week to try to sell his plans to the american people. david spunt is live at the white house with more. >> reporter: hi, or jon. the white house announced just a few hours ago president biden will travel to howell, michigan, just between detroit and lansing on tuesday. this is a way to sell both plans, two plans that price out into the trillions. now, when president biden was vice president, his former boss, president barack obama, received a lot of criticism and his team for criticized for not semiing the economic stimulus under their watch to the american people effectively. the biden team promised they would sell better and make sure americans actually understand the pros of what this president is doing. but that was 2009, jon. this is 2021. congress is deadlocked more than ever. democrats barely have a majority in both the house and senate, and they aren't fighting only with republicans, but with themselves. the house progressives want a $3.5 trillion, with a t, social spending bill. the moderates want a $1 trillion traditional infrastructure bill which includes roads and bridges only. >> we don't have a time frame on it. this is just about delivering and making sure that we deliver both bills to the american people because it meets their needs. >> reporter: but there are many moderates over in the house including new jersey congressman josh gottheimer, he actually scolded the democratic leader, house speaker nancy pelosi. he put out a statement on friday. i want to read it in part. he said it's deeply regret with bl that speaker pelosi breached her firm public commitment to members of congress and the american people to hold a vote and to pass the once in a century bipartisan infrastructure bill on or before september 27th. jon, progressives like senator bernie sanders and congresswoman alexandria ocasio-cortez are praising the president for welcoming them into the mix along with moderates. listen. >> i think that president biden has been a good faith partner to the entire democratic party. he is, in fact, a moderate, and we disagree on certain issues, but he reaches out and he actually tries to understand our perspective. >> and we know that yesterday a confident president biden said he'll take his time pushing both items on the wish list, but advisers behind the scene are telling progressives like ocasio-cortez that they need to come off their $3.5 trillion top line for that social spending bill. >> there's nothing in any of these pieces of legislation that's radical, that is unreasonable. >> reporter: and, jon, we're told that the president will also be heading out to other parts of the country to try and sell this. when asked when he plans to get these two items done over the next couple of months, he said at this point there is no specific timeline. they're going to keep pushing. jon? jon: david spunt at the white house for us tonight. david, thank you. well, the migrant crisis isn't just putting a strain on the border patrol, it's also putting major pressure on border towns. communities along the southern border have seen crossings hit levels not seen in decades. now even democrat leaders in the region are calling out the biden administration for its handling of the situation. jeff paul is live in del rio, texas, with more on that. >> reporter: yeah, jon. compared to two weeks ago when we saw thousands upon thousands of mostly haitian nationals cross over the border near del rio, texas. it's been a fairly quiet day today, but this week we've still seen that steady stream of migrants crossing the rio grande, and it's showing no signs of slowing down. most of these groups are are anywhere from 5-10 people coming across at a time at least where we're at, and they tell us at least this week mostly are all from cuba and venezuela. in most cases they tell us they traveled from their home country, made it to mexico and from the are there there find a place aand surrender themselves to authorities for processing. officials in town like here this del rio, texas, they're concerned about whether or not their cities can keep up with that constant flow of migrants. resources are already stretched thinker so it's a careful balance. we spoke with value verde county commissioner bo meddleton who said there could be anywhere from 20-50,000 migrants in mexico right now who are waiting to find a place to cross. he's worried about when the next one will happen, but most importantly, where. >> it's the inevitable it's coming again. now, whether it comes to del rio, eagle pass, laredo, mcallen or some other community up and down this border, this issue's coming again. you know, when they continue to change the rules and allow people into this country, to cross illegally, it's an open invitation. >> reporter: now, when those kind of big migrant caravans come across the border, they don't just impact u.s. border cities, they're also a impacting cities along the border in mexico. just across from where we're at, you know, there's a shelter over there are right now with about a thousand people who are waiting to make their next move. anytime you have these large caravans coming across, they close the international bridge here or at least they did two weeks ago. a lot of people commute legally from mexico and have the right to work here and come back. when that happens, they can't make any money. jon? jon: jeff paul in del rio, texas. thanks, jeff. at least eight people are dead and several injured after a bombing outside a mosque in kabul. it's the first major attack in the afghan capital since 13 u.s. soldiers were killed during the withdrawal in august. benjamin hall has the latest there. >> reporter: jon, another worrying development from afghanistan today the, and it is one, frankly, that experts and government officials alike had warns