>> i do not. the public is trained to seek higher ground in the event that the siren is sounded. if that was the case then they would have gone into the fire. >> sirens are typically associated with tsunamis. though one hasn't severely damaged hawaii in 63 years. and they happen on average every 12. wildfires storms, hurricanes, volcanos and mud slides, according to fema, pose a bigger threat. according to the state the warning system was build for, quote, both natural and human-caused events. >> we are performing a comprehensive review to find out what the safest and most effective science based way it is to protect people. >> so the fire that allegedly started by that downed power line that was called in at 6:37 a.m., 12 minutes later, firefighters showed up and by 9:00 a.m., according to the county, it was, quote, 100 percent council it and i. well, it wasn't. high winds allegedly reignited those embers, officials believe, starting the fire that ultimately destroyed lahaina. bret? >> bret: william, really quickly. i have heard the governor there talking about possibly the state moving in and purchasing lahaina, the land, or doing something with government funds? has that even been talked about at this point or are they still in the search and rescue? >> yeah. it actually has. and the governor has been really aggressive about that saying, of course, that he will not allow predatory developers from the mainland or, quote: outside to buy up lahaina land saying assigned state and private attorneys to work with those landowners and intimated that the state would come in and buy land if that was to happen. back to you. >> bret: okay. william la jeunesse on maui tonight. william, thank you. you can help the victims of those wildfires that need the help, go red cross.org/fox forward. you see the site right there on the screen. or you can text hawaii to 90999 to make a $10 donation. ♪ >> bret: staying out west now hurricane hillary could bring significant impacts to southern california and the southwest by the end of the week. don't usually see this on that side of the coast. chief meteorologist rick reichmuth is tracking this storm in the fox weather center. good evening, rick. >> rick: good evening, bret. yeah, hurricane season, solidly into hurricane season. we are talking about the pacific coast, not the atlantic. good news in the atlantic, but the pacific we have got it. hillary now almost a major hurricane. and we are expecting it to be a major hurricane off baha, california coast. it will weaken before it makes landfall or gets over the southwest somehow. but we do know that it is going to continue to strengthen. it is strengthening rapidly now. also going to bring a lot of moisture into the area and the flood threat begins as of saturday. take a look at this. it was just about maybe 30 hours ago that this storm became a tropical storm. and it's now a category 2 hurricane. on the visible satellite imagery here, you can see the center of this storm really clearly there, getting very organized very quickly. water is very warm and all of the conditions are ripe for continued strengthening. that said, you see the track of this coming up somewhere around southern california. as it does so, water temperatures cool down a lot. and that's why the storm won't make landfall as a hurricane. we don't have to worry about that. but there's a lot of moisture associated with this that's going to get pulled up here and across parts of the southwest. since 1900, there have been 10 named storms that have come within 100 miles of los angeles. we have had two storms that have made landfall as a tropical storm. and eight that the remnants of it have involved southern california. but all this moisture coming in here in some spots, bret, are probably going to get 3 to 5 inches of rain. in fact a lot of spots 3 to 5 inches of rain. some spots more than that what we do know threat for flooding is going to be with us tuesday or wednesday of next week. bret? >> bret: rick, over the next day or so it looks like it scrapes cabo. >> cabo and all of that western shore of baha is going to be getting really big impacts from this storm and then it will be a weakened storm that moisture doesn't go away anywhere soon and that's why we will get remnant moisture here across the southwest. >> bret: all right. rick, thank you. >> you bet. ♪ >> bret: or fox poll something showing former president trump is in a commanding position in his fight to reclaim the republican nomination. we do not know whether the former president will participate in next week's opening debate in milwaukee yet. florida governor ron desantis will. and, tonight, we may have a good idea of what he may say. at least according to his advisers. correspondent alexis mcadams is in des moines with that tonight. >> as ron desantis works to hang on to second place, this debate strategy memo shows that the florida governor is reportedly planning to take a, quote, sledge ham tore vivek ramaswamy on the debate stage. as the 37-year-old has now doubled his support in the latest fox national polls and prides himself on not being a career politician. >> this