cavuto, this is "your world." first to hillary vaughn at the white house with the latest. hillary? >> progressives had been pushing for a while for the president to act alone on some of the items in build back better. but now there's a renewed sense that there may be a possibility that democrats can get enough of this on board to pass a slimmed down or skinny version of what was the president's build back better agenda. senator elizabeth warren saying in an op-ed today that it's mandatory for the president to try to do something because if he does not, she does not see democrats holding the majority in congress in the mid-terms in november. white house chief of staff ron klain signals there may be some negotiations going on for a revised reconciliation bill headed in to the summer and fall. inflation though has been a top concern of some democrats like senator joe manchin and one of the reasons why he has been a road block to passing build through reconciliation. if it's not just on some democrats' minds. it's also on voters' minds. even today we have seen how inflation is impacting one of the most beloved events in the spring here at the white house, the white house easter egg roll. the president hosted the event after a two-year break. it's more expensive than before because of inflation. today's event featured over 14,000 hand-died easter eggs. a dozen eggs today are 85% more expensive compared to what they were priced at a year ago. it is price spikes like that are a drag on biden's approval rating. you can see as inflation goes up, the president's approval rating goes down. the white house knows that it is a problem for them in the polls. they're pointing at republicans for not having an answer to the problem. >> the republicans have no plan for this. no plan to address inflation. we all agree it's a huge problem. it's the number 1 issue in polls. everybody thinks cost are too high. afternoon times we get a little cannibalistic about what our own plans are and whether they're good enough or we're passing them fast enough or what have you. really if you look at the other side, there's nothing in the cupboard. >> the republicans are not shy about what they think is causing inflation and what they think can fix it. reigning in government spending. >> i think the president richly deserved his approval ratings. if i had be the majority lead they are past year, in other words, if we won a seat in georgia, we wouldn't have dumped $2 trillion on the economy. we wouldn't be suffering from record levels of inflation. >> charles, headed to the mid-terms, republicans will be talking a lot about inflation. they have already been talking a lot more about inflation. a public affairs software company quorum goes into how much washington has talked and inflation. they found that republicans have mentioned inflation six times more than democrats. charles? >> thanks very much, hillary. so cancelling student debt, pushing more spending, hiking taxes. democrats said to be plotting their next move ahead of the election. reaction from chuck grassley. he sits on the finance and budget committee. thanks for joining us. obviously it's a mad dash, a wild scramble there. you know, to a certain degree, i wonder why president biden hasn't done this already. he referenced bite size versions of the build back better plan. he knows he has to deal with senator manchin and other democrats. you think he will get anything done? >> if you're talking about build back better, i think the country really is fortunate that 50 republicans, plus manchin are saving us from pouring more gasoline on the fires of inflation. i had 17 county meetings week in iowa. inflation came up in every one. it's the main reason that biden's poll numbers are so bad. i would think that they would start realizing when people like larry summers, former secretary of the treasury in the democrat administration says that way back a year ago on january, we had already spent too much money and the economy was turning around before christmas 2020, that you're going to have inflation. nobody listened. like mcconnell said, $2 trillion more was spent and that's just feeding the fires of inflation. >> i was going to say, there's no doubt about that. wages in this country went negative immediately thereafter and have stayed there. what i thought was interesting, too, larry summers, a lot of folks from the obama administration, jason furman and ratner and so many others. so the biden administration started off initially saying it was a high class problem. we should be happy. it's a good thing. then he said it was transitory. then they blamed a few other things before they pivoted to putin. now what is the republican's plan? so they're trying to throw the ball back in your court. what do you think? >> well, our plan would be simply this: that a good chair of this inflation is because the high gasoline and energy costs. on day one, he stopped the xl pipeline, he stopped drilling new wells. north slope alaska. public lands in the united states, offshore atlantic and regulations on fracking and then tells the bankers not to loan. just think what that does to the morale of people that have been giving us cheap energy. we were an energy independent nation january 19 and then january 20th of 2021, we become energy dependent. there's no reason for it. so we republicans were saying, just reverse the terrible energy problem that you put this country in and get the price of gasoline down at least a dollar. >> we have all of this underneath our feet and can't drill for it. another