mike emmanuel. more than 60,000 haitian and other migrants are expected to be at the southern border in just a couple weeks. bill me lieu june is live -- melugin is live in la joya, texas. good afternoon. >> reporter: good afternoon to you with. before border control can worry about those migrants, they've got to worry about the people coming over right now and are already here, many of them hoping to get deep into the united states through the use of human smugglers. take a look at this video from last night. we embedded with texas state troopers here in the rio grande valley. they are here day in and day out. as you see people being taken into custody, what happens out here is is once illegal immigrants cross the border, there are smugglers waiting for them to pick them up in what are called load vehicles, then they try to take them further into the united states to places like houston. what state troopers look for is the frame of vehicles riding lower to the ground and finding those cars are are weighing heavier, and there might be people hiding in the trunk. take a look at this video out of tijuana. the mexican government reporting on average every single day 200 haitians are arriving in tijuana, gathering in the city, and on average 6,000 are showing up every single month. that would lend people to believe that some of those haitians are likely going to try to cross in the southern california area or potentially the yuma area because we all remember what we saw happening in del rio just a couple of weeks ago. take a look at this video from our fox news drone out here in la joya, texas. i heard you mention that dhs has officially canceled all remaining border wall contracts here in the rio grande valley. what you're look at are are piles of those metal pi. loans that were never used. this is for the border wall where we're standing right now. all of this was paid for, taxpayers are on the hook for all this metal. it was ready to go up, and it's just been out here baking in the sun ever since january when the biden administration axed all construction on this border wall. the wall we're next to right now, very crucial for this area. only about a half mile of it was ever built. the rest of it, you can see -- millions of dollars' worth -- just baking out in the sun and taxpayers sill on the hook for it. bill: you talked about your -- mike: you talked about your embed with forces on the border, any surprises in terms of things you saw or heard from the guys there on the front lines? >> reporter: so what we've really noticed on this trip is it's a lot more runners than we've seen before. typically we're seeing mostly those family units coming across, parents with little children giving themselves up. recently, in the last week or two it's just runners all over the place. people hiding in the brush, not wanting to be apprehended. a lot of criminals, just this last week they got a child rapist arrested in yuma a, arizona, so we're starting to see a lot more of the criminal element trying to make it through. and when you go along with a ride-along and they're looking for these runners, sometimes you literally have to watch where you're stepping because there are people hiding in the grass in the dark all over the place. it's pretty remarkable to see, mike. mike: bill melugin live in texas, many thanks. ♪ mike: democrats on capitol hill battling over massive spending bills with progressives and moderates clashing over key points. mark meredith is live in wilmington, delaware, where president biden is spending weekend. mark has the very latest. good afternoon. >> reporter: mike, good afternoon to you. democrats insist they can make a deal when it comes to the president's economic ageneral ca, but for months we have seen this debate drag on with moderates and progressives the still haggling over the price tag. still this weekend we are hearing from some key democrats who insist a deal will be reached when it comes to spending schooner rather than -- sooner rather than later. >> we're getting closer to an agreement. we now have the next month to get it done. and i know senator manchin, i know the people involved, i've been in the room, we will get these bills done. >> there's been so much fixation on what's the number that the house and senate are going to agree to. i do think this is a very short-lived problem. we're going to get both of these bills passed. >> reporter: a lot of optimism. while the white house is not setting a firm deadline, but sagging poll numbers certainly could impact how the president may want to move forward. the president's approval rating at an all-time low. plus we got a new jobs report, and that could indicate more problems are ahead. the labor department reporting employers only added 194,000 jobs last month, far fewer than the economists were expecting. they thought the number was going to be closer to 500,000. the unemployment rate at 4.8%. but rising prices have consumers and businesses paying more, and republicans say all of these issues are no coincidence. >> all of those things are adding up, and they're all self-imposed by president biden who walked in with three vaccines and an economy primed to take off, and yet it's been disappointment after disappointment every month because of this failed biden agenda. >> reporter: now, the white house insists the economy is still