cameras inside as you mentioned and what they saw were migrants stacked wall-to-wall. many unaccompanied children waiting to be processed. the children being housed by the hundreds in these 8 pods what you are essentially looking at formed by plastic dividers, this facility in donna, texas is, simply overrun. listen. the pass city is 250. holding over 4 hundred subjects in this location. we are way over capacity. we are 700 percent over capacity. griff: now the 4100, 3400 of those are unaccompanied minors and 39 of them have been held for at least 15 days. right now 250 to 300 unaccompanied kid are being taken into custody daily and staying an average of five days. now, texas' governor greg abbott writing a letter demanding answers and pleading with vice president harris to head to the border and see it firsthand. he writes: i urge to you visit the border to see the crisis for yourself. and i implore the biden administration to take swift action to secure the border. dhs and hhs secretaries will be briefing house members today here in washington. but, vice president harris is not expected to attend. brian, ainsley, steaf? brian: it's just the oddest way she has chosen to handle the portfolio she was given by the president by really not doing much. taking the weekend off. saying i'm not going to the border. i'm going to focus on the origins of this whole thing but, when i get a chance. well, let me ask you, griff, is it an emergency down there or not? griff: well, of course it is. and those shocking images are surprising the nation and the politicians that visited it. it's not surprising the officials who predicted. this by the way, harris, who says she is going to deal with the root causes, i looked something up and that is how much money guatemala got during the trump administration four years, just over 800 million. now, touring the 8 years of the obama-biden administration they only got 1.1 billion. if the answer is more money, well, guess what? the previous administration did that as well. are they going to undo it? brian: i'm not sure. thanks a lot, griff. ainsley: when you see some of these stories, it's just heart-breaking. san diego, that convention center that allowed all those teachers to come in and volunteer during spring break for in person classrooms meanwhile the residents of san diego can't send their kids to school that are taxpayers. if you look at the covid numbers, this is pretty scary, there were 700 girls that were transferred to that facility. and 82 out of them tested positive. originally 59 tested positive. they were housed separately. and then in addition to that once all the girls went into the facility, 23 of them inside the facility tested positive. they were moved to a different floor and they are in quarantine. steve: do you know what, ainsley, when you look at those particular numbers, that is 437% higher than the threshold to reopen the schools in california. that is so crazy. because of all those kids testing positive. what's interesting about the fillings there in san diego at the convention center, where they did not allow reporters to be there when there were kids inside, is they are actually testing kids for covid there. you know, go back. ainsley: every three days. staff steve you go back to the facility in donna, texas, that we saw, where the kids were in those biden bubbles. right there in donna, texas, the positivity rate is 14%. a month ago, it was 4%. so it's gone up 10%, which suggesting the kid are contracting the coronavirus in what i now refer to as the biden bubble because it's like a bubble where there is not really -- look, they are in a plastic bubble. ounce ains exactly. steve: absolutely. when you think about it you need to have good air flow and stuff like that. if you are in a bubble, that's how you get it, and these latest numbers show it's gone up 10% in a month. that's not just the detention center. it's not just jail-like. but it is a super spreader. brian: right. so you think about what's happening in san diego. got transferred off the texas border. got charter flights to get you into the convention center in san diego to a place where teachers show up to volunteer. this is their spring break and teach them. making them more susceptible to getting the coronavirus if you look at the chances there, it's 9%. so your chances of you getting the coronavirus, some kid in san diego unified school district is 0.04%. why haven't you been teaching the last neighbor month. kristin fisher engaged jen psaki in this. see how it went. >> does the white house think it is sending the right message to the 130,000 kids in san diego and parent who have been at stuck the past year. >> i'm saying that context is important. these kids are going back to school for hybrid learning. we, of course, want that to be five days a week and we are confident we will get there early next month. i believe they're also on spring break right now which i think the context is pretty important. brian: those teachers who haven't had a chance to teach in person probably refreshing for them in a while. they're teaching things like getting the kids focused on the arts, visual arts as well as performing arts so they can actually do a play in san diego and work on extracurriculars maybe they can play tag and get into gym. they will also do different language and math courses. unbelievably frustrating if you are a parent in san diego waiting for your kids to go back to school, seeing them suffer, protests, after all the pta meetings and trying to force the hands of the union and this is in your face. katie pavlich weighed in. >> these are the priorities of the left, the left wants open borders. they want to use american taxpayer money not for their own children to be in school but to, you know, say that they're being humane. they