>> good evening, bret. presidentbiden is readying a stt the white house has refrained from using in the past just in case it becomes necessary. a financial sanction that russia considers economic warfare. >> u.s. officials are reportedly zeroing in on sanctions against vladimir putin's inner circle and on russian energy producers and banks to deter russian troops invading ukraine. considered back in 2014 but didn't ultimately make. cutting off russia from international payment. >> i'm sure they are looking at sanctioning the banking system. sanctioning the energy sector. possibly cutting off russia from the swift system which enables them to financial transactions. >> at the time prime minister dmitry medvedev said cutting off would be tantamount to declaration of war. passed a nonbinding if russia invaded ukraine. the white house so far has not taken a position on it but issued stern warnings. >> we consulted with our allies and have a path forward impose significant and severe harm on the russian authority. you can call that a threat, you can call that a fact. you can call it preparation. whatever you want to call it. >> ahead of the biden putin call the white house is signaling to return there is still an off ramp. >> i think there is a lot of space here for the diplomacy and leadership to work. >> they are also painting a picture of what might happen if russia moves forward. saying partners in the eastern flank, which the u.s. is obligated to defend, would be looking for reassurance from the u.s. republicans say now is the time for president biden to project strength. >> what we don't want to do is allow president putin to continue with the pipeline, especially as he is preparing, perhaps, to invade ukraine. so, we do have to push back on that and i think that there is a large group of united states senators push back on vladimir putin. >> president biden wrote in his memoir that when he was vice president and russia took crimea in 2014, he implored then president obama to send lethal aid to ukraine but obama repeatedly rejected the idea. now biden, as president himself, may find himself in a similar position, bret. >> bret: jacqui, domestically, you also asked jen psaki about the spike in violent crime across this country. what's the biden administration doing about it. >> broadly they are touting federal support from the fbi and the doj but they are also push pushing the president's social spending plan in that budget there is more money to support cops, bret. >> bret: okay, jacqui, thank you there is increasing concern around the world about something else the optics of holding the olympic games in china given the regime's human rights record. president biden announced a diplomatic boycott which means no administration officials will attend. it doesn't mean that the athletes won't go. critics want something stronger, here is chief washington correspondent mike emanuel. >> the white house says the united states will not send a v.i.p. delegation to this winter's beijing olympics. >> u.s. diplomatic or official representation would treat these games as business as usual in the face of the prc's egregious human rights abuses and atrocities in jing jiang. today after reporting suggested a boycott was coming china's foreign ministry reacted with anger. >> those politicians who clamor for boycott for political self-interest are showing off and hyping things up. no one cares whether they come or not and it has no influence on beijing's success in hosting the winter olympics. >> utah republican senator mitt romney who ran the 2002 salt lake city winter games has been pushing for a diplomatic boycott since march. romney suggests that would hurt china's revenues, shut down propaganda and expose abuses while not hurting american athletes. a recent reagan national defense secretary found 47% for a full boycott by the u.s. olympic team and its athletes. 48% support for a diplomatic boycott and 60% support for a business boycott refusing to sponsor or the international olympic committee delaying and relocating the games. arkansas republican senator tom cotton had pushed for more from the white house saying it should go further. >> to mount a complete and total boycott of the beijing winter olympics. no athletes, no administration officials, no corporate sponsors. >> president jimmy carter went full boycott keeping american athletes home during the moscow 1980. called the boycott a half measure when bold leadership is required bret? >> mike, thank you. i spoke exclusively saturday with defense secretary lloyd austin at the reagan national defense forum in california. among other things, i asked the defense secretary about the rise in tensions with china and russia, whoer is a piece of that conversation. >> how concerned are you that russia, this time is not bluffing that they will, in fact, invade ukraine? >> we remain focused on this, bret. they have invaded before as we look what is going on before in the cyber domain. it really raises our concern. we are certainly committed to helping ukraine defend its sovereign territory. >> bret: does that include advisers? does it include equipment? >> as you know, bret, we have provided them with a number of different things over the years including lethal capability and a lot of nonlethal capability. >> bret: the president is talking tuesday with vladimir putin. can he say something, even the threat of pushing for invite into nato that gets putin in your mind to back down from that border? >> i'm sure there are a number of things that he will want to explore with president putin. i