bipartisan bill monday. we're going to get into the details what that could mean. meantime, we're tracking these developments because of so many meetings that the president has had. just to give you an indication who he's met with and stands to meet with in a busy day of back and forth to rally democrats around a single approach to all of this to keep the government lights on, to delay, suspend the government ceiling deadline and to get the reconciliation package, get a budget wedged in there, get the bipartisan infrastructure measure done, move a step closer to getting the infrastructure measure done. that is not italian sausage. that is like one link after another that relies on everything falling into place and eventually in a nice little bun so they can eat it all on your dime. did i explain that okay? i don't know if i did. i'm getting hungry though. welcome. i'm neil cavuto. this is "your world." we're going to get a democratic and republican view of what is sorting out on capitol hill with emanuel clever, the missouri congressman, what he makes of this. we'll talk to north carolina republican senator tom tillis. where this goes right now, republicans of course are not for linking any of this with switching the dealt celling further back here. they're open to that maybe on a stand-alone case, but as things stand now, none of the stuff they're talking about presently. let's go to hillary vaughn who has been caulking close track of this and where we stand. hillary? >> hi, neil. we knew the bipartisan infrastructure agreement and the social spending path were on a collision course in terms of what gets voted on and passed first. now the wheels are coming off entirely. house republican leadership is now whipping their members urging them to vote no on the bipartisan infrastructure deal because they think it's clear that the two are linked. now 11 senate democrats are telling their colleagues in the house to hold their vote on the bipartisan deal until the budget bill gets passed first and heads to the president's desk. so there's a lot at stake for president biden's build back better agenda with progressives and moderates at war with each other. he's trying to get everyone on the same page today. >> the progressive democrats or the moderate democrats, who will give here? >> sometimes there's need for compromise. he will know more after these discussions today and the coming days. >> president biden met with spoker pelosi and chuck schumer. he has two meetings scheduled with moderate and progressive lawmakers in the house and the senate including progressive caucus chair and josh gottheimer who up until this afternoon were still at odds with each other over which piece of legislation should get a vote first. it is all hands on deck here on capitol hill as well as white house coms director kate bettingfield is talking to the house democrats as well. as you mentioned at the top, we got an update from speaker pelosi out of that meeting with president biden. she says that they are still on track for a vote on the bipartisan infrastructure deal on monday. she didn't want to go into details on what that meant for a vote on the reconciliation package. she did say that they're on track and moving forward with that. she also made a point to say that all is calm. they are good. they are making progress in the right direction. perhaps trying to counter this narrative that there's an ongoing war waging between progressives and moderates in the democratic party. neil? >> neil: maybe but it's an insult to those that make sausage that this is anything like that. it seems a lot messier. that could be me. great reporting as usual. hillary vaughn on that. if we take the speaker at her word that means that they're hahn skid for a vote on this bipartisan, the infrastructure only measure, that had support among 19 republicans and senators. they wanted that stand-alone measure without anything linked to it or pegged to it. if that's what the speaker is talking about, that would be closer to their wish lists and a welcome development for daniel clever from missouri, a democrat. congressman, welcome to you. great having you. you had been concerned that all of this back and forth what is linked and what isn't linked could doom the one thing you wanted to see approved. that's the infrastructure package, right? are you heartened by these latest developments? >> well, it's my belief that democrats are not going to be reckless to the point that they would do damage to what everybody has been embracing in the democratic party, the build back better concept. i think it would be dumb if we sacked our own quarterback. so i'm hoping that we're going to be able to get this things worked out. this is going to have to be a moment of flexibility where people, you know, are willing to fight for everything that they can get and accept some things they didn't want. that's compromise. we'll have to compromise inside the democratic caucus. >> neil: so some of the progressives in your party are not keen if this is a delinking going on with this infrastructure-only measure and the much larger human infrastructure package that could explain the people on the revolving door, a blue dog meets with the. and then we hear with someone from the progressive caucus that gets a chance as well. so the president is meeting with them to keep them all on the same page. the progressives are not on the page you just mentioned. do you worry about that? >> yes, i wouldn't be honest and truthful if i say i didn't worry about it. but i think that it's not an easy road for us to get to legislative success. i do believe there's a road. i think that people that are veterans in this process understand that nobody gets everything that they want in this system. the sausage making is ugly. i can tell you. i've seen it up close. unfortunately, you know, you seen this over the years, compromises and things get worked out at the last minute. i don't know why but that seems to be uniquely washington. >> neil: so when you look at where we're going, if this does get a vote on monday and then we have to move on or progressives want to move on, they don't like this delinked as you said, but on the larger package, the 3.5 trillion package and the tax hikes