enforcement are on the scene, a man hunt is underway. casey stegall is joining us by phone, he rushed to the site of this shooting reunification site in arlington, texas. casey, give us some sense of what it has been like for parents as they reunite with their children who were in the school at the time of the shooting. >> casey: you can imagine. i just spoke with a guy literally a few minutes ago, he said his daughter is a sophomore. he was parking in the parking lot because the traffic is so bad. he was going to hoof it to the performing arts center. not far, just a stones throw away from the high school itself. that has been identified as the official reunification center and that is where once the official all-clear is given and the students are able to board the buses and leave the property, they will be brought to this location so they can be reuniified with their parents. they want to put the right kids with the right people after a security incident like this. they would be taking all students' photo id's to adult or guardian. i can confirm there are four people hurt in this. one minor injury, three taken to area reports. in the q&a session with the press conference with officials not long ago, they did say a few of those victims are in surgery. we don't know the extent of the injuries. they didn't say life-threatening, but three were taken to the hospital and some are in surgery right now, they are asking for everyone's thoughts and prayerss. call came in this morning about 9:15. there were reports of a shooting on the second floor. we know now from social media, video emerged on social media, there was some type of fight or altercation that led up to this. that video was posted online and you could hear gunshots. police say that is when the gun was pulled out with this altercation. you have this separate incident here. parents are anxiously ark waiting the all clear to be be given so they can get their kids moving back over this way. then you have the manhunt that is not also terribly far from this location, just a couple of miles, that is where the suspect or person of interest police have identified apparently lives and they believe they have in the right spot. this is fluid and developing, as we know. >> trace: it is trace, you are seeing what casey is talking about, the person of interest in this case. the suspect is 18-year-old-timothy george simpkins, we had earlier a shot of simpkins home in arlington, because you have all kinds of police and agents on the scene of the home. what i'm wondering, at the reunification point, are they giving timelines and letting you know when the majority of the students -- 1895 students are at timberview high school. are they giving parents a timeline of when the students, to ease stress, of when the students might be released, put on buses and taken to the reunification site? >> 11:30 central time, 12:30 eastern, they mentioned the process would start taking place an hour from then. looking at 1:30 eastern is when the school administrators and law enforcement officialss were going to feel confident they could have the kids move out of the school in single-file line and start boarding the buses. one of the fascinating parts about this, i talked with harris in the last hour. validates this day and age every kid, especially at the high school level has a cell phone. there is certain degree of worry with parents and no doubt there will be tearful embraces we will witness this afternoon. most of these parents have been in contact with their children and they know that they are okay. it is just sort of this waiting game right now, which can be really stressful. i tell you what, just getting here was insane, i don't live far, it took me almost an hour to go eight miles because there were just lines and lines and lines of people. those are all parents now lining the streets and now migrating over to the restaurant parking lots across the street and what-not as they sit here and play the waiting game. it is going to take some time. trace, it is important, this is a big school, you can tell from the ariel pictures, talking about a large campus with nearly 2000 students. getting all of them out and doing it safely and making sure each and everyone is accounted for is going to take a bit of time. even if they are running on schedule and start this in the next hour and a half or so or in the next hour, you know, it is going to take hours for the process itself to play out until everyone is together again. >> sandra: casey, since you know the area so well and we have a map on the screen. this is video on the side, when we started to see students emerge after being locked down after the shooting and you are seeing now gathering at the reunification site. because you know the area so well and we were seeing pictures a short sometime ago, of the police gathering outside the suspect's home, are you able to give us an idea of the proximity of the high school to the reunification site then to the suspect's home perhaps, if you have been able to get an understanding of what neighborhood that is in? >> casey: from here to the high school, we're talking, i'm trying to see if i can google that information while i'm on the phone with you. it is really just a stone's throw away. naturally my other phone here is giving me a little trouble. sandra, we're talking about five to 10-mile radius between the multiple scenes. not far at all. again, there was a bit of confusion, you had parents in the early going and naturally reports start surfacing on social media, it spread like wildfire and parents started showing up at the high school. that led to some issues and panic. then they decided this was going to clearly be a very large, long drawn-out process, so they decided to stage over here at the performing arts district. again, the suspect's home, i'm going to have to do more research on that and then i can get