isn't just a temporary surge. this is just the beginning of what is actually going to change in this race. >> according to these documents first reported by the "new york times" and posted online by the chief pro-desantis super pac. desantis advised to go after ramaswamy and call him vivek the fake. >> the way talking to voters. that's more than super paced paid political consultants with attack lines. >> still the former president sits in the top spot. confident is he the best choice for america. >> they don't have common sense. they don't know what they are doing. we will turn it around fast. >> in less than a week until the debate. senator tim scott spending # million dollars on new tv ads in iowa and new hampshire. dishing out the most on any ad blitz of any presidential candidate so far. >> anything that surprises you about the polls when you look at them? >> you know, i think what surprises me is that you have got some candidates that spent millions of dollars in ads and it hasn't moved any numbers. >> and tonight, bret, as the fair in iowa winds down, after several days, some candidates will be heading to atlanta, georgia, where they will be campaigning and speaking to voters there that includes tim scott, mike pence, ron desantis and nikki haley, and tonight it's important to pointed out politico says in new reporting that the biden team is worried that if nikki haley gets that nomination, they could be in trouble, bret? i hope he comes. i really do. >> maybe there is something that he doesn't -- won't want to talk about, and doubts will begin to grow. doubts are growing. >> bret: downtown counsel to debate in milwaukee. sights and sounds from some of the people involved. we will take a deeper dive into the fox polling out tonight and other numbers. we are seeing about the presidential campaign. joining us tonight. well, first a look at the numbers. take a look at this. this is the presidential nominee preference. you can see slight drop for donald trump a big drop for desantis. a big move up for vivek ramaswamy. and if you look at the next poll you can see if the former president is not in the race you can see desantis is the next one. but look ramaswamy went from 0 to 22 in the second choice of the polls. joining us tonight pollsters doug schoen and lee carter. thanks both for being here. lee, you look at these numbers tonight. you don't see a big shift, a big move, but there is a little movement as you get ready for this first debate. a big moment in milwaukee. >> yeah. just a little movement. i think the big move that we are watching is vivek. and he is out there. his message is being heard and he is having a great surge of momentum. it's hardly enough to take on donald trump in this moment. what you have got to hope if you are one of these candidates you will have breakout moment on august 23rd at the debate. they have to lay out their plan on why it is going to be better for america if they are in charge. they can't just be fighting with each other. they can't just be taking each other down. they can't just be talking about how bad it is. they are going to have to have a plan. they have to define their lane and why they will be better than flynn else that's out there. that's really tough. the momentum certainly is with donald trump. >> bret: yeah, clearly. doug, on the other side, also in our poll is -- has president biden made the economy better or worse? you see better 52%. but really worse, obviously 91% for republicans. you look at that independent number, 56%. that's got to be troubling. dissatisfied with the direction of the country. even democrats are at 43%. that's up from 20% in april. and independents a big number at 76%. is that a red alarm for president biden. >> it is a red alarm all the polling out and i looked, despite the four indictments now has donald trump within a point or two of joe biden. and what we see in elections is they are typically research da on the incumbent incumbent approval 40% less on the economy while the donald trump has problems and pretty seriously ones, so too does joe biden othr poll that caught eyes a.p. poll people definitely not or probably not going to vote for one of the two, donald trump or joe biden. definitely or probably not voting for donald trump, 63%. definitely or probably not voting for joe biden 54%. i mean, this potentially is a surreal matchup where people really don't want to see either one of them runs. >> it really is extraordinary that this is where we are that so many people do not want either. this is really a none of the above election. and so that means it's going to be defined by things outside of the candidates. so, when i look at what just happened in ohio with the special ballot initiative and you saw that turnout among women coming out to vote about abortion, that could be the kind of issue that could support joe biden. similarly, the economy is really driving folks. so that could be something that plays to donald trump's advantage. right now we got people holding their nose to vote for either candidate and they are voting because they believe about certain issues. what they believe on certain