u.s. officials estimating russia is preparing to deploy 175,000 troops for a potential ground invasion. >> sandra: president biden is watching you and the u.s. has a plan in place to prevent the worst-case scenario and we will speak with them tomorrow. critics are warning they are concerned ukraine could become another foreign policy disaster like afghanistan. >> john: . >> john: indiana congressman jim banks a member of house armed service committee and will join us in a moment but first to the white house, peter doocy with the latest on this. what a way to start the week. >> told me about it, john, good afternoon. this russian build upon the ukrainian border has been happening slowly but biden administration officials are telling us they are upset he has one half of 75,000 troops he would need in the area to carry out a plan to invade ukraine. he's also got tanks and artillery there. >> what happens if vladimir putin doesn't invade ukraine? what does the u.s. do? >> i certainly won't speculate on different scenarios, but again i would point back to what the president said and that certainly we are committed to ensuring that ukraine has what it needs to protect itself in sovereign territory. speak with the white house has on a virtual call president biden will underscore u.s. concerns with russian military activities on the border with ukraine and reaffirmed the united states to support the sovereignty and territory of the integrity of ukraine. that raises new questions how exactly president biden could support ukraine if they get invaded. >> ukraine is not a nato country, right? but to ukraine's west, are nato countries and to that point, i don't happen to believe that vladimir putin would be crazy enough to invade nato country. his obligations under article 5 we are under war and i don't think vladimir putin wants that. ukraine is not a nato country. >> president biden chaired senate foreign relations committee and talked a lot about how he has known sam to so many world leaders for so long and campaigned at somebody who would draw upon that experience to restore order in the world, but now all of that knowledge is being tested, john. >> john: this could be all about putin ensuring ukraine does not become a nato country. an important conversation in th, great to have you in this moment where big decisions have to be made. do you share in the president's critics, fears, the situation ukraine could be afghanistan 2.0? >> sadly, so many ways we have been here before in history is repeating itself. when russia invaded crimea under barack obama, there was no repercussions. we have already seen these empty threats and phone calls between putin and joe biden. remember when the russian hackers struck the colonial pipeline, it wreaked havoc in america. joe biden didn't do anything about it. and putin is seeing this as an opportunity for them to strike again and to accomplish many of their goals. they know that joe biden is projecting weakness on the world stage. maybe worse than we have ever seen it before, an opportunity for them to strike and no repercussions. >> sandra: congress how do you believe the u.s. should proceed and we are leading a white house briefing? how do you explain to the american people why we should have involved interest there in ukraine knowing we are fighting crises of our own here at home? >> whether afghanistan, the disastrous withdrawal there were the repercussions of the lack of american leadership on the world stage unlike any point that we have seen in modern history, whether russia, again, the cyber attack on critical infrastructure in the united states is seeing no penalty or repercussion at all where the situation with invading ukraine. or whether it is china seeing an opportunity that they can upon to invade taiwan. this is all a result of joe biden projecting weakness rather than strength on the world stage. that should matter to america in a big way because it has generational outcomes and ways i'm not sure we can even fathom at the moment. >> sandra: you bring up that opportunity on the wall street editorial is writing about today, writing the headline "robes are on the march around the world" and the board writes increasingly likely biden withdrawal from afghanistan has raised doubts among adversaries about u.s. commitments and the president's judgment to aim to take advantage peer of the world is entering a dangerous period and the hard men in moscow, tehran, beijing are going to attack by eden to of influence. and it isn't at all clear if or how mr. biden will respond. so take that in, i just that, how should the u.s. be preparing to respond? >> i have always hearken back to ronald reagan peace through strength. i believe that president trump understood peace through strength as well as ronald reagan did if not better. that is why the world is a much safer place even a year ago than what it is today. but projecting the opposite, projecting weakness in removing american leadership from the world stage has created havoc around the world. that has repercussions that are significant. but remember, one of the first actions that joe biden took when he became president as he stopped construction of the keystone pipeline. then he removed sanctions on russia's north stream to pipeline. a very pro-but russia move and affect joe biden will go down in history as one of the most if not pro-russian u.s. president that we have ever seen. so putin is seeing that. he is seeing joe biden play right into his hand and smells an opportunity or weakness to be able to continue down the path. >> sandra: we will know when we get the read out tomorrow, right? he will be talking to biden. john ratcliffe and also on the record talking about his concerns this could be afghanistan 2.0. very serious question as we finish up here and should congress be doing something proactively as far as being a part of the decision on how the u.s. response here? knowing that in the wake of the afghanistan debacle, you had members of congress on the left and right calling for an investigation into that flawed withdrawal appeared could congress be doing something now to make sure joe biden does the right thing here? >> well, remember we are not talking about sending troops to ukraine. we are talking about hitting russia where it hurts. if you want to hit them where it hurts them up at the sanctions donald trump put in place that joe biden took away on the north stream pipeline and put america back in charge of energy dependence making america energy dependent once again and that is what will hit russia and the first thing joe biden should do tomorrow if he does anything but i'm not holding my breath. >> sandra: congressman thanks, i appreciate you and the white house should come shortly, thank you, sir. much more reaction coming up, right, john keith kellogg will join us next hour. >> john: as i mentioned with peter doocy this question whether or not this is a ploy by putin to district sessions from the united states to promise ukraine will never be a part of nato. that is a big ask on putin's