about. when the u.s. leaves and the taliban takeover, there's likely to be an uptick in attacks. that leads to chaos and some would say shortly to civil war. the attack took place at the entrance of the mosque in kabul targeting a memorial service for the mother of the taliban spokesman. at least eight civilians were killed and more wounded. although there was no immediate claim of responsibility, isis-k are the key suspects. and since the taliban took over, attacks by this eye access affiliate have increased dramatically. indeed, there was another attack in jalalabad that left four dead, and in the last week alone, isis-k have claimed a series of attackoohs in the country's -- attacks in the country's east. today's attack was also the first such assault in kabul since a suicide bomber killed 13 u.s. soldiers and over 200 civilians near kabul airport in late august. experts have warned that a civil war in afghanistan could replicate the chaos seen in syria from which isis was able to carve out its first caliphate. the only difference being the u.s. had a presence in and around syria, they do not now in or around afghanistan. the bottom line though is if the taliban cannot offer security to the people they claim to govern, if they cannot pay a government salary which they're struggling to do and they continue to subjugate a large portion of their population -- i'm thinking here about women -- they're not going to govern effectively, and that will, in the long run combined with attacks, lead to chaos and civil war. and even agrees that is a bad thing for u.s. national security. jon? jon: benjamin hall, thank you. we take you back now to capitol hill where the fates of two major spending bills are up in the air as democrats remain deadlocked over riden's economic agenda. joining us now republican congressman ken buck, member of the house foreign affairs and judiciary committees. is it something of a circular firing squad among democrats on capitol hill right now, congressman? >> there's certainly a stalemate. the thing progressive -- the progressive caucus in the house, and it's a fairly large caucus, i think there's probably 70 or 80 members, but a good, strong 40-hebb voting bloc -- member voting bloc is going to hold up this $1.2 trillion infrastructure bill until they get their $35 trillion social -- 3.5 trillion social spending bill. and i think it's clear that the moderates in the house democratic caucus are also not going to give way, and they are going to allow a $3.5 trillion spending bill. my guess is that that 3.5 trillion number comes down and they find some compromise, but right now they're certainly at an impasse. and it was embarrassing, frankly, for speaker pelosi to not move any legislation this past week. jon: well, i wanted to ask you about that because she had promised to hold a vote, had she not, on the $1.2 trillion bipartisan infrastructure. it had some republican support, and likely, i suppose, would have passed. why did she pull it senate. >> well, i don't think it would have passed or -- i don't think there were enough republicans willing to vote for that to overcome the progressives who were willing to vote no and hold it up. and so i think that's really what happened was she didn't have any choice. the speaker knew that she didn't have the votes, and she had to wait for another day the. >> well, you know your house better than i do, obviously. the senior adviser to president biden was on with chris wallace this morning, and they talked about these spending plans the democrats are putting forward and how you pay for them. it was an interesting exchange. listen. chris: you could make the argument if you pay for it, that you add zero to the debt, but that doesn't mean that it costs zero. i mean, the fact that you're raising people's taxes is a cost. >> well, we're also reducing taxes in this piece of legislation. it's a -- 50 million americans are going to get a tax cut in this -- chris: but if you pay for it, but net-net, if it's a $2 trillion spending plan, net-net it'd cost $2 trillion. >> well, not necessarily sure about that, chris. and that's why we will make sure that all of the democrats are involved in how we shape it. jon: in washington, can you propose $2 trillion and say -- and have somebody say or well, it's not going to cost $2 trillion. >> only if you're in the white house these days. if you put $2 trillion into the economy, you heat up inflation, and when you heat up inflation, working moms and dads all across this country are going to be paying more for groceries and gas and all sorts of things. and so there's all sorts of hidden costs that go along with pumping $2 trillion into our economy. jon: here is what bernie sanders had to say. he thinks that, you know, 6 trillion is not enough spending. listen. >> what the president has said is that there's going to have to be some give and take, and i think that that's right. $6 trillion that i originally proposed was probably too little. 