issues. it's not a popularity contest. in fact, it's quite the opposite. >> bret: and so, doug, in this environment, those other factors and even the possibility of a third party candidate really changes the dynamic, doesn't it? >> absolutely. if you're donald trump and joe biden, the democrats and the republicans, if a fresh face, for example, like a ross perot got in the race, he or she would have great potential because right now, from what we're seeing there is very little that donald trump can say and joe biden can say to change the numbers, which, as you and lee point out correctly, bret, are very, very negative. that being said, lee made an important point which we democrats understand. we can't probably reelect joe biden with these numbers but we can defeat donald trump and the republicans on abortion, on guns, and on a range of issues where we have seen a referenda after referenda, election after election, the republicans are unpopular as we saw in the midterms and indeed in 2020. >> bret: those are definitely questions at the debate in milwaukee as we plan and map that out. doug, lee, thanks a lot. >> thank you so much. >> thank you. >> bret: up next, the debate over parental rights and a northern virginia school board's policy as kids prepare to return to the classrooms. and, later, a plea to chicago's gangs. stop the shooting for 12 hours a day. ♪ ♪ [city ambience sounds] [car screech] [car door slam] [camera shutter sfx] introducing ned's plaque psoriasis. >> bret: rich, thank you. >> bret: as school begins in the chicago area next week, there is a move to convince gang members to stop shooting during the daytime. it involves dealing with the leaders of two warring factions on the city's north side. senior correspondent mike tobin reports tonight from chicago. >> with 10 murders and 55 shootings in the last 10 days, chicago has already seen 12,000 more major crimes this year than all of 2022. much of the chaos driven by street gangs. >> the system of care that we are building to bring structure and calm to the city of chicago to make sure that no harm comes to any resident of this city. >> with local government unable to stem the violence and activist group on the north side has proposed what gangsters call 9 to 9. a cease-fire from 9 a.m. to 9:00 p.m., 12 hours of safety. >> isn't it also a permission slip to start shootings at 9:00? >> yeah. we want no shooting at all. it's going to take a lot more work than just putting that out, you know. >> the two dominant gangs in this area already have their own cease-fire in place called the no slide. the black peace stone and vice lords agreed not to cross the road their turf. not to start trouble on social media and, of course, not to shoot each other. negotiated within the gangs the no slide has held loosely for three years. there is fear that a proposal from outsiders could make things worse. >> are they going to respect someone who comes in with a proposal 9 to 9? >> no. they are going to be like who did this? who said this? and they would laugh it off. and sometime they might intentionally go against that and go do something during those hours to let whoever know that we're not honoring. this. >> now, the gangs on the north side are different from the rest of the city because they still have some leadership structure. across the city, most of the strong gang leaders have been locked up or killed. and the factions they leave behind no one can control them. that's a major tributer to the chaos and violence here in chicago. bret? >> bret: mike tobin in chicago. mike, thank you. the owner of historic san francisco luxury department store is calling out city and state leadership for what he calls the area's unlivable conditions. gump's ceo john penned an open letter in sunday's san francisco chronicle calling on leaders to abandon what he terms their destructive and failed public policies. he was a guest on the story with martha mccallum earlier today. >> every small or medium sized business in the city of san francisco cannot survive. these kinds of things are incompatible with successful business. and if that's -- if that's something that businesses have to do to part, it's just tragic. >> bret: massive crime problems in california are leading to an unusual occurrence there. duly elected progressive politicians are now facing recalls. a lot of them from the voters, who put them in office. correspondent jeff paul takes a look tonight from los angeles. >> this is reality in california right now. >> oh my goodness. >> stores ransacked, cars stolen, and assaults on the rise. a phenomena that is not only creating fear but anger. >> what are we doing to address it? and how do we solve this? nobody feels safe. >> sharp words from an oakland resident aimed at alameda county district attorney pamela pryce. they say her progressive reforms are only helping entice crime. >> she has to change her ways. and think about us, the victims. we're the public. we're the peoples, we're the people that she needs to be protecting. >> virginia that she'd da's husband kevin was shot and killed working as a security guard while protecting news crew