part but back it up with teeth. we will see how this goes and we will talk to him about that. new restrictions with air travel as all passengers now required to show proof of a negative covid test taken within a day of boarding the flight to the united states. in addition the mask mandate for flights extended through march. some travelers none too pleased about the additional new guidelines. listen here. >> the intent of traveling. >> i think it is too tight. i think 24 hours is hard when people are traveling and they need to get in sometime the day before if they are going to various places. >> i figured i have been vaccinated bamboo stirred and wearing a mask, you know, it comes to a point, what else can i do? "has deserted crime victims and their families, disregarded rule of law and weakened lawful sentencing requirements to the most violent criminals including murderers and robbers and." in one of the most recent home invasion robberies two armed men walked into a resident in the upscale pacific palisades neighborhood where a holiday party was underway and sold jewelry, iphones and an apple watch from two women who walked back inside of the home from the outdoor party. shoppers have also been targeted in other wealthy parts of l.a., beverly hills and hancock park followed home by the robbers and then attacked on their doorsteps. in one case, the attackers dressed as if they were law enforcement officers. >> undoubtedly, bad law, bad policy is driving this most recent spike in crime that we are seeing in los angeles. if you look at the type of crimes concerning us right now, they are directly looted in battle from legislature, bad policy from l.a. district attorney george gascon. >> according to the l.a. sheriff's department robbery and burglary are both significantly down in 2021 from 2020, sandra. >> sandra: jonathan hunt in l.a. for us, john. >> john: sandra, the white house 1600 pennsylvania avenue where jen psaki is taking some question and she is talking about the upcoming phone call between president biden and vladimir putin. let's listen in. >> secretary psaki: it is an opportunity to discuss a range of topics in the u.s. and russia relationships including cyber and regional issues, but you can expect the concerns about the military activities on the border will be a part of the discussion. go ahead. >> should americans be prepared for the likelihood to see american forces on the ground in the region in the event russian invades? >> secretary psaki: i will not to get ahead of the president's conversation with her transatlantic partners which will happen later this afternoon and we will provide a list of who will be participating in the cult when the scheduling details are finalized. but i would say our objective here, cecilia is conveying a diplomatically that this is the moment for russia to pull back their military buildup at the border and that diplomacy is the right path forward here appear that we will continue to coordinate closely with our par, transatlantic partners on range of economic sanctions and steps that can be taken should vladimir putin decide to move forward. >> reporter: one about the relations with russia heading into all of this? >> secretary psaki: i think our objective from the beginning is the president's time in office has not been to escalate the relationship but has been to move to a more stable footing in the relationship. but certainly, that means that we can raise concerns where we have them, specifically about areas like the military buildup that we have seen on the border and ukraine. many of us lived through a similar playbook back in 2014. in the president is not going to hold back in conveying his concern and also conveying our conversations and our preparations should they be warranted. we don't know that president putin has made a decision. we don't know that yet, but that is why this is an opportunity to have a conversation. this was also an opportunity in the skull do have a conversation with a range of topics where there can be mutual interest whether iran nuclear capabilities as a member of the gascon talks and what that looks like moving forward. and other strategic where we have worked together in the past. >> reporter: is it just not enough given the human rights issue? >> secretary psaki: let me first say you can call it whatever they want to call it but i would remind you often when you use diplomatic boycott, that phrase, that brings people back to 1980. and we are not the athletes will be participating and we will rule for the athletes at home. i am an olympic success person but i look forward to that. this is an indication it cannot be business as usual and not scenting diplomatic delegation since that message. that does not mean, i think this was your question to come back to it, that in the end of concerns we will raise about human rights abuses and we have already taken a number of steps. we have been a leader in leading actions through g7 and working with congress but sending a message given the human rights abuses, we cannot proceed with business as usual, go ahead. >> reporter: you try to get other allies to join the united states? >> secretary psaki: we have informed them of our decision and obviously we will leave it to them to make their own decisions. >> reporter: and [indistinct] >> secretary psaki: i don't think we felt it was the right step to penalize athletes who have been training, preparing for this moment. and we felt we could send a clear message by not sending an official u.s. delegation. >> reporter: on the putin coal, health specific on putin what the consequences will be if there is an invasion? >> secretary psaki: i think the president will be clear as we have conveyed publicly that we have been preparing a range of economic sanctions, economic options that could have a detrimental impact on the russian and what level of detail i will leave the president space to do that himself. >> reporter: on those potential sanctions, obviously significant on the interview side of things but will these all be done in concert with allies or a possibility the u.s. will operate on a lateral base has? >> secretary psaki: it is a great question, phil and i think the president will have a conversation with key partners this afternoon. obviously, it is important for us to move in coordination and in lockstep with transatlantic partners and allies, but i don't want to rule anything or help with these conversations. >> reporter: on the domestic front, this morning making clear the deadline christmas to finish build back better at this point in time but is there still a lot of work to do? the deadline, do you see it going further? >> secretary psaki: as you noted in the letter, washington term, the leader schumer made clear today that is moving full speed ahead and that he outlined in very specific detail that i'm sure you of all people appreciate, phil, the work behind the scenes. we are engaged in that, but we support leader schumer's effort and push to move this forward and get it done in the coming weeks. >> reporter: