for her city. >> nobody signs up for being a homeschooler at the last minute. you can't forget about how disruptive that remote process is to individual parents who have to work, who can't afford the luxury of staying home and being with their kids. >> kayleigh: harris, so 50% of america's schools are closed or an remote learning, they are in chicago the state of illinois had $5 billion from the federal government for schools, and to get at 28:00 p.m. nearly midnight this goes out to parents that there won't be in class instruction. >> harris: two things stand out. they did not have enough about plan to make sure they learned today, if they were going to be virtual, they did not put an apparatus in place, because it is all about the union and how do we know that? because the teachers are being allowed to stay home, but the kids were told you can still go to school and get your free lunch or things that you need from the classroom. what are they doing in school if it is not safe? that is one question, is there such a need to make sure that children are fed? we know that it is here like that in new york and across the country, the line of demarcation between what is acceptable and what is desperate. it has our children writing that line and we need to protect them. the teachers are not interested in doing that, so they stay home where it is safe, but cases have shown that their test resorts and positivity in some areas where the adults are doing what they want to do and testing positive. we have that situation in new jersey. so i have to ask the question, who benefits from this? and what do they do with the money? the president says over $100 billion on the state. where's the cash? did it pay for more ventilation? did i make things better? because the teacher say things are better. where did it go? >> kayleigh: is a great question and i think we deserve answers on that. last february jim saki was asked if they would stand up to the teachers union, one thing to say is open and school, another is standing up to the union, here's the answer. >> it is time for president biden to stand up and say that the kids are the most important thing and stand up to the teachers union. if it comes down to a binary choice, who the president chooses, the kids were the teachers? >> i think that's a little unfair how you put the question, but i will say that the president believes school should be open. he wants proper steps to be taken so that they can be reopened and stay open. >> kayleigh: so there is no assertion of pushing back against the teachers union last february if they are so keen on opening schools, it's very simple, president biden, go off your fake white house, jen psaki, let's hear it from the lectern today, will we hear it? >> ben: i doubt it, but i think we need to call it what it is now as the teacher union on the policy as they are trying to have nationwide is a racist policy, why do i say it is racist? because the majority of people that are affected, the majority of the test scores that drop drastically because they have divided the country into two different groups of people, private school kids are getting a proper education and public school kids are now being held back and having to compete with those private school kids for not only scholarships, but for jobs when they graduate. this is a racist policy by the teachers union, it is disproportionately affecting minorities in this country. second thing, if you are angry about this as appearance, don't just tweet about it. you need to be advocating right now for school vouchers. school vouchers can fix all of this nationwide. if you give parents the right to decide where they spend their money and they get to find a school that is open and safe to give their kid a quality education in the united states of america which we should demand right now, i guarantee these teachers unions will fold immediately and they will go back to teaching, because they don't want to lose their jobs. they don't care about these kids, they know they get paid sitting in their pajamas at home, and that's why the unions voted at midnight basically last night because they don't care about the quality of the education, they don't even care about these kids. they say give me money and i want that money and that's what matters. >> kayleigh: meanwhile you have the teachers union, the largest one run by the end norman's power, they were influencing guidelines and suggesting language of the reopening guidelines, but they had this to say, i thought it was really well written. exercising more real practical political power than any senator or cabinet sect at terry and the power to exercise exclusively in the public interest workers and the democratic party that they effectively controlled for half of the time for americans to take back some of that power. the white house should really be calling her out, am i right, kennedy? >> kennedy: absolutely over and over again. to make sure is held accountable with the statements she has made in the past. and now trying to frame her as this hero trying to keep schools open and that's what she is fighting for, that's not what she has been fighting for. and the fact that democrats are beholden to the teachers unions, because they give roughly 90% of their funds, their donations to democratic candidates. but it's interesting that this is the hill they are choosing to die on, and the party will -- if not diet, they will be extremely sleepy in the midterms, because parents across the country and not just republican parents are really sick and tired of seeing their children harmed by closed schools and teachers who really are not having