[screaming] in the end, a total of 29 were injured, thankfully all wounds were nonlife threatening. a 9-millimeter was recovered at the scene along with a hatchet, gasoline, fireworks, and hobby fuse. just a few hours ago the nypd announced a person of interest, 62-year-old frank james. >> mr. james is just a person of interest we know right now who rented that u-haul van in philadelphia. the keys to that u-haul van were found in the subway in our shooters positions. >> laura: we're learning more about mr. james and we are going to get to that in a little bit. but if, in fact, he is the shooter, you might be wondering how did a 5'5" portly 62-year-old getaway, escape, from the biggest and most advanced police force in the world? in part it involved u-haul. another also malfunction with a camera system at that particular station, mayor adams told a local radio station adding we are not sure if it was a video feed problem. what? but that wasn't the most embarrassing moment today. with the suspect still not in custody, the man who campaigned on the importance of tackling violent crime, he still chose to politicize the tragedy. i never bought the claim that he was going to be this fresh start for new york, a tough on crime democrats, and today as he tried to shift focus away from a hurting new york, we saw who he really is, just another gun-control fanatic. >> this is not only new york city problem. this rage, is violence, these guns, these shooters are an american problem. schools combine, sandy hook and virginia, to music festivals in las vegas, to nightclubs in orlando, two yoga classes across the nation. these killers have used weapons of mass destruction to massacre innocent people. we could never stop the killing, but we can stop the guns. >> laura: you're right, if you're thinking he just gave a political speech, he just gave a political speech. so how exactly is he different from de blasio again? 's knee-jerk liberalism is only going to mean that the big apple is in for a long period of rising crime and increased hopelessness. so why do residents keep voting for this? as the hussein, don't be full again. now, here with me as chris swecker, former assistant director of the fbi and jw cortez, an 18 year veteran of the mta police department, multidisciplined instructor. he spent years underground has an mta officer. even with -- for as many hours as he's been able to evade them given this massive manhunt that's underway? >> you know, i've always been of the mind-set that sometimes criminals can be a bit clever in their dealings. you know, sometimes we have a tendency to believe that they're all just plain old dumb but that's not always the case here in the think this individual has demonstrated that on more than one instance today. he has carefully plotted to basically wreak havoc on our system and inflict true and real pain on our passengers. it is of the utmost importance that we do not forget that these people do have whatever it is between their ears, but they are using that thing they are using it to inflict real harm and because real terror on our system. >> laura: chris, for many years we've been wary -- 20 years -- we've been worried about a subway attack. immediately dismissed concerns of terrorism, which a lot of people thought was a little odd. i'm not an expert in this, you are, but i kept thinking of at the sheer panic of the passengers with the smoke in the compartment, the shots going off and just no way to get out until this next stop. this was terrifying. >> yeah, subways are a law enforcement first responder nightmare. we saw that in europe after 9/11. we've seen it in different events in new york city and it is -- it is a -- when you're targeting a subway at rush hour in manhattan or brooklyn or what have you, trying to inflict mass chaos and mass casualties and that brings to mind terrorism. i wouldn't rule out terrorism here. terrorism is defined as trying to effect political change or social change through force and violence and this person has had some social media posts that have given me some concerns. so i'm not ruling out terrorism. terrorism can come from the left and it can come from the right, it can come from different but literal spectrums and it doesn't always have to be international terrorism. i'm not ruling that out. >> laura: it was a really strange series of online rants, "the new york post" is reporting. today they made a really brief mention of this at the press conference a few hours ago. but he was ranting on various topics. he was against eric adams, he made a number of really inflammatory racial statements. i'm not going to read them on the air, but you can imagine what i'm talking about, involved words like the white mfers, he talked about plotting to shoot and kill, or knock old ladies across the head and knock them down because of the hopelessness of the plight of black americans. this was -- this is quite something to behold as "the new york post" is reporting. your comments on that? >> it's once again here we are. i think we've been beating the drum long and hard enough and i think, you know, this is now on our shores. i would imagine that this individual probably, as small as this may sound, probably somebody that pays his fair, probably someone that had he jumped a turnstile and there was a cop there in front of him, probably could have initiated a subject stop and who knows where that may have one. probably wouldn't be where we are today. so you know, we are telling everyone, leave it up to the subject matter experts. leave it to the people who do this for a living. listen to us, invite us to the table, let's hear what we are trying to say and see if we can kind of implement or systemize this approach to not only the homelessness situation in new york city and on the subway system, but this, these potential scenarios. >> laura: chris, these online rants spoke to what he perceived to be the hopeless plight of african-americans. he