pass by congress this coming week, the multitrillion dollars build back better and the infrastructure plan. but he did also have tough words on the international stage for iran, and he called out china, russia, also saudi arabia, said he was disappointed that the leaders of china and russia were not there. amy kellogg has been covering the g 20 throughout the meetings and has some of the top take aways from the president's remarks on that. it was unusual that the president actually criticized china and russia during the news conference because the leaders of those two nations, well, they addressed virtually, they did not attend personally. china also when it comes to coal and producing coal says it will continue to have coal factories and generate using coal, which the other world leaders want to try to get away from, and in fact, they did in fact pass a resolution to try and move away from public financing of coal-generating facilities. amy kellogg is at the g 20 and has the latest. amy? >> hi, eric. it is interesting too that president biden came out hard against china in his press conference because the secretary of state made a big point of having his meeting this morning with the chinese foreign minister in order to deescalate the situation. he refers to the relationship between china and the united states as a very competitive one, but says he doesn't want it to turn into a cold war situation. so it is a delicate dance. russia and china's absence was noted of course. ostensibly it was because of covid lockdowns and covid concerns, but there was speculation they simply didn't want to deal with the pressure of some of these demands, vis-a-vis energy and carbon emissions and also they might just feel very marginalized by the rest of the international community. foreign minister lavrov was very rather snide today, saying he didn't even know that secretary of state blinken was here which was hard to believe that they did not meet. meantime, the focus really was on this new minimum corporate tax the leaders agreed on, some commitments to lowering emissions and all of the climate change related agenda, but detractors say there was not enough meat in the final communique. in other words, a lot of goodwill, but possibly very light on deliverables. and then the supply chain issue seemed to be front and center as well, with a sense that people need to work together to try to make sure that there aren't shortages in different countries, different things, particularly computer chips as economies try to recover, eric. >> eric: we will see what happens as they now go to glasgow scotland for the united nations climate conference there. amy kellogg, been covering the g 20 in rome, thank you. for more on this former state department senior advisor under president trump and george w. bush is joining us now. christian, he called out iran. this is kind of ironic because on one hand, he is boasting about moving toward to get iran back into the nuclear talks which controversial but at the same time during the news conference said the u.s. wouldn't hesitate to use drone strikes if iran does attack u.s. interests, and we have been seeing that in the middle east already. what do you make of the fact that he gave a very public declaration about iran saying that the u.s. will respond militarily, if they strike against us? >> yeah, that's a new development with this administration. i think it reflects frustration with iran. the united states has been through at least six, maybe more rounds of negotiations in iran in vienna over joining the iran nuclear deal which obviously gets a lot of criticism and iran has been very very hesitant to do that and has wanted basically assurances not only that any concessions that it receives any economic engagements that comes from rejoining that pledge come from the united states, but also remain in effect. essentially they want complete economic normalization to rejoin that somewhat narrow nuclear agreement. you know, it's interesting because iran recently did turn a corner and indicate it was coming back to talks, so to threaten airstrikes is an interesting development from the administration. >> eric: he also said it was disappointing as he reported that china and russia he said quote basically didn't show up. the fact is, how do you get any climate conference agreement when you have china building and continuing adding more coal facilities on-line and saying basically they are not going to do very much about that till 2030? >> this is the big problem that critics have with the paris climate deal and other related initiatives and the kyoto accords before that is that it puts so much burden on the united states and western europe and other advanced economies that have actually reduced their carbon output. the united states achieved that by in large by the natural gas revolution that occurred with fracking, so that you have a decline in coal use and more natural gas, a little bit has come from renewables. that was technology. that wasn't government regulation. anyway, china continues to increase its carbon output frankly because i think it is not as concerned as the western elite you see gathering in glasgow about the threat of climate change or the correlation of human carbon output to that change. >> eric: he did address and acknowledge the rise in gas prices here in our country. here's what the president said about the issue of gasoline. >> on the question of oil prices, economists say that, you know, when you raise the price of something, people will consume less of it. so why not allow even middle class people around the world to pay more for gasoline in the hope that they would consume fewer fossil fuels and emit less? >> well, because they have to get to their work. they have to get in an automobile, turn on the key, get their kids to school. the school buses have to run. that's the reason why. you