down for democrats and seven points up for republicans. that's a big move in a short period of time. karl rove is standing by with what he sees in these numbers. first, to capitol hill where some democrats plan to push for more spending on covid relief. aishah hasnie has more. >> hi, martha. this might seem like deja vu. democrats about a year ago passed this big covid-19 relief package. a big part of it were items that were on the president's social spending agenda. they could try this route again. democrats are very focused on trying to pass the core parts of the president's build back better plan. they need a vehicle, martha, that will get them the 51 votes. that vehicle could be a big covid relief package again. that could be money to fund the government is that is set to run out next month and social programs like paid leave could be tucked into this as well. let me remind you, congress has passed nearly $6 trillion in covid cash since the pandemic began. with the rise of omicron, all of the testing issues that we're seeing and businesses now scaling back, democrats could make another push for more relief. >> i wouldn't real it out. we're in a delicate period, trying to recover, get businesses open again. we're going through a transition where we need to work with the economy and get america back to work. >> they're facing serious hurdles like republicans that say that states are flush with cash. and joe manchin that is worried about inflation. and states are still taking issue with how the last plan was rolled out in a timely manner or distributed properly. the clock is ticking. democrats know that they have to deliver soon at least before if they can the president delivers his state of the union address. martha? >> martha: that is the deadline, march 1. thanks, aishah. as we mentioned, karl rove is standing by. first to ro khanna a member of the progressive caucus and the author of "dignity in a digital age", something that we're all trying to hang on to in this fast-changing world. congressman, thanks for being here. i want to start with the gallup poll. you see the shift from democrats to republicans, 7%. what do you think about that? what is behind it? >> it's concerning. if you read gallup, the numbers fluctuate with the president's approval rating. in the beginning, there was a 9% increase for president biden when he took office. now the last month, there's a negative 5% movement towards the republicans. the key for this is for the president to recover his poll numbers and he will do that in my view by taking bold action on the supply chain and also taking action to try to reduce prices. >> martha: you said that you would like to see your party shift to those concerns. we know that those are very top concerns for american people across the country. what about this idea of more spending, another covid spending bill. you're concerned about inflation. >> it depends how it's targeted. if it's targeted to small businesses and rural communities where you have seen main streets hollowed out, if it's targeted to restaurant owners that are facing a triple threat, a shortage of workers and higher prices and facing covid, i'm fine with it. if it's just going to go to large corporations or big companies, then that's a problem. it has to be targeted properly. >> martha: when you look at the spending we've had, $6 trillion add located. we went through the numbers. you have 4.9 trillion that has been spent and disbursed. so you have about 16.5 billion already allocated out there. that used to mean something. 800 billion remaining that has not been allocated. so wouldn't you want to start there instead of coming up with new spending programs? >> sure. if we can have unallocated money, that's fine. there's two sides to this, martha. there's money that will increase consumer demand. that's not the answer what we want to invest is things that will increase the country's supply. that would tackle inflation. invest in things that build more semi conductors and help restaurants stay up and afloat to increase their production. invest in mr. wonderful called for mobilize the national guard to help the food supply chain. if it's targeted towards that, that helps inflation as well. >> martha: but you've called for some change. you mentioned the possibility of a new cdc director. the confuse is one of the things that has really made it so difficult for all of these businesses. masking and testing and all of it makes it hard for them with a lot of regulations. you think a new cdc director would make a difference? >> what i treated out, we need someone that is compassionate, consistent and the messaging is -- we need someone that will help make sure that we have testing for everyone, masks for everyone, that we're getting that done. i have floated one. there's others. we need a clearer, better communication. >> martha: you think we should have had the masks and the testing december 1 given what we were seeing happening in south africa? >> sure. absolutely. i said that. others have said that. it's one thing for the country not to be able to produce semi conductors and that being in south korea and taiwan. that's a problem. but come on, masks, testing two years into this? we should have everyone in an n-95 mask. >> martha: and treatment as well. thanks, congressman. very good to have you with us today. >> thank you, martha. >> martha: here now with his white board, karl rove, former deputy chief of start and a fox news contributor. great to have you with us. you heard the congressman. it's usual to see these kind of shifts what do you think about the gallup number? >> it's actually a dramatic shift. remember, the first quarter of the year is the new president coming in and then the events of january 6, which caused