back to you -- >> sandra: as you are saying that, we got the live pictures back up there of the police and authorities gathering outside the home, a bigger presence now that this live shot has come back. you can tell a weapon has been drawn outside of that gray suv parked outside the suspect's home. we have no information about what they know, who may be in there, whether the parents are home or not. we are waiting for an update on that. want to alert you to the screen, this is a live picture outside the suspect's home. we hope to learn more about what they found when they got there. trace. >> trace: couple of important points, they were at it is suspect's home before they cleared the school. we were talking an hour ago, they had identified the suspect's home. all kids have cell phones, there was video online, we didn't use it because it wasn't verified. it was appearing in the early stages of this thing. look at the live pictures of the suspect's home. we don't know if the parents are home or anything about that. the 18-year-old suspect, timothy george simpkins, is apparently driving a 2018 silver dodge charger. police are worried about the fact he is one, armed, two, he may harm himself. we are hoping to get a guest on, maria shorenkay, she said the following, quoting here, "i was walking down the science hallway. i was tardy five minutes into class, we heard three lockdown, lockdown. i got behind my teacher's desk. we didn't know if it was a drill. i got texts from my friends. someone was dead, someone was shot. i didn't know it was true. i'm on the bus now, we are going to the performing arts center. no fatalities, there is been no fatalities, clearing that up. the shock these kids are undergoing and you are about to talk to her to get perspective on that. >> sandra: maria is an 11th great at timberview high school. she is joining us now. i can tell we have a connection, we'll see how good that is. thank you for calling in. we are looking at the pictures from your high school. can you tell us what you experienced with this shooting. >> hi, i was just in a state of shock, like i said. i didn't know what was going on, if people were hurt. if this was real f. it was going on at another school. i was just hearing everything, sorry, it is loud on the bus, we are getting to the performing arts center. it was just sad, very chaotic over social media. my friends texted me all over the place telling me people are dead or people are shot. i didn't know what to do. i just -- >> sandra: so glad you are okay, maria. do you know this suspect, timothy george simpkins? is this a student at your school? >> yeah, i know of him. he does go to the school. i've maybe talked to him before, but i do not know him personally. traiks /* >> trace: maria, you said you didn't know if this was a drill or if this was lockdown. because of covid, students haven't really been back in physical class all that long. have you and your classmates had a chance to go over active shooting drills? have you done any of that in recent weeks and months? >> yes, we have been able -- when i heard -- [telephone cutting out] -- >> sandra: thankfully the reason we are losing maria, we understand she's arriving there at the reunification center. we hope she is able to connect with her parents as soon as possible. i can't imagine the worry these parents are going through, trace. >> trace: she was saying she didn't know if it was her school. people were texting, people have been shot. she didn't know. another school in arlington was on lockdown because of reports of an active shooter. it was washington liberty, not far from timberview high school, they went and cleared the scene, while clearing the scene issue the active shooting happened. we don't think there is a correlation, but a coincidence. bring in phil holloway, a former police officer and former da. you hear two high schools in the same town have active shooting scenarios minutes apart and don't appear to be connected, what do you make of that, phil? >> phil: i hate to be talking about this kind of subject matter. i want to point out, looks like law enforcement did a fantastic job here. you have, i think school police officers, they went to the threat. that is what police are trained to do on, go to the threat. it may be that going to that threat means have you to ignore something like setting up the perimeter, that can come second. neutralizing that threat and that danger is of key importance. now with respect to having two of these in the same day, it seems like one may have been unfounded situation. obviously one is not. i can tell you from personal experience, working in the criminal justice system, students with guns in high schools and middle schools and below is something that is more common than most americans would be comfortable knowing about. it is something that happens frequently. i've long been a proponent of armed security every entrance to every school house. if we can do that at the tiniest of traffic courts in america, we can do it at the schools where our children go to learn. >> sandra: phil, i want to draw our viewer's attention back to the live scene outside of what we are told is the suspect's home. police have been gathered there, authorities gathered there for quite sometime. seen no movement, haven't seen anybody emerge, our view is not always on the front door of the home. the suspect, we know his name, timothy george simpkins, 18 years old. we're told what he may be driving, a 2018 silver dodge charger. we obviously don't see that parked outside of the home. there is a lot we know at this point. a lot we do not know at this point. as far as the police department and how they are operating, on twitter, arlington police department says the officers are doing methodical search, working with law enforcement agencies. they have backup, federal authorities are on the ground, atf, what a scene to see the