scheme is cancelling students debt. the notion is that if 1.5 trillion is owed and it doesn't have to be paid back, it will find its way in to the economy. it's flawed in many ways, but certainly it's an odd way to say let's help inflation, which is caused by too much government spending in the first place. >> well, if it's paid back, it will find it's way into the economy as well. so charles, where do you end paying off debt? if you're going to release student debt? are you going to relieve the debts of some low income people on their cost of their house? or their car or they credit card? where does it end? it's a slippery slope. if you assume debt, you have to have some responsibility for paying that off. that is the choice you made. it was a free choice you made. i think when it comes to education, everybody ought to have some skin in the game if you're going to do that. >> there's an op-ed in the "wall street journal" quoting co-founder of fed ex. he said had we passed build back better the way president biden wanted to, we'd have 25% inflation rather than 9 or 10%. that's an astonishing number. what do you think of that? >> well, i think he's outstanding executive of a very -- of good company. he does a lot of good for our economy. i think we're beginning to hear economists say we're already in stagflation. that is language from carter presidency. high inflation and a bad economy. now, the bad economy hasn't started right yet. but some economists say we're on that road right now and we don't know it. maybe it's just like transitory inflation. maybe we would have transitory stagflation. in a few weeks, we'll realize it's the real stagflation. >> it's a painful thing. we haven't gone through it since the 70s. a lot of people alive today have no idea. hopefully we will security that. i want to ask you about news that broke not long before the show came on. united states district court middle direct of florida, tampa division, essentially striking down president biden's mask mandate. the court concludes that the mask mandate exceeds the cdc's statutory authorities and violates the procedures required for agency rule making under the ata. it's not the first time president biden's administration has lost one like this in court. you think we'll get some sanity when it comes to the masks? >> i sure hope so. a federal judge made that injunction nationwide. so it's going to accomplish the same thing that a vote i cost about 53 or 54 senators cost that said mask mandates should go away anyway. that vote was in march. of course, pelosi is not going to take that up. but we have been saved once again by the checks and balances of government. that is a judge stepping in to say the president exceeded his authority. >> senator, here we are heading to the mid-terms. we were promised during the campaign trail a different sort of presidency. somehow we unite the nation. maybe i'm a summer. i always want to believe that that is going to happen. maybe i have too much faith in politicians. never seems to happen. it seems to be getting precipitously worse. why is that? >> are you just talking about the partisanship or are you talking about promises that biden made and didn't keep? >> i'm talking about the promises that the president made and what is happening in the nation at large. wore a fractured nation, severely fractured nation. it happens on every subject, every topic. it's rare that we come together on anything anymore. >> would you as a journalist believe me when i say that controversy makes news? i agree with you. there's too much partisanship but there's not as much as people think because journalists always want to talk about the fighting that goes on in washington just like republicans -- >> i'm sorry, senator. let me cut in. we're going to the white house briefing. we want to hear about the mask mandate. >> right now the department of homeland security will be i'm lements and the cdc are reviewing the decision and the department of justice would make a determination about litigation. >> russia is expected to attend meets of the world imf on bankruptcy is. that appropriate? how should international organizations treat russia? >> the president has made clear that he doesn't believe we should be operating as business as usual and he made clear about his concerns about their participation in the g-20. i'd know that our representative there, the secretary of treasury has made clear that she's not planning to attend events or meetings that the russians are participating in. in terms of other participation beyond that, i don't have any further comment. >> and how long do you think it will take for the new leases and how will it have an impact on gas prices? >> let me first say that today's action as you know for everybody was the result of a court injunction that we continued to appeal. it's not in line with the president's policy, which is to ban additional leasing. because one, we need to move towards a more clean energy economy, which he strongly believes in and because there's 9,000 permits unused on lands that could be tapped in to by oil companies. we don't field they're needed. in terms of how long it will take to get up drilling because of the court action, i don't have any assessment on that from here. i will just note that we're going to continue to fight this court injunction that is forcing our hand and allowing this to proceed even we had taken actions to reduce that 80% of the areas to lease. >> the president has comments to/greenhouse gas emissions by 2030. now you're having to expand