to the east. kevin mccarthy asked about ukraine, inflation, midterms and republican chances to win back the house. it is a fox news sunday exclusive. plus, as covid cases spike in happy u.s. states, the white house extends masked mandates for air travel in the texas governor said busloads of migrants to washington's doorstep amid a backlash to end covid restrictions at the border. we will talk with the coordinator about changing covid rules as well as vaccines for kids, boosters and how to plan for travel. then, a dnc vote this week but i was first in the nation status and doubt ahead of 2024. we will ask our sunday panel what is driving the push to change how democrats pick their presidential nominee. and we will discuss the growing debate over power and free speech on twitter. >> i think it's very important to be an inclusive arena for free speech. >> all right now on on fox news sunday. ♪♪ hello again and happy easter from fox news in washington. another week for white house try to bring its policy perspectives to the forefront. the war in ukraine complicates headlines. assistance as russia presses and prepares for more clashes in the east. a rise in covid cases on return of restrictions as summer arrives. bruising midterm battles. in a moment we will speak with kevin mccarthy. we begin with key coverage this morning in ukraine where we could see fighting intense this week. first at the white house. lucas. >> sending more weapons to ukraine. also needing reinforcement. >> we need to address these high prices urgent lay. be that president biden traveling to north carolina and iowa. the president's approval rating syncing to an all-time low of 33%. as he struggles to deliver on key agenda items like lowering the cost of college, child care and prescription drugs. >> we know from the top of our government through the ranks we all recognize that we have the capacity to do much better. >> gas prices soaring across the country, the white house announced it would reverse course and a allowed new oil and gas leases on the land. days after taking office, halting new drilling leases. department of homeland security said in a court filing friday encounters with migrants on the southern border now the highest in 20 years. next month the trump era public health measure that barred migrants from entering the lasts will be repealed. last week texas governor made good on his promise to send migrants to the nation's capital on chartered buses. >> they have no idea about the chaos they have caused with the open border policy. >> the surge this summer comes before the midterm elections. >> thank you very much. let's turn to matt finn in ukraine. matt. >> happy easter. we are in the western side of the country. just for russia missiles intercepted here yesterday. this morning we are in front of this greek catholic church taking in refugees from all around the country. there is a growing sense of dread. russia has indicated it will increase the number of missile attacks in and around jessica formoso and russia troops have pulled out. they are likely regrouping, expecting to renew attacks on ukraine within eat even greater force than what we seen so far. russian forces are expected to mount the surge in the east to take control of the region. >> they are regrouping and enemies will be attacking the territories of the regions from several directions in order to occupy the entire region. they are aiming at territories currently controlled by ukrainian forces. >> this week ukraine dealt a major blow to russia. two missiles. ukrainian president is also warning once again at the world must be worried about russia's nuclear threat. moscow has also formally warned the united states that we need to stop sending weapon systems here or there will be "unpredictable consequences. one young woman, a refugee told us that her grandparents were murdered. she escaped that town and she was unable to recover her grandfather's body because the apartment building was so badly damaged. during the services right now we can hear explosions in the distance. ukrainian troops practicing. a stunning reminder during these peaceful services that this country is that war. mike: reporting from ukraine. thank you and please be safe. joining now is kevin mccarthy. leader mccarthy, welcome back to fox news sunday. >> thank you and happy easter. >> happy easter. meeting refugees at the polish ukrainian border. what do you take away from your time there? >> i just came back from a bipartisan trip. not only did we sit there go to the border, it is extraordinary but these countries are doing. these countries are doing all this humanitarian aid taking millions of ukrainians into their homes while at the same time they have increased their spending about 2% of gdp to protect the military and what's going on. i would go and actually see our own troops there. the 82nd airborne that is responsible for bringing the supply and. the day before they shot at that russian ship. it is remarkable what is being done. what i took away from all of it is the fortitude of the ukrainian people and the devastation of what is happening that russia is doing. the targeting of children, of women. this is going to get stronger and rougher. what really needs to happen is ukraine is not asking for american and women to fight, all they are asking for is the weapons to defend themselves. instead of waiting until after russia invaded they probably never would have invaded if we had done that sooner. >> the u.s. should keep sending weapons. the president announced $800 million more in military assistance. the united states has sent $2.6 billion in security assistance including shipment after shipment of weapons. what more should the commander-in-chief be doing? >> well i had this discussion with president biden long before. when he went the rented sanctions after putin entered. putin only looks at could he be deterred from entering ukraine. have we moved the weapons to ukraine earlier that they could defend themselves and save thousands of lives and probably the decision of putin not to enter. after putin entered president biden told us the sanctions take a long time to work. and then the president denied ukraine and denied poland from providing to protect themselves on a flyover. all of that is a wrong action going forward. we need to learn from here. provide weapons to ukraine. look to the