school buses lined up. this is a huge, coordinated effort, phil. >> phil: they will locate this and do it very soon. because i suspect they know what he left in, i suspect they have video of him leaving the area. they know what he drives. they know what his cell phone is. they know his social media, they know his contacts and his friend, peer group and will work out through the sources. this will be a situation that will be resolved i think in fairly short order. police at his home, a natural first place to start. they have to assume he's there, that is why you see drawn weapons. it is precaution, he may not be there. i suspect he probably is not. law enforcement will get to the bottom of this. he is not a sophisticated criminal, he is scared and on the run and law enforcement will find him soon. >> sandra: phil, thank you for joining us. horrible to see the students going through this in arlington, texas. this is video from a short time ago, trace, as they emerge from the texas high school building, students between 14 and 18 years old, living through a scary time this morning as they learned of an active shooter situation. we got an update from the mayor joining us from phone jim roth, mayor of arlington, texas, joining us by phone now. mayor, you are dealing with a lot with this situation, can you update the victims? we know four victims involved, one minor injury and that person we're told has been released. three students and one teacher, what more update can you give us, we know some were in surgery last time we heard from you. >> i know two were in surgery, three transported to local hospitals. one of them had a glancing injury, who was treated and released at the scene. those are the only injuries that i'm aware of. >> trace: we talked about the other high school in arlington, virginia, washington liberty, no relation there. the response, has this been implemented, the idea of student or school police officers going into the situation immediately, is that something that was recently implemented in texas or been a long-standing policy? was that clarified after the florida shooting several years ago? >> well, i know that this high school, while it is in the city of arlington, it is in the mansfield independent school district and misd has their own police department. my understanding is that there were two school resource officers on campus at the time of this incident and that helped, i believe, to ensure the safety of other students and their quick response to this situation. being in the city of arlington, our police department responded promptly, were able to set up perimeter, secure the school, have the school lockdown and ensure the individual wasn't on campus and began to safely transport the students away from the school to get them reunited with their families. every school district is a little bit different. mansfield independent school district has their own police department. i think we are blessed in the fact they had such a great response and connection with the arlington police department. we had their surrounding community, mansfield police, grand prairie police, arlington and i spoke with governor greg abbott, who sent in texas state troopers to help out in locating this individual. >> sandra: mayor, as far as what we know about the suspect, we be his age, what we may be driving, we have that on the screen. authorities are asking anybody to please notify if they see this vehicle or person to find them, let manhunt is underway. we had a student inside the high school on with us a few moments ago before we spoke with you, she said she did not know him personally, she was able to confirm he is a student as far as she believes at that school. i asked because when authorities were asked at the press conference earlier, i don't believe they were able to confirm he was aa student. it appears this student identified him as a student at that school. are you learning any more about this suspect? >> i don't know any specifics about whether or not he's a student or was a student. i understand he's 18 years of age. he is an adult. and other than that, i knew he was involved in a physical confrontation with one or two other people and that's all i know right now. >> mayor, i know this is technically not your school district. do you know security aspects on campus? there are two resource officers on the scene today. they have metal detectors? does this particular school have metal detectors students have to go through before entering campus? >> i don't know the specifics on this particular school, being down there in misd, whether there are metal detectors there. i wouldn't be able to answer that. >> sandra: mayor, obviously there was video camera in the classroom, authorities were able to quickly identify that because of the video and identify what happened that led to the shooting, it was argument that law enforcement said resulted in this suspect pulling a weapon and therefore shooting and there are multiple victims involved. we've been showing live pictures of a neighborhood, where we are told police are outside of the suspect's home. i'm not sure if you have been able to see the live pictures we have up, this is obviously tape of the neighborhood right now, where authorities are gathered, there is a weapon drawn in the car, obviously they have their eye on the front door, don't know what is upon haing here. do you know the neighborhood? can you identify the neighborhood by the pictures? >> i wish i could see it, unfortunately, i'm out of town in houston at conference with texas municipal league, i'm not able to see a tv screen to see what you are referring to. >> sandra: can we touch back in a moment, the governor of texas is speaking, governor greg abbott. >> communities have law enforcement fully engaged in the process. the latest update i have right now knowing that facts are changing on the ground as we speak. according