production of fossil fuels. congress has yet to act. is the president's ambitious climate change goal and agenda still attainable or are these new leases going to undercut that? >> again, these leases are not in line with the policy or the president's view. >> what is your policy or not and this is the situation you're in? >> it is. we're going to continue -- we're going to continue to fight this legal action. i would say that the president remains committed addressing the climate crisis as one of the four pillars that he ran in as president and will continue the fight for. one of the reasons this was troubling to him is he's so committed to that objective as president and we continue to proposed a dressing the climate crisis as congress. a lot of ways to get there. we will continue to work with congress and he'ses will not he's dated to take actions himself through he's own authorities to take actions to help our climate. >> are you still confident that goal is achievable? >> we are continuing to pursue it and will continue to do everything we can to reach it. >> the house minority leader, kevin mccarthy said that president putin probably would have backed off from attacking ukraine if president biden shifted weapons sooner. does the president feel he should have acted sooner? >> first, we sent a record amount of security assistance to ukraine during president biden's first year in office, more than any other president in history. we sent 3.2 billion total, 2.6 billion since this conflict started. that's in direct contrast with our predecessor that withheld aid from ukraine. it was said that people believed there was corruption in the zelensky administration. i don't know if that is a question for us as much as him what has changed in that period. >> secondly, there more sanctions on russian oligarchs? >> we are continuing to review additional sanctions. it's been an ongoing process. right now you will see us continue to expand our sanction targets and continue that take steps to further tighten our sanctions to prevent evasion and put in place additional sanctions. i also wanted to note a couple of comments for any one question. probably isn't anyone in this room whether these sanctions are having an impact. one is by the chair of the central bank that said these sanctions will begin to increasingly effect the real sectors on the economy and every product. she said that sanctions are being tightened almost every day. these are really having the squeeze that the president, the secretary state and the secretary of treasury and others have conveyed. we're continuing to review and i suspect we'll have more in this coming days. >> and more on the mask mandate. what does that mean for travelers today? >> it just happened this of course. so the department of homeland security oversees the implementation of this and they're reviewing it as we speak. >> so it's still in place? >> they're doing it as we speak. it came out this afternoon. if there's any updates, we'll provide them. >> president zelensky told the u.s. that he wants the president to visit ukraine. you said there's no plans for the president is go. is that still the case? >> that has not changed. our focus is on providing ukraine the ukrainian government and ukrainian leaders a historic amount of security assistance that's been adapted based on their needs and their successes on the grund and obviously that can be attributed by the courage and bravery by ukraine leaders and secondly because of the military assistance that we provided. i would note that if anyone were to go -- there's no plans for the president is go. we would not outline from here or anywhere from the government who if and when for security reasons. so we won't have any details to preview. >> is the president considering granting president zelensky's request to make russia a state sponsor of terrorism? >> that is a process -- it's an authority that exists in the government as the state department. and in order for any country to be designated a state sponsor of terror and there's only three, north korea, sudan and iran at this point in time, the secretary of state would need to determine the government of that country as repeatedly providing support for acts of international terrorism and other nations are made after careful review. so while we have those authorities, i don't have any update on that or prediction of that. that assessment would be made by the state department. what i would note, which is important, for the countries that have been designated state sponsors of terrorism and i named a couple for you, that forming categories that result from designations under these authorities include restrictions on u.s. foreign restrictions, certain controls over duel use items and restrictions. what we've done to date is impose significant financial sanctions, experts controls and curtailed restrictions on financial assistance. when you think about the impacts and these are already a lot of steps that we've taken but i have nothing to predict on that front. that is a process that would have to be reviewed. >> last question. russian warned the united states to stop arming ukraine or risk consequences. what is it the u.s. believes the consequences would be? >> we're not going to comment -- i'm not going to speculate on empty stress or threats by president putin or russian leadership. what we've done here is done what the president said we would do from the beginning, which is to -- if they invaded, we would provide economic assistance and support to the ukraine people. we'll