a lot of republicans to be disenchanted. so he gained -- biden, the democratic party, gained a bump. since then we returned to the normal ratio between the two parties. we did see in precipitous ways. i wouldn't be so careful if i was a democrat. they came in, had a chance. they blew it. they're back to normal, which means if you're the white house party, it's not going to be a pretty sight in november. >> martha: so this idea of spending more money at this point, we've seen a lot of polling that the president is south on the economy as well. he has thrown a ton of money at this. is more money what the american people would like to see right now? >> i don't think so. you know, it's interesting. i've been reading a book on the great depression and the first 100 days of f.d.r. what is interesting is f.d.r. understood the american people want to be fiscally responsible. he had the director of the budget that was looking for ways to cut and save. you had some numbers earlier from the committee for responsible federal budget. i got some treasury department numbers. you can see the differences in the top-line numbers. committee for responsible federal budget has identified 5.7 trillion in covid spending. the department of treasury at the end of november -- this data is six weeks old -- which should be up to date, but the fact that they could only do it periodically, $4.6 trillion in appropriated spending by congress for covid. $4 trillion is obligated. that is to say they have assigned to it somebody to spend. $3.5 trillion has been spent. so we have 1.1 trillion that is unspent money. we have 600 billion that are -- that is simply not yet spent. even some of the obligated money, the $4 trillion of obligated is like michigan. yesterday michigan reported that they have $15 billion of unspent covid money. we have appropriated $190 billion to schools, of which 20% has been spent out of $190 billion. so maybe what we ought to do is find lewis douglas and say if we have needs that need to be met, let's go about finding them by taking unspent monies and applying them to the problem. after all, we have debt. >> martha: every normal person said where did the money go? does anyone keep track? we dispersed it to the states. then what? you don't put more money after that money when you don't know where the first billions went when you allocated it to the states. it's unheard of. >> absolutely. the state of texas has $16 billion for the federal government. we were running a budget surplus before we got the money. so some of this money was ill-spent. a lot of it is unspent. we can't afford more. think about this. at the end of fiscal year 19, the end of september and 2019, our national debt was 22.7 trillion. after 20, covid comes on. the end of september, it's 27.8 trillion. up 5.1 trillion in one year alone. by fy-22, it's up to 28.4. up an additional $700 billion. as of today, 29.2. it's up almost a trillion dollars. >> martha: this is real. you know, i want to say one more thing before yes go. $100 billion that is being investigated for being misused. 900 investigations to people and businesses that got money and took the money. they want to know what happened to it. so i think that, you know, for most folks, these are real questions that they want answered. it would be nice in the government followed up on where the money went. thanks, karl. >> you bet. >> martha: so still ahead, another big voter shift. that is the hispanic vote. have you seen these numbers? what the president and his party are facing there. a changing tide among a really important group of voters in this country. we kickoff our special coverage of the first year of the biden administration in office. also, as virginia's new governor -- did you see this? >> martha: thanks, jacqui. so virginia's new governor making good on his promise to give more power to parents and already facing push-back. glen youngkin took office saturday. but notice people are fighting back. they said this. >> martha: let's bring in guy benson, host of the guy benson show and political editor at town hall.com and richard fowler. both are fox news contributors. good to have you with us today. so the reaction to that -- i want to go to this first. this is glen youngin on the arlington county tweet. let's take a look at this. >> we wrote the order specifically to give all of the school systems basically eight days to get ready, to listen to parents. the fact that that tweet came out from arlington county within minutes of my executive order, what that tells me they haven't listened to parents yet. >> martha: he says they have not listened to parents. one parent from that arlington community school system, jen psaki, said hi there, arlington county parent here. i don't believe -- thank you for standing up for our kids and administrators and their safety in the midst of a transmissable variant. guy, what do you think about this? >> i'm a virginia voter. the governor is right here. it's point to point out that youngkin campaigned on ending the mask mandate in schools in virginia. he was attacked for it repeatedly. i remember seeing the ads and he won. elections have consequences. it's more important to point out that the data backs the governor's position. the data has shown from overseas, the e.u., the u.k., there's no benefit to having masks on children for eight hours a day when it comes to preventing the transmission of this disease. that's the data. and what youngkin has decided is and they have done this in florida and elsewhere, if you're a parent and you feel like your kid is safener a mask, that's your prerogative. you can have them in three masks until they're 18. but if there's a special needs kid that is struggling wearing the mask and having developmental