future what china is doing. taiwan has been waiting for more than a year for weapons they have already purchased to defend themselves. let democracies defend themselves. this is a lesson we should learn today. >> 63 house republicans voted against a symbolic revolution of unequivocal support for nato. are your colleagues wrong on this one? >> no. there is a strong support for nato moving forward. always has been. the prophets defending themselves. the one thing we need to make sure these nato countries spend the money, more than 2%. in romania spending two and a half percent. there as i desired there because they see on the forefront what is happening. we have not seen any atrocities like this before since world war ii. there is no thought that putin will stop here. he has consolidated his troops. he has broadened one of the most ruthless generals with one of the worst reputations to start entering. to try to take over the black sea to control ukraine. the inability to supply food to the world as well. this affects everybody. we should stand up for ukraine and provide them weapons to defend themselves so putin cannot continue to do these atrocities. mike: let's look ahead to midterms. a quinnipiac poll has president biden at 33% approval. only 76% of democrats approved and only 26 of independence. you have expressed confidence headed into midterms. take a listen. >> we will win the majority and there will not be a five seat majority. >> mitch mcconnell sees a little more cautious. >> it is actually possible. we have had some experience of that in the past. >> any chance republicans are a little overconfident year? >> we are not overconfident. why is a presidential approval number so low? that irresponsible spending that has left to higher prices and inflation. the irresponsible actions of this president along the border that has led to an immigration. the irresponsible policy that has led to dangerous things. that has to stop. there has to be more than just criticizing them. what americans want, need and deserve is a clear, common sense alternative. that is what is happening with the house republicans. we will provide a commitment to america. one that could stop this runaway spending that causes inflation. we are able to become energy independent. not dependent on russia or any other country for our energy and lower the price of fuel. we will make our streets and schools safe again. we will secure our border to stop this immigration crisis. stop the fentanyl that is coming into america. we just found that it is the number one cause of death for americans between the ages of 18 and 45. not because americans are taking more drugs, they are actually taking less. it is more dangerous what is coming across the border. that is the difference of why the president's approval ratings are so low and why they will make a new course and the republicans will take the majority. >> it cannot be a big red wave because of the way districts are drawn. the gerrymandering. do you buy that? >> there are fewer competitive districts. there are fewer seats for republicans to win. there were democrats, only 13. if you look at virginia, for governor to win there and to turn the house, he had to win a democrat seat. that is why we need people to join with us. you want a new direction, you want to hold this administration accountable, i believe join with us and we can hold this administration accountable and make the next century the american century. >> you have said house republicans will put out proposal this fall on key agenda items fighting inflation. securing the southern border. if we take the house back, you still have a democrat in the white house. how will you get to actual consensus and get bills signed? >> we will pass them out of the house. i believe going through this current administration we support policies. remember what happened after 1994. we balance the budget, we reformed welfare, we did that after the american public spoke very clearly that they wanted a new agenda and a new transformation. the other thing that comes as you are able to hold this administration accountable. able to stand up to an attorney general that goes after parents are causing terrorist if they want to go to a school board meeting. you are able to actually find, why did we have 13 new gold star families peeling americans out of afghanistan. we can look at the irs releasing taxpayers filings. why is that going forward? numerous places to hold this administration accountable. we will finally get to the bottom of the origins of covid. why did it kill so many people across this world. where did it start to make sure it never happens again. >> some suggest if we get divided government that that is an opportunity to actually get things done. do you think there is any opportunity out there to tackle a major issue like, say, the nation's debt. >> not only can we, we should and we will. this is one of the biggest problems. even look at democrats. steve ratner who was a counselor to the treasury department under obama, $1.9 trillion american bill that the democrats passed will probably go down as one of the most extraordinary mistakes in policy. we need to have sound fiscal policy. stop the irresponsible spending. make america a stronger path. it's not just to balance the budget, you have to pay off the debt. the only way we will be able to do that is with fiscal responsibility with republicans in the majority. >> republicans will not try to impeach biden for political purposes. only if he impeach as a law. congressman bob says "how can we not impeach this president for his purposeful violation of his article four section four constitutional responsibility to protect the states from invasion what are you telling them about their resolution? >> it is very clear. we are not playing political games about some phone call where somebody thought was made up of russia collusion. we are looking at real policies about what is harming america. today you have an administration that tells every american that it's like they have to wear a mask. now he looks at the border and raises title 42. what that means is if a border agent find somebody coming across the border illegally, they send them back to their country. he wants to lift that in the time that we have covid as well. that is irresponsible in his policies moving forward. we will always go to the rule of law and