in oakland. she and several others filed paperwork this week to officially begin the process to recall price. her response last month when a recall was first discussed, compare organizers to january 6th rioters. >> when you lose an election, you shouldn't be able to overturn the will of the voters. that's what happened in the insurrection and january 6th. >> this is now the third attempted recall of a progressive d.a. in california in less than 18 months. >> progressive prosecutor movement is fairly new. so the idea behind it is somewhat controversial. and any time you have a new policy, you are probably going to have some blowback. >> other progressive d.a.s like manhattan's alvin bragg and philadelphia's larry krasner both faced possible ousting through a legislative process. but, in california, voters know recalls are just part of the process. >> they feel they have this right, that they have the power to use this due technology it's easier to get on the ballot and do the work so let's try it. >> the group behind the latest recall effort has roughly five months to gather more than 90,000 valid signatures. bret? "wall street journal," hawaii electric knew of wildfire threat but waited years to act. four years ago the utility said it needed to do more to prevent fire lines emitting sparks. focus on a shift to clean energy. nbc maui residents say utility trucks blocked roads as they tried to flee. the result was epic bumper to bumper traffic while they were trying to escape. there were no police officers in sight. what there was was hawaiian electric trucks coming in with new telephone poles and finally, honolulu civil beat: a state official refused to release water for west maui fires until it was too late. with wildfires raging, ravaging west maui on august 8th, a state water official delayed the release of water that landowners wanted to the help protect their property from fires. the water standoff played out over much of the day and the water didn't come on until too late. okay. with that, let's bring in our panel, guy benson political editor at town hall.com. most of the guy benson radio. francesca chambers and "the washington post" columnist marc thiessen. you just listened to those three reports. we checked into them. they all are kind of backed up and there's a lot of questions surrounding all three of them. it was a mess. >> it was a mess. and then you hear all the left wondering around trying to blame this on climate change. in fact, the area of land that has been burned under -- in the last 20 years has gone down by a third in 20 years. it's record lows last year. so this is not climate change. this is government incompetence. this was a failure of land management. a failure of response. and a hawaiian government that didn't trust its own people. they literally said that they didn't set up the alarms they thought the hawaiian people were -- that they would run into the fire instead of away from it. now they want to tell them that they can't sell their land if they are sick and tired of living under this incompetent government and want to move off of hawaii back to the mainland, they are trying to limit their options there. so, i wouldn't be surprised, considering how badly the hawaiian government has handled this that a lot of people want to leave hawaii. >> bret: some people may change that climate change was responsible because there was a concern about getting to green energy and that's what the electric company was so concerned about. >> there you go. >> bret: clean up the brush or fix the wires. then there is this hawaiian official, under fire, he is the hawaii deputy director for water research -- resource management, calais omanwell, he is the guy that is reported to not have released the water and he is quoted as saying that they essentially need to revere water and not use it. i think we have a picture of this guy. and he is quoted in these stories and talking about water saying they need to revere it and save it. it was a fire, guy. >> you save it for a moment where you really need it like douse ago fire to save lives. which tragically didn't happen. this story is going to get worse before it gets better. both in terms the death count because the unaccounted for is in the hundreds. and horribly, i think a lot of those people are gone. and it's going to take a long time to figure that out. but, in terms of the blame game, and the finger pointing, i think that's going to really ratchet up as well. will cain our colleague here at fox, he did extraordinary work in maui covering all of this, talking to communities, talking to people affected. and he told me today that the communities themselves are sticking together. they are very strong and they care about each other. and they feel like their response has been the best that it possibly could. but the second you go up to the next level of official government and then all the way up the chain to the feds, there's a lot of anger and i think there's going to be a lot of people demanding answers. >> bret: and, obviously, francesca, the president hasn't really talked a lot. he talked in the speech the other day he