continue to do that. >> i want to belabor this because we've heard from the airlines, airport passengers and there may be people sitting in an airport bar right now wondering. if they're bordering a flight tonight is the mask mandate in place? >> i don't have any updates. just came out through the courts this afternoon. and as soon as there's an update, we will provide that. >> does the white house anticipate an announcement by homeland security tonight? >> they are assessing it right now. as soon as they have an assessment and update on additional steps, they'll make that available. >> does the doj -- are passengers -- >> i once why you're asking and no one here is trying to provoke uncertainty. we think the mask mandate should be in place and it's safe for individuals flying to wear a mask. we would say to anyone sitting out there, we recommend you wear masks on airplanes. as soon as we can provide an update, we'll provide it to you. >> two more cdc related things. the judge said that she accepts the cdc's argument that markets limit covid spread. but that alone is not sufficient to overcome what she concluded the rule that exceeds the agency's authority. the administration believes otherwise. >> otherwise we wouldn't have put it in place to begin with. >> that is the crux of an appeal or -- >> i would leave that to department of justice. what we announced last week was just a two-week extension in order to have time to assess what we've all seen as rise in cases and make an assessment and recommendation with that in mind. of course it's disappointing. >> another issue that the cdc is in the middle of and troubling democrats, the i pending end of title 42. gary peters, the chairman of the homeland security committee, another democratic senator today suggesting that he has doubts about ending title 42. secretary mayorkas is scheduled to be there for hearings last this month or next month. what more though is the administration sharing with these democrats and republicans but notably a handful of democrats that say they don't see a firm plan, they want more details and the administration is rushing into this with no sense of what repercussions could be. >> i think it's important to remember this is not an immigration authority. for anyone who has concerns about it, nor is it an immigration plan. they never said it was. it's a health authority that congress gives the cdc authority to make a determination about, whether it needs to stay in place or not. there's no question that we have a broken immigration system. there's more we need to do. we've been saying that from the first day the president took office. any one that wants to work on that, democrats, republicans, how we can have an asylum system that works, we would love that. they're holding hostage funding for covid. we're going to run out of funding -- we're running out of funding for key programs. let's move forward with the covid funding. we're happy to agree the system is broken. let's work together on addressing that. >> there's some amendments that would -- >> that's the root issue here, isn't it? anyone raising concerns? they're tying it to the covid funding. >> republicans are. a handful of democrats that are -- >> i understand that. we're happy to work with anyone on immigration reform and any concerns they have. >> and the answer is if you have concerns, you -- >> well -- >> here's what happened may 25 -- >> the presidentsigned the bill the first day in office. let's work together on it and we're happy to do that. he has different ideas. want to talk about how to move it forward. let's do it. the same time what is happening is the covid funding. people uninsured are not going to get access to treatment to vaccines. we're not going to be able to get the fourth booster shot to everybody. we're not going to be able to get the treatments for immunocompromised. that's where we're at. that's why it's important to move that funding forward. >> thank you, jen. you said about this mask ruling out of a federal court in florida that it is a disappointing decision and you say you continue to recommend that people wear masks. why is it that we can sit here in the white house briefing room with no masks but people can't sit in an airplane cabin with no masks? >> peter, i'm not a doctor, you're not a doctor. that i'm aware of. if you are, i'm not aware of it. not a doctor. just making sure. i don't know. nor does he play one on tv. there you go. most days. but these determinations -- remember, the mask-in guidance is green, yellow and red. we're in a green zone in washington d.c. they don't recommend it. some people can still wear masks if they want to. or wear them in meetings or certain times where you're around sitting close to people. maybe you have an immune pro comprised parent or friend. the cdc looks at transmit ability as we've seen cases on airplanes. >> would the president support, if a flight is leaving from an airport in the green zone, that they don't have to wear masks? >> there's been a long distance from the beginning about people on an airplane and federal transportation vehicles and situations than where they are in vocations like here in washington d.c., a green zone. what we've asked for is important to remember two weeks extension or not asked for, we announced was a two-week extension to look at the data and make recommendations based on the data about whether to be continued or not. >> on a different topic, we have new reporting that 23 people apprehended at the southern border in 2021 are on a terror watch list. why