have a more humane immigration process than president trump did. that's what they are trying to prove by having in person learning in places like san diego while taxpayers and parents there don't have their kid in school and continue to suffer. this is opposite of america first. that's exactly what the left stand for these days. this is the difference between the left and the right when it comes to border security. when it comes to the priorities of each political party. and so here we are with the left's priorities playing thought realtime. ainsley: she says the left believes that america is entitled that we owe it to them to give what we have. that we are so spoiled, basically, that we owe it to give it to them. she says that the left looks at them as international. we are all international children, and that this is the opposite of america first. one of the parents, leslie hofmeister, she is a parent in saying. she was on fox. and she has been pleading with the school districts since september. these kids have been out of school more than a year. they are not listening to us. these migrant kids show up and they get school in person yet they lock the doors to all of us. another parent valdez says this is a slap in our faces. steve: the big telling thing brian and ainsley will be next week the white house and the san diego school districts have said well, those teachers are volunteering and it's their spring break. what happens after spring break ends because those kids are going to be housed there through july and the government has already said we're going to go ahead and provide all of these social supervisors and educational services as well. so will the teachers start getting paid? is the administration doing a deal with the unions behind the backs of everybody? stay tuned. ainsley: if they are only allowed to stay there three days maybe they don't get school inside these convention centers when they get out they will live with sponsors and live with relatives. brian: because every foster kid has a home and every kid who needs to be adopted in america has gotten adopted. that's why we are basically full but we can just take in every country's children. steve: the other thing to remember about what griff said is that pretty much every kid who has been held at that donna, texas facility is being held in violation of federal statute. you are supposed to be out within 72 hours but they are keeping them weeks at a time. brian: let's get those kids lawyers. meanwhile at 7:25 two outraged parent will be joining us and darrell issa will be joining us, too. while you were sleeping an infrastructure plan is unveiled. steve: today. brian: embargo off 5:00 p.m. tunnels and bridges. how much is it going to cost 2 trillion? don't believe it 4 maybe 5 trillion. here is some of the things he is hoping to get passed. 620 billion of transportation. that's roads and bridges. highways and ports, makes sense. 400 billion on home care for elderly and disabled. 5 will 0 billion in r and d and manufacturing training. 650 billion for electronic grid improvement. that could work. broadband, internet and water systems access. not much controversy there. where it gets controversial is called human infrastructure. human infrastructure like getting water to everybody, like going ahead and putting portions of the green new deal together. i think that the human infrastructure also includes creating good quality jobs, paid prevail wages and safe and healthy workplaces. i don't know what the heck does that mean? workers have a free and fair chance to organize join a union? how much is that going to cost us? why is that listed in this plan? it's kind of an aspiration or is he just free lapsing and solidifying the infrastructure of our care economy by creating jobs and raising wages and benefits for essential home care workers. there is a lot of play in this policy. ainsley: how are they going to pay for it? raise the corporate tax to 28%. it's 21% now and raise the global minimum tax 21% for multinational corporations. if you own a business, you are in trouble. your taxes are going to go up big time. and they're probably going to end up pushing this through. i don't know if the republicans though are going to be -- they are saying they are all for an infrastructure plan but they just don't all this green new deal stuff shoved down their throats and they don't want every individual and corporation to be taxed. joe manchin says he wants republicans input. he always votes with the democrats. chuck schumer said if the parties can't work together, democrats will move forward. bernie sanders says they are even prepared to use reconciliation. brian: can they even do it again? could they do it again. ainsley: twigd it into two part. steve: dividing into two parts because it's so big. talking about a staggering amount of money that's why joe biden is splitting it in two. it would be the largest tax hike in generation. it would be the biggest spending bill in the history of the world. now, what republicans are saying is, look, if this goes through, it's going to impact all sorts of people in all sorts of different ways. they say the tax hikes mean lower wages and less growth. that's something that donald trump had said. they say that the tax hike mean your utility bills are going to jump and you have got to figure if there is a green new deal. ainsley: gas prices already gone up. brian: a full dollar nobody reports that. ainsley: full dollar a gallon. steve: tax hikes family farms and restaurant. ainsley: restaurants after they have been hit hard. steve: and other small businesses, absolutely. we have heard if you have over $400,000, you know, joint filing, et cetera, that would be impacted. a lot of people fail their taxes as a small business on their family account. and tax