problems because of it, you now have the ability to make that call for your child. it's eminently reasonable and sensible. it's pro data and science the governor is right and he should fight these people that refuse to supply at the county level. >> martha: richard, that make sense to you? >> i appreciate where guy is coming from. i also appreciate that every parent has a right to have their voice heard in the education process. what makes this case so interesting to me, in the case of arlington and alexandria, they had school board races this year. these voters were met with the same sort of debate as voters in other parts of the state. they decided to elect a school board that, you know, would create policies and mitigation practices that would keep their kids safe, including masks. so now this is a debate between the state and the local government even though the local government clearly is listening to parents because they just had an election where they elected a new school board. >> martha: independent voters, 19-point drop for the overall biden administration. i think this parent issue and the mask issue and all of this is an area especially in places like suburbs of virginia where we've seen a lot of movement on this and the party shift as well. thanks, gentlemen. great to see you both. do you remember this? >> martha, the key here is how transmissible the virus is. omicron is extremely transmissible. the world health organization reported 15 million cases last week alone. that was 50% more than the week along. this thing is racing around the globe. in africa, less than 10% of the people are vaccinated. we're not slowing it down with vaccines. also in africa where omicron came from, there's a lot of untreated hiv. meaning the virus could be inside someone for a while, not get cleared and continue to mutate. the more it mutates, the chances are you get another omicron out there. the key is transmissible. the virus and i hate to put it this way, the virus doesn't care how virulent it is or how lethal it is. it only cares how well it can spread. the more it can spread and i agree with dr. redfield, the more it can spread, the more it can take hold and take over and even outcompete omicron. >> martha: in order to spread because the virus as you point out which is not a being, but it wants to survive. so based on what you told me in the past, it's less lethal so it can survive, right? can we hope that that will be the case, it will keep get more mild? >> i do think that is the most likely scenario. furthermore, the more incommunicatety we get -- this is what we saw in 1918 how that pandemic ended. the more immunity we get, partial immunity to the next variant will occur. that slows it down. we have a vaccine. a tool we didn't have in 1918. if we can only vaccinate the globe. and montreal has been saying, you'll get boostered up the wazoo here if we don't -- >> martha: i'm sorry to interrupt. doesn't that mean we should be sending vaccines to africa rather than giving everybody three and four shots there when people here haven't had one? >> great scientists have been making that point over and over. i would say further, we need to send the infrastructure over there. something called a trips waiver. pfizer and moderna and every other company can't hold on to the technology. we need to build the infrastructure over there so that they can make the vaccines. that's the most efficient way to do it. we're starting to do that with vaccines across the world but nothing like we need to be doing. india is starting to do it. africa, forget it. really low vaccination rates still. that's where the variants are coming to come from. we have to get africa vaccinated? a great point about changing the rules to open up that technology and that science information. before i let you go really quickly, "new york times" is going after dr. walensky at the cdc. some officials described the decisions she made as demoralizing and relying on a small group of advisers as white house officials with a heavy political influence. if this happened during the trump administration, you'd hear it all day long. we are we not hearing about this important story? is that what is happening at the cdc right now? >> i don't know if that is happening but i've heard jen psaki overrule people and change messaging. i know dr. walensky well. she's a really great scientist. she really understands infectious diseases and public health. i'm concerned that the messaging coming out of cdc is polluted by politics. one of the examples is the teacher's union is always involved warning schools shut downs. and the same thing with this issue of masking and the same thing with testing. it should have been the isolation for a certain period followed by a rapid test. maybe they didn't have the rapid test. it's all politicized and mixed up. >> martha: we were told this administration was all about relying on the science. if that's not what is happening and there's a political hand weighing on their scientific take, that is a problem that we need to shed light on. thanks, doctor. very good to see you. >> completely agree. thank you. >> martha: novak djokovic losing his battle to defend his australian title after being deported back to serbia for not having a covid vaccination. the world number 1 faces the prospect of being banned for future tournaments as well. what toes this mean for this tennis player kay rear? jonathan hunt has more from l.a. >> martha, in the short term, it's mean novak djokovic may be watching tennis from his couch this year. kicked out of australia before he could defend his title there. he faces the possibility of missing the tennis major in paris. the french government just announced that major sports events are off limits to the