do you guys think that somebody on a terror watch list would want to get into the united states undetected? >> i can't make an assessment of that. your data here, the border patrol was doing their job. they apprehended people at the border. >> 2,000 illegal immigrants a day got away last month. are you saying that you can say with certainty none of them are on a terror watch list? >> this is what we're talking about. no. suspectn't terrorists are common. a few dozen at moves. they represent less than the .01% of total encounters in recent years. these individuals, the 23 people, the border patrol stopped them, preventing them from getting in. they're protecting our homeland and keeping us safe. >> so the president is not worried about holes in the southern board being exploited by people come thering to kill americans? >> we credit the border patrol for doing their job and stopping these people and preventing them from getting in the country. >> one additional questions about something that happened at the border. we've been told that the mounted border patrol patrol office's accused of whipping migrants have been notified that they will not face criminal charges. when is the president going to apologize to them? >> there's a process and an investigation that has gone to the department of homeland security. i don't have an update. >> the president said they were whipping people and which is a criminal offense. >> and there was an investigation and i'll let them announce it. >> you accused these officers of brutal measures. now they're not charged, will you apologize? >> there was an investigation into their behavior. that investigation is playing out. when it will be announced, we will announce that and we'll have a comment after that. go ahead. >> as the debate is going on and next -- >> we're going to wrap here the white house briefing. we just heard jen psaki covering a lot of questions about this mask mandate and a lot of confusion about the traveling today and also finishing on what is happening at the border. i want to bring in ron patello. let's start with the last question that was presented on the mounted officers that were accused of whipping the migrants that were attempting to come in to the country. the photographs didn't look great. everybody there said it was a misjudge. the president had hash words. it appears they've been vindicated from an investigation point of view. nobody at the white house has admitted as much. your thoughts? >> yeah, it is incredible how bad these people are at their jobs. the president went to law school. the vice president went to law school. the secretary of homeland security went to law school. they no well the due process of all american citizens including men and women in border patrol uniforms but neglected their duty to the law. they neglected they duty to the constitution. to go on the side of wokeness and blame agents put in an impossible situation to help control and out of control boredner del rio when thousands and thousands of people are crossing the boarder at the same time. we saw the recorder that took that image said that nobody was struck physically. here we are. they're still neglecting to praise the border patrol for the job that they did and they don't want to exonerate them. they said that they were going to bring charges, pay for what they did. now the u.s. attorney's office apparently haas passed on criminal charges. there may be a administrative case on going. they need to apologize to the men and women in uniform and apologize to the american people for disregarding their processes. >> it's tough. it would be a heart breaking image to believe as an american and to think that the president of the united states would jump to the wrong conclusion and say it publicly to the degree that he did was heart breaking. i want to ask you about title 42. more and more democrats are concerned about this issue. jen psaki had difficulty answering this, giving us a straight answer on this. what are you hearing? >> it's ridiculous. they gave everybody a six-week head start on the recision of title 42, which is the only tool, the smallest towel in the tool shed as it relateds to policy that allows the border patrol to get people back to mexico. 1.7 million people got expelled during the pandemic. that was a public health measure. it existed since the 70s. it was employed here to protect us from the pandemic. and yet they -- all of the smugglers had a six-week head start saying they're not going to do it anymore. any chance that they get to makes a statement as it relates to policy on the southwest border or immigration enforcement, they step back. it is no different. here, they gave the people coming in the pipeline a head start. >> we're also seeing a resumption of migrants being taken to different places. some on charter planes, some on buses. i don't understand how we control this situation. now many have been given a phone or some sort of cell phone, smart phone and i guess the understanding is that they will be contacted on a phone and come back and show up for a court date ifrment. >> it's ridiculous. charles, i was in the border patrol for 33 years. i have never seen this kind of chaos at the border in my entire career. it's never been this busy as it is right now. thousands of agents that instead of patrolling the boarder are doing the care and comfort mission. the system is overwhelmed and this administration has failed to do their duty to protect us. the more chaos that we have at the border, the more threat that we're under. >> if they