hikes will send jobs and businesses overseas. now, the allies for joe biden say, look, this is what he promised during the campaign and he is just following through on that. they apparently are -- willing to negotiate with the republicans but, remember, they didn't have any republicans on board for the 1.9 trillion. they are saying that they think they could have it through by memorial day. however, they are thinking as well that there could be more parts because it's going to become so contentious they are going to have to slice up the universal basic income part from the green new deal part from who knows what part. at this point we just don't know. brian: here is larry kudlow, he weighed in. >> buried in the plan is something called social infrastructure which would be a massive expansion of the welfare state no work incentives. way less. pushing continued automatic it of both direct stimulus checks and unemployment insurance. you know, more unemployment insurance get you more unemployment. we are looking at a universal basic income plan before this is all said and done. between the 3 or $4 trillion price tag and end the fossil fuels, the biggest tax hike since 1942, along with a gigantic expansion of the welfare state, this is really a pivotal transformational bill. brian: just a whole thing of penalize the rich. i think republicans really want infrastructure. i think democrats want infrastructure. i think if they try to do it on regular reconciliation, without republicans, without sitting there let's deal with this in committee and work our way through the house to get back to the president, we know where he stands, i think it's going to come down to the parliamentarian saying i just gave you a reconciliation. can you do another this fiscal year and it's all going to be on that person and might even challenge the parliamentarian if it doesn't go. steve: great big by joe biden you can be the new fdr if you pass this thing. is he cram packed not only with the infrastructure stuff with both sides but with all this stuff, you know, the green new deal and the aspirational things that the political left love, so, maybe it's let's make a deal. i will give you this if you give me that. ainsley: we have congressman darrell issa and we have ted cruz come on the show we will ask them about it. brian: add this before we toss to carley. the dinners in '42 we had a depression and a war. we are coming out of this. we were forced into hibernation. we are out of hibernation. we are almost there. the economy is about to hit turbo speed. we need to fix our roads and bridges but we don't noe need this other social engineering. i'm stunned that people might be accepting of this. it's going to restructure society without a what's the situation. >> frustrating, actually. in my business while we haven't been directedly affected because i'm not in retail or restaurant or tourism related business, it is the state has gone about very cautious and methodical approach to reopening. new orleans has lagged behind on that. and it's frustrating to see that because covid, irrespective of what did you was going to hurt your business. but when you have the chance to open the doors back up, why not do so? but immediately following that thought is how am i going to pay the bills? how am i going to feed these children? i know mrs. talley and myself have been stay at home moms with the large families to raise of the weight of that financial burden is caught in the thinking right after a loss as this. ainsley: you are serving some families going through and this being there for them and holding their hands through it. you went to be with the talley family. what did you learn? how is the family doing? >> it was a remarkable service. to see a sea of blue. canine dogs and dozens of bagpipes there. you didn't see the ton of children. just the seven in the front row. i had a front row seat off to the side where i could have equal view of the stable and equal view of that family. i will tell you my eyes looked to that family a lot more. they are beautiful. they are so strong and resilient but one of the most touching moments of the entire service was when the grandmother, so eric talley's mother was presented with the flag from, you know, folded in a triangle shape and her little grandson one of eric's son reached over to comfort her. she wept over that flag. in that moment i realized that's who eric talley was. you see the light of his goodness, of his service, of his hope shining brightly in those beautiful children and his lovellly wife. his weeping mother and his father there. and it was a memory that will be etched in may mind forever to see them to watch them and to know that they are sitting there right in front of that casket draped that beautiful flag that's carrying their hero father and knowing that now they are going to go home without him. ainsley: gosh, that breaks my heart. frank, i'm going to tell everyone -- i'm sorry, we are out of time. thank you both for being on here and what's the website, frank? is 250. previous to covid, the total capacity was 1,000. we are holding over 4100 subjects in this location. we are way over capacity. we are like 700 percent over capacity. griff: when you break it down the 4100 he mentioned 3400 are unaccompanied children. 