it is christmas drop dead or could this be something to move past christmas with legislative reality? >> secretary psaki: i understand why you are asking we have many briefings between now and and christmas. so we are encouraged between leaders schumer's effort to move it forward in all the effort behind the scenes among staffers from among members to move this forward to get it done. go ahead. >> reporter: thank you for under democracy, can we explain the such as hungary, e.u. member and turkey a nato member or not invited as well and other countries like the philippines, pakistan, which has not agreed on human rights are included? >> secretary psaki: that democracy will happen later this week. it is an opportunity to bring together u.s. officials the society leaders and foreign leaders who represent a diverse array of experiences to talk about, strengthen democracy defending against authoritarianism and fighting corruption with human rights. inclusion and invitation is not a stamp of approval on a encroach on democracy or inclusion a stamp they opposite of that disapproval. it is just meant to have a broad scope of leaders, a broad scope of private sector and civil society officials represented. >> reporter: follow up on that briefly, roughly 100 countries invited. there is a group of a dozen or so that are pesky. it could go either way. could you give a little bit on how the decisions were made when there is a debate over a country country? >> secretary psaki: sure come i would say broadly speaking that this is an opportunity again not to celebrate everything we have gone on democracy for the united states were all of these countries and call it a day. it is an opportunity to continue to strive to do better. the president feels that democracy is always a work in progress. you are always trying to make yourself better, to lead better and push other countries to be better. this is an opportunity to do just that. so understand, of course, the interest in the invite list, but it is not meant to be a stamp of approval or disapproval but a diverse range of voices and faces and representatives at the discussion, go ahead. >> reporter: you mentioned that biden obviously deeply involved with ukraine 2014. i'm wondering if you could talk about what his takeaways are from that experience? a lot of the things he is saying this time reporting allies on the eastern sanctions, those sound like the same things that you guys tried to do in 2014 and it did not stop them from taking crimea. so why does he think this will be different? >> secretary psaki: first, our objective at this point is to prevent them from moving forward. and to convey on the front end that we have been working in lockstep in coordination with congress with countries, nato partners, with transatlantic partners, to prepare and arrange steps that could be detrimental to the economy. i would say that there are certainly things that we have watched and seen that we certainly saw back in 2014, massive spike of social media with anti-cream man propaganda and lead up to russia's invasio. that is something that didn't have a lot of past precedent at the time but to us that is an indication of efforts to influence inside and outside of course, as well. we have seen evidence as we noted here of russia making plans for significant, aggressive move against ukraine. so i would say our objective or the president's objective is to on the front end always lead with diplomacy and have those conversations. we have them directly with russian leaders. the secretary of state met with his counterpart last week and we are having those at a level speaking with president putin tomorrow. but in the meantime a range of options should they decide to move forward. >> reporter: your efforts this time why will they be more successful than last time? >> secretary psaki: we will see if they are. but the objective first and foremost is to object to move forward. the military progression that we saw happening in 2014. >> quick question on testing, obviously, the president explained a ramp up in testing, but there is still a lot of countries like germany, crimea, south germany with massive testing free of charge. why can't that be done in the united states? >> secretary psaki: i would say, first, we have eight tests approved by the fda here. we see that as the gold standard standard, whether or not all of those test would meet that standard is a question for the scientists and medical experts. but i don't suspect they would appear at our objective is to continue to increase its accessibility and decreased cos. if you look at what we have done over the course of time, we have quadrupled the size of testing plan and cut the cost significantly over the past few months. this effort to push, to ensure that you are able to get your tests refund it means 150 million americans will be able to get free tests. >> reporter: why not just make them free and have them available everywhere? >> secretary psaki: should we send went to every american? >> may be. >> secretary psaki: what happens if every american has one test. how much does that cost him what happens after that? >> i know they are making them available in greater quantities. >> secretary psaki: i think we share the same objective, less expensive and more acceptable, right? every country will do that differently and i was noting a call and her test go through the approval process but that is not the same in every single country but we are working to do here is build on what we have done to date and build the testing capacity because we absolutely recognize this is a key component of fighting the virus, go ahead. >> reporter: on russia first, because to prevent putin from invading, what is president biden willing to threaten will happen if russia invades beyond more sanctions? >> secretary psaki: well, again, it's not about threats. it is about conveying that the right path forward here is through diplomacy. in the meantime, on financial sanctions, we have consulted significantly with the allies and we believe we have a path forward to impose significant and severe harm on the russian economy. you can call that a threat, a fact, preparation, whatever you want to call it peer that is something we talked about publicly and certainly the prest will convey that as well. >> is biden prepared to warrant the possibility of u.s. military involvement in russia and ukraine? >> secretary psaki: again i will not get ahead of the president's conversation but that is not our first objective. i would note in the past if you look back at 2014 that one of the outcomes here if they were to move forward is that the other countries in the eastern plank and many nato partners will be looking for reassurance from the united states. that is something a follow up to 2014. i'm not sure that is what russia wants to see, but that would be a natural consequence if they were to move forward as well. >> reporter: on china, did the white house consider to go a step forward and borrow u.s. athletes from participating in the game? >> secretary