unvaccinated, whether they're spectators or players. the number 1 tennis player is in belgrade having been thrown out of australia because he's unvaccinated around because, according to australian officials, he had no valid medical exemption to enter the country. in a statement after losing his appeal against deportation, djokovic said "i'm uncomfortable that the focus of the past weeks has been on me and i hope that we can all now focus on the game and tournament i love". the be question now, where does djokovic play next? >> i did an analysis after the last election to dig into the improvements that donald trump did over hillary clinton in places like miami-dade and the texas valley. republicans start add long-term information campaign while democrats waited too late. somebody that has done campaigns for 31 years and knows the largest latino consulting firm on the democratic side, something different is happening. years ago republicans didn't spend much time talking to the latinos. it was given that it would be a democratic vote. they started spending more money arguing with the latino community, having a debate and your seeing the impact. especially when the average age of latinos is 27. we're coming to age quicker. >> martha: every group as they come to america over time, you're an american. you vote the way you want to vote. not just you're a group. here's an interesting comment from the lieutenant governor in florida. here's what she says about it. >> you have seen hispanic voters are flocking to the republican party. part of that is because they agree that we want to be the party, we are the party that will provide them freedom, provide them opportunities for their families. the mid-term election and beyond will be an incredible turn of events for the president and for the party truly. >> martha: if these numbers hold, byron, this could be the big story of the mid-term elections. >> absolutely. the story with the democratic party and hispanic voters is not just joe biden and hispanic voters. it's the fact that the democratic party is turning off hispanic voters. the most simple explanation is a lot of hispanic voters are just not progressives. to the degree that the democratic party is dominated by the progressive message, that turns them off. there's a strategist that wrote a book called "the emerging democratic majority." they're warning that democrats are losing the hispanics because the democrats made a miscalculation, especially in 2020 with blm and riots and defund the police. this turned a lot of hispanic voters off. they're working class. they care about jobs, the economy and healthcare. >> martha: when you look at the southern border, chuck, that issue they thought would resonate with hispanics. what you hear from a lot of voters in that group is we came here legally, we would like other people to do the same thing is. that backfiring? down for democrats and seven points up for republicans. that's a big move in a short period of time. karl rove is standing by with what he sees in these numbers. first, to capitol hill where some democrats plan to push for more spending on covid relief. aishah hasnie has more. >> hi, martha. this might seem like deja vu. democrats about a year ago passed this big covid-19 relief package. a big part of it were items that were on the president's social spending agenda. they could try this route again. democrats are very focused on trying to pass the core parts of the president's build back better plan. they need a vehicle, martha, that will get them the 51 votes. that vehicle could be a big covid relief package again. that could be money to fund the government is that is set to run out next month and social programs like paid leave could be tucked into this as well. let me remind you, congress has passed nearly $6 trillion in covid cash since the pandemic began. with the rise of omicron, all of the testing issues that we're seeing and businesses now scaling back, democrats could make another push for more relief. >> i wouldn't real it out. we're in a delicate period, trying to recover, get businesses open again. we're going through a transition where we need to work with the economy and get america back to work. >> they're facing serious hurdles like republicans that say that states are flush with cash. and joe manchin that is worried about inflation. and states are still taking issue with how the last plan was rolled out in a timely manner or distributed properly. the clock is ticking. democrats know that they have to deliver soon at least before if they can the president delivers his state of the union address. martha? >> martha: that is the deadline, march 1. thanks, aishah. as we mentioned, karl rove is standing by. first to ro khanna a member of the progressive caucus and the author of "dignity in a digital age", something that we're all trying to hang on to in this fast-changing world. congressman, thanks for being here. i want to start with the gallup poll. you see the shift from democrats to republicans, 7%. what do you think about that? what is behind it? >> it's concerning. if you read gallup, the numbers fluctuate with the president's approval rating. in the beginning, there was a 9% increase for president biden when he took office. now the last month, there's a negative 5% movement towards the republicans. the key for this is for the president to recover his poll numbers and he will do that in my view by taking bold action on the supply chain and also taking action to try to reduce prices. >> martha: you said that you would like to see your party shift to those concerns. we know that those are very top concerns for american people across the country. what about this idea of more spending, another covid spending bill. you're concerned about inflation. >> it depends how it's targeted. if it's targeted to small businesses and rural communities where you have seen main streets hollowed out, if it's targeted to restaurant owners that are facing a triple threat, a shortage of workers and higher prices and facing covid, i'm fine with it. if it's just going to go to large corporations or big companies, then that's a problem. it has to be targeted properly. >> martha: when you look at the spending we've had, $6 trillion add located. we went through the numbers. you have 4.9 trillion that has been spent and disbursed. so you have about 16.5 billion already allocated out there. that used to mean something. 