moving in the right direction, but officials admit there is more work to be done. the white house was asked on friday after that jobs report, you know, what's going on, what is the problem. they say it is still the lingering pandemic creating uncertainty for businesses as well as individuals that want the get back to work. but of course, mike, we've heard this story time and time again, and if these numbers continue to go the way they're going, it could create more problems heading into the midterm election. as for the president, know vents on his schedule this weekend, we expect him to head back to d.c. tomorrow night. mike: mark meredith, thanks very much. i'm joined by new jersey democratic congressman and member of the house transportation and infrastructure committees tom malinowski. congressman, welcome. >> great to see you, thank you. mike: being from your district, which is a true swing district, i was surprised you're supporting the massive tax and spending plan that was $3.5 trillion. it's not clear where the final price tag will end up, but why are you in favor even if it could potentially endanger your seat next year? >> oh, my goodness, you should come back to your hometown of westfield and see what your former neighbors think about this. they are, this is an incredibly popular bill in my district. they want the infrastructure, first and foremost. the jobs, the tunnels, the roads, the bridges. and it's really amazing right now that we have a bipartisan infrastructure bill in the house of representatives, the bipartisan highway bill, and we only have about ten republicans willing to vote for that. so it's really on democrats to agree on all this stuff, to deliver what my constituents want. you talk about taxes, my constituents very much want the middle class tax cuts in this bill, the child tax cut that virtually everybody, every working parent in my district is benefiting from right now. they want their state and local tax deductions back. that's in president biden's bill. they want the childcare. they want the family medical leave. and as far as other taxes, if you go door to door in your hometown of westfield, i don't think you will find a single person, republican or democrat, who thinks that it's cool that amazon pays zero in taxes. and so a minimum corporate tax rate overwhelmingly popular among republicans and democrats. i know you guys are putting out, oh, such a huge tax and spending spree, but when you talk about the details, they are extremely supported by middle of the road voters that i represent. we've got to get this done. mike: well, your fellow new jersey democrat, josh gottheimer, is not onboard with the tax plan -- >> he is, actually. he strongly supports doing both bills, both be it the infrastructure bill and the budget reconciliation bill. look, we're a diverse party. we represent different parts of the country, different constituents, different priorities. so, obviously, we don't all agree on every detail of the spending bill. some people want a bigger bill. some, like me, would like to see a smaller bill that's responsibly paid for. but there is overwhelming unity in the party about the need to pass both of these bills and do it in a responsible way. mike: is trying to do both of them at the same time potentially jeopardizing the bipartisan infrastructure bill which i'm sure would benefit a lot of your constituents there in new jersey? >> absolutely, we want to get -- i want to get the infrastructure bill done yesterday, and i would have been happy to vote for it irrespective of our progress on the other bill. right now where we are is we need to find at least a consensus on the framework that the broad outlines of that second bill before we can vote on the infrastructure bill. again, i wish we could have just decoupled them, but i'm confident we're going to get both of these things done and that once we do, they're going to be extremely beneficial to the country. one of the issues and, again, going back to what folks across party lines believe that we're talking about right now is prescription drug prices. overwhelming majority of voters in my district from biden supporters to trump supporters believe that we should allow medicare to negotiate with the drug prices to get the price of drugs down, that it's i don't want ray juice that americans -- outrageous that americans pay so much more for prescription drugs than canadians and europeans, people in other countries. yeah, we're arguing about that, but it's extremely important to my constituents that we get prescription drug prices down. we're going to try to do that. mike mike i want to play a clip from house republican leader kevin mccarthy from today, and i'll ask you to respond. >> we have to come back in session to vote on a debt ceiling to increase the amount, but this will not give the democrats enough money to go for that $5 trillion bill, what they really want to do with reconciliation, that will transform america to look like a european, big government, socialist government. mike: congressman, your thoughts. >> kevin mccarthy knows perfectly well the debt ceiling is not about paying for what we're doing in the future, it's just about a paying the bills we incurred in the past. including the bills we incurred from the tax bill in 2017 which gave away so much revenue to corporate america and add over ten