wherever it rises we will hold him accountable to that. we have tried to make sure he does not live title 42. we have a discharge petition that only needs a handful of democrats to sign and it can pass the floor. this is what we need to make sure to protect not just our border from illegal immigration crossing in this crisis, but this is where the fentanyl is coming from china and others. we are catching people on the terrorist watchlist from yemen yemen and other countries coming into our nation. we want to make sure that we are safe. if americans do not feel safe, nothing else matters. the question for the next election will be, can we afford it? can we afford these democratic policies? when it comes to inflation, when it comes to crime, when it comes to gasoline, when it comes to foreign policy. in a short time they have had one party control, we've had inflation higher than 40 years. gasoline prices higher than we have ever had before. they disrespect around the world based on this president's actions and lack thereof on foreign policy. we have children on streets and neighborhoods that feel unsafe. that has got to stop. the only way that we can do that is going by the polls, firing pelosi and sending a very clear message. >> moderates deciding not to run for reelection. i want to read a quote. "we cannot have this mindset a burn the house down. we've got to be a governing party when we are in the majority. what is the mindset if republicans take over? ." >> if you look at he was retiring, it is the highest number since 1992. there is a reason why. they are not even agreeing with their own policies. what we find in the republicans, a very clear common sense alternative. secure the border, make us energy independent, give us sound fiscal policy to stop runaway inflation, to have our parents have a say in our kids education. i think that is common sense, that is united, i believe america is united when you look at the polls from independent democrats and republicans alike. they want a new direction. >> if republicans take back the house, will you be house speaker >> that is an opportunity. the first and foremost responsibility is to take that house back. we will be prepared to govern. >> you waited recently. the wall street journal reports you want to move quickly and lay out a clear agenda in order to tamp down divisions. you also said "it is republican nature they want to take down their leaders, it's just what they do." do you see any legitimate challenges to your leadership status? >> he is definitely trying to play kingmaker. one of the other situations you have here is just kind of this question of an competitive situation such as ohio where you have a variety of candidates, someone who has been in the past very critical of donald trump which he made reference to in the endorsement is, has an association with risk that you do not normally see a former president weighed into in these ways. at the end of the day, you have a number of these candidates lose, what does that tell us about donald trump's strength within the coalition of the right going forward. particularly in a situation in cycle where you have a lot of people end up winning and really change up the conference in ways that may not make it a more mitch mcconnell -esque party, it may be more trump party just by the people running this time. mike: you have income bit democratic senator showing some vulnerability this week. governor since a lack also facing some challenges. how are they planning on gaining momentum? >> i think what we are seeing across the country as is shaping up to be another close election he had we may see a wave but it will be on the back of a lot of super close elections. i think that that is a reflection of how polarized we are. on this point that we have been discussing with how the republican primaries will play out, one thing i think we have learned is that donald trump's popularity or unpopularity is not transferable down ballot unless republicans make it so. unless republicans are talking about him. democrats just talking about donald trump heading into the fall, that will not be a good thing for them. if republicans are talking about donald trump, if donald trump is coming into the states, going into nevada, going into ohio and getting bear hugs from the senate candidates there, that is what mitch mcconnell is worried about. that is what he is referencing fair. that keeps the senate very much in play for democrats. >> the current elected officials on capitol hill are back home in their district this week for the easter recess. what are they hearing from constituents? >> the biggest thing on the minds of pretty much everyone in the country, inflation in prices americans are concerned about gas prices, concerned about grocery prices, we really see this in all of the interviews that we are doing a polling we are doing and people we are talking to. this is something people are feeling every single day. they feel it at the pump, the grocery store when they are buying milk. you heard that in your previous interview. this is something that everyone is talking about trying to do something about. that remains the defying issue right now. price increases. >> dnc made a big move this week with huge implications for how democrats select their presidential nominee. iowa since 96. they are proud to be first. why did democrats vote to change the order. >> the full disclosure, i am on the dnc rules committee. opening the process up. the dnc rules and bylaws committee with a resolution, with the plan they pass this week sent a message that they wanted the states in the early window to reflect the diversity of the democratic party. they wanted them to be as inclusive as possible. they wanted them to demonstrate a level of confidence on how they run elections and they want as many general election battleground state voters to be part of that process. states have not been selected yet. the message was sent that the status quo will not necessarily carryover inlets let new states make their case. in a couple of months there's a chance you may see a different looking calendar on the democratic side. >> i love that first in the nation status. do you worry about backlash? >> a lot of states out there that can give what iowa gives that can give rural voters. there will still be geographic diversity. there will still be demographic