from the east and west coast to the midwest, to the south there has been a disturbing rise in violent crime this year. and that's putting liberal policies under the microscope. watch republican congressman dan crenshaw. >> there is a direct line between death and decay and liberal policies. they are deliberately doing this. they want pros koouts who won't prosecute and let criminals out. the criminals laugh in the back of a police car because they know they'll be out the next day back to committing crimes. this is a problem for people who actually pay taxes and live there and they are ruining america's greatest cities. >> harris: let's take a quick look at philadelphia where the numbers are horrific. 524 homicides so far this year. that's up 13% from last year. the city of brotherly love as it is called now has the second highest number of homicides for any american cities. chicago has the most. and despite all those numbers, despite the reality of all of that violence, the liberal district attorney is refusing to even acknowledge that it is happening in his own backyard. that's a trend. are you seeing that among democrats like alexandria ocasio-cortez, the congresswoman from new york? not sure it is happening. one week after a 14-year-old boy was shot 18 times while waiting for the school bus, the philadelphia district attorney larry crassner told reporters there is no crime crisis in his city. bryan llenas is live in philly where he has been talking with crime victims and they have quite a story to tell. bryan. >> harris, four people have been shot and killed on this block since july. we are in north central philadelphia, predominantly black neighborhood. memorial set up for a 27-year-old shot and killed at this intersection. you see the teddy bears. across the street from that is another memorial for someone shot and killed two weeks ago. you saw the numbers, a record 524 people murdered in philadelphia this year. that is up 57% since 2019. more than 2100 people have been wounded from shootings in this city, a 47% spike from 2019. despite this the city leadership is tripping over itself whether it constitutes a crime crisis. the democrat district attorney says it is not. police chief and the mayor say it is. >> basically we don't have a crisis of lawlessness. we don't have a crisis of crime, we don't have a crisis of violence. >> we certainly are in a gun crisis situation, no doubt about it. >> absolutely. we absolutely have an issue of violent crime. >> william crawford was 35 years old when he was shot and killed in 2018 in broad daylight outside his sister's home. his father said crime instilled a fear in this community unlike anything he has ever seen. >> my son had five babies that won't have a loving and caring interaction with their father. so if you say that this is not a war zone, if you say this is not a crisis, either you are inhumane or your humanity has left you. we need help in the city of philadelphia and again i don't care where it comes from, if it comes from the national guard, if it comes from any source, the federal government. >> michael, a 51-year-old activist was gunned down and killed less than two weeks ago. his fiance said there are too many guns in the hands of youth and not enough consequences. >> do you find it insulting? >> it really is. maybe where he lives the gun violence isn't like it. but when you step on the streets of philadelphia it is like that. maybe he lives in a different place where life is good. >> the former mayor of philadelphia, michael nutter, says the comments from the d.a. are the most insulting he has ever heard from an elected official, harris. you have know, the philadelphia inquirer put it this way. you are more likely to win a coin toss than you are to be caught for murder in this city. only 42% of the murders in the city have been solved. >> harris: i heard you point out it is a predominantly black neighborhood. we say those things to inform people that's where the assets mainly have been taken away. when you defund the police, those are typically the areas that hit hardest. you heard the young woman you interviewed. maybe the d.a. lives in a different better place. she is right about that. and he doesn't feel it and apparently can't even see it. bryan, thank you. the white house is insisting it is working hard from the federal level to keep our streets safe. >> we've also recently taken steps, the justice department and f.b.i. and federal law enforcement have been working with local jurisdictions, especially areas like los angeles, san francisco and others where we've seen a rash of break-ins to offer their assistance and provide assistance through multi-jurisdictional task forces. >> harris: a fact check from a sheriff's association says that's not true. here is that national group's note. this group aggressively sought federal law enforcement resources to assist in the effort. thus far we are unaware of any planned, orchestrated or cohesive response by the federal government. fact checking the white house. tammy bruce, fox news contributor, host of get tammy bruce on fox nation. great to have you in "focus" today. i don't know how the philly d.a. can look and say it is not a crime crisis. but that woman nailed it. it is not a crisis for him. >> that's right and that's what everyamerican is feeling, right? they even now have a rash of follow home invasion robberies in beverly hills, downtown l.a. most neighborhoods, west l.a. god forbid should you go shopping and