we understand that. they ran for office to come and get things done for their constituents, to fight for particular issues important to them. whether it's child care, community college, climate. we're seeing that play out. some also have strong views about what should not be in a package. so we understand that they are looking to -- many members look to have confidence in their priorities moving forward. that's playing out now. i don't know if the president has a sense of trust. he wants to be an arbiter of key components of the party. >> how were you advising him of the end phase of this will look like? should we expect to see it done more publicly talking about the issues? will we see him in a more front stage role? since you can't talk about the negotiating behind the scenes, what tea leaves should we look where the plane will land? >> in advance of something passing or after something passing? >> before. >> before. it's important for people to remember the president announced these proposals back in the spring. big major speeches he gave. he's spoken about it dozens of times publicly. we sent the cabinet out through august to also make the case. what you're going to continue to see for this moment in time is a lot of these private conversations and discussions with a range of members about how to move things forward. yes, he's the first to tell you that we need to continue to communicate with the american public about what is in these packages, but if we're talking about this period of time over the next 24 hours or so, i would expect you to see him continue private conversations and that's how he will spend his time. go ahead. >> how confident is the white house of a vote on infrastructure tomorrow or do you think that could slip into next week? any assurances or -- >> well, this is why we came to washington. it's like an episode, a tv show. i am not in a position to look in a crystal ball here. maybe the west wing, if good hans, maybe not. i'm not sure. i'll assess tomorrow. we're not in a position. it's 3:00 now. expect the president the work around the clock the rest of today, overnight and into tomorrow morning. we're going to be working in lock step with speaker pelosi. he trusts her. he knows that she know what's her caucus need. there's a shared commitment to winning this vote. right now i just can't look into a crystal ball yet. >> general milley -- doesn't biden have confidence in him and given his conversations with the press that he talked about. he spoke about president trump. will we see him do the same with president biden? >> i'd say he has confidence in chairman millie. he's worked side by side with him through the last nine months through difficult times, difficult decisions in his presidency. he has a different relationship with chairman milley than i expect president trump did. i can't speak to that relationship. he has trust in him. >> [question inaudible] >> just prisons in general or -- >> [question inaudible] >> i would be surprised if that was the intention of the funding. i'm happy to check to see what the parameters are. >> more broadly, does the president have confidence in each and every member of his national security team? >> he does. >> you mentioned the president has done many, many deals on capitol hill. he's been around a long time. one thing that is different now from the time that joe biden served in the senate and even as vice president is the political dynamic in the country is different. in particular, the democrat party. does this president have difficulty relating or the or understanding the demands of the progressives in the democratic caucus? do the people around this president who may have served with him in the senate have difficulty relating to progressives and understanding their needs and concerns? >> i would tell you that i think there's a fair number of people that might consider themselves quite progressive in this administration. what the president proposed, the basis of the build back better agenda, any member of the progressive caucus will tell you is an incredibly progressive bill and proposal. it includes a historic investment in addressing our climate crisis. a historic investment in lowering the cost of child care, elder care, community college, universal pre-k. those are bold ideas and popular among the american people. so that kind of tells you how aligned the president is with a number of the progressive members objectives. >> within this moment where he needs their support for his other priorities that have passed the senate, how is he working to cajole them, twist their arms, trade horses? is he having difficulty getting that done? >> i don't think that's an accurate depiction of what is happening right now. again, i just point to the comments of congress woman jayapal. everybody knows here and we can convey what is happening here the members of the progressive caucus want to have an understanding of the path forward on the reconciliation package. they have stated that publicly. they think it's a historic, progressive package that will make bold changes into addressing our climate crisis, lowering costs for the american people, bringing more women in the workplace. they want to know that there's going to be support for that package moving forward in the senate and it will get passed. that's what is happening right now. the role the president is playing is working to get 50 votes in a senate. that's a role that they're happy to have him play. go ahead. >> if he goes to the hill tomorrow, you think he would meet with all democrats or