diversity. at a lot of different things. maybe we can get the primary state in their. may be a different state that has rural and urban voters together in their. it is not predetermined. the notion that iowa is the only one that can offer this, this is my personal opinion, a little miscounted. >> president biden visited iowa in north carolina. a message to challengers. >> iowa is such an important state. a state that president campaigned in. propelled his campaign in 2008. i think it speaks to the need for this white house to win over at least some rural voters. this is a big problem for the democratic party. they have lost so many of these voters. competitive numbers for democrats. they have not been competitive in recent elections. that's a challenge not just for president biden but the democratic party going forward. >> voting to keep iowa first. what about that? >> that's a really good question. if you look across the country infection numbers are low. hospitalization numbers at the lowest level since the pandemic. causing an increase in cases. we will want to watch at very closely. see if it transits to disease. >> a bit of a lightning round. first philadelphia brought back its indoor mass mandate. do you expect more cities to do the same? >> i've always said for two years that these are decisions that should be made at the local level. the cdc has guidance for what local communities should do. some may choose to go down this road and others won't. i think that that is exactly where these decision should be made. >> just extended the federal mass mandate another 15 days saying they want more time to gauge the current rise in cases. fifteen days worth of data, will that make that big of a difference? >> counting on their assessment of this and they say it will. fifteen more days will give us a much better sense of whether these cases are leading to severe disease, hospitalizations and death. a pretty reasonable amount of time to collect more data and make a better decision. >> the cdc is ending some covid restrictions at our southern border. the white house extended the public health emergency for another 90 days. democrat senator of arizona says the extension proves we still need the border restrictions. is the white house having this both ways? >> the bottom line is the cdc, scientists look at the data, if you look across the country, still lead a relatively low number. the title 42 is not necessary at the border. that goes into effect in late may. it gives us time to assess things and that is a public health decision made by the cdc. i think that they are following the evidence as they see it. mike: what is your sense of the timeline for vaccines for children under age five. >> that is a great question. i have a lot of friends who have kids under five who are anxious to know. we know that moderna is in the middle of filing its data with the fda. my hope is that we will see some data from pfizer as well. as soon i see fda can get to the data, put together some sort of an assessment, we will see this. my hope is that will be in the next couple of months. it is hard to gauge exactly when this will become available. >> is the science they are for the helping small children? >> the science on vaccine in kids is actually quite strong. we know it prevent severe disease. it prevent longer-term complications of the virus. that is true for kids five and above. whether five and under, that is what we have to assess right now. that is what we are waiting for. we always want to be guided by evidence on this stuff. mike: how urgent is a need for the people over the age of 50 to get that second booster shot? >> that is a great question. that data is pretty compelling for people over 60. people got that second booster shot four months after their second, we saw a substantial reduction in not just infections, but death. fifty-59 should be getting it. talk to your doctor. it is much more of a close call. for people over 60, people should be getting that extra booster. >> troubling images in china. people see increasingly frustrated by lockdowns. take a look at this. >> does the sign support this kind of lockdown, doctor? >> no. not the strategy we have taken in the united states. a zero covid strategy is one that is likely to work. i think that it is very difficult with a highly contagious variant to be able to curtail this through lockdowns alone. and that is why our strategy which we have advocated, people should get vaccinated and boosted, make sure treatments are available, that is a much more effective long-term durable strategy for living with this virus. mike: do you understand covid fatigue in this country? i thought this was going to be a few months, wearing my mass, i got the vaccine and here we are going into year three of this. >> i totally understand covid fatigue. i think that we all have it. certainly if you are vaccinated and boosted it will make an enormous difference going forward and that is essential for people to deal. at the end of the day we will have to continue watching what the virus does, responding to it. i will remind all of us we are in so much better shape than we were just even a year ago let alone two years ago. i totally feel it and appreciate it, we are making substantial progress. we just have to keep going. >> in hindsight should some of the government experts not spoken with such certainty rather just been honest and say this is a new disease, we are learning as we go, we have the best and brightest on it. we don't know everything about this disease. when everyone found out the initial guidance was not correct, they were like, what the deal? >> once in a century pandemic. evidence is going to change. science is going to change. it means that we are learning along the way. as science and evidence changes, we will want to communicate new data, new updates. you actually want changing guidance as evidence changes. we have learned a lot, we will learn more and we will keep sharing what we know with the american people. >> you came into your new role with a background in academia. praise with how well you can break down covid confusion for americans. i want to read a quote a state health official gaped to the washington post when you are named coordinator. the skills that we need now are management of fiscal and legislative issues. you need a washington insider. a person that makes the trains