to director, the school is safe and secure. the shooter has been identified. and there is a search for the shooter. we know the shooter's car, we feel confident that the shooter will be located very, very soon. the shooter, under texas law, it is illegal, for the shooter to either possess or to have purchased the gun that was used in this crime. what i understand briefly is a fight broke out inside the school and the shooter pulled out the gun he had illegally and shot several people. we are still ark waiting word about how many people were shot, i don't have any information about any loss of life, but it would be premature to make any comment whatsoever about the lives of anyone. what we can say obviously is this. that is we grieve for everyone who has been harmed or impacted by this in any way whatsoever. we as a state working with the local communities will do everything possible to ensure that the shooter is swiftly and effectively prosecuted. now on to what we are here for today. obviously we are -- >> sandra: that was governor greg abbott speaking live from mission, texas, saying we grieve for everyone impacted by the school shooting in arlington, texas, this morning. talking about gun laws and as far as what he's learned about the situation with the suspect and gun used, he said it is illegal to possess the gun the suspect had or to purchase that gun. he had it illegally, said the governor, just a moment ago. jim ross, the mayor of arlington, still with us. what is your reaction from what you learned from the governor as this ongoing manhunt is underway? >> i heard from the governor or his chief of staff shortly after the shooting, they reached out and offered assistance that the state could provide us. i appreciate them doing that. i agree with the governor, that this individual was illegally in possession of a firearm. possessing a firearm on his school prem sis is illegal activity and i also agree that i am confident that our law enforcement community will be finding him and apprehending him in the not too distant futures. >> trace: mayor, we talked about this, since columbine, they put new proet cot in and those changed after sandy hook, are you happy with the way the protocols are now? they go classroom to classroom and some kids were staying in the classroom until they could clear this. they had pretty good idea the suspect is not on campus, but go through protocol to clear the classroom and make sure they are safe. any changes after seeing what you saw today, any changes you would respect in these types of protocols or are you comfortable with where we are right now? >> well, unfortunately, these type of protocols have some into existence because of the tragedies this country experienced over the last number of years. i'm going to defer to law enforcement experts who develop these protocols as i'm not law enforcement expert on this. it is unfortunate that our community, our country, has gotten to the position we have to have protocols, but the men and women of blue know how to protect these kids. i will defer to them on what the proper protocol is and ensuring the safety of our children and schools during these type of horrible situations. >> sandra: mayor, appreciate your time, please jump back on any moment when you want to bring new information on the ongoing hunt for the suspect. the update on the victims, some are currently still in the hospital. obviously on the reunification of students as we watch all of this, thank you, mayor. trace, go ahead. >> sandra: sandra, you talk about the victims, we talk about the there is level one trauma center nearby, that is great scenario when you have some of the shootings that happen in rural areas, that is a trouble spot. when you have them happen in cities like this, if you have level one trauma center, we have seen again and again, gunshot victims brought to level 1 center have higher percentage of surviving things, that is great point. bring in phil holloway, former police officer and district attorney. you are in law enforcement and you know very well the profession. when you talk about different standard operating procedures we've seen over the years of how now we want the school resource officers not to wait outside, we want them to go in and attack the scene. the way we go through and check each classroom, each closet, make sure students stay in classroom and shelter down, is that 20 something plus years after columbine, still effective or needs to be reviewed and updated, phil? >> phil: as far as police procedure goes, it is most effective for law enforcement officers to go to where the threat is. to neutralize that threat. go to the fun, if you will. there are some agencies that have adopted other policies, i have not agreed with those and didn't like what i saw for example, the case in florida, where perimeter was set up tchlts works best where heroes go to the threat, even to risk their own lives to neutralize the peril and to save the lives of schoolchildren. as far as how they get the gun into the school, i can tell you, i've seen in real life, real cases, they have them in a backpack and walk through the front door of the school. there have been cases i'm familiar with, a gun will literally fall out of a backpack on to the school room floor and it comes to the attention of teacher or some other official in that manner. i don't know if we need to go to clear backpacks or metal detectors or both, maybe something like we see at professional sporting venues, baseball or football games. literally, sometimes children take guns in through the front door. >> sandra: live look at mansfield, the center for it the performing arts, as kids are reunited with their parents. there is a manhunt underway for the victim on the screen. phil, tell us about the process knowing the reason they have the suspect so quickly, sorry, have the information about the suspect and