through southern california and into nevada over the next 24 hours. fox weather meteorologist adam klotz takes look at the forecast for us. a.d. adam. >> gave us our 5:00 update so we have brand new information coming in with still a tropical storm, and this update is right up there the 5 p.m. advisory 60 miles per hour winds so lost 5 miles per hour down to 65 miles an hour at our last -- still moving to the north at about 23 miles an hour that's very similar as you see spinning right now still just south of the mexican border. however, most of the activities happening out in front of this so folks across southern california are already really in it as they experience some pretty strong gusts at times and certainly that heavy rain. these are some of the gusts we've seen thus far, these are all higher elevations. so right around san diego, los angeles they're not seeing winds like this. but higher elevations look at some of these numbers, 60s, 70s, 80s with the ground saturated likely some trees will come down and we'll be talking about power outages at some point this is what it looks like at satellite and some of the rain incredibly heavy every one of the green boxes is a flash-flood warning currently in place. this in los angeles county is they're seeing very heavy rain right now in august they typically see pngt .01 of rain and they're getting more than that as we speak and this in san diego off to southeastern san diego county but a lot of areas where flash-flooding an issue because the rain is coming down very rapidly in a part of the country where they don't tip cle see that. how much more rain is still to come this is kind of a good graphic that explains it right along the coast may be a couple of more inches in los angeles but again as i said they're not typically seeing that. same is the case in san diego and topography when they move overground it gets rung out higher elevations so oranges in the mountain you're talking about -- at least 6 inches of rain in some cases probably 10 inches of rain all of that will be rushing down into the valleys. john this is where it gets dangerous because you're talking about maybe landslides, you're talking about flooding just walls of water washing down in some of these valleys. dangerous situation here over the next -- day or so. >> yeah everybody is going to need to be watching. yep. meteorologist adam klotz thank you. meanwhile state leaders are warning californians to stay indoors. forecasters predict life-threatening floods from the intense rain and fierce winds. chief correspondent jonathon hunt is live in santa monica, california with the latest there. jonathon. reporter: jon it's been raining for some seven hours solidly now here in santa monica. it is not particularly heavy at this point in time. but it has been and remember we're not even near the brunt of this storm hitting this far north in southern california. the brunt now is coming in to san diego down near as adam was saying the mexico border, and live crams that we have down there. in areas like imperial beach coronado ocean side show just how much rain they're getting and how much they are likely to get and they're already warning flash-flooding in particular and there flash-flooding here in the area and in l.a. out towards pasadena around palm springs and the high desert palmdale they're concerned about flash-flooding there and the possibility of landslides. officials across the board here in l.a. included mayor karen bass saying it is all about being prepared and keeping everybody as safe as possible listen here. >> our message today is clear. stay safe, stay home. and stay informed. this is an unprecedented weather event, but los angeles has deep experience responding to crisis. whether it be wildfire or earthquakes, the city is prepared. >> overnight jon, the storm hit the mexico tourist in cabo san lucas we heard reports of roads being impossible and unfortunately at this point no reports of widespread damage but back here in santa monica and throughout southern california jon, everybody is preparing for the worst here. as i say flash-flooding a major concern landslides particularly in those areas have been burn scars from wildfires. those are likely to see landslides according to officials. so we are really at the start of this right now jon and in this particular part of southern california and everybody is going to be on alert for at least 24 more hours. jon. jon: scary times ahead that's for sure jonathon hunt, jonathon, thank you. tropical storms are rare, in southern california the last one came back in 1939. a live look now at santa catalina island 22 miles southwest of los angeles out in the pacific. evacuation alerts issued there after governor gavin newsom delayed start of emergency for much of southern california yesterday. hilary expected to dump torrential rain on the area and particularly bone dry areas in the southwest. before moving north into idaho and beyond -- fox weather correspondent nicole valdes is live in the desert community of palm springs, california. nicole. reporter: jon, good evening well as you can tell that heavy rain really starting to become a problem here in palm springs. we're expecting the amount of rain that this area typically sees in the year to fall in a matter of 48 hours and let me point out some of the major challenges we're already watching take place if you attack a look at the road over there. you're watching cars slowly start to struggle to navigate some of the local roads near downtown palm springs. this becomes a major issue and why emergency responders are on high alert really preparing for a catastrophic flash