you go home and you are an older or single woman and they follow you home and go to our house. one woman was killed recently. >> harris: look what the chicago mayor said. she busts the protocols for covid and we know her from blaming the businesses in her city. so it is not just about the left and the right coast. the center part of the country is feeling this, too. from kansas city all over the place. i've talked with the mayor there. not defund, harris, we'll reallocate the money. you have homicides popping. in chicago she blamed the businesses. you haven't done enough to protect your own business. >> it's all about the language. the complaint by the sheriff, jen psaki said we're having these discussions and reallocate and do this. that can take all the time in the world and absolutely nothing happens. which perhaps is the point. so when you've got the sheriffs wanting assistance, a lot of rhetoric, a lot of noise, a lot of word salads and then you have a lori lightfoot and the media carrying this message nationwide. it tells other mayors and other people that this is -- rhetoric that you use. but it is also insulting because the cities that are affected again are the cities who have higher unemployment as a result sales taxes go down, employment taxes go down, cities get less money, so less police as you are noting are allocated. less services are allocated because schools don't get as much money because it is a vicious, horrible circle that destroys life. >> harris: i don't want to put too much in the stew of toxicity and danger but thieves -- these tr the places with the tightest lockdowns. the white house not taking that possibility off the table. the president says no more restrictions with omicron. but it's not off the table for the white house press secretary. >> always laying back there might be some other boot to come down on you. part of the fear mechanism. >> harris: the senate is voting to repeal president biden's vaccine mandate for private businesses. it passed 52-48 with two democrats siding with the republicans. and some lawmakers say they think it has enough votes now to pass the house. which would force president biden to use his veto power to save his own vaccine mandates. >> i think in the house there is a very good chance they will get enough people to sign on to this cra to force a vote. we understand when that goes to the administration the president may well veto it. we have sent a very clear bipartisan message on behalf of the people that this mandate needs to be stopped. >> harris: when does the president get the message that nobody wants what he is cooking? >> when his staff is honest with him. i don't know if he is watching this or notices. he was just at the bob dole remembrance but it is a matter of what he is being told. it seems that every now and then he is surprised when he is told something by the press or asked a question. and he is uninformed. i think if they are honest with him and if the house votes for this bill, there will have to be a conversation. >> harris: if he has to veto to save his own vaccine mandates when -- man, isn't that what he says? >> they've been so fectless. democrats are thinking this is serious. they see it in their own lives and what they are experiencing. this comes down to the fact that this does hurt us economically. already people are being fired around the country because of mandates coming to a due date whether it's firefighters, police officers, medical personnel, teachers even are being fired. in this -- it's strange. >> harris: 4 million people in recent weeks who left their jobs voluntarily but the president says he can fix it all by spending trillions of dollars to put more money in their pockets and create more jobs. it is a head scratcher. i'm glad we get together to do and this the viewers are, too. i'm certain of it. thanks for being in "focus." how about this one? "the new york times" is reporting with the headline that says ukraine commanders say they would be overwhelmed by a russian invasion without help from the west. so the critics of the president are seeing the calls now from the ukraine commander and they are hearing from people in the region and we know what it will take, a, to get our own people out of ukraine at this point with tens of thousands of russian troops massing at the border. basically waiting to open the door forcibly into a nation and invade it possibly as early as january, early february. we are being told. and so far not the strength of keeping everything on the table. you hear different things from different people. that the president was saying you will see something to the consequences you have never seen before and then he takes an option off the table that would be something they hadn't seen before. i don't understand that. it brings about a lot of questions and we have general jack keane coming up with all of that. and this scathing news, fox news op-ed blasting biden's leadership quote, it turns out that going from america first to america last has real consequences. there is that word again. biden diluted american power and as a result our allies no longer trust us, our enemies no longer fear us. american weakness always invites the wolves and the wolves have returned. for now critics with some brand-new fodder to attack vice president kamala harris over her handling of the border crisis. what the president of one country at the heart of the root causes of illegal immigration just said about the american v.p. and