union labor force have attracted billions of dollars in electric vehicle investment to southern states for georgia governor brian kemp expressed optimism and new opportunities will offset workforce disruptions. >> our work force is shrinking. if you look at the baby boomers that are retiring and the workforce is aging out. we do not have enough workers as it is around the country. it's only going to get worse in the future at least in the near future. i am not too worried about people getting displaced from their job are there other opportunities out there in states like georgia and
