there's severe flooding but take a look at santa monica at the beach and pier there. that is where -- some folks expecting the worst a state of emergency in los angeles now in place. the national hurricane center issuing the areas first tropical storm warning in history, and in a moment we'll hear from an official from the hurricane center. los angeles mayor karen bass urging residents to be prepared and stay home. >> we're asking people to stay home to be safe, that if they are outside for any reason and they happen to see fallen trees or powerlines they stay far away if they need assistance 9-1-1 and 311 for city services we're all hands on deck here at the cities emergency operation center. >> and we have news team coverage for you right here on fox tracking hilary. meteorologist adam klotz on the steamers path and fox weather correspondent nicole valdes is in palm springs california. but first to fox news chief correspondent jonathon hunt he's live in santa monica, so how's it looking on the ground? we saw it from above earlier. reporter: yeah, good afternoon to you arthel. it is raining hard now, and it is going to get much harder as we go through the next few hours. wegetting the first bands of serious rain here in santa monica, and everybody from south san diego on the border there with mexico all the way north to santa barbara has been prepping for this sandbags have been at a premium as you can imagine pretty much every fire house in southern california has been handing those sand bags out to the residents to get ready for what is expected to be in places catastrophic flooding and on top of that, we are likely according to the experts to see some landslides given that the area is dotted with burn scars from wildfires that makes the ground very unstable you get this kind of down downpour you often get landslides those are expected as well. now officials right across southern california including here in l.a., mayor karen bass say they are prepared and they will do everything they can to keep everybody as safe as possible listen here to mayor bass. >> our primary mission, of course, is to protect the life and property of angelenos. second, we need to keep our city workers safe. third, we must ensure that city services are operating as best as possible. reporter: now, overnight the storm hit cabo san lucas well known tourist resort in mexico. we are hearing reports of severely flooded roads there and across baja california, in fact, not any reports as yet of widespread damage, and that is the good news and we are hoping that that holds, obviously, here in southern california. arthel, the next 24 hours are going to be a difficult time for millions of people right across what is going to be a huge swath this storm will hit. arthel. arthel: absolutely jonathon it is raining right now but how is it feeling is the winds starting to pick up? does it feel different because you can tell a normal rain and whether it is a tropical storm on the way. >> you know, yeah. honestly arthel, it is a little breezy is the way i would put it maybe that's my upbring on the coast of england where we call this a perfect summers day but you know, winds have not come in and this is not going to be about the wind anyway. those have died down considerably. this was and will remain a water event as far as southern california is concerned. the rain is the great concern. it will be the great concern over the next 24 hours or so. flooding is going to be catastrophic. the national weather service is telling us and as i say that could bring about landslides as well. so very dangerous times, but it's all about the rainfall here in southern california. arthel. arthel: absolutely. it is all about the water. did you tell us earlier jonathon there's a possibility of snakes getting into the water? what was your reporting on that? >> yeah. you know, the officials in palmdale and out in palm springs i know you're going our reporter there. next but they have been saying pointing out that this in the desert areas east and north of l.a. is snake season. now those snakes are all going to get washed into that water so what they're saying is if you see standing water, please don't go in there as if you needed any further warnings. that water could be full of rattlesnakes nobody wants to see those in the water so just stay out of any standing water. arthel: absolutely. jonathon hunt thank you very much live there in santa monica. eric. eric: right now tropical storms really rare in southern california. the last one happened 84 years ago that was back in 1939. let's take live look now at imperial beach, california, you're looking south of san diego. the governor gavin newsom declared a state of miranda emey for much of the south land as storm is closing in and expected to dump torrential rain on the bone dry areas in the southwest but for moving as far north as idaho one place that is expected to be hit is in palm springs, california. fox weather correspondent nicole valdes there where it's a desert, about to get a potential deluge. nicole. hey eric while palm sprins could see anywhere from two to three inches of rain and that doesn't sound like much to some but here across coachella valley it could absolutely be catastrophic it only takes about a half an inch of rain to flood some of the major arteries in and out of this city and actually sweep away a car dpepgding on the low-lying road it's driving through. which is why you'll notice people are not taking the threat of now, tropical storm hilary lightly as i step out of the way here you'll notice there are still people despite the fact that it is already raining and has been all morning long. filling up grabbing as many sand bags as they can to rye to protect their home, of course, their lives from those potentially dangerous flood waters. now, obviously, that sand is more saturated than some would like at this pongt as we expect hilary to really start to pick up here in the afternoon hours here. already more than 60,000 sandbags have been given out according to the city of palm springs, hundreds of people shoveling sand and loading up their cars at several sites all across the area. a lot of people here telling us they recognize the need to be prepared. knowing really there's not no guarantee of what to expect. you talk about a tropical storm, not something that most californians are used to preparing for. now, flooding is a different story. flash-flooding