and all he said was a lot. and asked if he thinks there is a crisis at the border, the president said this. >> we won't be able to handle it. >> just minutes before white house press secretary jen psaki stepped up to the podium axios dropped a bomb of a report that president biden could be briefed tuesday afternoon that his administration meets 20,002 accompanied a surge of unaccompanied minors at the border. projecting a net 117,000 of them will cross the border this year. but the biden administration is continuing to describe it as a challenge, but not a crisis. >> at what point does it become a crisis? >> i would say that i don't think that we need to be part of what we call it. we have the secretary of homeland security saying it will be a challenge and we will approach this without labeling and without policy, with humanity, and with focus on what we can do to keep these kids safe. >> the white house blames it on covid spacing restrictions and on the trump administration for dismantling the country's immigration system. but republican congressman mike mccaul from texas blames the surge in unaccompanied minors which is on pace to exceed the all-time record by 45% according to axios' on the biden administration's lack of immigration policy. >> you see a 45% spike, we will take this back to the obama administration. all the good we did in the last four years to stop illegal immigration is going to be damaged within months. >> it is not just republicans, democrats in texas are also sounding the alarm. >> it is not a crisis yet, but it will be coming crisis. to be a number of unaccompanied kids and families that are coming in are just increasing every day. >> for president biden his main focus continues to be getting a coronavirus relief package passed in just 12 days. the federal enhanced unemployment benefits went out for millions of americans. the president meeting virtually today with democratic senators now considering the package and speaking publicly to a partnership between two companies that are usually competitors. merck and johnson & johnson. >> we are on track and have enough vaccine supply for every adult in america by the end of may. >> some very encouraging news on the vaccine front, the president also announced that he is directing every state to vaccinate all teachers and school staff at least one shot by the end of this month. the president says it is not a requirement for opening schools, but he says that it will accelerate the process. >> bret: kristin fisher live on the north lawn, thank you. now to how the biden administration is dealing with young people crossing the border, one facility that democrats demanded be close is now open once again. correspondent casey stegall is there, showing us tonight from southern texas. >> trucks carrying commercial generators and housing supplies account for the majority of traffic down this bumpy rule texas road. fairing equipment to expand the footprint of this newly reopened migrant detention center for up to 700 kids ranging from 13 to 17 years old. >> good endorsing, and to me it's all most like a dorm for where the kids are staying. >> working as a contract employee at the same site when it opened in 2019 for a month under the trump administration. a decision that was widely criticized. >> the committee, we did at protesters -- >> when the sprawling 66-acre state site was back in commission under president biden's watch. >> we were shocked, completely taken aback. >> the white house blames the pandemic for a tighter bed space at other detention centers along the southern border. though immigration lawyers like linda brand saying that it does not end up. >> their capacity to 8,000, they are not 8,000 children currently in care. >> the protection data does show a spike in the number of apprehensions in particular unaccompanied minors. more than 19,000 kids have been taken into custody so far for fiscal year 2021, a 64% jump from the previous period. >> we are asking people to not go to the border. >> officials in the meantime using various messaging campaigns urging migrants to not flood the border with hopes of avoiding another humanitarian crisis. >> what the administration needs to do in the current system specifically expediting the process for what is safe for children. >> in addition to the temporary facility is like the one that has gone up back here, others are starting to pump up in additional border communities that could be some indication from the white house that they are expecting higher numbers, bret. >> bret: the impact later today, greg abbott announcing the lift of the state mask mandate allowing businesses to operate at full capacity goes into effect next week? >> yes, that's correct, next wednesday march the 10th is one that will take effect. the move would make it texas one of the largest states in the country to do away thus far with the mask or face covering policy. it would also allow bars and restaurants to operate at 100% capacity. governor abbott citing the state's progress on vaccination and decline in overall hospitalizations for his decision. this is to be too among other states that are slowly beginning to relax some mandates. >> bret: casey stegall in southern texas, thanks. breaking tonight, there are increasing calls from the regulation of andrew cuomo after a third woman has accused him of sexual harassment. state democrats are also getting closer to taking away some of andrew cuomo's powers. bryan llenas has been following this from brooklyn, continuing tonight. good evening, brian. >> good evening, bret, you are control state legislature announced it will repeal governor andrew cuomo's emergency pandemic powers which have given him extraordinary authority over new york's