a few. what do you think? republicans? >> we'll see. the day is young. i'll keep saying that. that's the theme of the day. >> on the debt ceiling, is there been any seriousssions about alternative options to raising the debt ceiling in any discussions about plan b? >> the only option is having it pass through congress. >> you said he trusts pelosi implicitly. earlier today she said they need for this to go forward tomorrow. they need legislative language that the president can accept. then she said that won't happen. who is right? >> i'm not sure those are -- >> i'm asking is, does the white house think it's possible to get legislative language for tomorrow? >> we'll see. >> another question, a lot of progressives frustration is on krysten sinema. does the president have a sense of whether she actually wants a reconciliation package to go forward or not? >> our sense is she does. >> martha: we'll pop out of this and keep a close eye on it. right now on "the story" as we monitor that, another big moment a short time ago on capitol hill. defeat in afghanistan by this administration is recognized. now we must turn to the new threats to national security as a result of that that we now face. >> it's obvious to all of us that the war in afghanistan did not end on the terms that we wanted with the taliban now in power in kabul. the war was a strategic failure. >> all three military leaders acknowledged in testimony today that the taliban victory over the united states means that we now have a growing threat from the new taliban run state of afghanistan. congressman mike turner was in that hearing and talking about general milley's call to china and gen rat john ratcliffe is standing by. first, we go to congressman turner, a member of the armed services and intelligence committees. congressman, good to have you with us today. >> thank you. >> martha: you were pressing pretty hard on asking the department of defense if they would get you the intelligence that they had for this over-the-horizon drone strike that killed ten civilians. do you feel confident that you're going to get what you need to understand just how good that over the horizon capability is and what happened that day? >> what we already know is how bad it is. there isn't an over the horizon capability. the white house touted that they would demonstrate it in this missile attack that occurred from a drone that killed an innocent man and his family. we're asking for the data and information. it would illustrate especially since the white house touted that this was an example of their ability to do that. al-quaida is still present. isis still present. the threat from afghanistan is there. the president denies it and his military advisers told him to keep 2,500 troops there because of the over the horizon strategy and it does not exist. >> martha: you made a good point and something that people should think about with regard to the drone strike. we were told the intelligence was so strong that they knew that they had to take that strike because it presented an imminent threat to our people. but after that, there wasn't a strike elsewhere. thank god there wasn't a strike elsewhere. that makes two wrongs. >> right. they said that they had to take this action under the heat of the battle because of an imminent threat. they got the wrong guy. so if they got the wrong guy and their intelligence was so great, an attack should have happened. as you said, thank god it did it nod. what also shows is that there's a huge exaggeration in to the abandoning of the normal protocols. what general mckenzie admitted, they didn't know who was in the car. they didn't know who lived in the house. they didn't know who was there. they took the shot anyway and there's an expectation especially on the part of congress that there's protocols in place that if any over the horizon effort is taken against terrorists, to disrupt activities, that we're shooting terrorists. >> martha: we'll play this later. congressman michael waltz was compelling on this as well. he said if i'm orders that strike, i would love to have civilian eyes on the ground that can look into the car from some distance and say don't take this shot. we don't have that anymore. that was very apparent on that day. you pressed hard on the intelligence. general milley has been saying, we had all of this intelligence that china was very perturbed. they felt there was an imminent attack coming. i needed to get on the phone says general milley to assure them that that was not happening. i needed to calm that, to deescalate that situation. you seemed to suggest you don't think that intelligence merited that. >> here's the thing. he's the chairman of the joint chiefs of staff. his job is not to get on the phone with his counterpart and talk to the press and congress and the white house and this story in "the new york times" and washington post. the secretary of defense should have been engaged, the secretary state should have been engaged. congress. the intel community. if we were to the point that an attack from the united states was imminent, something that never happened in my lifetime, it bodes more than a call from the joint chairman. he didn't tell superiors to make sure that there was no misunderstanding. >> martha: thanks, congressman turner. general milley a seeing today that former trump officials were all in the loop on this china call that led to back-to-back channel calls with beijing. >> with respect to the intelligence, i have it right here. i'll be happy to share it with you. i guarantee that that