referenced the ukraine conflict, and you shouldn't go over there to kill for them, basically are going to end up dead, so your only alternative -- again, unbelievable -- you're only alternative is to commit acts of violence. but it was quite specific in this series of videos that were just released late today. >> i don't think it's a stretch, laura, to say that the lawlessness that's taken place over the last two years has created -- enabled this environment, if you will, that, you know, you can take -- ordinary criminals for example, people who have a beef, no matter what it is, and wrap it up in a cause and it becomes -- it seems justified, it seems okay. it almost motivates this type of thing, so i don't think that's a stretch at all. i lamented this in several different -- you know, in lots of different commentaries that we've disrespected the police, we've defunded them, we have -- we have not enabled them to do their job. new york city was ground zero for crime prevention for so long and they did so well and along comes one administration and just knocks them out of the box. takes away their tools, takes away their funding, takes away their respect, we've seen -- we've all seen those videos of people throwing stuff the police officers and they have to sit there and take it. >> laura: that's a really -- i mean it hits you in the gut, your comments tonight, chris. and just finally, basically saying that she is saying why should you even be alive, given how everything is stacked against you. and it goes on and on. basically saying like they are all against us, everyone hates us, so we have to kill them first. is it a stretch to say that some of this atmosphere that chris was just referencing certainly inflames the minds of perhaps already-disturbed individuals? >> it absolutely does. and this is why, you know, we are so focused here in new york to not only obviously combat the crime and employ our fellow americans. listen, today was a prime example. something, say something. you know, for 19 years, we've been employing -- if you say something, speak up. today they not only spoke up, they acted, they went out there, they applied these makeshift tourniquet's, they save lives today, and we need more of that, together is the only way. >> laura: chris and jw, thank you both tonight, and again, it could have been much, much worse. i do fear that what we saw in new york this morning is not as bad as it's going to get as the economic downturn hits millions of americans, bankruptcies, foreclosures begin in earnest. unemployment will end up rising and this will only make matters worse in our urban areas. what are we talking about? what do we mean? a 1% increase in foreclosure creates about 2.3% increase in violent crime. so it's vital that our country move to expeditiously turn things around. anything less in history tells us this is going to spiral out of control. crime will sink the democrats come november, and according to a new poll, president biden has a 61% disapproval rating on crime and a new rasputin poll finds that 81% of likely voters expect crime to be an important issue ahead of the midterms. that same poll shows that 61% believe the problem of violence in america is getting worse. only 11% think it's getting any better. here now is former clinton strategist and democratic pollster, and tom bevan, president and cofounder of real clear politics. there's a lot to chew over here. i was -- i was surprised a little bit when mayor adams, after this terrifying morning in new york where people are still on edge, they are telling me, friends of mine in new york city, that immediately becomes an anti-gun crusade instead of immediate focus on the task at hand, which is finding this person of interest. >> i mean, i was surprised by that as well. i think crime is now a big central issue going back to the '80s and '90s when it was an important national issue. there is stunning crime and our major cities. this is going to be the talk of the country for the next couple of days. really this is a big problem. it needs big solutions, not just guns, but sentencing, but you know, really understanding what we do with mental illness. you know, what we really do on all fronts in terms of fighting crime, maybe even going back. unless we really have some big solutions here, we're not going to solve his problems. >> laura: no, and again, and when the economy goes down, the worst of what we are seeing now ain't going to get any better. i mean, and to mark's point, shortly after the shooting today, a witness said something i thought very interesting on msnbc. watch. >> live in the neighborhood? >> i used to, yes. >> what to make of this? once you heard that it happened, the people injured. >> i'm thankful to have gone out the neighborhood, thankful i don't live around here anymore because it's only getting worse every single day and if not getting any better. the new laws that are passing. >> laura: tom, it's a urban flight and it's happening all across this country. what does that say but the democrats and the liberals who have led these cities for so long? >> yeah, i mean, it's happened here in chicago as well. we've lost thousands upon thousands of residents, a lot of them african american swimming former parts of the city where the violence is the worst. crime is an issue. even the homicide rates are down this year, you know, assaults, robberies are all up and we are seeing carjackings for example in chicago and other cities and it's -- it's not just in the urban areas, spreading to the suburbs, so this is deftly going to be a big election issue. a poll on his two weeks ago, 53% of people said it is a major concern, the highest it's been since 2016, and it's right there below the economy and inflation, so it is deftly on the minds of americans, it will only be more so moving forward after today's tragedy in new york. >> laura: and when you see scenes like we saw this morning, we wonder how some of