3.5 trillion should be a minimum, but i accept that there's going to have to be give and take. jon: what do you say to senator sanders? >> i don't know where these people come from, honestly, jon. i'm absolutely amazed that we're talking about trillion dollar spend bills at a time when we have $30 trillion of debt, and we are in serious trouble trying to repay our debt. the portion of our budge that goes to paying the debt keeps increasing, and at some point the fed is going to have to raise interest rates. and when it does, that is going to cost even more to service our debt. absolutely outrageous to talk about $3.5 trillion spending bills. jon: i know that you think some of these budget bills are being sort of treated with smoke and mirrors of obscurity. [audio difficulty] >> you asked a question, i'm sorry. jon: yeah. you have argued a lot of the dethe tails of these spending bills are are being hidden. >> absolutely right. we won't see these spending bills until the very last minute, and they'll be 2400 pages, 3000 pages or more, and there will be a lot in those spending bills. for example, when you talk about $1.2 trillion infrastructure plan, only 10% of that goes to loads and bridges and what -- roads and bridges and what we would think of as traditional infrastructure. we're spend anding hundreds of billions of dollars on clean buses for school districts all across america. all sorts of projects for major cities run by democrat mayors in states run by democrat governors. and again, it is a political plan in the infrastructure bill. not just the social spending bill, in the infrastructure bill. it is a political plan to reward allies. jon: it's going to be an interesting couple of weeks on capitol hill. congressman ken buck, republican of colorado, thank you. >> thank you, jon. jon: crews are are scrambling to contain crude oil leaking out of a pipeline off the coast of southern california, threatening nearby wildlife and wetlands and forcing officials to cancel the final day of the pacific air show. christina coleman live in los angeles with more on that. >> reporter: hi, jon. a big clean-up recovery effort is underway to keep this oil from further polluting the water. more than 3,000 barrels of oil leaked into the ocean just off of huntington beach south of l.a., and we just learned more than 2,000 feet of protective boom has been deployed at seven nearby wetland locations to protect the wildlife. the oil still runs from huntington beach pier down to newport beach. it was discovered yesterday. city officials say this has forced them to stop activity in the ocean and along the shoreline in that area, and as you mentioned, they also canceled the last day for the iconic annual pacific air show that normally draws thousands of people to the beach. the mayor says they're focused on two priorities right now. >> first, protecting the health and safety of our residents and visitors. and second, preventing an ecological disaster by mitigating the impacts of the oil on our precious wetlands and wildlife. >> reporter: authorities say the oil leaked from a broken pipeline connected to an offshore oil platform, but it's unclear what caused this issue with the pipeline. the ntsb is sending two investigators to look into the matter. city officials say beta offshore is responsible for this incident. >> the ramifications will extend further than the visible oil and odor that our residents are dealing with at the moment. the impact to the environment is irreversible. >> i strongly recommend due to possible injuries that people please do not swim, surf or use the beach for exercise. >> reporter: huntington beach could be closed anywhere from a few weeks to a few months. the mayor says it's too early to tell at this time, but they're assessing the situation hourly. jon? jon: christina coleman live from los angeles, thanks. coming up, a grim update on two college students in florida who went missing just days apart. detail thes on what authorities know so far and whether those cases are connected. plus this -- >> a possible brian laundrie following for weeks. new leads in the search for brian laundrie seem to point to north carolina. police there say they've received multiple calls from people who say they've seen laundrie, this as gabby petito's mother continues to urge laundrie to turn the himself in. charles watson is live in florida with the latest. >> reporter: hi, jon. authorities in north carolina say they've received nearly a dozen calls in the last day or so about brian laundrie sightings along the appalachian trail, the most detailed coming from a florida hiker identified as dennis davis. he tells fox news digital that he was flag down by a man he believed to be brian on a deserted road near the north carolina/tennessee border early saturday morning. davis says the man was in a white pickup truck and appeared confused as he asked for directions to california using only back roads. take a listen to what davis tells fox digital. >> me and my girlfriend had a fight and, man, i love her, and she called me, and i need to go out to california to see her. and is i said, well, man, i-40 is right there. again, nobody was calling me back. i was is sitting this for an hour now, and so i got in my car and i actually drove back by the site. >> reporter: now, davis says at the time he didn't immediately notice the man he was speaking to until he pulled over and looked up photos of brian. that's when he says he called police. the sheriff's office in north carolina say they've received a call from davis and sent a few deputies out to the area where davis says he saw bruin. deputies -- where he saw brian, but the sheriff says nothing of importance was found. meantime, as the search for brian stretches into day 15, the fbi is remaining quiet about where their efforts stand as they try to track the 23-year-old down on bank fraud charges. seemingly frustrate, gabby petito's mother had a message for brian in her first tweet on twitter. she says, quote: mama bear is getting angry. turn yourself in. and, of course, jon, the fbi is still asking the public to pull in those tips, so if you think you may have seen him,fbi cans you to call 1-800-call-fbi. jon: charles watson, thank you. grim updates in two missing persons cases. one body is found in florida, another in south carolina. alexandria ho finishing f has more on those investigations. >> reporter: these two women were both living and attending college in florida, both reported missing just days apart, and both met a brutal en, but police do not believe these cases are connected. yesterday authorities in orange