>> the description is its junk. were making investments in a bunch of things and we have a very diverse country. there are many things that are important to aspects of the american population that you may not think is important. overall, this bill is an investment in our infrastructure bringing down temporary inflationary pressures and creating jobs all at the same time while investing in our environment. bill: the first trillion might be the easy one, joe manchin is one of your main skeptics, here he is from thursday morning. >> the only thing i would say, the rush to this, i truly believe we need to slow down, i truly believe that we need to wait and see if inflation is transitory. >> that doesn't sound like a democrat you can win over in a 50/50 senate. >> senator manchin has been a partner he's a lot more conservative and everybody sees that in a willing partner to come to the table with destructive dialogue and more confident in where we will go with her bill back better framework. we are optimistic we can to get it done and the truth is we need to get it done and we need to get it done now. if you look at the 17 nobel prize in economist say about these inflationary pressures, help with the supply chain in invest of the human capital all at one time. bill: with the argument we heard repeatedly, hakeem jeffries has said this. we don't envision any of these programs being short-lived. this would be something that we can put into place settings on a permanent trajectory. you wonder where that trajectory goes. here's the argument from the republican leader in the house. >> there will not be a c.b.o. score until thanksgiving. one clue we have, the budget model states that the true cost, the 4 trillion that's twice as high as democrats advertised for even four times because the president said it cost nothing. bill: how do you justify that amount? >> i think the leader is wrong as usual. the bill he's talking about is the republicans continue to describe in its continuous misinformation are bill cost 1.75, 1.9 is been amended and what we raise in terms of revenue is 2.2 trillion. were paying for every penny in this bill, we will cut taxes for working families. if you talk about the child tax credit with overwhelming majority of families have children. we will do it by asking corporations and the wealthy to pay a little bit more were proud of that and we stand behind it. but the school analysis to analyze and projected on a bill and they make assumptions that are not factual. bill: it doesn't cost a thing? >> weathers 1.8 or 4 trillion depending on who's right? >> it is fully paid for, it is more than paid for and it will lead to long-term debt reduction, that is in fact the bill that we laid out will do that. it's patently false and make assumptions about what congress will do years from now, decades from now. look at the bill that is in front of us, the third prong to economic agenda which is producing great results. we will keep pushing for because it's now time to invest in american people once and for all. bill: president biden says one thing that will help the recovery recover from u.s. companies with the vaccine. a federal appeals court put a stay on the order in the dallas morning news writes this. what's clear any company in violation of the new mandates could put many companies already struggling during the pandemic out of business. if you win on the court challenge, do you up in the recovery? >> absolutely not, if you look at our american rescue plan we saved so many small businesses and businesses alike and what the osha rule is by january 4 you either get the vaccination or you implement a testing regime. as described as the mandate, that is not true. what we want is people to get the vaccine. osha's job is to protect workers, we lost 750,000 americans due to this pandemic. 13000 a day and people should be able to go to work in a safe environment. if that means doing something that is tough, that's what this president does he does courageous things over and over again but it's always with the best interest of the public at heart. this is where we are. >> there is no confusion on another topic as to whether or not the government will make payments to illegals. here's what the president said on saturday when asked about it. if in fact because of the outrageous behavior of the last of instruction you lost your child weather was illegal or legal and you lost your child, it's gone. you deserve some kind of compensation no matter what the circumstance. >> that was yesterday, on wednesday however, he said this to fox news. >> do you think that might incentivize more people to come over illegally? >> if you keep sending that garbage out, yeah but it's not true. >> 's with the garbage report? >> yeah. bill: within an hour of that, the aclu said president biden may not have been fully reaped of the actions of the own justice department and went on from there. >> the president is in the loop but the president said at the beginning of the administration that he would have an independent departed of justice that he would not direct the department of justice. if you go back to the question, the question was from a fox reporter asking about whether compensation for being separated and losing a child would be an incentive to come to america, what he was saying that was a question from the beginning. no one is coming somewhere to lose their child and be separated from their loved ones. the question is so insensitive, disrespectful that that's what he was commenting to. i would ask the question of you, whether you support that. at some point we cannot with a straight face say parents are willing to separate from a child for a dollar amount. it's not true. we should not talk like that. >> we say were better than that but were not acting like that. bill: of them is not foreign to 50000, what amount is it. >> that's with the justice department to decide. if it saves taxpayers money, if it right the wrong and the justice department determines that there is compensation that should be paid, that is an independent justice department. but again, the question is we took children, president trump took children from their parents and some children have never been returned, do we think that is okay? >> there are those who make