and the initiatives, is it your sense that it has to be paired down? a lot of your moderate colleagues, maybe you're in that camp as well that said 3.5 trillion, way too much. we've indicated that joe manchin, you know, in the senate similarly says way too much. maybe half that. where are you? >> i think that, you know, there's some individuals that have outside outsized influence over the process. the two senators are a part of that outsize influence group. >> neil: you're talking about kyrsten sinema from arizona and joe manchin? >> yes. thank you. the reality is that i would prefer 3.5. but i'm realistic enough and been around long enough and i think i'm open-minded enough that i can work with individuals with whom i might have some disagreement. it's in the best interest of the united states of america that we handle as many of these infrastructure issues that could impact the next generation of americans. so i'm interested in doing that. the poll damage that suggests that the public is behind it. i am -- this whole new deal of going on about the progressives and so forth is interesting because, you know, i'm not sure what credentials one needs to be progressive or to be moderate. hopefully everybody is thoughtful. looking for a way to make things happen. >> neil: you're a good man. you'll try to be a calming figure. we appreciate that. thanks, congressman. emanuel cleaver of missouri. fair and balanced, let's go to senator tom tillis from north carolina, whether he is as well. senator, if that is true and we touched on this notion that a stand alone vote on the infrastructure only measure that had bipartisan support, would you be pleased with that? >> well, i think it's a start. i was a part of the negotiations, the republican senators that work with democrats to put together the $550 billion package. i think it's a start. what is a nonstarter is the 3.5 trillion package that they're still talking about. i think that speaker pelosi and leader schumer have their own challenges to get to that number. they also have the looming debt ceiling vote to deal with and they can deal with alone. >> neil: the president was scheduled -- i don't know if these meetings have concluded between nancy pelosi and chuck schumer. he was going to meet with the progressives, the top blue dog democratic chair, one of the more moderate members, a member of the problem solvers caucus, all democrats. not a single republican. what do you think of that? >> you just heard congressman cleaver say democracy is about compromise. he finished saying within the democratic conference. there's no bipartisanship going on right now in terms of what the needs are for businesses, for recovering from covid. chuck schumer proved that when he pass had $1.9 trillion package in january. now they want us to suspend the debt ceiling so the sky is the limit in terms of what more they're going to spend. they have a dynamic that they have to deal with a dynamic in the senate that they have to deal with it. i agree with you. this is an insult to sausage makers to say this is making sausage. they have serious challenges to deal with. >> neil: so senator, when the democrats come back at the republicans saying your a fine one to talk about not wanting to raise the debt ceiling when we did that when donald trump was president. they go back to say which has been done since 1960. 49 times under republicans, 29 times under democratic presidents. you've been there long enough to know that the truth to the fact that we always get to this. somehow the dealing is raised and the deadline is pushed back and we survive. how do you answer that? >> you can only be intransigent when you know the outcome. chuck schumer doesn't want to raise the debt ceiling because the way he has to do it, he has to 16 a top line number.he can't just suspend it until december of 2022. he has to be honest with the american people and say this is how much more money i want to spendand by implication, this is how much more money i'm going to tax you in the process that is the real problem here. chuck schumer can do his job. i have voted -- >> neil: so nothing was linked senator -- i understand. but to be clear, nothing was linkand if it's a stand-alone measure that you would be okay with? >> in terms of raising the debt creel something. >> yes. >> no. in terms of funding the government? yes. if you want to continue to fund the government and avoid a shut down, which chuck schumer can do without a single republican vote, i'd be happy to have that discussion. have to look at every one of these compromises the in past. there were several bitter pills i had to swallow to vote for increasing the debt ceiling. chuck schumer last a take it or leave it attitude and he has to take responsibility for it. >> neil: all right. they say it's a take it or leave it altitude with republicans. one way or the other, maybe we'll see this sorted out. senator tom tillis, thank you. >> thank you, neil. >> neil: you might have noticed the big numbers on the green in the corner of the screen. the dow storming back today. had nothing to do with the soap opera whether we're going to get anything done in washington. at least in congress. it had everything to do with the federal reserve and very supportive comments that jerome powell made today from folks that were worried he could rain on a parade here. susan li has more. >> the federal reserve delivered what wall street anticipated no surprises. that's what stock markets like. interest rates were kept on hold. close to zero. he said they will cut back on stimulus soon. we're seeing $120 billion in monthly bond purchases. most economists to start in february. there's strong growth with gdp at 6% that would be the best year nor the u.s. economy since the 80s when ronald reagan was still in office. the fast pace will come with higher prices. the fed predicting inflation to hit above 4% this year, which is double the inflation target of 2%. however, it's all temporary or transitory with the central black forcing it to come down next year. not everybody thinks it will be that easy or smooth. jamie dimon warning that inflation could get so high next year that the federal reserve might have to jam on the brakes, pull out liquidity and then you'll