our friends in the media can ignore this much longer. this is how cnn's jim analyzed today's events. >> i've heard it consistently from new york police officers, and we furthest from public comments, from the commissioner, from the mayor, about the problem with guns and gun violence in new york, where those guns come from, how easy it is to get them into the city from other states. they speak for them coming from southern states often with more lax gun laws. >> laura: so mark, a former obama official then turned anchor blaming southern states gun laws? this is shameless! >> look, again, this is going to need a comprehensive approach. take the subways in new york. you can't get new york back. if the subways aren't safe, because people can't get safely to work, and with the mayor has to do is put forth an immediate program for subway safety and reassure people that they'll be able to get to work, clear out homeless encampments now in the subway cars and make it safe. i mean, that's got to be job number one for any mayor buried >> laura: i think we know it works, giuliani did it. it worked. we know with the economy -- we are going to get to that next segment but we know what works. you don't have to reinvent the wheel. important discussion, bumbling half-wits running the country. this just isn't a president forgetting words and names on occasion, this is an administration responsible for sparking a full-blown economic crisis. despite being warned by larry summers, the only smart democrat economist left in america, they tried to happy talk inflation away. >> president biden: we also know that as our economy has come roaring back, we see some price increases. some folks have raised worries that this could be a sign of persistent inflation, but that's not our view. our experts believe in the data shows that most of the price increases we've seen were expected and expected to be temporary. >> laura: temporary buried and then they told their minions in the press the claim inflation was all just a bunch of conservative spin. >> the talking points on the right and especially among the trump right that there's this biden inflation situation happening in the country. >> right wing parties scaremongering about inflation and wages going up too high. >> laura: the angle protected the inflation bomb over a year ago. that's what they were talking about, i guess. and indeed it's really, really bad and even the left was finally forced to drop its inflation denial, reporters are still trying to leave biden wiggle room. >> deeply troubling to the white house, the u.s. inflation rate is nowhere close to a record with nearly 15% inflation in the early 1980s along with soaring unemployment. today a low unemployment rate of 3.6% and a strong demand for workers offers optimism about the prospect for a stronger economy ahead. >> laura: optimism? what is he reading? he forgets his basic economics, he never learned it. when stuff gets expensive, as it is, consumers pull back, as they are, and businesses start laying off. it's inevitable. indeed, over the weekend larry summers veered back toward the r word. >> when we had inflation above , essentially always since world war ii, that's been followed by a recession. >> laura: in fact, to avoid inflation, he said the fed would have to be extraordinarily skillful and lucky and that they have a very, very difficult job ahead of them. larry is being charitable there. these people are neither skillful nor lucky, they are totally incompetent. and i know this is going to be written off as just another right-wing spin, but the angle believes that this inflation spiral biden created could mean the end of the democratic party for a generation. remember after jimmy carter, it took democrats 12 years to shake off the carter hangover and win the presidency again. so you would think that the democrats would see today's news as a sign that it is time to pivot, to moderate, to learn. but you'd be wrong. >> president biden: i'm doing everything within my power by executive order to bring down the price. we've already made progress. since march, inflation data was collected, your family budget and your ability to fill up your tank, none of it should hinge on whether a dictator declares war and commits a half a world away. to help deal with the putin price hike. >> laura: oh, my gosh, he is still trying to sell that tired old line. all right, good with that. very truman famously said the buck stops here. biden says it stopped more than 5,000 away and mariupol. of course this is absurd. had biden continued to keep america energy independent, what have gasoline around two bucks a gallon. that would be a huge relief to our families and had biden stopped with -- stuck with terms economic policies we would still have low inflation and maybe even rising median income, which trump had. but his team of dolts refused to concede that it's time to change course. they think it's all a messaging problem. if we can only convince americans that the president feels their pain and is doing everything possible. >> you're seeing a president that is focused on keeping an international coalition resolved to do what is necessary to counter putin's actions in ukraine while doing every thing that we can to protect consumers here at home. >> laura: jake tapper wasn't believing that, you could see his face. this is a total lie. once they plan to sanction russian oil, they needed to immediately open up more federal land for drilling, issuing more drilling permits, green light keystone, et cetera. generally they needed to flood the market with american oil and gas. that would have not only help consumers here and tamped down inflation, it would have driven the price of oil down globally, and that would have hurt putin, but no, no, couldn't do that. they would have offended the brainiacs. just pray that someday you'll be able to afford an electric vehicle, people, and it will be okay. short of that, our secretary