39 have been held for at least 15 days. way beyond the 72 hours max right now officials also say they are taking 250 to 300 kids into custody every day and holding them an average of five days. now, one member of congress, michael burgess, who just saw it firsthand down at the border had this to say on "fox & friends first" this morning. >> the problem has accelerated so significantly under the biden administration. hung the open for business sign on the border or we are wide open sign on the border and people are responding. what i mean by that the reporters saw how all the kids are being processed. and in one room they are inspected for lice and scabbies and to see whether or not they have a fever. but, none of the kid some of the family units are placed. in the second room, the children and the family members are given notices to appear in court and then they are able to call somebody in the united states to say i am here and i would like to come to you if you talk to this nice person from the federal government they will arrange it. ainsley: also, there are hotels for migrants and your tax dollars are paying means $71,000 per person, if it's a family of four, tax dollars $284,000. and that's why senator marsha blackburn she is so outraged by. this she wrote a letter to dhs secretary mayorkas and she said this is enough to buy a small house. this is a waste and abuse of taxpayer dollars. brian: absolutely. look at these numbers. if there was no covid a thousand people can get in there. with covid ready to do it. governor, you were one of the quickest to open up first after the immediate shutdown almost a year ago today. why is now the right time to be the 19th state to go out a mask mandate. >> good morning, brian. thanks for having me on. we are really excited about where we are right now in our fight against covid. as you just said, our economy has been reopened for the most part working to protect livelihoods, too, for almost a year now. the sectors that we have left that have been struggling are like many around the country when you think about the airline industry, business, and tourism, travel, convention center business. in georgia, you know, this time of year, all the way through the summer, our beaches, mountains, you know, there is a lot of hardworking georgians that depend on those jobs and businesses that depend on that revenue. and that's what we have got to reopen. our numbers, in my conversations with doctor toomey, are in the right place to start doing that. so we are working that way. brian: yeah, i mean business want you to wear a mask when you go shopping, go ahead, wear a of course that. you are not going to mandate it from the state level. and that's the point. people could also use their own judgment and do what they're comfortable with or you don't have to go to the movies, you don't have to go to costco, especially with everything they can deliver today. governor, go ahead, final thought on that. >> i was just going to say, you know, we haven't had a statewide mask mandate ever the whole pandemic. we don't have one now. but people are doing the right thing. everywhere i go when people are shopping they are being respectful wearing the mask, social distancing and getting people vaccinated. that's how we come out of this and live with it for whoever long it's going to be over next several months or even if it's years. that's what we have to do. we cannot continue to shut down. people cannot survive that. brian: governor on election day from stacey abrams still not admitting that she lost the governor's race. you have been in the eye of the storm so to speak. and now first allied and now warring with the former president of the united states. went out and looked what georgia was doing pandemic hopefully in the rear view mirror and made some changes and signed this into law. here are some of the changes. require a photo for an absentee ballot. limit time to request absentee ballots, ballot drop boxes locations. you can have one per county unless the county is big. replace the secretary of state election board chair with appointee. allow election board to replace election officials in underperforming counties. reduce the runoff election time. and bars outside groups from handing out food and water in line. first off, on that last one, you can get refreshments, you just don't want political organizations to hand them out. it's up to the precincts to do it if they want to do it, correct? >> yeah. that's outrageous what people are saying. and you can -- the political groups and others nonprofits, whoever can still could that, brian, if they're outside the 150-foot buffer around the polling location or 25 feet from the end of the line. psycho so it's not like you still can't do those things. we are just trying to keep voter from being harassed and election neared while they are standing in line preparing to vote. we have had laws like that and most states have around the country for years. but, as you know, hypocrisy is running rampant right now. this bill makes it easy to vote and hard to cheat. i heard you mention on the tease earlier that president biden got four pinocchios on the "the washington post" which is incredible because they're absolutely right what he is saying is not true. and even more hypocrisy was stacey abrams celebrating new jersey expanding the nine days of early voting when her own state of georgia has 17 and we just added more opportunities on the weekend. so they are being mistruthful about what the bill does. brian: they are out communicating you because you have the facts on your side it seems. even "the washington post" picked that out. first off, the accusation from among people the president of the united states, on the whole water thing as well as other things, listen. decide you are going to end voting at 5:00 when working people are just getting off work? brian: "the washington post" heard that like you heard that, this is what they figured out. biden falsely claims the new georgia law ends voting hours early. it is not true, right? your hours remain the same, correct? >> yeah, as a matter of fact we have 134 out of 159 counties and this bill will actually be expanding the number of hours that people can vote in the process. so what he is saying is not true. but, you know, it leads to the question