the case about the victims of fentanyl abuse that crossed the border. there is other than talk about the women who were abused along the track across the board. back to the amount of $450,000, that would be four times the amount that we have for goldstar families. >> we don't talk dollar amount, that the department of justice. the question about whether it's an incentive to come across to the united states to be separated from your child so you can get paid is an absurd assumption. bill: there will be a settlement from this administration, that dollar amount to be determined, am i clear on that? >> no. >> i want to be clear, we do not tell the department of justice what to do. the department of justice is an independent agency. bill: i understand that, you're saying you'd be okay with the payment of a certain amount, correct? >> i think lynn was a great candidate and able to appeal to suburban voters in droves. i feel like in the words of yogi berra, it's déjà vu all over again. in 2009 will republicans wanted mcdonald, was when obama was president biden was vice president. it was a shovel-ready stimulus bill. but democrat said, the reason we lost in chris christie wanda bob mcdonnell one is because we haven't done enough. we need to get obamacare pass. it did not pass until spring of 2010. democrats learn the wrong lesson then in the same path again. americans are paying more at the pump and more grocery stores, inflation has run away and all democrats are doing is passing trillions and trillions of dollars of additional spending. just like 2010 it's a precursor to next year's midterm. bill: is there a disconnect for what people voted for in the direction democrats are headed? >> i think the disconnect in terms of democrats in washington is a delay in delivering on the big promises and making a public show it was a self-inflicted wound bill. on the issues of that's what you're referring to the ap fox news vote cast, voters in virginia rank the economy is the number one issue followed by covid and then education in the economy look back this week, i think democrats are doing quite well biden had a great jobs report unemployment is low, stock market is high, we have concerns about inflation but wages are rising and he passed the infrastructure bill, it's a very popular bill in the safety net bill is more popular with voters. there's not a disconnect. if trump was in office he would say this is the greatest american economy ever. the economy is roaring. bill: i know that you speak with those in the west wing with things like differently if this was this coming tuesday. certainly terry mcauliffe and his allies are ahead of this race but they would benefit in reference to suburban voters, a big part of the focus is local issues. voters are voting on concerns around the economy, schools and safety. it wasn't just about the president's agenda. since tuesday democrats have taken this bill passed in the white house really thinks they need to make an aggressive effort to pitch this bill, putting the president on the loan and putting that cabinet members out there in convincing voters ahead of midterm that this bill connects with them and provides them with direct benefits. bill: very interesting with the backdrop, another big winner from tuesday night when since years as lieutenant governor. >> i'm telling you that what you are looking at is the american dream. the american dream. >> the first woman of color to be elected state wide in virginia in the midterms look very different. larry moving several senate races and here they are. arizona, georgia, nevada have moved from lean denno craddick to tossup. colorado from safe to likely democratic. a republican, are they right on the issues education, crime and the economy or can they now foot both houses next year? >> i think if you're looking at a history bill you have to say histories on the republican side. that is happened in first terms for recent presidents. the exception would be george w. bush after 9/11 but clinton lost big and 94, obama lost big in 2010. the gop has history on their side but this is a different era. they had trump senate races in trouble have the big boys and primaries. that wasn't the case in virginia, youngkin was selected in the convention and not a primary. they have to figure out how to deal with trump that could be a turnoff in federal election races. bill: you're right about clinton and obama and you're wondering if biden has the same ability right now. could it actually help their agenda? if the democrats learned from tuesday they need to spend additional trillion dollars, then republicans love a good year in the midterms in 2022. it is in my similar 2010 when democrats control the house, the senate and the white house and they continue to push radical proposals even after the 2009 elections. it seems were on a very similar path this time. the agenda is bad for america, but the outcome politically for republicans will be getting 2022. bill: that brings us to the ultimate question. they have essentially doubled down. how much concern is there if at all that too much spending is just too much for voters? >> it got close and 94 through 96. things got very polarized. it still worse now. i think it's the advent of social media. people tend to try to answer everything in soundbites. that's very disconcerting. i think that's what caused the problem of anything else. bill: i can't say that about you congresswoman but congressman clyburn in i are old-timers. we've been watching a long time, 40 years. there was all these divisions and we argued about policy which strikes me that's different now than in recent years, we argue over fax, we argue over the truth. congresswoman cheney there is talk that january 6 was a false flag operation. it was a case of liberals in the deep state setting up conservatives in trump supporters. is there any truth to that? >> not at all. the same thing that people say 9/11 was an inside job. it's un-american to be spreading those kinds of lies and they are lies. we have an obligation that goes beyond partisanship and obligation that we share democrats and republicans together to make sure we understand every single piece of the fax about what happened that day and make sure the people who did are held accountable. it