years $2 trillion to the debt which we now have to pay back whether we liked that bill or not. it's amazing to me that for decades republicans and democrats agreed we have to pay our nation's bills. we can't default. we always voted together on the debt ceiling. and the fact that not a single republican is willing to do that even though they acknowledge it's gotta be done is really, it's telling. and it reminds us that right now we only have one responsible governing party washington. mike: congressman tom malinowski, sorry to cut you short. >> no worries. mike: my best to your constituents in my hometown. >> thank you, sir. mike: and from the other side of the aisle, kevin brady. congressman, welcome. >> good to see you, mike. thanks for having me. mike: what are your biggest concern with the democrats' partisan spending and tax package? >> yeah. i think much of what you heard just isn't accurate on the ground. so i think this dreadful jobs report is another thale in the coffin for moderate -- nail in the coffin. certainly, president biden is now a million jobs short of what he promised from his last $2 trillion giveaway. why would you trust him to create more jobs? ing secondly, small businesses, big businesses, manufacturing cannot find the jobs they need, the workers they need. and in the new tax and spend bill, it'll make it even harder because democrats are are proposing to pay people more to stay home than to go to work. really tough on families new report that an average family making $70,000 because of the biden inflation basically has to pay an extra utility bill or pay as if they're going to the grocery store additional times each month in inflation is on track to be the high in 40 years. so the more americans learn about this tax and spend bill from the giveaways to the wealthy to the hammering of small businesses driving jobs overseas and all those higher prices landing on working families, the less popular every day it becomes. mike: as you well know, passing something in the house it's about the math, and democrats have a single-digit majority. do they find a way to get this massive spending and tax package done? >> i think there is a very good chance that the tax and spending bill will collapse, one, because the american public is starting to see what's in it and, two, moderate democrats really do understand they're on their own. they won't be coming back. and no one from the president, speaker pelosi or their progressive colleagues really care about them. secondly, i think by the end of the year there will be some type of bipartisan infrastructure bill -- maybe not the one that is proposed, but one that really includes true infrastructure that can bring both parties together. but i predict we have a better than even chance of defeating this tax and spending bill if there are any moderates left in the house who will fight for their local small businesses and american jobs. mike: we've seen some republican senators in the united states senate in favor of that bipartisan infrastructure package. why do house republicans enlarge oppose it? -- in large oppose it? >> of course, speaker pelosi and the democrats haven't had a single conversation with republicans in the house about what is true infrastructure. but here's the main reason: in the house infrastructure is tied to the tax and spending bill. the president said it again just the other day. so republicans, we support roads and bridges, we don't support roads and taxes. and in the house they're one and the same. mike: okay. to the border. you represent the great state of texas. what are your concerns as you see this going on week after week at the border with lots of folks coming over and reports tens of thousands more are are making their way towards our southern border? >> every concern i have never seen it like this in my lifetime. every month you think it can't get worse, it does. the president continues to ignore this border crisis, but it's more than that. it is a sex trafficking crisis, it's a drug crisis, it is a criminal gang crisis. states like ours pay the price which is why i really am pleased governor abbott and the legislature continues to step up, but we shouldn't have to. this is president biden's crisis. it is affecting everyone in america. these drugs and criminal gangs are going to lots of communities across this country. for the life of me, i think this is why the president's approval rating has just plummeted on the border, on the economy and on competence. mike: congressman, where's vice president harris? mike: alex, thanks very much is. new york city mayor bill de blasio cancel ises gifted and talented programs while democratic mayoral nominee eric adams signals he might reverse the decision if elected. molly line has the latest on what's happening. hi, molly. >> reporter: good afternoon, mike. the current mayor, new york's bill de blasio, is on his way out the door, but before he lees, he's announced the phaseout of the gifted and talented program. actually making that happen will fall to whoever is expected to take over, we're waiting, which puts that issue right in the middle of the ongoing mayoral race. right now placement in this gifted and talented program depends on testing, quizzing keds as young as 4. create ins say the program disproportion at any favors white students. the new program will screen