identified the suspect, they were able to do this, there was a camera in the classroom. there must be large cameras in the texas high school, fairly new high school, i believe high school was built in 2004 or early 2000, i do know they have cameras in the high school. they must be going through this to see what door the suspect would have exited, potentially camera that would identify that, whether he jumped into the dodge charger that has been identified, what direction he might have gone. i assume they are digging through every piece of videotape they can find. >> phil: yeah, the video will be key, they probably know this. school security video will capture him at various points during this event. you have multiple eyewitnesses and all the schoolchildren have cameras on their cell phones, there is mrentsy to -- plenty to go through. the best thing would be the school's in-house security system and it would have captured probably the event, time period leading up to the event, any movement in the hallway prior to it, certainly leaving the building, exterior cameras, suspect they know what direction he left, what area he went in. surveillance, crime cameras in schools will be key in early moments of this investigation. >> trace: phil holloway, thank you for your time, back tou as news breaks, sandra. >> sandra: bring in joe cardinaly, former nypartly cloudy d commander. so many questions what is happening with the manhunt underway and students being safely reunited with their parents. we don't know much about the suspect, other than his name, age and car he might be driving. we know his home, authorities have gathered outside of it. we don't know if anybody is in the home, we haven't seen or heard from his parents or who would be inside the house. when do we learn more about the suspect, whether he has a previous record or any other information that will help find this person? >> well, sandra, all the questions you just asked went through the mind of chief colby and everybody that works underneaths him. from the time this happened, the immediate response to stop the shooting, to see what is going on and address that threat was being done. behind the scenes, once they start getting information and identified him, the ball started rolling by sending units to his house and places he frequents. they will trace him by his cell phone to locate him. fact they have his house secured is good. you can always pull police off, the fact they will second guess you and say why didn't you cover this area? they will cover as many areas as they can to find out where he is and take him into custody without incident, if possible. they will do victimology and see car population between him and the victims in the hospital. also, one point at the school before they let everybody go, they will say, does anybody have video, did anybody do this, they will detain them and parentss know, we have your child, but we need to speak to something about this. let them speak to the parents if need be. this is all too often and the question trace was asking, what could be done, i wholeheartedly agree with metal detectors at every school. why? you want to prevent them come coming into the school. keep them outside the school. put funding in the right direction and put them there. if you have to put police officers there who have direct communication with radio to responding units to let them know, there is a third party going on. this is done every time something happens. not only that, they critique this and say what could we have done better? they keep putting different plans into effect to make it a better scenario should it happen in the future. this was a great scenario and the fact there is trauma one hospital that could take them, great. had there not been, they would say, what is the condition of the victim? do we have to get them to another hospital or can we get them to the trauma center. these things are going on all the time, not even when there is a shooting, they have drills because of what is going on across america with the shootings, this is a result of it. >> trace: you have been covering things for a lot of years with us. my question, you see the suspect information on the right-hand side of the screen, they know who he is. they know what kind of car he's driving. they know what time he left the school. they know where he lives and by now, i would suspect and maybe you would, too, they have talked to his frepds. it is hard, joe, to disappear. it is harj to take a dodge charger and disappear. are you surprised two national hours later, they have not located the suspect yet? >> no, i'm not surprised at all. maybe he planned this, maybe he didn't. maybe he's on the run going from one place to the other. they will find out if he's at a location, somebody he knows, could be a family member, he may be reaching out to his family saying i'm here, the car is there, what do i do. i know law enforcement is taking that into consideration and reaching out to everybody that may have contact with him now or in the future. i'll tell you this, the fact that they will be doing background checks on him. the fact, why is the f.b.i. involved? you need to bring every unit in, maybe they have a piece of information about the weapon, about him, maybe he has a background we need to know about local law enforcement know about. >> sandra: joe, this is continued live video of the unbelievable amount of school buses, a very large school in arlington, texas, that are taking students from the high school to the reunification site. we spoke to one of them a short time ago. there seem to be i don't know if i call it excitement, the voices were loud of students anticipation of reunification with their parents. i can't imagine what the parents are going through. can you describe the live pictures we've been seeing outside the suspect's home. we can't tell a lot from our vantage point. we