think he knows president putin very well. >> bret: okay. let's talk china. your remarks today seem to have a different tone. has something changed in your mind? >> well, nothing has changed, bret. we are clear eyed about the challenge that china presents. china is not 10 feet tall. >> do you think it's time to speak more boldly communist party and its communist ambitions? >> i think we are doing a lot of that. the activity that we see in the region and other parts of the globe is disturbing. it's racing to develop a military capability as fast as it can but some of the course of activity we see in the region has us and our partners in the region very concerned. but, again, we are in a competition with china and we don't have to be in a conflict. >> bret: i know we are not going to do hypotheticals but just looking at what's happening china launching multiple air operations near taiwan. they have moved air refuelers into that area. tactical operation. wing size elements, do you think that these are training flights for future operations? >> i don't want to speculate but certainly is looks a lot like them exploring and sewer it looks i can a lot like rehear sals. >> bret: what would the u.s. do if china invades taiwan. >> our one china policy remains the same. we are committed to helping taiwan develop and maintain the ability to defend itself. again, that's another hypothetical. nobody wants to see things develop into a conflict in this region. >> bret: one of your space comm attacking satellites, could be considered an act of war. in your mind, is there an active military conflict happening now in space with our adversaries? >> well, bret, you know, space is no longer a benign environment. and i think we have to realize that we want to make sure that we have resilient capability in the space domain that we are able to link that capability with other things like cyber and that we integrate everything that we have from space to the face of the earth in a coherent and agile. >> bret: do you have any regret about afghanistan withdrawal. >> i regret that we lost our 13 of our minest the a abbey gate. i regret we lost 10 civilians. having said that i want to make sure we don't lose sight of the fact that our american forces in 17 days evacuatinged 124,000 people from afghanistan. 124,000. i think that we need to continue to remind the united states of america and we need to continue to remind the world about the great work they have done and continue to do on a daily basis. >> bret: have there been any -- since u.s. military left? nominee, bob dole is being remembered as a powerful voice for pragmatic conservatism. dole died sunday at the age of 98. let's talk about the senator's life and legacy tonight chief of staff at the senate finance committee for chairman dole also most recently u.s. trade representative under president trump. and, of course, senior political analyst brit hume covered dole for decades. bob, let me start with you. your reflections. you knew senator dole for many, many pierce and his life and what he least behind. >> well, let me say first of all, bret, i think we all have to give our sympathies to elizabeth dole and robin dole because of their suffering at this time. the other thing i have to in full disclosure tell you that senator dole watched this show. he watched it a lot. he liked it. we talked about it i have to make that point. having said that so, you think his like in three parts. it's a guy growing up and i dual this quickly. a guy growing up dirt poor. i mean we are talking kansas, dust bowl depression poor. getting and his family they went it out so they could buy food. goes to the war and blown up and never used right hand again and left hand only partially useful. he could never cut his food again. he goes from that first third of his life into being maybe the best legislature in the 20th century of america. leader of the republican party, a strong reagan passed with 50 vote majority in the house and the only social security reform we have seen in our lifetime and social security disability act and i could go on and on and on. last third of his life he devotes it to veterans, people with disabilities and animal welfare any one of those things i would say would be a darn good life. and all three is nothing short of miraculous. >> bret: brit, you covered him. intiewd him. he was a unique political. >> he was master on capitol hill. bob described in the senate. the thing i remembered best about him was he was the wittiest politician by far that i think we have seen in our time. the quips and comments came off him like sparks. it was ceaseless flow and in the early stages of his career he was thought to be something of a partisan slasher who would use his whit to attack opponents and others. over the years, particularly in the senate, he kind of mellowed and he could be funny and take a dig at colleagues resisting him in one way or the other. but the meanness that had been detected before went out of him. the latter years he came to be admired and really felt fondly about on both sides of the aisle. i remember once there was something on the senate will. perceived to take a long time. that was how it structured. this was how it was going to happen and after senator biden is going to have a few comments that will take longer. of course, all of us who knew dole and biden understood exactly what he is talking about. it's interesting at this time joe biden has become a very loquacious man a man who doesn't say much anymore. remarkable. >> bret: i want to turn, bob, if you will let me