unpunished. jackie ibanez has more on this front. carley: >> reporter: critics say liberal crime policies are meeting to smash and grabs in american cities but the white house is sending out a different message blaming the crime surge on a range of reasons including the pandemic. >> do you think it is possible the city is dealing with these smash and grab robberies right now, increasing collectively because of prosecutors are too soft on crime? >> i'm not going to attribute the reasoning from here. i will tell you we've seen an increase in crime over the course of the pandemic. >> reporter: san francisco police say leaders are coordinating merit ask in plain sight. the department reviewing several brazen smash and grabs were organized on social media by total strangers, business owners say the city's woke district attorney continues to turn a blind eye to shoplifting offenses. meanwhile the chicago business owner is blaming mayor lori lightfoot for her soft on crime policies after thieves stole an estimated $2 million in merchandise for his luxury car dealership. >> such a boiling point, no one stepping out to say anything about it. i voted for lori lightfoot the first time. i won't vote for next time. >> reporter: lightfoot is coming under fire after the chicago tribune released text messages revealing how she shamed an alderman who questioned her crime policy. the mayor dismissing questions around this texts saying things people want me to focus on his public safety, the pandemic and making sure we is not an equitable recovery. that's what people care about, several city leaders joins business owners and criticism of lightfoot saying policies are letting dangerous criminals walk free. carley: thank you. todd: greg gutfeld says the media shares blame for the national crime surge. >> the media can't accurately report on anything whether it is perversions or fatalities since they are always implicated in them. deaths spy, they bury them because they champion policies and ideas that contributed to that with a lot of defunding the police and trying to camouflage it by saying of the funding shift, like planting a bush in front of a septic tank they try to hide the consequences of their destructive beliefs. now we have record high murder rates in major cities run by liberal mayors. >> another thing the media has done is join in this narrative of this is covid's fault, this is strictly a coincidence that the timing of covid happens to coincide with the time that the craddick and liberal mayors and governors throughout the country decided we are not going to punish crime. whether or not they did it as a response to covid one doesn't make it right, 2 doesn't make it covid's fault. they decided they weren't going to punish crime and as a result we see what we are seeing in cities and streets. >> 12 cities have a record high murder rate. all all 12 all 12 bydemocrats, rochester, newyorkisoneofthemandthepoliceca county police captain and director of emergency management, good morning to you, sir. there has been looting in your area. how big a problem is this? >> reporter: thanks for having me. the problem we are having a scrap metal looters trying to break through our barriers, steel the scrap metal and take it to recycling or money to feed some sort of habit or just for the money. todd: what are you doing to stop it? >> we saturated the area with patrols. we had 25 homes significant damaged by the tornadoes, we saturated the area with law enforcement 24 hours a day, responded to any call of folks not recognizing those areas and taken a 0-tolerance approach to this, arresting anybody and everybody trespassing were stealing including, taking them to jail and worked closely with prosecutors to ask for high bonds to keep those folks locked up. >> one did, to injured in st. charles county, you say by looking at the damage you are surprised more people weren't hurt. why do you think people were, most people were able to stay safe during the storm? >> we had one fatality, there are a couple reasons, it was in:30 friday night, folks were shopping for holidays around the dinner, not home. the second and most important thing most of our residents are conditioned to seek shelter when they hear the warnings. some are still resistant to it but for the most part folks that live out here in our county when they hear the tornado sirens go off and see the alerts on their phones they are seeking shelter because we get this type of weather frequently. >> when you speak to victims is a common sentiment they all share? >> honestly panic has not set in with our folks which is surprising. considering the amount of damage that was done and the injuries we have, i think what has been the most important thing is what has been shown, the true american spirit. americans have come out by the hundreds. we received donations and support from around the country, the rebuilding efforts of started and we are only four days into this, had hundreds of volunteers show up to help clean up and help these folks restore their homes and get themselves back on their feet. >> because it has been four days i was wondering what people are doing who lost their homes and you say those cleanup efforts are already underway. >> they are underway. over the weekend, hundreds of people came out, started cutting trees down, removing household debris and appliances and everything that were scattered all over the place. a coordinated effort with volunteer services of the american red cross and they coordinated all the balance, got everybody situated and it has been incredible to see the amount of support, everybody worked so closely. todd: tragedy like this, ring out the worst and the best, you taxing spending they will lower costs for you, the american family. >> a new study directly contradicts the president's claim. >> the president is billed back better will help lower the cost of childcare for some families that will be truly for millions of other families according to a new study by university of chicago professor and former trump administration economist it is not. he said the bills required increase staff requirements, lifts price competition and increased wages, some middle-income families could see their child care between 20 and 30,$000, plus the benefits are only for nonreligious providers or churches will no longer be price competitive. the congressional budget office estimates the bill will cost $3 trillion more than the price tag if the social programs become permanently chatting nearly $5 trillion to the deficit. here is peter doocy asking the white house about that? >> the cbo as a new story where they assume the social programs are going to be made permanent. will president biden commit these programs are not going to be made permanent? laura: what you're talking about the fake cbo score that is not based on the actual bill that anybody is voting on. the president made clear multiple times publicly that he would like programs to be paid for. >> democrats want the bill by christmas. holdout senator joe manchances its too risky to spend so much with high inflation. >> inflation is real, it's not transitory. it is alarming, it is going up, not down, that is something we should be concerned about, geopolitical follow. >> it is insane to spend trillions we don't have when we have the worst inflation rate in 40 years. we don't need $1 trillion more spending. >> americans disapprove of the president's handling of the economy by 69% according to an abc news poll. president biden says he believes we are at the peak of the crisis which cases can be fixed by passing the social spending bill. >> seems like they are not in agreement more days off to the calendar to give stressed-out teachers a break but with the relief for moms and dads. jennifer lynn joins me now. thanks for being here. everyone is stressed. i've done the research but i've not talked to one person who is in stress. why are teachers being given extra days off to deal with that stress? >> fantastic question. the rationale given by the board is unacceptable at this time. the given us conflicting reason saying on the one hand it is professional developed, on the other hand planning time, two very different things which all we know is they cut instructional time for children across the board in maryland, parents you were furious. >> what is doing to our kids education? >> this has long-term effects that will be extremely negative. children receiving reduced instructional time will have less educational outcomes, likely to earn less overtime over their lifetime. a lifelong impact. in a short-term reading and math goes down, cut instructional time is the last thing we should be discussing at this time. todd: combined with lost learning to the 18 months of the pandemic, will our kids ever be able to catch up to the rest of the world that is not doing these things? >> that is something we should be worried about. we know there's less children entering kindergarten for example, enrollments are down. of this is the possibility as we take time off of the calendar which will force people to leave our public school systems, secondly, our kids have a window of opportunity now in which they should be learning, catching up on school they lost when schools were closed. it is not going to solve that problem for any of our children. we used to talk about truancy when they were in school for no reason and now instead our school boards across the country are taking days off the calendar. todd: this is being pushed by the teachers union and here's what they say, quote, it is important to improve morale and give teachers the space they need to prepare for students and give them an excellent education, no mention what this is doing to parent schedules and their insanely busy lives. what you're about to what the teachers union says? >> i would point out teachers union representative jennifer martin pointed out it is an important step. that should be a rallying cry of the concern for parents and educators people who care for children around the world because if this is a step what is next? are we more instructional time of the calendar? where will this come from? we need to do better by kids, we need to unite as we need to relieve teacher stress to make the job more manageable and enjoyable and a profession they can be proud of. >> i don't know a lot of teachers pushing the teachers by large get