did call it a false flag operation to spread those lies is really dangerous. bill: congressman clyburn i think it's fair to say your endorsement of joe biden just before the south carolina primary saved his campaign and propelled him to the nomination and eventually to the presidency. when you look at what's happened the last few months, maybe the last two months between afghanistan and inflation in problems at the border in 40% approval. what is going wrong with this president? >> i don't know that anything is going wrong. the country is in a bad place. we have a pandemic, i chaired the subcommittee on the coronavirus. i tell you you would be surprised of how much went wrong, we've been trying to combat this virus. that put everybody in a bad way. education is being called into question. the kids are out of school, people are out of work and our chain to bring the economy back. you have all these other things happening. the country is in a bad place, it's a tough time to become president of the united states. bill: i understand that but when he was elected people thought he's gonna be a centrist, he's good be relatively moderate, he will be confident in all of that is being called into question now. >> is called into question because you have a 50/50 senate. exactly 50/50. india the 50/50 house by a three vote margin. that kind of thing will cause you with one or two people. you see in this happened with people trying to pull together the build back better and everybody agreed on infrastructure. not the roads and the bridges that create the water in the sewage and picture rail in your porch. there's something else when you get into new stuff like broadband, like affordable housing. all of these infrastructure issues but they're not traditional infrastructure issues. this transition has got to be made into ever is making it will have the headwinds. bill: congresswoman cheney i suspect one of the reasons are being honored is because you spoke out against president trump after the insurrection because you were one of the few republicans who is willing to join the january 6 committee, the committee investigating what happened. the flipside of that you lost your leadership position among house republicans and you face a tough primary challenge in your state of wyoming that is next year. why wouldn't members of both parties look at your example and say that the last thing i want to do. >> i fundamentally believe, at the end of the day the success of this country in the future and security of our constitutional underpinnings require that there is a recognition and sometimes you have to say partisanship has to be set aside. i think we have to have two strong parties in this country and i think the only way the republican party can go forward industry is if we reject the lie and reject what happened on january 6 and the efforts that president trump made to steal the election if we tell voters the truth, and if we present ourselves to voters based on substance. i believe recuperative principles. but in order to prevail and win elections, we have to remember the most conservative of conservative ideals breaking the constitution and the rule of law. i think at the end of the day, that is much more important than party politics. bill: congressman clyburn, democrats had a bad night on tuesday. you said recently even before tuesday night he question whether or not democrats have developed the will to win in the 2022 midterm, what is the lesson from this week what the democrats have to do differently if they want a different outcome a year from now? >> the vote of the will means putting aside personal agenda. that to me has been a problem for us. when people get elected they get elected on a certain platform, they come here and you have have 218 votes to get anything done. a lot of times people have problems setting aside in order to get a bigger agenda moving forward. that takes a lot of willpower and we have to develop the will. >> is the moderate set have to change are the progressives overreaching with a three vote majority in the house. >> my dad was a very conservative guy, he was a minister but he never asked his audience for conservative offering he always asked for a liberal offering. i grew up believing that there are times when we must be conservative and there's times when you should be liberal and we have to know when to balance. bill: what is this time? >> this time right now for us to get beyond and find common ground. >> congressman clyburn, commerce woman cheney, thank you so much i am surprised and honored that i'll be sharing the stage of the this weekend. see you in california. >> thank you. bill: up next will go to california, chris sits down with pannetta institute for public policy. we'll talk about the state of democracy in america today. ♪ bill: over the past year the country entered a covid pandemic, on weakened economy and unrest overseas. we watched congress divided. chris is a recipient of the jefferson lincoln award for public service we go back to him for his interview with the statesman behind it all. chris. >> thank you again. i'm in california with leon pannetta whose pannetta institute has decided for some reason to honor me along with members of congress jim clyburn and liz cheney and despite the obvious lapse in judgment were to talk about the state of our democracy. thank you for having me here mr. >> welcome to monterey in the pannetta institute. it's good to have you speak to the award and the pannetta institute our commitments to democracy and politics and journalism. you spent the better part of 50 years working with republicans and democrats. what is the state of our politics. >> i was talking about national security the other day and at threats to our national security pre-there's a lot of danger in the world. but the greatest threat is a dysfunction in our democracy, the inability of republicans and democrats to really work together an order to resolve the issues facing our democracy. governing is a call to our democracy, governing is in danger today. .chris: when you look at the polarization and the failure to address the national problems, when you look at the debate not of her policy but over fax and truth, the question to me is why. i asked jim clyburn any such social media but