flood situation, in fact, a flash-flood warning just came through our phones minutes ago. so now it really is that time where emergency responders are expecting to potentially see calls for help come in. i will point out that yesterday was really the day of preparation and thankfully many californians who have never dealt with a hurricane or tropical storm before knew not to take the threat lightly. they spend all day stocking up hundreds of sand bags filling them up getting them loaded into their cars to bring them home to try to protect themselves, their homes, their livelihoods but, of course, city leaders recognize just how dangerous this can be. they've already gone ahead an shut down some of the major arteries in and out of palm sprengs knowing that those are roads that typically turn into not only severe flooding situation. but in some cases rushing rivers even after just a half an inch of rainfall in a short period of time here. so those major arteries not only barricaded but some have police officers on either end of those closures trying to keep people from driving through. especially those low-lying roads that move over those washes, that's where all of that mountain runoff really becomes a dangerous situation and can sweep a car away within seconds jon. so really this is the peak and the brunt of hilary that we're feeling right now in palm springs. we already know some evacuations have been ordered in places like san bernardino county. >> it really only takes a couple of inches of water to just sweep you away especially if it is fast moving. so -- i know this summer we had a lot of runoff rain melt from white water, and i actually know several people who did get swept away and had to do swift water rescues and evacuations. so -- watch that water. >> it is a scary situation one some know too well flood watches and warnings are something those here across coachella valley know all too well. but this system bringing those warnings is definitely something that is causing alarm and for good reason as we watch this develop very quickly, jon. jon: alarm and let's hope it is not panic. fox weather correspondent nicole valdes live in palm springs california and nicole, thank you. for continuing coverage southern california, let's bring in carol parks here's the general manager of the emergency management department in los angeles. carol thanks for being with us i know you're very busy right now. how's it going so far? >> well we are here at the city's emergency operation center. we have over 50 responders here from other agencies -- happening in the city the emergency center is activated level two bringing in critical partners to maintain situational awareness as well as provide information to angelenos over shelters are set up. there are road closures, power outages anything that might be impacting them as we anticipate more rain. >> so what is your biggest concern right at this moment? >> our biggest concern is that angelenos are prepared, that they know what to do safely in case there's an emergency to call 9-1-1. if the life-threatening if they need to report a power outage, tree down or some other information that might be things that might be happening they can call 311. so we have crews out there doing -- hoping that angelenos are remaining safe and that everyone is prepared for this weather event. which is quite unusual for los angeles. jon: i was going says it's been more than 80 years since you've had a tropical storm in the los angeles area. with that kind of novelty, are people taking this seriously? or are they kind of -- laughing it off? >> they are taking it seriously. angelenos have been listening to our mayor mayor karen bass putting on safety messaging even before the rain started. so there's sandbag and sand bag availability and then we've been reaching tout tell them other safety measures this can take in and around their homes aen their properties to remain safe. so everyone is listening and we're very grateful that we have angelenos who are doing everything that they can to stay prepared. >> as our meteorologist a.d. come to cloths saying you're getting rain, rain and that often means trees down that means powerlines down that's got to be a big concern. >> of course. that is a big concern, and we are working with our department of water and power. their call center is up. we're monitoring this situation. and we look forward to keeping los angeles updated by the moment as this storm continues to develop. jon: based on the weather how long do you think before you're sort of -- in the clear? >> well, as tropical storms behave, you know, we can never anticipate exactly the track of the storm. but we do anticipate hopefully some time tomorrow we will get some relief from this rain event. jon: well we know that you're busy and we appreciate you taking the time to spend with us this evening carol parks with the los angeles emergency management department. thank you. and flock with this storm. our coverage of tropical storm hilary continues as the state of nevada is under a state of emergency. some areas already have run out of sandbags we'll go there live and talk with the fire chief in the las vegas area for the worst and hoping for the best. the entire state of nevada now under a state of emergency. just called by the governor. fox weather correspondent max gordon live in las vegas with more there. max. reporter: well give you hard tries to realize there's remnant of a hurricane headed our way feels like business as normal here on the strip. hoe is going on. but we are expecting a very soggy sight here in sin city. about an inch of rain is expected here in the las vegas metro. but really the higher rain totals are going to be off to the west of us in the mountains. 