to work in chicago, three days a week with the average check-in time for a majority of teachers they are, and that is totally unacceptable. and that's where yourself an op-ed in "the new york times" showing the fact that two children are the ones who essentially have been tortured by this process and at the expense of their futures, so we can save adults appeared well, it is time to flip that on its head to make sure we put children and learning first. >> in the 10% that went to "covid funding" you do not think that we needed to buy a lot of tests and you did not say let's buy them now? and you do not think that we should at least have them ready or send them out to the american people like a warm hug, they have no clue what they are doing right now, and i think that this is obvious that they are sitting around going, what do we say? what do we this direction and liberal cities, what will police officers serves say? they will say i'm out of here. i'm done with this, i'm not risking my life so that i can put them in handcuffs and get out and no charges brought against them. and the riots that took place in the country where the d.a. refused to prosecute, and this is part of a bigger plan i think to say we want to get rid of police. if we can't directly defund them, we will just make you go insane to the point where your assignment. and it's the ultimate goal anyway. this is an activist of the defend the police movement. and they are disguised as d.a.s, getting rid of them one by one by making them go insane and taking their power to actually do law and order in their cities. >> emily: carrying that a bit further, i had the honor of speaking with some nypd officers about this and their reaction is understandably one of being totally disheartened, cops are putting their lives on the line every day in service to apprehend these guys who won't serve any jail time or detention. it makes it more dangerous for law enforcement, because the criminals have nothing to lose, but the officers have everything to lose, like the officer who was shot in the head this week in new york, cops are being treated like criminals and the criminals are being rewarded, kayleigh? >> kayleigh: that's a powerful point you make, just sitting wave to defund the police. you are exactly right, it made my mind go back to the jim comey when he dubbed the ferguson effect meaning that the environment for officers was so toxic, so poisonous, so hateful that the byproduct of that was police pulling back from their community. that's exactly what is going to happen here. if there is no reason to arrest someone, because they took it out on the streets, you're going to have another ferguson effect in a different way. in fact don't take it from me, take it from the police association that said police officers don't want to be sent out to enforce laws at the district attorney that they won't prosecute. in a subtle way unfortunately. >> emily: lets remind the viewers that the nypd is the lowest paid in the country and they have been out of contract for five years. and harris, been brought up mayor adams and he says his number one priority is public safety, but the new d.a. has the opposite agenda. >> harris: that's exactly what i wanted to get into and i'm glad that you brought up the journey for the district attorney's. let me point out that at least three of them have the connection of one big democratic moneyman which is manhattan, l.a., san francisco. kennedy, you talked about what it looks like in san francisco as related to crime, there is a reason why the policies look so similar, because there is somebody, a democrat of a massive bad guy in terms of how much money he can dump in to have his vision. and so what do republican turned democrat to mayor like eric adams do? he has not been in office very long and i'm not in the prediction business. i can tell you based on the facts and what we are seeing with the d.a. here in manhattan, they are going to come to a head at some point, because he is a former cop in 22 years, and he promised to have two things simultaneously for safety for the citizens of new york city. in order to make that happen, you're going to have to have a relationship with a district attorney, i would imagine. so those two are not likely to see eye to eye on things. what is that going to look like? i also will keep my popcorn and how this plays out, but i will pray for the citizens from new york city, because it's already unsafe. >> emily: and hopefully respect for the officers and the victims, because pretty soon every single resident will see it. coming up, the congressional black caucus. he is now the fifth harris staffer to leave. in "the washington post" is reporting then another is also looking to resign soon. all of this as they are up in claims of tension in the vice president's office. that includes a blistering report describing harris as a bully who dishes out "soul destroying criticism. but a source close said that he is still on good terms with the vice president. emily, they are been a lot of reports from "the washington post," to the cnn one that had nearly three dozen sources, they talk about the vice president not being confident, being hard on staff and this is bad for the number two person in the line of succession, a history going back to california. spill and that's exactly right, not only going back to the attorney general, but also on the campaign, remember when she dropped out of the race there were tons of reporting about office infighting and associate civil war between the staff and the conflict with a lot of the family members that held divisions in her campaign staff and those that