psaki: i will not get into considerations but where we landed and the decision made. >> why did you make that decision? why not go further and far u.s. athletes from claims? >> secretary psaki: not scenting a u.s. delegation sends that we cannot conduct ourselves as business as usual and we are not in the state of this business as usual at a time when human rights abuses that we have been outspoken about that we have taken actions on. we feel this will send a clear message. at the same time, we believe u.s. athletes, people training, giving up a lot of blood, sweat and tears for the olympics should be able to go and compete and we look forward to cheer from home. go ahead. >> reporter: thank you. on that violent crimes that we have been seeing, there was a smash and grab robbery and alarming murder in the hollywood neighborhood last week and violent robberies on friday. this is sort of similar to the crime spike that we saw over the summer and one of the president's biggest push is to address that is the d.o.t. strike team sent out to the d.c., chicago, l.a., and san francisco. this demonstrates work in july but have they accomplished it? >> secretary psaki: look, i think we sent those strike forces in part because of the spike in gun violence and something that continues to be a concern. we sent the department of justice whom i should say, to work in partnership lockstep with law enforcement on the ground. we have also recently taken step the justice department fbi and federal law enforcement working with local jurisdictions, especially areas like los angeles, san francisco's and others with a rash of break-ins to offer assistance and provide assistance through them with multitouch jurisdictional task force. we know we have seen over the course of time and we will let other people determine what the cause and effect is. we have seen an increase in crime over the course of the pandemic and we have seen that timeline but what the president is focused on doing is making sure there is funding to support local cops, to support local jurisdiction, to ensure law enforcement at a federal level is a partner both in the short and long-term to address either of these spikes in crime or gun violence, which is an ongoing concern and to ensure adequate funding in the budget. that is what we are working to do. the department of justice can provide you an update on the strike forces. >> reporter: are you planning to build back better plan? >> secretary psaki: the funny and the proposed budget is an increase significantly over former president trump proposed. >> reporter: are you saying the spending plan -- >> secretary psaki: in passing the president's budget, which is obviously you want to get to next year since we can only get to a short-term cr has significant increase in funding to support police department, support the fighting of crime, significant increase from former president trump here is something the president supports. >> reporter: is there a concern no atf nominee while this is going on? somehow if vulnerability or a gap in leadership? >> secretary psaki: i think our collective view here is the blocking of a fully qualified experienced former atf agent from serving in that role certainly is something republicans didn't have to take the step to do, but here we are. we have to nominate a new person. when the president finds the right person, i'm sure he will be prepared to do that. again, we could have had a nominee, someone qualified prepared confirmed and working. >> reporter: i want to ask about "the washington post" article, another article that came out after a string of articles detailing the vice president's office. and then come at the today talking about -- a similar social media post following negative headlines about ongoing's and the president's office. did anybody ask the director to put out a tweet today or was that all him? >> secretary psaki: i'm not aware of and ask of a positive tweet. i would point you to the vice president's office, but i work with a number of people in the vice president's office who certainly are looking forward to continuing their jobs, go ahead. >> reporter: did president biden give -- >> john: there is course jacqui heinrich questioning jen psaki about a number of things including the departures from kamala harris' office sense crimes spike and big anticipation, sandra, tomorrow's phone call between president biden and russian president vladimir putin with threats about what might happen if russia were to invade the eastern part of ukraine. >> sandra: continued message on the bright house on the upcoming phone call with diplomatic work preparation. in planning for what will come next there. on the vp office, interesting response, everyone she knows at the office looking forward to continuing their job but on the smash and grab robberies, an interesting exchange. john, the program last week jen psaki was highly criticized for blaming the spike in crime in the country coast-to-coast onto the covid pandemic. it seems now she was pointing to the increase in crime during the pandemic, not because of it. perhaps a change of messaging in approaching this. , a federal prosecutor, congressman, a lot of the discussion today around alexandria ocasio-cortez said recently, and that is that she doubts to some degree, whether actually taking place. here is what she said according to "the washington times," a lot of these allegations and organized retail factor are not actually panning out. i believe it is a walgreens in california side of it but the data did not back it up. what is she talking about? do you have any idea? >> per usual, no, i do not know what she's talking about. there are a lot of things that i can do but explain to you her knowledge about crime or lack thereof would not be one of them, john. how about an organized or disorganized steps? >> standing below the american flag as you see in the arrival. this is what you see if you walk into the u.s. for the first time at the birthplace of democracy, which of course is philadelphia, perhaps most famous lines in the lines of the declaration of independence. life, liberty and the pursuit of happiness, air travel difficulties these days. no major snafus today as a result of the new testing requirements. used to be if you were vaccine, you had three days to get a test but now one day. let's tick through the rest of the details of that. this is only air travelers, just to be clearer. if you cross the border in canada, mexico it doesn't apply to you. a pcr test is what you need to have. if you have a home test, you might not be good. that is the latest from here. we will continue to watch it throughout the day, sandra. >> sandra: always appreciate your reporting, jeff, lived to the white house were president biden speaking on the build back better act lowering the cost of prescription drugs amid additional spending and inflation continues to rise. here is the president. >> president biden: many pharmaceutical companies are doing. no stomach look no further than the vaccines and the manufacturer