county, florida, revealed they located the body of 19-year-old miya marcano. the valencia college student was reported missing on september 24th after missing a flight home to south florida. >> our hearts are broken. everyone wanted this outcome to be different. >> reporter: her body was found in a wooded area near her apartment complex. investors discovered that a 27-year-old maintenance worker had improperly used an access key to enter her home. >> we are not looking for any other people. we believe, pretty conclusively, that armando caballero is responsible for this crime. >> reporter: police say the victim had repeatedly rebuffed romantic advances by caballero. he was found dead by apparent suicide. in the death of 21-year-old university of south florida student sheridan wall, no potential isn'ts have been named. have been named. >> found the body on my property. >> oh, my goodness. was there anything -- just laying out? >> >> no, she was just laid out on the grass. >> reporter: her body was found on september 2 the 1st on a south carolina road 10 miles down from where her burned-out car was located. wall had planned to return to tampa on the 19th, the day her mom stories, ongoing negotiations on capitol hill. president biden weighing in as democrats remain divided over two domestic spending bills. >> everybody's frustrated. that's part of being in government. biden's going to work like hell to make sure we get them passed. >> every republican is united against it. we're a party that wants to grow the economy, the democrats are a party that wants to grow the government. >> this is not a wish list, this is what the working families of this country want and what the economy needs. >> the build back better agenda has become the biden build back broke agenda. and the american people have figured out that what they're trying to do is institutionalize socialism. jon: jonah goldberg, editor-in-chief of "the dispatch" and if also a fox news contributor. you have kind of taken a look at a what's going on in washington, jonah. you say the progressives in the democrat party are actually winning this fight. >> they're certainly winning in terms of taking over what the democratic party stands for. and they're winning in the sense that they have rolled a president who was elected to be a moderate, a centrist, a return to normalcy, he basically only had a couple mandates; one was to not be donald trump, which he accomplished on day one, another one was to deal with the pandemic. he got a $1 is.9 trillion -- 1.9 trillion covid relief package through which was, you know, it's the about one and a half times how much we spent adjusting for inflation on the new deal. and he got 19 republicans to agree to an infrastructure bill for another trillion bucks or so. that could have been it for him in this first 100 days of his first year or even his first term, and it would have been a successful, mod a rate, you know, middle of the road kind of presidency. but instead he's been captured by the base of the party, and the base of the party is wildly out of step not just sort of the voters who made joe biden president, but with reality. i mean, when bernie sanders thinks it's like a serious talking point to say he's already compromised by coming down from $6 trillion to 3.5 trillion, you know, like, you know, put down the crack pipe. it's just weird. but that kind of logic has taken over big swaths of the white house and the democratic party. jon: it may be why president biden's poll numbers are falling precipitously, and i want to put this up on the screen. 92% of democrats approved of the job joe biden is doing back in july. now it's down to 85%. among independents, and this is where elections are won and lost as you well know, jonah, 38% don't like the way the president is running things. back in july he had 62% support. so he's down 24% among independents. and you don't get reelected with numbers like those. >> no, of course not. and, again, we have to say it's in the pundit union contract, it's early yet, you know, it's a lifetime away from re-election campaign, all that. at the same time, i mean, this is a central point. he wasn't elected to be, you know, alexandria ocasio-cortez's or bernie sanders' sock puppet. he was elected to beed to be a . those types of candidates ran against him, and he beat them on the implicitse and sometimes explicit that he was going to be this moderate, center to have road kind of guy. and one of the weirdest things about our politics that people don't really seem to have processed is that the average african-american voter is now well to the right of the democratic party in washington and really, and is it's to the right of joe biden where he is right now. it was middle-aged african-american voters who won south carolina primary for joe biden because they thought he was a moderate guy, and he's not living up to that. he is getting really, really bad -- jon: and nancy pelosi had to pull that bill, the bipartisan infrastructure bill, because she didn't have the votes. >> yeah. i mean, that's another one of these sort of disconnects, is that joe biden's agenda and interests aren't the same as nancy pelosi's. nancy pelosi is looking at the midterms, she's looking at her own age, and she's thinking these may be my last 18 months or a year, whatever it is, my last time as speaker, and she wants to put up these massive progressive victories on the board. joe biden doesn't need to do that. in fact, doing that undermines his ability to run for re-election. again, everyone said you couldn't get republicans to do anything with democrats. he got 19 republicans to agree to a big infrastructure bill. he should have declared victory and gone home after that, said look, i just did what i was elected to do. instead, someone convinced him that he could do a new new deal, that he could do a new great society. those guys, lbj and fdr, had massive majorities in the house and senate to get that done. this is the most deadlocked congress, arguably, in hearn history. jon well, here we have basically zero progress on these big financial if bills, you have the debacle in afghanistan, the withdrawal there and the 13 marines and sailors who were killed, and then you have the handling of the mexican border. when you ask texans what they think about the president's handling of the situation at the southern border, only 20% say they approve. 