4 plus ismgs of rain this could end up being wettest single day in recorded history in the state of nevada. we're going to be seeing flood watch flood watches currently neglect for the las vegas area. that's going to be running through tomorrow, and then we also have a high wind warning we're going to be seeing gusts up to 60 miles per hour. 70 miles per hour on some mountaintops, and sustain winds of 25, 30 miles per hour. but once again here on the strep there's still a lot of people out and about take a listen to what some people thought about this approaching storm. >> you know what's funny is yesterday it was raining, and our whole plan was to do free mile experience and we were out there in the rain, we said you know what we'll tough it out and get through it so no we're not going change our plans and be back later this week it is nice again. >> raincoats and rain hats and we're going keep on trucking. reporter: but this is a serious situation sandbags are being dulled out to residents here. we've got emergency officials who are planning for this rain event. 100 national guardsmen here in the state of nevada have been activated to prepare for the storm. and the energy staging crews all across southern nevada getting ready for potential power outages, you know, really there are big concerns also for flooded roadways. people are being told to stay home and to stay away from flooded areas not to walk or drive through these flooded areas. because really it can only take a foot of water to wash away the vehicle. back to you. >> fox weather correspondent max gordon, max thanks. for more on the storm as it rolls in let's bring in chief john steinbeck head of the fire department in clark county, nevada that covers las vegas so we just saw in that -- live shot from max gordon as he said the worst is yet to come -- >> yeah. jon absolutely. max did a great job of summing up scene that we have here right now. it is very mild out throughout most of clark county. but we are bracing for it. we did have steady rains throughout the night couple of swift water rescues, some increase accidents but really we're bracing for what's to come, and preparing. jon: i know city of henderson was giving out bags for people to fill request sand and they're already run out. what are your big challenges? >> yes we still have sand bags for public infrastructure to distribute out with national guard but the bags that were available for the public to come pick up -- i did go out quickly. we do have more in rout. jon: if people need them it is just a question of when. >> yes absolutely. they do go out very quickly when we do have these type of incidents and -- but we have some stapgding by and i have some being filled right now. jon: as, you know, you're briefing your first responders, what's your biggest worrisome? >> so -- you know, whenever we have flash-flooding here in clark county homeless, of course, are some of our most vulnerable. we try to take care of them and been working for several days to make sure we can get them out of the vulnerable areas where they'll be at and make sure they get over to shelters and then what i mentioned before swift water calls, people stranded motorists -- you know we're trying to message out strongly to stay in during the storm. to try to mitigate all of those possibilities and then power outages, supply problems if i-15, of course, becomes heavily impact i know that it is kurpghtly shut down at the i-40. so there's a widespread number of concerns that we have in our prepared for. and right now it is in the calm of a fairly nice day. jon: yeah we're looking at a live shot over las vegas right now. and at least to my eye it looks like you've got a wall of water probably coming at you unless it is going away. but i'm guessing that's coming at you so -- the rain is coming. it would appear -- and you know that part of the country isn't accuss testimony to getting this much rain in such a short period of time. we're not but we do get significant storms especially this time of year. but we don't get the fallout from hurricanes as you know. so this will definitely be different for us. we're as prepared as we can possibly be, and plan on working pretty hard for the next couple of days. >> sounds like you're also going to be getting -- >> a lot of recoveries after that, of course. sounds like you're also going to be getting a lot of wind and wind gusts is that expected to cause you any particular problems? >> it definitely will. i mean, we expect to have utility problems for sure -- sometimes that also adds into additional structure fires. maybe even some structural problems and we're ready for that as well. we have the training and resources standing by. mother nature can't always override all of resources. jon: one more question you know on east coast sometimes in the middle of a really powerful hurricane, first responders i mean you can't roll fire trucks because the wind would knock them over. are you expecting anything like that in las vegas or are you going to be answer the calls that come in? >> we'll be answer a call but we have leaned forward. we do have some national guard vehicles staged with some key stations. to be able to get out of responses. my bigger concern is -- you can't run fire engines through really deep water either so the same restrictions that sometimes occur from motorist occur for engines that's what we run into more we have to take alternate routes that delays our response. jon: john chief of the clark county nevada fire department we wish you