800 billion remaining that has not been allocated. so wouldn't you want to start there instead of coming up with new spending programs? >> sure. if we can have unallocated money, that's fine. there's two sides to this, martha. there's money that will increase consumer demand. that's not the answer what we want to invest is things that will increase the country's supply. that would tackle inflation. invest in things that build more semi conductors and help restaurants stay up and afloat to increase their production. invest in mr. wonderful called for mobilize the national guard to help the food supply chain. if it's targeted towards that, that helps inflation as well. >> martha: but you've called for some change. you mentioned the possibility of a new cdc director. the confuse is one of the things that has really made it so difficult for all of these businesses. masking and testing and all of it makes it hard for them with a lot of regulations. you think a new cdc director would make a difference? >> what i treated out, we need someone that is compassionate, consistent and the messaging is -- we need someone that will help make sure that we have testing for everyone, masks for everyone, that we're getting that done. i have floated one. there's others. we need a clearer, better communication. >> martha: you think we should have had the masks and the testing december 1 given what we were seeing happening in south africa? >> sure. absolutely. i said that. others have said that. it's one thing for the country not to be able to produce semi conductors and that being in south korea and taiwan. that's a problem. but come on, masks, testing two years into this? we should have everyone in an n-95 mask. >> martha: and treatment as well. thanks, congressman. very good to have you with us today. >> thank you, martha. >> martha: here now with his white board, karl rove, former deputy chief of start and a fox news contributor. great to have you with us. you heard the congressman. it's usual to see these kind of shifts what do you think about the gallup number? >> it's actually a dramatic shift. remember, the first quarter of the year is the new president coming in and then the events of january 6, which caused a lot of republicans to be disenchanted. so he gained -- biden, the democratic party, gained a bump. since then we returned to the normal ratio between the two parties. we did see in precipitous ways. i wouldn't be so careful if i was a democrat. they came in, had a chance. they blew it. they're back to normal, which means if you're the white house party, it's not going to be a pretty sight in november. >> martha: so this idea of spending more money at this point, we've seen a lot of polling that the president is south on the economy as well. he has thrown a ton of money at this. is more money what the american people would like to see right now? >> i don't think so. you know, it's interesting. i've been reading a book on the great depression and the first 100 days of f.d.r. what is interesting is f.d.r. understood the american people want to be fiscally responsible. he had the director of the budget that was looking for ways to cut and save. you had some numbers earlier from the committee for responsible federal budget. i got some treasury department numbers. you can see the differences in the top-line numbers. committee for responsible federal budget has identified 5.7 trillion in covid spending. the department of treasury at the end of november -- this data is six weeks old -- which should be up to date, but the fact that they could only do it periodically, $4.6 trillion in appropriated spending by congress for covid. $4 trillion is obligated. that is to say they have assigned to it somebody to spend. $3.5 trillion has been spent. so we have 1.1 trillion that is unspent money. we have 600 billion that are -- that is simply not yet spent. even some of the obligated money, the $4 trillion of obligated is like michigan. yesterday michigan reported that they have $15 billion of unspent covid money. we have appropriated $190 billion to schools, of which 20% has been spent out of $190 billion. so maybe what we ought to do is find lewis douglas and say if we have needs that need to be met, let's go about finding them by taking unspent monies and applying them to the problem. after all, we have debt. >> martha: every normal person said where did the money go? does anyone keep track? we dispersed it to the states. then what? you don't put more money after that money when you don't know where the first billions went when you allocated it to the states. it's unheard of. >> absolutely. the state of texas has $16 billion for the federal government. we were running a budget surplus before we got the money. so some of this money was ill-spent. a lot of it is unspent. we can't afford more. think about this. at the end of fiscal year 19, the end of september and 2019, our national debt was 22.7 trillion. after 20, covid comes on. the end of september, it's 27.8 trillion. up 5.1 trillion in one year alone. by fy-22, it's up to 28.4. up an additional $700 billion. as of today, 29.2. it's up almost a trillion dollars. >> martha: this is real. you know, i want to say one more thing before yes go. $100 billion that is being investigated for being misused. 