know that, jim. that's the reason. the idea that we can -- there's an alternative to walk away from being able to get in your automobile is just not realistic. it is not going to happen. it wasn't intended to happen. by the way, when the cost of a gallon of gasoline gets to above 300 -- $3.35 a gallon, it has profound impact on working class families, just to get back and forth to work. >> eric: he said it wasn't ironic he thinks going to glasgow to get production down at the same time he's asking saud saudi arabia and opec to increase production right now. what do you make of that? >> arthel: alexandria hough live in virginia, thank you very much. want to let our viewers know that glenn youngkin will be on live with life, liberty and levin tonight, excuse me, that's happening at 8:00 p.m. eastern on the fox news channel. >> eric: now to the democratic side of this campaign, virginia's former governor terry mcauliffe, slowly been surely listen losing steam as this comes down to the wire. that's been worrying a lot of democrats who in their words have been trying to quote stave off disaster. rich edson has more from the richmond suburbs. >> good afternoon, eric. mcauliffe is campaigning in the richmond suburbs. he was speaking in the backyard of a home of a supporter right behind me right here. this is the type of congressional district and the type of neighborhood. it's very close politically, the congresswoman here is a democrat who campaigned for mcauliffe here. she won her congressional seat narrowly in 2020 and unseated a republican back in 2018. also the type of neighborhood you've got mcauliffe signs behind me. then the next two houses over, at least down the block here, you see a couple of glenn youngkin signs. it is that type of area here. mcauliffe is largely sticking to a democratic portion of the state. he was up in washington, d.c. suburbs in northern virginia this morning, and is heading back there this evening. tomorrow he heads to the southeastern corner of the state. democrats are warning of a national consequence of this election calling it a bellwether for the country and already looking ahead to next year's congressional elections. here and across the state, mcauliffe is tying youngkin to former president donald trump who lost this state by more than 10 percentage points last year. >> trump wants to win here so he can announce for president for 2024. that's the stakes of this election. he's trying to get himself off the mat. he wants to win here tuesday, and wednesday donald trump will announce he's running in 2024. are we going to allow that go on here? no, we are not. >> mcauliffe mentioning the former president nearly every stop he's made over the last few days. he has been campaigning with several national democrats this week. house majority whip jim clyburn, senator tim cain, vice president harris and president biden. eric, you pointed out earlier on that this fund-raising e-mail had gone out warning of a disaster by congressional -- by democrats if the republican wins in these states. those are fund-raising e-mails that often go out. you have heard this from the tone of the campaign from mcauliffe and other democrats, earlier today he called his opponent clueless and dangerous. the language in this campaign is becoming more aggressive as we get closer to election day. back to you, eric. >> eric: those fund-raising e-mails are always bombshells. >> yeah. >> eric: thank you very much. arthel? >> arthel: for more on the virginia governor's race, we're going to bring in a former rnc communications director and former deputy chief of staff to house majority leader eric cantor. all right, doug, if i'm sitting in new orleans, new mexico, or new rochelle, why should i care about the governor's race in virginia? i mean, what are the national implications? >> yeah, look, i was at the republican national committee, arthel, in 2010, when republicans took back the house. and what happened in that election cycle was we had an unexpected gubernatorial victory in virginia. we also had a gubernatorial victory in new jersey. by the way, i predict this year that new jersey we won't win it as republicans but it will be a lot closer than it should have been. so virginia is where all the attention is going to because given the closeness of this race, the unexpected closeness of this race, if we were talking three months ago, i would tell you it is probably mcauliffe and probably won't be much of a battle. given the fierce battle that it is right now, democrats know it is a real harbinger for what could happen next year given biden's continually sinking numbers in the polls. if mcauliffe loses, you will see democrats hitting the panic button very quickly. >> arthel: even with his sinking poll numbers, president biden went to virginia to campaign for mcauliffe. meanwhile, youngkin is keeping former president trump who runs the republican party at arm's length. i mean, he's only going to do a telerally for youngkin tomorrow, a bunch of phone calls to supporters. is there anything on the line more that you want to say in terms of the 2024 presidential race? what are the indicators? do you feel, you know, that if in fact -- because i mean, you know how this is going to play out in the immediate aftermath. if youngkin wins, and former president trump is going to say, you know, i kind of gave him some endorsements in my distant way, so that's why he won. if youngkin loses, president trump goes this guy's a loser. i'm the winner still and i should be your next president once again. >> yeah, look, i think we know, you know, the ground that donald trump plays at. it is one of the reasons i have been kind of mystified by a lot of terry mcauliffe's messaging here. i will tell you, i have talked to a lot of democrats who are as well. voters typically want to hear a positive forward-looking message, and mcauliffe has really