well over the hex 24 hours you're going to need it. thank you. >> thank you very much, and we do have a team out in maui and our hearts are still with the people in maui. jon: that's for sure because they need help as well. thank you. hilary made land fall just a few hours ago on mexico baja california peninsula. a live look at part of that area now as hilary brings heavy rains to southern causing mudslides north of los angeles. this is the first tropical system to hit the area in 84 years. and it could bring catastrophic flooding over next 24 hours or more. san diego schools just announcing it will be closed on monday postponing the start of the new school year. fox weather meteorologist adam klotz here with the forecast. adam. adam: it was running along the coast did a little jog off towards the right and it is now sitting over it. you see most of those heavy bands of rain shoot out in front of it. the center of circulation yes the rain is out in front of it but winds are actually strongest where you're looking at that little icon and where that storm is and they're spreading out from there. so everything here in that yellow is tropical storm force winds and it is now including areas like san diego. so that's a beginning to climb into southern california. and we're going see some of these wind totals crank up here a little bit. now wind is not the main factor with this. this is more of a rain storm but wind is still an issue particularly at higher elevations so you get off into portions of nevada and eastern southern california, and the terrain gets a little bit rockier and get higher elevation and you could be talking about wind gusts in some cases get up to 70, 80 miles per hour and we've seen a couple of those other areas maybe 5 miles per hour and that's not so much the case right along the coast. but wind is certainly going to be an issue ground will be soggy power is going to come down in some of these places because trees will come down thanks to soggy ground and windy conditions otherwise, though, it is a big wind storm and we're seeing heavy rain everyone of these little poll gones that you're looking here in green boxes that is a flash-flood warning, it means -- they're already seeing rain significant enough to cause flooding this is in eastern san diego county. so rain is really coming down at this point. it is only going to continue here for several more hours so this is the rain still to come and all of these areas where you're seeing some of the orange colors probably another five or 6 inches jon. and definitely going to be isolated areas where you see more of 10 inches rain so we have a ways to go with this. jon: 10 inches of rain in mountainous areas in los angeles that's going to be -- really frightening. adam: yeah. jon: adam klotz. preparing for tropical storm hilary a live look now at oceanside california about 40 minutes north of san diego. a bit further north and east, much of california's desert and the torrential rains hilary is expected to bring there could be a huge problem. let's go back to fox weather correspondent nicole valdes live in the desert community of palm springs, california, nicole. reporter: jon that heavy rain coming down hard right now, in fact, the flash-flood warning just issued for this area officials calling it a dangerous and life-threatening situation as we are watching all of this rain really start to flood some of the roads behind me. i'll step out of the way to give you an idea of just what these drivers are now finding themselves trying to get through which are roads that already have looks like maybe an inch of water that's accumulated. we've been talking about the forecast today of expecting 2 to 3 inches of rain in the span of 48 hours. that is about the same amount of rain that this area typically sees in a year. so when you have all of it falling as quickly as it is today, that is where that flash-flood warning really comes into play and where that threat really is heightened. emergency responders are on high alert. and are likely going start to be fielding calls for help here as drivers may not realize just how deep that water is if they're trying to get around. really the messaging has been to not drive if you don't need to but as you're taking a look you're seeing people are still doing that. thankfully, some of the biggest problem areas have already been shutdown. the city of palm springs telling me they've already closed several major arteries. in and out of palm springs that typically are some of the worst actors during any kind of rain event. to not only have people not drive through them we've got barricades in place and in some cases even police officers stationed at each end of those closures to tell people they are really not going to be safe driving through that road. but, of course, as you talk about people that were preparing now, of course, we are in the thick of it here as we're feeling the effects of tropical storm hilary and throughout the weekend it was about that preparation, and what you likely just saw was video of people filling their cars with sand bags as many as they could grab some were limited to about 10 per household but trying to protect their homes with those sand bags protect their families, their livelihoods there. from the potential of this flash-flooding. because all of this not only puddles up in this valley but as it accumulating in the mountains and starts to run down, that's where those washes that surround this area become raging rivers, and unfortunately, something that people who live in this area know all too well. >> panic because i've been through flood that we had on february 