transportation is pretty much out of ideas. >> there's no quick or magic fix. this owes a lot of politics around gas prices. we are focused on what's actually going to bring the relief. so the president authorized the release of the reserves. that's going to help. >> laura: oh, my god, i can't believe the rhodes scholarship went to him. it is an irresponsible move to deplete our reserves. it's a self-inflicted economic blow to the nation. we are not experiencing an emergency beyond our control, biden did it to us. so all their spending, the needless $1.9 trillion in covid relief last year passed, by the way, with zero republican support, the damaging covid protocols, the controls the put in place that continue to keep our economy all bollix up, and the refusal -- all of it puts an economic strain on families. not so veiled swipe at the white house use of putin price hikes to explain away high energy costs, joe manchin exploded today in a written statement saying it is a disservice to the american people to act as if inflation is a new phenomenon. hard-earned wages and financial savings are disappearing faster every month if prices continue to climb while the pain and frustration of spending more in everyday items lingers over us all, especially among those who can afford at least. but does not include nancy pelosi. yet right now biden not only refuses any responsibility here, his jv squad at the cabinet is doubling down on the very policies that got us in this hole in the first place. there's virtually no way to turn this thing around now without triggering a recession. that's how stupid they were. in our next guest thinks we might already be in a recession. biden's focus, if he is capable of focusing, should be immediately trained on fixing this economic mess. his stupid move against so-called -- it's a total waste of time. going to have zero effect on crime right across the country. if you wanted to signal to americans that he really understands the severity of what's happening, he could do something really meaningful. every single person on his economic team should be fired. in fact, anyone who advised the president that inflation was transitory should resign or be terminated. this means treasury secretary janet yellen, bye-bye, granholm, never should have been there in the first boys, mayor pete of transportation, he can bike away. almost all of his economic advisors should go to should start with ryan. and on what basis should jerome powell be nominated fed chair by the way? 's failure to respond quicker to obvious inflation concerns should mean he steps aside. the list of these staff failures is really long, take up a whole hour, but there has to be accountability. we don't want to hear anything more about the first woman this, the first that, we need the best and the brightest. whatever your skin color, whatever your background, not the first and the dimmest. the last time we saw such inflation lowers it took three democrat losses in a row to get the party's attention. they were annihilated in 1980, 1984, and lost big in 1988. so who knows how long it's going to take them to wake up this time. i have no idea. but in the meantime, americans will have to budget smartly, organize passionately, and choose their candidates wisely. and that's "the angle." joining me now, former chair of the council of economic advisors under trump and distinguished visiting fellow at the hoover institution, author of "the drift stop in america's slide to socialism." i mentioned in the angle that -- you said this on my podcast today -- that we may already be in recession, explain that. >> it's going on is the biden inflation -- it's not the putin inflation, if the biden administration, and we can talk about why, has produced such a high inflation rate that wages just can't keep up so what's happening is prices are going up faster than your income and so therefore your real income is going down. national income is what gdp is one national income declines two quarters in a row, that's a recession, and right now everybody's incomes in real terms are declining and we are very, very close if not already in a recession. >> laura: so this idea as jeff of cnn said that while things are optimistic for us because we have low unemployment, that makes no sense even what's happening -- you could already see consumers beginning to pull back on spending. >> right. you could see that even in the release today, the used car prices finally are 40% up relative to last year but they declined a lot. and that's where the core inflation number, which takes out putin energy, was a little bit of a positive surprise. of course the only thing the white house was pointing to. but the fact is that inflation is really out of control. i heard when you were playing that clip, nowhere near 15%, which is the all-time high. okay, well, actually if you take this months inflation number and annualize it, just pretend it's this month for the rest of the year, then you get 14% inflation. so the 8.5% of people are talking about, that's backward looking, including a whole big chunk of last year when there wasn't much inflation, but it's accelerating and the fed is way behind the curve. i talked today to my colleague, michael, one of the great monetary historians, sort of the current version of milton friedman and i set my look at the data is that inflation doesn't start to go down and less interest rates are higher than the inflation rate. and michael confirmed yes, that's his view with literature too, basically interest rates right now -- we are not going to inflation the control as interest rates go up six, seven, 8%, and the fed is not going to act that aggressively, so inflation is really out of control and that's going to make real incomes decline and toss us into a recession. the final thing i want to add though is this idea that gas prices putin's fault. one of the very first things that biden did, and i wrote about this recently