intelligence was disseminated to the president, the vice president, the launch an attack. he's accused of keeping that intel secret. watch this. >> i guarantee you that that intelligence was disseminated to the president's pdp, the vice president, the dni, director of cia, the secretary of defense, the assistant to the president for national security affairs and others. it was concerning to the point where secretary of defense esper, admiral davidson and myself had conversations about it. >> martha: and decided to make a phone call. john ratcliffe is the former director of national intelligence and was in that post at the time. john, good to see you. thanks for being here today. one of those things that hasn't been focused on here is the content of the intelligence and whether or not it merited the action that was taken by the department of defense secretary esper and general -- by the general. general milley. >> that's exactly the right point, martha. that's why general milley's testimony is so disingenuous and disappointing. the intelligence that he's referring to certainly didn't warrant or -- an extraordinary call to his chinese counterpart. it simply -- the story that he told to bob woodward that now everyone is talking about where he's the hero of the republic, he's the hero in a story that didn't happen. there was no concerning intelligence that merited a call to his chinese counterpart. he referenced the fact that there might be some intelligence. that is different than the content of what that intelligence was. the reason that you know that i'm telling the truth when i saw that this was not an issue of concern is general milley was the principal military adviser to president trump. the number of conversations that he had with president trump about that issue was zero. i was the president principal intelligence adviser. the number of conversations i had about that intelligence with president trump was zero. same with robert o'brien. mike pompeo, secretary of state, zero. mike esper at the time, secretary of defense, zero. >> martha: he says esper is the one that told him to make the phone call. >> but none of us briefed the president on that or had a conversation because there's no intelligence that supported that. >> martha: he's patting on his table and saying look, it's right here. i have this very -- he's making it look like china's hair was on fire and he had to step in and make sure that he deescalated the situation and you're saying you saw that same intelligence and it did not merit them to insert himself in the situation? >> yeah. absolutely not. obviously i can't tell you about specific intelligence. let me give you a hypothetical. we can pick up intelligence from a chinese general saying gosh, the americans are doing exercises closer to the spratley islands than we've seen ago. you think they're preparing for attack? we get that intelligence all the time. it's not oh, my gosh, we're about to go to war with china. what i would submit to you and evidenced by the fact that none of us, including general milley as the president's principal military adviser had a conversation with the president. if you're so concerned about that, you'd have that. i would have that. we would all have that. we didn't have a single meeting to talk about the intelligence that he's apparently referring to. so again, it's a story for a book. unfortunately he's the hero in a story that didn't happen. >> martha: you think he felt that you and others on that list shouldn't be in the circle of communication on this because he was worried about president trump and the stability of the nation? is that what was -- >> no. remember when the first call happened, martha. it was october 30th. three days -- four days before the election. so, you know -- and by the way, all of the intelligence that general milley gets, whether it's air force, army, navy, marine, coast guard, that intelligence comes from me as the director of national intelligence. that's part of my budget. all military intelligence comes through the director of national intelligence as the coordinator of all that. so the idea that he had bitter or different intelligence or concerns that he didn't share it with me is absurd. so again, i had one of those individuals that i just referenced contact me when the story broke. he said what the hell is milley talking about? that's how forgettable this intelligence was. >> martha: fascinating. >> again, the problem is this is why a chairman of the joint chiefs and one of the most troubling things for me, why a sitting chairman of the joint chiefs shouldn't be talking to authors of a book doing a hit piece on a former president. that's what is inappropriate. the point i think that people need to understand -- i have great respect for general milley, 42 years of service. the things he did. but a guy that yesterday told everyone i'm not going to resign because that would be a political move did the most political thing you can do. that is, you know, as a sitting chairman choose sides and sit down with authors that you know are doing a hit piece on a president and it has nothing to do with you but your choosing sides. which is what he did why that is frankly unforgiveable. >> martha: very strong. you believe that he should resign? >> i do. very clearly. you cannot be the chairman of the joint chiefs and take sides. what he did in sitting down with bob woodward -- by the way, bob woodward called me. i wasn't under any dilutions. i didn't talk to him. this was not a puff piece on president trump. when general milley sat down