then there is this. >> smash and grab robberies, l.a. residents have been robbed and assaulted out shopping. to what extent do you are and your policies bear any responsibility for that? >> well, they're absolutely right about that. they would put up a fierce fight to be sure and casualties on both sides but russian military would dominate here, no doubt about that. three united states presidents, president obama, president trump, and president biden have all made statements that we would not put troops in to defend ukraine. we would take significant action as a result of that. but we're not going to put troops in there largely because they aren't aligned with nato and they don't have membership in nato and i think they still have a lot to do before they can get qualified particularly in terms of the corruption that they have. that's what they want to do, become a part of nato and one of the reasons for the angst that putin has. he went into georgia to stop georgia from becoming part of nato and he was in crimea and also in eastern ukraine for the same reason. it is very much on the table from the russian's perspective in stopping ukraine from becoming a part of nato. >> harris: talk to me a little bit about leaving everything on the table because many presidents have done that until they make a decision. this president took off at least for now the use of unilateral troops. what does that tell our enemy? you have heard some like senator ted cruz of texas coming across weak to the russians. what is your take? >> well, the american people haven't been prepared to go to war over ukraine. the congress of the united states, there is not bipartisan support to go to war over ukraine. so i don't have any problem with that decision. i think we could have taken other actions that would have been deterred putin from doing what he is doing. in my judgment we should have been strengthening our nato alliance on the eastern border and putting more nato troops into the baltics and poland and providing them not with significant lethal aid. we aren't giving them anywhere close to what they have asked for, harris. and that would have been a factor as well. >> harris: why do you think that is? the president has a talk today scheduled with the ukraine president zelensky. i would imagine he is going to ask that question, why didn't you help us out before with that lethal aid? >> they have given them some lethal aid. president obama did not. he refused to. president trump did. they did cut back on it. it doesn't come anywhere near close to the shopping list that the ukraine military has. i think they are just taking a minimalist approach to this and i do believe that this administration is being challenged by russia, iran, and also china. they are looking at as appeasement administration that can be taken advantage of. after the collapse of afghanistan that has become an accelerant for our enemies to take advantage of it. witness what's happening here with 110,000 troops on the border. >> harris: it does con jurs and image and the pain we felt as a nation in august with that debacle the president carried out trying to end the war in afghanistan and get our people out. you mentioned china. president biden with an olympic-size headache now. some republican critics saying he is not going far enough with just a diplomatic boycott of the beijing winter games. lindsey graham says a full boycott is the right to do and a boycott of the berlin olympics may have changed history. >> the chinese behavior. i'm not -- i like the olympics as much as anybody else. if you could go back in history and knowing what we know now was it a good idea to allow the olympics to be held in berlin? did it legitimize the nazi regime? i think it did. >> harris: president biden today is bringing more than -- governments together to host the first-ever summit for democracy. some of the nation's invited such as the philippines, pakistan and brazil have pretty awful human rights records. general keane. >> first of all let's deal with the boycott and unpack it a little bit. i have agree with the diplomatic boycott. i don't agree with banning our athletes from going to the olympics. what that is doing is doing foreign policy on the back of our athletes. we're missing the point here. the athletes that should be banned from the olympics are the chinese athletes. they are committing the human rights abuses. we should ban china from one, being able to hold the olympics and two, athletes cannot participate in the olympics. that's what we did with south africa in apartheid. the international community came together and banned them. why would we ban our own athletes? double down on stupid, recall. voting or money. i have to assume with politicians it has to be about the votes. >> to say that the criminals are the victims here is almost as delusional as saying trump won or january 6 was hugging and kissing. >> harris: you have to go there. >> the crime rates in l.a., the murder rates are lower than in georgia, louisiana, tennessee, arkansas, mississippi. you know the theme there. all have republican governors. even in california the crime rates are lower in the blue -- the counties that voted for biden than in the counties that voted for trump. the murder rates are higher in those red counties. i understand the focus on l.a. i get it. it's not where the stats lead you. >> harris: chicago. >> i'm not minimizing the crime. >> harris: chicago is a democrat-led city. what are you talking about?