of this is all just a distraction for them to make a case to do an unconstitutional power grab with hr 1 and also to distract from the, you know, water flow and crisis of people flowing across the southern border, you know, perhaps they should pay more attention to that than our genius voting times that we have in georgia especially compared to his own state of delaware. brian: what you are trying to do if you don't have i.d. you write a state number in or social security number than absentee ballot. when it comes to drop boxes, this is the first time you are using them. you just lot of them. you want to put them in controlled places. one per county unless this county is really big. real quick on drop boxes? >> yeah, the other side is saying we are taking that away. there is actually counties that didn't have drop boxes. this legislation requires every county to have one. so what they are saying, again, is not true. brian: so, governor, if they're calling you a racist and saying you are trying to stop people from voting, and they are saying minorities shouldn't vote, you have to have your communication team if you feel you have the facts and it seems you do on your side every day because it's relentless and, again, they are putting georgia in the boycott of the storm. major league boston is pressuring to get their all star game out. pga is getting pressure to move out the masters, major corporations, so it's up to you to save them by communicating what you are doing. >> >> well, it just shows you how out of touch our school district is with the needs of the parents and the desires of the teachers. as you can see, local teachers are more than happy to teach in person and they are being held up by the district. and by the union, which has strong armed us the entire time. and has been' in different and even contemptuous of the parents and the damage that's been done to our children. steve: sure, gina, your 8-year-old son bowen is at home learning, not in a classroom learning, unlike the migrant children who get in person teaching. you don't like that standard, do you? you think it's hypocritical? >> well, you know, first, i just want to being a knowledge these teachers who are willing to meet with these migrant children i applaud their efforts and willingness. i have heard from several teachers throughout the pandemic that want to get back to the classroom. so these teachers, as far as i'm concerned, they are heroes for willing to step up and it's unfortunate that our teachers have not had the same opportunity and really our focus should be as mentioned to ensure that all children throughout san diego unified school district receive the same sense of urgency to return to in person instruction. and this demonstrates that it is safe to return to in person learning today. steve: right. gina, do you blame your school union? your teacher's union for not saying, okay, it's safe, let's go? we have known that for months. >> yes. we have known it for months and i absolutely hold our district leadership accountable, and for not stepping up. and having that same sense of urgency for getting our kids into the classroom. we still have a very weak hybrid program in place. and we still don't have a clear plan as to how the district is going to address learning loss for our students who have been home for almost 13 month. steve: ministry can, you don't like the situation one bit. >> no, not one bit. the hypocrisy of the suburbs having school as early as last october, some of them reopened. they have done it safely. and then to be willing to send teachers down to a known covid positive area while at the same time pretending that they can't come safely back unless they get bonuses and additional money and even then they still want to come back on a hybrid basis. teachers are the heroes. teachers unions are clearly the villains in san diego and l.a. unified and it's one of the failures of leadership here in california. i know a lot of people are concerned about many aspect of the border, i think for all of us on this communication we are not -- we are not against treating these people humanely once they are here. certainly i think there is a lot of questioning about whether joe biden is doing a disservice to have hundreds of thousands of people flooding the border who need this kind of care that quite frankly we're not able currently to give to all our citizens. steve: gina edward, sorry, got that backward, edward, gina blames the school leadership, you blame the teachers' unions. >> it's a coalition of both. right now the cdc says three feet is safe for the students, for our children in school. the union has demanded five feet. now, you do the math. that's 40% fewer students in the classroom, this is an arbitrary number. why did they choose this? steve: yeah. >> it seems like there is, you know, indifferent to the suffering that's been inflicted upon our children and our district is not standing up to the unions that it's kowtowing to them. and as you see in san francisco and chicago, they tried to take on the school districts to force them to follow the science and open. steve: gina, you are ready to. >> one of the important things to understand in california is our governor has statewide edigits, one after another, closing restaurants, closing places of business, in and canning that we all wear masks but then when it comes to saying from a public education standpoint here's a unified standard so you all go back to work based on it. then he says well, it's hands off. it's going to be every single school and school district and charter school for itself. and makes absolutely no sense. if you can say that there is a science, and you are following it, on a statewide basis, then, quite frankly, the governor, and other leader who have locked down had the state need