or talked with bob woodward, he knew he was choosing to be political and make a hyper partisan, hyper political statements with respect to a book. if he were a private citizen, he would be appropriate doing that. but as the nation's top uniformed military officer, you can't pick sides. so for all of the great things he's done in 42 years, there was nothing patriotic about that. that was partisan political and he must step down because of that. >> martha: thank you. john ratcliffe, former director of national intelligence. good to have you here today. very interesting. >> thanks. >> martha: see you soon. as you heard, the white house defending president biden for leaving troops on the ground. they felt that would be the best course for the safety of the united states. we saw how this played out and the polls are pointing to a problem with the people's assessment of this. bill hemmer joins us next. andrea: you see things as a parent-- what your expectations are for your kid growing today. >> martha: she's referring to,2500 troops. the why house defending the president's decision to remove all of our troops from afghanistan before we had everyone out. that resulted in a very chaotic end to america's longest war. that's a fact. after the deaths of 13 u.s. service members, and a terror attack at the abbey gate at the airport, a majority americans feel this way. disapprove of the way the president handled afghanistan is at 60%. 38% say they approve. that's an abc news poll. bill hemmer joins me now. bill, this president is facing tough numbers. >> yes, at the state level, too. that came in over the last week. he won colorado by 14 points. the approval rating in colorado is 42%. north carolina is pretty much 50/50. he's at 38% approval. texas, 32%. iowa, 31%. you have this long summer that was punctuated by the events in afghanistan. underlying these numbers, you have an economy where there's question marks about it, question marks about covid. you have questions right now about what they're going to do on the border. that was factored into a lot of these numbers. they're not impressive. this is the transcript, martha, of the abc interview that he did with george stephanopoulos, which was six weeks ago today with this interview happened. i think what is frustrating, just watching this hearing, is trying to discern what all these words mean. whether the white house has done this intentionally or not,ly not wager, but the person missing from this entire discussion is the commander-in-chief. we went back and crunched numbers. george stephanopoulos got 34 questions on that interview. we -- that was when the c-19 was -- c-17 was rolling down the runway. this is a full week before our 13 service members were blown up. that happened august 30th. check that. august 26. we get out of kabul on the 30th of august. since that time, the president -- this is a month now. he's taken a total of 34 questions in one month, which equals the same amount of questions that he took with george stephanopoulos in one interview. he's done zero sit-down interviews in the past six weeks. everything on the line for congress, the debt ceiling, all the questions that are happening in this hearing. it's a hard thing for the american people to try to figure out what the truth is when you try to read a transcript from six weeks ago. >> martha: a great point. my mind goes back to the campaign when he spent most of it in the basement during covid. that's the way that they approached it. they wanted to keep him safe. he continues to stay in that posture, staying safe. so we don't know where he stands on the 3.5 trillion deal. we haven't heard anything from him about the drone strike that was a huge mistake. we heard from general mckenzie on that. he doesn't have the kind of conversations clearly that we saw from president trump every time he got on marine one, he would answer 20 questions in that environment. so that's a good point in terms of what we're hearing, the communication. how much we should hear from the commander-in-chief in terms of where he stands on these things might be helpful for him to get out there especially given the numbers that you cite. a number of congressional races in texas. texas is a red state primarily. congressional races on the border could be interesting races on the border. i want to take you to the difference here that came from today. i found this to be extremely powerful. this is normer green beret, michael waltz from florida. talking about what we've lost when we gave up our relationship to the north of afghanistan and when we lost the entire country to the taliban and the fight that he has been fighting to get people out because it's fallen upon members of congress, every morning we wake up to beheading videos, to executions. to people being hunted down with our own database. >> martha: your thoughts. >> i was in touch with a few republicans earlier today before the hearing began. i said what do you want to get out of this? they said accountability. i don't think we got that. i was in touch and said did you get what you wanted? the answer was no. there were two moments during the hearing today when general milley was asked, you went from 2,500 to 650. who made that decision? his answer was the highest levels of our government. the follow-up should be and that person's name is what? that question did not come. you assume it's antony blinken or was biden, the commander-in-chief. mike johnson from louisiana a bit earlier this afternoon, he was asking secretary austin who is to blame for this. there was