see a huge reaction, a big stock market sell-off. dimon says he's not predicting that but it's possible that that could happen. the great ipo run continues with toast soaring over 16%. a block from here, a $42 million megamillions winning ticket was sold. no, it wasn't me unfortunately. >> neil: well, i guess i'll see you tomorrow at work. susan li. can you imagine if varney won this? i said yes. because we did spend a couple hours this morning looking. we cannot find any record of him going as president, vice president, candidate, senator, concerned citizen. she wanted to know what the deal was. i pointed out that the president does go to visit areas where people are in need like after a hurricane and after a wildfire. he has not visited del rio. i asked why that was. she said the events in del rio are the result of a broken immigration system. neil? >> neil: wow. that will come back to bite him. thanks, peter doocy. all of this in the whirlwind of these developments concurrently. think about it. its dinged the president's approval ratings but no more than a gallup approval rating that 43% as president. the vice president even worse. much of this is just coming after the collapse of afghanistan. so no doubt the administration's argument will be that was the worst of it and we're climbing out of it. is that your sense from the people that you talk to? >> no, it's not. a lot of it really does depend on what happens in afghanistan over the next several months, especially heading to the 2022 mid-term campaign season. the fact is there's still americans in afghanistan. we don't know if the united states will get them out or what the taliban is going to do. there's so many unanswered questions that will affect the way americans view biden's handling of this. we already know it was a crisis but still remains to be determined how he will see this through to the end. >> neil: you get a sense that the white house is worried about battleground states. iowa is the state that the democrats won on a national level a couple times now. there his approval rating is at 31%. very low with independents as well. so something isn't resonating. the white house obviously pivoting to other subjects. every time they pivot, they create more confusion on the booster shot, what's happening at the border. they can't get out of their own way. >> absolutely. battleground states are very important. the polls coming out of iowa and other battleground states will determine how the democratic party looks at its chances moving in to 2022. more importantly, the iowa poll is really an indication of a larger trend that we're seeing right now nationwide, biden's approval rating are collapsing. the border crisis, afghanistan, states reimpose restrictions. voters said the president has not kept his promises. is he capable of doing the job. is the administration up for the task? >> yeah, the toxicology and forensic tests still being done in wyoming right now. here in florida, day four is soon to wrap up of this exhaustive search using 60 search teams, search members of teams. that includes dive teams as well as technicians with side sonar, which can detect large objects under the water and cadaver dogs combing through thousands of acres in this nature reserve. the person of interest they're looking for has yet to be discomforted. 23-year-old brian laundrie wanted for questioning in the now confirmed death of his fiance, 22-year-old gabby petito. so far no ed of laundrie has turned up. searchers are using high water atvs and vehicles for high water. plenty of alligators and snakes in the area including water moccasins. brian laundrie had been living in north port with his parents and fiance. the teton county coroner said the body found sunday is petito concluding the manner of death is homicide. she and laundrie had been on across country road trip visiting the country's national parks. police questioned the young couple after someone dialed 911 to report a guy was slapping a girl in the face. when they pulled over, it's something that gabby petito denied happening saying her fiance, brian laundrie, pushed or grabbed her face. monday, the fbi and north port police executed a search warrant taking out multiple boxes of evidence, things like computers, hard drives and cell phones. keep in mind three weeks ago when their son returned by himself in the white van that they had left north port a few months ago to go on the cross country road trip, there was no gabby petito. how that was explained to his parents, nobody knows. when police wanted to ask questions, they wanted to hire an attorney and have not spoken since. neil? >> neil: thanks, phil. let's go to mark eiglarsh, criminal defense attorney on this. i'm just finding brian laundrie is an i'm only mission of late. but you as a lawyer, what would you look for? she was murdered. they want to get details on how that happened. but it's painstaking to put it mildly. what do you as a lawyer look for? >> absolutely. first, i'm looking for payment for i do a dog gone thing for the guy. i wouldn't represent him though. if you're asking what his lawyers are looking for, any reasonable hypothesis of innocence. meaning what are the damages to her body. let's find out everything. now let's carve some scenario that could scream innocence if the client were to advance that theory. so they have the benefit of seeing what the evidence is, assuming he's stripped of his liberty, found, arrested and see exactly what they could say happened that maybe exonerates their client. >> neil: but they also have to find evidence that can't prove he had anything to do with it. that she was violently killed. we don't know the details. if there's anything that links him, then what do you do? >> well, first, the defense doesn't have to do anything. they could sit there in court -- and all this presupposes that he's arrested and resupposes that he didn't kill himself and sitting in a court of law. they don't have to do anything. the state has the burden of proof to show that he committed the offense. if nothing ties him to it, he walks free. we're hearing a lot of things that he is likely the person that did this and most likely the person that did this to her. >> so in this search to find him, the family