done everything he can to link trump and youngkin together at the hip, but he's not been talking about jobs, healthcare, as much as you might expect. i think it is part of the reason why especially given the battle that we're seeing over schools in virginia, which isn't just about critical race theory or, you know, this book or that book, it really goes back to the beginning of covid and the shutdown of schools, especially in suburban virginia. that shows one of the things that's really interesting about this race is whether glenn youngkin wins or loses, i think he's put a model for republicans who aren't necessarily trump fans or enthusiastic trump fans and want to operate in a space where they don't want to necessarily draw trump's ire but don't want to be dragged down by him either. >> arthel: you are the former rnc communications director. i want to talk about the direction of the republican party, picking up on what you said, how far will the g.o.p. stray from reagan, even bush republicans or are those days just bye gones and former president trump's g.o.p. is here to stay? is this a nod to where they may go in terms of if youngkin wins or not? >> well, look, i don't think any republican would dispute that donald trump is the de facto leader of the party right now. if you look at his approval rating with republicans, it's sky high. so he's going to whether he runs or doesn't run, have enormous influence on what happens in republican politics over the next two years, four years, you know, and longer, again, regardless of whether he runs, regardless if he runs, he wins or loses. that's where the party is right now. but a lot of republicans still want to get trump and kind of the outraged de jure that was always driven by trump in the rearview mirror. that's why you have heard rhetoric from mcconnell trying to move forward and not look backwards. >> arthel: it ain't working. trump's right front and center. >> every day. >> arthel: all right. well, we're going to continue this conversation. i thank you for joining us. >> thank you. >> arthel: thanks, doug. eric? >> yeah, arthel, this is really serious because this report about these big payments to migrants has been out there now for four days, and the biden administration has really just ignored it completely, not answering any questions about it. meanwhile, republicans universally are hammering them over with it. you know, this has been going on like i said for four days even republicans who were critical of president trump back in 2018 for his zero-tolerance policy that led to 5,000 migrant children separated from their parents, even they are critical of this. most of them over two months in 2018. president biden called it a moral and national shame and pledged to reunite families. about 1,000 kids still have not been reunited. over 900 lawsuits against the government are pending. the $450,000 payout her migrant separated would -- per migrant separated would settle lawsuits but is more money than what is given to gold star families. >> oh, okay, now we owe you money and it is more than money than we would pay a patriot. i'm outraged. i think this is, you know, you just wonder where is the outcry against some of these policies that are just -- i don't know, they are unbelievable to me. >> meanwhile, the surge of illegal immigration continues at the southern border, as officials gear up for a caravan in southern mexico. they're on high alert at truck crossings like this one in laredo, texas, where 2 million trucks cross each year. last week mexican authorities stopped three refrigerated trucks carrying 650 migrants from guatemala. just a couple days ago, in texas, 75 migrants were found shivering padlocked in a trailer hauling pallets of flour set at 58 degrees. border patrol agents here in la jolla delivered a baby girl this week. the mother and child were taken to a local hospital, but just another example of the extreme misery that we see along the southern border. arthel? >> arthel: immigration and humanitarian crisis, dan springer, thank you for that report there in la jolla texas. >> eric: house democrats aiming to finish the last details in the 1.75 trillion dollars spending bill, doing that today, as they aim to try to get a vote on the build back better plan on tuesday along with a bipartisan infrastructure plan. at the g 20 president biden said he's confident the legislation will get the thumbs up on capitol hill this coming week. kevin corke has more. >> of course the devil's in the details here in washington, which is to say we simply don't know yet what adjustments democrats might make to try to boost the effort towards lifting the president's legislative priorities, but we do suspect there will be a great deal of horse trading between now and tuesday to try to add things back on to the build back better plan, things like more immigration reform, tax hikes perhaps on billionaires, medicare expansion, longer paid leave and more green energy pro -- provisions. there are of course dozens of proposals that folks are going to make a last-ditch effort to add to it, yes, we expect that, that's the order of business here in washington. however, thanks to a fractious democratic caucus led by progressives, speaker pelosi could be pushed much further to the left than perhaps she would like endangering any chance of what makes out of the house survives the senate. that's even assuming with a razor-thin margin in the house what does make it to tuesday will ultimately survive. we do one thing many in speaker pelosi's party want to get the ball moving and right away. >> we are attempting to tackle the real -- working families, the massive income wealth inequality that we have. i think the american people will be very pleased and understand that government is now starting to work for them. >> senator sanders is no doubt a true believer. however, with precarious margins