is absolutely something that people here are very aware that can happen and can happen quickly. when all of that rain hits the mountains that water starts to flow down into those valleys, that's when we start to see the mountain runoff and how quickly flash-flooding can sweep cars and people off of their feet especially those that live in and around or driving through washes. so city of palm springs says they've taken drastic measures closing some of the major roads in and out of the area. they plan to have not only barricades on either side of those closures. but some actual officers position there to keep people from driving through. because they say that is where they really start to see the need for swift water rescues when people try to drive through that standing water unaware of just how deep it is or how fast moving it is. the washes you see all across the desert here can quickly become rushing rivers. and in a matter of minutes, eric -- >> that can be really shocking to put in prptive nicole palm springs gets basically 5 inches of rain, 5 all year -- now it is beginning to be like 3 an hour. and that could cause that problem -- a moment ago arthel and jonathon was talking about the snakes that they're warning because the snakes in the hills coming down through water. what are they saying about that there have you heard those same warnings about what people should watch out for? >> sure well you mention rainfall there eric and we know this could equal to almost a year's worth of rain in a matter of 48 hours. so that is definitely a cause for concern here, and really the point of why you see so many people taking advantage of the resources available really those sand bags, getting their food and water at their grocery stores before the rain picks up later on today. i do want to point out you mention that state of emergency we know there are -- emergency officials in place that includes both the california national guard, and the coast guard for those on the west coast there. they also are really just expecting to have to respond to some sort of threat whether it is those flash-floods, or really anything else at this point. >> yeah anything else, i mean, don't go in standing water no matter where you live could be electrical lines, snakes water can be powerful you don't expect it we'll get back to you later on in the next hour. nicole thank you. arthel: the question is what is yet to come? let's get the latest on the storm forecast with fox weather meteorologist adam klotz, adam do tell. >> this is the storm as we see it off the baja peninsula that we've been talking about it is running over a little bit colder water. it is so interacting with land a little bit so still a tropical storm winds now down to 65 miles per hour moving to the north at 25 miles per hour so moving quickly about give or take 100 miles currently south of the border but as you can see so much of the rain and so much of the activity is front loaded on this storm so all out ahead of it and seeing heavy rounds of showers taking los angeles area this green box that is los angeles county and they're currently under a flash-flood warning. they have seen a couple of inches of rain really quickly particularly there in northern mountains just north of the city, all of that rain being quite a few squeezed out of higher altitudes -- and moisture coming down relatively quickly and this is a fairly big concern and continue to be a concern now how much more rain is still to come many this particular part of the country well we're looking really across los angeles, another two to three inches and again we've seen some reports there and maybe 2 inches los angeles it does not rain in august. .001 and more to come and even heavy rain further off towards the north and off towards east and actually we do suspect that the heaviest rein will be interior portions of the state. all of those oranges you're seeing here as this continues to track itself in, those are talking about -- maybe 5 to 6 inches of rain but definitely isolated areas with 8 to 10 inches that's higher elevation that's when you start to think about mudslides all of this water then rushes its way down into the valleys -- and flooding becomes major concern now this entire -- system then will ultimately as you look towards more like monday and tuesday, even bring some fairly serious rain up into portions of idaho. so this is a large storm that has so much moisture with it, it is beginning to bring a flooding risk to really large area now the flood risk today is at its greatest wech an extreme risk there l e way until tomorrow morning but you're looking at areas like palm springs, death valley, death valley could see a couple of years worth of rain just over the course of the weekend into monday all from this one system. absolutely unharled for these areas to see as much rain as we're talking about. this is our forecast model and it is kind of timing out. it is tough to see where the center of circulation is, but as i was playing it it was spinning into the united states -- here -- around 4 to 5 p.m. that's pacific time and then lifting its way all of that moisture dragging further and further to the north you start to see that heavy rain in california back across portions of nevada. when does it start to lighten up and clear off in portions of southern california? well i'm now taking you to 5 a.m. still lingering rain -- it is not probably until midday that you're truly beginning to dry off you see northern california dealing with a backside of that system. and then some more rain across four corners region pumping in a lot of moisture so rain unfortunately is here around for a little bit. i will leave you with this because as i said, the system ultimately does track further to the north we could be talking arthel about flooding -- eric in portions of the pacific northwest, idaho, oregon, up towards washington. montana, this system has a lot of impacts and preem going to be feeling across big swath of the country. >> and then adam you said this is is front loaded if you will so that means it is going to come in and you're going to feel brunt of it when it starts and not going to trickle in. >> but all of the these folks have already been seeing a lot of rain because so much of the action is ahead of where we're seeing eye is. the eye of the storm at this point all out in front of it. >> yep. yep. all right, adam klotz thank you very much 237. we'll