in the national review article, the headliner, the title is mission accomplished, but one of the first things they did his estimate what they call the social cost of carbon because they had to save us from climate change and save the planet. and in that report that they put out, they told us what their target oil price was, and i went through the math and it was basically about $100 a barrel. >> laura: so they fit their target. >> they hit their target. mission accomplished, biden has put the price of oil exec we were he told us when he took office he wanted to be buried >> laura: so you would argue that this perhaps isn't incompetence, this is purposeful banality? i mean, just what's the ultimate goal, save the planet until america? >> shutting down pipelines and stopping permitting and threatening the heck out of companies. that's basically been their strategy. they've done it in the energy sector and everywhere else. i read about this in the drift, there's like the near term thing that's the cause of inflation, they are printing money and sending checks to people, but there's a bigger thing too, and the bigger thing is more ominous and it's this. if you go to a store in a socialist country, what do you see? nothing, right? okay. suppose you take a capitalist country and it transitions to being a socialist country. this is what i write about. and then along the way, all of a sudden you go to the store and there's less and less stuff and it costs more and more and while that's happening socialist governments tell you it's transitory, it's a disruption, but no, what's going on is that they've waged war on american business, american businesses have decided they're not going to expand to meet the higher demand because if they do, then they're going going to be regulated and taxed with an inch of their life. >> laura: but isn't this lowering expectations? lowering what you expect out of your life. you still have a fine life, you're just not going to have as much. that seems to be what's going on here and that started with the covid locked down. get used to having not as much freedom, get used to not being able to get in your car and drive as far as you want, whenever you want. i think a lot of this felt like conditioning to a lot of people who were watching this take place because we knew it wouldn't work as a medical intervention and as we can see, the lockdowns didn't work. just finally though, kevin, on this build back better plan, which biden is still touting, i want you to react to this because he said this today. watch. >> president biden: i called on congress to move immediately to lower the cost of utility goes, prescription drug bills and more, the most impactful way congress can address inflation right now. i'm doing everything within my power by executive order to bring down the price to address the putin price hike. we've already made progress. since march, when inflation data was corrected. >> laura: it sound a lot like price control. >> yeah. you know, these guys just don't have a clue. basically build back better is printing more money and mailing it to people, and if you could say your mailing it to people to help them pay their utility bill or to help them pay for hamburger, but your mailing checks to people with phony money, and that makes inflation worse. and this is very, very serious. and again, i go into this. inflation like this can destroy a country because all of a sudden people say hey, i don't want to lend money for that country because i have no idea what the dollar is going to be worth a year from now. and so the fed has to act way more aggressively than they have and republicans need to basically stop build back better and anything else that biden may propose. >> laura: we got to roll. we've roll but i should say they should beg larry summers and steve and maybe you if you would do it, come back and help save our country. that's what they should do, but they're not going to do that. kevin, thank you. wise president trumps choice to endorse dr. oz upsetting summer republicans? joining me now is kellyanne conway, former senior counselor to president trump and author of "here's the deal." she also endorsed the challenger, one of them, dave mccormick, in this race. do you think the trump endorsement of oz was a mistake? >> well, president trump's endorsement in these primaries is a highly sought after and deeply consequential piece of political currency, so many people want to, they make that -- >> laura: was it a mistake? >> here's what i think about it. i think that a confused many republicans and conservatives in pennsylvania because they've seen oz in his own words on video about -- against guns, for abortion, praising hillary clinton is one of the most brilliant women, smartest women he's ever met, being for obamacare and so on and so forth. but a trump endorsement, and even waiting the american first flight doesn't make you donald trump. donald trump won not because he was a celebrity like dr. oz, he won because he did the work. he went out and talked about trade policy, he took on china on your network every monday morning for years. and actually you know, trumpeted something that i don't see oz doing, which is -- here's donald trump. most of his adult life, a real estate executive who was pro-choice. he had a conversion, he expanded to me in 2011 when we met together and oz has never said that. 's has never set -- i don't think is ever said i retract my former statements about a heartbeat and said when he believes that life begins. this is important when you're going to be in the u.s. senate, very important with the dodd case coming out of the united states supreme court while you're running for super import. i think he made two rookie mistakes that really made conservatives and some pennsylvania raise their eyebrows we will see -- we know president trump's endorsement will help, but you know, will it be enough to cure the odds rookie mistakes?