felt that they were having whiplash of her policy and could not keep up. it was a toxic environment. and she was not doing anything to leave. that's a larger point is that when something like that, these rumors or reports follow you wherever you go that it seems to me there is an absolute dearth of leadership, because a true leader would not just manage staff when not have this continual thing plaguing her, the jacob marley change, clearly there is a monochrome of truth and a true leader would not have any of it. >> kayleigh: i want to alert our viewers that you are not entering an episode of "veep" right now, because of the bipartisan infrastructure law, america is moving again. that's what >> harris: i am concerned if she is not spending with the president. he is a gap meister, and i ask this, is it contagious? can you catch guessing is? and a bigger point in all of that is that when he addresses the nation on the response from the white house, he also is bragging and touting all of the things that they have done. this is a scene now with this white house. paid no attention to the monster that is about to chew off your foot, just pay attention to the 6-inch stiletto on the other foot. i don't really understand how they don't think we don't see what they are doing, because we do. it's this political game. but i don't want my vice president or anybody at the top to be so distracted by people leaving. okay, vincent evans just figured it out on her staff, he is another senior aide. he is a person who would be in there in the goo trying to get things right. she has replaced the comms team more than once and with president trump, i know the people are going to bring this up, what about sean spicer and the 11 days of anthony scaramucci, but look at what happened. but on one staff that has an approval rating underwater by i think she is at less than 32% approval which is an improvement over 28 i guess. it still way underwater. the person distracted by all of this, so we need to know that she is able to do the nine jobs that we scroll as the president has given her. >> emily: if she just does one, i will be happy. >> kayleigh: just one of them. kennedy, i do see a connection there, harris mentions being distracted by people leaving, but there is gap after gap after gap, and the tweet about moving, you look up at your television screen, you can't walk down the hall past in office without seeing a television screen with a news organization on there. you think that you would not tweet as you are looking at images of landlocked cars, maybe it's just that she does not have a staff to get these things to stop from happening. the >> kennedy: or they can't stand her and her doing everything to undermine once again. i felt bad for her when i read the tweet, you have i-95 shut down, people stuck in their cars who are over a day, overnight, and freezing temperatures including children and sick people, and then you have an amtrak that is not moving for the same amount of time with no food, no bathroom, imagine what people are doing on that train stuck in what felt like little capsules. and this is what you are tweeting about, you guys are doing such a great job! so i do feel bad for her, but she had the choice could pull her head out of the cm and read her brief, and she is not doing that, clearly. >> kayleigh: clearly not, she does not read her briefs and then blame staffers when things go poorly. but all the negative news stories, they are adding up. i mean, harris just mentioned 32% of approval in usa today is not good. maybe it's over 28% of what it was, but that's really bad number. >> ben: it's a bad number especially for vice president. you turn over for the white house, i'm talking about the president of the united states, vice presidential staffs don't have turnover like this. even cheney who was a tough guy to work for, they did not have turnover like this, because you are the vice president. but the biggest troubling part for me with the tweet is not how out of touch, but the fact that this woman clearly doesn't know what she is doing and what her job is. when you see people stranded, you should be going to work for those people. when you see a crisis like what was on tv yesterday, you should be making phone calls and making sure that food, water, aide, whatever it takes, if the federal government is being utilized, that's the tweet you should put out, not propaganda in america is moving today. what she was probably doing was going around the white house trying to get what i would say our hostage pictures from her happy staff still there. and people were disgruntled, she was probably running around yelling at people, take a picture that you are happy and tweet it now so that everybody knows that you love me. that is what she is focused on, not the american people that were suffering and not on the government or on the peace out might've heard it, because she was not actually talking. i mean, what a job it is to be the people on that plane whose job it is to be the people on that plane. >> emily: you are right and the flight attendants had to go to the back, because at certain point you lose control and have to sit back. but this was a canadian charter flights, and their minister of transport came out and said that these people will be held accountable. he said that they can face fines of up to $5,000, criminal charges, who is the canada minister of transport, can we bring him to the manhattan d.a. office? maybe we will actually import some laws where i feel safe walking on the streets of manhattan. so come on down, minister of transport. >> kennedy: these people have to be tested by a lot more