it's gotta be more than just that. >> i think it is, it's about putting party over country when you put party over country you're willing to say whatever is necessary in order to put down the other party and to gain power. that the principal focus. rather than the ability to govern and deal with the issues you're confronting. if they refuse to look at the truth, look at the facts and be willing to listen to one another and find consensus and work together, that is the heart of governing. if you're not willing to do those elements then you're going to have total confrontation and gridlock that we have. .chris: democrats took a shellacking on tuesday and elections across the country. what do you think voters were saying? >> i think voters were expressing the same frustration they have been exhibiting for the last few elections which is washington is not working. here i am trying to deal with problems facing my family, i'm trying to get a job and provide security and get my kids in education and be able to take care of the healthcare problems in my family. i'm basing all these issues and washington is not working. washington is dysfunctional. chris: today taken on the democrats because they're in charge. >> i think they took it out on the democrats because the democrats were in charge and they obviously are not passing bills and showing that they can make washington work and they did the same thing to the republicans over the same frustration. the price you pay. i tell students, we governing our democracy by leadership or by crisis. if leadership is there you can avoid crisis. but if it is not there it'll be governed by crisis. but there's a price to be paid. you lose the trust of the american people in our system of government. bill: let's talk about joe biden. during the chaos with the withdrawal from afghanistan in august, you said that he should do what president kennedy did after the bay of pigs disaster. he should take full responsibility for it. instead to the address to the nation, when that withdrawal was over. he said withdrawal the operation was an extreme success. mistake? >> i told presidents this to various jobs that i've had. the most important thing about the responsibility of president is to be honest with the american people. that means not only taking credit for your successes but it means telling the american people when you make a mistake. because they know you made a mistake and you know you've made a mistake. frankly, to play this game to always betray even your worst mistakes as some kind of success hurt your credibility a president of the united states. chris: people see you and if you're not willing to acknowledge it. >> exactly they know you made a mistake. the president knows you made mistakes. it was no secret, he made the decision, whatever you decide about the decision, the execution of a presidential decision decides whether or not it's going to be a success or a failure. the execution was not conducted right. chris: now we got the disarray of trying to get the president's domestic agenda through the house and the senate and it seems to me he's trying to govern like fdr or lbj when he's got razor thin margins. what do you think of the legislative strategy of this president and white house and also the men's size of the package is trying to get through. >> i always know there is a mindset in the white house. somehow let's do something big. that's important for your legacy. so presidents think that way. i understand that. but in our system the key is to get things done. and that means not everything can be a huge package. you're going to have to work on elements that are important for the country and decide how you get the elements through that are workable where you can get democrats and republicans to come together and be able to get it through. infrastructure is a good example. you've got a bipartisan infrastructure bill read that the major achievement, get the damn thing passed. chris: get it to the desk. >> if you got this other one, you're dealing with social policy, tax credits, you're dealing with healthcare in a number of issues. that's a very big package. i remember when bill clinton tried to get healthcare passed, it was a large package. but he could not put the pieces together. ultimately they started passing separate parts of that bill and they were successful. i think there is a lesson to be learned. chris: you talk about bill clinton i remember in 1994 when he took you out of the budget omb mag the white house chief of staff. you brought in discipline and focus and help set things right for bill clinton in the presidency. does this biden white house need a reboot and frankly doesn't need a shakeup in some of the senior staff? >> that's a decision the president has to make up, saw the decision for the staff to make is not a decision for the staff to make. if the decision joe biden has to make and as to whether or not he needs that. he's been around for a long time, i think he understands politics and the dangers of politics and he understands what it takes to get things done. he's got to decide, do i have a staff and administration that is competent to get things done or am i in trouble. in other words the pieces of government that have to work not working? if that is the case, you've gotta be able to say, dammit, i've got to get people in their that know how to push people around, get disciplined and get confidence. in the end whatever you want to do as president if you cannot get it done then you will not have much of a legacy. chris: sitting near 3000 miles away from washington as ahead of the pannetta institute, what is your answer? >> my answer is you have to continue to work at this job. you cannot accept or to got if is not working well. you've got to have the ability to adjust. you have to have the ability to look where you have a strength in your staff and you have to look at how the hell do i dig get things done to get a message to the american people and i care about the name trying to do the right thing. those of the pieces he's got to focus on. chris: thank you for talking to us, thank you for inviting me to the pannetta institute. it'll be a great weekend. >> we look forward to honor you and the others and a democracy. chris: what a mistake on your part.
