[indistinct] >> martha: scary moments there for joe manchin when he was surrounded in his car. he has a warning for his fellow democrats. >> we just have to work together, we can't go too far left. this is not a center left or a left country. we are a center, if anything center right country. and that is being shown. we have to be able to recognize that. >> martha: and moments, the number two house republican steve scalise joins us live, but first congressional correspondent with the very latest on where we are now and capitol hill on this friday afternoon. >> hey there, martha. not moving fast enough for some democrats. they are still whipping at this hour, because they still do not have the vote to pass this massive build back better plan. and you know that house speaker nancy pelosi can only afford to lose three democrats, are right now she has huddled in her office with several members of her caucus. telling reporters "we are still working on it." a couple frustrations here for democrats. first of all, they are breaking house rules here by not getting lawmakers at least 72 hours to read the bill. which by the way, more than 2,000 pages long. the second of all, there's no congressional budget office score, or what we call the cbo score. that is the true cost of this legislation. they said, we will not be getting that today. it could take some time, even possibly two weeks. that is a huge sticking point for the moderates in this caucus, especially as the analysis estimates that this $1.75 trillion plan over ten years is actually closer to $4 trillion. >> what can be done to appease moderates who want the cbo score? >> this is how the bill becomes a law, right? you've got to meet people where they are and try to negotiate. this is how you negotiate. >> martha, as he said, this is not the final version. it goes to the senate where it it is going to get processed and face some tough critics like senators joe manchin and kyrsten sinema. we could see some parts of this bill completely removed. martha. >> martha: all right, let's bring in the number two. the number two house republican, louisiana congressman steve scalise. always good to see you on this friday afternoon. where does this stand as far as you can tell? >> martha, it's good to be back with you. they still don't have the votes. that is the bottom line. when you're talking about why they still haven't gone to the floor, i would imagine shortly they will probably try to bring some sort of procedural motion. but still not the actual tax and spend bill. that cbo score is held up for a good reason, the warden report is very in terms of how bad it would be for the economy. $4 trillion, not 1.5 trillion. the voters in virginia said one thing loud and clear, they are tired of all the spending in washington because that is what is driving inflation. we don't need more inflation with 4 trillion in taxes and spending, let alone all the taxes on things like natural gas. you see these payments to illegals, $450,000 and then then they will put amnesty in that tax and spend bill. that is why when the score comes out, it's only going to make things worse. i don't think they will pass it today, but they are going to keep trying. maybe they should be handing out slings for all the arms they are twisting, but they are not there. >> martha: it's interesting, because the message from the white house and the cabinet seems to be that they want to be full steam ahead on the spending bill and they still believe that it is in that current form, what you say could go as high as $4 trillion according to some of the workups on it. they still believe it is what the american people want. the secretary buttigieg, watch, watch. >> these are things that are going to make such a transformative, real, dollars and cents difference for families across this country right away. which is why it is so important and why it's so popular. the american people are demanding the kind of policies that are sitting in front of congress right now. and we can't wait to see them through. >> here's an answer to the same thing, congressman scully's, because obviously there is a big 2v divide. here is allison spann berger, who is obviously in a different situation with her seat, and she said this, "nobody elected him to be fdr, they elected him to be normal and stop the chaos." what you say to that? >> she's right, they misread last year's election. bernie sanders was defeated in the primary and yet bernie sanders is driving the agenda. he has the budget chairman and this is a budget process they are going through approaching at a much more as if it's bernie sanders, not the way joe biden ran, but for pete buttigieg to say this is popular, if it was popular terry mcauliffe would've just been elected governor on tuesday night, but instead he took a thumping of blue state because they are tired of all the spending in washington. they want to roll back the trillions that have artie been spent that are jacking up inflation and raising gas prices. you saw their interior secretary laughing at the thought of increasing production in america when that's the problem. they have shut off production in america while they are begging opec to produce more oil. people don't want to pay $150 or more to fill up their cart for gasoline, yet that is what they are doing. it seems that president biden and speaker pelosi are tone-deaf to what's going on in the real world and it's costing them. >> she was asked about how to relieve gas prices in the country, and she said she doesn't have a magic wand committal comes from opec, i'm paraphrasing there. we were energy independent just two years ago. >> we were energy independent, they killed the keystone pipeline. they put a ban on