and the delivery helping to fight the pandemic. our miraculous therapies have, in some cases turn diseases that were once considered death sentences into treatable conditions. and make a distinction between developing those breakthroughs and jacking up prices on a range of medicines, which have been on the market for years without making substantial substantive change in the medicaid and medication itself, the medicine itself. here in america, it will not surprise you to know that we pay the highest prescription drug prices of any developed nation in the world. let me say that again, we pay the highest prescription drug prices of any developed nation in the world. that may surprise you. it may surprise you as we pay about two to three times what other countries pay for the same drug. an example, one anticancer drug cost $14,000 in the united states. that same exact drug by the same manufacturer cost $6,000 in france. today, one in four americans who take prescription drugs struggle to afford them and nearly 30%, 30% of these patients have skipped doses of essential drugs that they have to take but others have not fulfilled a prescription, try to use over-the-counter drugs and cut pills in half because they can afford the cost of the prescription. you know him even if you think this doesn't affect you, it does. everyone has less money in their pockets because high drug costs makes health insurance more expensive for everyone. there are not a lot of things that americans can agree on, but i think it is safe to say that all of us, all of us, whatever our background, age, where we live, we can agree prescription drugs are outrageously expensive in this country. it doesn't need to be that way. under my build back better bill, which has passed the house of representatives, it won't be the same way. one of the most egregious examples of what is happening with drug prices regarding the treatment of diabetes and the cost of insulin from a drug that people with type 1 diabetes need to take throughout their lives to control their diabetes and stay alive. it is almost exactly 100 years ago a 14-year-old boy in canada died of diabetes and became the first person to receive an injection of insulin. today, one bottle of this life-saving liquid cost less than $10 to manufacture. but the certain types of insulin prices increased by 15% or more each year for the past decade. depending on the nature of someone's type 1 diabetes, the average sticker price for a month supply of insulin is about $375. but some people can be as high as $1,000 a month because they need to take more. i just met with two lovely women sitting in front of me today here. sarah skipper was diagnosed with type 1 diabetes at age five here and she has a sister, shelby, who is diagnosed at age eight. she told me that insulin has been the challenge of her and her family's entire life. sometimes, she and her sister would ration doses. in 2018, sarah was no longer covered by her parents policy, although she was working two jobs. she had not met the health care plan's deductible and insulin was about $1,000 a month supply for her. so she started sharing her sisters insulin from the same viral. at one point, because shelby thought sarah had taken her dose, that shall be cut a dose in half because the bottle was sitting there and it would look like it was half empty, is that correct? at that time, she thought, well, guess what, she hadn't taken it yet. shelby had been hospitalized as a consequence for four days, working two jobs, sharing insulin from the same file in america? shame on us as a nation. we can do better than this, sarah's about to start a new job but doesn't know what the insulin will cost. sarah said, i wish i could and this is a quote "i wish i could make a decision that didn't include diabetes. she should mess to stomach have to ask such a question. i think about what happened with aisha, who was diagnosed with diabetes three days before the 21st birthday and having to choose between rent and groceries and medication. "relentlessly without relief every day was her quote to me." a ration of supply and slowly dying, she ended up in a coma. think about that. the difference between nearly dying and thriving because of the cost of one drug. sarah and aisha are for, far from being alone. it is estimated that 34 million americans, 10% of the population have diabetes, including more than 1.5 million who have type 1 diabetes requiring daily doses of insolence in various quantities. remember all of the stress, hardship, suffering and sacrifice is due to a drug that cost just a few bucks to make. one study found that americans paid ten times as much for insulin. these price increases are about companies looking to maximize profits. but nobody is standing up for the patients. nobody with the power to do something about it. it is enough, enough. nobody has held the manufacturing accountable until now. my "build back better" bill takes three key steps to lower the cost for families dealing with diabetes. first, we are going to closed cross sharing of insulin at $35 per month. that means you can't get charged more than $35 at a pharmacy counter for your insulin. that is across-the-board. whether you get health insurance through your private policy, affordable care act marketplace where through medicaid. nobody is going to pay more than $35 for each month for insolent. second, for people who don't have health care insurance, we are helping you get insurance. that way, people with diabetes can get protected with that $35 co-pay closed. people are uninsured today can visit healthcare.gov to check out the options. in many cases, people can get a full health care plan including coverage for insulin and other prescription drugs, doctor visits and less than $10 a month if you sign up for the plan. if you live in a state who refused to expand medicaid under the affordable care act, my "build back better" will go fix that as well. these changes will ensure access to affordable coverage for million more americans and help people with diabetes get coverage they desperately need. third, we are going to end the days drug companies can increase prices with no oversight and no accountability. going forward, drug companies increase the prices faster than inflation are going to face a steep excise tax. in other words, if you are taking two drug companies, if you are finally doing it because to be accountable when you're prices to the american people go up, you are going to be accountable. this is important. i went from a health standpoint to the standpoint of personal dignity. imagine if you are a parent roughly 200,000 young people in this country that suffer from type 1 diabetes. imagine if you can't afford their insulin. it is not only a risk to your child's life, it deprives you of your dignity. just imagine as a parent having a child with type 1 diabetes and not anything you can do about making sure that they have it. you don't have the money to get it done. well, my plan addresses an additional patient space, which is when your children are starting