for error in both the house and senate for the democrats, it is still likely much of what progressives are hoping for ultimately ends up on the cutting room floor so to speak. senator rick scott said of the massive spending plans, quote, i'm not going to bankrupt this country. we will see what happens between now and tuesday. eric? >> eric: kevin, thank you very much. arthel? >> arthel: a frightful halloween weekend for thousands of american airlines travelers. the company cancelling some 1400 flights coast to coast because of staff shortages and unsettling weather -- unsettled weather near dallas-ft. worth hub. a flight tracker website by the way also reporting more than 1,000 other flights were delayed since friday. >> there are definitely going to continue to be issues especially as long as the pandemic continues; right? if you have, for example, the third largest container [inaudible] in the world in china shutting down because of a covid outbreak in late summer, you will feel that in the fall here on the west coast. we're taking the actions that we know we can as an honest broker in the administration. >> eric: that was on "fox news" sunday this morning talking about the international supply chain crisis. the u.s. is seeing shortages and shipping delays plus backlogs turning into bottlenecks. those cargo ships outside of ports waiting to dock. this crisis has been a point of economic and some political pain for the president who today held a supply chain meeting, a summit with other world leader at the g 20 in rome. they agreed to strengthen the global supply chain system, and one insider who knows about that is joining us ryan peterson the founder and ceo of a company flexport. if you bought something, ate something, used something, or drove something, chances are it went through flexport. mr. peterson, you have like 10,000 customers in 200 countries. tell us it's going to get better. will it? >> well, everything gets better eventually. it's just a question of how long, and that no one can really tell us. i don't think it's going to get better in the next few months, certainly not before christmas. >> eric: what do you suggest? what should the government do now, or are they doing enough? >> well, you have to go and look at the problem at a pretty close level of detail. what we see right now is a traffic jam at the port terminals in long beach and los angeles. it is not everywhere in the united states, but in particular, those two terminals are pretty affected right now. the bottleneck is a lack of yard space, places to put the containers and a lack of chassises which are the trailers that haul the containers. we don't have enough of either of those two things. so the government needs to help us help the world find these things from wherever they are. private market can do a lot here too and respond to prices, prices have elevated, and it's very clear that everybody in the chain can come and work, you know, come down -- if you have extra chassises, come down to the port and pick up containers and help clear it out. we are seeing that happen from all over the united states, but it takes time to react. >> eric: it does take time. you have called on, for example, have the government use the army and maybe national guard trucks, use government land. you also called on changing the zoning. they can only make two containers in zoning at long beach, that if they could make it up to six, you could brings in more containers from those ships and move it faster. >> yeah, and that's -- in the truck yards in long beach, los angeles, really most of california, you are only allowed to stack containers two high. in long beach, they have now changed the zoning last week to four high, after my tweet storm about this problem. it hasn't happened yet in los angeles. there's not that many truck yards in long beach alone. a lot of them are in los angeles, compton, and other communities. that's a near term thing the government can do. there's also a new emergency fee on containers that are left at the port for longer -- you get four or five days for free at the port, and after that, if you don't pick up your container, there's a hefty fee, and that fee will go up every day by $100. in 30 days, you would pay a $46,000 fee if you left a container at the port. i think the government can put the port authority to ease that right away. there's a bottleneck. we can't get into the port. i find that fee to be unfair. >> eric: that will be an incentive for some people and keep up tweeting. it seems to be working. >> it is an interesting experiment for the fee. i'm all for price mechanisms. if it means they will respond, then try it. but if it doesn't clear after a week or two, i think you have a different problem. taxing the businesses who are trying to get cargo in before christmas holiday season, if you add this extra fee to them, you make the problem worse, not better. >> eric: finally quickly as you say this will get better eventually. when do you think this will get sorted out? >> couple things to watch, first is, when do goods ship back to services, that means people going back out to restaurants, hotels, travel, etc. right now the spending has shifted all on to goods. that's what caused this problem in the first place. that's the first thing to watch. second, we have a renegotiation of the contract with the union that works the ports next summer. their contract expires on july 1st of next year. and so you should expect those negotiations are going to be a really big deal to follow, could even get worse during that time. we have seen that in the past when labor negotiations. and then in the longer term, it is really hard to say more than a year from now. >> eric: wow. >> to be honest, i'm not super optimistic unless something really fundamental changes. because there's no one actor causing the problem. it really is systemic. everyone wants