drilling on federal lands. then you will beg opec -- opec said no for a reason. it helps opec, but it hurts families in america. it's the lower income families that are hit the hardest by president biden's inflation tax that he created himself. he can reverse it, he just doesn't want to because the far left won't let him. >> martha: all right all right, congressman scalise, always good to see you. thank you very much. also watching this with us and just to mention to her viewers, we are now getting worried that they are going to begin to take a vote. tell me, producers, what you just gave me in terms of who is putting that out there and what order it's going to go in. all right. it's going to be first on infrastructure then on build back better. seems like they have something they are ready to vote on. >> if they are doing infrastructure bills first, it seems like the progressives have actually blinked here, because they want to vote for the spending bill first before they approve the infrastructure bill for the sake of the senate. so it will be interesting to see what the agreement was that was made between nancy pelosi who's been in and out of meetings all day with the far left of her caucus. generally and broadly speaking, martha, the politics here are at play, especially given the election we had this week in virginia. far left democrats in the house don't have to worry about being and swing districts. they are in far left congressional districts who don't necessarily have to worry about losing their seats. whereas there's a number of moderate democrats looking at this and going, we don't know what's in it, we haven't had it scored. it will be interesting to see what the justification is on the other end of this with moderates agreeing to allowing a vote on the spending bill to go forward without a cbo score, which are earlier today a no-go. so here we are in some kind of deal that's been made between the two. >> martha: i just want to pull up, this is a tweet by nancy pelosi. may 2nd 2017, she said americans have a right to know. republicans shouldn't vote with an undated cbo score. essentially, this is what americans get so tired of his people talking about both sides of their mouth, whether it's democrats. she said exactly the opposite when it came to the trump tax bill. >> why are we delaying a cbo score? it's a basic mechanism that is used so american taxpayers know where their money is going. you are essentially telling americans well, we're just going to spend your money on things that we haven't even really decided how much they are going to cost on the bill that already has a price tag of $1.75 trillion. just ten years ago when barack obama passed the bailout for $900 billion, it was a lot of money. so they are moving forward without the cbo score, they are going to live with the consequences of passing something and not knowing what's in it, because people will find out eventually what is in it. in nancy pelosi's words. >> martha: we are just getting all of this as we went to air moments ago, i want to clarify, you made exactly the right to point a moment ago. they are going to vote on the infrastructure bill first, which progressives did not want. now we are learning that the vote on build back better is just going to be on the rule, it's not on the actual bill. so you're going to see a separation here which is exactly what you are getting out. quick thought on that. >> i'm curious about the back room dealing went on here. there was a red line on not moving forward up the cbo score and they've been holding this up for weeks. and after the virginia election, we are saying we are going to move full steam ahead. certainly there was something that was done here and now of course we will move over to the senate when it comes to the spending bill, but infrastructure has already been passed on that side of capitol hill. >> martha: it may very well be that tuesday's vote shifted and it may feel a little bit more urgent than it has in the past. the rule for build back better. katie, thank you. how about the story? >> we have strategic indictment targets, they are strategic because they both have something very much in common. you have individuals who have more information. so they have taken those people that they believe they have the best chance of flipping and turning and cooperating with the government to give more information than they have. >> so brett, when you look at these individuals, dolan -- mr. dolan and mr. dan janco, won we assume that these people would've been interviewed by the muller team who spent two years investigating russian collusion and if so, what happens to their credibility that they weren't able to get this information up out of these two individuals? >> a couple of things on that, martha. we know fiona hill introduced in 2016 mr. dolan and mr. dan janco to each other. they were strategically placed. they certainly -- he of an individual who utilize language that eventually makes its way into a faisal warrant. and the fbi took directly some of the information he received and pasted it into a warrant. all of that was within the purview of muller's investigation. so at least he would've been interviewed and probably mr. dolan as well. >> so you are saying that the language that he used ended up almost directly, the same language. usa met they talk to him and he is saying all these crazy stories about what the trump team was doing and moscow and that got dumped right into the fisa application which we now know was based on his information -- he is now been indicted online on -- >> not only that, that is exactly right, not only that but we know at the time the fbi had strong reservations about its accuracy and they still went forward