was asked to talk today about his trip to hawaii. he didn't want to talk about it yet. he is getting ready for the camp david summit tomorrow. >> and he will go to hawaii on monday. he is expected to be in lake tahoe over the weekend. but he will go to hawaii on monday. federal officials and president biden have said that they will make sure that hawaiians get all of the resources that they need. but, as you mentioned, tomorrow he has this camp david summit with both the japanese prime minister and the south korean president before, again, he goes to lake tahoe and later to hawaii. >> bret: and the dogs really don't like the camp david summit not one bit. [laughter] >> bret: i want to turn to hunter biden, marc. this fox poll, joe and hunter deals. biden's involvement in hunter business dealings were they inillegal, unethical, illegal 38%. unethical 25%. this as you have the chairman of the house oversight committee asking the national archives for unredacted emails involving hunter biden, ukraine, and burisma. saying the record was first made public in june, included four emails but two of the emails were withheld in full and two others had multiple redactions. two emails that were withheld were from then biden aid fran person in 2019 and robin baier biden's reported pseudonym in 2012. they are digging into the pseudonyms as well, marc. >> and there is going to be more revelations. we could have this ironic situation next year of not just multiple trump trials but a biden trial going on as well that is going to be embroiled in the political campaign of dirty laundry of both the leading presidential candidates if they fair both the nominees being projected into the political atmosphere in the middle of a presidential campaign. and that, quite frankly, that could help a third party. you could have a situation where no labels turns and no labels candidate is engaged and two trials going on. dirt coming out about both candidates and no labels candidate turns to the american people shouldn't we put both of these guys in the rearview view mirror and move forward as a country? that might be a healthy message. >> bret: guy, we have been digging into the polls out. i have full screen number seven. this is the biden inflation question about approval on how he is handling inflation and the bidenomics that they talk about continues to say that inflation is heading down. but you look at this poll and you say people are just not feeling that. and you look at disapprove at 67%. guy? >> two thirds of the country disapproves of the president's handling on this. and his message to the whole country is it's working. congratulations to us. i wish i hadn't called the inflation reduction act quite that because now we want to pivot to talking about the climate. but, we're making things better. things are, in fact, great i think is what chuck schumer said. paraphrasing just the other day. that he was the democrats' message to america. and american voters absolutely are not buying it because overall, since biden took office, prices are up nearly 17% and real wages are down 3%. they can spin it, they can put a happy face on it. that's the reality. >> bret: quickly francesca, we talked about this meeting at south korea and japan. it's a message to china and north korea. it's a big deal. it's not getting a lot of coverage. >> also they say this is happening in the context of russia's invasion of ukraine that's helped bring these two countries that have had historically strained relations together. we expect that the officials will announce tomorrow closer cooperation in the region, including a crisis hotline in which if there are issues that they can contact each one another quickly. this isn't to say that this is a security cooperation agreement like the u.s. has with the european allies. it doesn't go that far. >> bret: okay. potpourri of topics today. thank you very much. >> bret: finally tonight, a special day. >> there's risk in everything we do in life but we took it together. >> bret: newly released video shows florida sheriff's deputies reuniting with a man after rescuing him from a burning car. the deputies responding to a call and they found brandon trapped in a burning car unable to move. deputies used more than a dozen fire extinguishers to keep the flames at bay until the fire department arrived. after undergoing more than a dozen surgeries, spending 89 days in the hospital. brandon was able to shake hands with the officers and thank them for their service. thank you all for your service. tomorrow on "special report." the effect of american efforts on chinese manufacturing fair, balanced and unafraid. laura is next. ♪ ♪ >> laura: hi, everyone. i'm laura ingraham. this is "the ingraham angle" from washington tonight. the billionaire's brawl may be up in the air. but elon musk still egging on zuckerberg. so, coming up, i get into the octagon with mma legend colby covington and he shows me what both men should expect. but, first, where real crime pays. that's the focus of tonight's angle. ♪ now while democrats pursue political prosecutions against former president trump, real criminals are wreaki