their careers and no longer eligible onto parents health care plan, they can get insolent that they need. outrageous cost affecting everyone across the board, spending every kind of disease, and i remember what it was like when my mom when she got older and moved in with us. her prescription drugs were thousands of dollars on a monthly basis. fortunately, i had three other siblings we collectively had the means to chip in so she didn't have to exhaust all of her savings and sell whatever she had left to make sure she could get her drug cost covered. so i'm committed to using every tool i have two lower prescription drug costs for americans consistently but drug companies getting a fair return on their investment. it is really to solve this problem we need to send to follow house of representatives leave and pass my "build back better" bill. this is the specific process that the "build back better" bill will make for families facing diabetes. and we will take the additional step of lowering drug cost for people on medicare. right now, the only thing medicare is not allowed to negotiate, it can negotiate cost of doctor's visits, hospitalizations and all of that but one thing as a matter of law, they are not allowed to negotiate a price for prescription drugs. for everything else, doctors visits,, they can negotiate. my plan gets rid of that prohibition. my proposal as we negotiate a fair price with the reef flecks of cost of significant progress, excuse me need for significant profit. but that is still affordable to consumers. right now drug companies will set the price at whatever market will bear. my plan also caps the amount to seniors on medicare have to spend on prescription drug each year to no more than $2,000 per year. medicaid and drug companies picking up the rest of the cost. and again, our plan says in a drug company can only raise prices based on the rate of inflation and caps insulin cost sharing at $35 a month. let me close with this, i have long said health care should be a right, not a privilege in this country. and the women i have met with today and millions like them the reason why. people for whom cost one drug is the difference between hope and fear, life and death, dignity and dependence. we are closer than ever to passing my "build back better" bill and providing people suffering from diabetes and so many other diseases of medicines they need and the dignity they deserve to be able to afford it. this is not a partisan issue. diabetes all-time cancer, they don't care if a democrat order ready republican. this is not about whether or not loved ones can afford a prescription drug, so we need congress to finish the job, to come together to make a difference in people's lives. i want to thank the guests for being straightforward. we had a great conversation in the office before coming over here. and i admire you both, i admire you both. it is my grandpa upset with the grace of god and good old neighbors, we will get this done so you don't have to worry every single day about what your family will president biden and we will get it done with the christmas deadline with "build back better" pushing the fact that pushing for lower prescription drug prices describing them as outrageous, it developed world, and talk about capping insolent prices, their cost at $35 and cutting prescription drug cost. by the way, john we are monitoring the pentagon to get an update from as well. >> john: this is something many presidents have tackled him president trump with a $35 cap on insulin, something the trump administration did as well. and consisted on that front at least. moving on to something else, actor jussie smollett taking the witness stand moments ago at his trial and prosecutor say he staged a racist anti-gay attack on himself and then lied about it. in court for smollett's testimony and the judge did not allow cameras to be in the courtroom though, met we count on you with the drama inside the court today and i imagine there's a lot of it. >> there's been a lot of drama in this case, smollett testified for an hour and he has been smooth, calm, collected and you can tell a person who spent the majority of his life in front of cameras and in front of people. so far, we have not gotten to the alleged hoax part yet. smollett testifying about his family, siblings and the upbringing. then we got into how much paid on "empire" mid-$20,000 per episode in the first season and then he made it all the way up to $100,000 per episode. 18 episodes in the season so making nearly $2 million in the final season. that is important because the defense argues jussie smollett was already wealthy, famous, he did not need more fame or fortune. also more salacious part of the trial, jussie smollett said he had a sexual encounter with one of the brothers testifying that they went to night clubs together and did drugs together and they went to all male bathhouse together and had a sexual encounter. and smollett testifying that he would pay him $200 for the drugs. it is important because he testified he was not a drug dealer or necessarily get paid for bringing drugs so you can see the defense beginning to dismantle some of the prosecution and some of the testimony. they testified for two full days against jussie smollett last week, john. >> john: following the jussie smollett trial, matt, thank you so much. of which the outcome will besome very, very interesting to see. >> sandra: absolutely and they are a brief break in chicago but now live to the pentagon, president biden with a phone call with russian president vladimir putin tomorrow. one of the first questions john kirby the spokesman at the pentagon took from the reporter, is there a consideration of aid to ukraine? a meeting on fat this morning and he is explaining. we will defend at the pentagon. >> two different administrations making sure ukraine continues to defend itself. i don't have an update on specifics. i don't have an update, tom and i'm not going to speculate one way or another on that. you have seen this administration as well as previous administrations continue to provide security assistance to ukraine again. i'm not going to get ahead of the media, but we have provided millions of dollars with the assistance to ukraine the last ten, 11 months. it has included antitank weapons absolutely but nonlethal assistance as well. as you heard the secretary say, you know over the weekend, we will continue to look at that and nothing has changed about our commitment to making sure that ukraine has what it needs to defend itself. it is not just the united states, tom, as you know other nato allies and partners have helped contribute to ukraine's capabilities over the last several years. but again my want to go back to what i said before. we don't believe that conflict is inevitable here and that there is time and space. there is room for diplomacy here to reach the best possible outcome. >> reporter: thanks, tom, how it is reassuring nato eastern flank allies about this russian troop build up and the specifics of additional rotations