to find a villain. but i don't see that in this case. >> eric: we appreciate your work. flexport is the company, ryan peterson the ceo and founder, we'll just have to keep on bearing with this until it's finally solved. thanks for joining us today. >> thank you. >> eric: arthel? >> arthel: meanwhile, chairman of the giant chiefs general mark -- joint chiefs general mark milley calls china's successful hypersonic weapons system test quote a very sputnik moment referring to the russian satellite that launched in the space age of course. general milley is the first pentagon official to confirm the chinese military had performed this successful launch of a new clear capable hypersonic weapon increasing already heightened tensions in the region. as you just noted, and it is getting worse. joining us now is the director of george mason university national security law and policy program. how do you see it? is this a significant threat? >> yeah, arthel, look, i think that obviously the ability of the chinese to deliver nuclear weapons or even conventional war heads through a hypersonic capability is an important new step for em, the ability to -- for them, the ability to bring a weapon from space, being able to maneuver it the way these glide vehicles can to evade our missile systems a huge step forward and a huge threat to the united states if we get in conflict with them whether that's in taiwan or some other area as eric was just talking about. >> arthel: is there a diplomatic response? or does this call for something more dramatic? >> in a lot of areas, china is seeking to engage us and get ahead of us, whether that's quantum, semiconductors, or the like, china is making advances, and we're not necessarily keeping up the way we should. we've been testing hypersonic vehicles for a while, but back in 2018, even, the u.s. defense officials testified they were testing 20 times as many hypersonic types of capabilities than we were. we need to stop playing catch up as we are today and being surprised that the chinese are testing these kinds of vehicles and start to get ahead of this. this is true arthel not just in military weapons systems. it is true in rare earth metals where the chinese are trying to core the market, and it is true in other areas like semiconductors where they have a huge chunk of the market and threat ang huge part of it in taiwan -- threatening a huge part of it in taiwan. >> arthel: great points. back to the hypersonic missile testing, there's always a why and why now behind this type of testing. what is it? >> one is the timing of the development of the chinese are engaging in. they are moving forward on the hypersonic vehicles as they have for a while. this is just another step in the same direction they have been going. but of course this all takes place at the same time that they have been getting very aggressive with taiwan, 52 fighter jets, bombers together, when in taiwan airspace the last few weeks. the taiwanese announced we have some military members there in taiwan not nearly enough to defend the island, but they are supporting them. that may be part of this. it may be an effort for the chinese to say we have capabilities too. keep an eye on what we're doing. >> arthel: listen, i wanted to ask you this, you know, how does -- i mean, i am going to bring it to politics now. i want to ask you about the gridlock in congress and the pervasive tribal politics. does this not only threaten our democracy? does it also threaten our national security especially in the face of a very very aggressive china? >> it absolutely does. you know, arthel, we have got to come together as a nation, putting aside politics and recognize there are very real threats in the world, whether there are threats from terrorists or threats from nation states like china who are opposed to america and what we want to do in the world and our leadership of the world community. and so that's going to be really hard to do if we can't to be divided as a nation the way we are today. i had the good luck to work for two members of congress, senator corker and congressman rogers both work closely with democrat counterparts, from maryland on the house intelligence committee and menendez on the senate foreign relations committee, work can be done across the aisle. we need to be willing to do so. right now unfortunately the situation in d.c. doesn't make that very possible. we need to get beyond that as a nation and as a political body and expect better of our politicians. >> arthel: meanwhile, our adversaries excuse me are making advances and we're stuck on stupid. thank you for joining us, jamil. eric? >> eric, yes, that's right, baldwin's wife told the new york post she worries her husband could suffer from ptsd after the shooting. she says he has gone through a traumatic thing and trying to protect him. she said a day after the shooting she got her kids in the car and drove for an entire day to get somewhere out of the public eye before deciding to head to manchester, vermont. she was with baldwin yesterday when he talked publicly about cinematographer halyna hutchins for the first time since her death. he called her a friend, and he says he's cooperating daily with authorities. so far the investigation has revealed that an assistant director unwittingly handed alec baldwin the loaded weapon. baldwin says he can't answer whether if he will ever use a firearm on a film set again. >> [inaudible]. what has to happeow is we have to realize that when it does go wrong, and it's this horrible catastrophic thing, some new measures have to take place, rubber guns, plastic guns. >> authorities found nearly 500 rounds of ammunition on the set, including dummy rounds, blanks, and what appear to be live rounds. how they ended up there and who brought them is all part of the ongoing investigation. again, no one is facing any charges as of yet. eric?