covid-19 response. it's the latest sign democrats are beginning to revolt against one of their leaders. anna ruck provided this photo to "the new york times," both rock and the time say it captures the moment at a september 19 wedding where governor andrew cuomo put his hands on her face. the 33-year-old says he then asked if he could kiss her. she said she was confused, shocked, and embarrassed. fox news has not independently confirm the information and we have reached out to russ in andrew cuomo's office. she is the third woman to accuse andrew cuomo of sexual harassment in the last week. now at least 13 democratic lawmakers in the new york working families party of progressive party in the state are calling for cuomo's resignation. near congresswoman kathleen rice tweeting "the time has come, the governor must resign." six new york legislators are taking it a step further calling for cuomo's impeachment. governor cuomo has repeatedly used his powers and has faced no accountability. and as attorney general letitia james in indication of specification, the mayor drew a line in the sand. >> if these allegations are true, he cannot govern. >> while democratic majority leader chuck schumer refuses to say if cuomo showed resign. to speak of these woman have to be listened to, now there is an investigation in the hands of a very, very capable person, the attorney general of new york state. i supported it and we called for it. >> other normally outspoken top democratic women like vice president kamala harris have not said a word about cuomo struggles. >> i can certainly speak on behalf of the president or vice president and i will reiterate that they both believe that every woman coming forward should be heard. >> today marks the one-year anniversary since governor cuomo's first award at the covid-19 briefing. >> the facts defeat fear, because the reality is reassured. it is deep breath time. >> the briefing propelled him into a media darling, with cnn with his anchor chris cuomo. >> was at this or was at this? this evening we follow up on another story from last night, worried that china may be hacking into india's power grid as a warning over their dispute involving territory along their shared border. this incredible, humongous taking fiscal debt bomb that we are creating. we have indeed a debt to the gdp of excess of about 100%. that is not sustainable for any country. i see no way out under -- opponents say can further weaken the voter rights act. concerning a case from arizona but could impact dozens of measures around the country following last year's elections. arizona officials are challenging a lower court ruling that its regulations disproportionately burdened black, hispanic, and native american voters. meantime congressional democrats are trying to change the way elections are handled in the country, republicans are trying to stop them up on capitol hill. tonight congressional correspondent jacqui heinrich looks at a bill hr 1 that focuses on voter registration and turnout. >> the 2020 election saw major changes to election tradition under pandemic protocols like expanded mail-in voting and longer voting times. democrats say the fallout highlighted the need for a permanent reform and are hoping therefore the people act or hr . >> the first 300 pages of the bill were written by john lewis. to end voter suppression. >> if past it would create automatic voter registration across the country, simplifying voting by mail and expand early and absentee voting. but it takes decision-making power away from the states and would authorize independent commission to oversee redistricting. and prevents outside groups from challenging the eligibility of voters to weed out illegal ballots. beco this bill registers voters from the dmv and databases heard 24 million voter records across the country appear to be inaccurate or invalid. and as we saw during the pandemic, this created chaos and confusion. >> democrats say the bill counteracts 253 "voter suppression initiatives being considered by legislatures in 43 states, including an effort in georgia to suspend voting on sundays." >> let me think the republican voters across the country who in the last election used automatic voter registration where it existed. used early voting opportunities where that was afforded. speak about republicans say hr e democrats. >> this is most important for nancy pelosi to hold onto our power. >> the bill is expected to pass the house but will likely die in the senate where republicans have introduced competing legislation that would strip states of grants if political swing and miss for house speaker nancy pelosi. breaking tonight at least 13 people are dead following an accident on the southern california highway today, and suv believed to be carrying 25 people crashed into a semi truck on a road in the hope fill area. about 100 miles east of san diego. we have breaking news on this. national correspondent lou william la jeunesse has some new information tonight. good evening, william. >> that was only about 8 miles north of the u.s. mexico border, and likely ran the stop sign and collided with a tractor trailer. 25 inside and was designed to only hold seven. 