14th, four years ago. and i live right next to a wash, and when they're giving us this much warning that you need to be prepared -- we hustled for sand bags never had to do this i've lived in palm springs since 1972 -- and have not seen this before. reporter: jon we know evacuation orders are in place in san bernardino county, whether we'll see more rain here in palm springs, of course, only time will tell but i'll tell you it has been coming down with very heavy rain for at least an hour. jon. jon: yeah, and the aftereffects could surprise a lot of people not in good way. fox weather correspondent nicole valdes live in palm springs, california, nicole, thank you. so as tropical storm hilary moves north over california president biden is set to visit maui tomorrow to survey wildfire devastation and meet with survivors. many of them say they want people to know the island is still open for business. despite the tragedy, lucas tomlinson is live at the white house for us now. lucas. reporter: president biden will be cutting his vacation short to fly to maui to see the devastation firsthand of those who have lost loved once and property as well and president biden fema administrator spoke earlier and what else will biden do when he hits the ground in hawaii. >> he's also going to be able to talk to people and hear their stories and provide a sense of hope. assurance that the federal government is going to be with them as he's directed and we will continue to bring in resources to support the request of the governor and needs as they go through their recovery process. reporter: biden has been vacations in lake tahoe this isn't the only disaster with tropical storm hilary baring down on southern california, the president will be monitoring that situation as well and jon just looking at the storm track from our fox weather center it looks like tropical storm hilary could impact lake tahoe and reno, and it is not clear if president biden will be twaibl returning to his vacation home at climate activist tom styers house in lake tahoe. full-time house is behind you switching gears to the first republican debate of 2024 all of the republican candidates who want to be in that house. how many people are going to be on stage wednesday? >> well jon barring a last minute change heart from former president trump as you can see here, there will be eight candidates on the stage in milwaukee getting ready to receive questions from our own bret baier and martha the eight vivek ramaswamy ron desantis nick haley tim scott mike pence and had to meet all three qualifications to pledge to support the gop nominee polling, you know, we have to be 1% in all three national polls at least in the 40,000 donors rnc chairman said today on sunday morning futures that wednesday is the unofficial start of the general election campaign season. >> this is going to be that debate stage where we're going to be able to tout what republicans can do versus failure of joe biden. >> popcorn ready jon the debate kicks off at 9 p.m. on wednesday night in milwaukee catch it all on the fox news channel debate hosted by bret baier and martha maccallum. it will be something to watch. lucas tomlinson at the white house lucas coast now tropical storm hilary is already dropping heavy rain on parts of southern california. janice hahn has been helping l.a. county prepare for the worst she chairs the county's board of supervisors. thanks very much for being with us. what's your biggest concern right now? reporter: well i think the biggest concern we have here is -- and down the judge us rest of the country because we know rest of the country is gone through hurricanes -- and tornadoes. we in los angeles county have not had a hurricane or tropical storm for over 80 years. so my biggest concern is that people won't be taking it seriously. but i think the advantage that we have is that we have been warning people for the last 48 hours of the seriousness of a storm like this with downed powerlines and down tree. but our big advantage is seeing the storm as it comes. we can see what's going on in palm springs. we can see what's going on in san diego. so we know the very winds and flooding that's taking place in other counties so i think maybe that will make it more real for people here in los angeles. and i know my former colleague and congress who is now mayor of los angeles karen bass has been reached out to by president biden who is assured us that the federal government will be there to help us as we go through this first ever once in a lifetime event for l.a. county. >> we just got word that the health department there has issued an ocean water quality rain advisory which tells people they need to stay out of the ocean for the next three days because so much water washes off the land and carries a lot of bacteria with it. it potentially could make people sick speacialg the elderly or people with compromised immune systems. that's not fun when you live next to the ocean. >> no. i think that was really important that public health issued that. so we want everybody to stay out of the water for the next 72 hours. we've actually had our beach parking lots closed for the majority of today just to, you know, discourage people from going out to the ocean. my other fear is since it is once in a lifetime event that human nature will want people to say i want to go see this storm. we hear surfers watching to catch that big wave but our big warning is stay away from the ocean stay out of the water, and -- realize how serious this storm will be. we have an island off the coast of los angeles called catalina, and we have been actively trying to