students, identify subject area strengths and then accelerated instruction will be provide all by retrain teachers all while students stay this their classrooms. the republican candidate for mayor, curtis sliwa, has unequivocally slammed the announcement, calling it an october surprise. he would support expanding gifted and talented program. >> instead of saying let's expand gifted and talents so there are more children like curtis' sons and the sons and daughters of blacks and hispanics and others can get into gifted and talented and be qualified, no. the mayor just wants to abolish it. shame on him. >> reporter: democratic mayoral nominee eric adams, viewed as the front-runner in this democrat-heavy city, has not backed de blasio's plan. a statement says eric reserves his right to implement policies based on the needs of students and parents should he become mayor. clearly, the department of education must improve yacht comes -- outcomes of children from impoverished areas. mike: molly line, thank you so much. joins us now is former education secretary and fox news contributor dr. bill benefit. bill -- dr. bill benefit. welcome. >> thanks at lot. mike: attorney general garland's son, as someone who has served this senior administration posts, is that creating a major conflict of interest for the attorney general? >> well, it's certainly inconvenient and certainly a matter of appearances, it looks very bad. but let's go to the substance of the thing. what in god's name is the justice department and the fbi doing involving itself in these parent complaints about what's going on in schools? look, if there's ever a threat of violence, it needs to be taken seriously. it can be take thatten seriously and is by local law enforcement, and that's where it belongs. but the notion that the federal government should be into this sends a shudder and is attempting to send a shudder through the parents who want to speak up at school board meetings. we've seen this activist parental group all over the country take it in their hands to say what's going on. and it's not just about crt, critical race theory, it's about a lot of things. it's just wrong, and the fbi, justice department, merrick garland, attorney general -- i mean, the attorney general and the justice department, when you're talking about terrorism, you should be thinking about what's going to happen in afghanistan. immediately they can be thinking about southern border and the cartels. not parents who are saying teach our children how to read, write and the alphabet. mike: you made reference to attorney general garland's memo where he notes a disturbing spike in harassment, intimidation and threats of violence against school administrators, board members, teachers and staff. it sounds to me like he's warning parents who are speaking up about what's going on in the classroom. >> yeah, no, he is warning parents. you know, i've seen some of these parents speaking up. you know what a lot of it is? shaking of a finger, pointing at school board members saying you are wrong and we're going to get you out of there, we're going to get someone else in. that's not an intimation of violence, a threat of violence. and, again, if there are any suggestions of violence, lowden county police can handle it very well. this is not for the justice department and the attorney general's focus. protect the country, present our borders -- protect our borders, protect us from terrorists inside the country, real terrorists. i really think at the end of the day, mike, politically this is about i throwing it back to trump. the biden policies, a whole set of biden policies are not working, his popularity's down. what's their ace in the hole? let's bring up trump and suggest these are all trump voters. and, goodness gracious, they're terrorists. it's crazy, but they're hoping it'll work with the democrat base. mike: what do you make of this other education issue as a former education secretary, new york city mayor bill de blasio going after gifted and talent programs? we've seen lots and lots of people leaving the city. is he trying to convince more folks to leave the big apple? >> yeah, this is an encouragement for people to get out who want their kids to succeed. the last thing he should do is abolish gifted and talented programs. if not enough kids are getting in, you don't think enough minority kids are getting in, start programs earlier that bolster their skills and bolster their achievement levels. go to harlem, go to the success academies which are almost exclusively minority. they have tremendous and profound success with minority kids. this kind of program could work. don't abolish it, make it better, improve it and make more people eligible for it by working at the lower grades to improve kids' skills. this abolition of excellence, this attack on excellence is one of the things, one of the themes that's running throughout our educational system, and it's wrong. it's wrong, wrong, wrong. mike: as a former education secretary and a very smart guy, can you believe there are all these red-hot issues relate to education in this -- related to education in this great country? the senate is 50-50, and house democrats have a slim majority, right? >> i think the the country needs more of a bipartisan effort, but when you look at what's happened in terms of the job numbers, it's