13 dead as you said several victims were actually thrown from the vehicle. at the time we did not know their immigration status, the victims although hospital officials believed they were in the u.s. illegally, border patrol sources are telling me that there were actually two load or smuggling vehicles let it cut hole in the border fence sometime in the early morning hours of the midnight shift and invaded a mobile camera system as a vehicle fled to the north. only after the accident was a border patrol alerted by the county sheriff's office. there was a second vehicle that also cross the border from mexico with 19 immigrants inside and they were arrested by the border patrol. the section of the fence was likely built between 2007 and 2009. about a few miles east of the word of entry and is not part of the trump border construction wall. the investigation is underway for the chp and the border patrol. >> bret: okay, william, we will follow this. thank you for the office of management and budget. they are pulling that as soon as tonight. this was something that the white house had said they were going to fight for, but her negative tweets of the past attacking of various senators, clearly affected what those senators thought about the nomination process, and the white house is first confirmation that has fallen apart the nomination is being pulled tonight. let's start with the panel. byron york, chief political correspondent of the national examiner. and mara lykes, national correspondent of the radio, and bill mcgurn, columnist for the radio. the writing was on the wall, she met with lisa murkowski of alaska and apparently it was a good meeting. but not good enough. >> did not seem like she was going to get lisa murkowski's vote. if so they would've kept going with her. look, all along most administrations lose at least one nomination, and she was always marked for the one that might be called from the herd because of her controversial tweet and the bad blood that she had with republicans and even some democrats like bernie sanders. but as ron claims on msnbc, still a job in the white house that does not need senate confirmation and they have a replacement for her, another woman of color, shalonda young who already was nominated to be the deputy omd director. >> bret: why not put her up first? if this was sacrificial lamb so that they could give some scalp to the republicans? >> well, i don't think it was republicans that caused the scalp. in a 50/50 senate, as long as you can keep your caucus in line means every single senator has a veto of it. and that's why when joe manchin of west virginia came out against her, and oh, unless the down crust could get someone on the republican side to break ranks they were doomed. they need the 50/50 vote to send it to kamala harris to break the tie, and they did not get it. i think as is alluded to come of their best hope i think was lisa murkowski and obviously that did not come about. but in a 50/50 senate. anyone can be a kingmaker or a king breaker. as long as everyone else sticks to their party alignment. >> bret: byron, your thoughts on this. mara is right as far as administration in the past, one is pretty good if they stick to one being lost. >> well, it is true. a new president appoints a lot of people to a lot of big jobs, and usually one or two don't make it. that's just what happens. and also people talked about neera tanden being a real policy long. she was ahead of the think progress for america, but there was nothing about her nomination that screams that she has to be director of omb and i'm sure that she will be in some important nonsenate confirmed job in the future, so i think what bill says is correct. it shows for purposes of this nomination joe manchin is the most powerful man in the world. >> just moments ago, to withdraw the nomination from the director of office management budget, most respect for her record and accomplishment and her experience and her counsel, look forward to having her serve a role in my administration, she will bring valuable perspective to her work. and we'll get a job in the white house no matter what. the issue of immigration, take a listen. >> they are a leading undocumented people in, that concerns me and my community leaders down there. >> we have more than 7,000 unaccompanied kids who have come into the united states, and that is certainly a lot of children that we are trying to treat humanely and safely in a process through the system as quickly as we can. >> at what point does it become a crisis? >> i don't think that we need to meet your bar of what we call it. we are going to approach it without labeling. >> we won't be able to handle it. >> bret: democrats in that border state are saying that it is starting to become one, axios' with this report on monday homeland secretary said from the white house podium that it is not a crisis. today the president will be told that the number of migrant kids is on pace to exceed the all-time record by 45 percent in the administration does not have enough beds. facing the growing numbers, the department of health and human services which oversees the child migrant centers, shelters are changing their coronavirus protocols to make room for an additional 2,000 kids and teens. dhs projects there will be 117,000 unaccompanied child migrant's crossing the border this year. you know, mara, the sound from the department of health, homeland security secretary saying we want you to come, but don't come now, i think that raises some eyebrows, because you have a lot of people from cl and latin america coming through mexico, they don't get that message don't come now. >> this is the problem the joe biden ones to have a different immigration approach than donald trump, but at the same time does not want to become a big magnet for a huge surge of immigrants, especially unaccompanied minors, because you have to do something with them. you have to put them somewhere. and that's the problem. and he has been trying to figure out a way to work with the countries in central america to keep people from coming is the clock ticking here? >> i think it is. look, right now this is the happiest moment in bill de blasio's seven years as mayor of new york. for most of those seven years he has been like wile e.
