>> i thought it was very interesting how president biden says, if i'm in the health that i'm in, let's talk about political health. we know that in your first year of office, that's when you used up most of your political capital. your numbers should be -- you're still this that popularity range especially if you're a democratic president. we've seen his numbers go down significantly. the american people are losing confidence in this president in this administration for their inability to handle this pandemic in a really apt way and failing to deal with the border issue. you see what happened in afghanistan and the economy. you go down the whole list, the american people are saying, what's going on here with our current president? what i'm hearing just with democratic friends. they are very concerned. we know it's politics, it's still a long time to go. we got to get through the midterm elections and then you start really having these discussions within the party to see if president biden is going to run again or are they going to look for another option which my guess is, they are going to go find a progressive option to basically even if biden were to run, to basically push him farther to the left. >> harris: that's an interesting topic. let stick with that for a second. the party, if it is going to tip farther to the left, who would that new name be possibly that our reporter alexandra haugh was just talking about. it's not bernie sanders. >> i don't think it's going to happen. i think that my party knows the majority of our voters, the moderate and centrist like myself. we saw what happened in virginia. we saw what nearly happened in new jersey. mercedes, i do agree with her, we are three years out. it's a lifetime away. these numbers are not something to make me happy. the numbers that make me happy is the newest number of congressional ballot. republicans lost two point edge over democrats in the congressional election. this is a very different time we've had in the past when others primary people in their own party. we are in this pandemic. americans forget what we had for lunch the week before last. number one is the economy. number two is covid. we're going to have to see where we are when we're close to the general election. >> harris: after a year this president hasn't come up with anything new. they will not forget that the estimate of numbers from the experts like the testings are with the last administration, it's more likely north of a million and a half cases. our testing is so bad. i don't think people will forget that. that's part of our historic footprint of the pandemic right now. let's move to this. out with the old in with the new. house speaker nancy pelosi is expected to step aside after 20 years in the position. "washington post" is reporting that the party is looking to younger leadership in hakeem jefferies. here's a bit. >> you got at quote from congressman that jumped out at me. he says, i think we want leadership that bridges some of the different ideological wings of the party. i hope they would adopt progressive positions and listen to the broad caucus and build consensus. who is this mythological creature. >> harris: this time it's about the house speaker. we'll start with you, leslie? >> well, nancy pelosi worked very hard and there are people left and right that love her and hate her and respect her or don't. that is a sign of success. >> harris: who's next? >> you mentioned hakeem jefferies. harris we spoken privately on set before covid. >> harris: he's been on the program. >> we both been impressed by him. lot of people in my party are impressed by him. bridge that gap. that is essential. both parties are looking for fresher faces, newer leadership, younger leadership but both party have to keep the mind that our population is not getting younger now. it's getting older. majority of americans will be seen as boomers. we can't just throw people out because they are older because with age you have wisdom and experience. hakeem jefferies is somebody who gets along well with both factions. i don't want anybody pulling my party further to the left. >> harris: wow. i don't know if you can fight that off. it will be interesting to watch that. hakeem jefferies has been on the program before. it's interesting how far we have come from people actually being able to get along and talk to where we are now. i don't know who hakeem jefferies is today. >> she knows that there's a good chance the democrats are going to lose this midterm election. >> harris: one last one for you mercedes as we look down the road. i'm curious about this too. the leadership for republicans going forward. your thoughts? >> reporter: that would be nice. for now, it doesn't seem like it's going to happen any time soon. you got heavy wet snow throughout the region. freezing temperatures and many of these roadways are just haven't seen a plow. the worst of it we've seen i-95. you got crews trying to dislodge cars and drivers along this stretch of 95 in virginia. many folks have spent the night in their cars. drivers have been tweeting some have been running out of gas and some have no food or water. there are reports of local emergency workers running blankets and supplies to froze highways. temperatures have been in the low 20s. >> well, been stuck down here frederickburg since 11 yesterday morning. if you don't have to come out, do not come out. >> not much movement as far as cars. we are able to get out and you can see it's really cold out here. there's folks everywhere just stranded and not much movement on our end. >> reporter: virginia department of transportation said they closed 95 in both directions for a 50-mile stretch around frederickburg. one stuck driver senator tim kaine of vases -- virginia. he tweeted a photo surrounded by parked tractor-trailer. he started two hour drive to d.c. yesterday, 19 hours later, i'm not still near the capitol. my office is in touch with the virginia department of transportation to help other --virginians. governor ralph northam said this storm started yesterday they had stuff time to get salt on the road. the rain washing the salt away and then came the snow. here we are. >> harris: wow. winter. well, almost. [ laughter ] it's like winter plus. thank you. wishing the best. teachers unions and at least three states pushing for students to return to remote learning as omicron cases are surging. more than 150 boston public school teachers called out sick in protest to in-person learning. in chicago, teachers are expected to vote on a return to remote classes. one teacher's unite 2018 -- tweeted a call for national two weeks pause now to protect our community. many parents want their kids in real classrooms. >> for the great majority of children, they should be back in school. physical learning is very important. we really need to draw the line in the sand. get your children back in school. get them back on the road to emotional and physical health. >> harris: tucker carlson now. >> kids in america have been badly will damaged. the numbers show it clearly. this as crime. no one had been prosecuted for the crime. treating healthy children as they are untouchable is mean as hell. these kids weren't hurting anyone. public health authorities hurt them mostly because they could what our leader have done to young people to last two years is unforgivable. >> harris: some breaking news is happening now. as cory deangelys joins me. he's adjunct scholar at the cato institute. i follow you on twitter. i notice had -- noticed is statement from governor duecy in arizona. saying in-person learning will continue in arizona. you're picking up on a