or capabilities? there were is a lot of promise with nato allies, but what was he doing? >> john: abraham, first of all, you are right. we are reassuring allies and partners in nato across nato, not just eastern flank but certainly eastern flank of commitment to them and the alliance. there was no question about that. i don't have new proposals or initiatives to announce today. but i would remind you, we have already done an awful lot through the european reassurance initiative. that was started in the obama administration and continued right up through today. to make sure that we have a credible rotational deployment scheme throughout many of those nations. that continues today. so again, i don't have any additions to add but nothing has changed about the rotational support and assistance, the training, exercises conducting with many of these countries. all of that continues. >> reporter: if i made john on this e.r. impact, how can that impact research and development with a year-long continued resolution? >> john: the secretary does believe it will have an impact on research and development programs. i think you know we submitted with this budget the largest ever request for r&d for science and technology r&d. and not being able to start those initiatives will definitely have an impact, not just on hypersonic's and i understand the interest in hypersonic's but it goes beyond that. you heard secretary talk about integrated deterrence and making sure that she talked about this on saturday, making sure we have the technology in place to better defend this nation against threats such as the kind of threats that can emanate from places like russia and china. and when you can't start new programs and you can't again -- you don't have that money to spend on that sort of investment, it absolutely will affect your capabilities going forward. another question that i missed. okay. let me go back to the phones here. louis martinez. >> caller: hi, john. thank you for taking my question. with regards to ukraine, i know you said you have nothing to announce at this time, but does that mean there is planning or consideration about a packages to ukraine? also, over the weekend no claims made by the russian defense about intercepts that may have gone maybe a little too dangerous? if you have any comment on that, thank you. >> john: on the first one, i will not get ahead of decisions and options that the president is going to consider. so i don't want you to read more or listen to that, louis, i'm not trying to signal that something is in the offering. back to my answer to tom, we provided tens of millions of dollars in the last year, less than a year to assist ukraine in self-defense capability. as the secretary himself said, we will constantly review that and look at that and make whatever appropriate recommendations going forward. but i will not get ahead of the president or the administration on this. and then on your second question about the intercepts come i did see some comments made by russian authorities about an intercept. and i think you probably saw the european command has already addressed this, this particular incident they were talking about had to do with risk to a civilian airline from u.s. military craft. there was no such risk. there was no such unsafe or unprofessional interaction, certainly not by the united states military. it was a matter that was simply resolved by common sense and routine air traffic control procedures getting to aircraft that were at the same altitude to not fly at the same altitude. and this happens thousands of times all over the world and all manner of different circumstances. so, our russian friends were speaking a little bit hyperbolic link of an incident that actually did not occur. >> reporter: thank you, the united states stated [indistinct] the secretary meeting. >> john: i remember. >> reporter: secretary austin in the pacific region is popularity. but a lawyer in the united states in the pacific is primarily -- [indistinct] >> sandra: st. john kirby at the pentagon and head of the president's phone with vladimir putin tomorrow saying e don't believe conflict is inevitable continuing conversations with vladimir putin to build up the ukraine border, john. >> john: center, former national security advisor to mike pence and keith kellogg. general, do you believe what happens in the next little while with vladimir putin from a rush and ukraine hinges a lot to a degree what happens this phone call between president biden and president putin? >> that phone call will be critical. look, we are losing the optics battle here. we have the spokesman from the pentagon not answering any question at all about what is happening. that means to me that they haven't got a real good plan yet. they haven't sits in the situation room with any hard decisions. they are relying on president biden to talk to vladimir putin. who is a very shrewd, strategic negotiator and his already got a plan in his edge strategically where he wants to go. what i'm watching with john kirby is we don't have a plan yet. the guy who should have been talking right now is mark milley. the chief of operations and joint chief of staff talking. he should be sending a very strong message to putin, you do this and we will do this. the president followed that up tomorrow. if you do this, we will do this. i don't think we are there yet. it will be one of these welcome vladimir we we will take diplomatic initiatives. he doesn't care. he's over to god's plan in place. tomorrow, biden will send a message and will take a measure of that message and from that message, he will go forward purity and i would bet this long-term game he's playing is what is the status of nato going into the future? >> sandra: general, that is a big statement taking notes here. this is less than 24 hours away, this phone call. you say we are losing the optics battle. you are not hearing any answers to the questions in that room. this is very important what is happening right there with john kirby still talking at the pentagon. one of the questions he took was "are we considering increasing aid to ukraine? "he said there was a meeting about that up this morning but were you surprised no definitive answer? if there is an answer, what should it be? >> it should be a very strong message going back to the russian spear that is the reason i made the comment earlier. if you want to send a strong message to the russians, it has to be a forced respect. putin has to respect the united states will be strong play. i sat through 18 discussions with vladimir putin and president trump, and there was a lot of a lot of give-and-take in those but putin knew where we were coming from and a certain line and if they cross that line, we would take very, very strong action. look, we killed over 200 russian mercenaries in syria ran by his good buddy ty out there and we told him if you violate this line we will kill you. what i told mark milley, you made a bad mistake. he said, what? you let them escape across the river and should have killed them