900 investigations to people and businesses that got money and took the money. they want to know what happened to it. so i think that, you know, for most folks, these are real questions that they want answered. it would be nice in the government followed up on where the money went. thanks, karl. >> you bet. >> martha: so still ahead, another big voter shift. that is the hispanic vote. have you seen these numbers? what the president and his party are facing there. a changing tide among a really important group of voters in this country. we kickoff our special coverage of the first year of the biden administration in office. also, as virginia's new governor -- did you see this? >> martha: thanks, jacqui. so virginia's new governor making good on his promise to give more power to parents and already facing push-back. glen youngkin took office saturday. but notice people are fighting back. they said this. >> martha: let's bring in guy benson, host of the guy benson show and political editor at town hall.com and richard fowler. both are fox news contributors. good to have you with us today. so the reaction to that -- i want to go to this first. this is glen youngin on the arlington county tweet. let's take a look at this. >> we wrote the order specifically to give all of the school systems basically eight days to get ready, to listen to parents. the fact that that tweet came out from arlington county within minutes of my executive order, what that tells me they haven't listened to parents yet. >> martha: he says they have not listened to parents. one parent from that arlington community school system, jen psaki, said hi there, arlington county parent here. i don't believe -- thank you for standing up for our kids and administrators and their safety in the midst of a transmissable variant. guy, what do you think about this? >> i'm a virginia voter. the governor is right here. it's point to point out that youngkin campaigned on ending the mask mandate in schools in virginia. he was attacked for it repeatedly. i remember seeing the ads and he won. elections have consequences. it's more important to point out that the data backs the governor's position. the data has shown from overseas, the e.u., the u.k., there's no benefit to having masks on children for eight hours a day when it comes to preventing the transmission of this disease. that's the data. and what youngkin has decided is and they have done this in florida and elsewhere, if you're a parent and you feel like your kid is safener a mask, that's your prerogative. you can have them in three masks until they're 18. but if there's a special needs kid that is struggling wearing the mask and having developmental problems because of it, you now have the ability to make that call for your child. it's eminently reasonable and sensible. it's pro data and science the governor is right and he should fight these people that refuse to supply at the county level. >> martha: richard, that make sense to you? >> i appreciate where guy is coming from. i also appreciate that every parent has a right to have their voice heard in the education process. what makes this case so interesting to me, in the case of arlington and alexandria, they had school board races this year. these voters were met with the same sort of debate as voters in other parts of the state. they decided to elect a school board that, you know, would create policies and mitigation practices that would keep their kids safe, including masks. so now this is a debate between the state and the local government even though the local government clearly is listening to parents because they just had an election where they elected a new school board. >> martha: independent voters, 19-point drop for the overall biden administration. i think this parent issue and the mask issue and all of this is an area especially in places like suburbs of virginia where we've seen a lot of movement on this and the party shift as well. thanks, gentlemen. great to see you both. do you remember this? >> martha, the key here is how transmissible the virus is. omicron is extremely transmissible. the world health organization reported 15 million cases last week alone. that was 50% more than the week along. this thing is racing around the globe. in africa, less than 10% of the people are vaccinated. we're not slowing it down with vaccines. also in africa where omicron came from, there's a lot of untreated hiv. meaning the virus could be inside someone for a while, not get cleared and continue to mutate. the more it mutates, the chances are you get another omicron out there. the key is transmissible. the virus and i hate to put it this way, the virus doesn't care how virulent it is or how lethal it is. it only cares how well it can spread. the more it can spread and i agree with dr. redfield, the more it can spread, the more it can take hold and take over and even outcompete omicron. >> martha: in order to spread because the virus as you point out which is not a being, but it wants to survive. so based on what you told me in the past, it's less lethal so it can survive, right? can we hope that that will be the case, it will keep get more mild? >> i do think that is the most likely scenario. furthermore, the more incommunicatety we get -- this is what we saw in 1918 how that pandemic ended. the more immunity we get, partial immunity to the next variant will occur. that slows it down. we have a vaccine. a tool we didn't have in 1918. if we can only vaccinate the globe. and montreal has been saying, you'll get boostered up the wazoo here if we