in your former job u.s. trade rep and see what's happening here and they are positioning around the world on a number of different fronts and just to get your reflection where we are u.s. v. china here. >> bret, i am very worried. one of the great accomplishments of president trump was awakening not only america but the world up to this threat. i think that china in its current government is existential threat to the united states. i think they are an adversary. i think they are aggressive on the military side. they are aggressive in diplomacy. they are aggressive in technology and most importantly they are aggressive in the economy. so, what dictators always do and you see it in russia, too they probe new government in democracy. if they find weakness, they move. they are waiting for weakness. so, right now, i would say that i'm happy that the biden administration is following a lot of our policy. i hope they keep the tariffs in place. i think they should consider new tariffs. we have to win the economic competition if you want with china. we can't be second to them. we can't defend western democratic traditions without having the biggest best economy in the world. >> brit, to bob's point it does seem russia on the border of ukraine and china flying into taiwan and all it's doing is a bit of probing and tomorrow you have president biden meeting virtually with the russian leader putin. what do you think about that and where this administration stands. >> well, this is quite a moment, isn't it. suddenly here we are now all these years after the end of the cold war worrying now about what russia and china are going to do in an aggressive way next. i think it's important to understand that while we have, as has been pointed out in this program considerable leverage in terms of the options available to us for dealing with russia. the situation with china is much more complicated and difficult and it's not at all clear that whatever economic sanctions we can imagine for china would deter china from if it intends to invade taiwan from doing so. our commitment to taiwan is a little bit like our commitment to ukraine. we have taiwan relations act but it's not a treaty and doesn't really object gate us in any formal way to do much to try to help. this is a dicey moment on both of those fronts. and it remains to be seen whether joe biden, at this stage, is able to convince either leader xi or putin that he means business and is somebody not to be trifled with. >> bret: brit, in that bill could spark a backlash among many parents. congressional correspondent chad pergram is live tonight on capitol hill with the very latest. good evening, chad. >> good evening, bret. well, the type of instruction kids get at school was a flash point in this year's elections. now there's concern about parental control and the cost of preschool if democrats pass their agenda. >> in my state about half of the child care providers that were offering services before covid-19 have not reopened. so, the availability of child care. the availability of preschool is substantially down. >> the bill could mandate certain qualifications for child care providers that may drive up the cost. but if it's too expensive, system parents could stay at home with their kids and not work. there's worry that formalizing child care could hike the college especially for those who use child care at a house of worship. >> going to close the child care mother's day program at your local church because you can't get the subsidy unless you use a government program. that is going to cost you more money. >> the g.o.p. says the bill makes it harder for parents to rely on religious child care providers. but the bill includes language permitting parents to use federal subsidies for day care the a church. otherwise, there is a first amendment problem. president biden touted baseline taxes in the bill for big companies to pay for child care. >> what's better for those corporations? is it better for them having child care so parents can come back to work today? and they have a better educated workforce in the future? or having -- not paying any tax? >> conservative group, the common sense leadership fund just unveiled a digital campaign. it targets private west virginia schools. the group says the bill could force parents to use state and county run child care instead of religious schools. this is an effort to convince democrat joe manchin to oppose the bill. bret? >> bret: all right. chad, we will follow it. thank you. the top republican on the house intelligence committee will not run for re-election next year. california's devin nunes was also next in line on the ways and means committee for a potential chairmanship should republicans claim majority as many believe they will. nunez will become ceo of a new media organization for former president trump. wall street's top financial regulators meantime are investigating the former president's one and a quarter billion dollars deal to float his new social media venture on the stock market. former senator david perdue from georgia is mounting a primary challenge against incumbent republican governor brian kemp in georgia. purdue says is he running to stop democrat stacey abrams from becoming governor. he says kemp, who narrowly defeated abrams in 2018, would lose next year. now to america's crime crisis and victims going on the offer in los angeles. several of them had begun a recall effort against the district attorney there as the city is gripped by a violent crime epidemic. correspondent jonathan hunt reports from los angeles. >> they