claiming they didn't know where he was or couldn't account for how he left or to this day where he still might be or hiding out, if there's any such possibility, then what? what is their culpability? >> i've said publicly that i understand why parents make decisions that benefit their own children. i hope i'm never in that predicament. i don't know what i would do. that said, they made a choice here. if they knew that he had done something nefarious and in any way aided, abetted him, then i'm all in favor of them being charged for it. they have done a huge disservice assuming that they knew and helped him in any way to both the family of gabby petito to the law enforcement community, to all of us with not being forthright. that's a choice and there's a penalty to pay for that. >> neil: thanks, mark. still waiting for the detailed autopsy results. thanks very much. another big development today on how the cdc will go with the vaccine booster push, whether you need a third second, a second one if you've had j&j. the fda session those that might need it. we'll get the read if the cdc agrees with that after this. tes knocking you out of your zone? >> the advisory committee is discussing who will be eligible for a third shot and decide when the booster shots would be administered. the cdc panel, doctors and experts will meet tomorrow and will decide on the covid-19 booster policy in this country. the cdc has to wait for the fda to sign off on its advisory committee's recommendation first. friday an fda advisory committee of experts overwhelmingly voted against boother shots for everyone over the age of 16. instead recommending a third booster shot for those over the age of 65 and for those regardless of age at high risk of developing severe covid-19 symptoms like the immunocompromised. >> i think what the u.s. regulators want to do is make the boosters available for an older population that can derive more benefit from the shot because they're at higher risk from covid. >> the cdc's panel of experts discussed data from israel where third doses of pfizer have been administered to 2.8 million people since july. the data suggests a third shot works to drop the risk of severe illness and is safe. >> rates of reported systemic, local and neurologic and other reactions were lower after dose three than after dose one or two. >> yet the u.s. is facing criticism for planning to offer additional shots as other parts of the globe are waiting for their first shots. president biden said they will donate 1.5 shots for the rest of the world. this is the same process for moderna and j&j vaccine. neil? >> neil: thank you. to so my friend, bob that helps me out. doctor, do we need a booster shot? >> i don't know, neil, whether the general public needs a booster shot. i do agree with the fda's ruling on over 65 and those that are immunocompromised. it's a little embarrassing with the fact that a good portion of our population, some 75% or maybe more or less, slightly less perhaps, have not even gotten their first injection. so here we are talking about three injections for people who probably don't need it. >> neil: you know, doctor, you mentioned many that have not gotten vaccinated, first shot or not. does news like this and confusion like this, the fda, the administration and the cdc reinforce their doubts and say i'm not going to get vaccinated? i just don't see the reason. >> yeah, it does stimulate complacency. it really -- we want people to believe in the vaccine, that the vaccine helps people. i'm seeing a lot of social media about break through infections and all sorts of things scaring people, making people say why should i get the vaccine. it's not going to do me any good anyhow. that is wrong, this is a vaccine that protects people's lives and your loved ones and prevents you from spreading the disease. it's really important, neil. >> neil: do kids need to get vaccinated? >> well, neil, thanks for having me. we've been talking about this early in the year. nothing has been done by this administration. it's a failure on their part to secure the border. governor abbott stepped in. he launched an initiative to secure the border. with this current situation that took place in del rio, we deployed hundreds of troopers to the area and we contained this area from any other surnls -- surges taking place. >> neil: so lieutenant, the only thing that i heard the administration say is promises. but those on horseback who were, you know, trying to gather haitians who had come in to the country, trying to cross the border. that they want to investigate. what did you think of that? >> well, neil, they're taking out out of context. i spoke to the agents on horseback. i've been here since saturday in del rio. i spoke to them. they're hard-working agents. they don't need to be criticized in this time of crisis. this is a clear example why the morale is low and no support from the federal government. to criticize the agents for doing their job. >> neil: yeah, i understand from one of your men and try to do what you do and maintain order, horseback is the only option in some of these areas. having said that, did it surprise you that that is what the administration is interested in investigating for the time being, not the other things that made this an uncontrollable situation? >> right. didn't, neil. we've been seeing this from case to case, throughout this year. that's why the morale is low. they continue to work hard. we're continuing to show support and provide support for them, this situation here could have been contained. could have been under control from the beginning of the year. the administration has failed to do its part to secure the border. so we stepped in, the state of texas stepped in and securing the border by containing this area. since then, there's not been any groups of migrants coming across here by the international bridge in del rio. >> neil: very quickly, lieutenant, we do know that a judge had ruled to flip this idea that you couldn't adjudicate the cases rather than go to mexico. so right now the call is not to have them dealt with in the united states but in mexico. that is still happening. they go to the u.s. and settled there ignoring this judge's order. what do you make of that?