point of this news as well. it's down to dollars now. welcome. >> yeah, absolutely. this is the way to do it. in arizona, if your schools aren't going to reopen in person, let the funding the follow the child whoever wants to get an education. doug duecy announced that with $7000 to follow the child to the school of their choice. that's only way out of this to have the funding follow the student. only then will the schools have a true incentive to cater to the needs of the families. it's a great move in arizona. chicago public schools spent over $27,000 per year average private school tuition is less than half of that, $11,000 per year. let families make their own decisions and free them from the clutches of the teacher unions. >> harris: if we look to some of the private institutions, they are parochial, they are less expensive still what you're talking about in the private dollars. they stayed open many of them across the country, some of the worst parts for case numbers that we saw during the pandemic. there's some answers that are going on, the teachers union seem to be on the outside of what's happening. i want to go deeper with >> hary that teachers are looking to close schools for political reasons rather than scientific ones. cory, forget maybe have breaking news right now. right now senator joe manchin, a thorn in the side of president biden is speaking now on the hill. >> that means you follow 1099, so 1099, if you will call the credits, you will see if you have liability. the only way the irs but know that is if you file a 1099. at the very direct on that. hold on, hold on, hold on. >> will you get to the january 17 deadline -- >> we are supposed to have a meeting today, right now. it's been postponed because people are having a hard time coming in. i will be going to a meeting and finding out what that entails and the timelines we are talking about. >> are you opening into the bill that better bill? >> i've talked about different issues in build back better, but the bottom line is that you were talking about the child tax credit. if you have a credit that means you had to earn -- have earnings. to have earnings, you cannot decide that until you have liabilities, and if you have a liability that obsessed the credit. the child tax credit are in place until 2025, the $2,000. people think that is called by the wayside, that has not happened. >> how flexible is the white house on this? >> you'd have to talk to the white house about that. >> you have concerns about inflation, do you prefer that they shall build back better into the next congress? do you have any preference for shelving it altogether? >> we will have to see what their desires are and what their priorities are. i respect that they feel strongly about that i just have a different opinion and we don't have you know -- to do some of the things that have been proposed takes more of a majority them a we have. we have no majority, we are 50/50. we have to take that into consideration. our caucus goes from one end of the spectrum to the other. i'm sure they understand that. >> senator, real quick, the electoral roll counts act, is that something that you've been talking to republicans about? and what you support build back better if child tax credit was not included? >> i really don't want to talk about build back better anymore, i think i've been clear on that. there are other negotiations going on at this time and there's an awful lot of things that -- a lot of things that we are i think are well intended, and there were a lot of things that were far reach, and these are delicate times right now and the country is divided. i don't want to do anything that divides our country anymore, so whatever i can do to unite and bring people together. that means you need to work harder to bring people together. >> what is the comfort level with the climate provisions -- >> there's a lot of good things in that, we have a lot of money in there for mitigation technology, tax credits for clean technologies, and a clean environment. i think we need to continue. but be realistic, we have to have enough energy to run the country and we need to have the transition as it happens, as we move from a fossil dependency to more of a cleaner. you do that by using the fossils and cleaner ways? you should be able to. you do that by creating new technologies that are renewables, as far as wind and solar, hydro, hydrogen, i've been big on that. i'm big on nuclear. okay. i'm really big on basically making sure that fossils are used in the cleanest possible fashion. in america, we do it better than most other countries. >> so you are not as concerned about other portions of build back better? >> the climate thing is something that we can come to an agreement on much easier than anything else. >> you've talked about geopolitical issues, are you going to vote yes to sanctions whenever vote comes up on january 14th? "there are no negotiations going on for build back better." the president's signature legislation, a huge bill that he wants to get. he can't get it. the man you saw there is one of the big reasons why he can't get it. kyrsten sinema of arizona, a democrat there has been a thorn in the side politically for this administration on the issue. but i did not hear any oxygen for build back better from the senator just then. but it is politics, they will meet later today, let's even the take it. i was in the middle of a conversation with cory deangelis. i want to talk about school unions if we can, national director of research american federation of children. cory, op-eds claim that teachers unions are pushing to close schools for political reasons rather than scientific ones. all at the expense of our kids. "the new york times" listed the toll it is taking us kids are probably behind, there's reports of mental health problems, more suicide attempts, gun violence against kids, increase social isolation. your topline thoughts? >> these cool closures for almost two years now have caused a lot of trouble with children, and a lot of harm in terms of academic outcome, mental health issues, suicide attempts have increased by about 31% nationwide, even higher for female students. we've seen obesity increases with teenagers across the u.s., there are so many problems here with little to no benefit in terms of safety. we have comes, tons of science on that. it's all because the teachers unions have figured out that they can hold children's education hostage for a multibillion ransom payments from the taxpayers of that work for them in 2021. they received $190 billion for k-12 education. the only way out of this, this loop, is to fund the students directly so that schools can actually have an incentive to listen to them. that is the only way we get out of this mess is to have school choice to truly empower parents going forward. parents should never have to feel powerless like they did in 2021 ever again. >> harris: cory deangelis, we will bring you back to the program. i appreciate your patient sitting by during the breaking news and the other big breaking news is our, the state of arizona, you and i talked about it, governor doug ducey said they will take the $7,000 per kid, put it in the family his hands, if you're public-school close as you can still take your kids someplace else. thank you for watching, "outnumbered" is next. >> emily: the covid crisis under president biden's watch as the u.s. records 1 million new cases and 24 hours. the only country in the world to ever reach that daily mark. and now the president is facing renewed scrutiny over his handling of the pandemic. i am emily compagno and this is "outnumbered." i'm joined by h