all. you sent a strong message. i haven't seen a strong message at all coming out of the administration. because of that, it would demonstrate weakness. we have to be ready for the consequences of a very strong response by vladimir putin. >> john: general comments we talked about at the top of the hour, there was some thought and you agreed vladimir putin's game is to use leverage of forces with a massed border of ukraine and president biden ukraine will never be a natal nation. at the moment it is not so if you were to invade, you can't invoke article five. but what with the response be from nato nations to be if putin did go in and putin sitting on the switch here turning off access to germany of natural gas that it needs from russia through the nord stream 2 pipeline? >> well, this is something we have seen before. politicians love to have this type of pandemic to blame for things that are not going well. there is no evidence of a cause and effect with regards to the pandemic and rising crime rates. crime is usually a decision that is made by rational actors, criminals can be rational actors. they balance the likelihood of being detected were arrested against what penalty they might face. what we have seen in a lot of these cities is not only is the chances of prosecution appalling, but so are the potential sentences. the result is what under classic economics you would predict, rational actors are committing more crime. and this idea that the pandemic is driving these smash and grabs is particularly absurd. these are people going in and stealing gem encrusted purses. that is not a substance deprived population of a pandemic. those are rational actors know the value of that person and also know the likelihood of whether they will be prosecuted for stealing it. >> sandra: when you look at that headline the "l.a. times" with a crossroads due to crime, how much longer can a city who is getting beaten up like this in the residence fearing walking down the streets there in business is having a hard time operating, how much longer can a city like l.a. continue to support these progressive policies? >> well, this is the very essence of government government. people elect government to protect them and to guarantee they can walk the streets. i have friends who lived in new york city their whole lives who told me they no longer walk the streets of new york. citibank has encouraged its employees to dress down so they are not victimized. other companies are driving them around so they don't have to walk the streets. >> sandra: sure. >> this is a breakdown of civil order and a failure. and today, jen psaki said, "we will let other people judge the cause and effect." actually, that is your job here of the job of government is to look at causes and create new results by changing things. >> sandra: fet is a great point. here is that exchange with jen psaki. >> secretary psaki: one of the president push to present that, the strike teams d.c., new york, chicago, l.a. chicago. since they were assembled in july, have they accomplished anything? before we sent those strike forces in part because of the spike in gun violence in something that continues to be a concern. we know we have seen over the course of time we will let other people determine what the cause and effect is. >> sandra: to your point, jonathan, isn't that their job? >> yeah, it is like the north use to claim the low-key effect. we will let other people decide what the cause is. what is your job? your job is to set policy to make things better. if you are not going to look at the causes were addressed them, then you are just reacting and not changing the conditions on the ground. major cities are deteriorating. i'm from chicago and it breaks my heart. in the last day, we saw a huge amount of violence in millennium park where families gather. you can't have that. you can't have them returned to the state of nature the job of government is to guarantee we can walk every street and not become constantly afraid. >> sandra: john yoo point to a problem that exacerbates the core of the problem. and big companies are having a hard time recruiting new talent to work at these big companies appear that typically would be in the downtown center like chicago. i, too, and from there and new york is having a problem let alone retain anybody because i don't feel safe. great to have you, we are out of time, appreciate it, john. >> john: former high school teacher fighting back against the school who fired her for criticizing critical race theory, a teacher in massachusetts before the district determined those were grounds for termination. now she is suing saint the school violated her first amendment rights. the latest example of an educator saying they were punished for disagreeing with crt. crt concerns expected to play a big role in the midterm elections just like we saw the virginia governor's race. let's bring in florida republican byron donalds. good to see you at the critical race theory died down in the months following the off year elections but do you expect it to ramp up into the midterm cycle? >> i will say it's not hitting the news cycles right now but it hasn't gone anywhere. when i talk to parents and my district and other parents across the country, the battle again crt is alive and well. what has happened now is elections have occurred. so you have some school businesses trying to figure out what their next pass will be. let me be clear, parents are alert, looking, paying attention and piling request and they want to know what's going on in their child's classroom here they have every right to an teacher is to make teachers with crt should not be fired but commended. >> john: a member of fight for schools told usa today, "this is a movement that will not slow down parents and parents will never be quiet again. we will not be asleep at the table when it comes to children and their upbringing." this starts with critical race theory but branched into so many other things appear the parents have discovered the going on and in their children's education but a lot is a result of kids being home doing remote learning. >> that is exactly right, my wife and myself will go into the classroom and we were appalled as well. but that is what every parent is looking at. it is not just crt but gender fluidity gender fluidity and the fact you can have a child trying to change gender identity while the school is hating that from parents. that is not a political thing. that is a parental rights thing. parents and their children send their kids to school to get educated. that is what makes our country the best in the world, education is so robust and so many active points. we will not allow this to my children to be on talk redated. we will not have it. the parents will not go anywhere. >> john: let me ask you about this and i've seen the complaints of black parents to say, look we don't think our african-american children are getting in education black history that they need to. would you allow the education system needs to do a better job at that?