to be willing to step up and unlock uniformly. and they are not doing it. steve: all right. congressman, thank you very much. we should point out that the school district says our teachers are volunteering. gina, real quick, if you could, you would send your child for in person learning tomorrow, right? about loudoun county. been in the news a lot lately. what are your thoughts. >> when i heard first this heard this video, ainsley i was angry. i didn't expect when i moved to loudoun county great community one where your kids could get a great education without having to go to private school. you thought about math, science, history. and then to hear this type of aggressive discussion going on with a student to be divisive about race, it was really shocking. up until a couple of months ago, i had not even heard of crt, critical race theory and i asked other parents i go what does that mean? and it's like parents are now being asked or teachers are being asked now to teach kids about school and then separating them along lines of color and race. and i couldn't believe it. so when you actually hear this video or see this video and hear it, it is really shocking and appalling and it need to stop. so, i commend the student for making that video so we could all really see it for what it's worth. ainsley: right. the student didn't play into it which i was proud of him for that he said. >> absolutely. ainsley: i look at them as two girls. i don't see color and that's what we are patrol deputy chief ortiz is shocking. >> as we are looking at the threat and some of the traffic patterns, i fully expected based on what we've already apprehended and what is remaining in the fiscal year and 1 million apprehensions. >> reporter: this is another emergency shelter for kids is open at fort bliss in el paso, texas, male age 13 to 17 arriving on buses. hundred mayorkas will brief house members on the border situation but vice president harris is not expected to be in attendance but we did learn she spoke yesterday with guatemala's president, no word what they discussed although there was a promise to increase humanitarian aid. steve: why did the administration open the facility yesterday and donna, texas, what could it have to do with the fact that yesterday they admitted we are 700% overcapacity. we heard week earlier they were 1500% overcapacity so as bad as it was yesterday it was worse the week before. ainsley: the san diego convention center, kids are being taught by volunteer teachers in person, the people who pay taxes in that county, the kids have been out of school, virtual school for the past year, more than a year and kristin fisher asked jen psaki about that, she works at the white house, listen to this. >> does it send the right message to 130,000 kids stuck at home last year. >> the concept is important in these kids are going back to school for hybrid learning. we are confident we will get there early next month and i believe they are on spring break right now, the concept is pretty important. brian: fox news had that story but in san diego they couldn't wait to talk about it. fighting so hard to get the schools open and sports in san diego where you obviously for the most part check the weather patterns, you can do a lot outdoors in california in southern california, san diego is where we found the parents of edward ewing and jd smith and congressman darrell i said joined us to talk about the frustration of putting illegal immigrants first. it shows how out of touch our school district is with the needs of the parents and desires of teachers, local teachers more than happy to teach in person being held up by the teach the kids who have the higher infection rate, why can't you teach my kids who probably don't have covid? >> the kids are the ones that suffered to be out of school for a year. brian: another thing, voting. hr one will federalize elections and that's beyond controversial and what they're trying to do is focus on georgia's reforms and some of those reforms have drop boxes in every county, they talk about having a vote on weekends, they do this thing called voter id, democrats have said inaccurate things like you and are longer allowed to give water to people online, saying most long lines are in the cities in there trying to deny african-americans or hispanics or any minority group their day to vote. got to be so thirsty they've got to get off the line. that is inaccurate. you can have water, just not for a political group, don't want to be serving refreshments if you are with a political organization. that is electioneering. joe biden said this yesterday. >> i'm worried about how un-american the whole initiative is. to say we will end voting at 5:00 when working people are just getting off work. brian: what he said is inaccurate. as was pointed out by the washington post they are not changing when the polls close. that was totally inaccurate. they came out and said this. one could understand the flub at a news conference but the same in a presidential statements, we understood why biden made this claim that this was the section that expanded early voting for many georgians. steve: away the president made it sound as they were changing the voting hours. ainsley: going to close at 5:00. steve: counties can expand voting early from 7:00 to 7:00 so it is an expansion and when it comes to voter id that is for absentee ballots but nonetheless the democrats have been trying to make this an issue and look what a mess it was in november. ainsley: trying to spark fear, if we have this it will affect the election, telling lies and not even true. steve: president biden said these changes in georgia are jim crow in the 21st century and that is one of the reasons georgia got brian kemp who signed this legislation the day after it was passed by