check back in with you. eric. >> more for on hilary and flooding in turn let's bring in jeremy national hurricane center director welcome we see you with the screen next to you. we have a meteorologist adam talk about the path where do you think hilary is going? >> if you look at this latest radar, hilary is way down here but you're seeing the rain spread all out in front of it and in last couple of minutes you're seeing much anticipated flash-flood warnings start to pop in and fill this screen. this is only a thing of what's to come and worst over the next few hours. see the flood potential really unfold in the next couple of hours. eric: do you have a sense of where the most severe flooding could be? >> anywhere here in the southeastern california stretching up into southern nevada especially areas east. east of the mountain range so palm springs is really an area i'm really, really worried about this evening. eric: what worries you the most? >> the people aren't taking this seriously it is an area that's not -- doesn't get a lot of -- relatively little tropical storm threats and so far a lot of people listening tonight they're probably unfamiliar with this type of threat. and just how dangerous water can be. we're just so infatuated with wind but i want people to focus on the dangers of water. we have a high risk of life-threatening flood and when we issue those high risk warnings, we only do it very, very few times and we lose a lot of people in those high risk days. eric: what are you suggesting and what should people do? >> they should go home immediately if they're out on the roads go home immediately or go wherever they're going to be and just plan to be there. don't be driving around tonight especially as sun goes down, you won't be able to see flooded roads. we typically lose people who are overconfident overkflt about the ability to drive through flooded roads. i want everybody to go home and stay put. >> palm springs i mention gets 5 inches of rain a year. well we're talking about 3 inches an hour with this. >> it could possibly get that high. more likely in 1 to 2 inch and we're getting years worth of rain over a span of a few hours so you really don't need me to explain how that might create flooding problems, and some places here, we've got guidance that could receive rainfall of once in a century proportion so again i can't stress enough -- this is not anything to take lightly. go home and stay there. eric: finally i guess at the hurricane center -- you've been doing this a long time you never see the western part of the countries on your map. it's the nice northeast or down to louisiana what is it leak to see a hurricane now tropical storm for the first time in -- since 1939? >> well, i mean this is not unprecedented, in fact, it's happened in the past just not recently to staff here has been busy preparing for this scenario for several years. unfortunately, we hope that we would never have to break out that particular playbook. but in this case we did. eric: glad we did and we give hats off to everyone that is working 24/7 director thank you for your work and work of the folks to keep all of us safe. arthel. arthel: yeah, eric well it is not just california under threat, hilary could bring catastrophic flooding to much of the west. this includes nevada we're going check in on the situation in las vegas and the preparation for potential flash-flooding there. stay with us. remember the things you loved... ...before asthma got in the way? >> absolutely. thanks for having us and thanks for hearing from nevada it is oddity from the hurricane center to have a hurricane hit the state of nevada. and so we talk to their friends that work in those southern states that normally are used to hurricane and we asked how they handle it and what their challenges are and we realize one of the things that we needed to do was get more resources so joe activated nevada national guard, and we're using with high clearance vehicles to be out in the areas of not only las vegas and clark county but east ezmera and community that only get 2 to 4 inches of rain a year and serging for local government fire department and fire service employees to help with sand -- [inaudible conversations] [silence] arthel: that's great not sure if i lost your audio here but i'll try to ask another question because you mentioned that the rapid rain builds up the flash-flooding. and what ways other ways would you say nevada is vulnerable to the high winds but mainly to the flash-flooding? >> i think our biggest risk is beginning to be that flash-flooding. the winds aren't anything not normal for us. the speeds that they're predicting -- but we do have -- because of the tropical storm they're also talking about the chances for tornado about a 4% chance of a tornado spinning off from the tropical storm. and that's something that we don't normally see here in nevada so those are the preparations we're taking. but flash-flooding risk is significant for us given the terrain that we do have and our desert climate where we don't have moisture. arthel: right, right based on preparation response, are the people of nevada taig this seriously? >> it appears to be so. we've been coordinating with all of our local government partner and sharing messages and pushing messages out and local law enforcement and fire service chief officers involve reporting back it seems that people are taking this very serious -- arthel: there are a lot of casinos in nevada you've got many locals -- [inaudible conversations] his audio is going in and out sorry sir what was your last part of what you were saying? i missed it. >> because the for good nature of disasters like this, you know having people better prepared -- and taking more preparations steps for something is going to be key for us because we're just not used to large events such as this. arthel: absolutely. and you're so smart to check in with other states and that are used to this and get, you know, advice from there. of course, there in nevada i was saying there's so many casinos there. you've got many locals checking into the casinos because they have generators, and high floors. if not the national guard might you know if and how nevada emergency management is coordinating with the casinos? >> so we have two different ways biggest way is the clark county has on their mack group they have representation from las vegas convention visitors authority along with