71% say they disapprove. and this is interesting to me, among hispanics in texas, 26% approve, 66% say they disapprove of the job that joe biden or, i guess, kamala harris because it's supposed to be in her portfolio, the job they are doing handling the southern border. >> yeah. i mean, there are two issues that are bothering joe biden. one, he's ideologically way too far to the left, and i think that touches some of the immigration stuff the, but he was elected as a guy who said he knew how government works, he's the confidence guy, and you just cannot look at the afghanistan withdrawal or the situation at the border or, you know, even the construction of the infrastructure stuff and say this is a guy with a firm grasp of how to do the job. and for independent, i think the competence part of it is a bigger driver than the ideological part of it, but you put the two many tandem, that he's way too left wing and he's bad at getting it done, and people are like what the hell is going on here? jon: very quickly, he's going out on the road to try to sell these big spending bills. how do you expect him to do? >> not too great. you know, he, he is not great at convincing people who don't already agree with him. you know, his best asset is that he's general ily likable to most americans, maybe not to republicans or anything, but he is -- he's not great at selling stuff. and the one thing he was good at selling was himself, and he's just sort of betrayed that image that he sold the voters on about being this moderate, middle of the road, not too ideological guy, and i don't think you can get a second first impression on that. jon: jonah goldberg, good to talk to you. stop provocative military activity the near taiwan. china has flown nearly 100 military aircraft into taiwan's defense zone since friday. the chinese government has not responded to those u.s. warnings. in north korea government officials are calling out the united nations for what the country says is a double standard when it comes to missile tests. the north korean government says u.n., the u.n. stays silent about the military exercises involving nations like the u.s. a north korean official is warning of consequences if their perceive double standard continue. in the u.k. prime minister boris johnson is planning to take bold decisions to help rebuild the country's economy following covid. a shortage of truck drivers has led to a fuel crisis in that country. jonathan is --son is warning supply chain problems could continue until christmas. in rome, a huge fire damaged the city's famous iron bridge causing chunks to fall into the river. the bridge is unique because it's made of iron while most of rome's bridges are built of stone. there's no word on the cause of the fire. and in egypt, the country's national carrier, egypt air, is beginning regular flights to israel for the first time. egypt air will run four weekly round-tip nights between -- flights between jerusalem and cairo. and that is a look at some stories from around the globe. in new york city school workers won't be allowed to report to work tomorrow unless they have proof they have received at least one shot of the covid-19 vaccine. this comes after a supreme court justice from new york city declined to block the mandate. david lee miller is live in new york with more. david. >> reporter: that's right, jon. new york city schoolteachers will need at least one jab of covid vaccine if they want to start on the job. starting tomorrow, unvaccinated teachers and workers who are not vaccinated cannot report to work. the deadline for getting inoculated was friday at 5 p.m., but mayor de blasio said employees who got vaccinated this weekend will be allowed to keep working. the city says at least 93% of teachers complied with the mandate, and that means about a 5500 have refused to get a shot. to fill that a gap, 9,000 vaccinated substitute teachers are ready to go to work. elementary schoolteacher roxanne rizzi thinks using subs is a bad idea. >> i tell you what'll be damage to the children, bringing in subs that don't know the children at a time where they speak so -- they talk so much about social-emotional well-being. do you know how many children i hug every single day because we haven't seen each other in 18 months? >> reporter: a group of teachers tried to get an injunction, as you mentioned, but their effort was denied by supreme court justice sonia sotomayor. about 500 doe employees have been granted a religious or medical exemption. the majority of teachers, though, that do not get vaccinated can take a year of unpaid leave with health insurance or call mother amelia who grew up playing stickball. the first generation american started going to their softball games when she was still in diapers and took her first swing at 8. >> it was just a way to keep me active. for some reason i had a passion for being able to catch a ball and hit a ball and throw a ball up against the wall. >> reporter: at ucla the right will have hander was first team all-american all four years leading the bruins to two national championships and twice finishing as the runner-up. her earned run average is second in ncaa history, her 74 shutouts still hold the