evacuate that island. they have one power plant on that island which we are worried that will be flooded. and will cause a major power outage to those residents. but the last boat has left that island bringing people back to the mainland so now, we have fingers crossed and wish them all of the best as they hunker down and try to make it through this storm. >> sewage treatment can also be an issue in situations like this because sewage treatment plans are in low-lying areas they get flooded now no sewage treatment capability is that a concern? >> that's and you know absolutely that's a concern. again, we've been talking about this all of our l.a. county departments are coordinating in the event of any kind of disaster. just because we have not had a storm doesn't mean we don't know how to prepare for a disaster. but you know we worry about our unhoused -- population and l.a. county and we are now actively reaching out to all those who are living in tents, particularly by the l.a. river, because as raging with waters and we're worried about flooding there for those people moving inside safe for sheeters in places where we think they'll be much better off than trying to stay in their tent through a stop like this. >> because i was in a flight in the l.a. river and it was bone dry so things change very quickly there. there. how's it going so far michael? >> good afternoon, jon thanks for having me so far we're doing pretty well the rain has just started to move into town. and it's making its way in and at this point i think we're really prepared to see what this has to offer us. >> do you have hill country, i mean, there are a lot of mountains and washes above the san diego area. do you have hills to worry about that are going to be concentrating some of that flood watersome? >> we do. we have some hills to the west of us as we started to head out to the coast and then our eastward facing mountains are far enough away that the water impact from them would be very minimal to the city. jon: what about evacuations? have you had to order any yet? >> no. we have not. we have not seen the level of water arrive yet here within to issue evacuations. but we've been communicating with the community over the last several days, and preparing them for the potential for evacuation should they be needed. jon: so you think people are taking this seriously? >> i do. actually, we've had quite a few sand bags that we have been handing out and sand piles that have been diminishing yesterday in our city's sand lot we handed other 12,000 sand bags and the community actually came out in rallied around themselves. they were out each other. they were helping out our population, and making sure that they were getting their sand bags filled and put into their cars. so it was very refreshing to see that the community is actually listening. and are taking the necessary precautionary measures to be ready for this impact. jon: you're the emergency manager there. but you haven't had this kind of an emergency in close to 90 years. how do you -- how do you handle it? what do you think is the biggest challenge? >> this is definitely a different challenge for us. especially when we prepare most of the time for wildfires and earthquakes. having a large tropical storm like this is definitely not something that we are used to. so we've leaned on some of our partners from across the east coast to get some information about how we should really be preparing for an impact of the storm this size.d 're making sur public works teams are out and checking all of our drains monitoring streets for throeding, if there's closures we're making those closures known. and if we do have to issue emergency alerts and warning then we're poised and prepared to do so. >> you said at the outset that rain is just kind of starting to hit your area. so a lot more rain to come and more problems to come too i suppose. >> absolutely. so we're making sure that we're not taking anything for granted. and looking at this little bit of rain at this point as being nothing so we're still anticipating quite a big hit to come later on this afternoon into the evening. jon: michael alfred we wish you and everybody else in temecula well as you deal with hurricane, tropical storm hilary. thank you. >> thank you, in this small historic town of lahaina as we drive around you can see the road blocks are still being very strongly enforced because tragically there could be more victims in any of these houses or structures in this town, and the governor in another interview is now acknowledging that there could be any number of children who are among the missing. >> that is possible. that's what we're sharing. here internally that is possible there will be many children. this is the largest catastrophe and disaster that's ever hit maui probably ever hit hawaii outside of war thyme -- wartime events. when we got to tour lahaina damage by boat basically only way right now to get a glimpse here on the ground there's a lot of frustration even outrage people say this could have been prevented and the residents and business owners tell us they want to get into the fire zone to survey their losses but for now law enforcement continues to fiercely block off the fire zone. we talked to one distinct whose art gallery on front street destroyed one of his employees used a garden hose to try to fight the fire and that employee joins a list of angry locals and business owners we've been talking to who want to relay the message that now, maui is not closed. >> people shouldn't give up on maui it's happened everywhere else it happened with katrina or it's happened in other countries.