run on time. what do you think of that comment? >> you need a team of people working on these issues. people that understand the science and evidence. understand how washington works. that is a team that we have built. we have a broad group of people working on this. both in the agencies and the white house. combined we have all the skills we need to deliver for the american people and that is what we plan to do. >> congress left for the easter recess without a deal on the covid funding. when you expect a deal on that additional money? >> my hope is as soon as possible. congress comes back next week. we will have a new generation of vaccines, i hope is in the fall. a lot of promising treatments coming down the pike. none of those will be available if congress does not step up and fund these efforts. congress comes back next week. my hope is a pic this issue up right away and we get funding to the american people so we can make sure treatments, vaccines all continue to be available for americans. mike: the number of american lives lost or covid is nearing 1 million. how do you cs recognizing with that kind of massive loss? >> it is an enormous told that the american people have suffered. think about all those family celebrating easter, passover, without their loved ones. it is heartbreaking. first we have to unify and commit to reducing the mortality and morbidity of this disease. there is so much we can do, they are so much we are doing. we also want to make sure that we are prepared for the future. the best way to honor the memory of those we have lost is to save lives going forward and to prevent catastrophes like this. >> the annual white house correspondents dinner. do you think it should be canceled? >> no, i can't. i think that there is quite a bit of covid fatigue. all of us are tired. all of us just want to be able to go about our days. i am glad the doctor said we could go to the dinner. i want to get together. i will take any opportunity to party these days. that is how a lot of people do feel. we are ready to move on. having said that, i do think that, one, on covid, we are still not 100% of the way there. there will still be some commonsense safety measures that are in place at a lot of these things and we will just have to deal with that a little bit longer, as tired as we are. on the political side, there are people out there that never miss an opportunity that try to conflate different issues for political gain. that is what they are trying to do. it may work. >> immigration is not the only issue this white house is dealing with. the worst inflation since 1981. suggesting it will come back out by the end of the year, but what about that. >> it is the biggest issue facing them. the number one issue for voters. concerned about prices, concerned about gas and it is really dragging down the president's approval rating. a real issue for democrats heading into the midterms. trying to do two things. they want to remind people what they have done, they want to note that job creation is up, incomes are up, the economy is going well in other ways. they also are trying to make it clear that people are being hurt by prices and they are trying to do things. there are only so many things they can do. you saw the president in iowa this week. temporarily allow the sale of high ethanol gas. it is potentially a pretty modest effort. only currently sold at a small number of gas stations. it is not clear how much it will help him prices. looking for opportunities that they are trying to chip away. >> let's talk elon musk. he picked a huge fight with twitter this week. he would like to buy the company make it a platform for free speech. let's watch. >> having a public platform that is trusted and broadly inclusive is extremely important to the future of civilization he had i do not care about the economics at all. >> then, what do you make of this? >> it's nice to be in a position where he doesn't have to care about the economics. [laughter] i was fascinated by the reaction, his attempt to purchase twitter from a lot of people on twitter who suddenly overnight discovered the negative and risky business of having billionaires own major media companies. if you look around at the landscape in washington, d.c. alone, you have the atlantic, the washington post owned by very prominent billionaires and you have a situation generally in media where a lot of people are taking these things on because they believe that they are important just as elon musk is saying there. i think that this will be a fascinating thing to watch play out. whether twitter succeeds in their poison pill of preventing him from buying the company, what that does to their stock will be a fascinating thing to watch. i wonder how big of a change could happen if you had twitter go back to being the way it once work where more free speech was allowed. a wider latitude of allowance and you did not have this kind of crushing form of private censorship which is really what it is that prevents people from being able to speak freely or feel like they are actually heard when they speak. i think that that could be a major change. enormous political implications as well. >> a history of exaggeration. do you think this is all bluster or do you think he is prepared to act on it? >> a lot a bluster whenever elon musk is involved. ultimately, some real concerns about censoring newsworthy stories that they have done. it is legitimate and it should be discussed and debated. as donald trump going to get back on twitter? are we going to have a free-for-all like we have seen in the past? that is the subtext. >> twitter is one of the most influential platforms for not only politicians, but journalists. a saudi prince has shares of it. what do you think of possible changes to twitter? >> that is what i want to hear from elon musk. elon musk is out there saying i want to make twitter this paradigm of free speech, but i also want to make it completely rid of the spam man lots. twitter has been talking about that. i'm not saying it has done it well, but that proves how hard it is for a private company to walk that line. we have seen the abusive twitter by spammers, i bought. it has free speech implications in tackling that. giving elon musk a little free advice, stop being a twitter troll right now and explain what you mean by this. >> all right. we've got to leave it there.