the nevada -- the association of nevada casinos. and those dprowps have been providing us intel and ready communication through clark county where we're worried most for tourists to be at, and then, of course, also harry reid airport has been in the conversations because we've seen some aircraft delays and cancelations, and how we're going take care of those passengers there. arthel: has the airport been shut down completely? >> no airport is not shut down but a couple of of the airlines are starting to stop some of their flights especially ones that originate out of southern california out of concerns on both sides where the plane takes off from and where the plane lands. arthel: then again if you have passengers stranded at the airport, what are the provisions there because you said it is a low possibility. we want to stress that. but there's a possibility of a tornado touching down so what are you doing for those folks who are stranded or stuck at the airport? >> so that -- that harry reid airport got an emergency manager and he's on calls with us and he's working with clark county management and the earlies have the first ability to take care of folks and then clark county is ready to step in and help emergency manager there at the airport should additional needs be needed. >> does that mean making hotels available perhaps? >> either hotels or shelters or whatever is needed by the people there. arthel: well listen it sowpgdz like you are on top of it. you have all of the -- the eyes dotted. t's crossed and prepared for whatever may come your way i hope this preparation of yours that is so seems to be so -- very ample that i hope you don't need it david ferguson we wish you well and we thank you and wish you all of the best with this storm heading your way i hope you don't need all of the preparation that you put in place, sir. thank you so much. >> thank you. ♪ ♪ >> can't stress enough this is not anything to take lightly. go home and stay there. eric: that advice here on fox news from national hurricane center acting director jeremy warning people and hilary's path to stay inside do not go out in your cars. let's take live look at one area that's hit catalina island a beautiful island off of long beach it is 22 miles out in the pacific. and there has been an evacuation advisory already issued. for 4,000 of the long time permanent residents of catalina island a beautiful spot but they expect waves as high as 10 feet so there's been an evacuation advisory there as hilary is bearing down on south land the region not seen a storm like this in 84 years. they are not used to it like rest of the folks from the gulf coast and northeast. fox news continuing coverage continues of hilary right after this. ♪ ♪ my most important kitchen tool? reporter: president biden certainly hearing those calls for people to come to maui he'll be departing and cutting short his vacation in lake tahoe to fly to maui and comfort those that have lost everything including loved ones and president biden, of course, also looking and monitoring the situation off the coast of southern california with tropical storm hilary fema administrator excuse me fema official spoke about that earlier with mike emanuel. >> flooding, flash-flooding, power outages, things like hurricanes is our colleagues from national hurricane center just spoke to there are going to be a lot of different type of things that may happen and we want individuals and families to make sure they're taking steps to be prepared. >> biden who was vacationing with his family in lake tahoe and his son with hunter and expect damage to speak to survivors also to meet with local leaders his fema administrator that's the top job defended accusation that president slow to respond to crisis recall interactions with the press last wheengd biden was on beach and said no meant when asked to talk about hawaii and also saying no comment before heading to camp david on friday. >> i was in complete communication with him throughout the event. helping him understand what i was seeing and what needs -- what resources needed to come in. and he directed me to make sure that we're doing everything we can to help the people of maui -- >> back on southern california, the u.s. navy is sending third fleet to see the placest place during warships that's the aircraft carrier you might remember arthel when aircraft carrier had the covid outbreak few years ago. also the cruiser us cringes princeton few days ago on friday, in fact, there was the naval change of command for the pacific fleet that was held right off the -- on the pier next to princeton now she's headed to sea, and also the missile destroyer uss third fleet established in 1943 under the command of then admiral halsey. >> majestic vessels lucas tomlinson. thank you. eric. >> as we continue to follow tropical storm hilary it did make landfall and northwest mexico just over a 0 minutes ago and there's been -- severe flooding and sol parts of mexico but baja california. but clearly bringing rain to parts of our state, california, and the southwest. officials and first responders and several states are preparing for torrential rain and flash-flooding telling people don't drive through that. what area orange county california just south of los angeles, that's where we find fire chief brian who joins us now with the very latest chief, thank you for being with us what is the department doing and how are you preparing for hilary? >> we've had plenty of warning that, you know, the tropical storm/hurricane was coming so you not only orange county but all of the southern california counties, los angeles, certainly san diego, riverside. upstaffing numerous resources, we -- we in southern california are probably more resourced rich than most other areas of the country and while we don't experience or as i heard earlier it's been 84 years since we had a tropical storm. what we are good at is mutual aid. we, obviously, experience many wildfires catastrophic wildfires and we have for decades. and so we know how to staff up and we know how to prepare, you know, for disasters and emergencies that are being forecasted. >> viewer tweeted toward me to point out there was a tropical depression back in the 1976. hurricane kathleen i don't know if you were around for that. but that did cause some widespread damage, not as much as potentially as expected with this. what type of damage do you think you potentially may see?