important to look at the fact that we slashed benefits and unemployment benefits specifically while also failing to address the rising covid-19 numbers many a lot of southern states. and so i think when we look at the jobs numbers and look at the president's performance, those have to be counted. mike: jeff, how do you respond to michael? >> well, i mean, joe biden's a disaster, mike. he's failed in everything, the border, the economy, foreign policy, the military. and i think the american people are just responding to his record. i mean, hen ran as this moderate -- he ran as this moderate, and he's governed as a far-left divider. and this is not a socialist country, and he's really moving in the direction of bernie sanders and the far, far left. and that's really, i think, taken americans by surprise. they don't want it. they're not in favor of it, and the policies don't work. mike, look at all these far-left states. they're disasters, and he's trying to turn america into a larger version of california or new york, and it's just not working. mike: let's take a look at some of the happiest poll numbers from -- latest poll numbers from win by yak. -- quinnipiac. biden overall approval, 38% to 5 3% disapprove. michael, how alarming are those numbers, in your view? >> yeah, i think the white house is definitely going to take numbers seriously. the cbs poll that came out this morning putting president biden over 50 president, i think, was a little more reassuring. but we can't keep talking about this in terms of elections. yes, midterms are coming up, but when you look at the build back better bill, reconciliation, we're talking about expanding access to pre-k, bringing down prices for the medicine for seniors and expanding access to medicine for individuals all over the country. and i think those are things that when people begin to understand, the bill will become much more popular. mike: jeff, what's your take on the slump in poll numbers? >> well, you know, james carville said many years ago it's the economy, stupid. and even though he's failed everywhere around the world and failed with our military and at the boarer, when people start -- border, when people have to start paying more for gasoline, for groceries, at home depot, when all of their costs go up and they're not getting a rise in their salary, when they're really losing, and that's what's happening with the economy and inflation is just rearing its ugly head, so he's failing on the economy and hose pocketback -- those pocketbook issues really drive election results. we're only a year away from the midterms, and if the election were held today, i think the democrats would lose control of the congress easily. it's those economic issues which really drive the voters the most, and is really he's failing tremendously on this. i don't see the spending package as helping at all, mike. i think it's just going to drive up inflation more, it's going to lead to higher debt. our currency is going to be devalue ised more, so it's just going to create more problems for joe biden. i don't see any leaf for joe biden on the horizon, mike. mike: how do you respond to that, michael? the inflation troubles hitting them in the wallet. >> it's funny to hear republicans talking about running up the debt when the trump tax cuts cut taxes for the wealthy and increased them for the lower class. so i don't take that argument very seriously. what i will say is democrats may not perform as well as we expect in the midterms. i think the incumbent party normally does lose in the midterms, but when you look to 2024, there certainly was a never president mitt romney. i think we need to focus right now on policies and less on elections. mike: we heard michael's take on the monthly jobs report. jeff, 194,000 jobs created in september. markets were expecting a half million. how do you assess that number? >> reporter: yeah, mike, that plane had just taken off. it was just climbing, it had just reached about 200 feet, really not very high at all when the identities reported that they'd lost the left engine. they immediately started to conduct an emergency landing. they saw some people on the land, tried to veer left. that's when the plane slammed into a mini bus on a nearby highway and flipped over. all of that according to the local governor. about 20 sky drivers onboard, a crew of 2. six people appear to have survived, you might say mying rack lousily pull out of that plane, and are now fighting for their lives in serious condition. this wasn't a big plane. it was a twin engine short range transport plane, the very kind of plane you use for skydiving like this. the parachuting club that owns it, very popular, very well known. they've hosted european championships, a world championship and are even used by russian cosmonauts for training. needless to say, the training center has suspended ties with the club which is about, as you were saying, 50 miles east of -- 5003 miles east of moscow. that's penning an investigation, standard fare in cases like this. russian a aviation safety notoriously bad, but it has improved a lot as air lanes -- airlines have been upgrading their fleets. the good news in this, if there is any in this tragedy, is that there is some hope at least six people, as we understand, pull out of that plane alive. doctors trying to save them right now. mike?