say okay, we're ditching title 42, the record books are being shattered right now, absolutely shattered. we have to believe that the men and women involved in trying to protect our borders are exhausted. the numbers i'm hearing now i thought were unimaginable a year or two ago. >> how high could it go? >> it's bad. we're between six and 8,000 every 24 hours now. the projections after title 42, the authority is rescinded. they're going somewhere over 10, maybe 18,000 a day. the system is overwhelmed. the work force is almost overwhelmed. they're distracted by taking care of these people instead of patrolling the border. what does that mean? that means the cartels are making money hand over fist and smuggling people and bringing in poison across the border. they control the flow. the border patrol is working with both hands tied behind their back. >> thanks, ron. i always appreciate the conversation. you know as well as anyone else what we're facing. texas facing fierce criticism as they continue bussing migrants to d.c. this as the federal government is continuing their own mass release of migrants in to texas. bill melugin has captured video earlier today. bill? >> charles, good afternoon to you. a few moments ago, peter doocy talked about the cdc records that fox news has obtained via a freedom of information act. 23 known suspected terrorists were caught here last year. take a look at this graphic. these are hits on the tsvb. the terrorist screening database. this is a sector by sector database where they came across. again, totalling up to 23 in total. keep in mind those are only the ones that that know about. we heard about the runners here at the border. peter is right. there's been more than 300,000 known got-aways at the border. more than 62,000 in the month of march alone. for that reason, tom holman said secretary mayorkas has to get serious habit this when it comes to the border issue. take a listen. >> 23 people have arrested off of the ice screening data. he knows that. he's the secretary of homeland security. at what point does this man have enough integrity to tell the white house, i can not keep this border open no matter what because you created a national security issue of the highest proportion? if you had any integrity at all, you would tell the white house, no, we need to secure the border. >> and what you're looking at right now is video of more mass releases of migrants here in eagle pass today. we shot this video earlier in the morning, bus load after bus load. we learned that 500 illegal immigrants were released just today alone. almost all of them single adults. this happens every day out here in del rio sector as well as in brownsville, in the rio grant valley sector. charles, back out here live, this is one of the reasons why texas governor greg abbott has started shifting the buses to washington d.c. he says the local communities out here, small communities, are sick of these mass releases. they can't handle many more. so he says that's why texas is offering to ship them to the door step of the biden administration at the u.s. capitol. now back to you. >> meanwhile ukrainian president zelensky says russian forces have begun the battle of donbas. we'll speak with general petraeus in just a moment. first, to jeff paul in lviv with the latest. jeff? . >> yeah, they're calling it the second phase of this war. as folks in the east part of the country prepare for intensified fighting, in the west, many people waking up to the sounds of air raid sirens after learning that russian forces hit this city. officials say so far they know multiple missiles hit within this city just outside the city center killing seven people. these would make them the first wartime deaths in the city since the invasion started. shortly after the strikes, thick black smoke could be seen from billowing from the city. military spokesman in lviv said three warehouses were hit. emphasizing the buildings were not being used by the military. the fourth strike hit this auto repair shop. we spoke one-on-one the the mayor after the attack today. he made it clear this is an all-civilian cities. sadly the strike underscores a new reality. >> we must be ready to new russian attacks and together we must protect our country. it is very special moment in our life. we help only one country. i believe in other victory. only victory. >> the mayor here in lviv saying this highlights that nowhere in this country is 100% safe and any time in anyplace, something could happen at the hands of russian forces. charles? >> thanks, jeff. now there is a rush to get ukraine the weapons that they need before russia's new ground offensive in the east. john kirby says the shipments start to arrive. rich edson has the very latest from the pentagon. rich? >> good afternoon, charles. the first four of those flights according to a senior u.s. defense official arrived yesterday. flight number 5 is expected to arrive within the next 24 hours. this is the latest 800 million of weaponry that the u.s. is sending to the ukrainian military. officials here say russian is moving forces in the south and the east for an offensive there and the russians are still facing challenges. >> these appear to be connick difficulties that the russian military has nor command and control, operational maneuver, air to ground, all problems that they still suffer from. >> now, last week the u.s.a. nounsed the additional $800 million in additional security assistance includes sharing more intelligence. ukrainian president zelensky has been imploring the west