don't -- >> martha: i'm sorry to interrupt. doesn't that mean we should be sending vaccines to africa rather than giving everybody three and four shots there when people here haven't had one? >> great scientists have been making that point over and over. i would say further, we need to send the infrastructure over there. something called a trips waiver. pfizer and moderna and every other company can't hold on to the technology. we need to build the infrastructure over there so that they can make the vaccines. that's the most efficient way to do it. we're starting to do that with vaccines across the world but nothing like we need to be doing. india is starting to do it. africa, forget it. really low vaccination rates still. that's where the variants are coming to come from. we have to get africa vaccinated? a great point about changing the rules to open up that technology and that science information. before i let you go really quickly, "new york times" is going after dr. walensky at the cdc. some officials described the decisions she made as demoralizing and relying on a small group of advisers as white house officials with a heavy political influence. if this happened during the trump administration, you'd hear it all day long. we are we not hearing about this important story? is that what is happening at the cdc right now? >> i don't know if that is happening but i've heard jen psaki overrule people and change messaging. i know dr. walensky well. she's a really great scientist. she really understands infectious diseases and public health. i'm concerned that the messaging coming out of cdc is polluted by politics. one of the examples is the teacher's union is always involved warning schools shut downs. and the same thing with this issue of masking and the same thing with testing. it should have been the isolation for a certain period followed by a rapid test. maybe they didn't have the rapid test. it's all politicized and mixed up. >> martha: we were told this administration was all about relying on the science. if that's not what is happening and there's a political hand weighing on their scientific take, that is a problem that we need to shed light on. thanks, doctor. very good to see you. >> completely agree. thank you. >> martha: novak djokovic losing his battle to defend his australian title after being deported back to serbia for not having a covid vaccination. the world number 1 faces the prospect of being banned for future tournaments as well. what toes this mean for this tennis player kay rear? jonathan hunt has more from l.a. >> martha, in the short term, it's mean novak djokovic may be watching tennis from his couch this year. kicked out of australia before he could defend his title there. he faces the possibility of missing the tennis major in paris. the french government just announced that major sports events are off limits to the unvaccinated, whether they're spectators or players. the number 1 tennis player is in belgrade having been thrown out of australia because he's unvaccinated around because, according to australian officials, he had no valid medical exemption to enter the country. in a statement after losing his appeal against deportation, djokovic said "i'm uncomfortable that the focus of the past weeks has been on me and i hope that we can all now focus on the game and tournament i love". the be question now, where does djokovic play next? >> i did an analysis after the last election to dig into the improvements that donald trump did over hillary clinton in places like miami-dade and the texas valley. republicans start add long-term information campaign while democrats waited too late. somebody that has done campaigns for 31 years and knows the largest latino consulting firm on the democratic side, something different is happening. years ago republicans didn't spend much time talking to the latinos. it was given that it would be a democratic vote. they started spending more money arguing with the latino community, having a debate and your seeing the impact. especially when the average age of latinos is 27. we're coming to age quicker. >> martha: every group as they come to america over time, you're an american. you vote the way you want to vote. not just you're a group. here's an interesting comment from the lieutenant governor in florida. here's what she says about it. >> you have seen hispanic voters are flocking to the republican party. part of that is because they agree that we want to be the party, we are the party that will provide them freedom, provide them opportunities for their families. the mid-term election and beyond will be an incredible turn of events for the president and for the party truly. >> martha: if these numbers hold, byron, this could be the big story of the mid-term elections. >> absolutely. the story with the democratic party and hispanic voters is not just joe biden and hispanic voters. it's the fact that the democratic party is turning off hispanic voters. the most simple explanation is a lot of hispanic voters are just not progressives. to the degree that the democratic party is dominated by the progressive message, that turns them off. there's a strategist that wrote a book called "the emerging democratic majority." they're warning that democrats are losing the hispanics because the democrats made a miscalculation, especially in 2020 with blm and riots and defund the police. this turned a lot of hispanic voters off. they're working class. they care about jobs, the economy and healthcare. >> martha: when you look at the southern border, chuck, that issue they thought would resonate with hispanics. what you hear from a lot of voters in that group is we came here legally, we would like other people to do the same thing is. that backfiring?