with it. >> martha: there's only one conclusion that you can make as a bye standard, and that is that they had an agenda and they didn't want to know if that information wasn't truthful. i think that is a fair assessment of what we know so far. we are waiting for the facts as we pull all this together. let's talk a little bit about the other side of the story with joe concha. joe, today "the washington post" came out and said this. a very beginning of a very long road back for "the washington post" and perhaps "the new york times" as well. both of them i would point out one map of what surprises for the coverage of the story and they cited in-depth deep reporting, right? so today "the washington post" says that allegation cast new uncertainty on some past reporting on the dossier by news organizations including "the washington post." >> martha, i'm old enough to remember that most media organizations wouldn't toss the dossier when it was pitch to them four years ago. because you couldn't verify any of it and some of the allegations are so scandalous. except for buzzfeed on cnn of course. and how the media is almost entirely ignoring the story, at least on the air, after pushing trump/russian collusion without verification. "the clinton dossier should go down as one of the biggest scandals in u.s. political history." that is not hyperbole, that is a fact. also calls that come as you heard, the clinton dossier, not the steele dossier. it would never see the light of day. meanwhile, buzzfeed, who originally released this dossier under the editor and chief then, ben smith, has yet to report on the latest durham indictment. you won't find anything either. one report yesterday and they've moved on. and this is after cnn followed buzzfeed's lead in placing portions of the clinton dossier into the public domain which led to president trump being briefed on it by jim comey and the fbi giving b.s. legitimate seat to this in process. if you want to teach a class on journalistic malfeasance, buzzfeed and cnn go on the top, at least on this run. i would also mention that the former president, president trump has said that they have for claw back these pulitzer prizes? it may seem that this is a case where they have to consider doing that. so watch this, watch this. >> the dossier has been corroborated. >> it's far from bogus. >> we are going to have to stop calling it the infamous dossier, increasingly it's the accurate dossier. speak of the republic can claim today was that it has been discredited. that is not true in terms of the public record. >> martha: joe... >> i look forward to rachel maddow's follow-up to her doing this on a nightly basis. she's not going to mention it. eight and ten independence belief that traditional outlets knowingly report false or misleading information. if you asked republicans, that number jumps to 92%. three quarters of their audience, martha, gone since the beginning of the year. >> martha: thank you very much, we will hop over to peter doocy. great to have you both with us. here is the white house briefing room. >> we talked about this yesterday. >> but not to the heart of the point, which is that these people broke the law to come here and they are going to get hundreds of thousands of dollars in taxpayer money? >> i cannot speak to this from here, this is the department of justice -- >> they said no comment, so we have to ask you. >> i'm telling you this is in litigation so you have to talk to the department of justice about this. this is not something i can speak to hear on the particulars come on the specifics. one of the things we have to remember, why we are in this place that we are today is that we have an administration that had an inhumane, immoral policy that was taking babies away from their families, from their mothers. that was the policy of the last administration. that is why we are here today. you asking me this question, which i can't answer, but let's be clear. that is why this is happening today. >> okay, so mitch mcconnell has written a letter to the dash they said this is wrong. as the president agree or disagree with that? >> yesterday i addressed and clarified the president's comments on the thinking on this because you asked him a question and he answered it directly. but anything about the process, anything about the specifics or particulars, i can't answer from here behind this podium. >> when the aclu heard the president dismissed the idea of $450,000 payments the other day, the aclu came out and said he may not have been fully briefed about the actions of those very own justice department. so if the president is being kept out of the loop about immigration policy making -- >> again, peter. you asked the president a direct question and he was answering it. i cannot say any more than that. >> final one, then. is there any discussion about giving people here -- people who are coming here the right way money? >> why would you give people come and hear the right way money? >> why would you give -- >> i don't understand the question. are you saying we should give people money who are coming through? i don't understand the question. >> people who immigrated here illegally -- >> like i said, that's the department of justice and you are going to have two ask them that question. okay. >> martha: let's pick up on that conversation right now with my next guest who was introducing a bill to block any of those potential payouts to migrant families who came here during the trump administration, tom mcclintock. and citizenship subcommittee -- thank you very much for being here. i hope you were able to hear that back and forth that we just listen to in the white house briefing room. what's the reaction to it? >> remember, if you