see a gun drawn by, i believe one of the feds outside an suv outside the suspect's home, whether or not they are able to just be -- go inside that home and look for any sort of evidence that would have led to this shooting or to this student playing out this act? >> joe: sandra, i can't see that screen, by the way. from what i saw before, it is the same scenario apparently. they are securing that location, they are not in a rush to get into the house right now. if there was an immediate threat, they would breach and do what they have to do. there is no immediate threat, they are securing it until they find out who lives in the house, any people on the inside, have they had contact with anybody on the inside. they are not in a rush to go in there and will be directed by other information relayed to them. may have seen him at this location, but still secure that location. why? afterwards, you want to go in and see if there are other weapons, things he may have planned this, you don't know, it could be fight that happened that escalated or had a beef with somebody for a while ago and want to secure things. >> sandra: i'm sure you you heard the police update, student cell phone video showed a fight inside the classroom that then eventually led to the shooting. it circulating online it is something we obviously have to as news network authenticate and make sure this is what happened in the classroom. it is out there and police describe that fight they saw on that cell phone video, they obtained from a student. >> joe: absolutely, they will take that footage and analyze that. as you you stated before, with cameras in the school, they go through every camera and trace his steps in and out of the school and find out who he had association with prior to that, he may have been speaking with them, they want that person to speak to them, as well. series of events, they will compile the evidence and backtrack and go back as far as they have to with cell phone records, see if he had a beef that went back even over summer, never know if he has gang ark filliation, this will be answered. in the meantime, while this is being answered, they are taking necessary steps they have to do to make sure they get him into custody and make sure everybody is safe. the fact that chief colby went out and addressed this immediately, as soon as he got it and put the picture out, not his picture, pedigree out there and put everything out to the public and that was tremendous. he was able to do that because it didn't hinder his investigation, all right. he was able to get it out there and get to the news media. you put the necessary information out there, did great. >> sandra: we are going to, if you could standby, we are in breaking news, we appreciate you joining us, joe, thank you. >> trace: former ypd lieutenant porcher. we believe this is the neighborhood where the suspect lived there is an suv that is focus, the tail gate is open and police are guarding that, we don't know the significance of that, we were told he was in a 2018 dodge charger, my question to you is, as someone who has followed these types of scenarios of suspects on the run, would it be more beneficial to police, to atf and other agents to have the suspect inside a car or would it be better to have him on foot, is there complications one way or the other? >> well, it is dependent upon where the suspect is located. if they are in a vehicle, many instans that would work for law enforcement. when a person is on foot, they move slower, but move intoing what we're dealing with. this case two different sections. one, police are focusing on the next stage of the investigation when this goes to court. this person, when they are taken into custody, we want to gain a conviction. preservation of evidence is optimum importance. capturing the victim, police are doing a lot, vigorous search. the average person photograph or videotape 100 to 200 times per day, a lot of school systems have camera systems that link directly with police. there is consent decree with departments and schools to log into the feed and gain access to what is happening and i believe that is what happened in this particular case in this school. as we move forward in terms of finding this person, now we also want to put the necessary alert within the community so people can stay inside, instead of crowding the scene and creating target rich environments for the suspect moving forward. >> sandra: amazing to see live images in arlington as students, have you to assume that every single student has to be accounted for, between police and school safety officers, you can see them letting students in one by one as the reunification process continues. there in arlington. as far as the manhunt underway and what is happening outside the suspect's home, we continue to see a man with a gun drawn outside of it is suv, outside of the suspect's home. darren can you tell us what that scene tells you about whether they know if anyone is inside and why the person has task force written on his vest outside of the suv outside of the suspect's home with the weapon drawn, what that tells you as you look at that? >> well, we have to take into consideration, still a suspect at large. law enforcement will hold a lot of details close to the vest because they don't want to expose this information and allow lane of access for the suspect to escape. merely having an armed officer in front of the suspect's residence does not reflect a whole lot. we have to take into consideration we're looking to take this person into custody, a very dangerous person. i think that is somewhat telling in terms of why you see an armed officer in front of that person's residence. i want to go back to another quick point. social media will be germ an, we're speaking to an year old, police will get on his skoeshl media and gather information. you have more and more opportunity that are