silence in the room. >> martha: he didn't answer. >> i guess that's your answer. >> martha: tough moment for the country. >> it is. >> martha: an important place for us and a lot of blood has been shed, a lot of people wounded and killed. you can see the numbers of how americans feel about the exit and the way that it was conducted. it's a very tough pill to swallow for a lot of folks. >> you had michael turn ever on about the over the horizon capability. the best answer is it's difficult. the answer was stunning. >> martha: the war in afghanistan is not over said general mckenzie. that's the big issue. it's not what happened already. it's now what do we face in terms of national security. it doesn't just end because we left. may >> martha: let's bring in texas senator ted cruz. he's demanding alejandro mayorkas be fired. when you hear there's 15,000 more -- i've heard 19,000 in some estimates headed this way. do you expect they too will get in? >> right now under joe biden, we have open borders. it's an absolute catastrophe. i've been to the southern border many times. it's worse than i've ever seen it. we are on a path to over 2 million illegal immigrants crossing into this country this year under joe biden. it's the worst illegal immigration we've had in 21 years. just a little less than two weeks ago, i was in down in del rio. i saw the crisis that was there where because the biden administration refused to deport the illegal immigrants from haiti, we saw what had been about 700 people under the bridge in del rio grow. when i was there to 10,503. within a couple days after that to 15,000. i got the tell you, yesterday, martha, i sat down with the foreign minister of panama. she described how panama has seen over 80,000 haitian immigrants, haitian evacuees crossing from southern america through panama headed to the united states. this is all happening because joe biden and kamala harris refuse to enforce the law and have said anyone that wants to come to america, they're going to resettle them, they're going to give them benefits, they're going to let them stay. it's resulting in a public health crisis, a humanitarian crisis. >> it's tough to read it any other way when you look at the movement. a lot of them have been living there two or three years. now they decided now is the moment. you bring up the two million number. during one of the presidential debates in august of 2019, president biden, now president biden, said we could have afford to take in another two million people per year. so it seems like it's clear this has been part of the goal actually and looks like they're going to reach that goal. one of the things that is very interesting, the political impact in texas. i want to pull up a poll that shows texas voters give president biden a negative 61% rating. that is down 24 points since june of 2021. tell me about that in your home state. >> yeah, look, texans see it first hand. we're seeing the devastation coming from this catastrophe of a policy. a couple weeks ago, i was in south texas, mcallen, edinburgh. i did roundtables with farmers and ranches. there were woman that described that they would not allow their teenage kids to go on their own property without carrying a loaded firearm because there were so many human traffickers and drug traffickers crossing their property daily. i did roundtables with sheriffs of law enforcement, local elected democrats. most of the elected officials in south texas are democrats. that's been true 100 years. also to a person, the elected democrats said to me, listen, if my party, the democratic party is the party of open borders, i can't support that. it's a disaster. it is overwhelming the communities on the border. del rio, the population of del rio is 35,000 people. there were 15,000, half of that population crossing illegally. what does joe biden do? he shamefully demagogues the border patrol. when he said you will be punished, that was disgraceful. i know many of the brave men and women of the border patrol. i'll tell you, i stand with the border patrol and biden demagoguing and attacking them over a media lie. the media claimed that the reins on the horse were a whip. it was a flat-out lie. in america. it and the omb are the two paragons of well-run organizations. they don't need more people or more money. you have the rich paying the most taxes ever. it's amazing. they have done a great job getting this. if you raise tax rates like these people are promises, you're going to get less compliance. it's not fair to have these taxes in there. the irs is where it should be. the tax rates should be lowered to make compliance much more voluntary. have the rich pay more because they can afford to report the income. i'm coming out with a book, the best two co authors in the world called confirmed that brian laundrie purchased a new cell phone prior to his disappearance. tmz is reporting that the fbi has obtained security camera through at&t store here with an older women september 14. that's according to tmz. we reached out to the laundrie family attorney that said he does not know what date the phone was purchased, but that brian left it at his parent's house when he disappeared. his parents say they have not seen him since september 14. the attorney says the phone is now in the position of the fbi. meanwhile, a spokesperson for the pinellas county sheriff's office tells fox news the fbi is looking at security camera video from fort desoto. that is the same county park where bounty hunter duane chapman said he received the tip that brian and his parents