to offer more sophisticated weapons. the biden administration says this latest round will include more advanced equipment like armored personnel carriers but no fighter jets. the senior u.s. officials say troops will be trained in the eastern nato countries on how to use the how -- howitzers that they're sending. back to you. >> neil: so will ukraine have the weapons they need? >> well, really just comes down to preparing, charles. good to be with you. this could be a pivotal moment in the war in ukraine. the russians gave up on the effort to seize kyiv, topple the government and replace president zelensky. they lost the battles of kyiv, and north, and the ukrainians have won. the russians have had a some gains. they will reinforce that in the east and the southeast and around the port of mariupol when those dependers resolute, when that ultimately falls. and the reshaping would include preparatory fires, a variety of positioning of logistical assets, medical evacuations, resupply, ammunition caches, refuelling assets and so forth. they're doing quite a bit of that, but they have struggled as admiral kirby noted. i know it well. they have struggled with the logistical aspects of this as he rightfully noted that struggled with so much else, including air ground, combined arms effects where you use tanks, infantry, engineers, mortars all together pretexted by air defense. surprisingly so given the month that they spent on training before invading country. >> i was surprised to hear about russia's capabilities that although they suffered losses and we have noted them and everybody is shocked at the magnitude of them, that they have quite a bit left, a lot of combat power. in fact, the vast majority. sounds ominously. the way they carried out the plan has been a series of blunders but they're still capable of significant damage. >> well, we think that is the case. we will have to see. the one challenge of the east that was not present in the north is that the terrain is more open. i've been to that part of ukraine precovid when i visited the front lines in the donbas. it's much more advantageous terrain that we presume the russians will want to conduct. armor infantry, fighting vehicles and so forth. the question is whether or not they will go off road on to the fields or whether they will still be muddy as they reportedly are right now. in that case, even the track vehicles will get mired in those fields. that would be helpful for ukraine, which has to stop these forces in order to then hit them with the sophisticated missiles, take out their aircraft with the stingers and other systems. i'm very frankly enthuse as -- enthusiastic and the swift blade drones. these are loiters munitions launched out of a tube. they're -- you pick a target, circles above. it's electric. you can't hear it. it just takes out that target. it's silent and deadly. we're sending the anti-personnel versions. let's highlight something for you. the challenge is that we do not have the ammunition that they need. it's eastern block ammunition. they're howitzer ammunitions. we're providing the howitzers and the tens of thousands of rounds to go with it because their artillery won't go into it. same with tanks and fighting vehicles. anything that we provide that would require a lot of spare parts, a lot of different ammunition and so forth will be challenging for them. that's been an issue. same with planes. we can't give them f-16s and we don't have mig 29s. they're working hard to get the eastern european countries that have this equipment, have this am you mission, have the planes to transfer them to the ukrainians which they can use right away. they're very similar. the western european and u.s. arsenals just don't have those items in them. >> general, 40,000 rounds for the 155 howitzers. you're saying the mig-29s are still in play? >> i don't know. i'm not part of that discussion. i wish they could have just been quietly handed to the ukraine pilots at some air field in eastern poland and nobody would make a big deal about it. unfortunately they did. they wanted to launder it through the u.s. and get a guarantee that we would provide f-16. the ones coming off the assembly line are committed to another nation in the indo76, which is a priority. >> so ukraine officials said this is the active phase of the offensive. a lot of experts thought this would be a one week, maybe several-day invasion, quick victory. this is a lot of folks in the west. do we have a potential timeline right now, a new timeline? >> i don't think so. the timeline is in moscow. it's putin's watch or clock. he's watching his economy, his financial system, his business community and his inner circle be damaged very severely. the question is how long is he going to allow this to go on. he's watching his 300,000 of his most talented russian citizens have left the country rather than stay in a country that is now the personification of the evil empire and he's a global pariah. that is a challenge. it's a contest of wills between him and certainly president zelensky and ukraine whose forces have far excited what the russians thought they would do. you said that they thought this would be a few days or week. that is what russia thought it would be. this is a rude a wakening for them about the limitations of their forces and the extraordinary capabilities demonstrated by the ukrainians. >> thanks, general. appreciate it. >> thank you, charles. >> between unleashing more spending and migrant crossings, why is the white house ignoring what has americans working?