told us we were just robbed at gunpoint in your family room. >> that's a homeowner describing one of the brazen robberies caught on camera in los angeles in recent weeks. armed men walking straight into a home in the upscale pacific neighborhood during a holiday party and allegedly robbing two women of jewelry, iphones and an apple watch. >> get your hands up. >> in another wealthy part of the city hancock park men wearing fake police badges and vests attacked and robbed people on the doorstep of a home and across the city there has been a well publicized wave of smash and grab attacks at shopping malls. the los angeles district attorney george gascon is at least partly to blame for all of this. according to his critics. >> we are all bearing the cost of gascon's pro-criminal agenda and the rising crime in l.a. county. >> enough is enough. >> gascon easily survived earlier recall event by largely the same group of activists who only garnered 200,000 of the 580,000 signatures required to trigger a recall. the d.a. has repeatedly said he was elected on the basis of introducing policies such as ending cash bail for certain offenses, and charging juveniles as adults and never seeking the death penalty. while the robberies and burglaries has received a lot of attention those types of crime are actually down in los angeles county according to the sheriff's department. through october, robberies were down 12% from the same period in 2020 burglary down 9%. those figure does not include the recent rash of robberies at the mall like the one behind me. retail supporters believe crime is growing concern for voters who they hope will now hold the district attorney responsible. a spokesman for the d.a. referred us to the gascon campaign office for comment on the recall we have not yet heard back from that office. bret? >> bret: host and kimberley strassel a member of the editorial board at the "wall street journal." hugh, let me start with you, first of all, welcome to "special report." >> thank you. >> bret: your thoughts on this moment when we get red i don't see president biden meet virtually request russian leader vladimir putin tomorrow, what could he say that makes the russians back off? >> it's a moment of peril, bret. i think he needs to say very clearly we will strike back against any aggressive action beyond what you have already done in ukraine. i read the transcript of your interview with secretary of defense austin who said he didn't want to plush red lines. evidence thought it was never a good idea to do it. i think president biden has to lay down a red line or we will have a repeat of 2014 under president obama when president putin ordered the invasion, successful of ukraine, seizing the crimea. if they are not specific about what will happen, following such an invasion, i expect vladimir putin to take, as aggressive an action if he thinks is he get away with he always h. >> bret: yeah, leslie, do you buy the argument or the thought that russia with ukraine, china with taiwan is this probing of the biden administration and how far these countries can go. >> i do think both countries and i don't think they simultaneously poke the bear. they are trying to poke the bear. regardless if he was president and what they think if they fear joe biden or not. better fear the united states military. joe biden would certainly support ukraine and sovereignty would send troops and we have the strongest military in the world, russia knows that. china noses that. you and i rarely agree. we debated here in 2014 in california in person and had a lot of fun. i will agree with you on this, we need to put down that red line. i agree when president biden says he will not accept others' red lines i do think this is the time for the president to shine. he has bipartisan support to be tough and to support ukraine and in addition to that he has a lot of experience with foreign policy and foreign leaders with people very much like vladimir putin. >> bret: kimberly, there are a lot of people concerned in the u.s. that let's say ukraine was invited into nato. let's say the u.s. just pledged to support ukraine in any action russia took that would -- we would be somehow drawn in to another major conflict in a place that we as a country collectively don't particularly want to be, even though that may be in our international interest to help ukraine as we would. >> look at afghanistan that would position that the biden administration particularly does not want to be given the haste with which it went to withdraw from that commitment. behind this poking of the bear that leslie is alluding to. but there are other things that can be done by the way, without fully sending troops. and things that biden ought to be doing at the moment. including of the selling of military supplies to ukraine including lethal aid and some very, very clear lines on very stiff international sanctions and particularly when it comes to banking. if russia were to make this move. there's plenty of things that could be done instead of just signing off on the nord stream pipeline. >> bret: hugh, what about the diplomatic ban of the olympics that the administration is announcing today which by the way doesn't affect athletes going or not going. it means administration officials and v.i.p. diplomats attending or not. and they wouldn't be it is better late than never. something rather than nothing. but it's not nearly enough. there is a genocide underway in china it is a very gradual genocide. it involves a million people locked up in prison camps it means a half million