are an american and you are arrested for a crime with a child, we arrest you and take you to jail. we take the child into protective custody. that is what the law requires. that is what trump did with those who were illegally crossing the border, which is a crime subject to both a fine and a jail term. and that is what we are going to be paying $450,000 a person to apologize for. and this is not a settlement negotiation in the real sense of that term. you've got the woke lawyers in the justice department and the woke lawyers for the aclu negotiating a settlement. they are both on the same side of the table. >> martha: she is obviously deferring to the justice department saying that she really can't speak to the specifics, because this is a ongoing legal situation where these people are seeking for what they claim was done to them. but what do you think about the fact that the other day, i think it was less than 48 hours ago now, the president said the story wasn't true, that it was "garbage." >> obviously he was either lying or he is completely out of touch with his administration. neither of which is cause for any sense of security by the american people. but the bottom line is, they are negotiated this with each other and it's obscene. what the trump administration did was according to law and it was successful in securing our border, which has now been left wide open sense joe biden took office. and now that we are going to be paying $450,000, there is an apology for enforcing our immigration laws. we've had the largest encouragement of illegals on our border in our history and it's going to get worse from here. >> martha: it would certainly be an incentive of those kind of payouts and up happening. where does your bill stand and how successful do you think the effort would be to block these kind of payments? >> we have 157 cosponsors so far, all of them republicans. it's going to require democrats crossing the party line and saying they will not follow the radical left her in his path any longer. will that happen? >> i'm not surprised to hear it, quite frankly. they are obviously angry their preferred candidate did not win. what i'm more surprised of is the blowback with the word game set in critical race theory. it is clearly in the curriculum, it's clearly in the classroom. this has been something that has planned since the time terry mccullough was a governor. at least there's evidence from back in 2015. my kids have said to me evidence of it in the classroom. i don't care what you want to call it, and academic construct. my school board district rep said it's quite plainly that if cps has no plans to teach critical race theory, but f cps will support antibias education. the implementation of critical race theory in my county is called antibias education, but you can put lipstick on a pig, it's still a pig. i still don't want it. >> martha: broke, i'm glad you touched on this. there are a lot of people say no, it doesn't exist. it's just a fabrication. even president obama called it a phony culture war. what was it that you saw in some of these materials that you didn't like or you felt was unfair in terms of how children were being taught. can you be specific about it? >> yes, there is series of buzzwords that started to come up repeatedly and i started associating it with -- associating them with everybody was calling "critical race theory." the big one i was seeing was "equity." their definition of equity is anything but equality. whenever you see equity training, diversity, equity and inclusion, cultural sensitivity training -- those are a lot of the buzzwords that caused me to pick up on this. because they are all teaching very similar principles, whether i've seen it in other aspects of life. whether it is in the government, whether it's an industry. but definitely in the public school system. and it is in the classroom now. parents do see through this charade of what turns out to be this language reconstruction of whatever you want to call it. critical race theory, equity, antibias training, antibias curriculum. we see it, we don't want this. we were raised with training about equality and martin luther king jr. we reject -- i don't see how what we were taught in the principles of martin luther king jr. and judging people by, we hear that now, by the content of their character and not the color of their skin. i'm curious to know how proponents of critical race theory, or whatever they want to call it, squares with this what they're trying to push now in the kids schools. >> martha: they you very much. to celebrate martin luther king, that is what you are going to say, right? >> i agree with them. as she is not pushing for issues such as same-sex marriages, issues with children going through transgendered operations. they should stop promoting transgender males participating in women's sports. and that is why i'm pushing for the elimination of the state income tax. they are not pushing for kitchen table issues that people really identify with. they are so divisive. i'm here now with the republicans and jewish coalition building relationships, building coalitions. that is what we should be doing instead of dividing people. >> martha: it's very interesting. you are clearly appealing to democrats to reach voters -- i know you are republican now. more traditional values, which many of them cold. it's interesting to note this percent of the black vote that the candidate received -- i will put this up on the screen. john mccain got 5% of the black vote. and you can see a row many trump at a percent, now 9%. youngkin got 13% of the black vote in virginia. this is obviously still a small sliver, but -- >> they might have the right string, but the wrong yo-yo?
